PORTUGAL SCORES A GOAL FOR CROSS-BORDER FOOTBALLERS! A Dutch citizen had been living in the Portuguese Algarve since he was 5 years old. He played amateur football at junior level for several years, but when he turned senior, the Algarve Football Association presented him with a Portuguese Football Federation ruling that stated that only one non-national player is allowed on each amateur team.

EU rules on the free movement of persons. As a result, he was unable to register for his preferred team, because they already had one non-national registered. Several other clubs turned him down for the same reason. In the end he had to stop playing competitive level football for some 3 years until he heard about SOLVIT. The Portuguese SOLVIT centre contacted both the Algarve Football Association and the Portuguese Football Federation, alerting them to this discrimination against non-Portuguese EU citizens and pointing out that they must abide by EU rules on the free movement of persons. Subsequently, SOLVIT Portugal received a copy of an official communication, dated 4 July 2005, from the Portuguese Football Federation to all Portuguese amateur associations and clubs stating that there should be no restriction regarding the number of amateur EU national football players. Official – Crime down. 27/3/2010 Eyebrows were raised this week when the Government announced that the number of crimes perpetrated in Portugal during the course of 2009 had fallen by 1.2 percent. Violent crimes were also down, dropping 0.6 percent on the total for the year before. But while the Government was patting itself on the back for overseeing this reduction, police forces stressed that these statistics should be treated with caution and that the battle against crime was far from being won. Swiss in Porto Moniz to sample honey. Usually the honey with a lighter colour is weaker and softer. A group of Swiss beekeepers were present last Thursday night at the Centro de Ciência Viva do Porto Moniz (CCVPM), where they were able to appreciate the qualities of Madeiran honey. Carlos Pestana, beekeeper and promoter of the event, said that the cultural exchange will allow the release of the product abroad through several photos in a specialty magazine. In this kind of charm offensive, the organization offers a taste of honey in the region. Carlos Pestana said that on the table were 20 products from a number of locations all different in their colouring. A beekeeper in his spare time, he said that "all the honey produced in a sensible way is good honey." He added that the other main condition that determines the quality of the product is caution. "It is prudent not to use antibiotics to fight disease. If they are used, comply with the safety limits and the specific quantities,” he said.

Carlos Pestana explained that "often the brightest honeys are weaker and softer. These are more for children and the elderly, precisely because they are kinder on the stomach," adding that contrary to what has been disclosed, honey should not be eaten on an empty stomach. From a foreign perspective René Zumsteg stated that "good honey is produced in this beautiful island" and in his view this is due to the amount of water and flowers that abound in the region. The event was also attended by Valter Correia, mayor and director of the Câmara, and Liliana Sousa, director of CCVPM. This meeting also sampled traditional regional poncha, a product widely appreciated by the visiting delegation. There was time for a visit to the Unidade Primária de Extracção de Mel in Santa, Porto Moniz, and the group also visited an apiary located in Malhadinha, in the parish of Canhas, at the invitation of a local beekeeper.

After Marítimo’s spectacular win 3 – 2 against Sporting on Friday night, the Madeira ‘double’ was on and a good possibility, but Nacional blew it in the 90th minute. They led most of the match away at relegation candidates Vitoria Setúbal and ended up losing 2 – 1.

International Business Centre loses 409 firms. At the end of 2009, the IBC or Fee Zone had 3,221 companies registered. This was 409 fewer companies than at the end of the previous year, a drop of 11.2%, therefore less income for the management firm. The only increase was in companies registering with the International Ship Register (MAR) but this was only 0.8% more (238 to 240). In 2001, the Free Zone had 6,242 firms registered or 48.4% more. In 2009, the IBC contributed 20 – 23% of PIB (GDP), mainly from the International Services, MAR and Industrial Companies sectors with a lesser contribution from Financial Services. Competition comes from Malta and Luxembourg. There have been more companies lost already this year.

88 packets of noodles for a lunch for volunteers. 500 volunteers were given a lunch to thank them for their support in the cleaning and solidarity campaign after the tragedy. This was organized by the Community Development Association of Funchal. The president, Ricardo Silva, first thought of forming a troupe wearing jackets and boots for the Flower Festival Parade but decided it was best to forget that fateful day. The owner of the restaurante do Mercado Abastecedor supplied the pasta, olive oil and chouriço, Empresa de Cervejas supplied drinks and the market stall holders provided fruit for dessert. The lunch cost 2.50 Euros to cover other expenses, not to make a profit.

Endless work upsets those who live in Garajau. The enlargement of the Estrada do Garajau in Caniço is putting people who use this road daily and the resident population on the verge of a nervous breakdown. These works have been ongoing for more than two years and do not seem to be coming to an end. The work was authorized by the Government on the 14th July 2007 at a provisional cost of 1 million and 300,0000 Euros. The delays have been due to difficulties in expropriations, thus there is no completion date, which could be some time yet. They have been working on sections of road instead of in phases due to the intensity of traffic.

ECONOMY

Three Madeiran establishments listed in the Expresso’s ‘Boa Cama Boa Mesa’ Guide.  This guidebook is published by the newspaper Expresso and is the benchmark for the accommodation and catering sectors in Portugal. The 432 page guide includes hundreds of restaurants, places to stay and useful information for unforgettable moments. The sector  ‘Boa Cama’ was won by the ‘Pousada do Porto – Palácio do Freixo’, run by the Pestana Group who received the Platinum Key. 25 Gold Keys included Madeira’s ‘Choupana Hills’ and ‘The Vine’. Included in the 25 ‘best’ in the sector ‘Boa Mesa’ was listed the ‘Il Gallo D’Oro’ restaurant at the Cliff Bay Hotel, led by Chef Benoît Sinthon. This restaurant was awarded a Michelin Guide star in 2008 for its Mediterranean and Iberian inspired aromatic cuisine.

Revenue in Porto Santo no longer enough to pay the staff. The first two months of this year were the worst for a decade for the hotel trade in Porto Santo. Prospects for Easter are bleak. 75% of the beds were not available this year due to some hotels closing for the low season. 20% less passengers used the airport and 18% fewer sailed on the Lobo Marinho during these two months. Total revenue fell dramatically from 2007 (62.8%) and the price per bed also decreased by 5 Euros per night. In 2007, the income covered the staffing costs but this year it only covered 41% of the costs. The resorts and local residents of Porto Santo are suffering a diminishing economy.

Today’s main news headline : Fight in farming against lack of water – The storm of February destroyed almost all of the principal levadas of the Region and predictions point to 3 months for the repairs. The Directorate for Agriculture and the IGA join forces to speed up the process. Madeira’s farming output is at risk, as there is more than a month since the filling of the farming water supplies, and there are already cases where insufficient water has been provided. All the blame lies with the storm of 20th February, which damaged the infrastructure of the water distribution network. The principle levadas of Tornos, do Norte, das 25 Fontes, do Galhano and do Faial, to name the most important, make up 600 kilometres of levadas in need of repair. Worried farmers spread around the island, with hoses in hand, are resorting to drinking water to save their crops. The Regional Directorate of Agriculture (DRA) and the Institute of Water Management (IGA), have joined forces to advance quickly with the repair work that is classed as "unprecedented in the region". So a quick calculation says that it will be the end of June before the work is completed, add to that the ‘Madeira productivity factor’, and we are well into Summer. Expect a rather expensive salad on your plates in the coming months!

75% occupation on the first few connections of the new route – ‘transavia.com’ started the new Porto – Madeira connection on Sunday. Since 4.30 pm yesterday Madeira has it’s second connection with the continent through the low-cost airline Transavia. The first flight had 135 passengers, and the first 3 flights have sold around 75% of seating capacity for the French Company [I just translate, if you disagree please write to the Diário]. Madeira’s tourism boss, Conceição Estudante believes that the new flights will open up Madeira to those from the north of Portugal and also Northwest Spain. If all goes well the 4 weekly flights of Transavia could turn into daily flights in or after October.

The main sport / football headline today : Defeat in Setúbal complicates the situation for Europe – The victory goal arrived in the last moments of the fixture. Those in charge at Nacional continue to believe that the Europa League is still a possibility. Of course it is … a mathematical possibility, not a realistic one.

From the Norwich Evening News : More holidaymakers can fly to Madeira from Norwich International Airport next year with Atlantic Holidays offering six direct flights from the airport on Mondays from July 26 to August 30.

Fátima arrived in Ribeira Brava last night with a huge entourage of cars and motorbikes, all honking their horns, as well as a police escort. The convey must have taken 10 minutes to pass my house. The statue is supposed to be going around the churches over several months, but checking back on earlier blogs it should have already been and gone from Ribeira Brava, so perhaps it was just ‘passing through’. UPDATE: Apparently it was on the way from the high zones of Ribeira Brava bound for Serra da Água, where it will leave again today for the Igreja de São Bento in Ribeira Brava, where it will stay until Sunday.

Solidarity campaign has collected 2.200 Euros. The campaign to raise funds to donate an electric wheelchair to Ilda Maria Andrade has brought together around 2,200 Euros. The appeal began with a reader’s letter in the Diário and donations exceeded 700 Euros. This week this has more than doubled with a businessman linked to the company Modas Jacinto’s contributing 1,500 Euros. Even so, funds raised are still less than half the amount needed to purchase the equipment, estimated at 5,959 Euros plus VAT. The 59 year old meningitis and osteoporosis sufferer also needs a ramp built to access her home, and Ribeira Brava Council is studying the possibility of providing one, estimated at 25,000 Euros.

Parishes adhere to the banners of baby Jesus. All over Portugal and Madeira this Christmas you will be able to see on balconies and in windows, cloth banners with the image of baby Jesus. In order to bring the true traditional spirit of a Christian Christmas, in which the symbol is baby Jesus, several parishes across the region – Nazaré, Monte and Câmara de Lobos for example -  will sell such banners. From next week, they will be on sale for 15 Euros and the profits will provide baskets for needy families, support for the homeless and payment for works of the parish. The project ‘Flags for Christmas 2009′ was created on the continent by a group of families who wanted to share the joy of Christmas with others but noticed a void of Christian symbols in the decorations for Christmas. On the mainland there are about 20,000 banners and the object is to reach 30,000.

MadeiraShopping has already won European Awards 2002 in the category ‘New Shopping Centres’ and Madeira Forum won in the category ‘Christmas Present’ in 2008.

‘Miguel Angelo’. Enigmatic work in Gaula. An enigmatic work in Gaula has led to fears that public funds have been misapplied. They both explain that the opening of the trench was to repair a longitudinal fissure that had occurred in the road surface.

Support for travel benefits half of the residents. Since the social mobility allowance was introduced by the State, 49.3% less trips (104,000 passages)  made by residents have been claimed after liberalization of air routes. Before liberalization of the air traffic, companies charged the State a fee of 118 Euros for  232,000 tickets sold to Lisbon and Porto. After liberalization, resident’s support is 60 Euros each trip or 30 Euros each way. Compared to trips made before liberalization, the State support to passengers fell 49.3%. So the State wins in two ways; the amount of support and the amount spent. The cost of air fare to and from Lisbon has fallen but it is not clear why the number of Madeirans claiming social mobility support has halved. Before liberalization, 22.9% of passengers were entitled to subsidy and since then, it has fallen to 11.4%. Some claims are outside the time limit and the Post Office still has 125 cases unresolved. The movement at the airports fell by 2.6% at Porto and 4.4% at Madeira, and has increased 18.5% at Lisbon. Before liberalization, the State spent 23 million Euros on support, an average of 103 Euros although the companies were entitled to receive 118 Euros per resident. This year, the full year of liberalization, the State spent only 7.5 million Euros for 117,513 tickets sold, ie a saving of 15.5 million Euros. The Government now wants an allowance equivalent to half the value of the ticket, which would be 73 Euros (13 Euros more than the current 60 Euros).

Driver without a licence and insurance arrested twice in a few hours. A 26 year old man was arrested twice on Friday and Saturday for driving without a licence and without insurance. Madeira hosts Christmas party of UEFA – Platini avoids touching on controversial matters. Besides the meeting of the top European Football executive committee, Madeira is to be the venue for the annual UEFA Xmas bash. The party will be tomorrow night in Reid’s Palace Hotel, the same hotel where all the committee members are staying. Some of the members of the reunion are known to be staying on after ‘official business’ to enjoy the delights of Madeira. UEFA boss Michel Platini had already made enquiries. "He asked me if there is good weather. It is very satisfying to finally have an Executive Committee scheduled for Madeira, which was not easy, because other countries had already been asking (to host?) for much longer than Portugal. There is curiosity to know Madeira and I hope the good weather continues", said the president of the Portuguese Football Federation. the main items on the agenda include the Euro 2012, where some important final decisions will be made about the stadiums to be used, and some issues related to regulations, and some discussions about the internal organisation of UEFA itself. I knew it, and said some weeks ago that it was a Christmas jolly in disguise. Today’s main news headline :  Government delays payments – There are 55 cases of  ‘burden sharing’ on Madeira and works have already been inaugurated that will only be paid in 2011. It’s not an uncommon practice when the treasury is stretched, with public and private institutions sharing the financial burden, with their due payments delayed until better times. The list of 55 such cases has already been decided. The ‘Construction of the connection tunnel to the central and northern parts of the town of Ribeira Brava’ is the first example given of the postponement of payments. The work was finished and inaugurated long ago, but last October, by order of Ventura Garcês the payment terms were amended from those that provided for payment of the work in three years (€205,000 in 2006, €1.9 million in 2007 and €1.9 in 2008). The first two years were paid, but in the final one nothing was paid, and just €500,000 this year. The final €1.4 million will be delayed until next year. It’s no wonder public works contracts are so darn expensive, with companies involved in the tender processes having to factor in the costs of vastly delayed payments, as well as the back-handers needed to win the business. Still, several senior politicians have fingers in the pies, so when it comes down to it, arms can be twisted and contract terms amended without too much reaction from some of the companies affected.

Azoreans reject the amendment to the Madeira Regional Finance Law. The Regional Parliament’s Economy Committee is opposing Madeira’s proposal to amend the law on regional financing. According to the Committee, the Azores would stand to lose 32 million Euros if Madeira’s amendment to the law is passed by the Assembly of the Republic. The amendment was proposed by the Madeira PSD. In the Azores, both the Socialist Party and the CDS are against any changes in the legislation. The only party in the archipelago to support the amendment is the PSD, providing the introduction of a clause ensuring that the Azores would not lose out. One year of waiting for an urgent operation – Isabel Rodrigues, aged 84, is desperate for the promised cataract operations. SESARAM hide the number of patients waiting and the waiting time for consultations and surgery. Isabel Margarida Rodrigues lives in Travessa do Pomar, and says that she doesn’t want to die without being able to see again. She cannot see anything through her left eye, and she no longer has the courage to go out of her house alone. With the problem worsening day by day, she waited and waited for an appointment at the hospital, that eventually came this Summer, when the consultant recommended cataract surgery for both eyes. At the same time it was reported that there were already 800 people on the waiting list for that type of surgery. The rest of the article looks at the long waiting lists for that type and many other  types of surgery and procedures. The information provided by the health service is criticised by the auditors, who say that "The information system associated with the management of waiting lists (surgical and consultation) has a limited reliability and does not represent a true and fair global view of the patients and potential patients who are awaiting the provision of specialist services by Funchal Central Hospital.

2010 has three less days of rest. Workers will only get 147 rest days in 2010, three less than in 2009. 2010 will provide opportunities for six ‘tolerance’ days, and 5 ‘bridge’ days, and those workers who know how to work the system can maximise their breaks from the 104 weekend days by another 43, using holiday leave (25) and weekday public holidays (10) and the goodwill of employers.

Recordings of ‘Until Tomorrow My Love’ start on the 14th – The mini-series of TVI gets underway here next Monday and brings familiar faces. The new anticipated TV series from the good people of Channel 4 is actually titled ‘Até Amanhã Meu Amor’ in Portuguese.

They hardly get used, so there is a problem keeping them parked up for long periods of time, so the council solution is to park this big one here, on the area of hatched-lines, just a few metres from the police station. If anyone else did the same the police would be out with their ticket book and a hefty fine would be issued. The Diário newspaper does a daily photo, sent in by readers, called ‘Em Flagrant’, which pretty much means ‘caught red handed’, and normally it involves stupid drivers, or road signs or something along those lines, but they don’t appear on the Diário website. So I thought (after a suggestion from Sheila) I would start off something similar, as ‘How well do you know Madeira ?’ seems to have died a bit of a death. Giga Park opens soon. From next Thursday the Christmas Giga Park opens to the public in Ponta do Sol. The fair is being set up in the area of future expansion of the village. The 2009 version of Giga Park consists of 11 types of amusements geared towards the younger audience and eight for adults, plus some intended for the whole family. Among the vast array of fun, of note is the return of one of the ‘ex-libris "of the fairs of yesteryear, such as the Pit of Death. Despite being 80 years old, it is a real adventure, challenging the law of gravity on two wheels. The amount of equipment increases daily, but everything should be completed by mid-week. The official opening is scheduled for the evening of Thursday, 3 December. The amusement park will be in Ponta do Sol until 11 January. The enclosure also includes games, raffles, hardware, restaurant and bars, as well as sanitation facilities. The park has an estimated capacity of about three thousand vehicles, and parking is free. Work to level the ground and the erection of structures has been going on constantly for some time. Since the beginning of the month trailers have arrived by sea with material and the amusements, with the last due to arrive in Funchal tomorrow. By Thursday, everything should be ready to go.

Circus with sharks and seals from day 17. A circus environment is part of the range of entertainment of the Giga Park. This is scheduled to debut on the 17th, going on display to the public in the last three and a half weeks of the fair. The Jorge Cardinalli ‘Aqua Show’ includes Pacific Ocean sharks in a tank with 30 litres of water. There will also be Alaskan seals, a show that features clowns, acrobats, magic and, as the old slogan circus says, ‘much more’. From Tuesday to Friday ‘Aqua Show’ plans to present a daily show starting at 21:30. On Saturdays, Sundays, Mondays and holidays there will be three sessions: 15.30, 17.30 and 21.30.

750 euro grants do not convince doctors. The Government of the Republic will pay 750 Euros per month grants to junior doctors to relocate to Madeira, the Azores, Alentejo and the Algarve. Some see them as an ‘added value’, others as a ‘prison’. They are a promotion for doctors who want to stay in the region after specialist training but are a risk for others as they need to find a vacancy. If they take posts in the region after training, they have to work here for a few years or pay back the training cost.

Unrepaired road complaints to the Municipality. Whenever it rains with some intensity, the road Caminho da Cova Grande in Amoreirinha, Canhas turns into a muddy swamp and dangerous for pedestrians and cars. Only jeeps and wellington boots can cope with the mud that collects on the flattest areas of the road beyond the initial cemented 100 metres. The water descends from the surrounding serra along with debris which enters homes, especially as there is no storm water drainage system installed in the road. Antonio Joaquim has a garage below the road level and that is the worst part of his house affected. He complained to the Council but still no change, whereas he recalls with nostalgia that in the times of the mayor Antonio Lobo, "Within 15 days, it was cemented." The mayor of Ponta do Sol said he knew of the problem and promised that soon there would be intervention by the Municipality in order to regularize the situation of the rainwater. He confirmed that during the election campaign, which also coincided with days of rain in late September, he passed the site in question and realized the accumulation of water which comes from the serra of Canas. The extension of the cemented path is not justified because it is already up a hill. He says, "Who has a house in the serra should be prepared to deal with these situations."

Chinese citizen goes back to court to ask not to be expelled. Xu Zhiqiang was born in China and in mid-2004 was arrested at the airport by the immigration officials for illegally entering Madeira. Upon orders of a judge, he was forbidden to leave the region and was subject to Terms of Identity and Residency and to periodically report to the Immigration Service (SEF). He was professionally employed in hotel and catering. On 22 October 2009, SEF ordered his expulsion from the country in the next 20 days, for having entered and remained unlawfully in Portugal. Xu Zhiqiang obtained a court injunction arguing the order of SEF has formal and material defects and presented five witnesses. In 2008 he was denied a residence permit on grounds of his illegal entry and he has no legal right to permanency. He said he stayed illegally but was subject to a court order. He said that when he entered into the European area in the year 2004, he had a valid passport and visa. He claims he has lost, among trips made to several EU countries including Spain and Portugal, the passport and relevant visa issued by the Portuguese Embassy in China. This was ignored by the Court of Santa Cruz hence he wants the original conviction reviewed. The whole family is here, socially integrated and he has worked for five years and paid Social Security contributions and IRS. He awaits a decision by the court.

Lights, music and nativity: it is almost Christmas in the municipalities. A round-up of Christmas events staged by the Councils. The tradition still remains for presepios and carols. In Santa Cruz there are initiatives for all tastes. The Council of José Alberto Goncalves promotes several dinners – on December 23 for the elderly and December 29 for University students. Festa in the streets of the county. Camacha monopolizes the festivities, where on the 8th is the opening of the doors of the ‘tenda’ in the parish with traditional musical entertainment until January 18, promoting folklore and regional music. A Market Night (no date yet) and photography competition and the usual municipal crib. In Machico, the municipal crib and lighting start on December 7. On the 20th at the Forum of Machico, there is a Christmas Concert and the next day is the turn of the municipal band and on January 6, Singing of the Kings. As well as the usual lighting and nativity scene, Câmara de Lobos is holding a Market Night at the Estreito de Câmara de Lobos. Sao Vicente’s Market Night is on December 18 and the casas do povo are organizing the municipal crib. On the 23rd at São Vicente, there is a lunch for officials and their children, at a very low entry price. Porto Santo has various initiatives and a dinner for University students. In Funchal, there are endless initiatives. A dinner for 300 employees and celebrations at all the institutions and the 14 community centres. The main attraction is the Market Night.

Forestry grant 16 licences for cutting 1,245 Christmas trees.  The Regional Directorate of Forestry approved 16 applications for cutting trees for sale at Christmas. They are also thinning out trees in forest management for conservation purposes and giving them to public institutions. On November 21 they started monitoring the roads with barriers for illegal collection of material, especially in Ribeira das Cales and Paul da Serra. They also have mobile units to monitor illegal selling of flora and fauna. The problem is not as widespread as ten years ago due to educational programs. They give Christmas materials to charities and the Scouts to sell to raise funds.

Registration of ships guarantees millions in VAT. Twenty years after its creation, the International Shipping Register of Madeira (MAR) provides regional employment and generates IVA and IRC. A company based in the International Business Centre (IBC), which has six oil platforms registered in MAR, invoiced 1,300 million Euros with 291 million profit, as well as giving 60 people employment. With 153 registered ships and an additional 83 recreational boats, it is notable that the number of passenger ships has increased, with 12 cruise ships and 7 ferries. Two of these are large cruise ships and the business generated on board pays tax to Madeira. Large cruise ships carry up to 100,000 passengers and generate 6 million Euros profit per year. It is estimated that the ones registered in Madeira carry more than 200,000 passengers per year which represents daily expenditure on board of 43.7 million Euros. In the IBC there are also more than 30 licensed companies in the sector of maritime transport, which have in turn 50 ships registered in MAR and although they pay a reduced rate of IRC, they also generate revenue. More than 4,000 crew members, 10% Portuguese, work on ships registered in MAR. 80% of vessels registered in MAR have foreign owners. There should be more ships registered next year, not only related to tourism and with high tonnage. There is both a registration fee and maintenance fee, ranging from 1,600 to 37,000 Euros for registration and the highest maintenance paid is 35,000 Euros per year. A pleasure craft for sports pays 500 Euros for both registration and yearly maintenance fees. A commercial pleasure craft pays 1,250 Euros for registration. MAR appoints inspectors of registered vessels, at least 40 inspections per year costing at least 600 Euros per time. Also additional fees for certificates.

Estrada Monumental is the most dangerous road in Madeira. Since 2001, there have been 866 accidents recorded by the police. In the three sections; Ribeira Seco – Lido (282), Lido – Praia Formosa (460) and Praia Formosa – Socorridos (124). This is due to a lot of resident movement and up to 70 coaches per day. There are also trees at the sides of the roads, reducing visibility and many pedestrians in the area. The relief roads in the area should help reduce traffic and accidents. The roads are safer than in the past because of better signalling, lighting, surveillance and asphalt. Most accidents are caused by bad driving habits, 20 – 25% by excess speed and disregard of stopping distances, especially by people going to work. Roundabouts are also the cause of many accidents as people are not used to them and do not know the rules. Most accidents on the fast roads occur in the tunnels, due to bends and less visibility. The Police Commissioner advises people to leave home 15 minutes early to significantly reduce the number of accidents.

Funchal has too small a quay for so many cruise ships – Three cruise ships yesterday occupied all the available mooring space, and that is not unusual. But bigger ships coming more frequently are the future. A recycled story that now comes up every time Funchal port gets overloaded, with the point being correct, but up until now with no solution in sight. I will leave this one for someone else to translate, not wishing to hog all the top stories.

Farmers keen in the wait of award – 50 await answers in Santana for the ‘drag’ of 2 years. "Right now it is very difficult to be a farmer. You can not sell practically anything. Potato prices are a crying shame". This was just one of many pleas heard by the Diário in the wholesale market for fruit and vegetable in Santana, where an information meeting was held for 50 producers yesterday. The meeting was arranged by the Regional Director for Agriculture and Rural Development, and is making it’s way around Madeira. As well as the money due for two years from Lisbon, that has not arrived, the farmers complain about the increasing prices of pesticides and fertilisers, the increased costs of labour, and the plagues of rats and rabbits that ruin the crops. The meeting was called to try and persuade farmers to take out crop insurance, to protect against the risks (fire, lightning strike, and exceptional weather conditions), and that can also be extended to cover farm animals. It seems some farmers were convinced that insurance was a good way to go, with a simple example given of a 1,000 square metre vineyard costing €37.60 a year to insure. 

Today’s top headline : Private firms ‘fine’ on the parking meters – The companies with the concessions dispense with the PSP police in order to save money and the parking tickets they leave on the windscreens. The existing system of the police controlling parking in allocated spaces will be taken on in January 2010 by the ‘franchise’ companies that manage the spaces, in order to save thousand of Euros, and motorists are warned to take extra care not to fall foul of the rules. In effect, the fines issued will become legally recoverable charges, and it seems technically possible that the driver could be hit twice. From what I can understand, the driver, when entering on to an allocated parking space, by that act enters into a legally binding contract with the company responsible for that space. If that driver fails to purchase the correct ticket for the stay, then he becomes liable to pay the daily rate, an amount that will accumulate in the database of the franchise company (referenced by the car registration), and if unsettled will go to legal recourse. The driver will be able to take the ticket to a multibanco (ATM) and make the required payment. I can see loopholes and problems written all over this, but it seems that the system is already well proven to work elsewhere, including in the Azores, where a driver was recently forced to pay nearly €2,000 plus his costs.

Increase in violence hits teachers – Thefts and aggression increased in the last academic year. And the threats to teaching staff become fashionable. The Education Directorate is concerned, but feels that there is too much through the TV and internet. Madeira is catching up with continental Portugal in terms of problems in schools. The PSP police operate a program called ‘Safe School’, and last year through that it has been established that the majority of crimes in schools are violence against the person, with 95 cases, followed by theft (57 cases), and threats and insults (49 cases), vandalism (40), and other crimes are also listed. The news is disappointing, as what was a growing problem saw a marked improvement in the 2007/2008, but has now returned to a growing trend. The Regional Director for Education says that the problem is worrying, but that the school environment in not any more of a problem than the social context outside the school gates. He says that the influences of families ‘that have seen better times’, and TV violence, and images and videos posted on the internet all play a part in the problems in the schools.

Marítimo reduced to ten draw in Restelo – The green-reds were losing 2 – 0. The Madeira team pulled back two goals away at Belenenses to come away with a point.

CR9 was in the chair in the defeat in Barcelona, on the day on which he was nominated for the ‘Golden Ball’. Cristiano Ronaldo and his team Real Madrid lost by one goal to to Barcelona in yesterday’s top game. But who cares about Spanish football?
