This video has only just been posted on YouTube, but is the only one I have seen that captures the moment (well almost) when the bridge got badly damaged, with both walls swept away, and a wave of mud then swept into town. As for the second event, that damaged the bridge structurally, I have yet to find even a photograph yet of the tanker lorry that was washed down river from several kilometres away, and whacked into one of the supporting pillars before being torn to pieces. Compulsive but not exactly pleasant viewing! Der.

Nail from time of Christ’s crucifixion found in Madeira. A four-inch long nail thought to be one of thousands used in crucifixions across the Roman empire was discovered in Summer 2009 in a decorated box in a fort on the tiny isle of Ilheu de Pontinha, just off the coast of Madeira. Pontinha was thought to have been held by the Knights Templar, the religious order that was part of the Christian forces which occupied Jerusalem during the Crusades in the 12th century. Madeira may redirect existing EU funds to re-build infrastructure. ‘EurActiv’ comments that Madeira is already investigating the possibility of redirecting existing EU funds to the worst-hit areas. The island already receives additional regional monies as a peripheral area, and as most of these funds are already earmarked for infrastructure projects, it should be possible to use them for rebuilding bridges, roads and running water systems in the disaster zones.

- In specific cases The Solidarity Fund can be mobilised even if the threshold is not met. According to the Commission, the Solidarity Fund may only be called upon once a certain threshold has been reached – in Portugal’s case, it is set at €958 million worth of damage. First estimates from the Portuguese authorities show that the damage would exceed this threshold. In specific cases, however, the Fund can be mobilised even if the threshold is not met. The affected areas have 10 weeks to submit an application, though as French EU Minister Pierre Lellouche was quick to point out, the Solidarity Fund cannot be used for damages to private property.

- The European Union Solidarity Fund (EUSF): background. The European Union Solidarity Fund (EUSF), which was set up in 2002, allocates emergency aid to member states and applicant countries which have been struck by a major natural disaster. Its annual budget is €1 billion. Since 2002, the Commission has received 69 applications for financial assistance from the Fund, of which 33 led to the granting of financial support totalling more than €2.15 billion. Catastrophes are considered to be "major” if the estimated direct cost of damage exceeds three billion Euros or 0.6% of gross national income of the member state concerned. Portugal was granted aid from the EUSF in the wake of the forest fires which occurred in the summer of 2003. On that occasion it received €48.5 million.

- Madeira benefits from a reinforced support (additional funding) from Cohesion Policy as it is one of the EU’s seven "outermost regions" with a specific status recognised in the EU Treaty to take into account their specific geographic situation and their insularity. France received €109 million in 2009 when the Landes region was hit by Hurricane Klaus.

- Positions. "Europe is expected to come to the aid of those countries affected by the violent storms this weekend, who must let the European Commission know exactly what they need to get through this disaster so that European solidarity can be as efficient as possible", said French centre-right MEP Joseph Daul yesterday. "If the European Union was effective in Haiti, as it will also, I am sure, be in Chile, its duty is also to work to address the most urgent needs of those Europeans themselves affected by such a violent storm," he added. Care still needed with regard to water. Several people have come to the hospital with gastrointestinal complaints. In recent days several people have come to the Emergency Service of Hospital Dr. Nelio Mendonça with gastrointestinal symptoms such as vomiting and diarrhoea. The situation was foreseen by the regional authorities, since, due to the storm of 20 February, the water supply network suffered disruptions, causing the contamination. It was for this reason that, in the first announcements made by the Government to the population, calls were made for water to be boiled before consumption. To reinforce the importance of taking care of the water, the Institute of Health Administration and Social Affairs (IASAÚDE) has created an information pamphlet in which are described and recommended some measures for water treatment. Maurício Melim, president of IASAÚDE, told the DIÁRIO on behalf of the Water Management (GEF) that he has been assured that the water of Funchal is of good quality. However, in areas that were most affected by the storm, such as the uplands of Funchal, as well as in Ribeira Brava and Ponta do Sol, where some problems were identified, there is a continued risk of contamination. "It is better to take preventative measures, which means that water should be boiled for 10 minutes before being consumed,“ he stated. This care should be reinforced in the case of children, the elderly and people with chronic diseases, who are usually more fragile, Maurício Melim warned.

How to treat drinking water. Wash salads, fruit or other foods that are consumed raw, and only drink water boiled for at least 10 minutes. If boiling is impossible, added bleach to it on the following scale: one litre of water to two drops of bleach, a gallon of water to ten drops of bleach. The water, whether boiled or treated with bleach, should be stored in a clean container (for example, a bottle with a capacity of five litres) so it can be used more easily. It is not necessary to boil or disinfect water that is intended for cooking food or cleaning teeth.

Nacional played their rescheduled football match against Belenenses yesterday afternoon, after it was postponed on Monday night due to thick fog in Choupana. Our lads managed a 1 – 0 win, ending a poor run of results, and leaving them in equal 6th position in the Portuguese premier league.

People are the high priority. Alberto João Jardim and José Sócrates met for more than two hours yesterday in Lisbon to set a plan for dealing with the damage caused by the disaster that struck Madeira. José Sócrates welcomed a framework of cooperation and presented the three areas that Funchal and Lisbon will work hard on: homeless, economy and reconstruction of public infrastructure. "This operation of great urgency aims to restore living conditions for the homeless." The plan is also to help the recovery of the affected economy and help private enterprises recover their businesses. The Prime Minister also considered it important to recover the destroyed public infrastructure. There will be a joint committee established between both governments which will rigorously examine what can be done in all three areas: what is needed, the work that is needed and its financial cost. In the case of homelessness, new homes will only be supplied to those in need. There were 400 homes damaged by the storm and those that need cleaning, will be cleaned. In terms of businesses, cheques will be distributed to revitalise the economy. There are already credit lines established for traders. From today, there will also be help with paying wages. In the case of infrastructure, international means will be a key pillar for the reconstruction. The priority is the water infrastructure and the coast. The European Investment Bank has approved a loan of 240 million Euros for the reconstruction of public infrastructure, for 75% of the cost. Using the Solidarity Fund is another option. Sócrates says he will resort to all means. Over the next three years, the financial relationship between the two governments will be under a Special Law which will replace the Regional Finance Law for the period of reconstruction. The Regional Finance Law is not affected and will be voted on in March. The Prime Minister said this is because extraordinary circumstances require extraordinary measures. "It would be pointless if Madeira can only count on the support from the Government resulting from the new Regional Finance Law." Not so long ago, he found increased transfers to the Region were unaffordable and a negative sign but times have changed. The opposition parties all seem pleased and in agreement with this arrangement.

Century-old bridge will disappear. The Mayor of Ribeira Brava believes the century-old bridge at Ribeira Brava, opposite the church, is not recoverable after structural damage during flooding on February 20th. This iconic bridge was once the only access to the southwest coast of the island. The decision to demolish and replace it will not be taken until after further evaluation. The water in the stream underneath pounded and overflowed this bridge until the structure finally gave way and it was partially destroyed. The council have a special telephone help line for those affected by the storm, for help and advice about damage to buildings, belongings and agricultural land.

Trinidade offers to Madeira a Flower Festival campaign. Bernardo Trinidade, the State Secretary for Tourism, has instructed Turismo de Portugal to allow Madeira to enter late proposals for the PIT program, for promoting the Flower Festival to the domestic market. The deadline for submissions was last October but there is still 150,000 Euros in funding available. This exceptional measure is because of downturn in demand in the hotel and regional economy at times of high activity, Easter and the Flower Festival. As well as financial support, the promotional ‘machine’ of Tourismo de Portugal will be available. Yesterday, a delegation of the Portuguese Association of Travel Agents and Tourism and eight journalists visited the region, with the cooperation of TAP. The recovery of Madeira and promoting the Flower Festival to the domestic market were the aims. Madeira is a focus for this association as there is a meeting in Lisbon next week for European tour operators and associations, so this organization will be able to speak about the recovery of this island.

MADEIRA

Population in Achada in despair. About 30 people living in Achada in Curral das Freiras are in despair as there have been no visits to help or assess the damage and support needed, since the tragedy. The criticism is towards the Regional Government, Municipal Council and Parish Council. Although close to the centre of Curral das Freiras, this area is difficult to access and many children missed the beginning of the school week yesterday. There are four other areas difficult to access from the centre. There are still fears of mudslides and landslides in Achada.

Pilot study for Census 2011 transferred to Santana. As there have been many regions of Ribeira Brava affected by the storm on February 20th, the pilot survey for the Census 2011 is now to be carried out in Santana.

ECONOMY

Children fly free on TAP flights. TAP will launch a solidarity campaign with Madeira that provides free tickets for children under 12 years old, accompanied by their parents, flying from the Continent to Madeira. The campaign runs from April 12th to May 31st. There is not a fixed number of seats reserved for this campaign as it will depend on demand but it is assured there will be a considerable number. TAP will also assist journalists and tour operators from the United Kingdom, Spain, Italy and Russia, so they can evaluate the recovery of the island. Members of the Victoria campaign can donate their air miles which will be converted to funds for the recuperation of Madeira.

Madeirans were stranded on board the Island Escape. A group of Madeirans who made a cruise between the Canary Islands and Madeira on February 15th, had a choice of staying free for another 7 nights or returning by flight. They were due to return on February 22nd but this was cancelled due to security as many streets were being cleaned and restored. Five couples declined the free cruise extension as they were anxious to return. Due to the bad weather, the ship could not stop at Agadir and only stayed at Lanzarote long enough to pick up passengers. Instead, the ship sailed between Tenerife and Las Palmas four times.The option to continue on board for an extra week meant that passengers could visit Agadir and the three Canary Islands before a difficult return journey in rough seas to Funchal.

POLITICS

New mandate of Jardim is not surprising. The confirmation of the continuity of Alberto Jardim as the head of the Regional Government and the PSD after 2011, seems almost a formality. Some of the most influential leaders of the party were not surprised by his statement that he is reconsidering leaving. Miguel Mendonça, president of the Legislative Assembly, has always advocated Jardim remaining in power and says that the reconstruction of Madeira might be a factor in this important decision. He said he is of the same generation as Jardim and is grateful for what he has done and maybe he is "mais albertista". Miguel Sousa, vice-president of the Legislative Assembly, also agrees with this decision, "I thought so in times of peace, much more I believe in times of crisis."

CULTURE

Cultural Agenda of DRAC is outdated. The Cultural Agenda of DRAC for March, published yesterday, does not include changes due to the aftermath of the flood. These are after the flooding of the Municipal Theatre and include the postponement of some plays, exhibitions and concerts. Some other concerts are not guaranteed, for example those by the OCM at the Casino.

Gala raised half a million Euros. The Portuguese pledged 526,000 Euros to help the victims of the flood. The gala event in Lisbon was organized by SIC television channel and was broadcasted live.

FIRST MODULE OF THE BRIDGE FOR FAJÃ DA RIBEIRA, RIBEIRA BRAVA HAS ARRIVED!

The first of several modules of a bridge for Fajã da Ribeira, Ribeira Brava arrived yesterday at around 18.15 hours, by a C-130 Hercules transport aircraft of the Portuguese Air force. Assembly of the bridge modules will be carried out by army engineers who arrived on the same flight.  This flight also included a Lieutenant-General of the Portuguese Army, Amaral Vieira, who came to learn of the help that the army has provided to the region following the floods.  In a brief interview Lt-General Vieira said ‘I know what the staff of the 3rd Regiment of the Military Zone of Madeira has done, and I want to congratulate them for the excellent work they have carried out’.

Lt-General Vieira stated that the bridge is split into 3 sections prior to final assembly.  The first section arrived yesterday and today two additional flights by C-130 transport aircraft arriving in Madeira at 11.30 and 13.30 hours, whereupon the sections will be transported and assembled on site.  Weather permitting the assembly will take 24 hours to complete, with the bridge being capable of supporting up to 22 tonne loads.

For the return flight to the Mainland, the transport aircraft took aboard 10 elements of firefighters from Lisbon, as well as elements of the Navy (Marines) and equipment such as the large capacity pumps loaned by firefighters and the Port of Lisbon, that were used to empty the basements of some buildings. Many thanks Waterbaby. I can’t find the exact location of this on my very expensive map, or through the internet, but I believe this is the bridge that will open up the road to Serra d’Água again?

Today’s main news headline : Damages of €90 million in Ribeira Brava – The initial calculations of the Council don’t include damaged equipment [infrastructure] of the Regional Government within the area of responsibility, such as the roads.

Governments give priority to the European Funds – [president] Jardim and [prime minister] Sócrates seek to minimise expenses in the state budget. Nacional funds will not arrive before May.

Regional Government wants to  re-house the displaced population [through the floods] up until the end of March. 350 people are currently staying in the holding centres. There were 600 people without homes, and 350 still remain in that position, mostly from Funchal, Ribeira Brava, Santa Cruz and Câmara de Lobos. I asked an official from the (family) court in Funchal about this yesterday, curious to know what guarantees Feliz Abreu from Pomar da Rocha would have, as it seems the government takes responsibility for re-housing those who have been made homeless. He said that there are no guarantees, and each case is judged on it’s own merits, based mainly on the circumstances of an individual after the event. So for example, if someone had another home, or relatives that could offer accommodation, the government would not help. The issue of whether the person had failed to take out buildings insurance or not (to have a property repaired or rebuilt) does not seem to be an issue, as it is recognised that such insurance is just too expensive for many, and besides that many policies exclude liability for ‘an act of god’, as was seen last month.

Martim Santos new director of RTP Madeira – Gil Rosa moves to lead the Department of Information. The news about Martim seems to have exited Diário readers today, with mixed reactions to the appointment. 16 comments posted already (2 pm). Some readers think that there is nepotism, or perhaps favouritism, in play. Who would of thought that could happen on Madeira?

The main sport / football headline today : Nacional achieves it’s first win in 2010 – The goal of João Aurélio defeated Belenenses (1 – 0) and strengthens the position of the alvinegros for a European position. The Portugal v China friendly game, or rather a World Cup 2010 warm-up match, is live on TVI (channel 4) tonight at 8.45 pm. The under 21′s also play Wales today, with live coverage on TVI at 2.55 pm.

I have been sent a computer virus warning, and whilst normally I would just bin it, this one actually comes from the Portuguese police. It is a video called "Aneis Durex", and although it arouses my curiosity at least, it apparently reformats your hard drive and sends the virus to your contacts, so don’t open it.

The blog software upgrade attempted today failed. As a result another attempt will be made tomorrow morning, but is expected to take longer, and so access to the blog will be not be possible during the work. Sorry for any inconvenience.

This came in to me by email from Memuir : "Would you be able to put in a tag for  "Porto Santo"?  There must be quite a few of us having paid over half the cost for an apartment or villa at the Colombo’s Resort and now just stuck in limbo, even though the first block of apartments are complete but can’t seem to be fenced off from the rest of the site and completed and used – no need for the hotel to be complete anyhow – the island is so gorgeous but all this is very depressing". There is a tag for Porto Santo, but it only appears when there is a story that day that involves Porto Santo. There is a tag for all the 11 regions of Madeira, although admittedly I don’t always use it because it seems sometimes that the tag list is getting longer than the blog itself. Hope you resolve your problems with the Colombo resort, but it could be a long process to find new investors. Der

Government commits 31.5% of EU support to Valor Ambiente. The Government has committed almost a third of the announced support for companies, for additional costs of operation, to one public company – Valor Ambiente. The initiative is designed to compensate companies for additional costs incurred in the support of the operation and provision of services of general economic interest and infrastructure and amenities. This option of the Government to allocate this amount to one company reduces the amount available for other regional firms. Valor Ambiente is a waste treatment firm and will receive 50% of eligible costs, totalling 10.4 million Euros. The approval of this application raises questions. Companies are entitled to 15% of eligible expenses, to a limit of 50,000 Euros for micro-enterprises and 100,000 Euros for small businesses, not more than 10% of turnover. The Diário could not obtain the 2008 accounts so had to use those from 2007. This firm operates the Meia Serra waste treatment station and this company’s liabilities were 176.7 million Euros with a bank debt of 30.1 million Euros and 34.8 million debt to third parties. They received 114.9 million Euros from the government and the councils. It is suspected that today the company is insolvent and in recent years, the Budget injected more than 70 million with 19 million Euros transferred in 2009. To avoid bankruptcy in the entire regional system of waste disposal, the Government has chosen to inject more EU money into the company and this year, is expected to inject 16.7 million Euros. And if I am not mistaken there are government officials with a stake in the Meia Serra plant!!! Der.

Graduates working in another area. In a competitive labour market, graduates are having to seek work in unrelated occupations but might receive more personal satisfaction. In December last year, there were 749 graduates enrolled with the Institute of Employment. This represented 5.7% of the total, down from 6.8% in December 2008. At the end of last month, 240 of the graduates were under 25 years old and 509 were 25 or older. 528 had been unemployed for less than a year. Many emigrate for employment, especially nurses, which is a profession where there is a shortage in some EU countries, particularly the Netherlands.

‘Mea culpa’ (my fault) Jardim.  The new Socialist leader, Jacinto Serrão spoke at the closing session of the XIV Congress of the PS-M. He is certain that in the debate on the Regional Finance Law, the Regional Government has damaged Madeira by abusing the Government of the Republic. Serrão reprimanded the Finance Minister who threatened to resign if the new Regional Finance Law was passed and for his stubbornness. He appealed to the Regional Government, the Government of the Republic and the national PS to change some of their behaviours that prevent a positive outcome for this problem. This former deputy of the National Assembly has no conscience about the law of regional finances that the Government of the Republic reversed in 2007. He always warned, since 2004, the Regional Government of the consequences of an inflated GDP. Serrão said the Regional Government has wasted money on the Marina do Lugar de Baixo and non-priority infrastructure such as stadiums. The present Government has hidden poverty and used scapegoats like the PS, the Government of the Republic and the Regional Finance Law to free Jardim from the responsibility of the current state of things.

MADEIRA

Sugar cane production at the maximum limit. The Regional Secretary of Environment and Natural Resources warns cane sugar producers not to make new investments in the sector as the current production has reached the maximum supported by the market. They are advised to enter other sectors which are lacking, for example banana production. Between 2000 and 2009, there was a large growth in the amount of sugar cane produced (from 2,800 to 6,000 tons), so the priority now is to create new markets and increase the existing markets for all products derived from cane sugar. The Regional Government is in a joint operation with a supermarket chain for the export of bolos and broas de mel to the national and Eastern European area, where it has 1,500 stores. The Regional Government will also support producers whose crops were damaged by the wind. Yesterday’s meeting was attended by many sugar cane farmers who tasted a bolo de mel which weighed 40 kilos and was made a year ago in the Engenho (sugar mill) of Calheta.

Compensation for the family of a banker. On October 2 2006, an employee of the BANIF branch in the Estrada Monumental died instantly when crushed by a 1,500 kg safe falling from a height of 1.78 metres. The bank branch was being refurbished / upgraded and the safe had been moved from its usual place during the execution of the work. The safe had been left on a pallet and not stabilised enough. The employee was seeking a document from inside the safe and when he opened the door, the safe fell on top of him. The 51 year old man was married with a 19 year old child. The widow and child resorted to the Employment Tribunal for compensation from BANIF and the insurer. The court partly upheld the charge that both the contractor and BANIF had violated the safety rules and ordered them to pay various amounts. The family then went to the Appeal Court in Lisbon who upheld the conviction but lowered the compensation by 5,000 Euros.

99% of the expropriations for the golf course at Ponta do Pargo have been negotiated. The investment is 16.4 million Euros and the new golf course is to be finished by summer next year. The cost for expropriation of the land was 20 million Euros and clearing the land started last August. Only four areas of the land are still to be negotiated. One of the former land owners still has a residence which lies inside the boundary of the new golf course. She has lived in the area since 1989, when there were few inhabitants and is happy with this new situation. The neighbourhood is half deserted with an ageing population. 100 hectares for the development are in the area surrounding the iconic lighthouse of Ponta do Pargo that will be implemented in the infrastructure.

On the edge of the abyss. This is a section of the Caminho dos Três Paus to Viana in Santo António. This road has been in need of repair for a long time but the rains in December have contributed to a further narrowing of the road. Hundreds of vehicles use this road every day. Residents want retaining walls similar to those that have been placed in other areas of this road. A few years ago, two people died on this road.

POLITICS

Privatization of the sea worries the CDU. The CDU are worried about the consequences for fisheries and the regional economy if the reforms envisaged in the EU Green Paper are implemented. The communist leader said the EU want to allow the entry of foreign vessels into our seas and privatize the management of the seas. This will damage the regional industry and economy. The TU man is off to Lisbon to complain about the disrespect for the processes for [internal?] enquiries, and the application of disciplinary processes being inconsistent. Cargo for Porto Santo fell in 2009 – The transportation of passengers is fine, but the fall of 45% in cargo led to a one million Euro loss. The year saw 361 thousand passengers transported, and 47 thousand cars, but the receipts at the year end were one million Euros short due to less freight. The shipping and ferry company Porto Santo Line has been hit badly with the clear reduction in imported goods being taken to the island. Passenger numbers were in fact 10,594 higher than in 2008, with increases in 7 out of the 12 months. Altogether, in volume terms, there were 876 less containers during 2009, around 16 less per week. Apparently there were more motorcycles and bicycles carried than usual, so a sign of the times perhaps. The article doesn’t explore the reasons for the reduction in freight transportation, but it is obvious that to some extent that the cancellation and suspension of major building projects on the island is having a big impact on both employment and materials imported. Add to that the fact that properties just aren’t selling there at present, then that must also be an impact when homes are not being furnished.

Giga Park is not yet opened but is already causing controversy. The ownership of one of the leased areas is in dispute and going to court. It is not yet installed but the amusement park in Ponta do Sol is a cause of controversy, which could end up in court. Two individuals claim possession of the land in question. The case promises to end up in court with an action brought as early as next week, says the contesting party. At the heart of the dispute is a piece of land in the expansion zone of Ponta do Sol, where in two weeks time is to be constructed the amusement park for the Christmas season and will remain there until mid-January. Marcos Vaz, responsible for organizing the fair and rents the land it occupies, assures he has possession of the proper permits through signed documents by all landowners. He rejects accusations of invading property without proper consent. One of the Gouveia family, claiming land ownership, complains that the Council of Ponta do Sol is complicit in the invasion because they authorized the installation on private property. Without concealing his anger, denouncing: "Ponta do Sol as the plunderer." In the midst of this is another owner claiming the coveted land, having made a deed of justification (prescription) at the end of last October. Although a period of 30 days is liable for a contest of a document of justification, the claimant promises to take the case to court next week for the judge to rule on the legitimate ownership. The mayor was surprised that there were no objections until yesterday when no one has previously complained to the Council services. He says the person is entitled to complain over registration of the land but he just wants to create controversy. He says the Giga Park has been authorized to be placed in the expansion area of Ponta do Sol but with safeguards that the entrepreneur obtains the proper consent from the land owners. The authorities have not issued any document and will only do so after confirming the lawful possession of the land to be occupied.

Attempted homicide against an inspector of the PJ. The Public Ministry has filed a complaint against an individual who on July 27 2009, on Porto Santo, fired a shot from a shotgun against an inspector of the PJ (Justicial Police) who had his mother in custody. The shot was fired about five metres from the inspector. The defendant is charged with attempted homicide, resistance to arrest and causing injury to an officer. The accused is 22 years old and was born in Porto Santo. The car of the PJ was targeted but no officer injured in the shooting. The investigations that were underway were related to the crime of drug trafficking and the action of the individual was to intimidate the agents who had detained a couple under suspicion. The action eventually cumulated in the arrest of a man and a woman of Portuguese nationality aged 38 and 48. 390 doses of heroin were also seized.

Police operation in conjunction with various forces in Caniçal. On 19 November, there was a Special Crime Prevention Operation in the municipality of Machico, especially directed at the parish of Caniçal. 568 individuals and 264 vehicles searched. Two guns, five doses of hashish, a car and several documents were seized in the operation which resulted in an arrest for possession of a prohibited weapon, illegal transport of a weapon and drug taking. 25 foreign nationals were also investigated for immigration offences.

Volunteers help Dutch couple. A Dutch citizen, in her 60s, was rescued yesterday by bombeiros when she was overcome with exhaustion on descending the path connecting Bobasas to Bom Sucesso. Her husband asked for assistance when she had breathing difficulties and the bombeiros administered oxygen to stabilise her. On arrival at Bom Sucesso, the woman’s condition had improved and they declined transportation to the hospital.

Costa Concordia debut. Italian cruise ship travelled from Lisbon with 2,200 tourists, on their way to Brazil. It was the first time this ship has visited the region and arrival scheduled for 07.00. It is on a repositioning cruise to Brazil where it will operate over the next four months. It was built in 2006, has 17 decks providing 3,780 beds in 1,500 cabins. The range of services on the floating hotel include areas of leisure, catering, gambling and nightlife. There is also a chapel for prayer/meditation. There are four swimming pools including a samsara spa, sundeck, sports area, five jacuzzis and a beauty salon. In addition to a recreation area for children, there is an area of shops, an art gallery and Internet access. The ship sails at 17.00 for Recife and the ship will return on the 22 March 2010 on the way back to Europe. There will be the traditional arrival ceremony accompanied by the Ports Authority and Ships Enthusiasts Club.

Despite the Christmas bonus, people still not spending. The Civil Servants have received their Christmas bonus but the traders in the centre of Funchal say the sector is still in crisis. Trade has been poor all year and people are buying the cheapest articles. Traders hope that business will improve when other employees receive their bonus on the 15 December. Bankruptcy of Irish tour operator affects the region. The collapse of the Irish tour operator Budget Travel has stranded more than 700 customers in various resorts worldwide. There are 28 tourists in Madeira whose return is guaranteed via SATA and money will be refunded to other customers who have booked holidays. There are still debts to be paid and the firm last week paid a large sum to a regional hotel group. Budget Travel was allocated 50 seats per week on SATA flights from Dublin. The airline will  now have to try to sell the seats to other Irish operators but the prospects are not very good given the economic collapse of Ireland last year, which made news headlines around the world. Budget Travel has been in the market for about 35 years and has faced serious difficulties since last year. Madeiran hotels lose potentially 50 customers per week, an annual total of 2,500 guests with an average stay of seven nights.

Nuno Teixeira attends to the future of fisheries. The Social Democrat MEP promised yesterday to pay attention to the interests of Madeira in the fisheries sector, although this is not an area under his direct competence. He met with the parliamentary group of the PSD to discuss subsidies for construction and boat repair and the three month period without fishing for the black scabbard fish (espada). He took the opportunity to talk to the people of Madeira about the importance of the Green Paper on Reform of the Common Fisheries Policy which is in consultation until the end of the year. Although there are still some major works to be completed and new projects, the priority will be to focus on the environment and social areas. Works of the council will focus on green areas integrated into urban areas. In the more populated centres, there will be established gardens and leisure areas. The mayor points out that there are still some important works to be achieved; the health centre at Porto da Cruz, the enlargement of the quay at Porto da Cruz, the new sports pavilion at Machico and upgrading the centre of Caniçal.

Madeira inundates São Bento with propositions. In a little over a month, there were six initiatives, taking advantage of the weakness of the Portuguese Socialist Party. The two proposed amendments to the law of support for air transport are the first in what is promised to be a long series. Since the beginning of the current legislative session on October 20, Madeira has sent an average of one bill a week to the Assembly of the Republic. Food aid triples on Madeira. 83 thousand packages arrived this month for 10 thousand Madeirans, resulting in Social Security concluding that "only those who want to go hungry". The larders of some social and charity institutions and around 10,000 impoverished Madeirans were filled during November with over 830 thousand food packages, almost three times as many as in 2008 (326,000). This has been achieved through the Program for Community Food Aid for the Disadvantaged (PCAAC). The head of Social Security confirmed the figures, saying that there no need for anyone to go hungry. Madeira has been included in the scope of PCAAC since 1999, that has the objective of distributing specific food types to various member states in need. The main products are rice, pastas, biscuits, butter, cheeses, milk, flour and sugar, although this year several more luxurious products were also delivered. The number of aid recipients has actually dropped slightly this year to 9,618 (9,916). No doubt this publicity will boost the list again, especially as the head of Social Security admits that there are families that have not been identified as ‘poor’, and calls on people and institutions to let them know of any cases. The Regional Inspectorate for economic Activities (IRAE) starts its Xmas operation with its focus well prioritised, and the checks will run throughout December, as is customary each year. "With Christmas around the corner there is greater activity of business and trade and, as such, IRAE must be attentive and vigilant in the market for a number of factors, starting with a clear indication of prices of products and services offered", said Regional Inspector Valentim Caldeira. Checks will also be made on toys to ensure that the labelling is consistent with what is required by law, notably in terms of details regarding the age limit for use, and that the instructions or labels are written in Portuguese, especially with electrical products that could be a potential hazard. Valentim also warns that "consumers themselves should be aware of the importance of buying safe toys", because "the children all must be so careful." The safety of toys is as an important aspect in choosing a product as is value for money. Food items will also be checked, in terms of price, but especially with regard to hygiene conditions and packaging. Valentim  adds that also the transport of food is also an area for review. As regards Christmas decorations, it is again electrical items with potential safety issues that will be checked. Items that do not comply with regulations are seized by the inspectors. The issue of instructions in Portuguese is interesting, as the consumer organisation DECO does not say that it is illegal, and just says if the instructions don’t exist in Portuguese, then buy something else. They also say that buyers should read the instructions before buying the product, asking a shop assistant to open the package if necessary. As a lot of electrical products come in sealed boxes, I can’t imagine that being so successful, especially where there is a label warning about buying if the seal is broken. Chinese shops beware!
