A Political Nightmare : Parts 1, 2, and 3

(9th September). The final headline today : ‘Leite, Jardim, And ‘Asphyxias’, Give Rise To Complaints’. The visit to Funchal of PSD leader Manuela Ferreira Leite is producing better results for other parties than for the PSD itself. According to the Diário, what the national leader of the Social Democratic Party did and said while she was here, could have a heavy price for herself and for her own party. I think I have all the points covered yesterday, and below today, so I won’t repeat myself.

‘PND makes a criminal complaint against Jardim for breach of "impartiality and neutrality" in the campaign – Baltasar Gonçalves accuses the leader of the PSD of using public resources for actions of the Social Democrats’. He is accused by the member of the New Democratic Party of Madeira of arranging inaugurations to supplement the election campaign for PSD-M, and using public funds / resources to further the cause of his party, as happened Monday when a presidential vehicle was used to transport the PSD party leader. The complaint also mentions that Jardim wears the emblem of the PSD on his jacket when performing official engagements. The complaint, which was submitted to a court in Funchal yesterday, also accuses Madeira’s president of acting as party leader and his official capacity simultaneously, particularly in appealing for people to vote for his candidates in local elections, when he attacks other movements, and damages the prospects of political adversaries. Is he not guilty as charged? I understood he has mended his ways a little on the latter point. It remains to see whose side the judge is on, choosing my words rather carefully, but if it is an injunction needed, how long will it take to get through the legal quagmire?

‘Cavaco should intervene in the "state of fear" created by the PSD on Madeira – The
PP leader criticizes the government for "using taxpayers’ money in the inaugurations for propaganda purposes to promote the candidates of the PSD".
The head-of-the-list of the CDS / PP communists for Madeira in the national elections, José Manuel Rodrigues, yesterday defended a call for the intervention of the President of the Republic "in the situation of fear created in the region". Poor old Uncle Bertie, they all seem to be picking on him this week.

The matter on Monday evening, about opposition (to the PSD) delegates not being allowed to attend the meetings to select the citizens to ‘man’ the voting tables for the national elections on 27th September, is being referred to the authorities for action. Opposition delegates reported being locked out, or meetings being already over when they arrived, contrary to their legal entitlement to attend. The National Commission for Elections is waiting for the complaints, before taking a stance. It seems that the PSD had a well thought out and well kept secret master plan, that involved having everything totally prepared, and starting the meetings bang on time, knowing that everyone normally turns up late for everything on Madeira, including opposition delegates arriving when it was all over. It seemed to work splendidly, and well done to the PSD, because now they have control of the voting tables as well as the majority of voters. I think I would have saved that trick for something more important, because it will only work once.

It’s a huge politics section in the Diário today, and I just can’t take any more, as it’s nearly all the same stuff from different angles.

Illegal Fishing Commonplace ; PSD Controversy During Leader Visit ; Columbus Returns

I am afraid its a lot of political headlines today, because of the visit of the leader of the social democrats to Madeira yesterday. Starting with Madeira headlines though:

(8th September). ‘Illegal Fishing With Nets Spreads In Various Zones – The commander of Zona Marítima da Madeira reveals that this year already 9 prosecutions have been instigated because of illegal fishing’. Illegal fishing with nets is "regular practice" in the Region he says. In Porto Moniz this particularly happens, however, Cândido Coelho, commander of ZMM says there are more areas where this is going on. At Porto Moniz the fishing takes place at night to avoid detection, and huge nets are used to maximise the catch. One man who came forward to expose the situation, is a diver in the waters around Porto Moniz, and says that he and his fellow divers have noticed a reduction in the number of fish, causing resentment amongst the local fishermen, but they don’t denounce the activity for fear of reprisals. Cândido Coelho explains that fishing with nets is prohibited along the coast and when done by small boats, and considers this kind of practice "very worrying", because it is a "type of fishing that is quite devastating for some species". Anyone aware of such activity is requested to notify the Maritime Police. 11 cases were prosecuted last year, with 9 more so far this year.

‘Constitutional Tribunal Devastates São Vicente’. I can’t find the story behind this headline at present, but will fill in the gaps when / if I do.

‘Quay of Santa Cruz without rules – Boats block access while the cars abuse the parking’. Users of the quay complain about the behaviour of others who block access, and drivers who use the pier as a permanent parking place. It is impossible to embark or disembark by boat says one complainant. The council were unable to offer any explanation for the situation.

‘Theatre United In The Art Centre – A group of youths from the cast of ‘The Burning City’ – play premieres on Friday’. The show in the Centro das Artes Casa das Mudas will have 5 showings until Monday. The project involves a group of young people who follow an interest in the art of Talma(?). A percentage of the money raised goes to research in medicine, sponsored by the Portuguese League Against Cancer.

An infant school in Câmara de Lobos was the only school in Portugal recognised in a European competition which attracted 1,600 entries. The school was amongst the 10 winners for producing a film about a Spring day in Europe. It’s more of a short slideshow actually, and I wouldn’t be surprised if one or two adults had a hand in the production. I liked it. RIBEIRO DE ALFORRA You need to select Portugal in the country list, and then the picture 4th along on the second row.

‘Columbus ‘lands’ Again On Porto Santo – The Columbus festival runs from 10th to 12th September’. The three day festival promises to liven up Porto Santo, starting on Thursday. The ‘coming ashore’ of Christopher Columbus and the parade are the high points of the festival, with a medieval fair, and a stand with typical cakes of the island for the first time. The Regional Secretary for Tourism invests around €108,000 in the event in the hope of attracting many tourists to Porto Santo. The hotel occupancy rate is hoped to exceed 50%. Can you believe €108,000 is spent, but I suppose it’s loose change up to what is spent in Funchal. Anyway if they have to revive Chris every year, that can’t be cheap.

A police search in Bairro da Palmeira, in Câmara de Lobos at the weekend resulted in 4 arrests and 1,200 heroin fixes being seized. Also over the period, there were 33 road accidents causing 7 serious injuries, and 16 arrests for drink driving.

‘Funchal can ask for more than €43 million – The debt capacity of the local authority was confirmed by the Directorate-General’. The Directorate-General of the local authorities informed Funchal Council that its borrowing capacity for 2009 amounts to €43.5 million. The decision has confirmed the authority as a good credit risk in good financial shape, according to a social democrat counsellor. Funchal is one of the few câmaras in Portugal that has managed to maintain a significant credit rating.

Today’s main news headline : ‘PSD Stifles Opposition – Yesterday, in various gatherings on Madeira, some parties of opposition were prevented from participating in meetings of delegates for the appointment of staff for the voting tables used in the elections. The police were called to intervene in Calheta’. The social democrats were under fire again, when they left opposition politicians shut outside of various parish councils (Juntas de Freguesia), as they then chose the staff who would man the voting tables during the national elections later this month. The meetings had been scheduled for 7 pm yesterday, and in many cases took just a few minutes, catching opposition delegates by surprise. In one case a socialist delegate says he arrived 3 minutes late to find the selection process all over. That delegate in Estreito da Calheta called the police, and the matter will be reported to the National Elections Commission (CNE).

The main front page photo today is a rather bland view of President Jardim and the national leader of the PSD getting into a car : ‘Lifts’ And Insult Embarrass Leader Of The PSD – She came on a party campaign but left in a vehicle of the regional government. She denied the lift, as she did with the ‘asphyxiation’, and even went to an inauguration that wasn’t on the schedule’. President Jardim is accused of misleading his political boss, by taking her to two inaugurations in tiny Furna (Ribeira Brava), when her plan was to spend her time out on the streets. She knew she was going to Tabua to honour a counsellor with over 60 years of party service, but was unaware of Jardim’s other plans after that. That situation was confirmed by a party spokesman, who referred to the agenda that had been sent by email. As regarding the ‘lift’ in an official government vehicle, Ferreira Leite strongly denied this earlier in the day, but Jardim insisted in taking her back to the airport, and almost forced her to enter the official presidency car.

‘Manuela Ferreira Leite Guarantees To Change The Regional Finance Law If Her Party Wins The Elections Of 27th September – Leader of the PSD says that she didn’t find democratic asphyxiation on Madeira’. At the side of Alberto João Jardim yesterday morning she wandered through the streets of Funchal. In a time of pre-election campaign Manuela Ferreira Leite stressed that she could not miss a visit to Madeira, a region she says is "a bastion of unmovable PSD". It is her first visit to Madeira  since becoming leader of the social democrats. She also said that she did not feel that there is a choking democracy, contrary to what happens on the mainland. A view shared by president Jardim, who accused journalists and some politicians of not respecting the rights of local people. Of course they are both right, as democracy only happens on election day here. so how can it be choked on the other days. I did nip out late afternoon, hoping to have a word with Manuela on her visit to Ribeira Brava, and I waited an hour and a half for an exclusive interview, but she didn’t turn up. I gave up when I heard on the radio that she was unexpectedly visiting the high zones of Ribeira Brava. The democratic ‘asphyxiation’ issue was created by the socialist party, after president Jardim refused to take part in pre-election cross party political debates.

In yet another headline story related to the visit of the PSD leader, the Diário again made a big deal out of the fact that an official car of the Presidency of the Government of Madeira was used to give Ferreira Leite a lift to the airport, when her visit was for party political matters, as well as her involvement in two inaugurations which should of course be politically unbiased. It says that opposition parties see the matters as a scandal, and accuse her of double standards, and the matters have even attracted national attention. Comments are reproduced from several party spokesmen on the matter, and none very complementary. How anyone can still be shocked by the behaviour of Uncle Bertie, who it seems was the instigator of both matters of complaint? If he hadn’t done those things I would have been more surprised. I think she must be embarrassed by the matters though, as on the continent, rules such as those broken, are expected to be followed.

‘PS Lead But Without Absolute Majority’. A poll carried out by the Morning Post newspaper in Portugal, gives the PS socialists a lead in the race for power, in the national elections due to be held on 27th September. The results are PS 34.5%, PSD 28.9%, BE Left Block 10%, and CDU communists 7.8%.

(In desperation, trying to get away from politics) From today’s Jornal da Madeira :

‘Porto Santo will have €7.2 million for water – Government will improve the irrigation for agriculture’. The Regional Secretary for the Environment and Natural Resources said yesterday that up until the end of the current political mandate, there is €7.3m destined for Porto Santo, aimed in the main at improving agricultural water supplies, but also to include drinking water supply and waste water management. The response capacity for water needs will be for 30,000 people, far far more than the resident population.

Nacional Triumph ; Benefit Scam Uncovered ; Mosquitoes Lying Low ; TAP Strike Controlled

(28th August). Today’s main news story and photo, with about two thirds of the front page : ‘In The Elite Of Europe – With a deceive draw yesterday in St. Petersburg (1-1), Nacional eliminated the millionaires of Zenit and move on now to the must sought after group phase. A historic deed that launches the Madeiran club into another galaxy of European football. The draw of the league is today’. ‘Here are the new ‘Czars’ of Madeira’. In football, Nacional went to play the second leg of the Europa League qualifying match in Moscow yesterday evening, and thanks to a very very late equaliser by Ruben Micael (the only Madeiran in the game), go forward to the next group stage at the expense of Zenit St. Petersburg, who were huge favourites for the win. I thought I was enthusiastic at the fantastic result, but I didn’t even consider using words ‘elite’ and ‘galaxy’. Once again it was and still is impossible to see even the slightest snippet of the game due to TV rights, but we had nearly full coverage on the radio. The draw for the group phase is at 12.30 am today I think, and Nacional are in there with Benfica and Sporting. Not much room left on the front page for anything else.

UPDATE : You won’t see it on TV, but after extensive research the last minute Nacional goal (and the OTT celebrations) is available to blog readers HERE along with a match report in English. In the draw for the group phase made this afternoon, Nacional will play in Group L with Werder Bremen (Germany), Austria de Vienna, and Atletico de Bilbau (Spain). The first games will be on 17th September.

‘CMF ‘Occupies’ Old Buildings’. Funchal Municipal Council is to take administrative possession of 4 old run-down buildings, to use for social housing. The buildings are in an advanced state of degradation in the old city. CMF will take possession of the buildings, which are protected in legal terms, for turning them into housing. There are at least four of these buildings, whose expropriation process determines a substantial investment, not only to pay the owners, but also to pay for the restoration work. One house in Rua de Santa Maria will cost €53,000 to buy, and another €102,000 to restore. There are many such houses in the area, and the process of expropriation (compulsory purchase) is there to allow CMF to take on the restoration, to keep Funchal looking in good shape, when the owners fail to do so with their property. The process has four stages, and is usually made more difficult because owners cannot be identified or traced, often as a result of complex inheritance issues, as often happens here.

(Social) Security Investigates Fraud – The scheme involves false claims for unemployment benefit. Bernadette Vieira alerts citizens to the serious consequences of illegal claims’. An allegedly fraudulent scheme involving false unemployment claims, may be undermining the social security system, and costing many thousands of Euros. The case is now being investigated by the inspection branch of Social Security Madeira (CSSM), following a whistle blower complaint, and as required by law, they immediately suspended unemployment benefits awarded to people under suspicion. In practice, they suspect the existence of companies that, in return for a monetary consideration, have sent false statements to the CSSM in support of claims for unemployment benefits, for workers who in fact never worked there. Research by the Diário revealed that this scheme is suspected of taking place in the north of Madeira, involving an unspecified number of people. In the parish of Boaventura, the number of individuals suspected of improperly receiving the unemployment benefit is around 10. If the bogus claims are confirmed the matter will be turned over to the Justice Police. Bernadette Vieira, president of CSSM, alerts citizens to the seriousness of a situation like this, as well as for the obvious consequences for those involved. The first of which, is the immediate suspension of unemployment benefit. In addition, offenders are obliged to refund the entire amount obtained unlawfully. This, warns the president of CSSM, in the absence of an immediate repayment, will lead to the suspension of all subsidies and other social benefits, that will continue until the amount owed is paid off in full. To further aggravate the situation, the culprits are also subject to a fine of up to one thousand Euros. For companies involved in fraudulent situations like this, the amount of fines can go up to €2,500. In addition to all this, there are criminal consequences for some. In addition, she appeals to the public who are aware of schemes like these, to report the matter. Sounds almost like it is a new phenomenon, but surely it can’t be. A certain small percentage of human beings will always try to rip-off the system, that’s an unfortunate fact of life, but here it’s almost a national sport as far as the financial authorities go, with so many people working and claiming benefits, and working and not paying tax, or businesses earning and siphoning. Normally it doesn’t it seem to bother anyone, let alone the IRS and Social Security, and it almost seems to be socially acceptable. The fines hardly seem much of a deterrent either. I wonder if there is anything we could learn from our politicians about how to behave in this sense?

‘Weekend With The Famous – Dates 4th And 5th – The event ‘Faces’ Divine Experience’ ends with a VIP party at The Vine Hotel’. Fun, elegance and dozens of familiar faces from the world of television. This is what promises to end the weekend special summer that the famous celebrity magazine ‘Faces’ will present in Madeira, on the 4th and 5th of September. The actress and TV presenter, Liliana Aguiar, and Sofia Marques, are named guests, but the final list of celebrities is still being prepared and in the coming days there should be more news. The Vine will be an unforgettable party. For these two days, specifically Friday, after a ‘welcome drink’ at The Vine Hotel (in the hotel’s official event ‘Faces Divine Experience’), there follows a visit to the ‘Madeira Wine Festival 2009′ which will take place at Avenida Arriaga, then the night will finish with a dinner at’ Chega de Saudade’, one of the most popular restaurants in downtown Funchal. On Saturday, there is a boat trip planned along the coast to the Marina Quinta do Lorde, in Caniçal, followed by lunch there. At night, there will be a dinner at the restaurant at The Vine, followed by a media VIP party for about 400 invited guests. Having never heard of the magazine ‘Faces’, or the only two guests named so far, I thought I ought to do some Google research and it seems that ‘Faces’ Magazine is a free magazine about the nightlife, restaurants, fashion, stores, and people of Halifax in England.

‘Law of compulsory education until the age of 18 published yesterday – Students in the next school year to stay until the seventh grade are already covered(?)’. The law which extends compulsory education to the age of 18, and establishes pre-school education from the age of 5, was published in the Diário da República (official Journal). Law No 85/2009 states that "compulsory education implies, for the guardian of the child, the duty to make the registration of the child in public or private schools, in institutions of education, and / or training recognized by authorities, determining for the student the duty of attendance".

‘SATA repudiates the strike of Groundforce – Company accepts no responsibility for the inconvenience that passengers will suffer’. If the TAP strike today and tomorrow isn’t bad enough, the handling company at several airports, Groundforce, has also chosen the same days to strike. This will affect passengers using the airports of Madeira, Porto Santo, Lisbon and Porto. The strike will cause congestion with luggage movements, and problems in check in, embarking and disembarking. Passengers are advised to travel with cabin luggage only, and also to check in by telephone where possible. ‘Rockfall Along The Seafront Of Ribeira Brava – Boulders fell on the section prohibited for use’. The old sea road, closed to traffic for several years, that leads to the roundabout at Tabua, suffered another rock fall yesterday. No one was hurt, but the damage was evident both to the pavement and in the outer sea wall which runs alongside the road. The route is correctly identified with warning signs, and also signs prohibiting pedestrian and bicycle traffic, but many ignore them.

In yesterday’s Jornal da Madeira : ‘New measure against social exclusion released – The program was published this week in the Journal of the Region’. The Government has just launched a measure to combat social exclusion. This is the Local Contract Program for Social Development, published this week in the Journal of the Autonomous Region of Madeira (JORAM) whose purpose, is to ‘bridge the current needs of society in the face of persistent poverty and social exclusion’. According to the regional secretary for social affairs, it is a set of opportunities that are created locally for the social development of people who are in situations of social downfall, to give an opportunity that these people can take part in’. He said ‘this is a project of great social importance’, as it will offer them "an opportunity for integration". It involves the the creation of units that develop, train and thus provide new job opportunities for those people in need of support. It will be targeted at critical areas, urban or rural, hard hit with problems. A bit tricky to dig out the exact details, but will this be the PSD ‘election special’, designed to attract those voters suffering the worst hardship, that until now thought the government of Madeira had done little to help them?

‘Study Records Weak Presence Of Mosquitoes – The study was done in July by technicians of hygiene and tropical medicine’. The preliminary study says that there is no great abundance of insects, not in adult or larvae form. That is confirmed by a reduction in people attending the health centres in Funchal and Câmara de Lobos, complaining of bites by the ‘Aedes Aegypti’ mosquito. The news has surprised the experts, with the explanation being given as partly due to the use of a new ‘cutting edge’ insecticide, instead of that recommended by the World health Organisation. A colder Winter may also have helped. Another reason given for the reduction in complaints at health centres, is that people are becoming less sensitive to the bites of this species over time. However people are urged to continue the action they have been taking, particularly avoiding leaving stagnant water around, which provides breeding conditions. The worst months are yet to come, with the heat, humidity and rain of September and October, providing the best conditions for the mosquitoes.

’200 Cases Per Year In The PSP Of Madeira’. The police are the target of complaints relating to misconduct, breaches of discipline, or practices that could be considered illegal. The trade union representing police says that there is protectionism in play for more senior officers, whilst the rank and file police are subject to a quicker and more severe sanctions. The TU officer gives the example of damage to vehicles, with some officers fined and suffering a reduction in salary, whilst more senior officers were not even subject to the same process. The Regional Command of the PSP makes it clear that the process, does not discriminate between rank or function. "The disciplinary regulations of the PSP are applicable to all police officers" he said. The majority of disciplinary proceedings, which are led by an officer of higher rank to the person charged, end up being closed due to lack of evidence.

A 24 year old man has died from his injuries after a car crash in Calheta on 16th August. He had been in a coma since the accident between Prazeres and Maloeira. A 19 year old man in the same accident is still in hospital waiting surgery, but is out of danger. The funeral is tomorrow at 4pm in the church of Raposeira.

‘TAP Guarantees Flights On Day Of Strike – Resort to the company ‘Portway’ is the solution found to not leave passengers on land’. Passengers are catching their flights as normal at Madeira Airport today, despite the strikes by staff represented by 5 different trade unions at TAP airlines. So far no cancellations or delays. A TAP spokesman said that (today?) there will be just isolated small delays. TAP has contracted the handling services of Portway to minimise problems, a move that one trade union leader has said is illegal. TAP assures that the move is within the law.

"Black Stains" Appear Like Mushrooms Leaving Funchal Disfigured – CDU criticises urban growth in the city’. The election candidate of the communists for the câmara municipal of Funchal criticised the various developments that have left the city "violated and disfigured". In a pre-campaign initiative prior to the elections on 11th October, Artur Andrade said that the city had been "marked by interest groups and by speculation in real estate", and that the municipal master plan (PDM) has proved "insufficient to deal with the speculative interests and was twisted and violated". The result of the total permissiveness over the years is for the gain of "a minority whose aim is simply to make as much profit as possible". The examples chosen to illustrate the accusations are Marina Shopping, the expansion of the Hotel CS Madeira, the embargoed building of Mina Gerais, and even the cement wall at the port of Funchal for the construction of a car park. What about the complete development in and around Ajuda? If that wasn’t done for a quick buck and with total disregard for sensible planning, I will eat someone’s hat.

‘Autonomous Regions Forgotten In The Programme Of PSD – Ferreira Leite doesn’t take on any questions involving controversy’. Alberto João Jardim said during the week, that the PS electoral programme presented by prime minister José Sócrates was worth "zero", in respect of Madeira and the Azores. An evaluation (according to the Diário) that he should now extend to the programme (prospectus?) of his own PSD party, presented yesterday by party leader Manuela Ferreira Leite, who said the party did not exaggerate its promises. The autonomous regions had a quarter page and some general references, with none of the issues considered fundamental by the social democrats of Madeira addressed with a clear commitment, including the constitution revision considered as a top priority by president Jardim. It does however promise to patch up the terrible relationship between central government and the regional government of Madeira, if elected. It also promises to ensure ‘healthy market competition’, which will conflict with the government stance here in terms of the newspaper Jornal da Madeira.
