<p>My best friend from Caniço went to Funchal for a drink around 10.30 pm Thursday night, as he travelled through São Martinho a large rock hit the underneath of his car, he stopped to have a look, he was approached by a man who held a knife to his throat and told him to get in the car and drive up the road, up the road 4 other men were waiting , they robbed him of money, jewellery and mobile phone. He was not hurt but of course very shaken, he drove straight back home to contact police. </p>
<p>I&#8217;m quite shocked about this, and i would guess the rock was left in the road or thrown underneath the car on purpose so these people can select who they rob, as he has a nice car. I guess he was lucky he is on a small island, &#8217;cause if it had happened on mainland the car would have gone too. I remember back home Gipsy&#8217;s used to leave things in quiet roads, so people would have to stop to remove the obstruction and then they would rob them, I just hope this is not a new crime starting here. <em><font color="#400000">Thanks Tobi &#8230; and I think people should be aware, so you have been advised! <p>Roger and Gillian Wilson, British holidaymakers, have spoken for the first time of the ordeal they endured when the taxi in which they were travelling between hotels with another British couple was hit by a mudslide.</p>

<p>Paul do Mar’s inhabitants have been collecting food items for flood victims all week. The initiative has been led by a young soldier in the village and supported by the Paul do Mar Casa do Povo. The leaders are hoping to get an army truck here today on Sunday to transport it to Funchal for distribution. If an army truck is not available it will go to Funchal in private trucks soon.</p>

<p><strong>Diário honours the victims and the heroes. </strong>A photographic record of those who died and those involved in the rescue. Today&#8217;s magazine also has a 26 page photographic record of the disaster. <p><strong>Men and machines go to Serra de Água.</strong> By the end of today, the dredging of the streams in Funchal should be completed. The Regional Government has asked the construction companies to transfer their workforce and machinery to start an immediate large-scale intervention in Serra de Água. Only the mouth of the ribeira de São João still requires intervention. This was the most complex job as almost 300 metres were totally clogged with stones and other inert materials, forcing the water to divert into the tunnel and causing serious problems in the area of São Lázaro. The staff of Tâmega have worked 24 hours a day since last Sunday to ensure the safety of the city. The ribeiras of Santa Luzia and João Gomes have been cleared and just areas of walls need to be reconstructed. When this phase has been concluded, the excavators and lorries, more than 100 of each, will start constructing the tunnel between Meia Légua and Serra d&#8217;Água in Ribeira Brava. This tunnel will cost around 40 million Euros. They will also need to attend to the main stream in the area, channelling it where necessary. Over the past seven days, 200,000 cubic metres of stones and other debris have been removed from the three streams in Funchal. The inert material (gravel) is worth more than half a million Euros in the commercial market. The Regional Government has made no decision about the fate of the recovered material &#8211; inerts and mud. At present, builders do not require inert material and transportation costs are high &#8211; 13,000 trips would be needed to move the entire stock. The fate of the roundabout at Dolce Vita has not been decided. The machinery started clearing the streams on the Saturday afternoon (20th February) despite the intense rainfall then the company increased the number of men and machinery when the gravity of the situation was realized, under the command of Santos Costa. At the end of yesterday, both Santos Costa and Alberto Jardim went to each of the streams to personally thank the employees and directors of the companies responsible for the cleaning.</p>

<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/280210/dn0401021402.jpg" /> Navy maintains search in Santo António.</strong> This search began last week with divers, doctors and special surveillance equipment sent to the stream and police closed the road between Rampa and Caminho do Laranjal and sealed off the area. The Navy teams are slowly working their way up stream to the bridge at the cemetery of Santo António. They are searching for the body of Manuel Nunes, a former sacristão (Sexton) of the Sé. There are also suspicions that two women have been swept away after flooding in Laranjal which lies above the stream. Bags belonging to them have been found in the reeds. Their house has been destroyed and it is thought they were trying to flee during the storm last Saturday. This is an area where there has been much destruction and many deaths, the firefighters rescued many from their houses but it is also the area where the crane used in the construction of the new cota 500 (expressway) fell. The residents fear that the other cranes are unstable, especially during the recent winds. A week is not enough time for the neighbours to mourn the losses in this area. The storm destroyed 80% of the sewerage in the high areas of this parish. The old sewerage tanks are being reactivated until the pipes can be repaired. The water supply is not affected by the sewerage problem but residents are still advised to boil it first. One of the photos is of a 14 year old who helped rescue neighbours.</p>
<p><strong>MADEIRA</strong></p>
<p><strong>Since October, bad weather has been front-page news. </strong>The previous bad weather cannot parallel the tragedy of Saturday 20th February, but the weather has often made front-page news since October 2009. October 3rd, it was reported that three houses had collapsed in Funchal after heavy rainfall. October 5th, several landslides and accidents were due to rain. On October 6th, it was reported that the rainfall was abnormal compared to the past 30 years and a 300% increase over Summer. December 16th, floods and landslides and December 19th, waves, rain and wind caused damage throughout the region. 23rd December, streams overflowed at São Vicente and Madalena do Mar, and São João was without water. 24th December, houses at risk in São Vicente and four parishes of Santana without water. The promenades at Faial and Madalena were destroyed, homes and cars damaged by falling trees in Santa Cruz and flooding and landslides in Funchal and Curral das Freiras. 27th December, the bad weather had left Ponta do Sol without water. December 29th, families displaced in Monte and isolated in Serra d&#8217;Água. In 2010, 3rd February, a day and night of bad weather caused chaos throughout Madeira, particularly in Santana and Porto da Cruz and areas of Machico were left unrecognizable. February 16th, the sea caused damage and on February 18th, it was reported that the sea had engulfed many coastal infrastructures. </p>
<p><strong>RG3 still needs help. </strong>Donations needed of: deodorant, toilet paper, flour, corn, coffee, chocolate, gel and / or shaving cream, rice, cereals, salt, cream, pasta, after-shave, nappies and adult incontinence pads, colónias para bebés (?), bath gel for infants and adults, and hair conditioner.</p>

<p><strong>ECONOMY</strong></p>
<p><strong>AidaAluna brings tourists. </strong>After six cancellations of cruise ships, the Port of Funchal returns to normal today. 2,250 German tourists arrived and were greeted with a warm welcome and presented with flowers. This charm offensive was by the Port Administrators who also laid on a bus to transport tourists to downtown Funchal. A symbolic day for the region. The Costa Europa, a frequent visitor, suffered a serious accident the day before yesterday while mooring at Sharm el-Sheik in Egypt. The strong wind pushed the ship against the wall of the port, killing three crew members and two passengers were injured. The hull was damaged and the cruise had to be ended. In April, the ship will operate under charter to Thomson Cruises with the name Thomson Dream.</p>
<p><strong>APAVT and TAP to see reconstruction. </strong>Tomorrow, a delegation form the Portuguese Association of Travel Agents and Tourism is expected in Madeira to see the progress of the recuperation of the regional infrastructure following the recent floods. The president and vice-president will meet the Regional Secretary of Tourism and Transport to hear an account of initiatives taken to support the resumption of tourism. Journalists from the major Portuguese tourism publications will also be flown in by TAP, accompanied by the airline&#8217;s general manager.</p>
<p><strong>JORNAL DA MADEIRA</strong></p>
<p><strong>REGIONAL</strong></p>
<p><strong>All displaced to be rehoused by the end of March.</strong>&#160; The chairman of the IHM said that all housing situations caused by the storm of 20th February should be resolved by the end of March. In Funchal, Santa Cruz and Câmara de Lobos, people would either be temporarily or permanently rehoused. The same for Ribeira Brava, but the IHM has no vacant accommodation so they are looking for leasing or purchasing housing, (which is scarce), or asking emigrants with empty property to temporarily lease it. In other counties, there are fewer people to be accommodated. The various authorities will see if those temporarily rehoused can go back to their own homes or if the houses cannot be recuperated. </p>
<p><strong>Bridge mounted on Tuesday. </strong>The Mayor of Ribeira Brava announced that a military bridge would allow access to Fajã da Ribeira, replacing the one that was destroyed. Another bridge allowing access to Tabua should be constructed either that day or the next day. There is still no road access to north Tabua but road access to south Tabua is now opened. Still restricted access to Serra d&#8217;Água but trucks taking donated goods to the area are allowed and 40 military personnel are offering support to the isolated population. </p>

The council requests understanding : the ideal action is to leave the car at home. <p><strong>Bird-watching in the Madeiran islands </strong></p>
<p><strong></strong></p>
<p>The total number of birds that can be observed on the island of Madeira which includes its Natural Park, almost three-quarters of the island, is around 220 species!</p>
<p><strong>Bird-watching in Funchal:</strong> Ponta da Cruz is by far the best seawatching point in Funchal: Cory’s Shearwater, Bulwer’s Petrel, Little Shearwater, Manx Shearwater and sometimes Madeiran Storm-Petrel, Fea’s Petrel and White-faced Storm-Petrel can be spotted here.</p>

<p><strong>Bird-watching in Calheta region</strong></p>
<p>Ponta do Pargo has a very diverse birdlife. Because it&#8217;s still a very remote area, it has not changed over recent years and mixed woodland, agricultural fields and derelict houses define the landscape. Almost every species of passerines that occur in Madeira can be observed here. Seabirds like Madeiran Storm-Petrel and Cory’s Shearwater can also be seen here. Sometimes trans-Saharan migrants make a resting stop here</p>
<p><strong></strong></p>
<p><strong>The best seawatching site on Madeira?</strong> Porto Moniz. Go to the coach parking lot, overlooking the natural swimming pools and look for a concrete wall, a good place to watch from. Here you could find: Fea´s Petrel, Bulwer’s Petrel, Cory’s Shearwater, Sooty Shearwater, Balearic Shearwater, Little Shearwater and Manx Shearwater. If lucky, it is also possible to see some whales and dolphins. Best time for seabirds is from late April to October.</p>
<p>Bird-watchers usually come to Madeira looking for rare seabirds, and the endemic species and subspecies of landbirds. Most of them are resident so it’s possible to find them almost every year.</p>

<p><strong>CMF orders contingency plan. </strong>The Municipality of Funchal has invited tenders for the preparation of the Municipal Emergency Civil Protection Plan. There are national and regional guidelines for drawing up these plans. The first phase will be dedicated to the assessment of the levels of various risks already defined at the national level, each council indicating those that will occur most frequently in that municipality. These include national disasters such as landslides and those that can be generated by human means, for example from the transportation of hazardous material. In the second step, a survey of the existing resources available at the civil protection level to meet a catastrophe, such as a fire. These include bombeiros, council teams and contractors. The third phase is preparation of the plan itself. It will then be tested by simulation exercises. The company will have a year to draw up the plan which has a starting value of 150,000 Euros.</p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/080210/dn0401020501p.jpg" width="190" height="127" /> Neglect after bad weather. </strong>The Association of Friends of the Ecological Park of Funchal on Saturday visited the parishes of Faial, São Roque do Faial and Porto da Cruz. There are still areas of danger and neglect after the storms, jeopardizing homes and the expressway. There is a significant possibility of intense rainfall until the end of March so it is essential to take preventative action and clear areas.</p>
<p><strong>Five &#8217;7 Wonders of Portugal&#8217; pre-finalists. </strong>Update on yesterday&#8217;s story. In this region, the following five of the nine original entries go forward to the next phase of the competition: Cabo Girão, Floresta Laurissilva, Ilhas Selvagens, beach at Porto Santo and the fossilized reefs and galleries of the Ilhéu da Cal.</p>
<p><strong>POLITICS</strong></p>
<p><strong>Hospital will not meet the MPT.</strong> The Health Service of the Region (SESARAM) have not responded to the request made by the MPT (Earth Party)&#160; last October. They asked the administrators for a meeting to discuss whether economics prevented the admittance of patients to hospital. The MPT have received complaints from users of the health service about lack of humanity in the hospital and discriminatory situations. The MPT are now handing the case over to the Ombudsman. They want to know if the hospital is governed by economic criteria when deciding whether or not to admit a patient. The MPT state, &quot;Anyone who is a lifelong taxpayer is entitled to be treated with dignity and respect when ill.&quot;</p>
<p><strong>Ismael critical of the stance of the CDS in Ribeira Brava.&#160; </strong>The centrists say they will still submit proposals favoured by the population. The mayor, Ismael Fernandes, says his rejection of these proposals is not an obsession but a necessity as they are not part of the Plan of Action or this year&#8217;s Budget. Rafael Sousa (CDS) argues that such &quot;proposed ideas were presented by the very people who feel the need for something to be done.&quot; &quot;Why not change the Plan and give priority to works that are understood to be more useful,&quot; he challenges. &quot;It is the people who decide at the time of voting on who actually cares.&quot; Ismael Fernandes continues unabated, stating that the Plan and Budget did not have the agreement of the opposition parties, so it was not the majority of the Municipal Council that accepted proposals that were not part of our election manifesto, they were approved by the majority of ribeira bravenses. A PS councillor considers this position to be too uncompromising and the PSD should show openness &quot;to the possibility that opposition proposals are also viable and contribute to the improvement of the county.&quot;</p>
<p><strong>CULTURE</strong></p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/080210/dn0401080301.jpg" /> Alberto Sousa sings on Valentine&#8217;s Day.</strong>&#160; Alberto Sousa is a young Madeiran tenor who is invited by the Amigos do Conservatório de Música da Madeira (AACMM) to sing at the &#8216;Serenata de S. Valentim&#8217; on February 14th at 18.00 at the Teatro Municipal Baltazar Dias. He will be accompanied by the Hungarian pianist, András Ervin Hennel, already well known to people in Madeira. The recital will consist of popular operatic themes. At present, Alberto Sousa is studying at the Guildhall School of Music and Drama in London for a Master&#8217;s Degree. Tickets are on sale at the theatre.</p>

Farmers can now enter the event until the 23rd February. The stands at Faial will be judged on the Sunday. The show helps to promote Faial and possibly increase exportation of the custard apple to Continental Portugal and France. </p>

<p><strong>Driver assaulted at zebra crossing.</strong> The attack on a car driver on the Caminho do Poço Barral, near a large commercial area, happened eight days ago. At 23.00, she stopped at a zebra crossing to allow three &#8216;false pedestrians&#8217; to cross. They pulled the car door open, dragged her into the road and stole her purse and phone. They then damaged the car when they realised the purse was empty. The woman&#8217;s immediate reaction was to leave the area as soon as possible, returned to her house then called the police an hour later. The police went to the area but could not find the suspects.</p>

Quercus also made a study of redevelopment in 2003 that fell on &#8216;deaf ears&#8217;.&#160; </strong>That is that large pond along the sea side of the road, that is near to the main sea-front café, and was full of ducks last time I looked. The main front page photo today shows the state of the place, and you have to look closely to see that the forefront &#8216;greenery&#8217; actually consists of hoards of empty green bottles. Aren&#8217;t some people disgusting!</p>
<p><strong>Law of Sponsorship doesn&#8217;t excite – The philharmonic [orchestra] of Santana received a van from a private sponsor. A rare case, say DRAC. </strong>The &#8216;Banda Municipal&#8217; received the 9 seater minibus from constructor Zagope, a rare event indeed according to the directorate for culture, because the law that covers such donations makes the act of giving uninteresting to potential donors, who prefer to give to more visible causes, like certain sports. <em><font color="#000080">We don&#8217;t need sponsors to buy transport for cultural or sports groups in Ribeira Brava, our local council will just go out and buy a new bus at the drop of a hat, and then leave them parked unused for days on end where they shouldn&#8217;t&#160; be.</font></em> </p>

<p><strong>Carnival 2010 – around 2,710 people involved this year. The hotel occupation is estimated at 62%, 10% less than in 2009. </strong>I just included it because I though it was a fantastic picture. </p>
<p>BTW – don&#8217;t forget that this Friday is the day of the Children&#8217;s carnival parades. It doesn&#8217;t get publicised like the adult events, but you can see some fantastic &#8216;home made&#8217; displays, even if not mega-synchronised, with kids of all ages, and a few teachers and parents involved too. It&#8217;s big in Funchal, and in Ribeira Brava (late morning) also. If you know of any places or times of these parades, please share your knowledge. </p>

Sometimes I just can&#8217;t get a headline to translate into anything sensible, and it&#8217;s a case of seeking native knowledge to resolve it. But this one I persisted with and eventually cracked it, thanks in part to Wikipedia. A <b>vuvuzela</b>, sometimes called a &quot;lepatata&quot; (its Setswana name) or a stadium horn, is a blowing horn, approximately one metre in length, commonly blown by fans at football matches in South Africa. <i><b>Os Magriços</b></i> was the nickname of the Portugal national football team which reached third place in the <a href="http://en.wikipedia.org/wiki/1966_FIFA_World_Cup">1966 FIFA World Cup</a> in England. So what the headline actually says is <font color="#000080"><strong>&#8216;Plastic </strong><strong>Trumpets</strong> <strong>used during the 1966 Portuguese World Cup games&#8217; are all the rage.</strong></font> <em>Not quite as punchy when translated, but worth the wait don&#8217;t you think? Unfortunately I am all out of time now as a result, but at least I cracked it!</em></p>

<p>Global Hotel Alliance (GHA) is delighted to start 2010 by welcoming Tivoli Hotels &amp; Resorts as their latest member, as the rapidly-growing alliance now extends its reach to include two important new markets, Portugal &amp; Brazil, with one of the regions&#8217; most respected brands. Founded in 1933, Tivoli owns and operates some of Portugal&#8217;s most reputed hotels in locations such as Lisbon, Sintra, Coimbra, the Algarve and Madeira. <p><b><font color="#ff0000">Here are a couple of articles from the Jornal da Madeira kindly translated and sent in by Vanessa Swesnik :</font></b></p>
<p><b>Fewer Passengers in </b><b>Madeira</b><b>’s Airport : </b>According to statistics released by ANAM &#8211; Airports of Madeira &#8211; traffic through Madeira’s airport fell 4.1% from 2008 to 2009. Last year Madeira’s airport received a total of 2,348,040 passengers, 100,534 less than in 2008.</p>
<p>In regards to the movement of aircraft, the airport infrastructure agency also reported a fall of 3.1% from 2008, with a total of 25,162 aircraft movements.</p>
<p>The fall in the number of passengers is due to the reduction in international air traffic, which had a cut of 16.6% from 2008. Madeira’s airport received 1,145,736 passengers originating from international flights last year, 227,910 less than in 2008.</p>
<p>Domestic air traffic up 11.9% : Conversely, the number of passengers from domestic flights rose 11.9% in 2009. A total of 1,190,075 passengers on domestic flights passed through Madeira’s airport, 126,154 more than in the same period of 2008.</p>
<p>It’s easy to conclude that Madeira’s airport managed to limit its loss of passengers in 2009 thanks to the increase in passengers originating from the domestic market. The year was marked by the consequences of the international financial crisis which caused a decrease in passenger traffic in airports at the national and international levels.</p>
<p>As for Porto Santo airport, information from ANAM shows a cut of 8.4% of passengers in 2009,&#160; a total of 121,034.</p>
<p>For the month of December, Madeira’s airport had 4.4% less passengers than the same month in 2008. In total, 161,749 passengers passed through the airport.</p>
<p>The cut in that month is also due to the decrease in passengers from international flights (-15.7%) and the number of passengers from domestic flights rose 6.5%.</p>
<p><b>Uruguay</b><b> will be the 4</b><sup><b>th</b></sup><b> South American Country in which the hotel group will be present; Pestana announces a new hotel in </b><b>Montevideo. </b><b>The future Pestana Montevideo Hotel results from the reconstruction and renovation of a building from the beginning of the 20<sup>th</sup> century which housed one of the most famous and aristocratic clubs of Uruguay &#8211; the Jockey Club. The building is considered emblematic of the city and has been classified as a Historic National Monument since 1975. Its Art Deco architecture is evident from its façade as well as its numerous decorative stained glass windows, marble, wood panelled walls, and large bronze doors.</b></p>
<p>The building is located on the most important street of the city- June 18<sup>th</sup> Avenue, and only a few meters from the “Old City”, the historic district which houses the Presidency of the Republic, theatres, art centres and a commercial zone.</p>
<p>Brazilian architect, Jaime Morais, will be in charge of the interior and exterior. He is responsible for various other projects of Grupo Pestana in Portugal, Brazil, Argentina, and Venezuela. Morais was also responsible for the extraordinary decoration of the recently inaugurated Pousada do Porto. The reconstruction work will begin in March 2010 with hopes to end in the first quarter of 2012.</p>
<p>The Pestana Montevideo Hotel with be a luxurious 5 star hotel with 100 rooms, a spa, an indoor pool, and many meeting and event rooms. It will have two restaurants, one of which will be located on the top floor with an excellent view of Montevideo. This property will be especially desirable for the corporate and event worlds, but it will also be an excellent option for those who travel for leisure in Montevideo. Brazil, Argentina, Chile, Uruguay, and Spain will be the principal markets for the property. The Uruguayan locale has been studied by Grupo Pestana for years. For Dionisio Pestana, President of the Group, “the entrance into a new country in South America is part of our growth strategy for the continent. It’s very important that we are present in the major cities of South America and are promoting cross-selling among the different properties and countries. This building is exactly what we were looking for.”</p>

<p><b><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/120110/dn0401020301.jpg" /> &#8216;Gigapark&#8217; prolongs stay to recover losses : </b>The visit of the amusement park in Ponta do Sol has been extended until the end of next weekend. During this period, the cost of the entertainment will be just one euro. The Aquatic Show is continuing, but only until Thursday, and on these last three days its ticket price will be five Euros. </p>
<p>Initially scheduled to end yesterday, Gigapark will remain open until Sunday 17<sup>th</sup> to try to mitigate the losses suffered due to the bad weather, especially the almost constant rain. During these last six days in Madeira, the amusement park will work in a similar way to the so-called &#8216;day of the Euro&#8217;. That is, every day all the many diversions available to children and adults will cost just one euro. Also, the Aquatic Show will continue until next Thursday with its three white sharks and two seals performing open sessions at 21:30 for only five Euros. </p>
<p>Marcos Vaz, head of Gigapark, says that this is an exceptional measure, which comes not only from the consequences of unusual weather, which affected the park nearly every day, particularly in December, but also the difficulty in getting space for the trailers and equipment on the next trip of the Armas ferry bound for Portimão. He also stressed that this extension is intended to allow the opportunity for Madeirans to further enjoy the fun of the largest Christmas market set up in the region. </p>
<p>T&#8217;other Elaine of the East, also covered the same article, with the comment : <em>I think this is right but check beforehand if you are planning to go (<font color="#400000">you both had the same figures Elaines, so good enough for me. Der</font>). Judging by the present weather, they might not recoup the losses. It is also the beginning of the Festival de Passeios a Pé today until 16 January, the guided walking tours along levadas and veredas. There are 60 people signed up this year, mainly British, and you can join until the day before the scheduled walk. (Two page article outlining the walks in Diário Cidade, Monday January 11, available online).</em></p>
<p><strong><font color="#ff0000">Many thanks to Elaine once again for a whopping summary of yesterday&#8217;s top news stories :</font></strong></p>
<p><strong>PT participates in a consortium to reduce energy consumption</strong>. Portugal Telecom is participating in a consortium launched yesterday in London that aims to reduce by 1,000 times the energy consumption of communication networks. The consortium, called Green Touch, is led by Bell Labs and PT joins the &#8216;telecoms&#8217; AT&amp;T, China Mobile, Swisscom and Telefonica, university research laboratories, Massachusetts Institute of Technology, French Government laboratories and Samsung.</p>
<p><strong>Arm wrestling between the PSD and PS on the Law of Finance</strong>. The Commission of Budget and Finance will discuss 16 proposals to amend the Regional Finance Law. The tug of war continues between the two main parties about funding for the autonomous regions. The PS want to delay the debate, as explained by Vítor Baptista, &quot;What we think is that this law is framed in the State Budget for 2010 and to postpone the debate will raise awareness among political parties.&quot; This matter should be negotiated within the Budget. Guilherme Silva for the PSD replied that according to the mandate there has to be a meeting and a postponement is only possibly by consensus. If the PS win more time, they can seek advice on each of the initiatives. The PSD ask where were the parliamentary negotiations? Vítor Baptista explains, &quot;So far no negotiations.&quot; Guilherme Silva adds, &quot;Thursday is the day for the parties to meet about their proposals or absence of them.&quot;</p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/120110/dn0401010101.jpg" /> Baeta keeps his wife as head of office.</strong> The Mayor of Calheta, Manuel Baeta Castro, reappointed three members that were already included in the previous term, for his office of support staff, led by his wife Conceição Castro as the head of the office. Francisco Gouveia and Fátima Câmara are respectively, assistant and personal secretary. The opposition, although they both show some suspicion about the usefulness of these positions, have different views, the CDS (Communists) are more critical than the PS (Socialists). The CDS complain that these offices of support staff to the Council are not important. The new PS councillor, Sofia Canha, admits that it &quot;may be overstated&quot;&#160; the decision to occupy the three positions of political trust, &quot;but may be justified for reasons unknown.&quot; Hence the benefit of the doubt. &quot;Let&#8217;s see if future action by the Council justifies these employees.&quot; The appointment of the mayor&#8217;s wife leads to more distrust, the CDS-PP say it is a &quot;controversial issue&quot; and ethically it leaves &quot;many doubts&quot;. Sofia Canha prefers, &quot;to believe in the good faith of the people&quot; about the legitimacy of family choice expressed by Manuel Baeta. She believes the mayor has employed his wife for political and professional reasons rather than for personal reasons and favouritism. The Mayor of Calheta justifies the position for better coordination of administrative, financial, social and cultural activities of the Town Council.</p>
<p><strong>São Vicente will provide support to 1,800 elderly</strong>. The Municipality of São Vicente has 1,800 residents over the age of 65, more than 30% of the inhabitants. A communication system will be installed in their homes so they can alert the civil protection and fire authorities. Other support will be provided, for example help with mobility difficulties and meals. Social workers will assess individual needs in collaboration with the churches and Vicentians. The aim is to ensure a more dignified life.</p>
<p><strong>Construction of Caniçal Cemetery begins</strong>. The construction of this cemetery has been controversial. It was initially approved by the PSD councillors on 14 February 2009 and work was to proceed immediately by a contract between the Regional Government and the Council. The PS said this was electioneering work. Two months later, a petition with 1,100 signatures was presented to the Council for the cemetery to be installed north of the site proposed by the Council. In September, the work had to stop due to lack of payment to the owner of the land for the expropriation. Four months later, an agreement was reached that the payment of 24,000 Euros would be made in instalments. The owner wanted three requirements: payment for the land, payment of a debt of 30,000 Euros for the construction of the Estrada da Banda d&#8217; Além which was finished in the 1980s, and the road named after a previous owner of the road that links the new cemetery to Feiteirinhas. Emanuel Gomes accuses the previous mayor, the Socialist Father Martins Júnior, of not paying for the work. He denies responsibility and said it should have been paid by previous PSD mayors who authorized the work. He added that the Council could not pay because the Regional Government had a financial stranglehold on the Council and they were forced to pay a debt of 1 million and 800,000 contos. Currently, this value corresponds to 9 million Euros.&#160; <em>&#8212;1 conto = 1000 escudos = 5 Euros.</em></p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/120110/dn0401021601.jpg" /> Cases of the day. </strong>At the end of Rua das Hortas, in the vicinity of the old offices of &#8216;Peugeot&#8217;, there is a manhole cover which often lifts up and endangers the safety of vehicles and pedestrians. The Council of Funchal have the usual red tape around the area but this situation has existed for some time and needs to be resolved before an accident occurs, as the street becomes crowded at times. </p>
<p><strong>Bus stuck between cars.</strong> Passengers on a &#8216;Horários do Funchal&#8217; bus were forced to leave and continue their journey by foot after the vehicle became stuck in the middle of several cars parked illegally in Rua José Pedro de Ornelas. The bus, yesterday afternoon, was on the route Levada de Santa Luzia &#8211; Centro and the police were called. This is a frequent occurrence in the area. &#8212; <em>Sorry, no photo of the bus.</em></p>
<p><strong>Companies purchase bananas without going through the Government. </strong>From today, bananas can be bought and sold without going through GESBA, the body that the Government created to manage banana production. The company Frutas Douradas guarantees to purchase from producers. This company is also recruiting a team of banana pickers. There are no fixed prices, unlike GESBA, but the company guarantees that it will pay the same amount as GESBA. If demand is high, a higher price might be set and the producers need higher rates in winter to offset lower production rates. Until now, the company could not get EU subsidies but&#160; it has recently been recognized by the Government which allows it to apply. It will export 26 &#8211; 30 pallets of bananas a week whereas currently, only 1 pallet a week is exported which does not satisfy the demands on the Continent. In the returning containers, normally empty, the firm will import goods. The&#160; Volcán de Tijarafe ferry will be used and costs will be reduced by the firm investing in automated processing. This firm is beginning to deal in bananas as it has had requests from some producers, dissatisfied with GESBA, and requests from the Continent but it complains of not receiving enough bananas from GESBA to meet the demands. GESBA currently has the following rates in euro per kg. Winter (November to April): extra &#8211; 0.67; category I &#8211; 0.58 and category II &#8211; 0.476. During the summer months: extra &#8211; 0.65; category I &#8211; 0.56 and category II &#8211; 0.456. If the producers deliver the bananas to the warehouse, they are paid 10 cents per kg. On Friday, the CDU are meeting visiting MEPs to ask that the EU compensate regional producers of bananas who might have difficulties due to the Geneva Accord. The tariff for bananas imported from Latin American countries is to be reduced from 176 Euros / ton to 114 Euros / ton by 2017 and the regional banana producers might not be able to compete with U.S. multinationals operating in Latin American countries.</p>
<p><strong>Eviction ends in arrest. </strong>A man about 60 years old,<strong> </strong>was arrested yesterday morning for being in possession of an arma de alarme (replica gun) and nearly 400 rounds of ammunition. The arrest was not for possession of the gun but for the extra ammunition which passed the legal limit. He was occupying an office in a building in Rua 31 de Janeiro and stressed that the weapon had never been used. The President of the Clube Desportivo Nacional had heard about the sale of the building in 2007, bought it and legalized the purchase in 2009. Last month, a court official and three police officers went to the building as there was a court order to evict this tenant. The man said it was cruel and inhumane as he had asked Rui Alves if he could remain there until the end of next month while he could find an alternative residence. He added, &quot;I was sleeping on a sofa in the office.&quot; </p>
<p><strong>Criminal cases.</strong>&#160; The Coram company&#8217;s offices were broken into early on Saturday morning and 750 Euros and several cheques were stolen from the safe. A 24 year old man was arrested Sunday morning for stealing a purse from a 56 year old woman. This occurred in Azinhaga in Nazaré and the woman&#8217;s screams alerted a local person and the police, who were nearby and tracked down the suspect. The man, a drug addict lives in Curral das Freiras. A man was arrested on Sunday at the airport on suspicion of drug trafficking. More than 2 kilos of heroin were seized by Customs officials. It was hidden in a false bottom in his suitcase. This is enough for 27,000 individual doses with a street value of 540,000 Euros. The man is a 30 year old Portuguese resident of Lisbon, from where he was flying. A woman was attacked on Sunday by her husband with a machado (type of axe) in a case of domestic violence. This caused a deep wound in her hand and bruises to the face and happened in the presence of the four children, aged 7 to 11 years old. This violence has frequently occurred and has been brought to the attention of the court and the husband has been given a caution. The bombeiros of Ribeira Brava rescued the woman and took her to the Health Centre. The police are to proceed with a charge of domestic violence.</p>
<p><strong>TAP has the second best year ever but increases surcharges</strong>. The airline carried more than 8.7 million passengers in 2009, a 3.4% fall since 2008. In December, there were 674,000 passengers, an increase of 3.3% more than the previous year, an occupancy rate of 72%.&#160; On 3 January 2010, TAP achieved an occupancy rate of 88.6%, a figure never reached before. There were 36,004 passengers, the record for a single day. In 2010, TAP will restructure sales and reduce the supply to reduce costs. The fuel surcharge on routes between Madeira and the Continent increases from 9 to 12 Euros from January 20 2010. These charges are lower than those made on European routes and are in response to an automatic mechanism defined by the National Institute of Civil Aviation.</p>
<p><strong>Dentist Convention resumes</strong>. The Dental Association are still pushing for residents to be reimbursed for dental services, similar to those for the rest of medicine. This has been negotiated since 2007 and they hope this agreement can become a reality by the end of this year. A protocol has already been signed with the Health Service but details need to be finalized. There is already Dentistry at the Health Centres of Porto Santo, Bom Jesus and Porto Moniz. There will be another dentist at Bom Jesus where there are already two dentists and a hygienist, after restructuring of the building. In Porto Moniz, dentistry is for 3 &#8211; 13 year olds and in Porto Santo, for 3 &#8211; 12 year olds. The Health Authority want to have dentistry at Machico Health Centre after construction works on the new building. Services are provided in the Emergency Room at the Hospital Dr. Nélio Mendonça and they are awaiting new equipment to allow more complex dental surgery.</p>
<p><strong>São Vicente Council distinguish German tourists.</strong> The German couple have been visiting two to three times a year over the past fifteen years, bringing with them a group of more than 20 tourists. Hans and Petruta Schawarz first came in 1995 and are fans of walking, especially through the Laurissilva forest. Hans Schawarz said he enjoyed the cable car from Monte to Funchal and keeps returning as he is struck by the beauty of the island, enjoying the &#8216;adventure&#8217; of the old roads. The Festa do Flor, Festa do Vinho and the New Year&#8217;s Eve fireworks display are highlights, especially as he comes to celebrate his birthday on the 31 December.</p>
<p><strong>Pico do Areeiro: Without snow, but with poncha. </strong>Headline of Monday&#8217;s Diário Cidade. Last weekend, both Madeirans and tourists went to this area because of the forecast of snow. No snow but strong wind and rain. They stopped at the Abrigo do Poiso for a drink of poncha or a café de ceveda (barley coffee) to warm the body and soul. Pico de Areeiro is said to be extremely beautiful and charming when &#8216;painted&#8217; white. &#8212; <em>Sounds a great <strike>excuse</strike> idea.</em></p>

<p><font color="#400040">BETTER ISLAND FOR LOCALS AND TOURISTS &#8211; Yesterday, my husband and I came back from our wonderful holidays on this island, thinking about a couple of improvements for locals and tourists. </font></p>
<p><font color="#400040">Firstly, there should be more road security especially for pedestrians. Non-expensive traffic calming measures, which would reduce excessive car speed, would certainly favour all citizens. No tourist wants to be almost run over by a car and no local citizen wants his or her child involved in a serious accident either. </font></p>
<p><font color="#400040">Secondly, considering the effects of climate change and also the increasing overweight problems of some locals and tourists, a basic environmental traffic plan should be carried out. That would include car sharing, car pooling and electric vehicles including electrobikes. If traffic calming on small roads and streets were to be achieved, electric bikes should only need some bike lanes in places where the road could easily be widened. Of course electrobikes have a limit and could not be used in all the steepiest places but in some places they would prove efficient.</font></p>
<p><font color="#400040">Finally, the implementation of all mentioned would be a major benefit for everybody in terms of general health and economic growth.</font></p>

<p><strong>December rain breaks records</strong>&#160;<strong>- The city of Funchal had its highest amount since 1931</strong>. In December 2009 Funchal had its highest rainfall since 1931, when records began. According to Mafalda Mitchell, a meteorologist at the Meteorological Observatory in Funchal, there has not been a day in the month in which rainfall was not higher. The amount of precipitation for December in Funchal reached 286.1 millimetres. In terms of daily precipitation it was lower than usual. The maximum stood at 38.8 millimetres. What was crucial, according to Mafalda, was the fact that it rained heavily for several days during the last month of 2009. </p>
<p>In Pico do Areeiro, the figures go up much higher. The amount of monthly rainfall was 1102.9 millimetres, whereas the average between 1971 and 2000 was 447.7 millimetres. In terms of temperature, there were no major changes. In Funchal, the maximum temperature in December was 23.6° on the 14th, and the minimum of 13.5 on the 30th and 31st. These figures reflect a rise of a degree in the norm for the month of December. In Pico do Areeiro the maximum temperature was around 14.1°, also on the 14<sup>th</sup> and a minimum of 1.2 on the last day of the year. </p>
<p>The Institute of Meteorology (IM) yesterday announced the data for December, reporting the month as having the most rain of the 21st century in continental Portugal. The IM also observed high winds associated with low pressure systems that affected the whole of the continent, particularly in the west (23 December), when there were exceptionally strong winds. &quot;In Madeira there was an extreme situation in terms of intensity of winds, with gusts registering above 100 km / h for more than 20% of the month“, the report states. </p>
<p>In the Azores, the rainfall was also much higher than normal, being the second largest amount recorded since 1931. In terms of temperature in Portugal in December, the trend of recent years was confirmed. This was the seventh consecutive December to have temperatures below normal, with an anomaly of -0.6 °, -0.4 ° and -0.5 ° for maximum temperatures, minimum and average, respectively. The heavy rain ended Portugal’s 10 month drought and means that the Water Institute can confirm that there will be no restrictions on water use. </p>

<p><strong>Agricultural Cooperative teaches gardening </strong>Workshops are free, begin today and take place every Saturday between 10 &#8211; 11 am, until the end of the first quarter of 2010. Promoted by the Agricultural Cooperative of Funchal to provide basic knowledge of gardening to the general public. The events are limited to the first 20 arrivals and occur at the premises of the Cooperative in Sao Martinho. </p>
<p><strong>Contingency plans to be updated </strong>Next week, the Civil Defence has meetings with the Councils. The municipal emergency plans require updating and new plans are being prepared to include recent legislative changes in 2008/9. These plans identify critical areas and measures to deal with different situations. Rather than just the municipal assembly approving plans, they must now also be approved by the Regional Service for Civil Protection and the Bombeiros of Madeira. </p>
<p><strong><img style="margin: 0px 10px 0px 0px; display: inline" align="left" src="http://www.jornaldamadeira.pt/fotos/2_142314.jpg" /> Two elderly ladies gagged and bound at home </strong>Two sisters, one 79 and the other 81, with mobility problems, were gagged and bound inside their house in Amoreiras in Arco da Calheta. This was around 1.30 am on Wednesday morning when two individuals, wearing gloves and with their faces obscured, forced an entry and threatened to murder them if they did not say where their savings were. The two aggressors stole cash and gold articles, then later one of the women managed to free herself and ask the neighbours for help. The local population are worried, especially elderly residents living alone because the two robbers have not yet been identified or caught. The women were frightened and shocked, suffered bruising from the tape wound around their face and were taken by the police to Calheta Health Centre. Maria da Conceição Teixeira continued to explain what happened. &quot;They began by locking the dog in the kennel. They broke down the door of the residence with an iron crowbar (pe-de-cabra). They burst in with lanterns, to prevent using the lights so as not to draw the attention of the neighbourhood. They said, &quot;We are not aggressors&quot; but the first thing they did was to put tape on our mouths to keep us from screaming. Then they tied our hands so we could not do anything and asked us with threats where the money was. I said that the retirement money was in the post but they would not know that. They searched everywhere, emptied drawers, looked under beds and took all the money we had left for expenses. They stole the valuable pieces we had, including a two metre gold chain, two rings and a necklace, all made of gold.&#160; We experienced moments of terror inside the house. When the individuals left us in those conditions, I manage to free, with difficulty, the adhesive tape around my mouth and phoned the neighbours for help. &#8211; who were celebrating the Dia de Reis &#8211; and they almost immediately came to our aid.&quot; Yesterday morning, scattered around the floor of the access to the house, were cigarette butts and a cigarette packet of a particular brand that is not known locally. This indicates that the attackers spent time hiding near the house before engaging in the crime, smoking cigarettes.</p>
<p><strong>Lobo acquitted with the four defendants</strong> The former mayor of Ponta do Sol, António Lobo, who was accused of serious crimes of fraud and bribery and four other defendants in this case, charged with bribery, were all acquitted due to lack of evidence. António Lobo was accused of receiving three cheques from a developer to facilitate the licensing of an apartment block in Ponta do Sol. The four other defendants were a contractor, financial advisor, and ex-deputy and ex-councillor, both PSD. All three cheques from the promoter of the apartment block had been deposited into the personal account of António Lobo but the court could not establish any resulting benefit to the contractor. The same decision was made for the alleged corruption by Lobo since it was the Council which approved the project. António Lobo is still serving six years in prison in Lisbon. All defendants said that justice had been done and criticized the media interest but the public present thought it was a controversial decision. </p>
<p><strong>Madeira present five alterations to</strong> <strong>the law&#160; </strong>Five proposed amendments to the Regional Finance Law which are discussed next week in Lisbon. The changes are aimed to receive the recovery of money owed to the Region due to the Regional Finance Law being enforced. Madeira wants to recover the money which the Region should be entitled to under the previous law of 1998, without prejudicing the Azores. The Madeiran Government wants to recover the 111.56 million Euros in budget transfers from the Portuguese Government which it failed to receive between 2007 &#8211; 2009. The second major change relates to existing penalties to the Region for exceeding the debt limit. This money should be retained by the State to pay the Regional debt or support projects of common interest. Projects of common interest should be included in the State budget (e.g. new Hospital of Funchal). The final changes are that adjustments should be made in the budget transfers. </p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/090110/dn0401020101p.jpg" width="210" height="140" /> Department of Infrastructure guarantees that aggregates are the property of the Region </strong>Reply to yesterday&#8217;s article in Diário about the dredging of more than 700 truckloads of stone from storm damaged regions. The methods taken are deemed necessary and urgent to restore the normality of physical spaces and the lives of people affected by the unusual recent storms. &quot;It is necessary to act immediately, assessing the costs and benefits of decisions and above all, setting priorities for intervention, which are weighted by various factors in the present circumstances.&quot;&#160; &quot;In Madalena do Mar, the immediate dredging of the stream was identified as a priority because the weather is unstable, to prevent or minimize the impact of possible storms that may occur again.&quot; &quot;Faced with this emergency, the SRES, acting within its powers contacted the two companies for this purpose, and all the material that is removed and deposited in their yards will be quantitatively controlled by monitoring.&quot; &quot;Staff of the Secretariat will also identify and evaluate the areas adjacent to increased erosion, followed by the removal of selected materials by the process of dredging to strengthen these areas where it is technically justified.&quot; &quot;The material taken from the mouth of the stream by the purpose of dredging is the property of the Autonomous Region of Madeira, and only in the case of leftover material, can be purchased by businesses. <p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/090110/dn0401010801.jpg" /> PS denounce illegal firms in Ribeira de São Vicente</strong> The Socialist Party call for an end to all industrial activity in the Ribeira de São Vicente. The activity is not licensed and the parish council, municipal council and Regional Government do not receive any contribution. The Socialist Party leader, João Gouveia, condemns not only the exploitation of the geological wealth of Madeira, mud and stones are deposited in the stream, threatening the flow of water and the town of São Vicente.</p>
<p><strong>Passenger traffic drops 4.3% </strong>The number of passengers recorded in December passing through Madeira Airport fell 4.3% compared to 2008. In December 2009, there were 160,858 entries and exits against 168,065 in December 2008. Therefore, 7,207 fewer passengers. The decline reflects a drop of passengers on international flights (-15.7%), which is mitigated by the growth of domestic routes (6.5%).&#160; In 2009, the number passing through the airport totalled 2,335,811 which is 101,756 less than 2008.</p>
<p><strong>12% more patients treated in 2009 than 2008 in the Hospital of Funchal </strong>Data from the Office of Internal Medicine. Of the 10,756 patients treated, 5,735 were high problematic. The average length of hospitalization was 8 days with 12 days for those high problematic. Positive changes have come from the unification of the three previous departments: Medicine I, Medicine II and Medicine III. The areas of Internal Medicine are Internal Medicine, Hypertension, Prevention of Atherosclerosis and Dyslipidaemias, Prevention of Vascular Diseases, Metabolic Diseases, and Pulmonary Hypertension (in collaboration with Cardiology). Correia, the current DRA post holder says however that he has no official knowledge of dumping on the coast of São Vicente, and that the law allows exceptions for these sorts of cases. &quot;It is a situation of public interest&quot; he says, refusing to brand the dumping operation as illegal. <em><font color="#004000">One thing that is clear is that this island should have contingency plans for dealing with such matters, and despite of having had several years of similar weather problems and the consequences, still nothing seems coordinated or organised in coping with the aftermath. </font></em></p>
<p><strong>Carlos Costa shakes &#8216;idols&#8217; – Fátima Marques is anxious. Overall Serrão won 665 votes, for leadership of the Socialist Party of Madeira, against the <strong><u>623</u></strong> of Freitas (and I have noticed that the difference is only 42, not 52). <font color="#004000"><em>Funny thing that yesterday his name was spelt Vítor, so losers get a name change perhaps, or more likely an overworked Diário reporter with maths difficulties?</em> </font><font color="#000000"><a href="http://www.dnoticias.pt/digital/fotos/100110/resultados.jpg" target="_blank">COMPLETE RESULTS</a></font></p>
<p><strong>APRAM [Port Authority] fosters unfair competition – The accusation is made in the action of the shipping companies in the scope of the operation &#8216;Armas&#8217; Saturday</strong>. Naviera Armas has assured the Administrative and Fiscal Court of Lisbon that will comply with the law of Portugal, including the terms under which the operation in Funchal is licensed. The judge in the case had warned Armas that it was not operating within the law last Thursday. The port authority APRAM have also taken measures to ensure that the operations are legitimate, in which the ferry will use tractors carried on board to move freight from ship to land. <em><font color="#400040">The accusation of unfair competition is undeniably true of course. The Armas passenger ferry between Madeira and Portugal and the Canary Islands has an exclusive licence to carry freight as well as passengers in and out of Funchal, whilst the other shipowners have to load and offload freight elsewhere. The Armas operation needs the freight to make the ferry financially viable, so if it were to be stopped you can imagine the impact on this island &#8230; less tourists &#8230; and higher transportation costs, being two of the more obvious. I can&#8217;t see any way out of this except by giving the other ship owners a &#8216;sweetener&#8217; to keep them quiet, and then at some time in the future go out to tender for a mainland ferry service for fright and passengers, when every one can compete (theoretically at least).</font></em></p>

<p><strong><font color="#ff0000">Many thanks to Elaine once again for yesterday&#8217;s top new year news stories :</font></strong></p>
<p><strong>Postman attacked with pepper spray. </strong>The attack occurred in São João in Funchal. He was distributing mail when approached by a group of individuals who asked him for money. After a negative reply, they threw an orange liquid at his eyes which temporarily blinded him. The bombeiros gave first aid then transported him to hospital. The PSP were informed and are investigating. Pepper spray is illegal for civilian use. It irritates the mucous membranes and the effects can last from 30 minutes to nearly two hours.</p>
<p><strong>PSP agent prevents a suicide in the old zone of Funchal. </strong>On December 20, the speed and &#8216;cold blood&#8217; of a policeman prevented a tragedy. Near the cable car, around 13.00, a 34 year old man was leaning over the sea wall and screaming that he was about to kill himself. He said he would throw himself into the sea if anyone approached him. As there was not enough time to wait for the trained negotiator, the PSP agent approached the man, undetected, grabbed him and pulled him to the ground. The man was eventually taken to hospital. The 33 year old officer has been in the force for 11 years and said, &quot;It was the first time I came across a situation like this, I knew I had to act quickly and fortunately it ended in the best way.&quot;</p>
<p><strong>Transfer of fuel.</strong> The tanker &#8216;Madeiro&#8217; arrived on Christmas Day and has been unable to unload due to bad weather. Now with a break in the stormy weather, the island&#8217;s power supply is guaranteed with the stocks re-inforced. The &#8216;Madeiro&#8217; has discharged part of the 18,000 tons of fuel in its tanks, which are vital for the supply of major power companies and other industries, and should finish unloading today. On Sunday, the tanker is expected to visit Porto Santo but the forecast is for 4 &#8211; 6 metre waves, which might prevent unloading. The Porto Santo ferry is not scheduled to sail today, but the passengers who came to Madeira for the New Year should be able to return tomorrow.</p>
<p><strong>PND want Toco in the rubbish bin. </strong>The damage caused in the recent days by the bad weather justifies the suspension of the project for Toco in Funchal, according to the PND. The recent storm damage to the swimming pool complex at Barreira necessitates the Government to readjust its coastal policy. As well as the lack of money, the fact that other promenades and the Barreirinha swimming complex were badly damaged, means that the project for Toco should go into the dustbin.</p>
<p><strong>Day of the City of Santana without anyone from the Government present. </strong>There will be no members of the Regional Government present at today&#8217;s official celebrations of the Day of the City of Santana. Rui Moses explained that invitations were sent out later than expected. Also, the date is not very convenient and needs to be changed. Santana was elevated to city status in 2001.</p>
<p><strong>Left Bloc proposal for the centennial of the Republic.</strong> On 5 October 2010, Portugal will have been a Republic for 100 years. As well as national celebrations, the Left Bloc wants regional events. A draft decree for a regional commission to be set up, will be delivered to the Legislative Assembly for discussion in January. It is justified as the region is part of the Republic and both Madeira and Porto Santo should be proud of this fact. The autonomous regions were created by the provisions of the Constitution of the Republic and this fact should be highlighted throughout the year. The regional committee should report back in April for celebrations to be held in the second half of the year. There should be events honouring the spirit of the Portuguese although President Jardim no longer harbours strong feelings for the Portuguese.</p>
<p><strong>OCM aims for new record</strong>. The Classical Orchestra of Madeira want to record a new album in 2010, having launched last November a compilation of five discs dedicated to Mozart. The conductor Rui Massena wants to release a more commercial disc. It could be fusion or film music or Vienna Waltzes. The Orchestra is still without a residential base. They will depend on negotiations with Pestana about continuing the use of the Casino before they can plan beyond March. The island requires a new hall with acoustics suited to concerts. </p>
<p><strong>Eurico Martins wants more regional interest in the Bandolins.</strong> Eurico Martins is the director of the Recreio Musical União da Mocidade, (Bandolins of Madeira), a group made up of nine youngsters from São Roque. The director wants to hold more public concerts in 2010. They aim for a tour of the UK this year, including Bristol where they have had a good reception in the past. Performances will be held weekly at 21.00 on Fridays at the English Church in Funchal. There is a performance tomorrow at 21.00 at this location.</p>
<p><strong>Free performances of Cantar os Reis. </strong>6 January is the Dia de Reis, and to celebrate it in Madeira and Porto Santo are the performances &#8216;Cantar os Reis&#8217;. At the auditorium in the Municipal Garden in Funchal, the Associacoa Cultural Encontros da Eira will host a free show at 21.30 on Tuesday 5th January. In Machico, the performance will be on Saturday 2 January at 20.30 in the Largo da Praça. At Porto Santo, the show will start at 21.30 on the 5th January, in the Largo das Palmeiras. All shows are free.</p>
<p><strong>Thousands of Euros in gold stolen. </strong>Thieves burgled a jewellers shop in Rua do Bom Jesus in Funchal on the night of&#160; 25 &#8211; 26 December at around 1.30 am. They stole 60 gold necklaces, some worth 1,500 Euros, despite triggering the alarm. They disappeared before the police arrived. </p>

<p><strong>Cuisine combines with the New Year&#8217;s Eve party. </strong>New Year&#8217;s Eve in Madeira, or reveillon, as many prefer to call it with the use of foreign words, typical of a tourist region par excellence, is an event appreciated by Madeirans. Inevitably, as the festa was celebrated at the table with plenty, New Year&#8217;s Eve is another reason to gather family and friends. But those who have neither home or family living in the district of Funchal, overlooking the amphitheatre, continue to celebrate New Year&#8217;s Eve by carrying food and drink to the chosen location to see the fireworks display. There is not an exact menu for New Year&#8217;s Eve, however being a special night and traditionally cold, one cannot miss the delicacies to &quot;warm&quot; the body and soul. </p>
<p>At the table there are many liqueurs with various aromas and flavours, new wine and our traditional Madeira Wine. In small dishes are served the &quot;teeth&quot; (dentinhos), normally pickled vegetables, stewed beans, pig&#8217;s feet, stewed offal of chicken, and meat in wine and garlic. In terms of sweets, home made bolo de mel, cheese, and broas de mel. Under the influence of large areas of food distribution, the &quot;bolo rei&quot; is also present. </p>
<p>At the time of celebrating New Year&#8217;s Eve, superstitions come to the fore. A piece of new underwear, money in the pocket, raisins and champagne are among others. The famous 12 raisins represent the 12 months of the year. It is believed that if you make a wish with every piece of dried fruit you eat, they will become a reality. After the euphoria of New Year&#8217;s Eve and fireworks, it is an ideal time to enjoy reinvigorating chicken soup, served hot and according to tradition, accompanied by chicken sandwiches. All around the region, New Year&#8217;s Eve supper is not much different, although in some counties a festive tradition leads many families to taste other delicacies. </p>
<p>In Porto Moniz, the Festa is seized by many families for the traditional &quot;Carne Santa&quot;, a mixture of beef and pork marinaded overnight, mainly consumed on Christmas Eve but also tasted during this festive season. Alongside this traditional dish, on the table in the north is &quot;Semilhas Bêbedas&quot;, potatoes cooked in wine. Also in the north, &quot;Carne da Noite&quot; cooked with potatoes, pork products from the recent &quot;funcao&quot; made with dry wine, accompanied by vegetables. On the south coast, particularly in Machico, the emphasis is on tasting &quot;Bucho de Porco Recheado&quot;. Traditionally served at Christmas, this delicacy is enjoyed at the table until the festivities of Santo Amaro. In Santa Cruz, the tradition is the &quot;Carne Frescal&quot; which is somewhat similar to meat in wine and garlic. With white wine, red wine, Madeira Wine, herbs and garlic, the meat is marinaded for three days then baked in a pan. In Funchal, the lead role is taken by two dishes; roast pork with potatoes or chestnuts and chicken in the pot, following the traditions that pass from generation to generation without major changes. </p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.jornaldamadeira.pt/fotos/14_141689.jpg" /> Funchal welcomed thousands in the farewell to 2009. </strong>Thousands and thousands of people descended into Funchal. With the help of good weather, the capital of Madeira &quot;was alert&quot; already with some movement, and the tourists were the largest &quot;slice&quot; of those who thronged the streets of Funchal. Our news team made a circuit of the city and found that, indeed, the &quot;smell&quot; of the new year was already in the air. We started by going to the Mercado dos Lavradores where flowers, typical or not of Madeira, were the most photographed and acquired. The flashes did not stop going off. </p>
<p>After a walk around the space which that night would be the scene of celebration, we went down Rua do Visconde de Anadia to the Praça da Autonomia. Of the six stalls located there, two were already open by 10 am, selling the bolo do caco and bread with chorizo. Ahead of us on the promenade by the sea, the seller of roasted chestnuts was doing business with the tourists from the three ships which were already docked in Funchal, &quot;Queen Victoria&quot;, &quot;Boudicca&quot; and &quot;Aida Luna&quot;. Three more ships would arrive later, the &quot;Amadea&quot;, &quot;Oriana&quot; and &quot;Saga Ruby&quot;. Next to the stall of chestnuts, company officials responsible for the fireworks display tended to the material already placed at the stations ready for the stroke of midnight. On the pier hundreds of people watched the bay from the capital of Madeira and some posed for photos. </p>
<p>We walked up the Avenida Zarco and travelled throughout the central area of Avenida Arriaga. There the movement was even greater. Many, many people visited the various Christmas projects that the Regional Government, through the Regional Secretariat of Tourism and Culture, conceived for that space. In front of the building of the Regional Government, in the bandstand put there, a band played &quot;Adeste Fidelis&quot;.&#160; At the tables on the nearby terrace, as well as on the concrete benches scattered around the avenue, the avenue was crowded with people. &quot;Fantastic&quot; we heard a foreigner, probably British, say to her husband as she photographed the crib next to the Se.</p>
<p>On the return to JM, we passed along the streets João Tavira, Queimada de Cima e Baixo and the Largo do Chafariz. No time to enter the establishments, we launched a sneak peek inside some of the shops, noting that many had chosen to buy a new item of clothing for the entry into 2010. There are many superstitions, one of them for example, enter the new year wearing a piece of yellow clothing. The Rua dr. Fernão de Ornelas was also full of people. Increasingly, we heard the words &quot;Bom Ano&quot;. Already at the end of the morning and near the closing hour of our edition, folklore groups roamed the main streets of Funchal leaving an increasingly festive atmosphere. As we guessed, a great New Year&#8217;s Eve, as always.</p>

<p>Most of today&#8217;s front page is taken up with a magnificent photo of the night sky over Funchal, lit by an abundance of assorted colour fireworks : <strong>Luck with the weather helped fortunate firework display – The magnificent spectacle &#8216;Ilhas Afortunadas&#8217; was the usual success and counted on the help of São Pedro. But the night saw several fires, an injury through a &#8216;bomb&#8217; and some people in alcoholic comas. </strong>19 thousand tons of fireworks and 97 thousand explosions guaranteed the success of the night of the new year, but the show had luck on it&#8217;s side through the weather which eased off for the night. <em><font color="#004000">Somehow I doubt if it was 19 thousand tons of fireworks, but the Diário seems to be littered with mistakes today, but hopefully not through alcoholic comas. Not many photos, but you can see some small but excellent ones <a href="http://www.dnoticias.pt/default.aspx?file_id=dn01013001010110" target="_blank">HERE</a> in the Diário.</font></em></p>
<p>Today’s main news headline : <strong>Heroin at the front of the fears &#8211; At least in this decade, it is the first time that heroine tops the list of various types of drugs seized on Madeira. This hard drug causes greater damage than cocaine and the others of the type.</strong></p>

<p><strong>Lara was born in Funchal in the first hours of 2010.</strong> The first baby of 2010 was born at 1.35 in the morning of 1st January, weighing 3 kilos and 700 grams. She is called Lara, and already has a three year old sibling. Mum even managed to watch the Funchal fireworks before the birth, albeit through the windows of the maternity unit.</p>

The overall crowds at the first 14 matches throughout Portugal saw a growth of spectators of 5.4% compared to the same period in the previous season. The 7 home games of Nacional have so far attracted just 14,680 spectators (9,275 &#8211; 2008), whilst Marítimo fared better as always with 27,651 paying fans but with a considerable fall (38,294 – 2008). <p><strong><font color="#ff0000">Many thanks to Elaine once again for yesterday&#8217;s top news stories :</font></strong></p>
<p><strong>&#8216;Balloon Bar&#8217; robbed while still open.</strong> The Yacht Bar, or &#8216;Balloon Bar&#8217; was attacked this morning while it was still open. More than 2,000 Euros in cash was taken at about 1.30 am from the basement office. The office is next to the toilets so the thieves did not arouse suspicion and with the sound of the speakers, no one heard anything. They were not filmed by the video surveillance cameras. &quot;We spent a lot of money on alarms and security systems but it was the fourth time this year we have been robbed,&quot; lamented the manager of the bar in the Avenida do Mar. The theft was detected at two o&#8217;clock by an employee who went to the basement for &#8216;stock&#8217;. Both the office door and drawer containing the money had been broken. &quot;This was the work of more than one person, because no one would dare to do this by themselves without having another to watch.&quot; &quot;We had a full house and with the finalists (students) the evening was very busy.&quot; The manager also complained about crime in the area, &quot;They attacked the bolo do caco stand, the tourist information kiosk, even the beach umbrellas.&quot; The Yacht Bar is managed by the Regency hotel group and has been the victim of several assaults, in one of which the thieves took about 5,000 Euros.</p>
<p><strong>Aggression motivated the man wielding knives.&#160; </strong>The mother of the 19 year old who was arrested last Friday morning, after walking around Funchal with no shirt on and a knife in each hand, maintains that the attitude of her son was in response to an act of aggression against him. &quot;He was standing by the gate with friends when a man appeared, who he did not know, and punched him,&quot; she told the reporter, admitting that the attitude of her child was not the best. &quot;My son was wrong and will pay for it, but saying that he had a chain around his neck or has a mental disorder are completely untrue.&quot; On the basis of this alleged aggression, he has relationship problems related to an ex-girlfriend. &quot;He broke it up but she did not accept it.&quot; She alleged the police were exaggerated in their response, &quot;No one was hurt, so I do not understand how it forced him to spend the night with the police.&quot;</p>
<p><strong>Vacancies at the Institute of Employment. </strong>October closed with almost 13,000 registered unemployed and of 400 job vacancies, there were still 256 unfilled. Being older than 35 and having less than ninth year education is the worst situation for gaining employment. Candidates with more ease in getting a job are aged between 20 and 30 years of age with qualifications higher than the 9th year. The age group most affected by unemployment is 25 to 34 years old. Some candidates will not accept jobs requiring lower qualifications or a different skill level. This year, the largest number of job offers (36%) are in catering, 16% in commerce and services and 10% for vendors, operators and demonstrators. There is an imbalance between supply and demand. The Institute has negotiated with some employers to give employment to people with higher qualifications than required. If the job seeker is on unemployment allowance, they have to take any job offered that fits with their education and professional experience. In the last three years, half of the jobs in construction have been lost, dropping from 30,000 to 15,000. Those not entitled to unemployment pay have returned to South Africa, Luanda and Senegal. There are no signs of improvement with reduced EU funds, no private investment and no public funds. The number of unemployed electricians is growing, with wage arrears and no right to compensation. Companies are shutting down and not paying money due, as in the 1970s, and some electricians are saying they will try their luck in Jersey.</p>
<p><strong>More funds for Madeira. </strong>The opposition parties are preparing to approve an amendment to the Finance Law that will give more money to Madeira. The State may have to reimburse Madeira about 400 million Euros in the next State Budget. On December 11, Parliament will discuss a resolution by the Assembly of Madeira which aims to replenish the first Finance Law for the autonomous regions, rather than the current law which came into force in 2007 by votes of only the Socialist Party. The document provides a replacement of the money lost from Madeira this year in transfers from the State and it seems, will even be approved. The document will only change the part that concerns the region of Madeira, leaving protected statutory rights acquired by the Azores in the current legislation.</p>
<p><strong>Easier to switch banks.</strong> Rules making it easier for customers to switch banks for current accounts came into force in almost all other countries in the European area on November 1. On December 1, Portugal enforced these EU rules, including the possibility of the new bank acting as an intermediary in the amendment and the obligation of the former to provide all necessary information. The former bank must provide the customer and the new database all information about payments, for example direct debits or standing orders, and where possible, without costs. The old bank will have to provide the necessary information within seven days and the new bank has the equivalent time to restore normal operations in question.</p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/021209/dn0401010101.jpg" /> Return to Alfândega not until after summer. </strong>Rent of Tecnopolo prolonged until the next legislative session. The members of the Legislative Assembly of Madeira debunked to Tecnopolo in April for eight months while the Alfândega building was being renovated and redecorated. Now it is known that the return to the old Customs House on the Avenida do Mar will be prolonged until the end of next summer. There was a delay in opening the tender for the works, which only happened in May. The other delay is due to the structure of the building. The annexe to the building, designed by Chorão Ramalho and built in the 1980s, is very degraded and requires significant strengthening. Currently, this annexe is being excavated and damaged material removed, then it will need to be renovated. The pond at the top of the building will be eliminated as it was responsible for many of the detected infiltrations. The works should be completed in the summer and then sound installations, computer equipment and video need to be installed. The rental of the premises at Tecnopolo and parking lots total more than 230,000 Euros per year and this sum could double to meet the new deadlines (a delay of more than 10 months). The initial cost of the renovation was €1.2 million but this will suffer a major increase. </p>
<p><strong>Opposition calls special meeting. </strong>CDS-PP and PS will ask for explanations today from Romeira on the cancellation of some works. Rarely the PS and CDS share the same political views, São Vicente is an exception. The socialists and centrists requested a special meeting as they wanted to know more about cancellations of work. The mayor needs to explain the justification for the withdrawal of the improvement and asphalting of the road link between Ginjas and Paul da Serra. This work has been postponed for more than 20 years. The opposition also want to know whether there will be construction of the promenade at São Vicente. They are challenging many other issues of the mayor Jorge Romeira to try to derail them.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/digital/fotos/021209/dn0101320301.jpg" /> Madeira Wine and embroidery as Christmas gifts. </strong>The Regional Natural Resources launches a promotional campaign in the Farmers&#8217; Market in Funchal. The campaign is launched on Wednesday to trigger Madeirans and tourists to buy these products for Christmas gifts. About seven thousand families depend on the sale of wine and embroidery products, so buying them as Christmas gifts is a great way to contribute to the economy and social life of the region. The campaign aims to promote Madeira Wine by associating it with a Madeiran lifestyle, refined and celebrational, suggesting one offers and increases consumption during the Christmas season and end of year. The campaigns represent an investment of 40,000 Euros. The consumption of Madeira Wine in the regional market is about 531,000 litres and represents around 3.8 million Euros.</p>
<p><strong>Lorries overweight and noisy. </strong>60 breaches detected in Operation Safe Environment. The police have been monitoring for breaches of the rules of environmental safety (digging and moving environmental materials). The campaign ran from 23 to 29 November and of the 456 vehicles stopped, 59 were found to be overloaded, too noisy, driving under the influence of alcohol or without proper licensing. </p>
<p><strong><img style="display: inline; margin-left: 0px; margin-right: 0px" align="left" src="http://www.dnoticias.pt/diario/graficos/021209/dn0401070201.jpg" /> Porto Santo is the seventh in purchasing power. </strong>Porto Santo citizens have better purchasing power, 39.92% higher than the national average, which puts Porto Santo in seventh place among all cities. The unusual growth in wealth of the island can be attested to the fact that between 2005 and 2007, purchasing power per capita has risen 12% when the mean for the same period fell 1.2%. 48.2% of the workforce are eligible for a 30% increase in salary as compensation for the double insularity, which requires the regional and municipal budgets to inject an extra 2 million to improve the wages of those working in departments, services and other public structures. Residents on Porto Santo are privileged because they have twice the purchasing power of Madeirans living in the eight municipalities, surpassing even those in Funchal who have a purchasing power per capita 35.44% higher than the national average or 3.3% below that of the inhabitants of Porto Santo. The privileged situation is due to the structure of employment, most working in either public service or hotel work, so very few earn the minimum wage. Over the past seven years, Funchalenses saw their purchasing power rise 25.5%. The only other municipality where purchasing power increased was Porto Moniz, so in the other areas of Madeira, people have become poorer. In Portugal there is a positive association between the degree of urbanization and purchasing power.</p>
<p><strong>Chefs challenged to choose local products. </strong>The Regional Directorate of Agriculture and Rural Development is to have promotional meetings with heads of national and regional cuisine, challenging them to cook dinner on the basis of Madeiran agro-food. This was the concept for a dinner recently held for more than 100 guests at the hotel Four Views Baia. The Regional director said that the challenge would also launch regional producers: SantoQueijo, OvoGirao, Engenho do Ribeiro Seco, Quinta Pedagogica dos Prazeres, Madeira Agricola and Horticalheta. &quot;With pleasure, participants could enjoy for example, a starter of requeijao com abobora menina e tomate da Madeira with Mel de Cana da Madeira, and the meal itself of fresh lombos de tuna accompanied with a creme de abacante da Madeira. This initiative will be promoted using an increasing number of personalities and influential agents. The aim is a gourmet approach to dining, the consumers, whether professionals or individuals, enjoying regional products associated with the characteristics of taste, aroma, texture and freshness and not less important, the environmental aspects associated with agricultural awareness of the locality.</p>
<p><strong><font color="#ff0000">Today&#8217;s front page news headlines from the Diário de Notícias :</font></strong></p>
<p><strong>Gripe A arrives at the schools through the fault of parents – Carelessness obliges the new rules : Without medical certification, the students with the swine flu virus are obliged to stay at home for seven days. </strong>Parents skip the seven day quarantine period and increase the risk of spreading the the H1N1 virus, probably because of the fear of taking time off of work. A new instruction from the secretary for health is causing confusion amongst parents and guardians, and school administrations. It says that to avoid the virus spreading, medical certification is needed stating that the child is not affected by Gripe A, and such certification can be issued by an assistant doctor at a hospital or health centre. Meanwhile schools are refusing to accept certification from private doctors, when they are equally acceptable, because of confusion in the new rules. One case is mentioned where a mother whose child had a temperature (not Gripe A) was obliged to go to a doctor for a certificate, but as her family doctor only gives consultations one day a week, she had to kick up a fuss and get someone else to issue a certificate. Any student with a &#8216;flu like&#8217; illness is affected by the new rules, and siblings of affected children are also obliged to stay at home for 48 hours, even without symptoms. Up until 29th November 39 schools on Madeira had outbreaks (two or more cases) of swine flu.</p>
<p><strong><font color="#ff0000">Thanks again to Elaine for this one :</font> </strong>Today&#8217;s main news headline : <strong>Government technicians deceive farmers</strong> <strong>- The development of agricultural projects in the region is a right mess. The &#8216;scheme&#8217; omits information for the person requesting official support, generates unforeseen charges and involves technical work that is not allowed in an association</strong>. The Regional Government technicians prepare the farmer&#8217;s projects for the Farmers Association and the farmer pays for the project! Farmers can apply for public funding for investment projects and the Government heralded the technical support to apply for the funds free to the farmers. But when they have applied, the farmers have been surprised to receive an invoice for the preparation cost from the Farmers Association. The eligible maximum amount of preparation costs can be 5% of the project (or 10% for biological products) which amounts to a 2,750 Euros invoice for an investment project of 100,000 Euros, even though the project might not be approved. The Government technicians also work as technicians for the Farmers Association, and prepare the projects for the Farmers Association that charge its members. The problem started in July 2008 when the Government agreed free technical preparation (by Government technicians) only for investment projects of less than 5,000 Euros (small) and all others were to be covered by the Farmers Association. The Government seeks to benefit about 2,000 farmers for small investments and 445 other farmers for medium and large investment projects, until 2013. The President of the Farmers Association assumes that the Association has technical staff who are also part of the Regional Government and they are allowed to prepare the projects outside work hours. This is not so because to avoid a conflict of interest, public officials who want to take part in private-functions must seek permission to do so. The Government staff are also directed to warn the farmer of a project costing more than 5,000 Euros that it will go through the Farmers Association. The Government said it will not stand for any violations and promised to investigate cases and if appropriate hold disciplinary meetings.</p>

<p><strong><font color="#ff0000"><img style="display: block; float: none; margin-left: auto; margin-right: auto" src="http://www.dnoticias.pt/diario/fotos/031209/irs.jpg" width="427" height="356" /> Thanks again to Elaine for this one :</font> Councils are waiting for €8 million from the Republic of Portugal – The budget has not been paid since January and concerns tax transfers of the state budget.</strong> More than 8 million Euros and by the end of the year, will exceed €9 million, the amount that the Government of the Republic should transfer to the eleven Councils in Madeira in relation to IRS from the State Budget. Since January this year, the 5% has not been paid. This is not how the Government of the Republic have interpreted the rules after the approval of the Local Finance Law. The executive of Prime Minister Sócrates believes that since the tax receipts are in the Autonomous Regions (Azores and Madeira), the Regional Governments should support this payment. In the middle of this tug of war are 30 Municipal Councils, (11 in Madeira and 19 in the Azores). The Regional Municipalities say this is discriminatory as their Portuguese counterparts on the continent continue to receive this money directly from the State Budget. This debt has led to various complications in the management of annual budgets of municipalities, especially for the largest municipalities. To the Mayor of Porto Santo, the big problem is that income tax receipts were entered in the budget of the Council, and this value has not been paid. &quot;This is so since January. The problem is that we introduce these funds in the budgets of the Councils and then no money comes. Of course, there are payments in arrears. If we do not receive these funds, we begin to have difficulty paying, for example, wages to our employees.&quot; There are also delays in payments to suppliers. &quot;I know some municipalities have paid small suppliers, because these debts are easier to pay off, however we know this money is needed by businesses. We are in the situation where you pull the blanket to the head and uncover the feet.&quot; Because they feel discriminated against compared to other municipalities in the country, the Association of Municipalities of both the Azores and Madeira have been working together to solve the problem. The matter has been put to the Prime Minister, Jose Sócrates and they are still waiting for him to resolve the problem, hopefully soon. The hope of the Associations of Municipalities of the Azores and Madeira also turns to the National Assembly, thanks to the majority that the opposition parties have achieved in recent elections and subsequent reduction of power of the socialists. The two municipal associations have sent to the regional delegations of the parties that are represented in Parliament, a document to explain the situation. They will not send the document to the PS because the party in Madeira agreed with this law. The Mayor of Porto Santo says they want to resolve the situation through dialogue but in the extreme case will go to court, entering an injunction against the decision. The Government of Madeira has been in discussion with the Government of the Azores because they also feel discriminated against.</p>
<p><strong>&#8216;Spread the words&#8217; stirs three thousand children – The project of Funchal Council started in 2008 and develops the enjoyment of books in 6 groups. </strong>The scheme aims to boost interest in books and reading amongst children of a very young age (up to 1st cycle basic school), and now has 3,011&#160; participants. At a gathering in Santa Catarina park in Funchal, the children are first allowed to run around and play. &quot;It must be like this&quot; one of the monitors said, explaining that otherwise the youngsters would not focus on the books. After half an hour of running the kids are ready to learn and discover another world. The sessions last about an hour, but it various according to the age of the group, as the younger ones tend to have shorter sessions. <em><font color="#400040">So what do the kids think of it all you must be thinking? The Diário obliges with some interviews :</font></em></p>
<p><font color="#400040">Beatriz, four years old,&#160; confesses not to have books at home because she does not like them. She prefers her dolls, and straight away opened both hands when asked how many had. Rodrigo, of the same age, said he had four books and a remote-control car. &quot;My dad reads to me when I ask&quot; he said, but the subject was soon diverted to his car, a favourite because &quot;it is new and has a remote control with batteries,&quot; he said enthusiastically, with all his wisdom. At this age the memory plays tricks and it is not easy to remember the stories, or even the school. Pedro remembers the &#8216;Spark&#8217;, the adventures of the &#8216;Hero&#8217; but had trouble remembering the other characters in his books. But Rodrigo prefers the story of the &#8216;Three Little Pigs&#8217; &quot;And the big bad wolf that blows the house&quot; he said, before scattering with the others, hoping a few more minutes of play. </font></p>
<p>In football <strong>: Nacional is going to sell Rúben Micael and Filipe Lopes.</strong> <strong>The game today at Werder Bremen is &quot;all or nothing&quot;, but also a shop window for the business already determined by Nacional president Rui Alves. </strong>The article also has the big front page photo today, an odd and slightly surreal picture of players in training. Nothing other than an away win will give Nacional any chance of progressing in the Liga Europa, and even that would then depend on the result of the other match in the same group. Nacional will be playing in near freezing temperatures, with their manager still seriously ill in hospital, so the signs are not good, but the team is fired up by the talk of a &#8216;walkover&#8217; by Werder Bremen. Today&#8217;s main news headline : <strong>&#8216;Region Refuses To Pay President &#8216;Do MAR&#8217; &#8211; Óscar Gonçalves went yesterday to complain to the Madeira executive, and to the representative of the republic&#8217;.</strong> It&#8217;s a new battle between Madeira and Lisbon. This time due to the International Shipping Register of Madeira (MAR), and the choice of Oscar Gonçalves to chair the MAR Technical Commission. Normally it is the role of the Government of the Republic to nominate the president of the Technical Commission of MAR, but obtaining the agreement of the Madeira government as a matter of unwritten protocol. However, Óscar is little known in the world of shipping, but a well known collaborator of the socialist party PS-Madeira, and the government (PSD) here complained that it had not been consulted about his appointment in May, as had been customary in the past. As a result the government here have refused to pay his salary, as well as restricted his movements outside of Madeira. They argue that he is not qualified to carry out inspections and surveys for vessels registered with MAR, which they say is one of the legal requirements. The matter is now in the hands of the appropriate authorities in Lisbon. MAR has 157 commercial vessels registered, 14 of which are passenger ships.</p>
<p><strong>&#8216;Robberies In Garajau And On The Levada Dos Tornos &#8211; Youths steal the cash register and have the police waiting when they arrive home. Couple robbed at knifepoint in Camacha&#8217;</strong>. The first story is about a Café / Bar called &#8216;Brites&#8217; in Garajau, that was robbed at around 4 am yesterday morning, when 2 young men smashed the shop front glass window, and took the cash register, containing just some change. The two robbers, who were regular customers in the bar, took the till to a car park to open it, where they were caught on video camera in the act, along with the registration plate of their car. Police were able to identify the owner of the car, the mother of one of the men, and when they arrived home the police were there waiting. They were taken back to the crime scene, where they apologised to the owner, returned the stolen money, and offered to pay for the damage caused, which included the €400 cash till, the broken window, an aquarium, and a fridge. It is possible that that the same two men had also tried to break into a bar in Cristo Rei, hurling a rock at the front window, which didn&#8217;t shatter as it was double glazed, but caused around €200 worth of damage all the same. <em><span style="color: #400000;">The sophistication of the crimes and the intelligence of the criminals of Madeira never ceases to amaze me, and once again the police do a great job in cleaning up the mess. I have no idea whether the men involved here were charged, but often an apology to the owner and the payment of the losses and damages suffices, showing the forgiving and kind hearted nature of people here. Personally I would have wanted them strung up if they had done that to me, but there again there are men who have committed far greater crimes but still legally walk our streets. PS Dare not mention who for fear of reprisals. </span></em></p>
<p><img style="margin: 0px 0px 0px 15px; display: inline" src="http://www.dnoticias.pt/diario/fotos/220909/dn0401021301.jpg" alt="" align="right" /> The other story sounds much more serious, as two German tourists were robbed at knifepoint on the Levada dos Tornos, in the zone of Vale Paraíso, Camacha. He surprised the couple, and demanded the valuables that they were carrying. He stole the rucksack and about €100, but apart from being shocked, the couple were unharmed. The rucksack was later recovered by police, less the money. The police have a description of the suspect and are conducting investigations. <em><span style="color: #000040;">I hate doing these stories more than anything, as levadas are supposed to be such safe and peaceful places &#8230; and of course still are. The police normally catch these thugs, but it&#8217;s best to be aware that there are occasionally problems in just one or two places. How people will obtain such information after next week I don&#8217;t know, but I hope they can ask at hotels or go on accompanied tours, or at least find out about any risky areas from somewhere. </span></em></p>
<p><strong>&#8217;36 From The Savoy Refute Dismissal &#8211; The case started yesterday in court&#8217;</strong>. The collective dismissal of staff from the now closed Savoy Hotel in Funchal is in court, with 36 workers challenging the SIET Savoy Group decision to dismiss them. Their aim is to reverse the decision, and guarantee themselves future employment. The trade union representing the workers said it was the only option open to them once negotiations with the employer had failed. Win and they have their jobs back, lose and they will be entitled to compensation based on length of service. Many of the 99 workers have already accepted the termination and compensation package offered, when the hotel closed to be demolished, to make way for a new Savoy Hotel.</p>
<p><em>After yesterday&#8217;s story about the school of in São Martinho (Funchal) that failed to be ready on time because of building problems, it seems that São Martinho kids are stricken with bad luck, or good luck depending on the point of view</em>. <strong>&#8216;Lombada School in São Martinho Fails To Open At The Start Of The School Year &#8211; A lack of staff has left parents and students at the school gate&#8217;.</strong> They turned up, but that&#8217;s as far as they got, as the school remained closed when staff didn&#8217;t turn up. The situation caught some parents off guard, along with 250 kids, even though there had been some communications about potential problems. Teachers weren&#8217;t lacking, except for the maths teacher, but one cleaning lady was on holiday, one was transferred, and the other one remaining refused to work alone. The knock on from that is that the catering staff and auxiliaries didn&#8217;t then turn up for work for fear of being put on cleaning duties. According to the government Education Department the situation has been resolved and the school is now fully operational. <em><span style="color: #004000;">It wouldn&#8217;t happen in the private sector for sure, and if I had been in charge I would have had those parents in scrubbing the floors and doing the cooking, and sent the non-teaching staff off to meet those ex-Savoy Hotel workers. </span></em></p>
<p><strong>&#8216;Erasmus&#8217; Sent Away 117 Madeiran Students In 6 Years&#8217;</strong>. The programme, according to funding available, allows students at Madeira University to study abroad. The scheme is growing in popularity, but as there is no specific funding for the purpose, applications depend on the general funding of UMa being able to support the applications received. The programme has proved particularly popular for students in physical education and in languages, with the countries most selected being Slovenia (23), Spain (32) and the Czech Republic (32).</p>
<p>Bit of a school theme going today, so here&#8217;s another : <strong>&#8216;Gripe A : Teachers &#8220;are not a priority risk group&#8221;</strong>. Contingency plans against the H1N1 swine flu virus in schools caught the attention of the Teachers Union of Madeira, this week. Coordinator Marilia Azevedo regretted the fact that the infection prevention plans have been made only with students in mind. A spokesman for the matter (I have no idea where from), said that the health services and Regional Secretary for Education and Culture had been working together for some time, &#8220;[teachers] are not a priority risk group in particular, as the groups that are in contact with the sick are health professionals. I do not see that there needs to be a special scenario for teachers&#8221;. <em><span style="color: #400040;">What gobsmacking incompetence, as infected teachers are as much of a problem as infected children to start with, but absent teachers cause a different problem altogether, and without them to control the children, the risk of cross infection is highly elevated. Just imagine if one infected teacher in the weekly staff meeting infects the whole teaching staff group &#8230; chaos!</span></em></p>
<p><strong>&#8217;224 Citizens Of Funchal Try Out The Services Of Horários do Funchal For Free &#8211; Bruno Pereira, vice-president of Funchal Council will be one of the participants&#8217;</strong>. The famous yellow bus company of Funchal wants to attract new customers to its regular services of public transport. With this objective in mind the company yesterday started the week with a promotional project &#8216;Ad personam&#8217;. Under the initiative, which is part of a wider European action called &#8216;Intelligent Energy of Europe&#8217;, over 224 people aged between 18 and 60 years can travel free for a week on the bus network of Horários. The lucky 224 were selected from 805 respondents to a survey undertaken in May, and addition to this weeks freebie, will be able to obtain discounted bus travel for the rest of the year through a monthly pass.</p>
<p><img style="margin: 0px 15px 0px 0px; display: inline" src="http://www.dnoticias.pt/diario/fotos/220909/dn0401020201.jpg" alt="" align="left" /> The headline I thought I would never see : <strong>&#8216;Marina At Lugar de Baixo Reopens &#8211; It will open, but not for boats to moor there&#8217;.</strong> No firm date has been set, but it is virtually certain that the marina infrastructure will reopen to the public sometime this year, with boats allowed back in shortly after the Winter. Clean up work is still ongoing, including partial clearing of a cliff face. The badly damaged car park has been demolished, and will not be rebuilt, but other parking is available. <em><span style="color: #400000;">I can hardly wait for Uncle Bertie&#8217;s reinauguration (right!), and to go and enjoy the swimming pool and tennis court, or even just taking a coffee there. I have never tried hard-hat swimming before, but I presume I will need a strap-on-version, as well chastity-belt type swimming trunks. As for the coffee, will the café staff be trained to ask &#8220;will it be one lump or two?&#8221;</span></em></p>
<p>The sport / football headline : <strong>&#8216;Cup Takes Marítimo To The Azores&#8217;</strong>. Our team travels to Santa Clara to play on the 18th October, in the 3rd round of the Portugal Cup. Nacional will go to the north of Portugal to take on Varzim. Both opponents play in the Liga Honra (the 2nd highest level), and so should not in theory present too much of a challenge. <em><span style="color: #400000;">There are still other teams from Madeira left in the cup, but as there are no big name opponents involved, I will leave it there. </span></em></p>
<p>Work on the new cemetery in Caniçal has been halted for three weeks. A digger started work, but after a couple of days was taken away. The main problem is with expropriations, or compulsory land purchases. The €1m project wasn&#8217;t in the council work programme for the current mandate, but the decision was made to proceed urgently because the existing cemetery is absolutely full. <em><span style="color: #004000;">Aside from the purchase of land, how can a cemetery cost anything like €1 million to build? Aside from some ground levelling and boundary walls, what else is there. Will it be fully equipped with ready-to-wear tombs and blank gravestones, or am I just out of touch with today&#8217;s cemetery construction prices?</span></em></p>

Today&#8217;s main news headline : <strong>&#8216;Ambitious Nacional &#8211; The alvinegro sporting city will have a central photovoltaic system, road connection direct to the Caminho dos Pretos, a rugby pitch and athletics track&#8217;.</strong> Alvinegro is the club nickname for CD Nacional da Madeira. Alves says he is optimistic about tomorrows game. The club is approaching an average of 3 thousand supporters for its games, and has a growing membership list. He believes that the comfort and speed of a car journey should be challenged by better public transport, and that there should be bus lanes on the main routes to improve public transport travel times. Around 47 thousand vehicles are believed to enter Funchal daily. </p>
<p><strong>&#8216;Armed Masked Robbers Raid Cash Desk&#8217;</strong>. They struck twice yesterday, firstly at the Hotel Funchal Design (Rua da Alegria), where they surprised the receptionist at 4.30 am. The two robbers had a knife, and forced the receptionist to hand over €57 from the cash till. Then sometime after 11 am, masked men appeared at Elos cash and carry in Viveiros, and forced checkout staff to hand over &quot;a significant sum&quot;. They then fled on foot, chased by shop staff, but managed to lose their pursuers in the street labyrinths of Viveiros. </p>
<p><strong>&#8216;Elderly With Keys Around The neck &#8211; The robberies in the top of Ribeira Brava give rise to appeal : &quot;The police must have compassion for the people&quot;.</strong> The call comes from &#8216;up top&#8217;, from the people in São João. &quot;We asked the police to have compassion for the people&quot;. Celina Gonçalves, 75, lives alone in Lombo da Levada, and this Summer has been robbed three times. She is not the only one. The &#8216;nightmare&#8217; started late in July when her house was freshly painted and wide open, and two individuals tried separately to steal the €400 she had set aside to pay the decorator, the second attempt was successful. She had been duped, so she she didn&#8217;t report the matter to the police or tell her family. <p><strong>&#8216;Eleven In The Final Of &#8216;Funchal A Cantar &#8211; Vânia Fernandes will be the patron on Saturday in the final, that will include fireworks&#8217;</strong>. The final of the singing competition will be held in the Praça do Município (town hall square) at 8 pm, and promises to be an unforgettable event, with a total of 65 artists involved. The 11 individual finalists were whittled down from the 30 in the preliminary round, held on Monday night. </p>
<p><strong>&#8216;Four New Cases Of H1N1 On Madeira &#8211; 21 suspected cases were investigated by the laboratory in the last week&#8217;</strong>. The Institute for Health Administration IASAÚDE confirmed 4 new case of Gripe A swine flu, taking the total to 39 since 12th July. One case came from Canada, the other three were secondary infections. On a related theme, vaccines for seasonal flu were starting to be delivered to pharmacies yesterday afternoon. Medical prescriptions for these vaccines are valid until 31st December. </p>
<p><strong>&#8216;Man Aged 29 Caught Selling Drugs In Night Spot (club or bar?) &#8211; 120 doses of cocaine and 600 Euros seized&#8217;</strong>. He was caught in the act by police with the drugs, and money presumed to be the takings from the drugs sold. In Funchal a police operation resulted in the seizure of hashish sufficient for 2,400 fixes. </p>
<p><strong>&#8216;Linha Saúde 24 Strengthened &#8211; 400 nurses with the capacity to answer 15 thousand calls a day&#8217;</strong>. Currently the health service hotline is taking 4,500 calls a day, 1,000 of those being specific to Gripe A concerns, but if necessary can deal with up to 15,000 enquiries daily. The centre is run by a private company, and should they fail to deal with 15% or more of the enquiries, they will be penalised, as they have already been 3 times for failing to meet half-yearly performance targets, since it was set up in 2007. The short term objective is to recruit 200 more nurses, to raise the call answering capacity to 20,000 per day, and then longer term, to cope with new cases of Gripe A swine flu, 800 to 900 nurses will be required.</p>

D. Teodoro is one of the compulsory purchase targets, and has already received €13,000 for a plot of 135 square meters&#8217;</strong>. He is also selling 3 more plots of 31, 591, and 308 m2, in one of the largest public investment projects to date focused on the people of the high zones of Funchal. Crossing the parishes of Santo António and São Roque, the &#8216;Cota 500&#8242; involves seven tunnels and 9 bridges. Phase one, already underway goes between Vasco Gil and Ribeira Grande, is costing €40 million. Phase two, a total of 4,200 metres, takes the road to Fundoa, and will cost around €60 million, and is in the government work programme that finishes in 2011. The compulsory purchase of land alone will cost €4 million, with 125 plots needed for the complete route. Phase two of the project is causing more concern, because it is not physically on the ground, and the road layout is causing some confusion for landowners because of their plot boundaries. Other people will be affected in different ways, some even uprooted as their properties are demolished. The process of expropriation is not always peaceful. Nothing will ever be like it used to be. The authorities say the project was put to public consultation and officially approved, without any complaints, observations, suggestions, or requests for clarification from the public. Nobody bothers to challenge these projects, because history shows that power is everything and that public interest always takes second place. Problems and complaints from residents are coming now though, mainly about the lack of information, and the use of explosives for the tunnel construction. </p>
<p>I mentioned a few weeks ago about a big party organised by a famous international magazine called &#8216;Faces&#8217;, that is due to take place next weekend, with lots of celebrities expected to come to Madeira. &#8216;More Beauties &#8211; Liliana Campos Is Another Of The Famous That Comes To The &#8216;Faces&#8217; Party&#8217;. All in all around 50 VIP passes are being issued to national celebrities for the event, where the main focus is a party in The Vine Hotel. <em><font color="#400000">As usual, I have no idea who she is, as my celebrity knowledge is very thin on the ground in these modern times. </font></em></p>
<p>Today&#8217;s sport headline : <strong>&#8216;Unprecedented Feat &#8211; The tennis player Martim Trueva, still a junior, conquered the national championship completely in the pairs&#8217;</strong>. He could go still further today in the singles. he is the first Madeiran ever to win an absolute(?) victory in a national championship. <em><font color="#004000">I would like to offer my congratulations to Martim, not for the comparatively mundane achievement of winning a national doubles title, but for the much harder achievement of keeping football off the front page of the Diário on a Saturday during the football season. Actually, I wouldn&#8217;t be surprised if it was an editorial oversight. </font></em></p>
<p><strong>&#8216;SATA Plane Departs For Porto Santo Four Hours Late &#8211; One of the crew was showing Gripe A swine flu symptoms and had to be substituted&#8217;</strong>. The 8 am SATA ATP flight from Madeira to Porto Santo didn&#8217;t leave until midday. <em><font color="#000080">Four hours to find a crew member (or three hours according to another article) &#8230; I doubt if the delayed passengers would have found that very acceptable for an airline with a base on Madeira, and it wasn&#8217;t even the pilot with the with symptoms. </font></em></p>
<p>The crowds gathered in Machico yesterday in sítio do Paraíso, where president Jardim inaugurated a new road, which leads to the mouth of the tunnel that goes to Caniçal. The new road is 1,300 metres long, and cost €1.85 million to build. <em><font color="#400040">I am not sure whether these inauguration articles belong in the political section, or in Madeira news, these days. I think it all depends on whether Uncle Bertie is wearing his PSD lapel badge. </font></em></p>
<p><strong>&#8216;Minor assaults elderly man to steal €10 &#8211; After the theft, the thief assaulted the victim, hitting him with a shoe on his head&#8217;</strong>. The 15 year old minor was identified by police after assaulting a 63 year old man in Nazaré, in Funchal. After knocking the man to the ground, the thief took the money from the man&#8217;s pocket, and then took his victims shoe so he could whack him around the head before fleeing the scene. It all took place in front of witnesses. The police managed to identify the boy, and quickly arrested him, only to find that he had already spent the €10, and so they took him back to his grandmothers house. The matter will be reported to the Court for families and minors. <em><font color="#400000">It all sounds a little surreal, and with crime this sophisticated, I think the police have little problem in catching the criminals. No doubt granny will give him a good spanking, send him to bed without any supper, and withhold his pocket money to repay the €10.&#160; </font></em></p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/digital/fotos/110909/dn0101320401.jpg" /> &#8216;Colombo Disembarks On Porto Santo&#8217;.</strong> As is traditional in the Colombo festival, Christopher Columbus sails to shore along with Mrs. Columbus (or soon to be) to recreate the arrival and passing of our famous hero <em>(which hopefully is not a tale as fictional or improvable as the claim that Columbus is Portuguese).</em> The event finishes today. In a later article, the secretary for tourism for Madeira said that the 10th festival had been such a success that she wants to promote it nationally and in Spain next year. &quot;It caused a true filling of the streets of Vila Baleira&quot; she said. €108,000 was the cost of the event, and a 53% hotel occupancy rate was achieved. </p>
<p><strong>&#8216;Two Suspects Detained For Drug Trafficking &#8211; 2,100 doses of cannabis seized&#8217;</strong>. Funchal police arrested a man and woman with the drugs, destined to be sold on the streets of Madeira. In another article, police from Câmara de Lobos seized 590 doses of heroin and arrested two individuals on Thursday. </p>
<p>The hit and run driver who seriously injured a man in Lugar de Baixo, before fleeing the scene in a silver grey VW last Sunday, has now been identified. The driver committed the crime of &quot;Omissão de auxílio&quot; (Failure to help), as set out in article 200 of the Penal Code, and now faces up to 2 years in prison, or a hefty fine and / or loss of his driving licence. The victim is still in hospital awaiting surgery.&#160; </p>

<p>From yesterday&#8217;s Jornal da Madeira : &#8216;Digital Terrestrial Television now covers&#160; 65% of the Autonomous Region &#8211; Funchal, Porto Santo and the areas west and east already have the signal&#8217;. Free DTT, the technology that allows one to receive television of better image and sound quality, is now available to 65 percent of the population of Madeira, according to a government spokesman. DTT will replace the current analogue terrestrial broadcasting, which provides the four general national channels (RTP, RTP 2, SIC and TVI), and also RTP-Açores and RTP-Madeira. <em><font color="#004000">Anyone delved into this yet? I am thinking of packing in with Zon, so I am interested to know if anyone has the &#8216;free&#8217; option and what they think of it.</font></em></p>

Today&#8217;s main news headline : <strong>&#8216;Government Suspends PDM &#8211; For this time, the suspension of the Municipal Master Plan is done for S. Roque: Twisting rules to permit the construction of a civic centre&#8217;.</strong> The Câmara of Funchal and the Madeira government are roughly in agreement with the action, that will allow a significant deviation in policy that ensures urban planning projects conform with investment requirements. The civic centre in São Roque, the conversion of an existing building, violates the rules of the PDM, but will go ahead under the label of &quot;public interest&quot;, justified by the fact that the one new centre will unite the users of other local centres. </p>
<p>The day&#8217;s main photo shows a police vehicle parked outside a police station, and continues the kidnapping and murder story : <strong>&#8216;Family Of Guilherme Alves Had The Money For The Ransom Demand &#8211; Rui Jorge Ferreira, son-in-law of the murdered Porto Santo businessman, deplores that the kidnappers had not given time so that he could have transferred to ransom sum. Talking to the Madeiran society in a long open letter in today&#8217;s Diário, Rui Jorge who was also threatened with death, tells everything and says that he warned the police to detain the suspect at large. Still alert to businessmen and individuals &quot;This real bandit can appear when you least expect him&quot;.</strong> The family of the murdered man have not requested special protection, but they are in fear of retaliation, but protective measures will have to be approved through a court, following examination of the circumstances. Also in fear are those with their names on a fake &#8216;headstone&#8217;, for their part in the failed business of Martins (as mentioned yesterday). The fact that there are two of the gang in prison helps, but with the ringleader still on the run, people are still worried for their safety, despite the fact that Martins is known to have fled the country using a false passport, but he may have other false documentation he could use to return. </p>
<p>In a related headline : <strong>&#8216;For their part, one family member of the suspect José Martins complains that no one offered psychological help to the family and he understands that, if his relative murdered someone, he would kill himself afterwards&#8217;</strong>. The relative mentions that Martins has farmland in Brazil, with around 300 head of cattle, but refused to give more details and the address when asked. They also say that he &quot;is of good heart&quot;, and that he is &quot;capable of turning himself in to justice, if he realises he is thought to be involved in the case&quot;, as he is &quot;not capable of spending all of his life with the burden of guilt&quot;. <em><font color="#400000">It&#8217;s always best to hear both sides of the story to get a balanced opinion, but a man who flees the country on a false passport straight after a kidnapping and murder only deserves so much positive blog coverage. Who knows, I might soon be on his &#8216;gravestone&#8217; black list, and I wouldn&#8217;t be to hard to track down.</font></em> </p>
<p><strong>&quot;We&#8217;re Going To Lose History&quot; &#8211; Traders and cultural agents ask for certification for traditional drinks of Curral de Freiras&#8217;</strong>. A solution that supports the production of traditional beverages such as ginja (cherry liquor) and castanha liquor (chestnut), is wanted by traders, and organisations that are interesting in preserving and disseminating traditional activities in Curral das Freiras (Valley of the Nuns). Currently local products such as chestnut cake, chestnut soup and grilled chestnuts are sold in establishments, but the ginja and liquors sold are not from Curral das Freiras, even though they may purport to be. The process for certification of ginja has already started, but no mention of plans for the chestnut liquor, and if it doesn&#8217;t occur then production and tradition may be lost. <em><font color="#004000">Does this mean to say that if one buys a bottle of ginja in Curral das Freiras now, then currently it would be considered to be &#8216;moonshine&#8217;? </font></em></p>
<p>The football stadium of Marítimo at Barreiros has now got permission to start work on the stadium redevelopment, from Funchal Council, although it does appear that work had already started. </p>
<p><strong>&#8216;PJ Investigate A Probable Murder In Calheta &#8211; A man looks to have killed his own wife, and then committed suicide&#8217;</strong>. It happened last night, with a disagreement being the cause suggested. The man appears to have taken his own life with a firearm. </p>
<p><strong>&#8216;Funchal Is The 5th Best District To Live In Portugal &#8211; &#8216;Land Of The Future&#8217; was the slogan chosen by those responsible for the study&#8217;</strong>. From among 20 districts in all of Portugal, through enquires made to public using 10 objective criteria, Funchal finished in a top position, and was given the title &#8216;Land Of The Future&#8217;. The project did criticise Funchal for lack of investment in the area of culture, but the president of Funchal Câmara said that steps were planned for a venue to host shows, and for a public art gallery. </p>
<p><strong>&#8216;Two More Cases Of Gripe A On Madeira &#8211; The number of confirmed cases rises to five&#8217;.</strong> Two 9 year old children have now been confirmed to have H1N1 swine flu. They arrived from the UK on Saturday. <em><font color="#000080">Why don&#8217;t they cross-off the ones that are released? It would be nice to get back to zero again when the current 4 are released, but instead they just keep adding on. </font></em></p>
<p>In a related headline story : <strong>&#8216;Gripe A: The Race To The Pharmacies Continues &#8211; Paranoia helps to sell out supplies of disinfectants and masks&#8217;</strong>. On Tuesday one chemist sold 130 bottles of disinfectant, and the story repeats itself throughout Funchal, if there are any stocks left at all. One customer brought 10 bottles. Those most worried are those that work in public service and have contact with the public. The masks are also in high demand, mostly from those going on holiday, to wear on the plane. What they don&#8217;t realise is that the masks on sale are not suitable for Gripe A, and all they do is protect others from the wearer of the mask, and not the other way around. It&#8217;s an updated and recycled story from a couple of weeks ago. National forecasts on the expected impact of the swine flu is that 2.5 million people will be affected, and between 2,500 and 8,700 people will die. For just Madeira, 62,500 infected, and between 625 and 2,170 will die.&#160; <em><font color="#400040">If that news doesn&#8217;t send people scarpering off to the chemist, I don&#8217;t know what will! </font></em></p>
<p>A report released yesterday on the state of forestry on Madeira reveals that 43% of the island is forest. Of the total area of Madeira (80,102 hectares) over 34,000 are forested zones, mostly Laurissilva. The report, which is the first forestry &#8216;inventory&#8217; ever carried out, shows that just 5% of such areas exist in urban zones, and the rest is roughly equally split between natural forest and cultivated forest. The report will be updated every 5 years, and will be a key tool in planning matters. <em><font color="#400000">Like what forest will we use to build the next cable car perhaps? </font></em></p>
<p>Traders in Estreito de Câmara de Lobos are suffering a crime spree. A florist shop in the centre is the latest victim of 5 robberies within a week. Around €100 was taken during the night. It seems a lot of robberies take place because cash is left on the premises overnight. <em><font color="#004000">If the insurance companies insisted on &#8216;no cash&#8217; left on the premises, a lot of this would gradually fizzle out. Otherwise who would burgle a florists?</font></em> </p>

Today&#8217;s main news headline : <strong>&#8216;Business Millionaire &#8211; €45,360,000 is how much a businessman is going to collect in rent from the council of Santa Cruz, over 30 years, for a &#8216;citizens shop&#8217; situated in Quinta da Escuna&#8217;</strong>. This refers to the construction of new &#8216;Loja do Cidadão&#8217;, like the one in Funchal, where one can go to find all the government departments under one roof, as well as utility companies etc., also referred to in the article as a &#8216;building of shared services&#8217;. The Diário refers to it as the &#8216;deal of the century&#8217; for the businessman. The photo shows the site involved, and it seems the owner was the only businessman to come forward with a proposal when the council launched a public offer (tender) earlier this year. The council has already passed the motion approving the deal, using it&#8217;s social democrat majority. The site owner will spend €5 million on the construction of a new building, on top of the €1.25 million for the purchase of the premises, meaning that he will recoup around 7 times his outlay over 30 years. The monthly rental cost works out at €126,000, payable by the council. If it manages to persuade all the companies and organisations it wants to share the building with, this cost will reduce to around €26,000 a month. The proposed building will have 7,559 square metres above ground, and 2,160 m2 below ground, including 350-400 parking spaces. <em><font color="#400000">This sounds like Santa Cruz playing the keep up with the Jones&#8217;s game (Funchal) again, and only an idiot would see this as a sound economic investment. They should take a leaf out of the book of their neighbours Machico in terms of sensible investment and generating jobs. The rental contract does have a buy out clause, but that does not kick in until after the good people of Santa Cruz have already forked out €26 million in rental costs.&#160; </font></em></p>
<p><strong>&#8216;Law Favours Illegal Arms &#8211; The new rules are demanding. The gun sellers complain of losses in the black market&#8217;</strong>. The Diário talks to the coordinator responsible for the new gun laws that came into force on 5th June, explaining that they centre on the production, trade, and proliferation of small arms. All gun permits and renewals are controlled by the police, but there is some concern that criminals will turn to the &#8216;black market&#8217; for weapons, a situation that might also occur with citizens wanting a gun for their own protection if the new gun laws squeeze their options too much. In particular because the police not only take months to process permit applications, but they also usually reject them. The law also requires certain things that can involve a lot of expenditure and hassle (paperwork, expenses, insurance, gun safes or even strong rooms). <em><font color="#004000">Being a small island, gun control should be easy, once existing illegal arms are dealt with. I don&#8217;t know what security is like on the Portimão ferry, but if it is anything like at airports, then surely gun import controls and records can be pretty stringent. </font></em></p>

The picture shows a farmer in São Roque, where top soil was washed away with some ending up in his house. The very heavy rain early on Sunday morning flooded houses, caused mud slides, rock falls, and road blocks. Worst hit were Câmara de Lobos, Funchal, and Santa Cruz. The most famous miradouro (view point) of Madeira at Cabo Girão was also closed to tourists after a mud-slide. </p>
<p><strong>&#8216;Mini Market In Câmara de Lobos Robbed Five Times In A Week&#8217;</strong>. The latest robbery at knifepoint in Ponte dos Frades, at the shop of the company Januário &amp; Filhos, was motivated by drugs according to the manager. They steal money and items to sell to pay for drugs, and even steal &#8216;to order&#8217;. After money, spirits are the most sought after he said, so much so that they have now put them out of sight. Even the 84 year old founder of the business has been threatened with a knife. The manager also says that he filled some spirit bottles with water and put them on display to try and fool the thieves. Two bottles were stolen, and wait for it &#8230; the thief came back and complained to the shop assistant that he had been cheated! </p>

<p><strong>&#8216;Left Boycott Commemorations Of The Day Of The Region&#8217;</strong>. The event to mark &#8216;Madeira Day&#8217; on Wednesday, is to be held in Estreito de Câmara de Lobos and involve the members of the legislative assembly of Madeira. But the socialists (PS-M) and three other parties (BE, PND, &amp; PCP) are going to boycott the event because they are denied the opportunity to speak at the event. The leader of the PS-M says the event is &quot;is more a crowning of the PSD.&quot; &quot;This is a dictatorial imposition of the chiefs of the social democrats, and we don&#8217;t go along with it&quot; he adds. </p>
<p>(28th June). <font color="#000040">The timetables for the two election campaigns have been determined now that both election dates have been fixed. For the national elections (27th September), the campaign will run from the 12th to the 25th September. For the local elections (11th October) the campaign will run from 28th September to the 9th October). Portuguese law limits the window allowed for party campaigning, though no doubt the posters will be out and about outside of the dates permitted. </font></p>
<p>The President of the Republic of Portugal justified the decision not to hold the national and local elections on the same day, as requested by the PSD social democrats. He said he could not &quot;fail to consider the arguments presented by the other parties&quot;, since only the PSD wanted the merged elections. Anyway, there is a sad ending to this story, as all the politicians will now have their holidays cut short. </p>
<p><strong>&#8216;Tourism And The Environment Are Priorities. Rui Moisés promises competent people in the Câmara of Santana&#8217;</strong>. An interview with the PSD candidate aged 38, with 14 years political experience. Just the usual social democrat nonsense I expect, so I didn&#8217;t even bother to read it. </p>

<p><font color="#000040">The thousands of new small laptop computers (Magalhães) that are in the process of being issued to school kids will also provide for &#8216;distance learning&#8217;. The software used allows a network connection, and will allow a child at home sick to connect with another colleague in class during a lesson, in order to keep up with their education. Also, if a teacher is absent, it is possible for the class to see a lesson being given elsewhere, with just a teachers assistant in attendance.</font> <em><font color="#004000">Excellent in theory of course &#8230;</font></em> </p>

The lagartixas (lizards) weighing between 3 and 13 grams attack the eggs and the young of the Cagarras (known in English as Cory&#8217;s Shearwater). It was not known until now that the lizard was a predator of this strange bird that makes a most peculiar noise at it flies around Madeira at night. The lizards are capable of decimating the bird population, says the article, which has been accepted for&#160; publication in the American magazine &#8216;Waterbirds&#8217;, and was based on observations made on the Madeiran island of Selvagem Grande, which lies north of the Canary Islands. The naturalist who wrote the article said they were trying to work out why there were young birds lying around dead, and then observed lizards surrounding a new-born weighing around 70 grams before attacking, whilst the adults birds seemed ineffective in protecting their young, much to the surprise of the researcher. The lizards are probably attracted by the very strong odour present after the eggs have hatched. <em><font color="#400000">At last! I have discovered what these birds are after years of ignorance. Anyone I have asked comes up with a different answer, and I even saw one close up one night and it looked like a duck (my neighbours then christened them Der&#8217;s Ducks). <p><strong>&#8216;Hoodies Rob Hotel In Funchal. Three men wearing headwear entered the hotel, attacked an employee, and stole money&#8217;</strong>. The robbery happened at about 3am Saturday morning at the Hotel Quinta Penha de França, located on Rua Imperatriz Dona Amélia in Funchal. The police arrived too late to catch the robbers, who made off with &quot;a large amount of money&quot;, taken from guests paying with cash.</p>

			<content:encoded><![CDATA[<p>(27th June). <strong>&#8216;Drug Addiction Prevention Service (SPT) banks On Municipal Plans &#8211; Calheta and Porto Santo are the locations selected for pilot projects&#8217;</strong>. The way of thinking and working is set to change, with the director of the SPT looking to cooperate on a regional basis to create plans to control drug addiction. &#8220;We train the councils and local communities and they themselves respond by cascading the information amongst their staff&#8221;. While addiction prevention is a key objective, the effort will not be relaxed in treating and rehabilitating existing addicts.</p>
<p><em><span style="color: #400000;">A lot of good initiatives and announcements coming through from our leaders at the moment: measures to tackle child poverty and behavioural issues, more facilities to feed the poor, new initiatives for drug problems, tourism showing an upturn. All great news. By the way, anyone heard when the elections are?  </span></em></p>
<p>Airport access and exit roads will be closed / diverted whilst works are done to improve pavements(?). The dates given are 2 to 7th July for airport passengers, and 11th to 15th July for cargo / freight routes. I guess that means leave a bit earlier if you are planning to fly off somewhere.</p>
<p><span style="color: #000040;">Lucky university students that travel between Madeira, the Azores, and the continent during September will be allowed to carry an extra 10kg of luggage on TAP flights, free of charge.</span></p>
<p>I guess by now most people know that tonight is the final night of the Atlantic Festival fireworks competition. Macedo from Portugal provide the final display, accompanied by the Classical Orchestra of Madeira, in what is called &#8216;Concert of Stars&#8217;. That will see the last of €500,000 of public money literally go up in smoke.</p>
<p><strong>&#8216;Police Recover €45,000 from Robbery&#8217;</strong>. Thanks to a tip off, an investigation led to police recovering nearly all the money stolen from a residence in Câmara de Lobos. €50,000 was stolen. 2 arrests have been made. <em><span style="color: #004000;">I am wondering, and perhaps the police are also wondering, why a resident in Câmara de Lobos had such a large amount of cash at home.</span></em></p>
<p><strong>This was in the Welsh press today</strong> : Cardiff City and Blackburn Rovers had agreed to compete in a tournament in Madeira along with Portuguese League teams Nacional and Marítimo. But organisers made a shock decision this week not to go ahead with the four-team event and the Cardiff manager is now hurriedly arranging a trip to Portugal, which will include two pre-season matches against Vitoria Setubal and one of Benfica or Belenenses. City officials had spent months arranging their trip to Madeira and a spokesman said: “The decision not to go ahead with the tournament was out of the blue for both Blackburn Rovers and ourselves. We have talked through a number of options and the decision is that the team will be going to Portugal.” Cardiff had in-depth talks with Blackburn Rovers about going ahead with the trip to Madeira anyway with the two clubs covering costs for the tournament. <em><span style="color: #400000;">I haven&#8217;t seen this in the Madeira press yet, but I found confirmation elsewhere. On another website it mentions the blow for many fans of both clubs who have booked at high season prices to come to Madeira for the tournament. </span></em></p>
<p>(27th June). <strong>&#8216;Government Sets Local Elections For 11th October &#8211; The decision has already been given to the President of the Republic&#8217;</strong>. The date was that preferred by all the political parties, that according to law, were consulted on the preferred date. <em><span style="color: #400040;">So what happened to the last preferred option reported a week or so ago, that they will probably be held on the same date as the national ones? That means we have to put up with all the political garbage for another two or three weeks!</span></em></p>

The half-hour procedure took place in Lisbon yesterday afternoon, and the first results of the intervention are awaited. He was diagnosed with leukaemia 6 weeks after birth here on Madeira, and after months of searching, a bone marrow donor was eventually found in Germany. </p>
<p><strong>&#8216;Security Worries Estreito de Câmara de Lobos &#8211; The population demand the reopening of the police post there&#8217;</strong>. It is not difficult to hear stories of assaults in Estreito. In each corner there is always someone that has a relative, friend, or neighbour that has been assaulted. With the drug dependency associated with criminality, the feeling of insecurity is a principal problem of the area. The closing of the police post left the population feeling even more vulnerable, and people don&#8217;t understand why this measure was taken. The other &#8216;weak point&#8217; is the health centre. The residents complain that it has insufficient capacity to deal with the number of users. <font color="#800000"><em>I think Estreito de Câmara de Lobos must be the featured town of the week, but it doesn&#8217;t actually say so. The biggest food distribution network in the world bets for now on Santa Cruz, Porto Moniz, and Prazeres, but with more shops being planned. The shops are operated on a franchise basis, and so any interested party can open one, as long as they have on average €150,000 to invest. The spokesman for SPAR on Madeira explains that the brand has different characteristics, in that the service is very good, and that special focus is given to fresh fruit, vegetables, fish and meat. Porto Moniz will not have a full fish and meat range because of it&#8217;s limited size, but the other two will have everything, including access to a range of 10,000 types of goods, including many &#8216;own brand&#8217; products. <p>(30th May). <strong>&#8217;31 Years In Prison For Two Killers &#8211; Court orders payment of €80,000 in compensation&#160; to the child of the victim&#8217;</strong>. The court of Santa Cruz on Friday sentenced two knife killers, who murdered a 28 year old man in Machico nearly a year ago, to serve sixteen and a half and fourteen and a half years in prison. They were charged with crimes of qualified homicide and possession of a prohibited weapon. The two men attacked the victim from behind in a bar at around 11pm, and according to one witness &quot;killed him like he was an animal&quot;, stabbing him six times. The murder was planned at 5 hours before. The main judge had powers to impose a sentence of between 12 and 25 years imprisonment. The court was on high security alert during the trial.</p>

The victims are starting to lose hope in justice’.<span style="mso-spacerun: yes;">  </span>The saga of the hoodies (I use this word, because I can’t find a proper equivalent, but in effect these criminals wear something that hides their faces) started 20 months ago, and only 3 of the 13 robberies have been solved so far. The former police chief announced around a year ago that the public were to be used to evaluate the performance of the police of Madeira, and so the Diário went off to interview some of the victims of the hoodies about the police performance in solving these crimes. They go for shops, jewelry sellers, money from petrol stations, and individuals, with the threat of guns or knives, and they are in and out very quickly. Needless to say that the victims of the unresolved cases were not too impressed.</span></span></p>

The analysis unit, part of Funchal Central Hospital, has taken to performing all analysis work ‘in house’, rather than outsourcing, saving €2 million a year. It is performing between 650 and 700 tests per day, but has the capacity for double that. <em style="mso-bidi-font-style: normal;"><span style="color: #c00000;">That’s an incredible number, and over a year would equate to one analysis for every single person living on Madeira.</span></em></span></span></p>

A new product, which arrived in</span><span style="font-size: 9pt; mso-ansi-language: EN-US; mso-bidi-font-family: 'Courier New';" lang="EN-US"> the pharmacies of Madeira about a month ago, has already sold around five hundred packages. ‘Alli’ has received significant publicity, and claims to combat obesity, costing around €60 for a pack of 84 tablets. It is available ‘over the counter’, and some pharmacies have been left out of stock due to the high demand. A spokesman for pharmacies says &#8220;it helps to lose some weight, but if it is not associated with a diet, it will not solve the problem alone&#8221;. A spokesman at Funchal central Hospital says people are spending money unnecessarily, and the remedy “will not perform miracles”. He believes that after taking two or three boxes and not getting any results &#8220;people will say that the drug does not work&#8221;.</span><span style="font-size: 9pt; mso-ansi-language: EN-US;" lang="EN-US"></span></span></p>

The environmental agency Quercus, who launched a cork recycling initiative in February, has already amassed over 700 kilos of bottle corks. They will be sent to a recycling plant in Portugal, who amongst other things produce building insulation materials, which are more environmentally friendly than synthetic ones. Madeira’s schools have taken an active part in the collection process, as well as the population in general, and hotels and restaurants. 			<content:encoded><![CDATA[<p>The neighbourhood of Nazaré (Funchal) was the subject of a major police operation from Friday evening through to the early hours of Saturday morning, in a fight against crime. &#8216;District of Nazaré passed through &#8216;a fine tooth comb&#8217; &#8211; Three arrested and three guns seized in the mega-operation of the PSP&#8217;. It all started around 7pm on Friday, when police sealed off the area with barriers and police apparatus. There were around 100 agents involved from the units of Criminal Investigation, Traffic, The Rapid Intervention Squad, the centre for Arms and explosives, and the centre for Private Security. The police made 3 arrests and seized two handguns, a shotgun, and an extendable baton. 416 vehicles were checked, and 5 shops were also targeted. 3 vehicles were seized, and 53 traffic offences identified. </p>
<p>A slightly more interesting and detailed account than mine appeared on a news website from Pakistan: &#8216;Ronaldo’s sister robbed in Portugal&#8217; (May 9th, 2009 &#8211; 3:06 am By Sindh Today) &#8211; Manchester United and Portuguese striker Cristiano Ronaldo’s sister, Elma, was robbed by soccer yobs in revenge for the Portuguese ace scoring against their side. Three Porto fans looted her clothes shop. Elma, 34, could only watch as they took gear worth thousands, snarling: “Your brother’s a cuckoo. He scored against us.” Elma, whose store in Madeira was bought for her by Ronaldo, 24, said: “I couldn’t do anything in case they hit me.” <em><span style="color: #407f00;">Cuckoo eh! Could have been worse.</span></em></p>
<p>Accompanied by a large photo of Calheta Beach &#8211; &#8216;Discharges In The Sea Threaten Summer &#8211; Madeira achieved 15 out of 20 Blue Flags, but important beaches like Calheta and Ponta do Sol lose the badge of quality for the soon forthcoming beach season. What one fears most are the discharges into the open sea&#8217;. The results were published on Friday, and the Regional Director for the Environment considers the number as a victory for the region. He adds that only the illegal discharges, from ships offshore, may prove to spoil the quality of the water during this summer. This happens  through oil spills, and the cleaning of tanks and bilges on boats, and is now the main concern for the Summer beach season. He expresses disappointment about Calheta beach, but reminds us that the Blue Flag is an award for excellence. Unfortunately Calheta had two consecutive negative tests, failing the first as a result of illegal discharges, and the second after heavy rains put much debris into the sea. Ponta do Sol is much more of a mystery, with tests not determining the cause of the water quality shortfall, but it is now out of the Blue Flag arena for two years. When you think that along the sunny south west coast, going west from Funchal, there are only two Blue Flag beaches along that whole stretch, making it a bit of a poor show as far as tourism goes.</span></em></p>
<p>With less than a month to the European elections on June 7, there has been a timid start to the election campaign. The posters of PCP and the BE, on Friday joined those of the PSD and PS on the streets. In general, all the political parties are beginning to address European issues, but without a great show of propaganda on the streets so far. But that will change after this week-end. Traditionally, the elections for the European Parliament have less involvement from the local party presence. Also it is expected that abstentions will be higher this year, as is usual, because there are two more elections to run after the Summer at national and local levels, and it is traditionally these that focus the attention.</p>
