Today’s photo – Many thanks to Becky … "Can anyone help and tell me what plant this is Looks like a Sweet Pea but I have never seen one with a curl in the middle before?".

This video has only just been posted on YouTube, but is the only one I have seen that captures the moment (well almost) when the bridge got badly damaged, with both walls swept away, and a wave of mud then swept into town. As for the second event, that damaged the bridge structurally, I have yet to find even a photograph yet of the tanker lorry that was washed down river from several kilometres away, and whacked into one of the supporting pillars before being torn to pieces. Compulsive but not exactly pleasant viewing! Der.

Nail from time of Christ’s crucifixion found in Madeira. A four-inch long nail thought to be one of thousands used in crucifixions across the Roman empire was discovered in Summer 2009 in a decorated box in a fort on the tiny isle of Ilheu de Pontinha, just off the coast of Madeira. Pontinha was thought to have been held by the Knights Templar, the religious order that was part of the Christian forces which occupied Jerusalem during the Crusades in the 12th century. Madeira may redirect existing EU funds to re-build infrastructure. ‘EurActiv’ comments that Madeira is already investigating the possibility of redirecting existing EU funds to the worst-hit areas. The island already receives additional regional monies as a peripheral area, and as most of these funds are already earmarked for infrastructure projects, it should be possible to use them for rebuilding bridges, roads and running water systems in the disaster zones.

New Austrian EU Regional Policy Commissioner Johannes Hahn will come to Madeira this week and travel to the French coast soon, offering assurances that EU ‘disaster funds’ will be made available to the devastated regions.

- In specific cases The Solidarity Fund can be mobilised even if the threshold is not met. According to the Commission, the Solidarity Fund may only be called upon once a certain threshold has been reached – in Portugal’s case, it is set at €958 million worth of damage. First estimates from the Portuguese authorities show that the damage would exceed this threshold. In specific cases, however, the Fund can be mobilised even if the threshold is not met. The affected areas have 10 weeks to submit an application, though as French EU Minister Pierre Lellouche was quick to point out, the Solidarity Fund cannot be used for damages to private property.

- The European Union Solidarity Fund (EUSF): background. The European Union Solidarity Fund (EUSF), which was set up in 2002, allocates emergency aid to member states and applicant countries which have been struck by a major natural disaster. Its annual budget is €1 billion. Since 2002, the Commission has received 69 applications for financial assistance from the Fund, of which 33 led to the granting of financial support totalling more than €2.15 billion. Catastrophes are considered to be "major” if the estimated direct cost of damage exceeds three billion Euros or 0.6% of gross national income of the member state concerned. Portugal was granted aid from the EUSF in the wake of the forest fires which occurred in the summer of 2003. On that occasion it received €48.5 million.

- Madeira benefits from a reinforced support (additional funding) from Cohesion Policy as it is one of the EU’s seven "outermost regions" with a specific status recognised in the EU Treaty to take into account their specific geographic situation and their insularity. France received €109 million in 2009 when the Landes region was hit by Hurricane Klaus.

- Positions. "Europe is expected to come to the aid of those countries affected by the violent storms this weekend, who must let the European Commission know exactly what they need to get through this disaster so that European solidarity can be as efficient as possible", said French centre-right MEP Joseph Daul yesterday. "If the European Union was effective in Haiti, as it will also, I am sure, be in Chile, its duty is also to work to address the most urgent needs of those Europeans themselves affected by such a violent storm," he added. Care still needed with regard to water. Several people have come to the hospital with gastrointestinal complaints. In recent days several people have come to the Emergency Service of Hospital Dr. Nelio Mendonça with gastrointestinal symptoms such as vomiting and diarrhoea. The situation was foreseen by the regional authorities, since, due to the storm of 20 February, the water supply network suffered disruptions, causing the contamination. It was for this reason that, in the first announcements made by the Government to the population, calls were made for water to be boiled before consumption. To reinforce the importance of taking care of the water, the Institute of Health Administration and Social Affairs (IASAÚDE) has created an information pamphlet in which are described and recommended some measures for water treatment. Maurício Melim, president of IASAÚDE, told the DIÁRIO on behalf of the Water Management (GEF) that he has been assured that the water of Funchal is of good quality. However, in areas that were most affected by the storm, such as the uplands of Funchal, as well as in Ribeira Brava and Ponta do Sol, where some problems were identified, there is a continued risk of contamination. "It is better to take preventative measures, which means that water should be boiled for 10 minutes before being consumed,“ he stated. This care should be reinforced in the case of children, the elderly and people with chronic diseases, who are usually more fragile, Maurício Melim warned.

How to treat drinking water. Wash salads, fruit or other foods that are consumed raw, and only drink water boiled for at least 10 minutes. If boiling is impossible, added bleach to it on the following scale: one litre of water to two drops of bleach, a gallon of water to ten drops of bleach. The water, whether boiled or treated with bleach, should be stored in a clean container (for example, a bottle with a capacity of five litres) so it can be used more easily. It is not necessary to boil or disinfect water that is intended for cooking food or cleaning teeth.

Nacional played their rescheduled football match against Belenenses yesterday afternoon, after it was postponed on Monday night due to thick fog in Choupana. Our lads managed a 1 – 0 win, ending a poor run of results, and leaving them in equal 6th position in the Portuguese premier league.

People are the high priority. Alberto João Jardim and José Sócrates met for more than two hours yesterday in Lisbon to set a plan for dealing with the damage caused by the disaster that struck Madeira. José Sócrates welcomed a framework of cooperation and presented the three areas that Funchal and Lisbon will work hard on: homeless, economy and reconstruction of public infrastructure. "This operation of great urgency aims to restore living conditions for the homeless." The plan is also to help the recovery of the affected economy and help private enterprises recover their businesses. The Prime Minister also considered it important to recover the destroyed public infrastructure. There will be a joint committee established between both governments which will rigorously examine what can be done in all three areas: what is needed, the work that is needed and its financial cost. In the case of homelessness, new homes will only be supplied to those in need. There were 400 homes damaged by the storm and those that need cleaning, will be cleaned. In terms of businesses, cheques will be distributed to revitalise the economy. There are already credit lines established for traders. From today, there will also be help with paying wages. In the case of infrastructure, international means will be a key pillar for the reconstruction. The priority is the water infrastructure and the coast. The European Investment Bank has approved a loan of 240 million Euros for the reconstruction of public infrastructure, for 75% of the cost. Using the Solidarity Fund is another option. Sócrates says he will resort to all means. Over the next three years, the financial relationship between the two governments will be under a Special Law which will replace the Regional Finance Law for the period of reconstruction. The Regional Finance Law is not affected and will be voted on in March. The Prime Minister said this is because extraordinary circumstances require extraordinary measures. "It would be pointless if Madeira can only count on the support from the Government resulting from the new Regional Finance Law." Not so long ago, he found increased transfers to the Region were unaffordable and a negative sign but times have changed. The opposition parties all seem pleased and in agreement with this arrangement.

Century-old bridge will disappear. The Mayor of Ribeira Brava believes the century-old bridge at Ribeira Brava, opposite the church, is not recoverable after structural damage during flooding on February 20th. This iconic bridge was once the only access to the southwest coast of the island. The decision to demolish and replace it will not be taken until after further evaluation. The water in the stream underneath pounded and overflowed this bridge until the structure finally gave way and it was partially destroyed. The council have a special telephone help line for those affected by the storm, for help and advice about damage to buildings, belongings and agricultural land.

Trinidade offers to Madeira a Flower Festival campaign. Bernardo Trinidade, the State Secretary for Tourism, has instructed Turismo de Portugal to allow Madeira to enter late proposals for the PIT program, for promoting the Flower Festival to the domestic market. The deadline for submissions was last October but there is still 150,000 Euros in funding available. This exceptional measure is because of downturn in demand in the hotel and regional economy at times of high activity, Easter and the Flower Festival. As well as financial support, the promotional ‘machine’ of Tourismo de Portugal will be available. Yesterday, a delegation of the Portuguese Association of Travel Agents and Tourism and eight journalists visited the region, with the cooperation of TAP. The recovery of Madeira and promoting the Flower Festival to the domestic market were the aims. Madeira is a focus for this association as there is a meeting in Lisbon next week for European tour operators and associations, so this organization will be able to speak about the recovery of this island.

MADEIRA

Population in Achada in despair. About 30 people living in Achada in Curral das Freiras are in despair as there have been no visits to help or assess the damage and support needed, since the tragedy. The criticism is towards the Regional Government, Municipal Council and Parish Council. Although close to the centre of Curral das Freiras, this area is difficult to access and many children missed the beginning of the school week yesterday. There are four other areas difficult to access from the centre. There are still fears of mudslides and landslides in Achada.

Pilot study for Census 2011 transferred to Santana. As there have been many regions of Ribeira Brava affected by the storm on February 20th, the pilot survey for the Census 2011 is now to be carried out in Santana.

ECONOMY

Children fly free on TAP flights. TAP will launch a solidarity campaign with Madeira that provides free tickets for children under 12 years old, accompanied by their parents, flying from the Continent to Madeira. The campaign runs from April 12th to May 31st. There is not a fixed number of seats reserved for this campaign as it will depend on demand but it is assured there will be a considerable number. TAP will also assist journalists and tour operators from the United Kingdom, Spain, Italy and Russia, so they can evaluate the recovery of the island. Members of the Victoria campaign can donate their air miles which will be converted to funds for the recuperation of Madeira.

Madeirans were stranded on board the Island Escape. A group of Madeirans who made a cruise between the Canary Islands and Madeira on February 15th, had a choice of staying free for another 7 nights or returning by flight. They were due to return on February 22nd but this was cancelled due to security as many streets were being cleaned and restored. Five couples declined the free cruise extension as they were anxious to return. Due to the bad weather, the ship could not stop at Agadir and only stayed at Lanzarote long enough to pick up passengers. Instead, the ship sailed between Tenerife and Las Palmas four times.The option to continue on board for an extra week meant that passengers could visit Agadir and the three Canary Islands before a difficult return journey in rough seas to Funchal.

POLITICS

New mandate of Jardim is not surprising. The confirmation of the continuity of Alberto Jardim as the head of the Regional Government and the PSD after 2011, seems almost a formality. Some of the most influential leaders of the party were not surprised by his statement that he is reconsidering leaving. Miguel Mendonça, president of the Legislative Assembly, has always advocated Jardim remaining in power and says that the reconstruction of Madeira might be a factor in this important decision. He said he is of the same generation as Jardim and is grateful for what he has done and maybe he is "mais albertista". Miguel Sousa, vice-president of the Legislative Assembly, also agrees with this decision, "I thought so in times of peace, much more I believe in times of crisis."

CULTURE

Cultural Agenda of DRAC is outdated. The Cultural Agenda of DRAC for March, published yesterday, does not include changes due to the aftermath of the flood. These are after the flooding of the Municipal Theatre and include the postponement of some plays, exhibitions and concerts. Some other concerts are not guaranteed, for example those by the OCM at the Casino.

Gala raised half a million Euros. The Portuguese pledged 526,000 Euros to help the victims of the flood. The gala event in Lisbon was organized by SIC television channel and was broadcasted live.

FIRST MODULE OF THE BRIDGE FOR FAJÃ DA RIBEIRA, RIBEIRA BRAVA HAS ARRIVED!

The first of several modules of a bridge for Fajã da Ribeira, Ribeira Brava arrived yesterday at around 18.15 hours, by a C-130 Hercules transport aircraft of the Portuguese Air force. Assembly of the bridge modules will be carried out by army engineers who arrived on the same flight.  This flight also included a Lieutenant-General of the Portuguese Army, Amaral Vieira, who came to learn of the help that the army has provided to the region following the floods.  In a brief interview Lt-General Vieira said ‘I know what the staff of the 3rd Regiment of the Military Zone of Madeira has done, and I want to congratulate them for the excellent work they have carried out’.

Lt-General Vieira stated that the bridge is split into 3 sections prior to final assembly.  The first section arrived yesterday and today two additional flights by C-130 transport aircraft arriving in Madeira at 11.30 and 13.30 hours, whereupon the sections will be transported and assembled on site.  Weather permitting the assembly will take 24 hours to complete, with the bridge being capable of supporting up to 22 tonne loads.

For the return flight to the Mainland, the transport aircraft took aboard 10 elements of firefighters from Lisbon, as well as elements of the Navy (Marines) and equipment such as the large capacity pumps loaned by firefighters and the Port of Lisbon, that were used to empty the basements of some buildings. Many thanks Waterbaby. I can’t find the exact location of this on my very expensive map, or through the internet, but I believe this is the bridge that will open up the road to Serra d’Água again?

Today’s main news headline : Damages of €90 million in Ribeira Brava – The initial calculations of the Council don’t include damaged equipment [infrastructure] of the Regional Government within the area of responsibility, such as the roads.

Governments give priority to the European Funds – [president] Jardim and [prime minister] Sócrates seek to minimise expenses in the state budget. Nacional funds will not arrive before May.

Regional Government wants to  re-house the displaced population [through the floods] up until the end of March. 350 people are currently staying in the holding centres. There were 600 people without homes, and 350 still remain in that position, mostly from Funchal, Ribeira Brava, Santa Cruz and Câmara de Lobos. I asked an official from the (family) court in Funchal about this yesterday, curious to know what guarantees Feliz Abreu from Pomar da Rocha would have, as it seems the government takes responsibility for re-housing those who have been made homeless. He said that there are no guarantees, and each case is judged on it’s own merits, based mainly on the circumstances of an individual after the event. So for example, if someone had another home, or relatives that could offer accommodation, the government would not help. The issue of whether the person had failed to take out buildings insurance or not (to have a property repaired or rebuilt) does not seem to be an issue, as it is recognised that such insurance is just too expensive for many, and besides that many policies exclude liability for ‘an act of god’, as was seen last month.

Martim Santos new director of RTP Madeira – Gil Rosa moves to lead the Department of Information. The news about Martim seems to have exited Diário readers today, with mixed reactions to the appointment. 16 comments posted already (2 pm). Some readers think that there is nepotism, or perhaps favouritism, in play. Who would of thought that could happen on Madeira?

The main sport / football headline today : Nacional achieves it’s first win in 2010 – The goal of João Aurélio defeated Belenenses (1 – 0) and strengthens the position of the alvinegros for a European position. The Portugal v China friendly game, or rather a World Cup 2010 warm-up match, is live on TVI (channel 4) tonight at 8.45 pm. The under 21′s also play Wales today, with live coverage on TVI at 2.55 pm.

I have been sent a computer virus warning, and whilst normally I would just bin it, this one actually comes from the Portuguese police. Bad weather at sea diverts 4,000 tourists and looses Madeira 250,000 Euros. The Independence of the Seas en route between Southampton and Funchal had to cancel the visit which led to a loss of revenue for companies in Madeira. The vessel had to sail at a lower speed than usual to ensure a more peaceful journey for the 4,000 tourists on board. This led to a delay in the arrival time in port, the captain opted to cancel the visit and head directly to Tenerife, which was the next port of call after Funchal. Passengers normally embarking at Funchal had to fly to Tenerife. This cancellation, with less than 24 hours warning, has lost Madeira more than 250,000 Euros to companies providing services in the areas of tourism and restaurants. Smaller ships were still scheduled to arrive, the Astor with 550 tourists and the Sea Cloud II with 80 tourists. The AIDAluna arrived with 2,250 German tourists on board, as usual on a Sunday. Due to strong wind and waves, the docking took longer than normal and the boat moored at the South quay instead of the North quay. The Lobo Marinho remained at Funchal on Sunday morning unable to sail for Porto Santo but was able to leave in the afternoon. Two SATA aircraft from Dublin and Las Palmas to Funchal were diverted to Porto Santo at 17.00 due to wind, rain and fog.

Municipality of Funchal benefits from private management of car parking. Diário investigative reporters analyzed the statistics from different cities in Portugal, the Azores and the Canaries. According to the contract, Funchal Council take 48% of the total gross monthly revenue from car parking meters and the management company SEP transferred 635.121 Euros to the municipality in 2008. The Diário concluded that the business is worth a little over €1.3 million and SEP earns 688,000 Euros, the remainder going to the council. SEP invested €3 million and operating costs are more than 6,000 Euros a month, whereas the council has no outlay, just income. The vice-president of Funchal Council said, "We do not have a business vision (overview) of parking because revenue is not important. Our strategy reflects a concept of sustainable urban mobility, in that it is important to contribute to the planning of transit, in a logical environment." The council justify the high prices on the mobility policy aimed at encouraging the use of public transport and a high turnover of parking in the centre. A Funchal resident parking card which is for a place near the home is also expensive at €103,64 per year per car compared to 10 Euros per year in Porto or Setubal. This generates an annual revenue of 67.265 Euros. The car parks generate a guaranteed revenue of 340.563 Euros a year for the council with no investment which was €9.1 million paid by SEP.

Hospitalized after being hit by a go-kart. A woman was hospitalized in the Orthopaedic Department at Funchal Central Hospital after being run over by a go-kart at the track in Porto Santo. She was getting out of the go-kart when the accident happened.

Wine producers in São Vicente form an association. They feel unprotected and accuse the government of only remembering to support them when there are elections. The mission of the new association is to solve the problems that the government cannot; minimize the cost of the labour force, lower the cost of fertilizers, negotiate the alcohol content and protect the price of grapes. The main objective of the initiative is to "improve conditions for wine producers because of the difficulties they have experienced this year." The 20 growers at the launch of the association produce about 300 tons of grapes and they aim for 100 members, as well as trade contracts with wine merchants so they can get discounts and guaranteed marketing.

Seven Wonders of Nature 2011. In Portugal, the government has committed 7 million Euros and next year has to choose their candidates. These will come from the initial competition 7 Wonders of Portugal. On 7 March 2010, selected from 77 candidates, the 21 finalists will be known which will be at least one from each of the seven regions of Portugal. The public can then vote until the 7 September 2010. The categories are; Caves and Caverns, Forests and Woods, Great Reliefs, Marine Zones, Beaches and Cliffs, Aquatic Zones (non-marine) and Protected Areas. Details of the candidates are at 7 WONDERS.

Businessman claims to have been assaulted by the President of Nacional. Businessman António Araujo says he was assaulted by Rui Alves, the President of Nacional Sports Club. The alleged assault occurred in the early hours of yesterday at the Copacabana nightclub, an act which the victim calls "cowardly". He said he was enjoying a peaceful non-alcoholic night when Rui Alves suddenly approached him and slapped him. The police were called but as hospital treatment was not required, they would not prosecute and is a civil matter.

PSD has still not internally reflected. On the night of the last local elections on the 11 October, Alberto Jardim said that PSD would start quickly an internal reflection on the choices in the coming years. After a month, nothing has happened. The leaving of Jardim, scheduled for 2011, remains the big question among the Social Democrats. This party that won all the elections since 1976 has always had Jardim in charge. Jardim does not comment on continuity in the leadership of the PSD. Last week, the parliamentary leader of the PSD ensured that an ordinary constitutional review will only happen in 2011, after the presidential elections. Many said Jardim intended to leave the ‘housekeeping’ to his successor, which will not be possible with an uncertain constitutional framework. The leadership race continues with more questions than answers.

Porto Moniz has fewer young people staying. Porto Moniz is becoming another area where the young are leaving due to lack of employment and the remaining population is ageing. Interviews with the locals who complain of a lack of investment in the area and not enough help for the elderly in their own homes.

Plea to the Madeiran immigrants settled in Venezuela to support the island. A Funchal councillor at the opening of an exhibition in Caracas stated that the economy of Madeira is being affected by the international crisis and is not at its best. Currently there are no major public investments and the biggest investment now is to invest in the profitability of the large infrastructure which has been made over the years and that will need a lot of private investment, which he wants the Venezuelan population to contribute to.

— Off Rio de Janeiro, divers have just found the remains of a Portuguese ship which sank in 1722 and was carrying a cargo of 136 precious pieces of porcelain from China to London. The cargo is estimated to be worth 670 million Euros and it will cost more than 1.166 million Euros to bring the ship to the surface. British and Norwegian companies are already interested. (A lot in the press this week about the visit of the Bishop of East Timor here. I do not know how far East the Madeirans travelled.)

State turns educational centre operational – Minister of Finances foresees spending €3.35 million on the educational centre until 2012.

Today’s main front page news story : There are €21 million to brake the rural exodus – Applications for the money given by the EU are open until 4th December. ADRAMA is waiting for projects to combat desertification. The EU has decided to pump in €21 million until 2013 to help keep our rural communities populated, with the Association for Rural Development managing the distribution of the funding. A large investment is undoubtedly needed, but a paltry €21 million isn’t going to help much, unless the plan is to build fenced compounds to confine the locals. Anyway, hasn’t the proverbial horse already bolted? Shouldn’t this master plan have been introduced a little earlier in the recession? By 2013 it will be all over, and practically the whole population of Madeira will either live in Funchal or have emigrated, leaving Uncle Bertie an easy task in concreting over the rest of the island.

‘Educate for Tourism’ is another initiative to protect the future that ADERAM takes to five schools.

In politics : "I would be prepared to be leader of the Socialist Party of Madeira". An interview with Maximiano Martins (pictured), who spent 8 years in the national parliament before getting the boot. He says he was / would be interested in leading the PS-M, but his pals wouldn’t support him.

18 request retirement in a Radio and Television [company] in rupture – The dissatisfaction is growing in RTP Madeira. The administration comes this week to the region to select a new director. 12% of the company staff do not want to continue working for the company, and with a dissatisfied workforce, poor working conditions, and obsolete and inadequate equipment, the operation of RTP-M is under threat. So, it’s as much of a shambles on the inside as it shows itself to be on the outside, to it’s audience. I have said before it’s scheduling and fulfilling of it’s schedule is pretty poor, and nobody has a clue what’s on and when. I like to watch the Madeira news nearly every day,  but you turn on at the allotted hour, and it just isn’t there.

Secretary reprimands presidents – SREC distances itself from the fights between Carlos Pereira and Rui Alves. That’s not to mention the fight that Elaine mentions above. The presidents of our two football clubs, Nacional and Marítimo have been been in a spat since they were in nappies, but the stakes seem to rise year after year. In this story the Regional Secretary for Education and Culture, responsible for sport, gave the two naughty boys a ‘raspanete’, which while I have no idea what it actually means, I reckon it must be one of those things you blow at people in disdain. Unfortunately there is no photo, or even better a soundtrack, to prove my theory.

A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. The photos don’t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.

I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn’t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?

Following an article a couple of days ago, it seems that RTP Azores has employed a journalist of mixed origin and language skills to provide news stories in English. TAKE A LOOK

One for the MADEIRA WINE buffs.

Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren’t playing that well this season, having changed their style of game somewhat.

TAP cheaper than Easyjet. D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet.

Drugs killed 19 in four years. Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.  The European Monitoring Centre report indicated a 45% increase between 2006 – 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, "The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents." In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.

A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.

Madeiran computer usage above the national average. In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. —- Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.

Stolen condoms machine! A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.

Parliament using a law that no longer exists. The Socialist Party MP Jacinto Serrão accused Parliament of "negligence" in relation to a matter  of "utmost importance for the region". The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting.

Hybrid and electric cars will have cheaper parking. From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one.

There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000.

Maintenance of ‘Lobo Marinho’ will be in Madeira instead of Spain or Portugal. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between  12 – 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.

French tourism promotional campaigns have worked. In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, ‘Top of Travel’ and ‘Voyages Internacionaux’ have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer.

Government not honouring its debts to contractors. The liquidity problems of the Region, justified by the Government reducing state transfers  and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay ‘virtual tolls’ ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015.

As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime.

Warning for travellers to Cabo Verde. The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.

Surveillance will tighten on Market Night. The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.

‘Play the buzios’ competition in São Roque do Faial. Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this ‘instrument’ (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho.

Individuals in a car assaulted an elderly woman.  An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own.

Madeirans postpone buying a car. Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 – 15 November, there will be a used-car market at the Tecnopolo.

Madeira Wines & Spirits Festival. Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.

New Savoy Hotel. They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before.

‘Atlantis’ special program. 10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island.

Fire brigades better prepared for forest fires. From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.

Postponement of increase in the fees of private doctors. Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations.

Fuel increases on Monday. Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.

Businessman António Lopes acquires abandoned village in Portugal. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.

A quick look at the front page news of today’s Diário :

Company of group involved in ‘Hidden Face’ received licence on Madeira before it was even created. It’s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.  The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.  The  facts may say otherwise,  with ‘Resatlântico – Waste Management Ltd.’ not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. Hard to believe there would be any wrongdoing methinks. Busy people with so many brown and white envelopes passing through their hands often get dates mixed up.

Today’s top news story : Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000. I can’t believe that last figure is correct … that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.

Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder. The regional secretary responsible has launched a recruitment process for a new  services manager of the ‘Jardim Botânico da Madeira – Eng. Rui Vieira’ (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.

Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful. The church ‘broadcasts’ the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under ‘noise laws’ was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that’s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.

In football : Madeiran Leonel Pontes in charge of Sporting. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.
