A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. The photos don’t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.

I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn’t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?

One for the MADEIRA WINE buffs.

Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren’t playing that well this season, having changed their style of game somewhat.

TAP cheaper than Easyjet. D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet.

Drugs killed 19 in four years. Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.  The European Monitoring Centre report indicated a 45% increase between 2006 – 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, "The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents." In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.

A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.

Madeiran computer usage above the national average. In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. —- Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.

Stolen condoms machine! A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.

Parliament using a law that no longer exists. The Socialist Party MP Jacinto Serrão accused Parliament of "negligence" in relation to a matter  of "utmost importance for the region". The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting.

Hybrid and electric cars will have cheaper parking. From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one.

There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000.

Maintenance of ‘Lobo Marinho’ will be in Madeira instead of Spain or Portugal. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between  12 – 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.

French tourism promotional campaigns have worked. In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, ‘Top of Travel’ and ‘Voyages Internacionaux’ have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer.

Government not honouring its debts to contractors. The liquidity problems of the Region, justified by the Government reducing state transfers  and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay ‘virtual tolls’ ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015.

As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime.

Warning for travellers to Cabo Verde. The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.

Surveillance will tighten on Market Night. The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.

‘Play the buzios’ competition in São Roque do Faial. Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this ‘instrument’ (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho.

Individuals in a car assaulted an elderly woman.  An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own.

Madeirans postpone buying a car. Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 – 15 November, there will be a used-car market at the Tecnopolo.

Madeira Wines & Spirits Festival. Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.

New Savoy Hotel. They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before.

 

 

 

 

 

‘Atlantis’ special program. 10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island.

Fire brigades better prepared for forest fires. From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.

Postponement of increase in the fees of private doctors. Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations.

Fuel increases on Monday. Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.

Businessman António Lopes acquires abandoned village in Portugal. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.

A quick look at the front page news of today’s Diário :

Company of group involved in ‘Hidden Face’ received licence on Madeira before it was even created. It’s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.  The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.  The  facts may say otherwise,  with ‘Resatlântico – Waste Management Ltd.’ not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. Hard to believe there would be any wrongdoing methinks. Busy people with so many brown and white envelopes passing through their hands often get dates mixed up.

Today’s top news story : Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000. I can’t believe that last figure is correct … that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.

Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder. The regional secretary responsible has launched a recruitment process for a new  services manager of the ‘Jardim Botânico da Madeira – Eng. Rui Vieira’ (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.

Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful. The church ‘broadcasts’ the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under ‘noise laws’ was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that’s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.

In football : Madeiran Leonel Pontes in charge of Sporting. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.

Easyjet batters TAP ; Low inflation threatens economy ; 235 sign Machico Petition

TAP, Portugal’s favourite airline are offering their customers with loyalty cards (air miles accounts) a special deal. ‘Air mile’ bookings can be made for half the normal exchange on a limited number of 300,000 seats, to all destinations (I think!). You can also send / receive ‘air miles’ through other loyalty card customers to make up a usable balance, without any charge.

Brazil – After 18 days, 20 hours and 16 minutes of singlehanded sailing from Funchal on his little 21 foot boat, Frenchman Thomas Ruyant crossed the finish line in Salvador de Bahia today to become winner of the Mini Transat race. Though he had a tear in his eye, Ruyant arrived at the Marina de Bahia with a huge smile on his face, saying: "It was a great feeling when I crossed the finish line. A great moment of happiness". SOMEONE PLEASE GET ME A BEER

Whilst I have no desire to increase the business of any specific hotels, a magazine called DESIGN SCENE has done a photo feature on The Vine in Funchal. Very impressive, if not a little strange. Looking at that first photo though, I think the cleaner needs a little bit of refresher training.

"Claes Feder, who has died in the Algarve at the age of 81, will be remembered for his love of classic ships, the excellence of his work as an architect and the warmth of his personality as a bon viveur. His lifelong association with Portugal and all things nautical began on the island of Madeira where he was born. His father was Danish, his mother Swedish. He was 17 before he first went to Scandinavia at the end of World War II". His claim to fame must be unique, but you don’t find out until the penultimate paragraph that he produced detailed plans for a five-star hotel and conference centre within a full-scale replica of the Titanic, but I have no idea whether it was built or not. RIP

Tobi, the blog cuisine expert, has revealed his cherished and secret chutney recipes, yielding to pressure from readers from readers who don’t like the prices and chutneys available here. Pear today, and Mango will follow tomorrow. Thanks Tobi!

PEAR CHUTNEY
225g shallots (I just used onions)
1 tbsp olive oil
1 garlic clove crushed
1kg pears (any kind but not too ripe) Cored, peeled, and roughly chopped
175g muscovado sugar
100g raisins
10 cloves
350ml red wine vinegar
jars for storing

Chop onions and heat olive oil in a pan, add onions and garlic and cook for 5 mins until soft, add the pears, sugar, raisins, vinegar and cloves, and bring to the boil, then let simmer rapidly for 30-40 mins, stirring from time to time, until pear is tender and liquid has evaporated. While doing this get your jars ready, I get mine hot in an oven for say 5 mins with the lids off but heat the lids as well, as this is just to kill germs, then place the HOT chutney in the jars and put the lids on, when they cool, the lid will pop down making it vacuum tight. Store in the cupboard for at least 2 weeks before eating, once opened it keeps in the fridge for 3 months.

I treated myself to a Jacuzzi yesterday, in a private facility in Ribeira Brava, where it is reserved for an hour. All very nice, and I came out well refreshed and massaged, and full of beans. It wasn’t until I was almost dressed that I noticed ‘Rules of the Jacuzzi’ on the changing room wall. 1. Users must bring a towel, wear flip-flops and bathing costume. 2. Users must shower before entering the Jacuzzi, and 3. Users must not urinate in the Jacuzzi. I hadn’t contemplated that last possibility in the least, and had I done so I don’t think I would have even entered the water. Is it really necessary to post such a rule on the wall, giving the impression that it was a possibility? Looking in the mirror this morning I seem to be a little jaundiced … probably my overactive imagination. 

This weekends football : Marítimo host Paços de Ferreira on Sunday at 4 pm (not on TV), whilst the big game, in my opinion, is on Monday at 8.15 pm, when Nacional visit Benfica. Nacional are likely favourites to get a big thrashing, as the hosts are knocking in more goals than Uncle Bertie was doing pre-election inaugurations. On SportTV1.

Low inflation is the biggest threat. Luis Campos e Cunha, a University Professor in Economics and former Finance Minister warns that Portugal has a lower inflation rate than the euro zone and if this trend continues, deflation might occur. This will cause increased labour costs, decreased competitiveness of certain firms and higher unemployment. In addition to the impact of the euro, this is because of poor fiscal policies and poor savings of the Portuguese which led to reduced production and marketing of tradable goods. The trade deficit has worsened in the last twelve years. A more restrained fiscal policy is needed as enough has not been saved, as in other countries. This means cancelling or postponing large public investments. Banks might experience bad loans, families will have less to spend and social problems will have to be solved in the short term. In contrast, the Chairman of the Order of Economists thinks that 2010 will be a transitional year as there are ‘unsafe signs of recovery’. He says state investments are necessary for economic recovery. The economic crisis is thought to be good for globalization and technological innovation. Jardim said that unemployment is the greatest challenge and should be the priority of governments, employers and workers, who need more commitment and productivity. He said that the money borrowed by Madeira for his expansionist policies has four conditions; to be used exclusively for investment, to control inflation, payment of salaries and expenditure on health and education and debt must remain at levels renegotiable.

In Portugal, according to the increased number of calls to the telephone helpline, the crisis has increased suicidal ideas in the population outside the usual risk group of age 30-40 years. This is due to unemployment and they think it is only temporary. In Portugal, the elderly are more at risk, whereas in Madeira and the Azores, it is the opposite, young people commit suicide more. It is thought that the poverty rate in Portugal could be as high as 40%.

The Portuguese League Against Aids has reduced donations from companies due to the crisis and  received more requests for help. They celebrate 20 years in 2010 and plan campaigns to fight discrimination and for prevention in the elderly and women.

Casas do Povo desperate for €1.5 million. The Regional Government has been slow to sign protocols with the institutions and money for 2009 has not reached them. They are beginning to make preparations for Christmas and having difficulties paying suppliers, e.g. rent, phone bills and wages.

Government stops work authorized by Funchal Council. A private access was to be built covering over 20 metres of the Ribeiro da Nora. Concern is that the work will cause flooding in other areas. This ribeiro has a history of flooding houses in Rua de Santa Maria and there is increased risk due to decreased drainage in the area.

 

Company responsible for oil spill in Ribeiro das Freitas in Garajau identified. Due to an accidental rupture of a pipe. The company will pay for the ongoing clean up and the degree of negligence will be investigated for a fine. The slick was discovered on 7 October and has polluted a long stretch of the stream which takes storm water from Cancela Industrial Park and surrounding areas. The oil has entered the sea in the nature reserve by the beach at Garajau.

Simulated rescue exercise at the cable car. Combined firefighters from Funchal and Câmara de Lobos late yesterday afternoon simulated the rescue of passengers trapped inside the cabins of the cable car because of mechanical failure/cable damage. Mountain rescue teams had the job of trying to rescue a trapped couple between Tabaiba and Pena. They had to climb the towers and slide along the cables.

 

235 businesses sign a petition against Chinese megastores. ACIM, Association of Commerce and Industry of Machico, has sent a petition to the Regional Government and 11 other entities. 185 of the signatures are from ACIM members and the remaining 50 are owners of mini-markets, clothes shops, hardware stores and others in the city centre. Cafe and bar owners did not sign. The petition has gone to the Vice-president of the Regional Government, other government agencies and the Immigration Department. The petition has 11 points that specify a series of problems that will occur, ‘the Chinese stores have commercially, economically and socially a very negative impact on Machico, with consequences across the whole local society’. They are worried that there will be bankruptcies of small businesses, unemployment with resulting financial implications on banking, food, school fees and housing. ACIM want to know why such a large store is sanctioned in the city centre rather than away from it and why only after the local elections.

Statistics given: Machico has a population of 12,000. There are 100 small and medium  sized enterprises employing 250 workers. Recently, 3 restaurants, bank branches and accounting firms closed. Already 6 Chinese stores in Machico. With the new stores, they will cover 5,500 square metres in comparison to Maxmat (one of the largest stores) which covers 1,400 square metres.

The Dom Pedro hotel chain has just been licensed by Machico Municipality to build a new unit. They will either extend the present hotel or build holiday apartments. Hotel Dom Pedro Baia Club is a four-star hotel with 218 rooms. The other hotel in Madeira is Hotel Dom Pedro in Garajau, which is three-stars and has 282 rooms. Authorization has also been given by the council for tourist apartments in Água de Pena with a viewpoint overlooking Machico valley, which have also been allowed by the airport as the land is within its security zones.

TAP blames Easyjet for its reduction in Madeira – Lisbon flights. An average of 8% decrease in passenger numbers since January and 10% less in September. Its flights from Lisbon and Porto to Brazil are important as it is the largest carrier of passengers between European airports and Brazil. The market to Caracas has fallen and one of the six weekly flights might have to be cancelled. No surprise that Easyjet get the blame, for me at least. That was the whole idea of the government of Portugal in liberalisation of the airways, to stop the TAP monopoly, and the exploitation of passengers between Madeira and the mainland. Then along came SATA from the Azores, at last some competition we thought, but what did they do? They got straight into bed with TAP, sharing planes (code sharing) and merging the customer loyalty programmes. But our tourism people saw through the scam and the continuing high prices, and called in Easyjet, who have brought down the prices on the Lisbon – Madeira route considerably, though I think those losses are now being recouped from the other Easyjet Madeira routes. Bernardo Trindade was the man responsible for the changes in the airways, our own man from Madeira in the Assembly of the Republic, and also Secretary of State for Tourism in the last government term. Poor old Bernie hasn’t received his phone call yet, so we don’t know if he will continue in the new government or not. I certainly hope so, as I thought he did a really good job for Madeira … maybe just too good a job perhaps, if you know what I mean. Der

From November 3rd-7th, Funchal will hold its first edition of the Madeira Gourmet Festival.

Following on from yesterday’s discussion, I understand that people may not have the confidence to do a news translation, but if one doesn’t try one never knows. If anyone wants to try and translate an article in full or part, (say up to 200 words) and send it to me by email I will be happy to look through it and send it back with any corrections. If there is a big response it may take me a couple of days to get back to you. Obviously I cannot do this every day, although I will do a common sense check and correct basic errors (such as missing accents and spelling errors) before posting, and as I read most of the Diário printed version nearly every day, I know pretty much what the articles are about. Don’t forget to send me the original article in Portuguese as well as a translation though. If using a translation programme, the most popular one is probably GOOGLE, and you can just ‘cut and paste’ the text in, but they all contain quirks and problems and just give a ‘gisted’ translation. Another useful hint may be to open two windows of Google Translator, one to do the full article, and another to get alternatives for individual words to make more appropriate choices. Entering a single word in the translator will bring up a number of alternatives, but only if they exist of course.

Jardim statue rejected – Proposal of the PND led to some exchanges of accusations. Finally, after a year and a half of waiting to be discussed, the proposal of the PND (New Democrats) to erect a statue of Alberto João Jardim was voted on. The PSD social democrats, Jardim’s party, rejected the draft resolution that had the vote of Baltasar Aguiar  of the PND, whilst the rest of the opposition deputies abstained. Jaime Ramos (PSD) said that the proposer of the measure "had no dignity" to suggest such an honour, and he replied that the fact that the draft resolution was being discussed was proof that the will of the parliamentary leader of PSD was not respected. "Sr. Jaime Ramos does not command the deputies (MPs) and does not command the Madeirans. Your word is worth zero", said Aguiar. For the PND member this was proof that "it is possible to play with a regime that for 30 years has played with the Madeirans". After the election antics of both the PSD and PND, well reported on this blog, it looks like the daggers are well out. For sure if the PSD had made such a proposal, the statue of Uncle Bertie would have been complete by now, so my congratulations to the PND for taking this initiative of reverse psychology, that has certainly put an end to any suggestion of such a waste of taxpayers money, at least I expect until 2011, when Jardim is still threatening to stand down. I was watching this performance in the assembly on this mornings news, and this bloke Baltasar is as nutty as the ‘Rabbit’, the man he took over from. Perhaps I should write to the PND and suggest a ‘grassy knoll’ in place of the statue? I wonder what could we call it … ‘Garden of Peace’ perhaps?

TAP will undertake one less flight to Madeira – The measure will be implemented at the end of October. The number of daily flights will reduce from 8 to 7. The company justifies the move on the basis of less demand, but has promised to reinstate the flight over Christmas and New Year. The spokesman for Portugal’s favourite airline said that the company would continue to monitor demand, and reduce or increase the number of flights accordingly. The TAP spokesman’s name is André Soares, which I thought was rather appropriate, or perhaps André Grounded would be better with this news. Hope I am not belittling anyone of that name!

Nacional without fear in Bilbau – Manuel Machado outlines target for today : "win". Nacional play their third group match tonight in the Europa League, away against Athletic Bilbao. The game starts at 6 pm, SportTV 1. Did I already mention that my soon-to-be-pal Manuel, manager of Nacional, is a frequent visitor to Ribeira Brava, and frequents the same establishment as I do. We are on greetings terms already, and I reckon it won’t be long before I will be helping pick the team at weekends.

Risk of death uncovered. More on this story. The picnic area has been opened at Lamaceiros for five years. The area is near a deep levada for the Central Electricity Station, which is just fenced off by open-weave wooden fencing, not enough to prevent children from climbing through and falling in. A little distance away is a reservoir of several metres depth inadequately fenced off by metal railings. There are only warning signs up and a lifesaving-ring. Another danger is a PT mast which is fenced off but the door has been damaged, previously reported and will be repaired later this month. The representatives for the Electricity Board and Porto Moniz Municipality say they have not received complaints, but parents should keep an eye on their children. The future leader of the municipality prefers to keep silent on the subject, as he is not yet elected. According to the law, water tanks and reservoirs must be covered.

Trainers to prevent obesity. The Institute of Health Administration and Social Affairs (IASAÚDE) is to have a three day training course for doctors, nurses and dieticians working in primary care. Entitled  ‘Diet, Physical Activity and Obesity’, the aim is to be able to provide dietary advice to children and adults and prevent childhood obesity by being able to advise on physical activity and emotional aspects of eating behaviours. —–Two conferences for health professionals. One at Reids and one at The Vine hotels!

Gonzalez, former President of the CAPFM Cooperative to pay 400,000 Euros fine. He was leader for the co-operative for fruit producers between 1997 and 2004 and risks having to pay the fine and return to jail. In 2008, he was given a nine year prison sentence and a fine of 100 days at 15 Euros a day for bribery, misuse of subsidized credit, mismanagement, embezzlement and misuse of grant. In June this year, on appeal, the sentence was reduced to five years and a 1000 Euro fine. After disagreements with his previous lawyer, he has now appointed a new one to try and get the prison sentence suspended. He is also to pay 316,000 Euros compensation to the Autonomous Region of Madeira for the misuse of credit for restructuring the banana industry and misuse of EU subsidies to banana producers for non-standard bananas. Compensation of 2 million Euros to CAPFM for ‘frivolous’ investment of money in the stock market without authorization was reduced to 59,000 Euros.

2,000 influenza A vaccinations should arrive by the end of the month. There are presently four confirmed cases, bringing the total to 45 cases since last July. Official advice in Portugal that school children with symptoms of influenza A should spend seven days at home.

Man survives fall of 50 – 60 metres. A man in his 40s was rescued yesterday afternoon in the sítio do Lobo do Velha in Prazeres. He had fallen the previous night around 23.00 and spent the night in the river bed. For an unknown reason, he had decided to walk along a path through the pine forest despite poor visibility and could not see the danger. His family found him and alerted the services the following afternoon. The rescue took from 15.00 to 19.30, involving the Bombeiros, using mountain rescue equipment and the Forestry Police. The Emergency Medical Team gave first aid once the rescuers had reached the nearby road and it was suspected that he had a fractured leg.

PSD ‘barons’ want Jardim to continue. Jardim has previously said he would not continue beyond 2011. Miguel de Sousa says as Jardim is "effective, competent and hardworking" he need not be replaced and this is the general feeling of many of the PSD committee ‘barons’. The President of the Legislative Assembly of Madeira and personal doctor to Jardim, Miguel Mendonca, says that at 65 years of age, Jardim could carry on for another four years.

Madeira goes into debt of up to €50 million. The Government has decided to authorize short-term loans of up to €50 million to meet the requirements of the financial year 2010. They can borrow up to 35% of the revenue collected in the previous year. These have to be repaid by 31 December 2010.  Current revenues do not cover operating costs of the Government.

In the first nine months of this year, tax revenues fell 13.4% from last year, contributing to a decline of 12.8% of total revenue. Tax revenues account for 88.3% of total revenue, and the drop is due to declines in income and corporation tax and VAT.

New ‘DeBorla’ shop opening on Friday. Promoted as the ‘biggest store of utilities in the country’ with competitive prices. Items for decoration, kitchen, textiles, health, plastics, travel, DIY, pet shop, fishing, sports, beach, camping, gardening, electrical, school supplies, car accessories and toys will  be on sale in the new 2,000 square metre shop in Cancela. Inaugurated by Jardim on Thursday at 18.00 and open to the public from Friday and everyday from 10.00 to 20.00. The group has been trading since 1999 and has 19 other stores in Portugal and the Azores. —– It is part of the Brandimport building which is a drinks storage depot, on the Estrada do Garajau, near the slip road to the expressway to Funchal. I shall of course be paying a visit. De Borla = free, but somehow I don’t think so. Der

Reminder that the ‘Market Opportunities’ in Avenida Arriaga, Funchal opens Friday at 16.30  and will run until 29 October. 49 stalls of clothing, footwear, furnishings etc. at more attractive prices than in the shops.

ACIF are planning Christmas Exponatal 2009 where you receive a voucher for each 20 Euros or more spent on an item  in a participating store and the raffle is drawn at the traditional market night on 23rd. December. Prizes are a car and a shopping basket containing 50 Euros worth of goods.

Funchal might have a fairground park in Almirante Reis, near the Monte cable car for Christmas.

Wines&Spirits Madeira 2009 will have over 300 wines. More than 50 wine producers and over 300 wines at the event. Recognized chefs from hotels in Madeira and the Continent will give demonstrations. Workshops on cooking with oil, chocolate, coffee and wine tasting. It is held from Friday, 6 November – Sunday, 8 November at the Congress Centre, Casino Park Hotel, from 15.00 to 21.00.

"Portugal still aimlessly in debt, without competitive ability and widespread unemployment". Due to re-elections of the Socialist Party in Portugal, according to Tranquada Gomes, deputy of  the PSD. In contrast, the PSD in Madeira investing in large projects is "an elixir of redeeming all our ills," but the big question relates to our ability to pay interest on the debt incurred.

The PSD had a protest vote against the Regional Commander of the PSP for not acting enough during the pre-election disturbances. The opposing political parties expressed themselves against the vote, Joao Gouveia (PS) saying that "what the PND did in the election campaign was commendable" and the PCP left the chamber during discussions of the vote. Regional Finance Law revision passed. There was a surprise when the PS voted for the bill to revise the law. The original law was passed in 2007 and during 2007 and 2009, it is thought to have lost  Madeira 200 million Euros. The law concerns the transfer of money from the Portugal state to Madeira and the Azores.

People walking and jogging in the new cycle path. Complaint in Diário Cidade on Tuesday. Despite a large enough pedestrian area by it. —- Tourists are included in the complaint. Is it well sign-posted and do the cyclists use it?

Inaugurations by Jardim are still in need of  work. A week and a half after the elections, D. Cidade have noticed some projects inaugurated by Jardim in Funchal and Câmara de Lobos still needing intervention.  In two months, he carried out 60 inaugurations costing 215 million Euros, for his election campaign. Examples are the Avenida do Amparo linking Cota 200 to Estrada Monumental, and the Porto do Funchal / via-rápida link tunnel.

Quercus complain that the expansion of the power station will start before environmental impact is known. The environmental group admit the need for an increase in power production but work should not begin in defiance of the law. The station is Vitoria, near the mouth of the Ribeira dos Socorridos.
