Road stretch linked to ER101 closed starting from 19th October – First stage of the road variant of Madalena do Mar forces the diversion of traffic to alternative routes. The first stage of construction starts this month, and will see the closure of the road between Madalena do Mar and Arco da Calheta. The alternative routes will be through Caminho do Torreão, and the Regional Roads 222 and 225. The first phase works will continue until 30th November. The company ‘Estradas Via Expresso da Madeira’ has appealed to road users for understanding.

Another case of Gripe A was confirmed in the last week on Madeira, taking the total since day one to 41. 8 further cases tested proved negative.

Study in Ponta do Sol – Elderly have show obesity and do little physical exercise. The research was developed by two nurses, as part of a master’s degree with a specialization in Community Nursing. The elderly of Ponta do Sol have high body mass indexes and low patterns of exercise. These are the main conclusions of a study conducted by two nurses, as part of a master’s degree with a specialization in Community Nursing. Kids certainly, old people too, and also those in-between. The Der observation study over 6 years supports these nurses, and extends the obesity theory to all age groups on Madeira. Madeira is getting fat, and doing my politically correct bit, not everyone of course. Jeez, I go to the gym nearly every day of the week, and often in the hour and a half I am there I don’t see another soul. The poor gym instructor is practically champing at the dumbbells out of boredom.

MADS brings ‘Sound of Music’ to the Theatre Baltazar Dias – Musical premiered last night. The adventure of Maria and the Von Trapp family took to the stage last night at 9 pm, courtesy of the Madeira Amateur Dramatic Society. The musical will run every day until 23rd October, with sessions at 9 pm on weekdays, 4 pm on Saturdays, and 6 pm on Sundays. Tickets cost between €15 and €25. I wish them well, but at that price that’s killed off the chance of most of the population here making a family visit then. Lets hope the tourists have a bit of dosh these days.

The big big big game tonight is on TVI channel 4 at 7.45 pm. Portugal take on Malta in the final group game in the 2010 World Cup qualifiers. Win, and Portugal go to the play-off games. Don’t win, and god only knows. If you don’t watch it, you should be able to work out the result if you stick your head out of your window at around 9.40 pm.

A couple of headline news stories from today’s front page :

PSP Officer leaving because of Jardim – The police officer from the continent working on Madeira felt offended with the presidential ´bocas’ and has already requested a transfer. Referring to Jardim’s unpleasant attacks on the police for not taking his side in various election campaign protests.

Sé closed for lunch hour annoys the faithful – It is impossible to contemplate the image / icon of Fátima between the hours of midday and 3 pm. Sé cathedral, hosting the touring statue of Fátima for a few days before it moves on, takes a 3 hour lunch break depriving the faithful of a visit. So Madeira’s clergy get 3 hours for lunch eh? Mind you I don’t blame them for locking the cathedral whilst they lunch. The statue is very beautiful, but in a dream I had last night, a French tourist said to her husband, inside Sé, "take a picture of me with that nice statue, lurve". She then put her arm around the Fátima in a pose, when a bit of holy dust was passing her nose … I can’t continue the story, it just hurts too much, but the final word from the French tourist after her massive sneeze was ooooops! and then a very large dustpan and brush was needed.

Câmara de Lobos school not performing very well. Carmo Basic and Secondary School  in Câmara de Lobos was the worst average public school and both public schools in Ponta do Sol also fared badly. Jamie Moniz High School did well, fifth at mathematics and always has good sciences teaching. The best ten schools are privately run, five in Lisbon.

Sanitation pipe on the old bridge over the river in Ribeira Brava spoils the landscape. Although not classified as a historically important monument, the old bridge is a focal spot in the village. A sanitation pipe has been affixed to the outside and to make matters worse, painted dark red. The archaeologist Elvio Sousa says it is ‘insensitive’ to the cultural heritage and wants DRAC to intervene. But Joao Silva from DRAC (Cultural Heritage Department) says it is a local decision and mainly an aesthetic problem as the bridge has not been historically classified. —-Der, does it look as bad as it sounds?

I can’t believe that this story had a whole page in yesterday’s printed edition Elaine, and why the fuss now as it has been there for ages? It’s not attractive, I agree, but it certainly doesn’t enter into my list of the ‘Top Ten Eyesores of Ribeira Brava’. Number one on that list remains and always will be those two dreadful mounds of concrete dumped in the sea in the name of coastal protection.

Reminder that next Sunday is the XXXVI Regional Meeting of Regional Bands of Madeira in Ribeira Brava. Starting at 16.00 with more than 24 bands. Closes at 20.00 with the Wind Orchestra and Xarabanda.

Crisis redirects help to self-construction of houses rather than building of social housing. Plots of land owned by public authorities are to be used in the regime of ‘surface rights’ for families to construct their own homes. This is a more flexible option for families with some financial capability, especially in rural areas. It was used for self-build houses in Feiteirinhas in Caniçal. This method is not usually used as single houses take up a lot of space and there is little council land available to be disposed of in this way. It is also an option as construction companies cannot obtain bank loans to build affordable social housing, and as such was used in Porto Santo. Plots will be available in Figueirinhas and Feiteirinhas.

Logs fall from a truck onto the road in Calheta. This happened on Monday afternoon on the roundabout to the expressway towards Ponta do Sol. It probably occurred as the logs were not safely fastened and some rolled a few yards down a slight slope. They had to be recovered by a specialist tractor.

Post-Election News:

No change in the PSD team in Funchal. Miguel Albuquerque says he will not change the winning team. Speculations after Jardim’s ‘reflection’ speech yesterday as to whether he will continue after 2011.

Difficult times in Santa Cruz. Jose Gonçalves has a difficult time ahead as although the PSD won with 41.88% of the vote, the JPP won 32% and both parties have three members on the board. The leader of the JPP, Filipe Sousa says there can be no partnership as the two parties had different election programs. PS have one councillor so have a casting-vote when there is a tie between the two main parties.

In the Diário printed edition yesterday they published a table showing the position of the PSD, JPP, and PS on 5 major issues in Santa Cruz, and the only one they all agreed on was the construction of a Biomass plant. However, between the JPP and PS, there were no issues they disagreed on, although a couple were ‘to be discussed’. I see a pattern forming … Der

On the same point, a story on the Diário front page today says that the PSD at are already looking at mid-term elections in Santa Cruz to try and resolve it’s power problems there. Not had time to read it yet, but no doubt some dirty tricks involved here.

Race for leader of the Socialist Party in Madeira. Victor Freitas has entered the race. His candidacy is supported by former Secretary General Jaime Leandro. He says they need to woo back deserted voters, gain both internal and external credibility and show they can lead rather than just be an opposition party. He has previously had a dispute with the former president of the PS, Jacinto Serrâo, who resigned and took office in Lisbon. Jacinto Serrâo is also thought to run for the leadership.

The importance of gardens as niche tourism. The Madeiran Raimundo Quintal will be speaking at the II International Seminar on Tourism and Territory Planning at Lisbon University. Mike Robinson, Director of the Centre for Tourism and Culture, University of Leeds, will also be speaking.

‘Mercado de Oportunidades’. 48 stalls, mainly clothing, footwear and household items. 23 – 29 October, Avenida Arriaga, Funchal.

French travel agents and journalists very keen on Madeira. Hope to bring over more French than originally expected, and a second weekly flight might be announced by the end of the year. The initiative cost over 300,000 Euros, and the French market is the fourth most important. The contract with the airline Aigle Azur is for three years. —-So did the ‘charm offensive’ pay-off? We will find out over the next 3 years. They are hoping to bring in an extra French tourists 9000 a year.

Climate is warmer. In July, August and September, the average air temperatures in Madeira were above the average between 1971 and 2000, and there was less rain. Porto Santo weather was nearer the normal averages.

A tale of woe ; Bee keeping ; New promise for Câmara de Lobos ; 500 in psychiatric wards

I was sent a ‘true’ story a couple of days ago, but unfortunately it was unsuitable reading for younger blog visitors, so it has been adapted especially for them, not to mention protecting the guilty. The source of the story is known to me, and is certainly reliable, but the original narrator of this tale of woe is not, and may even be someone with a blunt hatchet for all I know. The story was narrated in a dark corner of a smokey bar by a businessman in the Kingdom of Percy, so no one would overhear what was said.

Not so long ago on a small island not so far away, lived a very naughty man called Percy. President Percy Huan Jockstrip to be exact, but to many he was known simply as Uncle Percy. He ruled his island with an iron fist, that rather oddly was slightly orange in colour, and initially his people looked up to him, as he managed to persuade the European Union to part with millions of swiggles, and those swiggles were used to build an infrastructure of roads and tunnels, and ugly cement buildings and structures, many of which were of absolutely no use to anyone. But he created construction jobs nether-the-less, and made bosses and shareholders in the cement factories and construction industries multi-swigglionaires. Uncle Percy’s empire and power was vast, despite the smallness of his island, and he governed with the help of a number of uncles, cousins, nephews, and other corrupt family members, who also had stakes in large construction companies, and all were well rewarded for their efforts.

There are many stories from Uncle Percy’s kingdom, but this one especially relates to the north of his island, where a lot of poor people lived, and they were just about kept adequately fed and housed, in return for their labour. If they rebelled or complained, they were threatened with losing their homes, jobs, free red wine, and even lower pay. Meanwhile the naughty Uncle Percy and his family and friends lived very well on the proceeds from the free rocks and stone they obtained from the tunnel excavations, which were then sold back into the construction industries that they owned, at very inflated prices, as a way of swiggle laundering.

The moral of this story may or may not be ‘where there’s stone there’s brass’, depending which side of the fence you sit.

Thanks to Sr. Anonymous person who sent it in. A scary fairy tale indeed, and although said to be based on a ‘true’ story, if it wasn’t for Saddam Hussein it would be hard to believe that anyone like Uncle Percy could actually exist, and be so naughty and get away with it for so long.

I liked this blog, and although my quilting days have long since passed, due to arthritis of the eyeballs, I still follow this noble craft with some interest. UEFA, football’s governing body in Europe, is to hold an executive committee meeting in Funchal on 10 – 11th December. Good choice lads, nothing to do with the nice winter climate of course.

’52 Municipal Authorities In Portugal Never Changed Their Political Colour – Madeira demonstrates the biggest loyalty to one party in 30 years of elections’. Portugal has 308 câmaras (councils) with 52 always with the same political party leadership, with 8 of these 52 from the 11 câmaras of Madeira. On Sunday there will be elections for 308 municipal câmara presidents, 308 presidents of municipal assemblies, and 4,260 presidents of Junta de Freguesia (parish / town councils).

TODAY’S WONDERFUL THOUGHT : At midnight tonight, no more elections, no more campaigning, no more fighting (not the physical sort), no more propaganda posters (yeah right!), and on Monday it will be business as usual, with Uncle Bertie and his eleven câmara henchmen back in charge. On top of this, this period of piece could I think possibly last up to around 2 years, though I am not sure when the president of the republic is up for grabs again.

8th October news

Pico dos Barcelos reborn. The Pico dos Barcelos viewpoint redevelopment area is going to be extended to cover a further southern area. It is a joint project between Funchal Council, the Development Agency and the Tourism Board. The work will start next year, take 14 months and cost one million Euros. This is an important tourist area. There will be a large garden, children’s area, wooden benches and decking, varied flooring, a kiosk and terrace, sheltered areas, permanent stalls for selling local produce and car parking.

Technopolo Redevelopment. Another day, another set of inaugurations. This time the Technopolo area of Santo Antonio. Jardim said that there would be three areas of public redevelopment; a large music concert hall, expansion of the university and public land given for private investment. As usual, Jardim praised the Mayor of Funchal, who in turn gave a speech about democracy, citing: "Democracy is the people’s government, which is sovereign." "A healthy democracy is one where there is a free debate of ideas, where the leaders have the right to speak and the opposition has the right to speak against the leaders."

‘Powder keg’ without access. Residents of  Levada dos Moinhos have been complaining for 30 years about lack of road access, especially for the emergency services. The nearest fire hydrant is quite a distance. A lot of the houses are old and abandoned and are a haven for rats, along with insufficient sanitation in the area.

 

 

 

Course in beekeeping at the University. (Just liked the photo). Although beekeeping is important to the ecology of the island and for health, it is still regarded as a hobby and for the older generation, using outdated methods.  A 3 day course will be held on the 6 – 8 November.

New hobby anyone? I’m sure I have read that it is not so widespread as it used to be.

 

500 live in the 2 psychiatric hospitals. Still 200 men and 300 women in the chronic wards, often as families have abandoned them, social unacceptance, and difficulty in obtaining work. Only 15 in supported accommodation and rehabilitation is difficult due to lack of finance promised 18 months ago by Social Services. Highlighted today because there is a three-day conference, ending on Saturday, the World Mental Health Day, when there will be exhibitions in the Dolce Vita and a march from the cable car to the Largo da Restauração.

 

Pledge to fishermen in Câmara de Lobos. Regional Secretary to Tourism renewed a pledge to build the fishing port, which they were complaining about the other day.

 

 

 

 

 

 

 

 

 

 

Image of Our Lady of Fatima arrives in Madeira next Monday. It will be here for seven months and displayed around the region. A special website has been created at  www.imagemperegrinafunchal.blogspot.com

"Democracy is not asphyxiated, but too much liberty is not dignity for the region." A delegate from the National Electoral Commission is embarrassed about the election campaign and has received three complaints from the PND. He asks that the rest of the campaign is carried out legally and with dignity by all politicians.

Piece in the D. Notícias about David Cameron making preparations to be the next prime minister, that he is leading in the opinion polls and highlighting that he will reinforce the troops in Afghanistan.

 

So it looks like we’ve gone international for the first time! 

 

 

AND FINALLY, TODAY’S NEWS, AGAIN FROM ELAINE :

PSD Reinforced. As mentioned, polls predict a return of PSD (45%), PS (19.8%) and CDS/PP ( 6%). Also predict that Miguel Albuquerque (PSD) will still be Mayor of Funchal.

Road to Caniço has to be diverted. The plans for the construction of the link road into Caniço from the highway will have to be changed, increasing the cost which is already 3.8 million Euros. The work had to be stopped six months ago for structural surveys as it spans a deep ravine. The original tunnel will have to be replaced by a viaduct in a different more eastern area due to the construction of apartments, which took land from the escarpment for underground car parking. (Photo on the front page shows the apartments  in a precarious position)

Thieves ‘clean’ a bar in Camacha. Robbery at a bar in Camacha on Saturday night / Sunday morning. Several bottles of whisky and liqueurs, milk and sweets taken, but not wine or vodka. More than one person must have been involved and the cost of damage increased due to new locks being needed.

Tuesday night, thieves stole the dashboard of a car belonging to one of the employees of the local prison. The noise of the rain prevented detection of the crime which must have taken some time.

Yesterday, it was reported that two bicycles had been stolen from an internal corridor of flats in Funchal, where four previous break-in attempts had been made to a ground floor apartment.

Fine penalty for ‘murder’ creates anger. Penalty could have been up to three years in prison, but instead only got a fine of 1000 Euros (5 Euros for 200 days). Judge took into account the young age of the driver, no previous record, no alcohol involved and the fact that he lost family members and friends. Three people, aged 14, 17 and 20 were killed along the exit, Ponte da Ribeira de Joao Gomes at the Santa Cruz / Funchal highway in 2008. The driver and one occupant survived. The mother of one boy who died was in disbelief, calling it ‘murder’, and this fine was for criminal damage and civil damages will be awarded later.

Jardim stresses the problems in improving the area Eira Achada. When first in Government, he wanted a road to be urgently constructed to enable the parishioners easier access to the church in the Ribeira da Janela, Porto Moniz area. An engineer said it was impossible because the road would end in an abyss. Jardim rang one of the best engineers, deciding this was a ‘crazy’ answer, saying "Drop everything you are doing, the road cannot end in an abyss." Despite the complications, the project has been completed with the additional bonus of a fantastic viewpoint from the church. He stressed the importance of public projects despite private investment being required.

This inauguration and another one yesterday was accompanied by increased private security and more PSP and the BIR (Rapid Reaction Brigade). The chairman of the Regional Assembly has to decide whether the actions of the opposition leaders, especially the PND Baltazar Aguiar, and their exclusion from the public inaugurations are legal.

"People decide if the economy stops or works". Jardim in one of his many rallying speeches, defending the public investment in construction works. This time in Caniço de Baixo. "Some people do not like to see the economy functioning. Some advocate there is evil, God knows with what intentions. I do not want misery, I want the economy to move. It is in the conscience of each individual to decide whether the economy should work or if the economy should stop." He also used a football term, the facilities are an important  ‘kick-off’ to further investment. —Also included an untranslatable piece about basalt, asphalt, cement and concrete!

Jardim opened 57 works, totalling 112 million Euros, since September 1. Mostly public investment. In comparison to regions in the control of the opposition parties. Breakdown of areas of investment and number of inaugurations.

In another article, complaints that workers have been putting in overtime just to complete in time for the elections. Also, inaugurations before institutions can open; Old People’s Home in Porto Moniz will not function until December, and Psychiatric Rehabilitation Centre for Young People is still not staffed. Still problems with the People’s Centre and Youth Hostel in Santana and new Funchal Library.

Festival of Our Lord of Miracles coincides with Day of the Region at Machico. Another article about Machico with the heading: ‘Machico is fashionable’. The municipality has grown and is modernized, particularly in the last eight years. Better accessibility, sports and cultural facilities, renovation of heritage buildings, remodelling the seafront, especially the beach and promenades at Machico, Porto da Cruz and Caniçal. In turn, this has increased visitor numbers. Events have also been invested in; the Carnival, Gastronomy Week, Fisherman Festival in Caniçal and Grape Festival in Porto da Cruz. The number of habitation buildings has increased, especially for young people with now 25 – 27,000 inhabitants.

Government takes over the restoration of Fort St. John in Machico, for a tourist hotel. The running of the resulting building will be given to a hotel chain for a fixed period, along the lines of the Pousadas of Portugal. The fort was built in 1708 to protect Machico from pirates, and the old chapel will be restored to its original appearance. The contract for the project was signed in 2004 but problems with obtaining bank credit has led to the Madeiran Government stepping in.

Porto Moniz prepares for the Virgin. The Image of Fatima arriving on Monday is a big event here, especially as it is the 500th anniversary of the Diocese of Funchal in 2014.  A piece about the carpenter from Porto Moniz, who has been privileged to build the ‘litter’ on which the image is to be carried. His family helped in painting the gold decoration.

 

 

Construction resumes in the Madeira Palace Resort. New completion date is the second half of next year, after a year of no work due to credit problems. Appears to be a five star hotel upgrade and new apartment complex (? ). The exclusive marketing agent is to be a Christie’s Real Estate affiliate, IRG International Realty Group.

Transat stage 2 departure ; A hot wet Summer ; Councils pay bills late ; Nacional win

I have had change the blog comments facility due to a huge spam attack yesterday, so it will not be possible to post any comments once an original post is more than 5 days old (it was previously 10 days). Shouldn’t affect anyone too much, but I had hundreds of spam postings yesterday, so it should help me a lot. Once the spammer has gone away I will reset the comments closing time back to 10 days. If this doesn’t work the blog may have to return to postings from registered users for a temporary period.

Nacional 2 – 0 Guimarães yesterday evening. 2 wins on the trot for our lads after an excellent referee gifted us with two penalties, and the photo of the goal scorer has the lions share of today’s Diário front page.

Today’s main news headline : ’7 Councils Defaulters – The ‘Black List’ of local authorities with payment time to suppliers averaging over 90 days includes Machico, Funchal, Santa Cruz, Porto Moniz, Câmara de Lobos, São Vicente and Ponta do Sol’. On average they were taking 5 months to pay their bills from suppliers during the second quarter of 2009. Machico takes 256 days to pay it’s suppliers, which is actually a vast improvement from the previous quarter (335 days). Next is Funchal at 213 days to pay its bills. Perhaps that’s one reason why suppliers, or more specifically contractors, charge the councils so much for repair and maintenance work, as we were talking about a couple of days ago. You can imagine that any contractor reading this will be working out how much to ‘uplift’ prices based on the council involved and the poor payment record they have, and to some extent you can hardly blame them.

The political story today : ‘PSD Strengthens Majority In Santa Cruz – Survey reveals that the PS runs the risk of losing a seat’. The entry of the independent JPP (Juntos Pelo Povo) into the local elections on Sunday, is looking to cost the PS socialists a place. The PSD social democrats are forecast to get 43.9% of the vote ( 4 – 5 seats), the PS socialists 24.2% (2 – 3 seats), and JPP 8.7% (0 – 1 seats). The JPP is led by an ex-socialist, so I suppose the shift is logical.

‘Rains Increase 300% In The Summer – The precipitation was abnormal when compared with the last 30 years. Also, because of this there were less forest fires’. The Summer was hotter and wetter, with rain "well above the normal levels", according to the Institute of Meteorology, who estimate an increase in the order of 300% compared to the averages from record of the years 1971 – 2000. June was the really different month this year. Temperatures over the comparison period mentioned, in Funchal, were also higher. The average maximum temperature was up 2ºC, and the average minimum temperature was up 1ºC.

Lack of musicians threatens Fado in the region. Today is the  tenth anniversary of the death of the Fado singer Amália Rodrigues. There is a lack of musicians learning the Portuguese Guitar, which is made out of camphor wood, and the ten or more who can still play it are getting older, so Fado is at risk of  dying out. There is a Saturday afternoon course to learn the instrument, with several students but still vacancies. The main venues for hearing Fado singing are ‘Arsenio’s’ and ‘Marcelino, Pão e Vinho’.

 

 

 

 

 

 

Porto Santo has kennels again. The new veterinary area has been opened where there are 37 kennels and a cattery with 16 spaces. The poor state of the old one gave Porto Santo a bad image. Jardim used the opening ceremony to praise the mayor for the opening coinciding with World Animal Day, and gave his usual sermon on modern-day disrespect for life and that pets are important as more people become isolated and live alone.

Already arrests for illegal hunting on Porto Santo. The season has just started and already several arrests, one for a Madeiran businessman with 14 rabbits, more than twice the legal number (6). The police seized their guns and their permits.

Rockfall closes the Vereda do Ladeira. A rockfall Monday morning has temporarily closed this way to pedestrians, but it should be cleared soon. Between Paul do Mar and Prazeres.

 

 

 

 

 

"I do not understand the Portuguese of the Continent…." Jardim had another full house when speaking, (according to the Jornal da Madeira). He says he cannot understand how the Portuguese have criticized prime minister Sócrates over the past few years then re-elect him. Jardim says Sócrates has a "financial stranglehold" on the region, the Socialists have done harm to Madeira, and the opposition in Portugal are insufficient.

2000 will fly green flags tomorrow in Câmara de Lobos. Of the 88 Eco-schools, 22 are in this municipality. The students will meet in the Town Square at 10 am to receive awards for environmental education. It is an international project in 45 countries and most of the Portuguese schools involved are primary level.

Homage to fishermen. The Government will erect a monument in homage to the fishermen of Machico but no details yet. There will also be a new health centre, social security centre and residential home for the elderly at Porto da Cruz.

Farewell to the ‘Black Prince’. Today is the last day the ‘Black Prince’ visits Funchal. She has been coming since 1967 and is under the Fred Olsen cruise lines. There will be a farewell ceremony from the Ports Authority, The Ships Enthusiast’s Club and usual water jets. She is to be a cruise ship under the Venezuelan ‘Hello Cruises’ line, starting in November and renamed ‘Hello Esmeralda’. There are two other Costa cruisers in port today.

 

Just imagine yourself doing gymnastics in your workplace? Need to burn calories, prevent repetitive strain injuries, relax, and increase productivity? Professor Brown says that gymnastics at work produces benefits and the craze has spread from Japan, USA, through Europe and now to Madeira. 10 minutes at least once a week, preferably twice, especially beneficial to prevent headaches, backache and RSI. He teaches 2.5 minutes of individual stretching, then in pairs, then a few minutes of ballroom dancing and aerobics. He also teaches how to give 10 min. massages to work colleagues.

Santa Cruz City Park. Finally decided, the venue will be Pedra Mole, on a riverbank. The model design will be exhibited in Caniço Shopping Centre for any comments. It will be partially ready in 2 years time but not fully functional for 3-4 years, and is a part public-private investment. In talks with the bus companies about putting it on the tourist route.

In another article, complaints that Santa Cruz council has only fulfilled 44% of planned projects in the last election program, most at the end of their mandate. 29 of the delayed projects are essential.

Cycleway to be extended. The mayor of Funchal, Miguel Albuqueque, says if re-elected, the cycleway on the Estrada Monumental will be extended by 1850 metres between the north of the Lido and Forum. Total investment 4 million Euros.
