Today’s Photo Thanks to Jon … the last of the hand-coloured postcards … very enjoyable

madeira news blog 0911 Jon old madeira 5Where has concrete city (Chocabloc) gone ???

Ever seen a Zino Petrel, or fancied a trip to the Ilhas Desertas? BIRD WATCHING EXCURSIONS If you go don’t forget to share some photos with us.

"The soil and climate of Madeira were found to be ideal for the production of wine. But many arduous years had to pass by, since the first plantings – circa 1470, before the land was cleared and enough vines planted to make an industry". A worthwhile article on growing the grapes and producing Madeira’s most famous export. A Glass of Madeira, My Dear

Fir Park to Funchal "Maritimo’s quaint Estadio dos Barreiros ground is built into the hillside in Madeira’s capital Funchal and is the place where Rangers lost 1-0 in the 2004 UEFA Cup. The call the stadium The Cauldron – and not because the weather’s always hot". I can’t imagine any other reason why it would be called the ‘Cauldron’, as the ground is practically empty during match days. Anyway, even if you don’t like football, it was a good article (despite ‘The Sun’ spelling mistakes), finished off with a quote by the Marítimo manager Mitchell van der Gaag "That’s the only down side to Madeira – life’s TOO good here"

This weekends football sees Nacional (4th) host Naval today (11th) at 5 pm and Belenenses (14th) host Marítimo (5th) on Sunday at 6 pm (SportTV1).  The highlight of the weekend is at 9.15 tonight, when Sporting take on Benfica. The Porto v Rio Ave game is on RTP tomorrow at 8.15 pm.

madeira news blog 0911 der platamo banana OK, you put the pressure on Debs, so here it is. This is called the Platamo banana, and these specimens came from Madalena do Mar, the home of the best bananas. The lady who gave me a small bag of them told me that if you ever see them in the shops (and I never have) they would cost at least €3 a kilo,  more then double the normal price. I have never seen bananas with such girth, and when I got home I weighed them, and 3 weighed slightly over one kilo = €1 per banana. That’s a 10 cêntimo coin by the side. I had one for breakfast yesterday, and I didn’t need anything else to eat until tea time.

As regards the €20 a kilo vegetable, I am not going to say anything on that yet. All I will say that it is a very very very close relative of one of the most common vegetables grown on Madeira, joined at the hip you might say, which is currently priced at about €1 a kilo (Pingo Doce this week). It is also very very very closely linked with the ATLANTA BEAM PIPI. Any ideas anyone? No chance, unless you are a local!!!!

Sue very kindly sent in this article :

image Prisoner of 35 steps. One by one, there are 35 steps that Maria Ilda has to overcome, dragging and using only the strength of her arms, whenever she has to leave home. Also there many more for the return, because access to the residence on the site of the Wheel Massapez, the Belfry, is made only by steep steps and is certainly not adapted to the physical problem that affects this 59 year old lady. The call for the solidarity in Madeira for the purchase of an electric wheelchair and the construction of a ramp, made on 23 November in the ‘letters to the editor’ DIARY were made, as a kind of last resort, because all applications for help did not work. "The best gift Maria could have this Christmas would be a wheelchair ramp and a motor in order to reach the road," which would be the only solution to her problem. Mainly because now she is beginning to lose the strength in her arms, a consequence of osteoporosis that is also affecting her. "I have a lot of pain in the arms and shoulders and, in most cases, I can no longer climb the stairs," and the situation is aggravated when it rains. Maria suffered from a case of meningitis when she was one and a half years old which led to paralysis and the thinning of the lower limbs.  Maria to date has always depended on the other, but with an electric wheelchair and a ramp she could have again some independence, but as she expressed, she cannot afford the high costs. Maria gets a pension of 200 Euros and adds that the family does not have sufficient income to help her even they all work for a living. For three years, Maria Ilda requested support Social Security, with the great help of Helda Andrade," the nurse specialist in rehabilitation of the municipality of Ribeira Brava, who was interested particularly in this sensitive case, but the support for the electric wheelchair has not been achieved due to the substantial cost (more than five thousand Euros) and there is no money available. The same applies to the elevator/stair lift, the cost of which is estimated at around 25 billion Euros. The decision on the ramp on the regional road is still under study in the City of Ribeira Brava, due to height of the slope.

Solidarity march
A ‘card reader’ to account for the delicate situation of Maria had instigated a series of reactions from readers of the Diary, who agreed at once to help the dream of this lady to be independent and not an invalid. In this sense, a fundraising campaign fundraising has been started to try and minimise the effects of physical limitations in daily life of Maria Ilda. All those who want to collaborate with this charitable initiative can do so by NIB: 003506870000567430024 (on behalf of Ascension Ilda Maria Andrade) or by direct contact with the residence (291,953,807 or mobile phone 919013446).

I read her letter in the Diário earlier this week, and how she must have felt sending in a begging letter to a newspaper I don’t know, but added to her mobility and health problems it’s a very sad story indeed. Der

… and many thanks to Elaine for yesterday’s top news stories :

Togolese suspect vessel may be towed. The mystery of the ship ‘Newhope’ that since November 9 has been hovering 12 miles from Funchal thickens. The vessel continues in Portuguese waters, with lack of food and fuel, a situation which the authorities consider strange for a ship travelling between Brazil and India. During the past three weeks the ship has asked permission to anchor, claiming to need supplies, a claim the Maritime Authority does not authorize as there is information that the ship’s certificates are expired and that the ‘Newhope’ is included in a list of ‘black flag’ ships, which constitute a threat to safety and the environment. Now a representative of the shipowner is in Madeira, who in recent days has been trying to encourage the regional authorities to find a solution through supplying while offshore, without the ship entering port and subject to an inspection. The presence in Madeira of the seagoing tug ‘Fairmount Summi’ thickens the mystery. Because there is suspicion that the presence in our seas for five days and without a port of destination, it is linked to the situation of the ‘Newhope’. With lack of water, fuel and oil for the generators and other equipment, the captain of the Togolese boat may request aid and thereby triggering a maritime rescue operation, that would justify the presence of this tug of Dutch flag. Recently the tugboat has towed a ship for 20 days from Brazil to Europe, at high cost, which may link the presence of the ‘Fairmount Summi’ with the situation of ‘Newhope’.

TAP has lost passengers but thanks to liberalization. The liberalization of air transport between the mainland and Madeira has helped everyone. The conviction was shared by the President of TAP, defending free competition, admitted the airline lost passengers but has become more competitive. "Madeira has won. It has more service and we have a better service." The losses of TAP reached 60 million Euros last September but he ensures the company will survive the crisis. "TAP has its second best year ever in numbers of passengers but not in terms of income." The reason is simple, the prices are much lower. In addition to lower prices, he noted that in a time of crisis it was necessary to reduce supply by 10%. The result is expressed in the occupation on board the aircraft of TAP rising to 74%. Liberalization and the contribution of domestic tourism have mitigated the numbers of tourists. But the Portuguese are not available to holiday in Madeira for 12 months and we will have to find alternatives and domestic tourism can be short-lived. To increase domestic tourism, a 2 million Euros advertising campaign ‘Find a Greater Portugal in 2010′ for the Spanish market and to migrant communities in France, Venezuela and South Africa. This is to attract migrants and descendants of second and third generations. These countries have good air links and South Africa will be in the spotlight in 2010 with the World Cup.

Two boulders threaten road. Two large stones are likely to fall on the road linking Pestana Junior to the access to the motorway. The rocks are about 40 metres away from the road that is used daily by thousands of cars. The warning was made to the Diário by householders residing in the area, who became aware of the situation while searching for mosses and ‘cabrinhas’ for presepios which they are making for Christmas. The two rocks should weigh close to half a  ton each, appear to be based on an area of land capable of being easily altered by the elements of erosion, particularly in the event of high intensity rainfall over an extended period. Note that the slopes of the area, limiting the Ribeira de Joao Gomes, have been subject to several visits to remove earth and stones, some of which were conducted in the wake of some landslides or to prevent such an occurrence.

Prisoner of 35 steps. Maria Ilda, 59 years old, has to overcome 35 steps by using her arms whenever leaving and returning home. There was a call for the purchase of an electric wheelchair and the construction of a ramp on 23 November in the letters section of the Diário, as a last resort, but it did not work. She now has osteoporosis causing pain in her shoulders and arms and has difficulty climbing the stairs, especially when it rains. Her wasted and paralysed lower limbs are due to contracting meningitis when she was one and a half years old. A wheelchair would give her some independence but she only has a pension of 200 Euros and the family all work and have no spare income. She has requested support from the Social Security for three years with the help of the specialist rehabilitation nurse but the cost of more than 5,000 Euros could not be met. The ramp would cost about 25,000 Euros. There is a fundraising campaign by the readers of the Diário. The NIB no:00350687000056743002 in the name of Maria Ilda Ascensao Andrade.

Volunteers Fair in Jardim Municipal. In years of crisis, the numbers of requests which have come to various charities have shot up, but fortunately the contributions followed this trend. The Fair of Volunteers opened yesterday afternoon and runs until Sunday. President of the Casa do Voluntário said, "Expectations are very high because we have more associations (56) and we extend the time of this fair to four days". "In times of crisis, associations that deal with issues relating to economic difficulties have had more users, more users means that the technicians have more work and need more volunteers, in that respect I think that civil society has responded." The Support Centre for the Homeless is just over a year old but already has 30 volunteers. "We distribute food every night (except Saturdays) in Funchal and although we have more people in need, we have been able to respond." The purpose of the fair is to make a Christmas dinner for users. Unemployment is the main factor for the increase in requests for help. The purpose of the fair is to promote the work of the association. "We also use the fair to recruit volunteers."

Jardim punish those who voted against him. Following the recent visits of Jardim to the 11 Municipalities, the aftermath is that seven public works that had been promised and were part of the Government Program will not be undertaken, at least in the current term. The exorbitant cost of some of the planned investment was the main ‘excuse’ used to make them leave the ‘map’ of priorities, although there are also other cases of less expensive works, which were also part of the Government’s commitments, ‘smelling’ of political revenge. Coincidence or not, the most penalized was Santa Cruz Municipality where the PSD had the worst result. Here, the mayor of the Council has recognized the need to rethink the program for the parish of Gaula, following the defeat of the PSD, who lost the Parish that they had regained from the Interim of 2008. Jardim did not apply ‘half measures’ and withdrew three investments that appeared in the Government Program for this county, and the ‘dissenting’ Parish  was the most impaired, with two works cancelled. Probably also to pay the ‘bill’ for not being Social Democrat, a ‘distant’ neighbour the Socialist parish Achadas da Cruz, Porto Moniz, also saw the disappearance of building a road that would allow access to Fajã das Achadas da Cruz, currently only accessible by cable-car. It was a work that had been ordered by the ex-mayor Gabriel Farinha and the newly elected Valter Correia failed to hold onto it. The cancelling of works was not limited only to locations not favourable to the PSD. In the case of Porto Santo, which has seen ‘erased’ a bus station. However on the ‘orange’ island, Jardim has been careful to announce counterparts, saying that ‘compensation’ would be the improvement of another public investment. In the wake of the cuts announced, is only missing Funchal. They are not going to get sand at Praia Formosa and the restoration of Toco area will just be a ‘mirage’. Two large investments that Jardim emphasize were not annulled, but only postponed. Jardim has double standards: hostile terrain has works cut without any alternatives, yet when forced to announce restrictions on ‘orange’ ground, he is careful to divert some money for other works or just postpones them.

Caritas collecting food at Pingo Doce. Caritas again calls on the generosity of Madeira under another campaign to collect food, which will be held Saturday and Sunday in all Pingo Doce stores in the region. Last June, the campaign collected about 33 tons of food and articles for personal hygiene. This second initiative is to replenish the stocks that are to support people in need until May 2010. The charity currently supports about 300 families and has increased the number of persons and households that use the institution for the ‘support-SOS’.

Chocolate Island. 12 and 13 December at the Congress Centre. Visitors will have the opportunity to appreciate and buy chocolate in its various forms and flavours. Also combination products for example jams, sweets and teas and many others. An area for children to make sweets and desserts. Entry 2.50 Euros and accompanied children under 12 are free. Revenues for the Foundation of Gil.

Jardim remains on the Committee of Regions. One of the twelve representatives of Portugal on the Committee of Regions, a position that he has occupied in 2000 and 2001. Since Portugal joined the EU and the creation of this body, Jardim has been Portugal’s representative on the Committee. Besides Jardim are Carlos Cesar (Azores) and ten mayors, five elected by the PSD, four by the PS and one by the CDU. The mandate is until 2014. —- I’ve never heard of this Committee. Does that mean it does little but give the members nice ‘jollies’?

Illuminations in Calheta on 11 December. 19.30 hours, switch-on ceremony. On the same day and at the same time, the inauguration of the Nativity scene at the Praceta 24 de Junho. Christmas party 10 December for more than 1,000 children of the county. 13 December a Christmas lunch for just over 1,000 elderly people.

Mobility allowance approved in the Assembly of the Republic. Parliament today approved the creation of a travel allowance for travel of residents and students form Madeira. The opposition united against the PS to approve two bills originating in the Legislative Assembly of Madeira to create a grant to support air travel for residents and students from Madeira. They voted to change the law governing the allocation of a social mobility allowance when travelling between the islands and the mainland, following the liberalization of air transport, which offers variable pricing in tariffs. One proposal that, instead of the 60 Euros currently allocated as subsidy per journey, there is a refund of 50% of the total value of travel for residents, and 65% for students on four trips back, per academic year. The other proposal seeks to counter the double insularity to the residents of Porto Santo, which increases costs of routes, offering a subsidy of 65% of the tariff on four trips, providing that they are connecting Funchal-Continent, made in 24 hours. This approval is a ‘warning to the Government of the Republic’ as it was not adopted by the previous Government and it is only possible due to the balance of forces in parliament."It is a political signal, it is the first vote that the opposition is claiming a majority against the minority Government."

Madeira Wine and Barbeito distinguished in London. The Madeira Wine Company was last night awarded ‘the best producer of fortified wine’. Francisco Albuquerque was elected the winemaker of the year three times. The International Wine and Spirit Competition elected Barbeito Malvasia 30 years as the best fortified wine. The company also earned a gold medal for the Malvasia Old Reserve 10 years and another five silver medals, best in class for the wines: Veramar 5 years Boal, Malvasia 20 years, Barbeito Single Harvest 1977 Meio Seco, Verdelho Old Reserve 10 years and Sercial Old Reserve 10 years. Two silver medals for Malvasia 1994 Colheita Single Cask and Boal Old Reserve 10 years. All the wines were produced by Ricardo Diogo. In 2008 the competition received more than 7,000 competitors from 80 countries. The medals and trophies are the most prestigious awards in the market representing the best wines in the world. Competitors are entered in categories divided by country, region, variety, style and vintage. This is the third international recognition gained by Barbeito during the year 2009 for different wines. The fist was achieved in the International Wine Challenge when Old Verdelho Reserve 10 Years Old won the Madeira Trophy gold medal and Champion Trophy in the class fortified wine. In the Japan Wine Challenge, the Old Reserve Malvasia won the Best Portuguese Wine and Best Fortified Wine and the Malvasia 30 years won the Trophy for Worldwide and Fortified Wine 2009 gold medal (Best in Class) at the International Wine and Spirit Competition.

My turn (Der) :

Today’s main news headline from the Diário de Notícias : Socialist Party in the minority stay at war with Madeira – Against the absolute majority of the opposition, the socialists confirmed yesterday that they were not going to change their stance regarding Madeira. And so, the residents air travel subsidy was passed but not through the Socialists. Taking advantage of the fragile Socialists, the Legislative Assembly of Madeira already has 6 proposals in São Bento. Top story belongs to someone else today, although already partly covered above re the transport subsidy … any takers?

Controversy : Convention of APAVT: Conceição Estudante (Regional Secretary of Transport & Tourism) criticises Tourism of Portugal through it’s failure in the promotion of Madeira, Luís Patrão denies. The campaign ‘Discover a Bigger Portugal’ was criticised by Estudante for not really identifying the destinations. She says there is a lovely picture of Madeira, but unless you already knew you wouldn’t be able to identify it. Patrão, boss of Tourism (civil servant level), denies the allegation, saying "We were very strict about including the right images in the campaign partly, because we have the Secretary of State who is from Madeira". Bernardo Trindade of the Socialist Party is of course his boss, so maybe this is more about politics than anything else, but as Estudante is not an elected Regional Secretary then it’s probably just mischief making to keep Uncle Bertie happy. One thing that is certain is that Trindade looks after Madeira very well, probably better than anywhere else in Portugal in his national portfolio in tourism. If I was Estudante I would keep my gob shut and let Bernie get on with it, otherwise she might shoot herself in the foot.

Lightning bolts in the unveiling of the illuminations. The lights in downtown Funchal were switched-on on a stormy night with a widespread power-cut, but symbolised the initiation of the Christmas spirit : academics deliver presents and the charity Cáritas collects donations. The actual front page photo shows Xmas decorations like lightning bolts hitting the ground, but unfortunately I can’t reproduce that photo for technical reasons. Anyway the gist of the headline is that the switching-on of the Christmas lights coincided with a very noisy storm last night that put nearly the whole island (more so in the West) into darkness. Here in Ribeira Brava we were in blackness for about half an hour. It was indeed a spectacular storm with numerous dazzling lighting bolts, window-rattling thunder, and very heavy rain. It was almost without wind here which was great as I was able to stand out and watch the sky for a while. An hour or so after it started you wouldn’t have known there had been a storm, and even the moon was visible. Smarty Alec me must have had a premonition as I brought a pack of candles this week! The bit about the charity collections is already covered above in Elaine’s article.

Fleeing under pressure – Sporting – Benfica : Managers reject the duty to win. Nothing to do with Madeira of course.

The derby game Barcelona v Real is tomorrow with Ronaldo in the centre. As I can’t raise much interest in Portuguese football, I can’t see much point in moving to the Spanish game! … moving on …

H1N1 claims its first fatality. It didn’t make the front page today, but it was all over yesterday’s news bulletins that Madeira yesterday has it’s first death attributed to Gripe A swine flu. A 52 year old woman from Câmara de Lobos died in hospital, but there were also other illnesses involved. A man was also hospitalised with Gripe A, the fifth case since this all began. The article says that the peak of the pandemic will hit Madeira worst between January and February, although the lead up to the Christmas period will see an intensification of cases.

Motorbike sales race ahead ; Porto Moniz to audit past expenditure ; More air routes needed

November 14, 2009 By: Der Category: Madeira & General News, Reader Chat & Questions

Today’s Photo : Thanks to Jon … another hand-coloured old picture postcard view

madeira news blog 0911 Jon old madeira 4

Today’s main headline. The new mayor of Porto Moniz wants to know exactly the accounts Gabriel Farinha has left. The newly elected mayor of Porto Moniz wants to know the real situation of the accounts of the municipality. The claim of Valter Correia surprised the two Socialist councillors, that the financial situation is equally or more worse than he imagined and because of that there would be an audit. Victor Correia confirmed that he wants a detailed report of the economic situation but played down the alarm raised by the Socialist Party. "This is not a full audit. That is not what we are talking about." "We are obliged to divide the two accounts and have a new account within a period of 45 days, so let’s add a line to tell us the state of the accounts." The mayor wants previous financial years and financial resources rigorously established, especially the liabilities, loans, the current monthly expenditure of the municipality and other accounting details that allow the new town council to schedule a program of feasible initiatives. The relationship between the former mayor, Gabriel Farinha and Valter Correia has been deteriorating in recent months, so the decision might be directly related to suspicions or doubts of mismanagement during the previous eight years of office. Valter Correia denies that he has ever thought that way, ensuring that it is just and only a tool for the development of the municipality. "I really need to know the state of the accounts and what I can do in the future." He took the opportunity to criticize the opposition and admits that the financial situation of the council" is complicated, but is not as onerous as they might be saying."

Nearly 400 125cc motorbikes sold since August. A legislative amendment for holders of ‘Category B’ driving licences has led to a race for bikes, an average of five sold per day, tripling the number sold in the same period last year. The demand for bikes of 125cc per cylinder has been such that there are brands that have waiting lists for certain models, e.g. Suzuki, Honda and SYM. Some customers have to wait for three to four weeks. Models of the Chinese SYM have sold well as they are cheaper, from 1,700 Euros upwards. Yamaha bikes have also tripled in sales and the small stock of used Yamaha bikes was exhausted in July.

Pico dos Barcelos – for tourists (not) to see. The view over the city of Funchal is as beautiful as ever, but the frame that surrounds it is not pleasant. For years, a scenario of degradation took over the Pico dos Barcelos, one of the most iconic and sought viewpoints of Madeira, with a daily circulation of hundreds of tourists. As beautiful a landscape as it is, they cannot remain alien to the poor condition of the area, the abandoned buildings located nearby, turned into garbage dumps and shrub that grows uncontrollably on the southern side. Those that live and earn their living in the immediate vicinity of this area to be redeveloped, scheduled for early next year, see it as a ‘light at the end of the tunnel’, the last hope to bring back the dignity to that important tourist spot in the parish of Santo António. The 8,489 square metre area will probably have to be fenced off, like Santa Catarina Park, to prevent vandalism and an area for drug addicts. Two nearby abandoned buildings are garbage dumps and act as shooting rooms for drug addicts. These situations cause concern to those living in the area and leads to questions about public health, not least because of the proliferation of rats in the neighbourhood. The two areas have been cleared of rubbish in the past but are soon filled again with household waste. The enclosure of the viewpoint leaves a lot to be desired. The pump for the ornamental fountain has failed and the street vendors fear the stagnant water becoming a breeding ground for Aedes aegypti mosquitoes. The gardens are reasonably well tended but are not as nice as they were, and plants have been illegally taken. There are also safety concerns due to holes in the floor, broken glass and a broken bench. The degradation is from both wear and tear and vandalism.

Funchal has no room for some Christmas activities. Amusement parks, circuses, fairs and even an ice rink. Funchal Council have received nine applications to install such equipment during the Christmas and New Year, but the companies were told the municipality does not have suitable spaces with regards to safety, infrastructure and noise levels. If a company can find a privately owned area and has the owner’s consent, the council will evaluate and decide whether it is possible to license the operation. Other councils might have suitable areas. Funchal Council have had 76 applications for street vendors; 11 for foliage, 20 for toys and 45 for Market Night. They prefer traders who already hold a licence and will not make decisions until December.

Firefighters without the means to help animals. On Porto Santo, the bombeiros do not have the means to help animals requiring assistance. A cat was frightened by dogs and took refuge on top of an electricity pole. Unable to descend, and being too high for the owner, the owner asked for help from the bombeiros who said that it was not a matter for them but the Electricity Company. The Electricity Company carried out the rescue. After complaining to the bombeiros, who were unoccupied at the time, they apologized but said that due to lack of manpower they could not risk leaving the post to rescue an animal, in case an emergency call came and people are their priority.

Man hit by falling eucalyptus. A 34 year old was under observation at the hospital last night after being injured at work. He was hit in the leg by a falling eucalyptus he was cutting, and was rescued by the bombeiros.

Failures in the treatment of hazardous waste. The Communist MP Leonel Nunes showed photographs of liquids escaping from containers at Meia Serra waste treatment plant. These were organic hazardous waste, especially of hospital origin, and remained in the area for months instead of a maximum of seven days. He wants a parliamentary inquiry into the operation of the unit that had been presented as the "best in the world". The Social Democrats accused him of exaggerating since it was only "a single failure" and the vote went against an inquiry. A malfunction of two incinerators for bio-waste forces the company to export hazardous waste to the mainland. The Department of the Environment said there is no link between the export of medical waste to Spain and the company of Manuel Godinho, the suspect in the ‘Hidden Face’ inquiry. Valor Ambiente has no relationship with either Godinho’s business group or the waste management company Resatlantico, recently licensed in this region.

Opposition with greater powers in Santa Cruz. Revolution. For the first time in the history of democracy in Madeira, the approval of subdivisions and award of public contracts above 250,000 Euros will not be managed or delegated by the mayor. This is the conclusion of the Socialist Party and Movement Together for the People (JPP), as the PSD executive has no majority but the mayor rejects the notion that these two parties will have greater powers.

Business Centre could double IRC receipts in the region. As early as 2012, the International Business Centre could double the current revenue from IRC (€80 million). Last year, the revenue was €94 million but has fallen due to the economic crisis. The companies at the centre contribute to economic globalization, financially contribute to the region and help to promote Madeira. A large Brazilian steel group has just opened a branch in the centre and companies in the group mine ore and export ore and steel. Jardim wants the Portuguese Constitution to be revised so the free zone can continue to exist and be internationally competitive.

More air routes needed to stem the loss of British tourists. The British tourists are flying to destinations outside the euro zone (e.g. Turkey and Egypt) due to the recession and the devaluation of the pound. The Secretary of State for Tourism at the World Travel Market in London suggested more air routes to Portugal would offer a wider choice of flights and prices may fall to attract more tourists. There was an increase in the number of routes (198) after a change in legislation and the Secretary wants to increase them further. Next May, Jet2 fly to Faro from Edinburgh, and Funchal to Manchester. Ryanair might extend its presence in Portugal, with more flights to the UK and other destinations.

Social Marketing Plan in 2010 to alert Madeirans to poverty and exclusion. Developed by the Department of Social Security to extend the effect of the four plans implemented this year. There will be messages disseminated through the media using advertising campaigns, symposia and conferences with local experts and outsiders and various initiatives. These are to make people aware of the problems and think about them, especially social exclusion, and help to resolve them.

Computerised help when deciding on a hair style. A new hair salon, Hair Boutique, in Rua 5 de Outubro in Funchal, will offer personalized advice through a computer program showing ‘now and after’. For example, cut and colour, for both men and women. The hairdresser also specializes in hair extensions and wigs essential for health reasons.

Region has 1,600 immigrants from Eastern Europe. In the auditorium of the Municipal Gardens in Funchal tomorrow at 20.00, there will be a Meeting of the Peoples of the East. There are 1,600 people residing in Madeira from both EU and non-EU parts of 18 countries of Eastern Europe. There are 363 Romanians and 736 Ukrainians. There will be a culinary display and a traditional group from Caniçal and the Ukraine Group Budjane.

An attempt to judicialize the political process. Funchal Council (PSD) approved a private construction project in Santo António for a set of town houses. A PND councillor said this is contrary to the Municipal Plan which provides for the construction of detached houses, and he is taking the matter to the Administrative and Fiscal Court. The council said the decision was based on advice from expert opinions and this "threat" was an attempt to "judicialize what is the political process". The councillor also complained that as regards another subject, he had difficulty in obtaining information he should be entitled to. The council replied that he had not gone through the correct channels. —– Corruption?

Discontent in SESARAM. The Union of Nurses and the Independent Union of Doctors met today. The doctors are still unhappy about the ‘legal vacuum’ related to medical careers that exist in the continent and the nurses are discontent about career structure, and reforms implemented by the management which have led to demotivation and dissatisfaction. The decision to strike has not been ruled out by both professional bodies.

Many thanks to Elaine again for all the above, from yesterday’s newspapers.

Santana tourist hunt ; Maritimo €5m construction debt ; Jardim gives Madeira debt reassurance

November 13, 2009 By: Der Category: Madeira & General News, Reader Chat & Questions

Today’s Photo : Thanks to Jon … Another ancient picture postcard from his collection

madeira news blog 0911 Jon old madeira 3

Thanks once again to Elaine for keeping the blog going with yesterday’s main news stories :

40% couples live together before getting married. There are more couples experiencing life together before getting married. According to the 2008 Demographic Statistics, 40% of couples who married in 2008 in the region had already lived together. In 2003, the percentage was 19% and this has increased each year to 31.9% in 2007 and 40% in 2008. In Portugal, the trend is from 20.6% in 2003 to 35.4% last year. There has been a decrease in the number of marriages both nationally and regionally and the upward trend of cohabiting couples is a reflection of social instability, according to a Sociologist. The number of divorces is increasing, 27% more in 2007 than 2006. Second marriages are also increasing, up from 15.9% in 2003 to 24.1% last year. The tendency to marry more than once is also up, from 16.3% to 23.4% and more couples, 27.6%, have children from previous marriages. The mean age of first marriage has increased to 28.1 years for women and 29.6 years for men.

Armistice Day ceremony on Saturday. A morning Mass at 9 am in Carmo Church followed by a military ceremony at 10.00 at the Monument To The Dead From All The Wars in the Avenida do Mar. There will be a tribute to soldiers who died in World War I, the War in Africa and also Afghanistan.

Santana Council promote vacation holidays in the area. The Council want both travel agents and the locals to identify the most attractive features of the county for visitors, in the areas of culture, sport, landscape and recreation. They want to be able to offer stays lasting 1, 3 or 7 days during which visitors can travel the county from end to end, spending nights in tourist facilities and dining in the local restaurants. The Mayor wants public-private partnerships. He highlights the following features. Arco de São Jorge has a roseiral (rose garden) and local museum. São Jorge has a bathing zone, church, traditional houses and ethnology museum. Archada do Marques is an excellent area for walking. Attractions in the area are Madeira Theme Park, traditional A frame thatched houses, Pico das Pedras leisure area leading to the Caldeirão Verde (Green Cauldron), Rocha do Navio cable car and Pico Ruivo. The promenade area at Faial is being redeveloped and at São Roque do Faial there are levada walks to Portela, Balcas and Ribeiro Frio. Animation will be better marketed, for example the Festival 24 Hours of Dancing.

SESARAM denies any discontent among Health Professionals. The Health Service counteracts yesterday’s allegations in the Diário. They say there have only been 95 complaints from a total of 547 doctors, there is no career vacuum and recruitment occurs nationally. There will be no changes at the Health Centres as regards doctor’s  lists.

Luxury yacht in port today for refuelling. As well as 3,700 tourists in port from two cruise ships, the MSC Fantasia and the Grand Mistral, the mega-yacht Odessa expected at 13.00. After refuelling, the boat departs around 17.00 for Antigua. The last time this yacht called was on the 25th April on a repositioning cruise from the Caribbean to Europe. The five luxurious cabins can accommodate ten guests.

Marítimo owes 5 million euros to construction firm. Construction of Marítimo Sports Club Complex might end up in court over 5 million euros. During the construction, Marítimo decided to make alterations to the project, which the construction company carried out. These alterations were due to Government amendments and they said they would support the work. This work cost an additional 5 million which is 150% more than the Government promised. The Government now says it will pay €2 million leaving the club to find the other €3 million. The construction firm is threatening court action and the €5 million has accumulated €1 million in interest, also still to be paid. There are complex legal issues about the legality of the amendment to the original contract, and whether the work is unauthorized, and who is responsible for paying. The construction firm originally invested €8 million for the main building.

Airport paid for by RAM. The Regional Government cannot change the airport charges, as did the Azores, because it is paying in full for the construction work. The Government is paying back the loan from the European Investment Bank. "The Portuguese Republic has not put a penny into Madeira airport," stressed The President of the Regional Government. The Regional Government cannot decrease the airport taxes as there is not enough money in the budget.

MEP worried about European funding after 2013. The European Commission is working on guidelines for distribution of cohesion funds which will adversely affect 2/3 of European regions, including Madeira losing funding. Access to funds will be dependent on when the country joined the EU, (old or new countries), and on their competitive advantages. The Commission also want to centralize the management of funds at either a national level or at Brussels, rather than regionally.

Suspicious fire threatens a family. In Piornais, a fire caused by a gas cylinder broke out in a structure built over a house. The man living in this annexe has previously threatened arson and is thought to have started the fire, endangering other members of his family below. The police are investigating the case and had already visited the family that afternoon.

Fire in offices at the top of a building in Funchal. The building was in the street in between the Rua dos Aranhas and Avenida da Arriaga. A large response of firefighters was required due to the built-up area. The cause is unknown, possibly an electrical short-circuit.

Santa Claus is coming to town. Arrives at Forum Madeira on Saturday 14 November at 12.00. There is also a collection area for used and new books and toys, to be distributed to various charities.

There will be money to pay the Regional debt. Reassurances from President Jardim about public properties used as guarantees for debt. He said the process was legal, a normal operation for all sovereign states and is properly supervised by the Court of Auditors. "There is no drama." "The critical stage will be 2009 / 2011, because they will be taken to finalize and pay for large investments in Madeira, which will be practically completed by the end of 2011. From next term, the Region has no major capital expenditures to make and there will be more money available to pay off the debt." "From 2011, public spending will be lower."

Porto Bay hotel chain wins 12 awards. This hotel chain previously won awards from tourists travelling with the TUI group. Three new hotels have won awards from the German operator Thomas Cook / Neckermann; Suite Hotel Eden Mar, The Residence and Porto Bay Falesia. In London at the World Travel Market, the group earned nine gold awards from the tour operators Thomson and First Choice.

Madeira is prepared for predictable epidemic of influenza A. The Regional Secretary for Social Affairs said that Madeira is ready for the foreseeable epidemic and stressed the importance of preventative measures to minimize the effects of the rapid increase in the number of cases, particularly among children. There have been cases of infection in three schools, for the first time in the region, and contingency plans have been activated. The Director General of Health in Portugal has called for the Health Professionals who have refused to be vaccinated to protect themselves, as the epidemic activity will intensify and the risk after the vaccine is virtually nil.

8 new Gripe A cases ; Flor do Mar ends ; Firearms ignorance ; Madeira debt surge challenged

November 10, 2009 By: Der Category: Madeira & General News, Reader Chat & Questions

Today’s Photo : Thanks to Jon … another one from his collection of old postcards.

Tobi found this Madeira online radio station MIRADOURO I had a listen when I was reading through the Diário yesterday, It’s was all pre-recorded music early morning, although there was some talking around 8 am.

Tobi, also said : "A friend of mine Luis Filipe Pessoa e Costa has an exhibition on in the Electricity museum of paintings and some other artwork on the theme of Africa, they are there till the 14th November, and its free to enter, just ask to see the Africa Exhibition.  I have added a link to the photos I have". AFRICA ART

Don has updated his blog with a preview of a Madeira Christmas FUNCHAL’S EVENING DRESS

"Portas do Mar in Ponta Delgada, São Miguel (Azores), has unveiled a New Year’s Eve program set to rival that of Funchal, Madeira". I DON’T THINK SO!

It’s the day of São Martinho tomorrow, a special saint’s day for bacalhau, castanhas, wine and good deeds. The Roman soldier died in 397 AD, and his first and most famous good deed was to cut his cape in half with his sword to help keep a half naked beggar warm.

And talking of good deeds, I’m in a better mood today, particularly cheered up by a kind soul that used the PayPal button (just down there on the right hand side of this page). How he got through the rust I don’t know, but he managed, and it is now loosened and working OK. Anyone else encouraged by this act of kindness, please bear in mind that without volunteers to contribute to this blog there are no guarantees as to how long it will keep going. At the moment it’s just a few regulars, and in particular Elaine, who has been providing the daily news, keeping this going.

The rumours last week were true, with the TVI series set on Madeira, Flor do Mar, coming to an end after nearly 300 episodes. Anyone wants to know who shot Ana-Maria, I’m your man. It finished in an action packed fashion, with yet another murder, and the suicide of the baddy (of the feminine type).  That should save the government here a few Eurobucks in hotel bills.

There were 8 new cases of Gripe A swine flue on Madeira last week, half of the victims  were aged 15 or under. Two cases of the virus were caught here. 27 suspect cases were tested.

Many thanks to Elaine once again for yesterday’s top news stories :

Delays in Santa Cruz Court. People in Santa Cruz are having problems obtaining compensation due to delays in court hearings, now taking three years. Both cases cited were against Vialitoral for damage to cars when hitting loose stones on the motorway at Porto Novo and near the airport. One case was dismissed and another is still awaiting a trial date. One person sent a letter to the President of the Supreme Court of Justice asking him to intervene to make the court enforce the Civil Procedure Code and the Universal Declaration of Human Rights, so there would be justice without delay.

"The worst is yet to come." Unemployed immigrants from Eastern Europe are going in increasing numbers to the Presbyterian Church for social assistance to help pay their utility bills. The Church has limited funds. Employment is increasingly scarce whereas in the past, unemployed workers could obtain temporary work in agriculture, e.g. banana cultivation. People can not see a way out of the crisis and often become alcoholics and both men and women turn up drunk when they go to ask for help. The Pastor stated, "The most serious are the middle class in poverty, feeling embarrassment and shame. This has not yet appeared in force, but I believe it will appear. They are hoping the problem is resolved. The worst is yet to come." Many of the other 200 Presbyterian population are also experiencing hardship, pensioners needing help with obtaining medication. At one stage, there were 4,000 Ukrainians resident in Madeira, and now are less than half, but they are having problems getting their permits renewed if they cannot provide evidence they can support themselves and their families. They do not want to return to the Ukraine where the economic situation is worse and they have families here with children in the education system. As well as the Catholic Church, the Presbyterian Church receives Government aid and the Pastor thinks there could be better social assistance by a united effort of all the Christian religions.

Criminal Register Certificates. These are for criminal convictions handed down by Portuguese courts and foreign courts for both Portuguese and foreign residents. The Criminal Register Certificate  can be obtained from judicial offices, Loja do Cidadão and representatives of Foreign Consulates or Embassies and costs 3.5 Euros.  It should take no more than three days to obtain and the content depends on the purpose it is intended for. It can be used for employment, licence, permit or registration of a public nature. It is required to obtain Portuguese nationality, change of name, taxi drivers, children transport services, freight forwarding businesses, public service workers etc. There is also a certificate for public companies, organisations and institutions. Misuse is punishable by either a fine or imprisonment of up to one year.

Diocese of Funchal held vocational meetings for young people. For people interested in entering seminaries for the Priesthood. About 20 boys of year seven or above at school attended the meetings where there was a screening of an American video about the life of a priest, called ‘Fishers of Men’ and is available on YouTube. They also learnt about the three components of seminary life; prayer, relationship and living and study. In the 96 parishes of the Diocese of Funchal, there are 76 priests and 22 are more than 70 years old, and 4 between 50 and 60 years. There has been 10 years with no ordinations and there will be 3 new Priests in Madeira next year. On average, there are 2 ordinations a year.

Socialists call for an inquiry into RAM debt. The "rampant debt" and the "illegal debt" the Madeira Government has been mounting up, could lead to a 100 million Euros penalty in State transfers in 2010. The 150 million Euros in loans which "violated zero indebtedness" under applicable laws could result in a penalty of more than 50% of transfers in 2010. The Socialists justify the initiative as follows: "The need for the commission of inquiry stems from the fact that the Government of the PSD shows a great sense of irresponsibility and makes politics a weapon against the Madeirans since launching  a state siege with the loss of two million per year in the Regional Finance Act (between 2007 and 2009), and calls into question more than 100 million Euros in transfers in 2010, with the bad governance it practices." They also accuse the Government of the "obvious inability to act" with incentives to overcome the crisis that have proved "clearly insufficient". They proposed seven initiatives to help the crisis.

‘Almanaque PEF’ celebrates 150 years of existence. The cover picture is a reproduction by a forgotten artist from Madeira, Jayme de Sa. This yearbook has 200 pages of regional events, religion, agriculture, history and cuisine and in addition to the tributes each month, a chapter on the British participation in the economic, social and cultural Madeira. —– I assume there is not an English translation. It sounds interesting.

‘Delights of Israel’ in Reid’s Palace Hotel. The Embassy of Israel in Funchal is promoting the cultural event to be held on the 7th and 8th December. Specialities in ‘Les Faunes’ restaurant will be provided by the Executive Chef of the Sheraton Plaza Hotel Jerusalem with music provided by the singer Ya’ara Olchik.

Mission Recycle short of expectations. After three days in Funchal and Machico, only 72 used coffee machines deposited, enough to represent the planting of only 18 trees. No one showed up later on at Ribeira Brava after the initial queue at 7.15 am for the offers of 10 coffee machines at 10 Euros. .

PS Rui Caetano warns of illegal container park. He was at the entrance of the food market in São Martinho yesterday morning to highlight the fact that the illegal parking of trucks and containers has occurred for four years. The problem starts when it rains and the mud floods the road and obstructs access for residents and customers of the food market. There is also the issue of unfair competition as there are some companies with the same activity which conform to the payment of taxes. The land is a public space and is not licensed by the Council and taxes are not paid to either the Council or the Government.

Another container site in between Machico and Santa Casa de Misericordia has been complained about to the police and the Council of Machico, as the container has been placed there without prior written permission of the owner since 2006. Manuel Franco Santos told the Diário, "I went to the Council of Machico, where I was told it was illegal and they would notify the owner of the container to remove it within 15 days." So far, nothing has happened. The President of the Council says he will send an inspector to investigate as the situation is illegal and an invasion of private property, so justifies informing the police. In 2007, Manuel Franco Santos filed a complaint with the police but they said they could do nothing as it was private property.

Habitat restoration projects are important. 10th November is the anniversary of the Natural Park of Madeira becoming the second protected area in Madeira in 1982. (Interview with the Director). The objective of the Park is to improve the quality of life of the people of Madeira for the long-term. The Director of the Natural Park said, "The mission is to contribute to the sparing use of our unique natural heritage, preserving our cultural identity and landscape, three elements crucial to creating wealth and employment interests of sustainable tourism." The Natural Park occupies 70% of the island, includes several different habitation areas and some species in danger of extinction. One of the many projects being developed is the recovery of the habitat of the Freira da Madeira (Zino’s Petrel) to help its survival. Another project is to minimize the impact of wood pigeons on agricultural fields. Surveys are looking at the use of natural plants in the everyday life in the rural parishes and in Fajã da Ovelho, and cultural and heritage uses of natural materials. The Marine Reserves are an asset to the island; Garajau, Rocha do Navio, Ilhas Desertas and Selvagens and around Porto Santo.

Almost half of the olive oil consumed in Portugal comes from Spain. Between 40 and 50 thousand tons imported per year but within four years Portugal will be self-sufficient. This is when the recently planted olive groves will be in full production. Spain is the main investor in Portugal in this sector, especially in the regions Alentejo, Beja, Serpa and Ferreira do Alentejo. The price has almost increased 50% worldwide in two months. Portugal exports 32.3% of its olive oil production, mainly to Brazil. This year, Tras-de-Montes predicts a fall in production, Alentejo region estimates a 20% increase in production and Beira Interior promises to be the best harvest in recent years.

SATA and TAP reinforce code-sharing agreement. The Azorean airline increased the agreement it has with TAP to destinations linking Porta Delagada and Funchal to northern Europe and Lisbon-Zurich. —- Details given but I haven’t a clue what code-sharing means. It just means they share the same plane, but from a passenger point of view they are separate flights … until they board that is. Der

Cristiano Ronaldo receives compensation from the Daily Mirror. The British tabloid newspaper accused him of drinking excess alcohol and dancing while recovering from a foot operation in Los Angeles in July 2008. He received an apology and an unspecified amount of damages.

Madeira nurses are better leaving the region in search of better working conditions. The complaint of the President of the Order of Nurses, due to motivation and difficulties in finding employment. Nurses have left due to recent changes made by the Regional Health Service for nurses with more years of service and difficulties for recent graduates in finding work. The President said that the future is black and within six or seven years, Madeira will have to import nurses from less developed countries. For these reasons he calls on the Government to reverse the health policies in the region. He said the health service lacks human resources and the 75 nurses who qualified this year are not enough to make up the shortfall.

Of the six patients in Portugal who had severe problems after eye injections at Santa Maria Hospital, two have just been told they are permanently blind. The hospital later denied that the blindness is irreversible.

Interest rates threaten to double by the end of next year. Opinion of many analysts that the Euribor rate will settle at around 2% in 12 months time, i.e.. late 2010. At present the rates are at a historic low at 1% and there has been a downward trend since October 2008. Last September mortgage rates reached the lowest value at 2.361%.

Holders of firearms unaware of amendments to the law. The Regional Command of the PSP has found irregularities in the supervision of individuals with firearms due to amendments of the act in May 2009. Failure to comply with standards of conduct leads to fines, forfeiture of licences and confiscation of weapons. There is "frequent confusion" between liability insurance policies, and safe storage of firearms to ensure against loss, theft and accidents.

Praça do Município in Funchal illuminated blue. From last night until Sunday the three most  important buildings in the square, the Town Hall, Sacred Art Museum and the Church of the College, are illuminated due to an initiative of the International Diabetes Federation. 10.9% of the population of Madeira suffer from diabetes. 26% of those aged from 60 – 79 years suffer from the illness.

A quick peek at the front page of today’s Diário newspaper :

Today’s main news headline : Alcohol sends 600 a year to hospital. Liver cirrhosis problems account for 95% of the hospitalizations in the Service of  Gastroenterology. The Nucleus of professionals of that sector, who celebrate 25 years, meets Friday and Saturday in Funchal. Too many medical terms in this one to make sense to me, but the 600 alcohol related admissions mentioned in the headline, would be higher, but the unit is limited to just 15 beds.

São Martinho : Bacalhau without music – The celebrations today on Madeira are the initiatives of the  traders. And, with the exception of São Roque in Faial, new wine and cod fish is served without music. Even in São Martinho. There will be less barracas than usual in São Martinho tonight on the eve of it’s patron saints day, but the urge to mark the tradition will be the same as always.

Minister says that Madeira received €10 million more – Office of Portugal’s Finance Minister insists in the advantages of the current Finance Law. The PSD-M social democrats say that the Regional Finance Law loses Madeira €200 million, the PS-M socialists say it amounts to just €6 million, and now the chancellor of the Republic says it benefits Madeira with an extra €10 million. As the Diário correctly points out, analysing the Finance Law is like analysing the election results, with each party having a different angle on the subject. They all agree that Madeira has lost out however, and there seems to be no doubt that the Azores receive more than Madeira from the State Budget. And why shouldn’t they, if the need is greater.

Golf of Ponta do Pargo already awarded – It just lacks the money. The €40 million needed has not yet been secured, even though the consortium of Somaque and Zagope has already been awarded the €16.4 million construction contract for the new golf course. The 100 hectare site has already been acquired at a cost of around €20 million. With an area of around 1 million square meters, the design conceived by Nick Faldo will include an 18 hole course, a 9 hole ‘pitch and putt’, a driving range, and a club house. The work will not start whilst the finances are unresolved, and the banks are tightening their lending criteria, and will not now lend against the original concept of the project to minimise their risk. So big deal … we need another golf course here about as much as we need Uncle Bertie’s debt management skills. I have been living here since before the concept of this new golf course, and despite the picture, I swear that there has never been a report of Nick Faldo ever coming here, so maybe his kids designed the complex with some coloured crayons when they were like 6 years old.

Ronaldo provokes ‘Iberic war’ – Portuguese Football Federation pressures, but Real Madrid won’t back down. Portugal want to call up Ronaldo for the game against Bosnia, but Real Madrid say he is injured and won’t be ready to play. But the Portugal manager reckons that Real are pulling a fast one, and said send him anyway and we will get our own doctors to check him out, and if there is any risk we won’t play him. Ronaldo himself when asked said he just wants to play football, so he is keeping out of the politics.

Better fishing in the Azores ; GR defends creative accounting ; Portugal in ‘Top 10′ guide

November 09, 2009 By: Der Category: Madeira & General News, Reader Chat & Questions

Today’s Photo : Thanks to Jon … an old hand coloured picture postcardmadeira news blog 0911 Jon old madeira 1Looks like there is a bit of a sea battle going on out there!

Sheila emailed me with this contribution yesterday :

"Like Tobi, I have often wondered why readers of the Blog have so much to say about entertaining, light-weight subjects but so little comment to make on serious matters. Now I think I know the reason. There is just so much deprivation and suffering here on this "Sunshine Island" that many of us simply despair of being able to make a difference. It is much too easy to bury our heads in the sand and hope that all the sad stuff goes away. Six years ago, when I first started to visit Madeira regularly, I was silly enough to think that, as a journalist, I could do something to improve animal welfare here. Then, I even had the crazy idea of opening a sanctuary for cats and dogs. Because I had no money, I was easily persuaded by the then Administrator of SPAD (the local society for the protection of  domestic animals), Suzette Stein, to help her organisation rather than try to establish a new centre for animals. For several years, while I wrote press releases for SPAD, I became aware of the enormous, overwhelming nature of the problem. It was comparatively boom time for Madeira as for all the world’s economies but even then, two-thirds of all the animals taken to SPAD had to be destroyed. Now, we are all financially bust, heaven knows how many more dogs and cats have joined the long list of those which cannot be saved. At present, all animal charities are more than ever inundated with unwanted animals needing new homes. As a result, all my English speaking contacts at SPAD have been assigned to additional or different duties and so my voluntary work for the Society has been suspended. Were my efforts ever of any use? I no longer know. All I do know is that I am out of my depth because of the overwhelming  nature of the animal welfare problem here. I feel powerless to help and may soon join the ranks of those blog contributors who have "no comment" to make on the seemingly insoluble difficulties facing Madeira".

In yesterday’s football : Marítimo 1 – 0 Porto, and Leixões 2 – 4 Nacional. One of those rare weekends when both teams win, and both were very difficult games. Our two teams now have 4th and 5th place in the super league.

Elderly man missing in Machico found dead. The 70 year old man was found yesterday morning in the vicinity of the airport, probably having fallen over a cliff. He was reported missing on Friday.

Many thanks again to Elaine for yesterday’s top stories :

Fishermen prefer the Azores. 14 boats and 250 fishermen registered in the Azores and this number is expected to increase. There is an increasing number of Madeiran owners with boats registered in the Azores, especially fishermen with boats harboured in Caniçal. There, more than a dozen owners are dissatisfied with the lack of support of the Regional Government of Madeira and accuse it of trying to abandon fishing. These fishermen pay taxes and receive grants from the Azores. This is borne out by data showing that more European funds and the Regional budget are for the permanent cessation of activity than for the purchase or investment in the fishing fleet. There are also no new boats to purchase in Madeira. Unlike the Madeira Government, the Azores Government provides 75% of the investment for purchasing new boats (only 25% in Madeira), 50% for a used boat and repair, and help with diesel costs. European funds provide 1 million Euros and the Regional budget provides 500,000 Euros for investment during 2007 – 2013. 2 million Euros provided for termination of fishing activity (1.5 million from Europe and 500,000 Euros Regionally). Between 2000 and 2009, Madeira lost 41 boats. There were 67 new boats, of which only 11 owners received European or Regional grants. In the Azores, the auction price of fish fell leading to a 12.5% decrease in revenue this year.

UMa project distinguished by UNESCO. The University is in partnership with the Azores, Canary Islands and Almasud in a project about the pre-Hispanic language known as ‘Silbo Gomero’. The language originated on La Gomera (Canary Islands) and is a whistled language consisting of five vowels and four consonants which are combined using pauses, rhythm, frequency, intonation and duration of interruptions to form around 4,000 ‘words’. It has been studied since 2005 under the Macaronesian project ‘Digital Art’ and a group of Madeirans who know the language have been identified.

Fabio Machado has transcribed another piece for the bandolin. He is presently studying the bandolin in Italy. As previously reported, he has transcribed Grieg’s Holberg Suite and he has now arranged Vivaldi’s L’Estro Armonico for two bandolins and an orchestra. Both pieces are for sale on Amazon.com and have been well received especially by online ‘Mandolin Cafe’. He is promoted as one of the best future bandolin players and he started learning in the Bandolins da Madeira Orchestra. In Sao Roque they are teaching children over the age of nine to play in this orchestra.

Financial irregularities? Still arguments about creative accounting, which the Government still insists is legal, that was for a ‘loan’ in 2007 for 150 million Euros. Arguments about whether it is classified as a loan, and if so the level of debt would be more than permitted for the 2007 financial year. It was for health centres, schools, museums and others. In the next 30 years it will cost €450 million to pay it back with interest. The CDS-PP are asking for clarification of the details to be made to Parliament which should have been done two years ago. The other questionable contracts were in Santana where the previous mayor Carlos Pereira awarded contracts for €1.2 million from June to October. There were allegations of few contracts awarded for public works, then in less than four months there were 19 contracts worth 150,000 Euros signed.

Portugal is one of the ten recommended destinations. Recommended in the Lonely Planet’s Best in Travel 2010 guide. ‘A society of great traditions, religious festivals and driven by a wave of modernity that contaminates the cities, especially the historic centres’. Portugal is ‘committed to sustainable development at the forefront of innovation, by investing heavily in clean energy and participating in the production of non-polluting vehicles.’ In the last five years, there have emerged innovative restaurants which make the best fusion cuisine at an international level. The developments in wine production have led to international awards with vintages produced from native varieties of grapes. The guide recommends Port wines, touring the remote villages in the Peneda-Geres mountainous area, watching the sunset over the megalithic monuments in Evora, and sampling the essential pastel de Belem in Lisbon. Other countries recommended are El Salvador, Germany, Greece, Malaysia, Morocco, Nepal, New Zealand, Suriname and the USA.

Not so good news about Portugal is that it is the gateway for illegal drugs in Europe. The four main drugs smuggled are cannabis, cocaine, heroin and ecstasy/amphetamines. Heroin and ecstasy / amphetamines go across the land border from Spain and the Netherlands and are intended for the domestic market. An extremely high level of hashish (61 tonnes) was caught last year and was destined for Spain and the rest of Europe. Large quantities of cocaine are also smuggled across the long coastline, originally from Africa and Guinea-Bissau, for export to Spain, the Netherlands, and the UK in particular.

The Vine Hotel among the three best in the world. International Festival of Architecture awards in Barcelona. Awarded for interior design along with the Hotel Fasano in Uruguay and  Hotel Chrome in Calcutta. It is the third prize awarded to this hotel, along with a first prize in the European Property Awards and another prize in the European Hotel Design Awards. Shame no Joe-average will ever be able to afford to go there. Der

After construction delays, the Portuguese Pestana group is opening a hotel in London in March 2010. It is a four-star hotel called Pestana Chelsea Bridge and they want it to be a meeting point for the Portuguese community in London.

British community in RAM exceed 1,000. The British Ambassador to Portugal revealed yesterday that there are over 1,000 British residents in Madeira. Many had been on vacation before and finally decided to live here because the hospitality of the locals was "remarkable", in his opinion. He also praised the effort in terms of improving the infrastructure and tourism development, revealing that "the islanders are famous for being great workers, Madeira and beyond." I think a couple of years ago the number quoted was around 700 officially, but the true number, including those without residency permits was much much higher. Now a lot of ‘illegal’ British time-share workers have left, as it got just too tough to make a living. Lets hope the newcomers make some effort to integrate into society, and aren’t just here to create a ‘Costa da Madeira’ like they have in Spain (obviously not called Costa da Madeira, but you know what I mean). Der

Mercarte Madeira attracts many tourists. The traditional craft fair in the Largo do Restauração in Funchal yesterday was very successful. This monthly fair has been held for five years and often tourists try to ‘haggle’ and it is also popular with the locals.

In the Casa do Povo in Caniço, eight crafts people have an exhibition called ‘Christmas Crafts’ until the 29th November. They usually exhibit in the monthly ‘Made in Caniço’ market, held the second Saturday of each month in front of Caniço Church. Includes decorative towels, soaps, snowmen, bottles, cribs, candles, wood items, embroidery and Christmas arrangements.

CSVP have a new board. The Sociedade de São Vicente de Paulo, the Vicentians. This society in Madeira is concerned about people living in poverty due to unemployment, debt, divorce, alcoholism, domestic violence and neglect of the elderly. It is a voluntary organisation and has a new board and chairman for the next three years, Diamantino Joel Correia dos Santos. It supports and visits more than 400 families and works in conjunction with the councils and Social Services. Some of the volunteers are professionals, e.g.. doctors and lawyers. It was started in 1859 in Portugal by two priests, and in Madeira in 1875.

70 year old missing man found dead after a cliff fall. The man from Machico was reported missing on Saturday and found dead on Sunday morning between the pier and the head of the airport.

The five workers who died in Andorra, when the tunnel under construction collapsed, have been confirmed as Portuguese.

Front page news from today’s Diário :

Court cases ‘yellow’ (age) in Santa Cruz – Two local ladies had accidents on the Vialitoral. One awaits sentence, the other judgement. Three years have gone by. All the courts are ‘backed up’ apparently, but Santa Cruz worse than others. The two cases mentioned were not related, but both happened in 2006 on the via rápida.

Street teams support youths – There are three groups working with children and youths : in Funchal, in Camacha, and in Câmara de Lobos. The support teams help the youngsters keep on the right track in life, and the support even extends to young adults. The oldest of the groups was formed in Câmara de Lobos in 2007, and has in it’s charge 35 youngsters all considered ‘at risk’. The group in Funchal operates in São Martinho (especially Nazaré), and the other in Camacha, and so are focused on three of the most problematic areas on Madeira. The article follows a typical day, with some interviews, but I have covered this several times before on the blog.

The main headline today : Support to immigrants passes to the locals – The foreign workers on Madeira dropped by half, but the Presbyterian Church has help for who needs : the Madeira unemployed to it are turning in increasing numbers. (Not 100% correct in translation, but correct in its message). "The worst of the crisis is still to come" says the Presbyterian priest, and the church has limited resources, with funds budgeted for social assistance. The worst part is you do not see a way out of the crisis, employment is increasingly scarce, he adds. The Presbyterian community itself – composed of about two hundred of the faithful – is also going through a bad time.

Football has the lions share of the space, which is no great surprise, given the rare ‘Madeira double’ yesterday. The Diário calls it a ‘Fat Sunday’.

The last headline is about the Diário pet project, the 100 biggest companies, which bores me senseless quite frankly, and I certainly don’t think I am alone in that view.
