Did they have camels here? This is totally worth spending all of Saturday working, and still working at half-past midnight: I’m transcribing the 1825 journal of someone sailing from Scotland to Australia in 1825. The journey takes about four months. It is fascinating and awesome, and at one point there are sharks.

- Santa Cruz, Madeira, in the mid-1820s:
"The natives of Santa Cruz are very indolent, & Greedy as soon as we went on shore they ran after us begging. The dress of the women is very peculiar; they have a blanket that covers the head & hangs down their back & on their head over the blanket is a hat, the same hat as is worn by the men. Camels are very common there instead of draught horses, they carry very heavily burdens on their back; the ass also in Santa Cruz is very plenty & a small kind of horse, there are no Carts there. Oxen are also in great abundance & instead of dragging by the neck they drag by the horns a sort of sledge without wheels, & upon this machine they drag their wine & water; the natives drive the horses & oxen into the sea & swim along with them to wash them." Brilliant old ITN programme called ‘Roving Report’ presented by Sandy Gall in January 1964.  "Report on the island of Madeira in the Atlantic Ocean which can only be reached by sea. However the sedate traditional way of life is likely to change as the airport under construction is nearly finished."  Sadly, ITN archive won’t let you hear the audio of clips 1, 2 and 7 (of 8 clips in total) unless you pay a fee to licence it, but there’s enough here for a very worthwhile watch even if some of it is without sound.   Fascinating to see how the island has changed in the last 46 years and strange to think of a time when there was no airport. Portugal – with its high borrowing and sudden reversal in economic fortunes – has been lumped in the same category as its Mediterranean neighbours.

The country has vowed not to leave the eurozone, with its finance minister telling the BBC that it faced "an extraordinary and exceptional situation, due to a major financial and economic crisis without precedent in our recent history".

Although the UK did officially come out of recession in the fourth quarter of 2009 – ending six consecutive quarters of economic decline – the growth was just 0.1%, much less than expected.

The UK government spent £85.5bn last year on bailing out the banks. Now, Chancellor Alistair Darling is predicting a record £178bn of borrowing in the current fiscal year.

With an election this year, Labour and the Conservatives have been sparring over the exact size of spending cuts and many economists have raised concerns that the UK could have its credit rating cut.”

Available for all. "I am available at any hour and any moment, as I always have been and I always am wherever I go." That is the message of the rally driver Bernardo Sousa. Diário asked him if he would be associated with any tourism promotion campaign carried out by the Regional Government. He said that no one has contacted him but he would be willing, not only abroad but also in Portugal. Three days ago, he won the Rally Torrié and soon will be competing in countries where the residents choose to spend their vacations in Madeira. Bernardo is taking part in the World Rally and says Madeira could draw dividends form the media attention. He will be in France, Germany and England and the events will be covered by television, newspapers and the radio. Bernardo will be going next to Jordan in early April. The events are usually covered by 200 journalists and the organization has its own TV channel and radio and their website is visited by many millions of enthusiasts. The photo shows the Flag of Madeira raised on the podium when he was in first position in the Campeonato de Portugal de Ralis de 2010. It was placed on the roof of his Ford S2000, in solidarity with the victims of the storm.

"We make a point not to put debris into the sea." Funchal Council will transfer the storm debris from Praia Formosa to a licensed landfill at Carreiras. Costa Neves, the Councillor for the Environment, said they would not deposit the debris and sludge into the sea, learning from past mistakes. The material is being separated; metal is sent for recycling and the sludge, stones, sand and wood are sent to landfill. The Regional Government was considering dumping the deposits by the Avenida do Mar into the sea. A portion of the landfill is being buried as it contains food from the supermarket in Anadia and other organic substances, which are rotting and affect nearby hotels. The cars damaged by the flood are being sent for scrapping, either to the area previously used for this purpose or to land in Fundoa. The owners have to decide whether to send them for recycling, depending on their insurance. Yesterday, the Armas ferry brought to Funchal a machine to clean the sewerage network, which is full of rubble which has also damaged the pipe work. The machine has been rented for a week at a cost of 20,000 Euros, and can clear the debris, check the pipes for breaks and repair them. It will operate in the Avenida do Mar and Market areas, then go to the outer regions of Santo António, especially to clear the pumping station at Trapiche. It will also be used at the Estação de Tratamento de Águas Residuais do Funchal. The inventory of houses damaged in Santo António is still being finished but roof tiles are being sent to home owners. The council will also assist owners in rebuilding their homes where the land has been assessed to be safe from further landslides. Each case will be individually evaluated and the home owners will also have to financially contribute.

MADEIRA

Marote case opens with exchange of accusations. Two of four accused of embezzlement (the abuse of power and economic participation in business negotiations) were in court yesterday. The ex-vice-president of Funchal Council, Rui Marote, is one of those accused. The Public Ministry has scrutinized the process of providing cleaning supplies to Funchal Council and concluded there had been collusion to promote three companies that supply chemicals to the council.  In court, there were the environmental engineer and former head of the Division of the council, and the technical engineer who was the Director of the Department of the Environment. The former head of the Division is accused of using council services to clean a house in Santo da Serra. He replied the work was out-of-hours, unpaid and council products were not used. The former Director of the Department of the Environment said it was standard practice for products to be directly purchased, with a ceiling of 2,500 Euros per requisition. The purchase of only three supplies passed this limit. A warehouse employee told the council there was over-consumption of products by the Division headed by the engineer. The defendant then blocked new acquisitions, so only external ordering was allowed. The stress involved caused his admittance to the Casa de Saúde São João de Deus.

South Africa in solidarity. Casa da Madeira de Joanesburgo, Club Sport Marítimo de Joanesburgo, Red Skins and Madeira Golfe have helped to collect 72,000 rands for Madeira. They used the African NGO (non-government organization) called ‘Gift of the Givers’, which has recently distributed more than 360 million rands in aid throughout 27 countries. In South Africa, it has 20 units which treat 40,000 patients each month. By Saturday, it had received 10 tons of clothing, food, bottled water, baby food, nappies, medicines and other products intended for Madeira. The organization was still busy helping Haiti when it received a phone call informing of what had happened in Madeira. After 48 hours of assessing the situation, the organization decided to appeal for help. The goods should be delivered within three weeks. The Casa Social da Madeira in Pretória has raised 125,000 rands.

Weather forecasting model not implemented for 7 years. The Centre for Geophysical Sciences in Lisbon University proposed to the Institute of Meteorology in 2003, a project for high resolution, more detailed forecasting of weather conditions in the Azores and Madeira, 48 hours in advance. The Institute of Meteorology agreed to participate but only the Azores progressed with the project; Madeira lacking partners. For the weather forecast for Madeira, the Institute uses a European model, which is the best global model but it does not have enough spatial resolution to represent the topography of Madeira sufficiently. To compensate for the island’s physical characteristics, additional regional data is collected from remote radars and satellites. The installation of the high resolution model would cost no more than 100,000 Euros. The diagram shows the model used by the Centre for Geophysics in Lisbon to allow more detailed forecasts, thanks to high resolution orographics (how hills and mountains affect the weather – BBC website).

Cruelty to animals not reported. Few cases of animal cruelty actually reach the authorities. Complaints to the police about mistreatment and neglect are rarely followed up, as it is not practical. Instead of the general public going directly to SPAD (Society for the Protection of Domestic Animals), they only receive complaints through the Regional Directorate of Veterinary Medicine, PSP or GNR. The complaints are not accompanied by documented evidence, such as testimonies, videos or photos, so they cannot prosecute. People are also afraid of complaining because of fear of reprisals. Fines for violence to animals range from 500 Euros to 3,740 Euros or up to 44,890 Euros if the perpetrator is a legal entity (company or institution). Neglect is a punishable crime, alongside irresponsible ownership of dangerous or potentially dangerous animals. Animals which are involved can be seized, with the intention of adoption.

Flower Festival "is already sold out". The Regional Secretary for Tourism said that hotels are largely full, a "good omen" for the tourism industry after the storm of February 20th. Three and four star hotels are almost all fully booked and five star hotels are going that way. But the President of Porto Bay Group, António Trindade, cautions this optimism, saying that high occupation rates are not a reality. If there is too much optimism it could generate a disincentive for agencies to sell Madeira. He said the market is reacting positively to the events of February 20th but there are still many beds to fill.

Museum of Sugar will only reopen within a year. The Museu do Açúcar or "Cidade do Açúcar" in Praça Colombo, one of the most emblematic and important museums in Funchal, requires 300,000 – 400,000 Euros of repair work after the flood of February 20th. DRAC is still at the stage of assessing and costing the damage. The building was damaged and 30% of the exhibits are missing, mainly small items. The only other museum to be affected is the privately owned religious museum, Mary Jane Wilson in Rua do Carmo. Water entered through the front door of the Museu do Açúcar and the collection in the basement was completely flooded. Members of the public and the Instituto dos Museus e da Conservação have volunteered to restore damaged items. It could have been worse because many of the most valuable items are in the Palácio da Ajuda in Lisbon for the exhibition, ‘Obras de Referência dos Museus da Madeira – 500 Anos de História de um Arquipélago’. This exhibition of 300 museum pieces from Madeira, representing 500 years of an archipelago, should have ended on 28th February but is extended to April 6th and the extra ticket returns will go to Madeira.

Caritas has not suspended the request for food aid. Contrary to previous reports, please deliver donations to the charity’s warehouse in Rua do Brasil nºs 76 e 79, not military units. It still requires: food, toiletries, household linen (bedding, towels etc.), crockery, furniture, cooking equipment (cutlery, pans, plates etc.) and help with transporting donations throughout the region.

Paintings, photography, crafts, design and multimedia, fashion, dance, street theatre, and more, will be arranged in Largo do Corpo Santo, Rua de Santa Maria, Jardim do Almirante Reis and the Hotel Porto Santa Maria.

Health Service owes €50 million – The pharmaceutical industry and the suppliers of medical equipment equipment demand the defaulted payments.

Today’s main news headline : Support for new cars – the state and Madeira promise help to those that lost their cars in the latest storm : 4 thousand Euros for the scrapping, and access to a line of credit, to a global value of €10 million. Must be great news for car owners, especially those who didn’t have the right insurance to cover their losses, and yet another show of cooperation between the two levels of government. The government of Portugal having just agreed a very tight budget, with plenty of cuts and restrictions, must be living a nightmare with what is happening on Madeira and the eventual cost, but must flow with the tide of solidarity that has swept the country,. Let’s be honest here … they are damned if they do, and damned if they don’t.

The Government of the Republic signed the order on Wednesday to form the Joint Committee for surveying the damage caused by the storm.

Inert materials [sand, stone, etc.] from the storm help out in the marina of Lugar de Baixo. €40 million would be needed, a sum that the government will now save, putting to use the materials brought down by the water torrents. The problem of Lugar de Baixo marina may finally be resolved, as some creative thinking from the authorities and technical bods came up with the plan to dump deposit the sand, dirt, stones, and garbage accumulated from Serra d’Água through to Ribeira Brava, and also Tabua river, to form part of a frontal protection. Two problems solved in one go, what great news … or is it?

Ministry of Defence will invest in military communications in Madeira – The current system revealed flaws during the storms on 20 February. Augusto Santos Silva guarantees that the system will be corrected.

The main sports headline today : Parents disgrace youth andebol [handball]. Apparently at a game in Funchal on Sunday, the kids did OK, ending up with a drawn match, but some of the parents disgraced themselves with verbal abuse and threatening behaviour to opposition players and supporters (parents). I wonder why parents think it acceptable to behave so badly? Nothing to do with professional footballers surely, hefty pay cheques, spoiled brats, get away with murder. Of course there are some good and honest ones as well …

Windsurfing in Madeira: some serious (all-be-it mast breaking) wave potential!

Madeira is a world class surfing venue but would it work for a two week windsurfing trip? Olympic sailor, Hugh Sims Williams came out to Madeira to train on his RS:X but also sneaked in his wave board.

Why Madeira? Because in the peak summer season you will be the only one on the water! They only saw two other windsurfers in their two week stay in August. That would tell you that the island is not renowned for its windsurfing and the high cliffs of Madeira make a lot of beaches unsailable unless you’re on big kit and prepared to sail offshore. However, they did find some serious (all-be-it mast breaking) wave potential!

Madeira’s windsurfing world champion: João RODRIGUES. In 2008 at the RS:X European Championships João RODRIGUES stepped onto the top step of the podium at an Olympic windsurfing class European Championship. He did so in 1996 and 1997 following up his World Championship gold medal in Port Elizabeth in 1995.

Paul do Mar: faces south-west, long pebble/stone beach, gets some of the biggest waves on the island. Good luck!

Caniçal: launch from the beach next to the harbour. Only suitable for Formula or big board sailing as offshore winds are standard during the summer trades. It is very windy here and provides good access to sail around to the north side of the island, where the swell is massive. This is where we launched to train on the Olympic RSX kit.

Cabo Girão: Vidar Jenson sailed here a few times when he visited the island in the spring of 2006. He’s quite good though!

132 cases of parental neglect. Every year the Commission for the Protection of Children and Youth handles hundreds of cases of parental neglect, many ending up in the Family and Juvenile Court. At present, there are 132 cases pending. Over 90% are cases of parental neglect and the services protect children who are in danger of being threatened or harmed. Some cases are very serious. The number of prosecutions increase each year and a significant number include children between the ages of 6 – 10 years. The danger can be to the child’s safety, health, moral training, education or development. The options are: child kept with the parents with appropriate support; live with another family member or trusted person; foster care; institutional care or adoption. The crime of abandonment can lead to a prison sentence of between 2 – 5 years, physical impairment from 2 – 8 years and in the case of death, 3 – 10 years.

MADEIRA

No one takes responsibility for the pond. Continuation of Tuesday’s story of the polluted state of the Lagoa do Lugar de Baixo. The SDPO rejects the blame for the state of conservation of the pond. They are responsible for the two buildings and recuperation of the coastal area to the east of the pond but the pond itself is in the public domain. The pond is under the public maritime domain but the Port of Funchal said the area is the responsibility of the Regional Government. The SRES of the Regional Government and the Mayor of Ponta do Sol refused to discuss the issue. The Regional Director of the Environment said there are no projects for conservation or maintenance of the space. It is not known if the Quercus report for the SDPO has been recognized.

Carnival increases in Câmara de Lobos. More than a thousand participants in this year’s Carnival Parade on Monday 15th at 21.30. At present, there are 1,200 people in 18 groups.Two popular dance troupes from the Madeira Carnival will perform: Geringonça  and Malta do Furor, and the Carnival ends with Kontraband playing in the Municipal Market. On the previous day, Sunday, the Trapalhão Carnaval is at the Estreito de Câmara de Lobos. This parade is devoted to humour and social criticism, where anyone can take part for free.

Victims claim to have been persecuted. Two women living in Caminho Velho da Igreja in São Roque claim they have been assaulted in the street and on the bus. In the last seven months, they have reported five of the most serious cases to the police. The neighbouring couple who have been allegedly threatening and assaulting them, blame them for their son being taken into care by social workers. This was because of illegal drug taking and they say they will continue the harassment until the son is returned.

ECONOMY

Cruise ships call at Porto Santo next year. There have been no visits by cruise ships during the years 2008, 2009 and 2010 but in 2011, three will call at Porto Santo. These have a capacity of 2,300 tourists and 1,000 crew members. The first ship calls on May 1 2011, the British Amadea, and it is the inaugural visit of this ship. On 26 July 26th, the Artanis calls and on August 10, the Amadea returns. The busiest year was 1999 when 10 cruise ships visited Porto Santo and there have been 42 mooring between 1999 – 2007.

CULTURE

Theme Park gives discounts in museums. The Madeira Theme Park in partnership with DRAC, allow holders of annual passes for the Theme Park to visit museums more frequently and cheaply. Discounts are for holders of  the Normal Pass (costs 30 Euros) and Junior and Senior Passes (cost 24 Euros). Entry to selected museums will vary from free entry to a maximum cost of 2 Euros.

CARNIVAL 2010

Fura Samba associates fado to samba. Fura Samba honours Fernando Pessoa (Portuguese poet) as this year celebrates his birth 120 years ago. Tributes also paid to the Portuguese Maritime Expansion and the fado singer Amalia Rodrigues. Their anthem links fado and samba, evoking the poetry of Fernando Pessoa. The project’s theme is "Samba-Enredo – Mar Português”. It describes a colourful world which goes from: the white foam of waves breaking on the beach and the wind in the sand …. Portugal where there was once a dream that we would be owners of the world ….. The dark blue of the depths of the Atlantic Ocean, the turquoise beaches of Brazil and the green waters of the seas surrounding India. Gold and silver colours represent gold and silver items, pearls and precious stones; wealth brought to Portuguese territory. In the two floats there will be orange tones of the sun setting over Cabo do Bojador and Cabo do Medo. Fura Samba utilize 5,000 ostrich feathers, 15,000 ‘rabos de galo’ (rooster tails) and 250 pheasant feathers. The ‘queen’ is a former Miss Madeira and Miss Tourism Portugal. Fura Samba will take part in the Porto Moniz Carnival on Sunday at 15.30.

João Egídio unveils “Os Encantos do Mar”. The theme this year is ‘The Charms of the Sea’. The float will carry five people; three in the front tractor and two in the trailer. They will be dressed as elements of the deep, such as mermaids, corals, reefs, anemones, plants and other underwater creatures. The dancers will be dressed as starfish and conch shells. João Egídio said, "The mysteries of our fantasy about the secrets of the sea, mean that humans throughout history imagine non-existent beings that become wonderful, splendid and colourful."

Quality and Food Safety : Seminar brought together close to 100 within the hotel sector.

Best practices in the hotel sector were the focus of a seminar organized by SGS Portugal (the auditing and certifying company) and the Commercial and Industrial Association of Funchal (Associação Comercial e Industrial do Funchal- ACIF) that took place in Funchal yesterday. The seminar, entitled “From Quality to Food Safety- a Responsible Destination”, had close to 100 participants from diverse regional hotel and restoration businesses.

Cristina Silva, coordinator from the SGS Portugal delegation, told the DIÁRIO that this initiative met the expectations of the organization insofar as it managed to get a group that is interested in and motivated by the issue of sustainability (which is more and more in demand for tourist destinations like Madeira) into the auditorium of the Regional Secretariat of the Environment and Natural Resources (Secretaria Regional do Ambiente e dos Recursos Naturais).

For Cristina Silva, a destination is only totally sustainable when it meets internationally recognized best practices, as the majority of tourists to the Autonomous Region are foreigners. However, she thinks Madeira has made important steps towards this aspiration which is now a requirement of tour operators, international organizations, and to become certified or have a good reputation as a tourist destination. The SGS delegate believes we are moving closer towards sustainability, but that it is necessary to meet and exceed the expectations of clients. “We have taken significant steps in Portugal and the Region, and we are not the exception,” she added.

Best practices were the focus of the seminar yesterday through the voices of diverse speakers covering everything from how to receive guests at hotels to food safety and control. Director of Quality and Food Safety of the Regional Government of Madeira, Celeste Bento, emphasized the regularity present with which standards are met in the Region- something that places regional restoration on a high level of quality. “Madeira is a responsible destination in terms of food safety; it’s well controlled and there is increasing sensitivity to the issue,” says Cristina Silva.

The seminar was well attended and had presentations given by regional specialists from ACIF and the organizing company. Brit Adrian Evans spoke of the “Hygiene Monitored” mark, a seal from SGS Group which attests to the existence of food safety best practices in the establishments audited by the group. Guide book for five nights of Carnival in the discos – Madeira and Porto Santo are going to samba [?] from today until Tuesday. See the suggestions p.37. Yes you can actually click that link, and it will take you to the list of dates and events, and that saves me a job.

Today’s main news headline :  Court leaking – The storms flood achieves, Justice Police and stairways. Works are needed. The Palácio da Justiça in Funchal has sprung a leak(s), and in the latest downpours water found it’s way down the stairs. The water not only affected current files, but also affected the offices of the Justice Police who are located in the basement. It’s an old problem, in a prestigious building from the 1960′s, that has received the praise of many visiting dignitaries over the years, especially for the use of historic tiles. It is well known for becoming a ‘swimming’ pool in Winter, and an ‘oven’ in Summer. The roof leaks all over the show, the walls are sprouting mould, all  in a flagship building that doesn’t even have a visitors bathroom.

‘Forestry’ de-authorized Câmara – The landfill site  in Landeiros (Machico) has a municipal license. But the GR seized the truck. Also today’s main front page photo, showing a small plot of land, with a digger and a Scania truck, which may or may not be in the process of being seized … it’s hard to tell from a photo.

Celebrating the joining of the Europe Union ‘with Rome burning’ – In a time of crisis, Socialist Party Leader Serrão criticises commemorations of the 25th anniversary of Madeira in the EU. It’s like the story of Nero and the harp [wasn't it a fiddle?].

There is also another lead story about Miguel Alburquerque, President of Funchal Council (who makes Uncle Bertie seem like Cristiano Ronaldo). Câmara Municipal of Funchal takes action against the state  – It relates to the delayed transfer of funds from the IRS. The action had been threatened, and now it has actually started, in the Court dealing with Financial and Administrative matters. The action against central government relates to a delay in the payment of tax funding valued at over €5 million, that had been claimed by the council in March 2009. Alburquerque says he will not give up on the funds … "Funchal Câmara can not be penalized by the failure of the Government of the Republic". I am going to regret that comment above I am sure, as Sr. Miguel is a red-hot favourite to succeed Uncle Bertie as president in 2011.

The main sport / football headline today : Promotion doesn’t excite in the Regional [league] of football. This is about the small league below the newly formed Série Madeira, and the fact that some of the teams are not so keen on the idea of going up to the next rung.

I really can’t find anything that interests me much in today’s news, so I am off early downtown on the off chance that the weather will improve and the children’s carnival will take place. Don’t forget to send me in some carnival photos this weekend please.

This picture was taken at Lugar de Baixo marina yesterday evening. Despite earlier reports that the reopening was still a while away, it will in fact be open to the public again this afternoon.

(24th September). Today’s main news headline : ‘Câmara Of Santana Promotes [Staff] Continually -  On the eve of abandoning the presidency, Carlos Pereira gives spectacular improvements to workers’. After 20 years in Santana, the president of the council is on his way out, out of favour with the PSD-M leader and president of Madeira, Alberto João Jardim. One of the favours has now put a subordinate on a higher salary than Pereira himself. He has promoted 3 staff seemingly just to give them a higher salary. It’s legal, but raises some policy questions. In January, Carlos Pereira signed an order to allocate €79 thousand of the council budget of 2009, for "the purposes" of Contracts, Careers and Remuneration. Of this €53,500 was for movements within pay scales of 55 council employees, and €10,000 was for performance bonuses. Normally movements in pay scales work on a points system, but a council president has the power to override this. Legal or not, the deals are to be seen as an appreciation of the president at the end of his mandate, and a ‘hot potato’ left for his successor. 

‘Customs Strike Opens ‘Green Route’ In The Airport – Funchal Customs yesterday registered 100% participation in the strike. And there remain two days without control’. The three day strike started yesterday, leaving airport checks non existent in terms of customs activity. Two officers were on duty, in order to meet minimum service levels, but aside from that the strike achieved 100% participation. Airport baggage was going through unchecked, even that from ‘risk countries’. In the main offices in Funchal, just the boss, his assistant, two cleaners, and a telephonist were present.  

The main front page photo today shows a group of cops on the move : ‘Police From Here Complain To Lisbon – President of the ASPP in Lisbon say that they are already receiving denunciations from the police of Madeira about alleged attempts to pressure by regional political powers’. The police complain to their trade union in Lisbon, but there is no documentation to prove the allegations that political power is being used to apply pressure. Paulo Rodrigues, president of the TU, says Madeira is not the only case, as other police forces in Portugal suffer similar pressure and political interference in attempts to control the police. He stresses that security is not a regionalized responsibility, and that it is therefore an area controlled by the Ministry of Internal Affairs (MAI), without any intervention permitted from the Regional Government. He cites as a very recent example, the order of president Jardim to the police, to stop the opposition PND political party entering Curral das Freiras, because he was attending an event there. "It is for the police not to fall into the trap of giving in to pressure", and if they are victims of exploitation, the union recommends that they make a complaint. The National Election Commission (CNE), commenting on the same case said "only for strict safety reasons that were concerned with public protection, could a political party be prevented from campaigning in a public place". A "landslide" could justify the conduct of the PSP in this situation, which, according to the PND, the party was prevented from campaigning in the Nun’s Valley. "I do not think that [landslide] has been the case, since there was no report of the evacuation of the Nun’s Valley", he added. He said he had not yet received a formal complaint regarding this incident, but had so far received 17 complaints relating to the national elections to be held here on Sunday. He expects that number to triple on Sunday. As regards the local elections on 11th October, he said 114 complaints had been received, with the PS socialists heading the count as complainers.

‘School Bus Pass Scalds In The Country And In The University’. This has been already covered recently on this blog, and is about the disparity in costs of bus passes for students, which seem to depend on several factors: social standing (financially), distance travelled, and the need for crossing between different bus zones.

In football : ‘Shalke 04 Waves €5 Million At Rúben Micael – The exit of the Nacional player in December seems inevitable’. The German club has already made an offer for the star Madeiran, and he could be on his way in January. Bit of a tenuous link here though, as Shalke are being financed through sponsorship by Gazprom, the biggest company in Russia and biggest gas supplier in the world, who are also the major shareholder in Zenith St. Petersburg, the club that Nacional knocked out of the qualifying game for the Europa League. The boss at Shalke has already raided Nacional once. Micael has already had a whacking pay rise at Nacional to keep him happy, after a Spanish club offered him 14 times his salary at that time. Even so, a move in the new transfer window is inevitable, with a number of clubs interested. Perhaps this is a move in revenge for the Europa League result, at a price which is pocket money for Gazprom, and without Micael, Nacional’s chances in Europe look even limper than they already are.

Madeira University has 47 student vacancies, 36 which were caused by students who were accepted for places but who didn’t register.

‘Caniço Is Going To Have A Garden And Sports Facility’. The problem of the lack of green areas and leisure in Caniço will soon be alleviated. The council of Santa Cruz has already secured the necessary investment to enable the construction of a city park, in the heart of the area. A considerable work, considered a priority by the current council president, and a ‘flagship’ in the campaign of the PSD social democrats in the area. The park will incorporate various courts for ball games, a multipurpose court, a children’s park, parking for 200 vehicles, a small cycle path, a mini golf ‘space’, and a green area. The money for the work, €1.5 to €2 million, will be ‘publically’ released next week, but the exact location of the park is still a closely guarded secret. The population of the area has escalated from 12 thousand to around 28 thousand, in just 8 years, and as one Diário reader, Dimitrios, says in the comments : "After having transformed Caniço into one of the most horrible places in Portugal in terms of disorganised construction, only now they remembered to make a garden". I don’t think they even ‘remembered’ Dimitrios’, as it can be no coincidence that the câmara and local elections are just over two weeks away. Still if the money has already been secured, maybe that will not now be the election winner that the PSD in Santa Cruz are hoping, and any party can now jump on the same ‘city park’ bandwagon.

Gripe A swine flu has taken the first life in Portugal. The 41 year old man was actually an emigrant in France, on holiday in Portugal, but he died yesterday in a Porto hospital.

‘Service For Workplace Conflicts Already Received 12 Cases – The new body is a faster alternative for both trade unions and employers’. The Regional Service for Voluntary Resolution of Workplace Conflicts, was officially inaugurated yesterday, but even up until then had received 12 applications, 8 of which have been dealt with. The objective of the body is to resolve workplace problems without legal recourse. The service, which seems to be based on arbitration and compromise, can also refer cases to the courts if they remain unresolved, and can issue certificates of exemption for the court costs.

(23rd September). The last of yesterday’s headlines : ‘Induction For The Rookies Starts Parties And Gatherings’. The ‘newcomers’ are already in the initiation routines, and between games and war cries the new students integrate themselves in the usual manner’. "The initiation has been quite good fun, and is not bad as many people think, we have our rights and duties", says one new students about the initiation of new students in the University of Madeira. The initiation period lasts a month, and aside from the fun element, is supposed to welcome the newcomers and make them feel comfortable in UMa with their new colleagues. on 14th October there is then a ‘baptism’ ceremony.

‘Government Order To Regulate Determination Of Career Progression – Teacher’s Union accuses the Madeira government of frustrating the expectations of teachers’. President Jardim had promised changes in the rules for teacher career progression, following the national changes that based progression on teacher evaluations (where Jardim bypassed the national scheme, by automatically giving all of Madeira’s teachers a blanket rating of ‘good’). Jardim criticised the national scheme, and said Madeira would be different, promising career progression. In effect what Jardim did froze the salaries of the teachers, leaving them untouched now since 2005. 

‘Foreign Doctors To Fill Gaps – The health service is considering hiring a Polish anaesthetist’. While there is still a shortage of doctors in some specialties, the Regional Health Service SESARAM may resort to foreign professionals. Miguel Ferreira, clinical director of SESARAM, has already announced the appointment of a doctor from Venezuela. The possibility of using more foreign professionals to fill gaps is a situation to consider in individual cases. "We can not hire 15 or 20 foreign doctors because we have to think of those internally who are currently doing the specialty", he added. Odd to hear that Madeira is actively seeking foreigners, well nearly. Must mean that all the political cronies already have their offspring employed in the top jobs, or is it that the hospital chief thinks that a spotty orange-tinted brain surgeon is just a step too far.

‘Image of Our Lady of Fátima in Madeira’. On the 12th October the Diocese of Funchal will receive the Pilgrim Statue of Our Lady of Fátima, where it will stay until the 18th, before going around to some of the other major towns, on a tour that will run through until May. Fátima is the home of the shrine called the Basilica, built to commemorate the events of 1917 when three peasant children claimed to have seen the "Virgin of the Rosary", Our Lady of Fátima. It was and still is a very important religious event in Portugal. Unfortunately the original photograph of the statue that I saw has now disappeared, but I managed to find another one to satisfy ones curiosity.

‘Number Of Cases Of AIDS Grows On Madeira’. The president of the association ‘Abraço’ announced the fact without giving any definite numbers. The charitable organization that supports AIDS / SIDA sufferers is trying to raise €500,000 to open a new support facility through a national campaign to collect and sell waste copper. The building has been made available in Rua da Carreira by the regional government, but a lack of funds has prevented the reconstruction and adaptation for 3 years now. Electrical cables and wires, telephone chargers, and computer parts containing copper can be donated through Dolce Vita shopping malls and Post Offices.

UPDATES :

‘Magalhães Not Finished’. The project to provide mini laptop computers to school children throughout Portugal is to continue. The announcement by the Minister for Education said the decision has been made, regardless of the election results on Sunday. Over 400,000 children already have the computers, which as well as serving as a teaching / learning aid, gives wireless internet access, and also allows the possibility of remote teaching in case a school is temporarily closed, or a child cannot get to school.

‘Construction restricted by falling demand – The engineering works are the only ones to record a positive change’. A spokesman for the national Federation of Construction said that housing construction in Portugal had fallen 25.3% in comparative quarters in a year. Unemployment from the construction industry was up 77.3% between July 2008 and July 2009.

A Cooperative in Portugal will next week launch internet shopping. Customers will be able to order their groceries on-line and have them delivered to their homes, with a minimum order value of €25 . The website is here, but it is not functioning yet : www.coopbeja.com I will be looking again on Tuesday, to see if they deliver to Madeira, but somehow I think not. Anyway, it’s a good sign (perhaps) of things to come.

‘Portuguese Economy Should Contract 4% – The estimates of Standard & Poor are not very cheering for the national economy’. The ‘rating’ agency also said the economy would contract 1.2% in 2010, owing to the continuing effects of the financial crisis and weaknesses at home. The report stresses that external competiveness is particularly weak, that levels of investment are stagnant, and that the private sector is highly geared. Well I need a new TV, so that might help a bit, and the freezer broke last down month too, but that will have to wait until I can pluck up the courage to look inside. Anyway, I wouldn’t take much notice of anything produced by a company called ‘Standard & Poor’, as if it was any good at what it was doing it wouldn’t be ‘standard’ or even worse ‘poor’, now would it? I am think of starting a new venture next week, along the same lines, writing reports about country’s economies and finances, the name I have in mind is ‘Jolly Decent Yet Far From Rich’, and I reckon I can have S & P out of business in a month. Anyway, I just rolled the dice, and I predict the Portuguese economy will grow 18% next year (6 + 6 = 12, then a free roll for a double, 1 + 3).
