<p>&quot;These two astronaut photographs illustrate the northern (top) and southern (bottom) Savage Islands. The two views were taken 13 seconds apart from the International Space Station; the geographic centre points of the images are separated by about 15 kilometres. Selvagem Grande, with an approximate area of 4 square kilometres, is the largest of the islands. The smaller and more irregularly-shaped Ilhéus do Norte, Ilhéu de Fora, and Selvagem Pequena are visible at the center of the lower image. <p><strong>British lawyer laundered bribes to Nigeria</strong> &#8211; <font color="#004000"><font color="#000000">&quot;The entire Nigerian bribery scheme was organised through London, according to the US authorities, taking advantage of Britain&#8217;s weak laws against overseas corruption. Labour ministers waved through a British loan guarantee for part of the deal in 2003, describing it as an example of &quot;sound financial judgment&quot;. Cash flowed down an elaborate route, involving a subsidiary registered in Madeira, a Tesler company registered in Gibraltar and bank accounts in the Netherlands&quot;.</font><em> </em><a href="http://www.guardian.co.uk/world/2009/nov/23/british-lawyer-nigeria-bribes-extradition" target="_blank">LINK</a><em></em><em> I doubt if the Madeira free zone needs this type of publicity as it is under so much scrutiny at the moment with accusations that it is effectively an &#8216;offshore&#8217;, but as this article was published in the UK Guardian newspaper, I doubt that reproducing this here will cause any further damage.</em></font></p>
<p><font color="#ff0000"><strong>Many thanks again to Elaine for yesterday&#8217;s top news stories :</strong></font></p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/241109/dn0401020201.jpg" /> Government outlines new goals for organic production.</strong> Bio Madeira Week. At the time when the region has 5% of agricultural land classified as organic, the Regional Secretary for the Environment and Natural Resources yesterday set a challenge of increasing this area from 240 hectares to 500 over the next few years. In 2000, there were only 21 hectares devoted to organic farming. For these producers there are added incentives, e.g. payments higher than for traditional farmers &#8211; 30% more for organic grapes and bananas. The expansion of this type of agriculture is an opportunity and a factor of competitiveness. As Madeira is only a small island, farmers cannot compete on price so the produce must be of high quality and organic certification is a critical distinction.</p>
<p><strong>Verandim yields and &#8216;betrays&#8217; two elderly people. </strong>Two women, aged 69 and 79, were yesterday admitted to the Central Hospital of Funchal from injuries suffered in a fall from a balcony, about two feet up. They were leaning against a varandim (balcony) of iron when, for reasons not known, it gave way causing both to fall. They were assisted on site by the bombeiros and taken to the hospital. One had a cut on the scalp and both complained of back pain. The older woman was kept under observation in the Emergency Room and the younger one admitted to Orthopaedics. The accident occurred at a private house in Sao Roque.</p>
<p><strong>Man denies domestic violence case. </strong>Following on from yesterday&#8217;s article about domestic violence in Porto da Cruz. &quot;For 20 years I do not drink.&quot; The outburst from the man accused of scaring the daughter and ex-wife who live in a secluded area of Porto da Cruz. He denies the allegations that he appeared drunk on the doorstep and is sure that he has not seen his daughter since the divorce. Outraged and hurt about the complaints to the police and the Commission for the Protection of Children, he says he will proceed with a criminal complaint against his ex-wife and son. The marriage lasted for 25 years. In his version, the ex-wife will have given false information about the alleged appearances at the old family home. As for drink, every time he has been breathalysed in police stops over the past 20 years, the reading was zero. He has not seen his 11 year old daughter since the divorce at the beginning of this year, although access is guaranteed by the divorce ruling. It is the ex-wife who prevents him from seeing the daughter and he abides by her decision. He stills pays the maintenance every month. He insists he never injured the daughter and has only been to the house to collect his belongings. </p>
<p><strong>Regional Development Forum. </strong>The current economic situation determines the theme of the World Forum of Regional Economic Development, which is taking place in Funchal until tomorrow. A key objective is to find concrete measures that are feasible and apply them to the various regions, whatever they are. About 70 people of various nationalities are participating in the Forum which began yesterday. They are from places as diverse as China, Russia, Ukraine, Australia, United States and Europe. Energy is expected to be a fundamental aspect of the future. Hence the presence of the Russians and Ukrainians in the meeting, &quot; They open and close the tap.&quot; One aspect that is certainly discussed at the meeting is the importance of social aspects. Today the world and regions face a social crisis. &quot;In some countries, more than half of young people are unable to find work.&quot; </p>
<p><strong>PS does not celebrate November 25. </strong>As the Legislative Assembly of Madeira did not celebrate April 25 1974 by a special sitting, members of the PS (Socialists) will not participate in any ceremony dedicated to 25 November 1975. In the commemorative session they will recall the military action that led to the stabilization of democracy. On 25 November 1975, according to the PSD, a party which for years promoted the realization of this plenary, models of Communist rule were rejected. ALM celebrates this &#8216;consolidation&#8217; of democracy but does not devote any space to the celebration of the Carnation Revolution that ended more than four decades of dictatorship in Portugal. The leader of the PS, João Carlos Gouveia, explained that it is a celebration by a right wing party that does not accept democracy, and is closer to the fascist regime that oppressed Portugal. A year ago, the session on November 25 did not have any members of the Socialists, Left Bloc or New Democracy Party. </p>
<p><strong>Junta de Gaula against Jardim&#8217;s cuts. </strong>The JPP party (Together for the People) on Sunday in public denounced the cutting of public works by the Government and Council of Santa Cruz. The leader of the local Freguesia, also JPP, was also against the cuts. Élvio Sousa said it revealed a profound disregard for the interests of the Gaula population, a situation which needs to be explained by the mayor of Santa Cruz and the former executive responsible for the Freguesia of Gaula &#8211; that the analysis deceived the people of Gaula. He cannot understand how the work has been postponed when a framework contract has already been signed in March 2009. Élvio Sousa asks the following question: &quot;To what extent are local councillors, who must defend the interests of the people of Gaula, &#8216;slaves&#8217; of the masters in Funchal?&quot; </p>
<p><strong>ALM budget approved in eight minutes. </strong>Less than 10 minutes were enough to discuss and approve the budget for the ALM. Only the PCP communists referred to the famous &#8216;jackpot&#8217; for the parties and the questions raised by the Court of Auditors in relation to the use of funds transferred by the Assembly. In discussing the accounts of the ALM in 2008, Baltasar Aguiar of the PND New Democrats commented on the high cost of parking, paid by Parliament (165,000 Euros per year). He also asked Miguel Mendonca why a trip to America that was to last 3 days ended up lasting 11 days. </p>
<p><strong>Christmas Outreach Project. </strong>The Regional Secretariat for Tourism and Transport put forward an action of solidarity, aimed at the young. There will be a large Santa Claus in the Avenida Arriaga where you can deposit toys which will be distributed to children in institutions in the region. The toys will be distributed at the show &#8216;Singing of the Kings&#8217; at the Municipal Park on January 5, 2010 at 20.00. </p>
<p><strong>There will be less money in 2010. </strong>Presenting the budget for next year, Ventura Garces announced several cuts. The budget has been reduced to €1,531 million, €50 million less than 2009. The region should experience an increase in net debt of around €178 million resulting in a loan of 230 million Euros (still lacks the authorization from the State) and €52 million is needed to repay the loan. Another loan worth 50 million Euros might be applied for from the European Investment Bank. Sport will receive 11% less and agriculture will receive 14% less. The opposite applies to business development that increases 111%, employment over 37%, and tourism 6% more than 2009. </p>
<p><strong>Meeting of the Union of Embroiderers in Turkey.</strong> The Madeira Union of Bordados (traditional embroidery) at a meeting in Turkey, want the creation of an International Federation of Home Workers. They want an Internet site to unite home workers from every country, and a Federation to fight for their rights. The Union has delivered its proposal to IBTAM to double the payments made to embroiderers, as an incentive. There are fewer and fewer workers due to the low income.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.jornaldamadeira.pt/fotos/2_138842.jpg" /> Car caught fire on motorway. </strong>A car caught fire yesterday on the Funchal &#8211; Ribeira Brava motorway. The incident occurred around 15.30 and the front of the Peugeot 206 was completely destroyed. Manuel Rodrigues, the owner, said that while going from Funchal to São Vicente, at the exit from the tunnel after Quinta Grande the car started to emit smoke and then fire broke out. This continued until the exit to Campanário. He used a fire extinguisher but it was the bombeiros who eventually extinguished the fire. The car was purchased in London and was brought to the region yesterday via the Naviera Armas. The fire might have been caused by a short circuit.</p>
<p><strong>Cruises yield €40 million per year. </strong>The Ports Authority want to increase the number of calls by cruise ships, which is close to 300 per year. The objective is outlined at a time when the administration is preparing to make a new study on the satisfaction of cruise tourists who visit the island. Cruise ships tourism generates revenues of €40 million per year, but APRAM want to end the seasonality when May to August are quiet months. One way is the association with Medicuise which should give access to new routes. The last survey was in 2005 and this one will occur in the first half of 2010. It aims to update the data on spending patterns of the passengers and crews while on the island. It is recalled that in 2005, the study concluded that each passenger spent around 70 Euros a day. An EU survey concluded that crew members spend an average of 25 Euros per day. The inauguration of the new Maritime Station has been scheduled for next year, but no date fixed. The building will be completed by the end of this year then in the first half of next year, the equipment to operate it put into place. The cost will not be passed onto cruise ship passengers. The Traditional Trade Association want an extension of Saturday and Sunday opening to catch the weekend trade of hundreds of tourists when cruise ships call. Only last weekend there were 6,300 tourists who found a city deserted and empty. The authorities should promote tours to the city center and the Farmers&#8217; Market. Sights of interest should also open at the weekend. </p>
<p><strong>Government will encourage &#8216;Park and Ride&#8217;. </strong>The Horários Bus company, the Council of Funchal and the Regional Secretariat of Tourism and Transport are studying this concept. This initiative is intended to relocate parking from the city center to the periphery and make public transport sufficiently attractive so that people do not want to drive into the centre. A previous attempt at Viveiros did not work due to low compliance. The idea is to have two parking areas, one at the Western side and one at the Eastern side.</p>
<p><strong>Police detain nine suspected of stealing from several homes in Funchal. </strong>Nine men between the ages of 20 and 59 are suspected of burglary and are thought to belong to a gang &quot;presumably involved in concerted behaviour.&quot; Several items were seized including several pieces of gold, worth more than 6,000 Euros. The suspects are residents of Funchal, Santa Cruz and Lisbon.</p>
<p><strong><font color="#ff0000">Today&#8217;s headline news from the front page of the Diário de Notícias :</font></strong> </p>
<p>Top story today : <strong>Demolition of Savoy starts in January – The hotel comes down in a process without implosion that will take 10 months. The developer Horácio Roque says that he intends to spend the New Year eve 2012-13 in a new building, budgeted at €120 million. </strong><em><font color="#400000">Perhaps Mr. Roque is thinking of staying in another new hotel then, or perhaps in a hotel outbuilding? If it needs 10 months to knock down the old one (using traditional methods) and clear the site, that leaves just over two years to build a new one. This is Madeira &#8230; I have seen houses that have taken longer than two years to build. The bets are on! The idea is demolition with as little disturbance as possible, but that is of course impossible to avoid. I have pity for people in that zone that will have to put up with all this for years to come, particularly as this project was never necessary, and better options were available to revitalise the fortunes of the Savoy hotel, and for the loyal staff that were all sacked.</font></em></p>
<p><strong>Debate concludes that the crisis is going to endure – The &#8217;100 Biggest and Best&#8217; (companies) united bosses of success in times of difficulties.</strong> <em><font color="#004000">I agree.</font></em> <em><font color="#004000">An economy based so heavily on leisure will always be amongst the last out of recession, and I didn&#8217;t need to attend a conference of company bosses to work that one out.</font></em></p>
<p><strong>In the Madeira budget for 2010, 29% of the revenue needed is not guaranteed. <font color="#ff0000">Someone else fancy a look at this one?</font></strong></p>
<p><strong>Health is in contention in the screening for Gripe A – Each exam costs more than 100 Euros and should be reduced. In January support for private analyses finishes. </strong>There seems to be two intertwined stories here, but the one in front of me says that tests and analyses samples taken by hospitals and health centres on Madeira, that went to private companies for processing, will no longer have the costs reimbursed from January. All such work will in future be undertaken by the Pathology Laboratory in Funchal Central Hospital. <em><font color="#004000">That&#8217;s old news, but maybe the effective date is new?</font></em></p>
<p><strong>SATA wants to continue the operation Funchal – Porto Santo. President of the company showed himself to be interested in the contest anticipated for 2010. </strong><em><font color="#400040">That can be no great surprise, as it has been well known for a long time that the Azores airline SATA brought two new (not brand new) planes to service the route. Quite why they will be flying from Funchal I am not sure, perhaps the usual airport at Santa Cruz is expected to fall into the sea next year. Cruise ships go to Funchal, not air traffic. You know what I have actually met people who think this island is called Funchal.</font></em></p>
<p><strong>Madeira ground-breaker in the inventory of organs. </strong>Church organs that is. The inventory of church organs started on Madeira recently is the first of it&#8217;s kind in Portugal. It seems a book is to be published &#8216;Organs of the churches of Madeira&#8217;. <em><font color="#000080">It must be a job creation scheme? Surely no one is going to buy the book in sufficient numbers to make it a financially viable project.</font></em></p>

<p><strong>A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. </strong>The photos don&#8217;t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.</p>
<p>I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn&#8217;t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?</p>
<p>Following an article a couple of days ago, it seems that RTP Azores has employed a journalist of mixed origin and language skills to provide news stories in English. <a href="http://ww1.rtp.pt/icmblogs/rtp/news-azores/?k=05-Nov-09---Graciosa-gastronomy-fair-starts-tomorrow.rtp&amp;post=16367" target="_blank">TAKE A LOOK</a></p>

<p>Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren&#8217;t playing that well this season, having changed their style of game somewhat.</p>

<p><strong>TAP cheaper than Easyjet. </strong>D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet. </p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/061109/droga.jpg" width="220" height="483" /> Drugs killed 19 in four years. </strong>Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.&#160; The European Monitoring Centre report indicated a 45% increase between 2006 &#8211; 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, &quot;The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents.&quot; In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.</p>
<p>A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.</p>

<p><strong>Madeiran computer usage above the national average. </strong>In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. &#8212;- <em>Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.</em></p>
<p><strong>Stolen condoms machine! </strong>A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.</p>
<p><strong>Parliament using a law that no longer exists.</strong> The Socialist Party MP Jacinto Serrão accused Parliament of &quot;negligence&quot; in relation to a matter&#160; of &quot;utmost importance for the region&quot;. The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting. </p>
<p><strong>Hybrid and electric cars will have cheaper parking. </strong>From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one. </p>
<p>There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000. </p>
<p><strong>Maintenance of &#8216;Lobo Marinho&#8217; will be in Madeira instead of Spain or Portugal</strong>. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between&#160; 12 &#8211; 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.</p>
<p><strong>French tourism promotional campaigns have worked.</strong> In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, &#8216;Top of Travel&#8217; and &#8216;Voyages Internacionaux&#8217; have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer. </p>
<p><strong>Government not honouring its debts to contractors. </strong>The liquidity problems of the Region, justified by the Government reducing state transfers&#160; and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay &#8216;virtual tolls&#8217; ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015. </p>
<p>As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime. </p>
<p><strong>Warning for travellers to Cabo Verde. </strong>The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.</p>
<p><strong>Surveillance will tighten on Market Night. </strong>The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.</p>
<p><strong>&#8216;Play the buzios&#8217; competition in São Roque do Faial.</strong> Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this &#8216;instrument&#8217; (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho. </p>
<p><strong>Individuals in a car assaulted an elderly woman.&#160; </strong>An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own. </p>
<p><strong>Madeirans postpone buying a car.</strong> Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 &#8211; 15 November, there will be a used-car market at the Tecnopolo.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.jornaldamadeira.pt/fotos/11_137392.jpg" /> Madeira Wines &amp; Spirits Festival. </strong>Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.</p>

They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before. </p>

<p><strong>&#8216;Atlantis&#8217; special program. </strong>10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island. </p>
<p><strong>Fire brigades better prepared for forest fires. </strong>From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.</p>
<p><strong>Postponement of increase in the fees of private doctors. </strong>Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations. </p>
<p><strong>Fuel increases on Monday. </strong>Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.</p>
<p><strong>Businessman António Lopes acquires abandoned village in Portugal</strong>. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.</p>

<p><font color="#ff0000"><strong>A quick look at the front page news of today&#8217;s Diário :</strong></font></p>
<p><strong>Company of group involved in &#8216;Hidden Face&#8217; received licence on Madeira before it was even created</strong>. It&#8217;s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.&#160; The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.&#160; The&#160; facts may say otherwise,&#160; with &#8216;Resatlântico &#8211; Waste Management Ltd.&#8217; not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. <em><font color="#400000">Hard to believe there would be any wrongdoing methinks.</font></em> <em><font color="#400000">Busy people with so many brown and white envelopes passing through their hands often get dates mixed up</font></em>.</p>
<p>Today&#8217;s top news story : <strong>Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000.</strong> <em><font color="#004000">I can&#8217;t believe that last figure is correct &#8230; that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.</font></em></p>
<p><strong>Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder</strong>. The regional secretary responsible has launched a recruitment process for a new&#160; services manager of the &#8216;Jardim Botânico da Madeira &#8211; Eng. Rui Vieira&#8217; (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.</p>
<p><strong>Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful</strong>. The church &#8216;broadcasts&#8217; the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under &#8216;noise laws&#8217; was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. <em><font color="#400040">Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that&#8217;s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.</font></em></p>
<p>In football : <strong>Madeiran Leonel Pontes in charge of Sporting</strong>. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.</p>

<p><strong>Sócrates Government to focus on development of Autonomous Regions</strong>. Directly related to the Azores, the program of Prime Minister José Socrates will also seek to limit the terms in office for regional presidents. Already delivered to Parliament, the program of the 13th constitutional Government states that &quot;the Autonomous Regions of the Azores and Madeira represent devolution strategies of great importance to the country&quot;. The Government is committed to consolidating autonomy at institutional, economical, social and cultural level. In addition, José Socrates will enforce the law of incompatibility between public office and pluralism of representation at the Legislative Assembly, as stated in the Political-Administrative Statute of Madeira. The Government&#8217;s program also plans to introduce limits of office for Regional presidents, and financial effort aimed at convergence in order to contribute to national development and cohesion. <em><font color="#004000">I found this on the RTP Azores TV website, and having never seen anything on RTP news written in English, I thought I should mark the occasion. I would argue that the mandate limit is more related (or even targeted) at Madeira rather than the Azores, not that will ever be admitted of course. Unlike Jardim of Madeira, President César of the Azores is a socialist, the same as Sócrates, just so there is absolutely no doubt on the issue.</font></em> </p>

<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/041109/dn0401020201.jpg" /> CMF give ultimatum to residents of the &#8216;Edificio Infante&#8217;. </strong>The Marina Shopping mall owes 1/4 of the building and some shops are thought to have strategically closed before upgrading work has to be paid for in the first quarter of 2010, rather than close due to bankruptcy. The two facades of the building (Avenida Arriaga and Avenida do Mar), terraces and garage fitments need redecorating. The idea is to start the work when the weather improves in the Spring. The condominium administration company are looking for tenders and the next meeting with the residents is at the end of the month. At previous meetings, the residents have rejected the costs despite &#8216;tireless&#8217; work by some and when works are approved, fund-raising will begin. If the residents still cannot agree then Funchal Council will find a tender and it could be more costly to the residents, so the condominium administrator wants this to be a last resort. The longer the delay, the more expensive it will become, so it is an investment. </p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/041109/dn0401080201.jpg" /> Ribeira Brava will have the Emigrant Museum. </strong>The proposal was in the electoral program of the Social Democrats and highlighted at the inauguration of the mayor who is starting his final term, and is a former immigrant. It is intended as a tribute to those who go abroad for a brighter future but always remember their &#8216;roots&#8217; where they were born. Plans are for the museum to be installed in the old health centre, which was the first one in the area. </p>
<p><strong>Signs that Madeira is in economic crisis.</strong> In the past nine months, there have been an overall 27% fewer automatic transactions through electronic terminals or ATM machines, a loss of 437 million Euros (1,637 to 1,200) or 1.6 million Euros per day. 30% less through automatic terminals, 23% less using cards, 25% less through ATMs and 42% less international transactions. This penalises local companies and taxes, for example IVA (VAT) and consumption taxes on fuel, alcohol, tobacco, etc.</p>
<p><strong>Quinta do Lorde will raise 7 million in taxes.</strong> Machico Council have calculated they will receive 7 million Euros in direct taxes (IMI and IMT) accruing 625,000 Euros in licences/permits and 68,000 Euros in IMI each year. This was one of the arguments they used in a court case filed on July 17 opposing the construction of the resort. They also expect employment for 400 construction workers and 200 jobs created in the future. &#8212;- <em>I thought it had been ruled legal and the arguments finally ended.</em></p>
<p><strong>German resident in Água de Pena accusing neighbour of assault. </strong>A 66 year old German, resident since 1977, has filed a court case against a 35 year old Madeiran neighbour. Both residents were in dispute in 2006 over the construction of a house on the Vereda (lane) da Quinta da Lagartixa, which gave access to the German&#8217;s residence. There were a dozen subscribers to a petition against the construction but the Council authorized an alternative access to the vereda, which was constructed. The German citizen alleges he was insulted then pushed against a wall resulting in minor injuries and an upset wife. The court hearing has begun today in Santa Cruz.</p>
<p><strong>Community policing in Nazaré works. </strong>Recovered a stolen &#8216;Toshiba&#8217; portable computer worth 1,000 Euros which had been sold for 40 Euros. Case of theft and receiving stolen goods, to pay for drug addiction. The police were on patrol in São Martinho and spotted a man carrying a &#8216;Toshiba&#8217; laptop identical to one which had been reported as stolen from a house in Nazaré. He could not explain the origin and was the suspected receiver of the laptop. The suspect of the crime is the brother of the victim, referred to as toxicodependent, who admitted selling it for 40 Euros. The laptop has been returned to the rightful owner and legal proceedings will follow. <strong></strong></p>

<p><strong>Government will spend 10% of the budget on pensions to former MPs. €</strong>1.6 million to 52 former MPs. The politicians on the Continent and the Azores lost this &#8216;privilege&#8217; in 2005 following an amendment which Madeira did not follow. Holding office for not less than 12 years and under 55 years of age, the pension is 4% for each year in office, up to a maximum of 80% of salary.</p>
<p><strong>50% fewer fatal accidents at work. </strong>In 2000, there were 10 and only 4 in 2008. A Regional Strategy 2008/11 has been implemented. The ultimate goal is to minimize occupational accidents and illnesses by changing attitudes, behaviours and through training and awareness. The highest number of fatal accidents are in construction, responsible for more than a third, but 7% less in 2006 than 2000.</p>
<p><strong>Police catch a well-known thief after a pursuit. </strong>The 40 year old man from Caniçal is known for burglary of rural properties. A neighbour alerted the police that the man was inside a property in Poco do Gil. Realizing that the police had arrived, he fled to land near the football field. The police surrounded him from several sides as he ran through private land and had to be handcuffed for detention at Machico Police Station for identification. </p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/digital/fotos/041109/dn0101320101.jpg" /> Savoy Group can start building the new hotel. </strong>The present Savoy Hotel can be demolished ready for the construction of a new hotel on the Avenida do Infante. The permit should be issued shortly and work begun within six months. The details of the plan for the redevelopment of the Ribeira de São Joao still need approval.</p>

<p><strong>&#8216;Aida Vita&#8217; passenger air-lifted off yesterday. </strong>A 77 year old German on the cruise ship was evacuated to Funchal Central Hospital after a suspected cerebrovascular accident (CVA). The ship was about 240 miles west of Madeira and although the area comes under the Ponta Delgada rescue services, a naval &#8216;Merlin&#8217; helicopter was deployed due to the proximity of the navy in the area. </p>
<p><strong>Madeiran drivers aggressive. </strong>A Driving School Instructor said the psychological testing for some applicants for driving licences, if the new law is applied in Madeira next year, should be extended to all drivers. He said most driving is of a good standard but too many drivers are aggressive and lack the maturity and civility needed. Testing would help reduce this number. He outlined in particular the problems with lane discipline on roundabouts. &#8212;&#8212;- <em>Are there many unemployed psychologists here to carry out testing?</em></p>

<p><strong>Reoccurring burglaries shake Campanário &#8211; Elderly question the law</strong><em>. </em>The Diário got together a group of victims and neighbours to discuss the problem. One lady aged 60 said &quot;But what law is it that we have on Madeira&quot;, after being a victim 3 times so far this year. Residents say they are fed up of the burglaries and point the finger of blame on a 23 year old man, a drug addict called Hugo, but the justice system appears to do nothing. </p>
<p>Today&#8217;s main news headline : <strong>Police Expel Commissioner – Manuel Saldanha was influential in the PSP (Public Security Police) of Madeira. He was a promising official, but he ruined his own career. He was convicted for the practice of a crime of drug trafficking, conduct that led Internal Affairs to dismiss him. </strong></p>
<p><strong>Deadly skid in Rosário.</strong> A 34 year old man died from his injuries after his truck went off the road at a bend and hit a wall.</p>
<p><strong>Madeira pays €200 thousand to exhibit art in Lisbon. The regional heritage (collection) is going to be promoted starting 21st November in the National Palace of Ajuda.</strong></p>
<p>The main front page photo today shows a number of elderly football supporters arriving at Madeira Airport : <strong>Bilbao brings a thousand supporters and Nacional asks for a full house. &quot;Them coming is helping us to win&quot;. The new president of Santana Câmara took the measure as one of his first acts after taking command. He says that is something &quot;normal for one who is new in post&quot; and &quot;it is not a lack of confidence in anyone&quot;. <em><font color="#004000">Knowing the level of corruption that goes on in politics here, I think I would have done the same thing, and used the exact same excuses.</font></em></p>

Today&#8217;s main news headline : <strong>&#8216;Region Refuses To Pay President &#8216;Do MAR&#8217; &#8211; Óscar Gonçalves went yesterday to complain to the Madeira executive, and to the representative of the republic&#8217;.</strong> It&#8217;s a new battle between Madeira and Lisbon. This time due to the International Shipping Register of Madeira (MAR), and the choice of Oscar Gonçalves to chair the MAR Technical Commission. Normally it is the role of the Government of the Republic to nominate the president of the Technical Commission of MAR, but obtaining the agreement of the Madeira government as a matter of unwritten protocol. However, Óscar is little known in the world of shipping, but a well known collaborator of the socialist party PS-Madeira, and the government (PSD) here complained that it had not been consulted about his appointment in May, as had been customary in the past. As a result the government here have refused to pay his salary, as well as restricted his movements outside of Madeira. They argue that he is not qualified to carry out inspections and surveys for vessels registered with MAR, which they say is one of the legal requirements. The matter is now in the hands of the appropriate authorities in Lisbon. MAR has 157 commercial vessels registered, 14 of which are passenger ships.</p>
<p><strong>&#8216;Robberies In Garajau And On The Levada Dos Tornos &#8211; Youths steal the cash register and have the police waiting when they arrive home. Couple robbed at knifepoint in Camacha&#8217;</strong>. The first story is about a Café / Bar called &#8216;Brites&#8217; in Garajau, that was robbed at around 4 am yesterday morning, when 2 young men smashed the shop front glass window, and took the cash register, containing just some change. The two robbers, who were regular customers in the bar, took the till to a car park to open it, where they were caught on video camera in the act, along with the registration plate of their car. Police were able to identify the owner of the car, the mother of one of the men, and when they arrived home the police were there waiting. They were taken back to the crime scene, where they apologised to the owner, returned the stolen money, and offered to pay for the damage caused, which included the €400 cash till, the broken window, an aquarium, and a fridge. It is possible that that the same two men had also tried to break into a bar in Cristo Rei, hurling a rock at the front window, which didn&#8217;t shatter as it was double glazed, but caused around €200 worth of damage all the same. <em><span style="color: #400000;">The sophistication of the crimes and the intelligence of the criminals of Madeira never ceases to amaze me, and once again the police do a great job in cleaning up the mess. I have no idea whether the men involved here were charged, but often an apology to the owner and the payment of the losses and damages suffices, showing the forgiving and kind hearted nature of people here. Personally I would have wanted them strung up if they had done that to me, but there again there are men who have committed far greater crimes but still legally walk our streets. PS Dare not mention who for fear of reprisals. </span></em></p>
<p><img style="margin: 0px 0px 0px 15px; display: inline" src="http://www.dnoticias.pt/diario/fotos/220909/dn0401021301.jpg" alt="" align="right" /> The other story sounds much more serious, as two German tourists were robbed at knifepoint on the Levada dos Tornos, in the zone of Vale Paraíso, Camacha. He surprised the couple, and demanded the valuables that they were carrying. He stole the rucksack and about €100, but apart from being shocked, the couple were unharmed. The rucksack was later recovered by police, less the money. The police have a description of the suspect and are conducting investigations. <em><span style="color: #000040;">I hate doing these stories more than anything, as levadas are supposed to be such safe and peaceful places &#8230; and of course still are. The police normally catch these thugs, but it&#8217;s best to be aware that there are occasionally problems in just one or two places. How people will obtain such information after next week I don&#8217;t know, but I hope they can ask at hotels or go on accompanied tours, or at least find out about any risky areas from somewhere. </span></em></p>
<p><strong>&#8217;36 From The Savoy Refute Dismissal &#8211; The case started yesterday in court&#8217;</strong>. The collective dismissal of staff from the now closed Savoy Hotel in Funchal is in court, with 36 workers challenging the SIET Savoy Group decision to dismiss them. Their aim is to reverse the decision, and guarantee themselves future employment. The trade union representing the workers said it was the only option open to them once negotiations with the employer had failed. Win and they have their jobs back, lose and they will be entitled to compensation based on length of service. Many of the 99 workers have already accepted the termination and compensation package offered, when the hotel closed to be demolished, to make way for a new Savoy Hotel.</p>
<p><em>After yesterday&#8217;s story about the school of in São Martinho (Funchal) that failed to be ready on time because of building problems, it seems that São Martinho kids are stricken with bad luck, or good luck depending on the point of view</em>. <strong>&#8216;Lombada School in São Martinho Fails To Open At The Start Of The School Year &#8211; A lack of staff has left parents and students at the school gate&#8217;.</strong> They turned up, but that&#8217;s as far as they got, as the school remained closed when staff didn&#8217;t turn up. The situation caught some parents off guard, along with 250 kids, even though there had been some communications about potential problems. Teachers weren&#8217;t lacking, except for the maths teacher, but one cleaning lady was on holiday, one was transferred, and the other one remaining refused to work alone. The knock on from that is that the catering staff and auxiliaries didn&#8217;t then turn up for work for fear of being put on cleaning duties. According to the government Education Department the situation has been resolved and the school is now fully operational. <em><span style="color: #004000;">It wouldn&#8217;t happen in the private sector for sure, and if I had been in charge I would have had those parents in scrubbing the floors and doing the cooking, and sent the non-teaching staff off to meet those ex-Savoy Hotel workers. </span></em></p>
<p><strong>&#8216;Erasmus&#8217; Sent Away 117 Madeiran Students In 6 Years&#8217;</strong>. The programme, according to funding available, allows students at Madeira University to study abroad. The scheme is growing in popularity, but as there is no specific funding for the purpose, applications depend on the general funding of UMa being able to support the applications received. The programme has proved particularly popular for students in physical education and in languages, with the countries most selected being Slovenia (23), Spain (32) and the Czech Republic (32).</p>
<p>Bit of a school theme going today, so here&#8217;s another : <strong>&#8216;Gripe A : Teachers &#8220;are not a priority risk group&#8221;</strong>. Contingency plans against the H1N1 swine flu virus in schools caught the attention of the Teachers Union of Madeira, this week. A spokesman for the matter (I have no idea where from), said that the health services and Regional Secretary for Education and Culture had been working together for some time, &#8220;[teachers] are not a priority risk group in particular, as the groups that are in contact with the sick are health professionals. I do not see that there needs to be a special scenario for teachers&#8221;. <em><span style="color: #400040;">What gobsmacking incompetence, as infected teachers are as much of a problem as infected children to start with, but absent teachers cause a different problem altogether, and without them to control the children, the risk of cross infection is highly elevated. Just imagine if one infected teacher in the weekly staff meeting infects the whole teaching staff group &#8230; chaos!</span></em></p>
<p><strong>&#8217;224 Citizens Of Funchal Try Out The Services Of Horários do Funchal For Free &#8211; Bruno Pereira, vice-president of Funchal Council will be one of the participants&#8217;</strong>. The famous yellow bus company of Funchal wants to attract new customers to its regular services of public transport. With this objective in mind the company yesterday started the week with a promotional project &#8216;Ad personam&#8217;. Under the initiative, which is part of a wider European action called &#8216;Intelligent Energy of Europe&#8217;, over 224 people aged between 18 and 60 years can travel free for a week on the bus network of Horários. The lucky 224 were selected from 805 respondents to a survey undertaken in May, and addition to this weeks freebie, will be able to obtain discounted bus travel for the rest of the year through a monthly pass.</p>

Clean up work is still ongoing, including partial clearing of a cliff face. The badly damaged car park has been demolished, and will not be rebuilt, but other parking is available. <em><span style="color: #400000;">I can hardly wait for Uncle Bertie&#8217;s reinauguration (right!), and to go and enjoy the swimming pool and tennis court, or even just taking a coffee there. I have never tried hard-hat swimming before, but I presume I will need a strap-on-version, as well chastity-belt type swimming trunks. As for the coffee, will the café staff be trained to ask &#8220;will it be one lump or two?&#8221;</span></em></p>
<p>The sport / football headline : <strong>&#8216;Cup Takes Marítimo To The Azores&#8217;</strong>. Our team travels to Santa Clara to play on the 18th October, in the 3rd round of the Portugal Cup. Nacional will go to the north of Portugal to take on Varzim. Both opponents play in the Liga Honra (the 2nd highest level), and so should not in theory present too much of a challenge. <em><span style="color: #400000;">There are still other teams from Madeira left in the cup, but as there are no big name opponents involved, I will leave it there. </span></em></p>
<p>Work on the new cemetery in Caniçal has been halted for three weeks. A digger started work, but after a couple of days was taken away. The main problem is with expropriations, or compulsory land purchases. The €1m project wasn&#8217;t in the council work programme for the current mandate, but the decision was made to proceed urgently because the existing cemetery is absolutely full. <em><span style="color: #004000;">Aside from the purchase of land, how can a cemetery cost anything like €1 million to build? Aside from some ground levelling and boundary walls, what else is there. Will it be fully equipped with ready-to-wear tombs and blank gravestones, or am I just out of touch with today&#8217;s cemetery construction prices?</span></em></p>

			<content:encoded><![CDATA[<p>(11th August). Today&#8217;s main news headline : <strong>&#8216;Savoy (to be) Demolished Floor By Floor &#8211; The option of implosion is put on the shelf. The hotel will come down in bits with strict environmental conditions. The debris will have to be channelled to a special landfill for INERT materials to be constructed in Santa Cruz within a month&#8217;</strong>. The Regional Directorate of the Environment has dismissed the plan to demolish the disused hotel by implosion, and it will now be done top down. The owners, Group SIET, will be responsible for separating out the debris to determine and allocate the correct disposal route. The first landfill site for &#8216;inertes&#8217; on Madeira, in Santa Cruz, will be licensed in time for the demolition. As well as safe materials, such as wood, cement, plastics and metals, there will also be hazardous and asbestos materials. In the information provided to Funchal Council, the Regional Directorate for the Environment has also made recommendations about the dust and noise from the demolition, although much of that will have been mitigated by the decision not to implode the building. The complete work will need to be covered, with water jets being used to &#8216;damp down&#8217; dust, and vehicles leaving the site will have their wheels washed. The noise will mainly affect a residential and tourist area, so the hours of work and intensity of machinery will be planned with this in mind. <em><font color="#400000">The Portuguese word INERTE translates into English as INERT, which confuses matters (for me anyway, as it signifies non-reactive), but it sounds like Madeira&#8217;s first ever landfill site for INERTES may be for the less pleasant materials, but I may be wrong. I don&#8217;t think I would feel too happy about that in Santa Cruz. Firstly it is rubbish from Funchal, so why take it elsewhere. Secondly, with the mountainous terrain and sometimes heavy rainfall, I would hope the location is well placed and absolutely safe from leakage and cross contamination. No doubt our man in the area will have an opinion on the matter? </font></em></p>
<p>The main front page photo today shows a group of third generation men sat around a table in a public place, playing cards : <strong>&#8216;Estate And Rats Harmful For Residents And Tourism &#8211; Santa Maria Maior presents many complaints&#8217;</strong>. This is the Diário featured location this week. The people in Santa Maria Maior have little interest in local politics or the elections. The list of complaints from one trader is headed by rats, &quot;as large as rabbits, which horrify the tourists&quot; yet the council do nothing. The problem, states Manuel João Vieira, is aggravated with the smell and dirt in the drains, &quot;The rats along there are almost like tourists&quot; he said sarcastically. The ex-president of the parish council admits to the problem, but says it is the owners of the buildings that need to deal with the problem. The Diário spoke to five residents about what they thought about the performance of the council (below are the full responses given):     <br />Luís Sousa &#8211; Painter &#8211; &quot;This council leaves much to be desired &#8230; the rats and the smell are a shame for tourism and the president does not speak to anybody&quot;.     <br />José Freitas &#8211; Retired &#8211; &quot;There are many bad things, starting with the rats and the smell in the historic area. Then there is the garden where there are lots of drugs&quot;.     <br />José Nóbrega &#8211; Retired &#8211; &quot;They have done some things. It more or less performs. I think it is better to have the PSD than those who do not understand these things&quot;.     <br />Ernesto Silva &#8211; Retired &#8211; &quot;I see everything much the same. I think this council has not done much, but for me any party will do&quot;.     <br />João Manuel Vieira . Trader &#8211; &quot;The work has not been bad. What is most lacking is dealing with the rats in the historic centre, where there are rats like rabbits, and restoration of the houses&quot;.     <br /><em><font color="#004000">That was pretty much it rats and more rats, although there was a second separate article that headlined more on drugs and prostitution in that area. That&#8217;s Santa Maria Maior crossed off my list of places to visit this Summer. </font></em></p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/110809/dn0401021101.jpg" /> &#8216;A Sailboat Crashed Against the Shore Yesterday Morning – The one crew member was found with fatigue and dehydrated&#8217;</strong>. The leisure boat that was shipwrecked near Ribeiro Salgado had an English flag. According to the port authority, the boat coming from Tangiers (left on 27th July) suffered damage to the mast whilst at sea, with further damage to the hull when hitting the coast at Porto Santo. The boat was taken to the beach, where it will be repaired, and will then be towed to the marina. The 53 year old Swiss citizen in command had fallen asleep with exhaustion prior to the crash, and had run out of drinking water. </p>
<p><strong>&#8216;Lethal Accident On Porto Santo&#8217;. A motorcyclist died yesterday afternoon after a collision with a jeep&#8217;</strong>. The ex-footballer aged 40 used to play in goal for local side Portossantense, and was well known locally as &#8216;Chico&#8217;. The accident occurred in sítio do Cabeço, and Chico was airlifted to Funchal Hospital but died later from his injuries. Police are investigating the cause of the accident.&#160; <em><font color="#000040">That makes the 10th road death this year, and the second already this month. </font></em></p>
<p><strong>&#8216;Balloon Registers Record Of 3.88&#8242;</strong>. A 41 year old driver arrested in Santa Cruz on Sunday, registered a 3.88 blood-alcohol count when stopped by police, beating the previous record this year. </p>
<p><strong>&#8216;Robbery In Camacha&#8217;</strong>. A family were awoken at their home in Sítio dos Casais d&#8217;Além, in Camacha, by an intruder who was turning out the bedroom drawers. The father who worked nights was just parking his car outside, at around 5am on Sunday morning, when he heard his wife screaming, but he managed to apprehend the burglar and call the police. The individual was identified by the police, but he will only be charged with &#8216;invasion of property&#8217;, as had not had the opportunity to steal anything. The four year old daughter who witnessed the event was very shocked, and spent the rest of the day unable to speak, very scared and tearful. This case, for those living in Camacha, is just another example of the need for more policing and security in the area, that has long ceased to be a peaceful place. </p>
<p>Today&#8217;s football headline is the draw for the Portugal Cup football fixtures . <strong>&#8216;Taça de Portugal Opens With Two Local Derby Games&#8217;.</strong> The first round, to be played on 30th August, has drawn Canicense with Porto Moniz, and Santana with Porto Cruz. That should save some travelling expenses. There were 7 more Madeira teams in this stage of the draw, with the &#8216;big guns&#8217; coming in later. </p>
<p><strong>&#8216;Five New Cases Of Gripe A &#8211; The laboratory in Funchal Central Hospital reported cases detected between 3rd and 9th August&#8217;</strong>. The pathology lab confirmed 5 new cases of swine flue H1N1. Four males and one female aged between 15 and 30 were infected, but none were hospitalised. The victims were from Spain and the UK, and that takes the total for Madeira to 21 cases since the start, all so far imported. </p>
<p><font color="#400000">In case anyone failed to notice, July was a hotter month than usual, and was the hottest and driest place in Portugal. The Institute of Meteorology used the reference period 1971 to 2000(???) for its conclusion that on Madeira and Porto Santo the mean average air temperature was higher than normal. Besides the higher temperatures, the rates of ultraviolet radiation (UV) on Madeira have been unusually very high, and even at &#8216;extreme&#8217; levels in recent weeks.</font> </p>
<p><strong>&#8216;Agricultural products rot in fields and stores &#8211; Farmers of the West can not sell products&#8217;</strong>. Potatoes are badly hit, with the trade price down as low as 5 to 7 cêntimos per kilo. One farmer talks about losing 400 tons of crops, as he cannot cover his production costs, and may have to finish in agriculture. Leaving everything to rot in the fields is a cheaper option. Other vegetables and apples are also facing a similar &#8216;serious crisis&#8217;. &quot;The supermarkets import products at the time of our crops and strangle the market for production&quot; says a spokesman for farmers of the West. <em><font color="#400000">Anyway, that explains why potatoes have plummeted in price in the last few weeks. I have just read the whole article again, and there is no indication of whether this is a local or national story, but I now realise from the TV news that this is in Portugal. </font></em></p>
<p><strong>&#8216;Outdoor Cinema At Madeira Forum &#8211; Showings take place Tuesday, Wednesday and Sunday in the central square&#8217;</strong>.&#160; Starting today the open air cinema will be at&#160; the forum, through until 6th September. Today&#8217;s offering is &#8216;Who wants to be billionaire&#8217;, a work by Danny Boyle that tells the story of an orphan of 18 years from the suburbs of Mumbai, India. Thursday will be &#8216;Milk&#8217;, a film that won Sean Penn an Oscar for best actor. The first week of outdoor movie ends with the movie &#8216;Marley &amp; Me&#8217;. </p>

Today&#8217;s main news headline : <strong>&#8216;Mandatory To Change The Economic Model &#8211; Or Madeira must reduce its running costs or cut back on investments. The suggestion comes from a study of the Catholic University, commissioned by ACIF, to evaluate the effects of the Regional Finance Law&#8217;</strong>. The study also suggests salary cuts, and offers new economic models that will work better with Madeira&#8217;s circumstances. <em><font color="#400000">The headline says it all really, but why was it necessary to commission a study, and what good is it now halfway through the financial year. As a quick bit of background, the Portuguese government slashed the budget application for Madeira at the end of last year, so it has been well known for over 6 months that the government here would have to cut back on it&#8217;s spending plans. But could this government not actually figure out itself that if the budget was smaller it would have less money to spend, or is this study just a way of making it bleedin&#8217; obvious? </font></em></p>

<p><img style="margin: 0px 20px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/240609/dn0401021101.jpg" /> The main photo on today&#8217;s front page shows a rather unpleasant slick seeping into the sea : <strong>&#8216;Factory Contaminates The Sea At Porto da Cruz &#8211; The discharges polluting the waters continue to keep the bathers off the beach&#8217;</strong>. The acidity of the pollution is dangerous to life. The beach of Porto do Cruz opens the Summer season the same as in the past, with pollution in the sea. The story is repeated every year, as the factory that make aguardente (rum) from sugar cane causes a discharge onto the beach of Alagoa. The problem is the overlap between the two things, and the yellow liquid that gives off a strong odour is giving the beach a bad image. The Diário assessed the beach users for an opinion, and there were just 6 users. 2 German couples were there, but they saw the pollution and chose not to go in the water, and two other swimmers went to the far end to avoid the discharge. <em><font color="#004000">Clearly a long term solution is needed to contain the discharge. But for now, if we had to choose a Madeira without poncha, or without Alagoa beach, it&#8217;s a tough call. </font></em></p>
<p><strong>&#8216;Armed Wallet Thieves Return To the Levadas&#8217;</strong>. Tourists were held at knifepoint on the Levada dos Barreiros on Monday morning, by a man now being sought by police, seemingly knowing who he is through similar crimes. He told them to hand over all valuables, but ended up with only €30, before running off. There are concerns that the robbery will discourage tourists from walking the&#160; Levada dos Piornais(?). </p>
<p><strong>&#8216;Extraction Of Sand And Gravel In Faial Is Legal&#8217;</strong>. After months and months of arguing about the illegal extraction of materials from Ribeira do Faial, a parliamentary commission has now decided that work can continue there as long as the jobs are safeguarded and the environmental requirements are observed. This followed a petition by locals to keep the operation going, after it was shut down several months ago. </p>
<p>The first phase of the national exams finished yesterday. </p>
<p><font color="#400040">There will be strike of technicians in the health service here and nationally on Thursday and Friday. Amongst other services, radiology, physiotherapy, operating theatres, external consultations, and clinical analysis will be affected. </font></p>
<p><em>The front page also covers a Summer fashion festival on 24th July in the Naval, but as I don&#8217;t understand fashion I probably have no hope of understanding it in Portuguese. </em></p>
<p><strong>&#8216;Trade Union Demands Guarantees In The Agreement With The Savoy&#8217;</strong>. All negotiations from now on are to be between the legal advisers of the Association of Hotels of Madeira and the Savoy Hotels Group SIET. A meeting yesterday discussed the commitment to those 45 workers who are already on their way out (as a result of the demolishing of the old Savoy Hotel), but are expected to rejoin the staff in the new hotel, when rebuilt. </p>
<p><strong>&#8216;Talents Put To The Test In Câmara de Lobos &#8211; The Regional Talent Festival takes place next Tuesday&#8217;</strong>. Eleven contestants representing each region of Madeira will compete in the 10th edition of the contest, which forms part of the Summer Festa between 26th June and 1st July. One judge will also be appointed from the 11 regions, but they cannot vote for their local talent. The most successful region is Funchal, who won in 3 consecutive years 2003 to 2005. Parades are scheduled to take place on Sunday at 9.30pm, in Câmara de Lobos, with 800 participants in 14 troupes. The theme of the day is &#8216;Culture&#8217;. The night will be a long one, with a carnival dance, and fireworks with music at midnight. </p>
<p><strong>&#8216;Classics To The Conquest Of The XXII Rally &#8211; The rally starts today and includes various Ferrari Models&#8217;</strong>. &quot;Ferrari invade the avenue&quot;, all ten of them on Avenida Arriaga, on the day that marks the 22nd tour of Madeira, organised by the Classic Car Club, with support from Funchal Council and the regional secretary for transport and tourism. After all the paperwork and formalities for the 40 teams, the first stage will be the traditional opening challenge, that starts at around 8.30pm tonight. The main event starts tomorrow, with two days on the road, divided into several sections, and then the winner for 2009 will be decided. Tomorrow the event sets off from Santa Cruz at 10am, and will end up in São Vicente around 5.30pm. Friday the day starts at 9.30am at Câmara de Lobos (don&#8217;t forget to lock your car people), and should end up in Funchal (at the podium) around 4.30pm. The winner will be announced at 8pm, and the prize giving will be at the Regency Hotel at 11.45pm.</p>
