There are all sorts of oddities – teapots that don’t pour unless you lift the lid, for example – but then I don’t expect the Portuguese to know how to make tea (or ‘cha’) anyway – and they don’t. I once made tea with UK teabags for around 8 locals, and they thought it was horrible and too strong, and didn’t drink it. Natural pine trees for sale since yesterday in Funchal

There are ten sellers of natural pine trees that, since yesterday, are in front of the Electricity Company of Madeira, to sell Christmas trees and various natural products used to decorate the houses of Madeira. Mr. Diniz, after years of work in this area, is already "the grandfather of the selling of pine trees." He says that it is only women who come to choose, because, at home, "ruled by women."

Mr. Diniz is already the "grandfather" of the selling of natural pine trees in Funchal. Unsure of how many years he has taken advantage of the Christmas season for this business. Since yesterday and until Christmas Eve, the sellers, a total of ten who have licences from the Council, have "everything" that is natural for decorating the house, for sale in front of the Electricity Company of Madeira.

He says he is the grandfather of the area because he is the oldest seller of natural pine trees in Funchal. Despite the "fashion" of artificial pine trees, this seller says there are always those who are loyal to the traditions and, therefore, he remains in business. He does not have an estimate on how many he will sell, because he will cut the pine trees depending on demand. Yesterday, the first day of selling, and by 14.00 hours, he had not sold anything. "This first day has yet to pay for the coffee, " he jokes, confident that up to 24 December, there will be many customers going to that location to buy pine trees or other natural products. He says, normally, it is women who will buy the pine trees, this is not a family task. "Women rule at home!", he laughs.

In his space of three metres, and like other vendors, he has for sale moss, goatlings, straw, logs, alegra-campos, cearinhas, and ears of wheat, for example. "People buy everything," he added, referring to the natural ornaments of the Christmas season. About the hours of selling to the public, Mr. Diniz playfully replies, "will be 48 to 48 hours until 24  December." That is, day and night, the seller will always have to replace the pine trees for sale. He says the price of Christmas trees varies, 20 euros for the cheapest. "The price depends on the size and quality of the pine tree," he added. About the space reserved for them by the Electricity Company of Madeira, Mr. Diniz says that the Council reserves three metres for each of the ten vendors. The licence prices are above 200 euros, of which 50 euros are returned. It is a measure considered ‘fair’ by this merchant. The Council returns that amount if the traders leave the site clean, after the sales period. "It is fair for them and for us," added the seller of pine trees.

Orange alert. Region is on orange alert ( 2 on a scale of 4) for bad weather – wind and rain, and unstable conditions forecasted until the 20 December. The Lobo Marinho is not making the usual sea connection to Porto Santo today due to 6 metres waves predicted. Some flights cancelled and an incoming London flight diverted to Porto Santo. An earthquake of magnitude 6 on the Richter scale occurred off the south coast of Portugal. It was felt in Portugal and 16 aftershocks recorded. The earthquake was the highest recorded since 1969. It occurred about 100 km off the south coast of Cabo do Sao Vicente in the Algarve. It was felt along the south coast and in Lisbon but no damage reported.

Madeira still holds the fireworks record. The region still holds the ‘Fireworks Display of the World’ record, achieved on 31 December 2006, with the ‘Dance of the Four Seasons’ by Macedo’s Fireworks. The Guinness World Records Institute in London has confirmed to Carlos Macedo that the record still belongs to Madeira, despite the latest attempt by the United Arab Emirates to take the title. They have had three attempts, the most recent on the 2 December 2009 in Abu Dhabi. Macedo’s Fireworks celebrates its 75th anniversary this year and this year’s performance will be viewed in Portugal, Madeira, the Azores and Cape Verde, an expected 700,000 spectators. This is their ninth event since 2000.

‘Rampa das Searinhas’ in Ribeira Seca. In Ribeira Seca, one of the most charismatic parishes of Madeira, they have been sowing searinhas around the grounds of the churchyard and gardens of the local church, fulfilling a centuries-old tradition that the wheat must be sown on the first day of the Missas do Parto. The participants took a handful of searinhas soaked overnight and sang songs alluding to the act while sowing the seeds. They have also been constructing a ‘novenario on an open stage’ called A Song of Life, integrating the light in the lapinha at Bethlehem, people preserving the land and the current world summit addressing climate change. (According to Infopedia, a novenario is a religious book of novenas – prayers). In Machico, the parishioners will have traditional folklore musical entertainment before and after the Missas do Parto. Free soup or hot chocolate will be distributed at different sites corresponding to the prayers, and the Mayor of Machico invites, "If people want to collaborate, they may bring delicacies, cakes and liqueurs. I think it is a good reason for fellowship among all and to encourage the Christmas spirit."

Architects endure the crisis. No major orders in 2009, and 2010 expected to be worse. Remodelling of houses, rehabilitation of buildings and housing projects have been in short supply this year whereas in previous years (2003 – 2004), they had difficulties in meeting large orders from the Regional Government and real estate investors. These projects were often rushed and poorly designed. Present projects are often for the continent, especially as new public works and hotels are not being built in Madeira. The new environmental demands for ‘green’ buildings brings them some work and they hope to survive the downturn. Lawyers are also complaining that the economic crisis is causing them to take on more work in the small claims court, due to a dearth of more lucrative cases. Commercial lawyers are the hardest hit, especially with the reduction in off-shore companies, (tax advice).

‘Conscious adoption’. The association PATA calls for responsibility this Christmas. At Christmas, there is an increase in demand for animals for adoption but it is often not a happy ending. People often act on impulse or to please a child and then regret the decision. The animals are often abandoned when people realise they have a lack of space.

 

 

300 students in Operation Road Awareness. 300 school students are participating in this police-led initiative between the hours of 10 – 12 at the Avenida das Comunidades Madeirenses in Funchal. They will raise awareness among drivers that they need to comply with certain safety features, e.g., insurance, lights and tyres. They will hand out a Certificate of a Good Driver. This is part of the educational syllabus, on road safety.

Madeira was the fastest in terms of GDP. In 1995, Madeira had a GDP (Gross Domestic Product) 11% below the national average, in 2008 it was 28% higher than the national average. Madeira was the Portuguese region with the highest increase in GDP between 1995 and 2008. It is now the second richest region in Portugal, with a GDP per capita of 97%, if the EU average is taken as 100%. Lisbon has a GDP per capita of 105% and an income 38% above the national average. The Algarve occupies the third position in national rankings. The North region was the most impoverished area for the last 13 years, having the lowest income per capita.

Giants of Costa Crociere registered in MAR.  The International Shipping Register of Madeira had a historic day yesterday with the registration of three large cruise ships of Costa Crociere, the largest cruise company in Europe and a worldwide giant. Grand Holiday, Grand Voyager and Grand Mistral (photo) were registered here. The registration is important to Madeira, because as well as the 100,000 euros fees paid upon registration, the annual fee is 50,000 euros, and the transport capacity of millions of tourists generates millions of euros of revenue each year that benefit the region, with revenues from VAT on all activities related to the activity of shipping – accommodation and restaurants – and the profits will be subject to IRC (corporation tax).

Porto Moniz debt almost €10 million. Liability of the Municipality of Porto Moniz is around 8.8 million euros. With the 1.1 million the authority is likely to have to return to the Turismo de Portugal for the construction of the Aquarium, the default rises to astronomical numbers given the size of the county. Last year alone, the debt increased 84%. This is the debt left by the previous administration to the present council. The population at the last census was 2,927 (now likely to be smaller), giving a debt per person of 3,000 euros. The majority of revenue is from agriculture and construction. 2010 will be a year of ‘restraint’ with only small works carried out. Suppliers need to be paid and the municipality requires a bank loan to pay them.

Night Markets. São Vicente, Friday 18 December from 21.00. Câmara de Lobos, December 22 from 21.00 at the Mercado do Município de Câmara de Lobos. Theme will be Relive the Christmas Traditions, with musical entertainment and typical Christmas delicacies. The Night Market in Funchal on the 23 December will have 66 spaces reserved for street trading. From the 21 December until Christmas Eve, you can buy fruit and vegetables from the 37 traders in the streets of Boa Viagem and Latino Coelho. Given the increasing number of people at the Night Market, more streets will be closed off from 18.00. All stalls must be dismantled by 6 am on the 24 December. The British School has its carol service tomorrow on Friday 17 December at the Hotel Tivoli at 17.30. Songs will be in Portuguese, French and English. Funds will go towards the education of children in Angola and Mozambique, and the cancer fund in memory of the previous school Director who died of cancer last year.

Madeira can benefit from Faro. Ryanair yesterday announced the opening of 14 new routes from 2010 which will link European cities to Faro. Faro will be linked to Birmingham, Derry, Knock, Denmark, Netherlands, Spain, France, Germany, Norway, Sweden and Italy. They may add links to Madeira. Announced 500 tickets at 5 euros each for journeys in January.

Solar panels in Caniçal. Machico Council will examine the planned construction of a facility with photovoltaic panels in Caniçal. The project is the responsibility of Nutroton Energy and the site will be in Feiteira. This company has a site in Porto Santo. Work should begin early next year with 27,000 panels installed.

Ryanair will create over 300 direct jobs and offer over 200 weekly flights to / from Faro in an investment of over $400 million in the airport. Ryanair’s new routes from Faro are to : Billund, Birmingham, Derry, Eindhoven, Kerry, Knock, Madrid, Marseille, Maastricht, Milan (Bergamo), Oslo (Rygge), Paris (Beauvais) and Stockholm (Skavsta). The additions will increase Ryanair’s traffic at Faro to 1.3million p.a. which will sustain 1,300 well paid local jobs in the region." LINK

Increases inevitable - The price of bread, milk, chicken and pork will rise in 2010. And there are other goods awaiting market developments.

The main front page picture shows some sort of dredging boat at work in Funchal Port : Cleaning the port costs €322 thousand – Dredging starts in January. It aims to increase operational capability  and reduce mistakes, as one might anticipate for next Monday. The port authority APRAM has arranged for Funchal Port to be cleaned by dredging, with work starting on 4th January. APRAM monitors the depth of the water in the areas where ships berth, and have established that the time for a clean-up has arrived. The north terminal was done last year to allow for cruise ships to a depth of 7 metres. The south terminal has not been dredged since 2007, when  it was in preparation for the year end cruise ship visits. 

Today’s main news headline : Complaints every day – The Inspectorate of Economic Activities uncovers four irregularities daily in the food trade. ‘Operation Christmas’ has already caught refusals to exchange gifts. Some traders will only exchange gifts after Christmas period. They are obliged by law to do so at the time of the request as long as the request is made, as long as it is within the specified time and the customer has the receipt. Refunds are only mandatory where the goods are faulty and the retailer is unable to replace them with an equivalent or superior product. Food badly packaged, kept at an incorrect temperature, or even outside it’s expiry date are keeping the IAE team busy, with 3 to 4 infractions detected daily in the audit of stock management in the food trade. The Xmas operation is also looking at pricing, ensuring that the correct price is affixed to the products inspected, often finding that is not the reality.

Valter should keep calm – The former president of Porto Moniz advises the new counsellor not to panic when analysing the accounts of the past [regime?]. The story so far is covered above by Elaine, but now the former president of the câmara, Gabriel Farinha, is telling his successor Valter Correia not to get his knickers in a twist. The response comes after at a recent meeting it was said the administration of former president had been "disastrous". €10 million debt … pocket money for the fine PSD politicians (but only if they can get away with it). 

Today’s sport / football headline : Rúben on high – The creative Madeiran is now coveted by Sporting and FC Porto. Rúben Micael of Nacional is on the shopping list of a number of top clubs. He turned in a fantastic performance on Wednesday night in the Europa League, and scored two goals and set up another, and although he is much sought after by clubs in Portugal, Spain, France, and England, any deal is still some way off.

Just coming through on the radio is the draw for the knock-out stage (last 16) of the Champions League. Porto will play Arsenal.

Madeira on Orange Alert – Rain, wind and rough seas put the region on warning. The weather is going to remain unstable until at least the 20th December. I just remembered that Elaine has already covered this above.

I’m doing some self-catering this time and am looking forward to going down to the fish market and buying some lovely espada. Yum, got to be the best fish in the whole world, cooked properly "Madeiran style". I fell in love with this old mansion house – vertically up from the Lido near the old fortress (the lido being the outdoor Art Deco pool next to the Fortaleza de São Tiago, at the base of the cliff). I always thought if I won the lottery I’d refurbish it and restore it to its former splendour. But does anyone know the history of this place and why it was abandoned? Anyone looking to book holidays on Madeira next year might find this summary of events and dates useful. It is probably all on the official tourism website, but as it is all simple and well laid out here I thought it may be of interest. 2010 EVENTS & FESTAS

I must admit I was a little irritated by the attitude of the Machico traders over the issue of the Chinese megastore being opened there, as had it been a Madeiran shop selling Chinese goods, as many do in part, then I guess most traders would have scowled and got on with life. There was a special report on the case on RTP-M last week, after the 9 pm news, and one of the people featured was a local lady who had a Chinese shop in Funchal, and she wasn’t getting any hassle as far as I could see. So it seems to me the fuss is not about what is being sold, it is about who is selling it. RTP news at the time had also dug up a bit of old footage (from around 5 years ago) of president Jardim having a pop at Indian and Chinese traders for competing against Madeiran businesses, and saying that they weren’t welcome here, so perhaps the attitude of the Machico traders can be in part be blamed elsewhere.  A similar thing happened on Porto Santo earlier this year when local traders raised a petition, and the Chinese business ended up going out of business, maybe not directly as a result of the opposition, but not nice to see all the same.

Anyway, slightly intrigued by the situation, and not fully convinced that the Chinese shops were that much cheaper as to be a threat to Madeiran businesses, I decided to pay a visit to my local Chinese shop, quite a small operation, and compare some prices and choices with other local businesses.

I needed sunglasses and T-shirts, so I wandered around the local traders first, and the sunglasses on sale ranged from around €7 to €8, and all appeared to be from the same manufacturer. In the Chinese shop, in again what appeared to be the same range as the other shops, they were priced at €6.50. So a close 1 – 0 to the Chinese.

As for T-shirts, that was a different story altogether, with the lowest price I found in a local shop (and there are loads in Ribeira Brava) being €13.95, with others costing up to around €25 in some places. In the €13.95 shop I was asked why I wouldn’t buy the ones I was shown, and I said I was unemployed at the moment and it was more than I was able to pay. The shop owner threw her hands up in horror, and said to her colleague "these are cheap, don’t you think so?", and her colleague agreed, and they were in fact the cheapest I was able to find, but to me that is not cheap for a T-shirt.

So the next day I wandered back into the Chinese shop and had a look through their stock, and found quite a few decent brand name* ones in ‘robust size’ for €7.50 each. I brought 3 and even managed to negotiate a deal with the shop owner, although she looked like she had swallowed a nest of fire-ants when I asked for a discount. She reluctantly knocked €0.50 off the total! So a very comfortable 2 – 0 to the Chinese. And … for both T-shirts and sunglasses, the Chinese shop had by far the most to choose from. So Machico traders beware!

* The brand name is that world famous Chinese company ‘Wel Hong – the symbol of outstanding quality’. Well they do hang well I must admit, and as for any other interpretation, I plead the fifth amendment.

(Source : Tribal Football): Blackburn eyeing Nacional Madeira’s Micael - Blackburn Rovers, an English premier league football club are eyeing a move for Nacional Madeira midfielder Ruben Micael. Rovers boss Sam Allardyce is attempting to set up a cut-price £4 million deal for the 23-year old who was recently called up to the Portugal national team. Allardyce is keen to beat off competition from bigger clubs who are also believed to be interested in Micael, whose contract expires in 2011. Portuguese giants Benfica are said to be interested but Blackburn are trying to get in there first, either in January or next summer to lure him to Ewood Park. €4 million eh! He’s good for sure, but I didn’t expect talk of so much money.

News that Leonel de Freitas, director of RTP Madeira, has resigned may or may not be good news. Not that I have any problem with the content and format of our local TV station, it’s simply because I don’t have a clue what is on and when. RTP-M actually has quite a good mix of programmes, but my attempts to watch the 9 pm news are generally thwarted by schedule variations and changes, and generally I haven’t a clue what is on and when. The teletext schedules for RTP-M, on the main RTP channel, are nothing like the reality. The Zon internet TV guide doesn’t include RTP-M, and my monthly TV magazine, TeleCabo, has the programme schedules, but why they bother I don’t know. So my appeal to whoever takes over as director of RTP-M … PLEASE PLEASE TELL ME WHAT’S ON AND WHEN (and then try and stick to it).

Congestion caused by tourist coaches at Almirante Reis.  Another ‘full house’ at the port yesterday with three cruise ships berthed. The tourist buses stopping near the cable car entrance where the Avenida do Mar redevelopment is occurring, led to traffic congestion, confusion and protests from other drivers. The usual parking area is closed to tourist buses, interurban buses and Caniço buses, so they are having to use a normal traffic lane. This will intensify as November is a busy month for cruise ships and will continue until the works are finished.

Porto da Cruz Health Centre postponed. Construction of the Health Centre postponed until next year, so the old centre will still be used for longer than anticipated. The contract was signed before the last elections for a new Health Centre, Social Security Centre and an Elderly Residential Home. They will cost 4.7 million Euros, and an initial 118,000 Euros was allocated for 2009 and the rest payable in 2010 and 2011. But after the elections, the original money allocated for 2009 has been transferred to the 2010 budget.

Too many people want allotments. The CMF has suspended the application for urban allotments due to over-subscription. There are 350 on the waiting list so Funchal Council is trying to find more areas before they re-open the application process. They should be able to prepare 50 lots in the area adjacent to the new Avenida do Amparo for February next year, and an additional 15 lots in Santo Antonio for residents in Ribeira Grande. Since the project begun in 2005, there have been 159 lots.

Lorry driver killed. A 34 year old driver of a water tanker died from abdominal injuries sustained in an accident in Rosário, São Vicente. He was negotiating a curve, left the road and went down a 50 metre escarpment and hit a wall. Rescue services had difficulties working in the area and he was imprisoned in the cab with his abdomen, chest and legs compressed against the wheel. Despite advanced resuscitation efforts, he died at the scene. The cause of the accident is not yet known. It had been raining but the vehicle could have malfunctioned or there could have been a sudden health problem.

Manuel Saldanha expelled from PSP. This 41 year old Commissioner of the Regional Command of the PSP was one of the ‘strong men’ in the police force and had a promising career. He published a paper about the British police system called ‘Police in the United Kingdom of Great Britain and Northern Ireland’. The trouble started in 2002 when there was a complaint in Porto Santo of him assaulting a man after an exchange of words in a bar/nightclub. An inspection in 2005/6 then found irregularities and delays in proceedings, and he was suspended for 169 days, and  a disciplinary penalty of compulsory transfer to Portugal, the first time this has happened. There he was convicted of drug trafficking and subsequently has been permanently dismissed.

Rui Moses changes the locks at Santana Council’s offices. After reports that people stay in the council offices, often late at night, in activities that are not work-related. He said that locks were changed because new people are now responsible for the management of the council facilities and not due to lack of confidence in employees. The opposition Socialist Party councillor Adelino Silvo was not convinced, saying that locks are usually changed due to a lack of trust and if there had been robberies, he expected details about such situations to be given.

Urgent debate on banana production. The PCP (Communist Party) want urgent talks with the Government about the nationalised company, GESBA, which is failing to collect the bananas and leading to producers having to bury them. The three problems are the company’s inability to collect all the production, failure to respond to market demand and failure in payments. This is deepening the economic and social situation in the region. GESBA and the The Secretariat for the Environment and Natural Resources deny there are these problems in collection and payment. They explain that winter production is lower and preference given to traders who buy in the summer. GESBA has already increased the price of bananas by 1 Euro in summer and 3 Euros in winter.

The Circus is returning to Machico this Christmas.  Same place as last year, at the football field in Machico. The first performance will be on December 11th. The main attraction will be an illusionist/magician named Harry Potter and a Luso-Spanish acrobat who is an expert ‘Olympic’ ring juggler. They already have some reservations for special performances for groups. Prices similar to last year.

Bartenders Association participate in Wine & Spirits Festival starting on Friday 6th November. Starts Friday 6th until Sunday 8th at the Congress Centre at the Pestana Casino Park Hotel, from 15.00 to 21.00 hours. To promote wines and help visitors appreciate and enjoy wine more. There will be about 50 producers and 300 wines, with workshops (17.00 to 19.00), cooking demonstrations by 14 chefs (16.00 to 21.00)  and a Wine Shop. On the last day, a cocktail competition will run from 15.00 to 19.00 for the Grand Marnier Trophy with about 30 barmen. Four winners will represent Madeira in the Algarve in December and the winner will represent Portugal at the World Cup next September in France. A gourmet dinner with  four participating chefs at the Hotel Four Views Baia on November 6th at 21.30, priced 30 Euros inclusive, bookable online. British Ambassador visiting Madeira on the 6th to 8th November. Private family visit with some public engagements. Saturday 7th a Cocktail Party for the British community resident here at the English Church, and on Sunday, a Remembrance Day Service at 10.50 am.

Police catch two burglars in the act, and a ‘Good Samaritan’ has her handbag stolen . There have been a spate of robberies in Funchal. Acting on a complaint, the police on patrol in Rochinha caught two men when they were preparing to leave a house with 600 Euros of stolen goods. In Nazaré, an elderly woman tripped and fell and when a woman left a table she was sitting at to go to her aid, a 28 year old man stole the rescuer’s handbag. By the description of the thief, the local police quickly apprehended him and he confessed to the theft. Shock Store at Madeira Shopping – reduced fashion goods. Third time this event has been held. Started yesterday and until the 8th. November, from 12.00 to 22.00 hours. Discounts, some more than 50%, on big brands such as Dolce & Gabanna, Gucci, Rosa Cha, Armani and Miss Sixty. Some discounts in shops that participated in the Fashion Week, e.g.. Sun Planet, Bata, Quebramar and Springfield. Until the 18th, if you spend 20 Euros, you can enter a draw for 8 gift vouchers of 500 to 2,000 Euros. The Christmas decorations will be installed next week and Santa Claus will arrive at the end of the month.

Herdade dos Coelheiros wants to increase wine sales in Madeira. Two days ago, in the restaurant ‘Abrigo do Pastor’, the wines from the Herdade dos Coelheiros were offered to potential customers. The wine producers have changed their business strategy to work directly with regional distributors. The wine comes from the Alentejo region and they introduced the Chardonnay grape variety to the region. They try to produce a quality product rather than quantity, around 230,000 litres (200,000 bottles) of 8 different wines. The classic is ‘Tapada de Coelheiros’ white and red. Other notable ones are ‘Tapada de Coelheiros Garrafeira’. and ‘Tapada de Coelheiros Chardonnay’. They also produce a more rare and exclusive ‘Branca de Almeida – Tinto’. The more accessible wines are ‘Roda dos Coelhos’ and ‘Vinha da Tapada dos Coelheiros’. 60 – 70% of the sales are to the domestic market and Madeira accounts for about 5%, which they aim to increase to 10%. They are producing a new wine called ‘Ciranda’ white and red soon.

Another wine topic, the producer and exporter of Madeira Wine, ‘Justino’s Madeira Wine’ has a new logo. They are rebranding to try to strengthen their national and international market. The new image will be shown for the first time at the Wine & Spirits Festival on the 6 November.

Five-star hotel room prices fallen 25.20%. In Portugal, hotel revenue has fallen an average 15 and 20% and in some cases, as much as 40% and next year’s outlook is poor. Room prices have fallen to an average 52.9 Euros for five-star hotels and 30.14 Euros for a three-star hotel room. The largest fall in room rates was Lisbon to an average of 46.64 Euros. Five-star hotel room rates in Lisbon fell most (27.28%) and Madeiran hotels had the second largest decrease in rates (25.2%).

Government facilitates access to business support. It will be easier to apply for business incentive programs. Financial aid now available for projects that maintain jobs as well as those that create jobs. For small enterprises and individual entrepreneurs who are having difficulty accessing credit. Between 2007 and 2009, the Government granted 103 million Euros in aid.

In addition, the European Regional Development Fund can now be used by countries like Portugal to support housing in disadvantaged areas. Countries joining the EU before 2004 have previously been excluded.

But that "program" !…. Long rant by Jardim in his newspaper against the Portuguese Socialist Government program and its provocative financial revenge against the people of Madeira.  It threatens to intervene in matters which come under the jurisdiction of the Legislative Assembly of Madeira. —— Constitutional arguments are brewing. I do not think life is going to get easier between Jardim and Sócrates.

The Court of Auditors concluded that the contract of purchase and sale of future credit for the amount of 150 million Euros by the Government in 2007 led to an increase in debt in the region, resulting in an increase of approximately €64 million. This was a complex transaction by the Government to try to hide it from the debt allowed for that year. In the future, they must  submit annual cost projections to the Court and ensure the transactions have the consent of parliament.

Training sailing ship in Porto Santo and the Swedish students visit the UMa. The STS Alva is a training ship and harboured at Porto Santo due to Funchal port being full yesterday. The crew are 40 Swedish students, and they visited the University of Madeira on an exchange visit. It sails on Saturday for Tenerife.

Antibiotic Spending Excessive. Madeirans take too many antibiotics. Only between January and September this year nearly €2 million was spent on Madeira, to buy over 200,000 packages of antibiotics.

Crisis takes Madeirans out of the dentist’s chair – Since January, the consultations visibly diminish. Increases … only the cancellations. Of course, with the cost of dentistry here, and being outside of the health service, it’s probably one of the most unpopular items of expenditure on the island. You only have to look around to see the impacts of dental costs with so many gappy smiles. I have only been to the dentist here once in 6 years, and that was in an emergency, but since discovering © Toranja Poncha © I have never had to go since.

End in sight for the series ‘Flor do Mar’. Verified information is not available, but the ex-popular TVI series (or soap), filmed on Madeira, may finish up this weekend, and the channel TVI refuses to confirm or deny. The series has run the equivalent of 280 episodes, nearly every night since last November, and for a long time led the national viewing ratings … that was until TVI changed the starting time. It was partly funded through a grant of €500,000 from the Madeira government. In my opinion money well spent for improving domestic tourism. It was becoming more and more obvious that the series was coming to an end, as more and more of the Flor do Mar characters started roles in other dramas and soaps on TVI. Morangos Com Açúcar alone has 4 that I have spotted so far.

The main headline today : Government debt catches Via Litoral – ‘Insolvent’ Treasury tied-up €58 million, leaving the concessionary company to fail on its commitments to the bank. The Madeira government blames the situation, which affects many companies that have contracts with or provide services to Madeira, on the failure of central government to transfer money. A debate that has been going on far a long time. The contract mentioned is for our roads, but we could see the impacts of this arising in other sectors soon too.

Alvinegro dream stays at half way – The fatality repeated itself and the draw against Athletico Bilbao has brought Nacional again almost to the end. Now it just remains to challenge in the two games left to honour the shirt and try and bank some Euros. Qualification now is almost impossible. Nacional 1 – Bilbao 1 in the Liga Europa. They came close to winning, but let in an equalising goal towards the end of the game

It has gone midnight as I write this, in what may be my final story. Not much point in going to bed, as I have a raging toothache, for reasons that will become clear very soon, and the only relief I have is the soothing effects of Becks Bolero (nothing to do with somebody called Jeff, or brands of beer), but help is on the way. This month as you know has been an attempt to make this a community blog, with mixed results. With most of today and tomorrow still to go we have almost already beaten the previous blog record (under Madeira Island Direct) for the number of visits, although the number of contributors required is nowhere near that required, with half a dozen or so real heroes making a real effort to keep it going. But the sponsor is due to decide very very soon how or if the sponsorship will continue. I have a couple of really good (in my opinion) stories still to contribute, so whether I will get to write them or not we will soon know.

I had a little chortle yesterday, as I read some of the comments, especially after Martin had asked what Garajau was like as a place to live in. This was a man asking a question about what a place was like to live in, and god bless Elaine and Sue, but he didn’t want to know about hairdressers and knitting shops, he needed to know the hard facts about Garajau, and the script from a good estate agent would have been far different, although I did get a sniff of a curry house and pizza joint, so full marks for that.

Had I been ‘selling’ Garajau, I would have informed Martin … "that all the houses and apartments have rooms to sleep, rooms to eat, and rooms to watch TV, and Garajau also has an aguardente plant". "What was that last bit again?", Martin would have asked, and as I explained the meaning of Poncha, his eyes would have widened, his jaw would have dropped, and his cheque book would have been out, with poor old Mrs. Martin having absolutely no say on the matter.

Anyway I digress, as I wanted to explain about Garajau aguardente, which I think I may have mentioned before contains a section of bamboo cane or similar stick, around 15 cm in length. I really have no idea whether this stick is included in the one litre of aguardente, or is in fact a bonus, and the liquid contents are in fact one litre, and not one litre less the stick. I was quite concerned about this when I brought the bottle a couple of weeks ago, and had every intention of emptying the rather unattractive bottle into a measuring jug. But deterred by the price of the rather juiceless lemons at the time, it was a week or so later that I made the last batch of poncha, and in the excitement I totally forgot to measure the bottle contents, but next time I definitely won’t forget. (Going from Becks Bolero to Kylie Mynooogie at this stage, and the toothache is no longer soothed).

Anyway (again), no doubt some people will be thinking at this stage, "why the hell I am I reading this trash", so I should clarify that this stick is equal to a very very good night’s sleep in its equivalent liquid form, so it easily warrants a good discussion.

Anyway (yet again), the story started earlier in the night as I invented ‘Toranja Poncha’. I assume I invented it, as nobody has ever mentioned it before … or am I wrong?. With the benefit of being a citrus fruit much less sweet than oranges, and much cheaper and juicier than the lemons available at the moment, at €1.29 a kilo in Pingos, surely it was worth the risk as an investment, purely for the prevention and cure for Gripe A I thought.

Anyway (yet yet again) the brew was made just a couple of hours ago with the secret ingredients of aguardente, bee honey, and fruit juice, and the resulting potion is currently chilling in the fridge as I write, hopefully ready to ease my aching tooth and ensure at least a little bit of shut eye tonight.

Anyway ( … ), back to the Garajau aguardente and the stick. Having now made my second poncha batch and totally emptied the liquid contents of the bottle, I was finally able to extract the stick and undertake some scientific analysis of the offending item. Firstly, unlike sugar cane as seen being chewed by desperate agricultural workers who forgot their sandwiches, this cannot be chewed. These men are born with special iron teeth for chewing sugar cane. Do not even attempt to chew, unless you want a set of choppers just like the average sandwichless agricultural worker walking our country roads with a scythe on his shoulder … please take my word for it … do not attempt to chew it. It also cannot be sucked out or wrung-out as a means of extracting its valuable contents. Thirdly, do not put it in the liquidizer unless you also want a blade bent upwards at right angles. I have not yet decided what to do with it, as it is like having a large piece of high grade gold ore, but no smelting gear, but I would imagine it might do well as a distress flare or incendiary device. If I find the solution in time I will post it here.

My next report, on the aroma, taste and health benefits of ‘Toranja Poncha’ will also follow … assuming I survive the experience that is. It’s been chilling now for 47 and almost half a minute, so I think it should now be in perfect supping condition, but I won’t be back here tonight to report, that’s a certainty.

False shipwreck. SANAS, Navy, Maritime Police and the Portuguese Air Force (a ‘Merlin’ from Porto Santo) were engaged yesterday morning in a search and rescue operation following an emergency signal issued by a fast-launch sinking in the area between Madalena do Mar and Calheta. The effort was called off when the signal was traced to a boat in dry dock in Calheta. The launch had been impounded in 2005 when seized at the request of the Spanish authorities on suspicion of being used by an international network of drug traffickers. It is not the first time for a false rescue situation. The Commander of the Maritime Zone said, with both amusement and irritation, "It was an actual operation that ultimately served as training." The reasons that led to the activation of the EPIRB emergency signal are being determined to try and prevent a future occurrence. It is reassuring to other boat owners to hear of the operation.

2.5% of gambling revenue (12 million Euros) can solve many of the problems of sport. The final amendments to the Finance Act, affecting transfer of money from the State to the Region, are to be sent to the Portuguese Government for approval. 12 million Euros could be collected from the lotteries run by the Santa Casa de Misericordia. At present, the Madeira Government only receives 0.2% of revenue. In 2008, out of a total revenue of €492.8 million, Madeira only received about 980,000 Euros. The amendments propose that the autonomous regions shall be entitled to a share proportional to the quota of the people in each country. Madeira represents 2.5% of the Portuguese population and the Azores 2.3%. With this amendment, Madeira would have received €12.3 million. The money is to be spent between the sectors of social welfare, home affairs, sports and culture.

24 Unemployed Graduates in Senior Education. The focus on training professionals in gerontology is one of the objectives of the new Gerontology Plan 2009 – 2013. The University of Madeira launched a course in 2005/6 for Senior Education, to cater for demographic changes and new social demands. Few graduates have employment and complain that there are few career opportunities in the area as the training and regional authorities do not know about their degree, which is not listed in the National Classification of Qualifications used when they register at the Institute of Employment. The new Gerontology Plan will increase demand for their abilities.

Ex-deputy of the Socialist Party exchanges "hard day-to-day politics" to become manager of a business park. Maximiano Martins has accepted an invitation to be an administrator of Lispolis which runs a Lisbon business park of about 100 technology based companies. The revenue of the firm is €2 million and he will be responsible for presenting new projects of the association involving investments of millions of Euros. —-‘Jobs for the boys’

Metal detector at the entrance of the Judicial Court in Funchal results in security guards confiscating razors, knives and guns. Fewer offensive weapons are now taken to court, at first about twenty but now no more than three a day. Most people do respect the judges and the courts. Flared tempers usually lead to verbal aggression but sometimes they spill over into violence, especially in cases arising form long-standing family disputes. —— No indication of how long the detector has been there. They were installed late last year if my my memory serves me, as I recall almost the exact same story in January this year. Der

Landfill washed into the sea is no different from deposition after rainfall. Reply by the MDS after a complaint reported by the Diário yesterday about the construction of the promenade near Praia Formosa. They say that the temporary landfill which might be washed into the sea is no different from normal deposition when rainfall increases the flows of streams. They allege the statement was political exploitation by the Communist Party.

 

Still no licence application from the Chinese megastore. Machico Council, who also have to give authorization,  have received an application but the Regional Directorate of Trade, Industry and Energy have not. The store is supposed to be opening in November.

Lisbon orders review of ‘factoring’ debts used by Funchal Council to circumvent the debt limit, costing 327,000 Euros in commissions and interest. In 2008, the Tribunal de Contas (Court of Auditors) acquitted the council of ‘factoring’ debts to suppliers. This was to reduce the amount of interest payable and therefore beneficial to the council. ‘Factoring’ is when the suppliers are paid through the bank using short-term credit and the council have a duty to pay the bank and not the suppliers. Lisbon has upheld the appeal that this does count as debt. This latest ruling means that the mayor, Miguel Albuquerque might be liable to pay a fine of 6.50 Euros, Rui Marote a former councillor 9,000 Euros and Pedro Calado a councillor 1,350 Euros.

The President of the Tribunal de Contas has also complained that parliamentary groups in the Legislative Assembly are not submitting accounts supporting transfers they have received, but refused to name them.

Carlos Pereira sues Jardim for 35,000 Euros. Carlos Pereira is the deputy of the Socialist Party in the Regional Assembly (Parliament). Pereira manages a consulting firm and is suing for loss of dignity and professional competence, and as it is a civil case Jardim does not have immunity from prosecution. There have been previous court cases between these two. —– Who hasn’t Jardim offended?

Conference for school leavers to warn them about becoming victims of international trafficking networks. Illegal immigration and trafficking involving sex and labour exploitation. For labour exploitation of Portuguese, the main countries involved are the Netherlands, United Kingdom, France, Switzerland, Luxembourg, Spain and Ireland.

Mortgage interest rates the lowest ever. 2.36% in September, the average repayment was 263 Euros. —- Will this stimulate buying?

Government promotes organic farming to schoolchildren. Organic farming is increasing both in terms of farmers and area under cultivation. Between 2000 and 2008, the area under cultivation has increased from 21.5 hectares to 237 hectares, and the number of farmers from 17 to 77. This is an increase of over 350% and represents 5% of the total cultivated area of Madeira and Porto Santo.

In 2010, there might be centres for medical and psychological evaluation (CAMP) for assessment for a driving licence. This law has just been passed in Portugal and will be applicable in Madeira if the Regional Government decides to implement it. The applicant has to pay the fee whereas at present they just need a free medical certificate from the family doctor. This includes anyone over 70 who needs to renew their licence. Psychological evaluation will only be necessary for applicants in certain groups.

"Obrigado Madeira!" The only words said in Portuguese by the President of the Republic of Poland, visiting yesterday for the tribute to Marshal Josef Pilsudski. He praised Poland’s good relationship with the region and highlighted similarities between both countries; reclaimed democracy and freedom in  Europe and NATO, and growth despite the present economic climate. He said that Madeira "is a bit of a different world." He was "delighted" to see the statue of Polish Pope John Paul II. Miguel Albuquerque said that Funchal and Gdansk had a good partnership. The Polish representative said that 80% of Poles want to stay in the EU because they feel safer.

Google Street View coming to Madeira. According to Diário Cidade. The areas visited will be Funchal, Câmara de Lobos and Caniço. The data will be available in about two months time and the purpose is to aid tourism, education and housing.

Hunger strike next to Tribunal da Vara Mista in Funchal. The man involved is unhappy about salary issues related to an accident when falling seven metres off scaffolding during the construction of a building next to a school in Santa Cruz last year. He sat near the Tribunal entrance from 15.00 Tuesday, stayed overnight and was persuaded to leave late Wednesday by a lawyer and a relative.

Brazilian war frigate, ‘Defensora’ in port. The frigate has been to Scotland for training exercises with Navies from different countries, and has stopped here on its return to Brazil. It is an opportunity to make contact with the Portuguese Navy and Portuguese people, and to enjoy the hospitality of Madeira.

From today’s news (back to Der) :

Many may not remember, as there have been no reports for months, but ‘Baby Rodrigo’, the Madeiran born baby who needed and eventually received a bone marrow transplant earlier this year, eventually rejected it and died in Funchal yesterday. Rodrigo was diagnosed with leukaemia six weeks after birth, and a nationwide hunt was launched to find a donor, but unsuccessfully. Eventually, at the twelfth hour, an international search found a suitable donor in Germany, and the operation was successfully undertaken in Lisbon in May. He died in hospital in Funchal yesterday aged just 14 months.

Madeira exports hospital waste that ought to be burned in Meia Serra (at the waste processing plant). A war between the Valor Ambiente and the consortium contractor of the waste processing plant pulled back the treatment and systems of hazardous waste years ago. The current procedure is more expensive.

Main headline : Council sues Metropolitana – The Development Society plays down the critics of the irregular dumping connected with its works on the Public Walkway project in Praia Formosa, making an analogy with the mud that on a rainy day is washed naturally from the rivers into the sea. Funchal Council reacts with an action that will result in a fine for Metropolitana. I just realised that Elaine covered it above, so it looks like the same story has been promoted to the front page.

Queiroz counts on Ruben Micael. Micael (photo),  from Câmara de Lobos, that plays (a blinder) for Nacional, has been selected by national coach Carlos Queiroz for the preliminary squad to play against Bosnia in the World Cup play-off game. The selection, thought by many to be overdue, may lead to a regular place in the Portugal squad that will go to South Africa next year, that is of course if they can beat Bosnia on 14th and 18th November. Another Nacional player João Aurélio has been selected for the national under-21 squad to play against England (14th November) and Greece (17th November).

Romeira invites daughter-in-law to be assistant. The auntie of the daughter-in-law will be secretary of the president of São Vicente, that appointed his colleague at the hospital as office manager. Hope that’s correct, and isn’t it great to know that nepotism still rules here on Madeira.
