"In an attempt to liven things up a bit, we started trying to determine which of the interesting looking fruits might be edible.  These rather attractively purple bananas (you will need to click on the link to see the photo) turned out to be not only ripe, but deliciously sweet, and rather oddly crunchy, with seeds the size of peppercorns. I SUSPECT THOSE ‘WILD’ BANANAS WERE FAR FROM RIPE OR WERE NOT BANANAS worth a read and some nice photos

British lawyer laundered bribes to Nigeria – "The entire Nigerian bribery scheme was organised through London, according to the US authorities, taking advantage of Britain’s weak laws against overseas corruption. Labour ministers waved through a British loan guarantee for part of the deal in 2003, describing it as an example of "sound financial judgment". Cash flowed down an elaborate route, involving a subsidiary registered in Madeira, a Tesler company registered in Gibraltar and bank accounts in the Netherlands". LINK I doubt if the Madeira free zone needs this type of publicity as it is under so much scrutiny at the moment with accusations that it is effectively an ‘offshore’, but as this article was published in the UK Guardian newspaper, I doubt that reproducing this here will cause any further damage.

Government outlines new goals for organic production. Bio Madeira Week. At the time when the region has 5% of agricultural land classified as organic, the Regional Secretary for the Environment and Natural Resources yesterday set a challenge of increasing this area from 240 hectares to 500 over the next few years. In 2000, there were only 21 hectares devoted to organic farming. For these producers there are added incentives, e.g. payments higher than for traditional farmers – 30% more for organic grapes and bananas. The expansion of this type of agriculture is an opportunity and a factor of competitiveness. As Madeira is only a small island, farmers cannot compete on price so the produce must be of high quality and organic certification is a critical distinction.

Verandim yields and ‘betrays’ two elderly people. Two women, aged 69 and 79, were yesterday admitted to the Central Hospital of Funchal from injuries suffered in a fall from a balcony, about two feet up. They were leaning against a varandim (balcony) of iron when, for reasons not known, it gave way causing both to fall. They were assisted on site by the bombeiros and taken to the hospital. One had a cut on the scalp and both complained of back pain. The older woman was kept under observation in the Emergency Room and the younger one admitted to Orthopaedics. The accident occurred at a private house in Sao Roque.

Man denies domestic violence case. Following on from yesterday’s article about domestic violence in Porto da Cruz. "For 20 years I do not drink." The outburst from the man accused of scaring the daughter and ex-wife who live in a secluded area of Porto da Cruz. He denies the allegations that he appeared drunk on the doorstep and is sure that he has not seen his daughter since the divorce. Outraged and hurt about the complaints to the police and the Commission for the Protection of Children, he says he will proceed with a criminal complaint against his ex-wife and son. The marriage lasted for 25 years. In his version, the ex-wife will have given false information about the alleged appearances at the old family home. As for drink, every time he has been breathalysed in police stops over the past 20 years, the reading was zero. He has not seen his 11 year old daughter since the divorce at the beginning of this year, although access is guaranteed by the divorce ruling. It is the ex-wife who prevents him from seeing the daughter and he abides by her decision. He stills pays the maintenance every month. He insists he never injured the daughter and has only been to the house to collect his belongings.

Regional Development Forum. The current economic situation determines the theme of the World Forum of Regional Economic Development, which is taking place in Funchal until tomorrow. A key objective is to find concrete measures that are feasible and apply them to the various regions, whatever they are. About 70 people of various nationalities are participating in the Forum which began yesterday. They are from places as diverse as China, Russia, Ukraine, Australia, United States and Europe. Energy is expected to be a fundamental aspect of the future. Hence the presence of the Russians and Ukrainians in the meeting, " They open and close the tap." One aspect that is certainly discussed at the meeting is the importance of social aspects. Today the world and regions face a social crisis. "In some countries, more than half of young people are unable to find work."

PS does not celebrate November 25. As the Legislative Assembly of Madeira did not celebrate April 25 1974 by a special sitting, members of the PS (Socialists) will not participate in any ceremony dedicated to 25 November 1975. In the commemorative session they will recall the military action that led to the stabilization of democracy. On 25 November 1975, according to the PSD, a party which for years promoted the realization of this plenary, models of Communist rule were rejected. ALM celebrates this ‘consolidation’ of democracy but does not devote any space to the celebration of the Carnation Revolution that ended more than four decades of dictatorship in Portugal. The leader of the PS, João Carlos Gouveia, explained that it is a celebration by a right wing party that does not accept democracy, and is closer to the fascist regime that oppressed Portugal. A year ago, the session on November 25 did not have any members of the Socialists, Left Bloc or New Democracy Party.

Junta de Gaula against Jardim’s cuts. The JPP party (Together for the People) on Sunday in public denounced the cutting of public works by the Government and Council of Santa Cruz. The leader of the local Freguesia, also JPP, was also against the cuts. Élvio Sousa said it revealed a profound disregard for the interests of the Gaula population, a situation which needs to be explained by the mayor of Santa Cruz and the former executive responsible for the Freguesia of Gaula – that the analysis deceived the people of Gaula. He cannot understand how the work has been postponed when a framework contract has already been signed in March 2009. Élvio Sousa asks the following question: "To what extent are local councillors, who must defend the interests of the people of Gaula, ‘slaves’ of the masters in Funchal?"

ALM budget approved in eight minutes. Less than 10 minutes were enough to discuss and approve the budget for the ALM. Only the PCP communists referred to the famous ‘jackpot’ for the parties and the questions raised by the Court of Auditors in relation to the use of funds transferred by the Assembly. In discussing the accounts of the ALM in 2008, Baltasar Aguiar of the PND New Democrats commented on the high cost of parking, paid by Parliament (165,000 Euros per year). He also asked Miguel Mendonca why a trip to America that was to last 3 days ended up lasting 11 days.

Christmas Outreach Project. The Regional Secretariat for Tourism and Transport put forward an action of solidarity, aimed at the young. There will be a large Santa Claus in the Avenida Arriaga where you can deposit toys which will be distributed to children in institutions in the region. The toys will be distributed at the show ‘Singing of the Kings’ at the Municipal Park on January 5, 2010 at 20.00.

There will be less money in 2010. Presenting the budget for next year, Ventura Garces announced several cuts. The budget has been reduced to €1,531 million, €50 million less than 2009. The region should experience an increase in net debt of around €178 million resulting in a loan of 230 million Euros (still lacks the authorization from the State) and €52 million is needed to repay the loan. Another loan worth 50 million Euros might be applied for from the European Investment Bank. Sport will receive 11% less and agriculture will receive 14% less. The opposite applies to business development that increases 111%, employment over 37%, and tourism 6% more than 2009.

Meeting of the Union of Embroiderers in Turkey. The Madeira Union of Bordados (traditional embroidery) at a meeting in Turkey, want the creation of an International Federation of Home Workers. They want an Internet site to unite home workers from every country, and a Federation to fight for their rights. The Union has delivered its proposal to IBTAM to double the payments made to embroiderers, as an incentive. There are fewer and fewer workers due to the low income.

Car caught fire on motorway. A car caught fire yesterday on the Funchal – Ribeira Brava motorway. The incident occurred around 15.30 and the front of the Peugeot 206 was completely destroyed. Manuel Rodrigues, the owner, said that while going from Funchal to São Vicente, at the exit from the tunnel after Quinta Grande the car started to emit smoke and then fire broke out. This continued until the exit to Campanário. He used a fire extinguisher but it was the bombeiros who eventually extinguished the fire. The car was purchased in London and was brought to the region yesterday via the Naviera Armas. The fire might have been caused by a short circuit.

Cruises yield €40 million per year. The Ports Authority want to increase the number of calls by cruise ships, which is close to 300 per year. The objective is outlined at a time when the administration is preparing to make a new study on the satisfaction of cruise tourists who visit the island. Cruise ships tourism generates revenues of €40 million per year, but APRAM want to end the seasonality when May to August are quiet months. One way is the association with Medicuise which should give access to new routes. The last survey was in 2005 and this one will occur in the first half of 2010. It aims to update the data on spending patterns of the passengers and crews while on the island. It is recalled that in 2005, the study concluded that each passenger spent around 70 Euros a day. An EU survey concluded that crew members spend an average of 25 Euros per day. The inauguration of the new Maritime Station has been scheduled for next year, but no date fixed. The building will be completed by the end of this year then in the first half of next year, the equipment to operate it put into place. The cost will not be passed onto cruise ship passengers. The Traditional Trade Association want an extension of Saturday and Sunday opening to catch the weekend trade of hundreds of tourists when cruise ships call. Only last weekend there were 6,300 tourists who found a city deserted and empty. The authorities should promote tours to the city center and the Farmers’ Market. Sights of interest should also open at the weekend.

Government will encourage ‘Park and Ride’. The Horários Bus company, the Council of Funchal and the Regional Secretariat of Tourism and Transport are studying this concept. This initiative is intended to relocate parking from the city center to the periphery and make public transport sufficiently attractive so that people do not want to drive into the centre. A previous attempt at Viveiros did not work due to low compliance. The idea is to have two parking areas, one at the Western side and one at the Eastern side.

Police detain nine suspected of stealing from several homes in Funchal. Nine men between the ages of 20 and 59 are suspected of burglary and are thought to belong to a gang "presumably involved in concerted behaviour." Several items were seized including several pieces of gold, worth more than 6,000 Euros. The suspects are residents of Funchal, Santa Cruz and Lisbon.

Top story today : Demolition of Savoy starts in January – The hotel comes down in a process without implosion that will take 10 months. The developer Horácio Roque says that he intends to spend the New Year eve 2012-13 in a new building, budgeted at €120 million. Perhaps Mr. Roque is thinking of staying in another new hotel then, or perhaps in a hotel outbuilding? If it needs 10 months to knock down the old one (using traditional methods) and clear the site, that leaves just over two years to build a new one. This is Madeira … I have seen houses that have taken longer than two years to build. The bets are on! The idea is demolition with as little disturbance as possible, but that is of course impossible to avoid. I have pity for people in that zone that will have to put up with all this for years to come, particularly as this project was never necessary, and better options were available to revitalise the fortunes of the Savoy hotel, and for the loyal staff that were all sacked.

Debate concludes that the crisis is going to endure – The ’100 Biggest and Best’ (companies) united bosses of success in times of difficulties. I agree. An economy based so heavily on leisure will always be amongst the last out of recession, and I didn’t need to attend a conference of company bosses to work that one out.

In the Madeira budget for 2010, 29% of the revenue needed is not guaranteed. Someone else fancy a look at this one?

Health is in contention in the screening for Gripe A – Each exam costs more than 100 Euros and should be reduced. In January support for private analyses finishes. There seems to be two intertwined stories here, but the one in front of me says that tests and analyses samples taken by hospitals and health centres on Madeira, that went to private companies for processing, will no longer have the costs reimbursed from January. All such work will in future be undertaken by the Pathology Laboratory in Funchal Central Hospital. That’s old news, but maybe the effective date is new?

SATA wants to continue the operation Funchal – Porto Santo. President of the company showed himself to be interested in the contest anticipated for 2010. That can be no great surprise, as it has been well known for a long time that the Azores airline SATA brought two new (not brand new) planes to service the route. Quite why they will be flying from Funchal I am not sure, perhaps the usual airport at Santa Cruz is expected to fall into the sea next year. Cruise ships go to Funchal, not air traffic. You know what I have actually met people who think this island is called Funchal.

Madeira ground-breaker in the inventory of organs. Church organs that is. The inventory of church organs started on Madeira recently is the first of it’s kind in Portugal. It seems a book is to be published ‘Organs of the churches of Madeira’. It must be a job creation scheme? Surely no one is going to buy the book in sufficient numbers to make it a financially viable project.

Today’s sport headline, well two in one actually : Cristiano returns and Barcelona defeat Mourinho – The Madeiran is back tonight in the Champions league. Barcelona shone yesterday. Ronaldo is back for Real Madrid v FC Zurich after injury. Portuguese José Mourinho watched his team Inter Milan lose last night.

Tour operator Holiday Options has shut down after entering administration. The company, which specialised in holidays to destinations such as Croatia, Corsica, Sicily, Cape Verde, Madeira and the Azores, shut down on Tuesday after 16 years in operation. A spokesman for the company said no passengers had been left stranded and all forward bookings, thought to been around 1,100, would be taken over by Cambridge-based Light Blue Travel.

Return of Marcelino Andrade shakes HCF. More turmoil at the hospital between the staff and the managers of the health service (SESARAM). This time it is related to the return of Marcelino Andrade to the hospital. For five years he was the president of Santo António, after a friendly invitation by president Jardim. In the recent elections, the PSD selected another president and he is free to return to the health service. The turmoil is due to the rumour among staff that he is to be employed on the Board of Directors of SESARAM. Some Directors of Services would resign if that happened and there was to be a protest mass resignation which was cancelled by SMS last night. The opposition is based on credibility and technical issues. Andrade explained that he wishes to return to working in the orthopaedic services. SESARAM said they will keep the present Board of Directors and such rumours are designed to destabilize the services.

Bio Madeira week in the Largo da Restauração. In the region, 5% of agricultural land is devoted to organic farming and is increasing. The week is to "sensitize the community to the economic, social and environmental aspects of organic farming." Bio Week runs from the 23 – 29 November. Initiatives will also occur around the island. In 2008, there were 240 tons produced and an additional 130 tons of bananas. The theme of the week this year is ‘Growing Sustainably’. There have already been training initiatives held in people’s homes, schools, town halls and hotels involving about 9,000 people spread between farmers, students, teachers, parents and the general public. The activities next week will include an organic food fair, culinary demonstrations by hotel chefs, presentation of books for children and adults about the various perspectives of organic agriculture, and theatrical and musical competitions for children, promoted by the schools. On the 29th at Jardim da Serra, endemic species will be planted to offset carbon dioxide emissions. Full program on the website: www.sra.pt

Presidency rejects blame for the transfer requests by the police officers. The Government rejected accusations that Jardim’s comments are the cause of the requests for transfers out of the region. The statement clarifies that the people responsible for what happened are the current command and not the officers and agents. The statement also refers to the Madeiran police officers on the continent who have been unsuccessful with transfer requests to the region.

Exercise in Rabaçal involves more than one hundred people and various media. Exercise ‘Missing 09′ begins early tomorrow morning. The training exercise in Rabaçal will be coordinated by the Regional Service for Civil Protection and involve the armed forces. Two different scenarios; the disappearance of a group of 15 tourists in the area and an accident involving a passenger bus in the section towards the Casa do Rabaçal. There will be observers from the National Authority for Civil Protection, National Institute of Emergency Medicine and observers from the Azores and the Canary Islands.

Waiting 13 years for an asphalt road in Santa Cruz. ‘Impassable’ is the adjective used to describe Caminho da Fonte which is used every day by 30 people. This road is about a kilometre long and is in the rural ‘zonas altas’ of Santa Cruz. The area is believed by many to belong to the ‘Madeira Velha’, even though it is a five minute road journey into the centre of Santa Cruz. The road was originally only a short path then 13 years ago, it was widened to facilitate access to houses and agricultural land. For the past 13 years, every mayor has promised to asphalt it. There is a beautiful view over the bay and city of Santa Cruz. As the road is not asphalted, the land is purchased at a price lower than the normal market value, so in recent years there have been several new houses built there. They are licensed and have water and electricity services connected. A petition was delivered to the council in 2005 and another with 300 signatures three years later. The poor state of the road causes damage to vehicles and prevents access to agricultural land, as lamented by a 73 year old man who cultivates sweet potato, onions, beans and some fruit trees such as papaya and tangerine. The municipality said they would make it "passable in the meantime" while searching for an inexpensive solution.

Câmara de Lobos unable to close cow farm. The farm in Vereda da Ribeira da Caixa remains active as sanitary rules have been met, despite previous pollution into a stream and the Praia do Vigário. There are now a few dozen cows and bulls in poor living conditions in a shed with a corrugated iron roof. The people living locally complain about the smell and noise at night. There have been disputes with the farmer and staff which involved the police at one stage. The local mayor admits that the situation is not pleasing to the neighbourhood but he has no power to license or cease operations.

Court annuls trial. The Court of Appeal in Lisbon annulled the judgement of the Court in Funchal which sentenced a 31 year old mother to 16 years in prison for murdering her daughter with poisoned biscuits and juice when institutionalized at the Cecilia Zino Foundation. It was alleged to be ‘an act of selfishness’, ‘cold and ruthless’ and not ‘true love’ although the defence argued it was due to mental incapacity. The original trial was in November 2007, and in response to new evidence about the defendant’s liability, the Court of Appeal in November 2008 requested a new trial. The woman was interned at the Casa da Saúde Câmara Pestana but failed to abide by the rules so was sent to prison, where she is at present. The two psychiatrists are arguing that she suffers from a mental illness caused by previous relationship problems, preventing her from discerning good from evil and that you cannot fake a mental illness when you only try to kill your children when mentally disturbed. Their evidence is "strong and credible enough to raise serious doubts about the liability of the defendant."

Banana growers versus GESBA. Another allegation and counter-allegation saga, this time the banana producers versus the management board GESBA. The growers have a petition challenging the action of the management, but GESBA give an assurance that the sector is "calm". The management said that in October there occurred an exceptional situation due to climatic conditions, when the production levels were equivalent to those in August, when the production is higher. This, coupled with the fact that it rained some days, meant that there was some delay in cutting the banana. When it was dry enough to use the machinery, they normalized the situation. The management explained that of the 2,800 producers, only a relatively few had complaints. They say their essential role is to manage the collection and distribution of the larger quantity of fruit produced in the summer and the lower amounts during winter months.

Tivoli Madeira celebrates 10 years. Jardim highlighted the good quality Tivoli hotels, the excellence of service, particularly with regard to the five-star hotel in Funchal which yesterday marked 10 years of activity. There was a cocktail event for travel agents, tour operators and local hotel managers. —-Thought you’d enjoy the photo, has Jardim any liver left?

Praia Formosa without sand and Toco waits. Both projects suspended. The document first presented to the public in 2004, for the period 2007/2011 stated, ‘Improvement of the entire seafront of Praia Formosa and leisure areas, contracting a study for the installation of an artificial beach and its construction, if technically and financially possible.’ Another project in the ‘banho-maria’ is Toco. The Government and the CMF are considering pursuing a public-private partnership to overcome legal impediments encountered. If this is legally possible, then interested private parties will have to be found.

‘Caso da mala’. ‘Case of the suitcase’. The defendants in this trial in Lisbon are António Preto, Jorge Silverio and Sobral de Sousa. António Preto is a PSD member suspended from the Assembly of the Republic, accused of tax evasion. Silverio and Sobral de Sousa were on the Board of the property firm Serbro. Sebro attempted to avoid paying 347,000 Euros IRC claiming wrong address. Instead of ‘Rua do Castanheiro nos 1 a 3, 8 – Funchal ‘ the tax offices used the address ‘Rua do Castanheiro nos 1 a 38′ and the claim is that the postman attempted to deliver a registered letter to the wrong address. The Court of Funchal have not yet decided on this case but if they decide to cancel the debt, it will weaken the prosecution’s ‘caso da mala’. António Preto was a lawyer to companies of Virgilio Sobral de Sousa. Sobral de Sousa was a PS councillor in Amadora. He was a partner of a firm accused of fraud in the issue of driving licences, selling ‘packages’ to candidates in Madeira who went to the continent, with accommodation, for a guaranteed licence, for 4,000 Euros. During the investigation, telephone conversations were recorded between Preto and the leader of the PSD-Lisbon, detailing delivery of 39,956 Euros packed in suitcases to pay for his campaign. During this investigation in 2002, Preto was caught receiving a suitcase containing 25,000 Euros. This opened a second criminal proceedings and in 2005, Preto was accused of tax fraud and document forgery with suspicions of corruption. During a famous eavesdropping phone call, Preto was heard to say to Sobral de Sousa, "I’m here to receive money, pal, as I have never seen in my life." Corrupt lawyers … whatever next … you’ll be telling me next Elaine that there are corrupt politicians as well … well I’ll be darned Preto is both … why bother with a trial! Der

Air disaster occurred 32 years ago on the 19 November 1977. The Diário has a video interview with one of the survivors of the disaster when the flight TP425, a Boeing 727-200, plunged into the sea at Santa Catarina Airport with 164 people on board. The biggest disaster in the history of TAP caused 131 deaths. There were 33 survivors.

Madeira classified as a destination of excellence. The World Tourism Organization has an institute, the CED, which has distinguished Madeira in 13 of the 15 parameters under evaluation for classification as a tourism destination of excellence. In all 15 parameters, the performance was above average. Six had a level of excellence, 6 a level of high performance and 3 had reached average.

Police rescued a Madeiran trader kidnapped in Caracas for a week.  The 41 year old was riding a motorcycle in Caracas when he was forced into a vehicle by armed men and kept in captivity for a ransom of about 160,000 Euros. The ransom demand was made to his wife. On rescuing him, three men were killed who the police claimed were the kidnappers but in a radio program, a woman claimed one of them was her son. The suspects are thought to have been involved in 28 kidnapping cases.

Man attempts to rob a man leaving a pharmacy. In Nazaré yesterday morning, a man was leaving a pharmacy after collecting prescribed medications. A thief attempted to grab the bag of drugs but because he was ill, he just went away with the handles of the bag in his hand. There is a climate of insecurity in the area.

Members of the Madeira government put relatives at the top of the vaccine waiting list – In the Health Centre of Santo António they say that the orders come from above. It was through this that at least vice president Cunha e Silva and his family were there for their vaccinations. Also there are doctors putting their children and friends at the front of the queue before they set off for holidays abroad. That’s today’s main news headline, but why? Did anyone really expect any different in the race for a limited supply of Gripe A swine flu medication. And this story is just the cases that have been discovered. The story already has 7 readers comments, and nothing very complementary I can assure you. Clear guidelines have been issued as to who the ‘at risk’ groups are and the priorities for administering the vaccine, but who would ever stop to think that by jumping the queue because you know somebody important, that a real ‘at risk’ person will be leapfrogged and maybe have to go without. Just human nature I suppose. So having scraped through with a string of close but favourable results, the desire is now that Portuguese football team gets seeded and avoids any particularly difficult games in the group stages of the actual 2010 World Cup Finals in South Africa.

Santos Costa had a construction company when he was already regional secretary – The leader was a partner, with relatives, of a company of construction consultancy. But he says he has already left the company. The company offered services in the areas that Costa himself works, particularly in construction, promotion and marketing of real estate, tourism, hotel hospitality, and consultancy. Costa himself and his wife both held 40% of the shares, and the two children 10% each. The firm was created in April 2007, with a starting capital of just €5,000. In December 2008, company assets were stated as being around €300,000. Politicians in construction consultancy … stinks of a conflict of interest, especially for one that holds the very senior post of Regional Secretary responsible for ‘social assets’. But it is not illegal! It seems that now the company belongs just to the wife and two sons, which makes me feel so much better. It’s only just after midday as I write this, and the article already has 13 readers responses on the Diário website., and I have read them all and found nothing but scorn and contempt for Costa. 

Why is it I feel guilty hogging all the top stories of the day? … I will leave these other two in case someone else wants a go …

Traffic continues in chaos around the schools – One of the reasons is the fact that only one quarter of the children take the bus to school. The winner is pollution.

It has gone midnight as I write this, in what may be my final story. Not much point in going to bed, as I have a raging toothache, for reasons that will become clear very soon, and the only relief I have is the soothing effects of Becks Bolero (nothing to do with somebody called Jeff, or brands of beer), but help is on the way. This month as you know has been an attempt to make this a community blog, with mixed results. With most of today and tomorrow still to go we have almost already beaten the previous blog record (under Madeira Island Direct) for the number of visits, although the number of contributors required is nowhere near that required, with half a dozen or so real heroes making a real effort to keep it going. But the sponsor is due to decide very very soon how or if the sponsorship will continue. I have a couple of really good (in my opinion) stories still to contribute, so whether I will get to write them or not we will soon know.

I had a little chortle yesterday, as I read some of the comments, especially after Martin had asked what Garajau was like as a place to live in. This was a man asking a question about what a place was like to live in, and god bless Elaine and Sue, but he didn’t want to know about hairdressers and knitting shops, he needed to know the hard facts about Garajau, and the script from a good estate agent would have been far different, although I did get a sniff of a curry house and pizza joint, so full marks for that.

Had I been ‘selling’ Garajau, I would have informed Martin … "that all the houses and apartments have rooms to sleep, rooms to eat, and rooms to watch TV, and Garajau also has an aguardente plant". "What was that last bit again?", Martin would have asked, and as I explained the meaning of Poncha, his eyes would have widened, his jaw would have dropped, and his cheque book would have been out, with poor old Mrs. Martin having absolutely no say on the matter.

Anyway I digress, as I wanted to explain about Garajau aguardente, which I think I may have mentioned before contains a section of bamboo cane or similar stick, around 15 cm in length. I really have no idea whether this stick is included in the one litre of aguardente, or is in fact a bonus, and the liquid contents are in fact one litre, and not one litre less the stick. I was quite concerned about this when I brought the bottle a couple of weeks ago, and had every intention of emptying the rather unattractive bottle into a measuring jug. But deterred by the price of the rather juiceless lemons at the time, it was a week or so later that I made the last batch of poncha, and in the excitement I totally forgot to measure the bottle contents, but next time I definitely won’t forget. (Going from Becks Bolero to Kylie Mynooogie at this stage, and the toothache is no longer soothed).

Anyway (again), no doubt some people will be thinking at this stage, "why the hell I am I reading this trash", so I should clarify that this stick is equal to a very very good night’s sleep in its equivalent liquid form, so it easily warrants a good discussion.

Anyway (yet again), the story started earlier in the night as I invented ‘Toranja Poncha’. I assume I invented it, as nobody has ever mentioned it before … or am I wrong?. With the benefit of being a citrus fruit much less sweet than oranges, and much cheaper and juicier than the lemons available at the moment, at €1.29 a kilo in Pingos, surely it was worth the risk as an investment, purely for the prevention and cure for Gripe A I thought.

Anyway (yet yet again) the brew was made just a couple of hours ago with the secret ingredients of aguardente, bee honey, and fruit juice, and the resulting potion is currently chilling in the fridge as I write, hopefully ready to ease my aching tooth and ensure at least a little bit of shut eye tonight.

Anyway ( … ), back to the Garajau aguardente and the stick. Having now made my second poncha batch and totally emptied the liquid contents of the bottle, I was finally able to extract the stick and undertake some scientific analysis of the offending item. Firstly, unlike sugar cane as seen being chewed by desperate agricultural workers who forgot their sandwiches, this cannot be chewed. These men are born with special iron teeth for chewing sugar cane. Do not even attempt to chew, unless you want a set of choppers just like the average sandwichless agricultural worker walking our country roads with a scythe on his shoulder … please take my word for it … do not attempt to chew it. It also cannot be sucked out or wrung-out as a means of extracting its valuable contents. Thirdly, do not put it in the liquidizer unless you also want a blade bent upwards at right angles. I have not yet decided what to do with it, as it is like having a large piece of high grade gold ore, but no smelting gear, but I would imagine it might do well as a distress flare or incendiary device. If I find the solution in time I will post it here.

My next report, on the aroma, taste and health benefits of ‘Toranja Poncha’ will also follow … assuming I survive the experience that is. It’s been chilling now for 47 and almost half a minute, so I think it should now be in perfect supping condition, but I won’t be back here tonight to report, that’s a certainty.

False shipwreck. SANAS, Navy, Maritime Police and the Portuguese Air Force (a ‘Merlin’ from Porto Santo) were engaged yesterday morning in a search and rescue operation following an emergency signal issued by a fast-launch sinking in the area between Madalena do Mar and Calheta. The effort was called off when the signal was traced to a boat in dry dock in Calheta. The launch had been impounded in 2005 when seized at the request of the Spanish authorities on suspicion of being used by an international network of drug traffickers. It is not the first time for a false rescue situation. The Commander of the Maritime Zone said, with both amusement and irritation, "It was an actual operation that ultimately served as training." The reasons that led to the activation of the EPIRB emergency signal are being determined to try and prevent a future occurrence. It is reassuring to other boat owners to hear of the operation.

2.5% of gambling revenue (12 million Euros) can solve many of the problems of sport. The final amendments to the Finance Act, affecting transfer of money from the State to the Region, are to be sent to the Portuguese Government for approval. 12 million Euros could be collected from the lotteries run by the Santa Casa de Misericordia. At present, the Madeira Government only receives 0.2% of revenue. In 2008, out of a total revenue of €492.8 million, Madeira only received about 980,000 Euros. The amendments propose that the autonomous regions shall be entitled to a share proportional to the quota of the people in each country. Madeira represents 2.5% of the Portuguese population and the Azores 2.3%. With this amendment, Madeira would have received €12.3 million. The money is to be spent between the sectors of social welfare, home affairs, sports and culture.

24 Unemployed Graduates in Senior Education. The focus on training professionals in gerontology is one of the objectives of the new Gerontology Plan 2009 – 2013. The University of Madeira launched a course in 2005/6 for Senior Education, to cater for demographic changes and new social demands. Few graduates have employment and complain that there are few career opportunities in the area as the training and regional authorities do not know about their degree, which is not listed in the National Classification of Qualifications used when they register at the Institute of Employment. The new Gerontology Plan will increase demand for their abilities.

Ex-deputy of the Socialist Party exchanges "hard day-to-day politics" to become manager of a business park. Maximiano Martins has accepted an invitation to be an administrator of Lispolis which runs a Lisbon business park of about 100 technology based companies. The revenue of the firm is €2 million and he will be responsible for presenting new projects of the association involving investments of millions of Euros. —-‘Jobs for the boys’

Metal detector at the entrance of the Judicial Court in Funchal results in security guards confiscating razors, knives and guns. Fewer offensive weapons are now taken to court, at first about twenty but now no more than three a day. Most people do respect the judges and the courts. Flared tempers usually lead to verbal aggression but sometimes they spill over into violence, especially in cases arising form long-standing family disputes. —— No indication of how long the detector has been there. They were installed late last year if my my memory serves me, as I recall almost the exact same story in January this year. Der

Landfill washed into the sea is no different from deposition after rainfall. Reply by the MDS after a complaint reported by the Diário yesterday about the construction of the promenade near Praia Formosa. They say that the temporary landfill which might be washed into the sea is no different from normal deposition when rainfall increases the flows of streams. They allege the statement was political exploitation by the Communist Party.

Still no licence application from the Chinese megastore. Machico Council, who also have to give authorization,  have received an application but the Regional Directorate of Trade, Industry and Energy have not. The store is supposed to be opening in November.

Lisbon orders review of ‘factoring’ debts used by Funchal Council to circumvent the debt limit, costing 327,000 Euros in commissions and interest. In 2008, the Tribunal de Contas (Court of Auditors) acquitted the council of ‘factoring’ debts to suppliers. This was to reduce the amount of interest payable and therefore beneficial to the council. ‘Factoring’ is when the suppliers are paid through the bank using short-term credit and the council have a duty to pay the bank and not the suppliers. Lisbon has upheld the appeal that this does count as debt. This latest ruling means that the mayor, Miguel Albuquerque might be liable to pay a fine of 6.50 Euros, Rui Marote a former councillor 9,000 Euros and Pedro Calado a councillor 1,350 Euros.

The President of the Tribunal de Contas has also complained that parliamentary groups in the Legislative Assembly are not submitting accounts supporting transfers they have received, but refused to name them.

Carlos Pereira sues Jardim for 35,000 Euros. Carlos Pereira is the deputy of the Socialist Party in the Regional Assembly (Parliament). Pereira manages a consulting firm and is suing for loss of dignity and professional competence, and as it is a civil case Jardim does not have immunity from prosecution. There have been previous court cases between these two. —– Who hasn’t Jardim offended?

Conference for school leavers to warn them about becoming victims of international trafficking networks. Illegal immigration and trafficking involving sex and labour exploitation. For labour exploitation of Portuguese, the main countries involved are the Netherlands, United Kingdom, France, Switzerland, Luxembourg, Spain and Ireland.

Mortgage interest rates the lowest ever. 2.36% in September, the average repayment was 263 Euros. —- Will this stimulate buying?

Government promotes organic farming to schoolchildren. Organic farming is increasing both in terms of farmers and area under cultivation. Between 2000 and 2008, the area under cultivation has increased from 21.5 hectares to 237 hectares, and the number of farmers from 17 to 77. This is an increase of over 350% and represents 5% of the total cultivated area of Madeira and Porto Santo.

In 2010, there might be centres for medical and psychological evaluation (CAMP) for assessment for a driving licence. This law has just been passed in Portugal and will be applicable in Madeira if the Regional Government decides to implement it. The applicant has to pay the fee whereas at present they just need a free medical certificate from the family doctor. This includes anyone over 70 who needs to renew their licence. Psychological evaluation will only be necessary for applicants in certain groups.

"Obrigado Madeira!" The only words said in Portuguese by the President of the Republic of Poland, visiting yesterday for the tribute to Marshal Josef Pilsudski. He praised Poland’s good relationship with the region and highlighted similarities between both countries; reclaimed democracy and freedom in  Europe and NATO, and growth despite the present economic climate. He said that Madeira "is a bit of a different world." He was "delighted" to see the statue of Polish Pope John Paul II. Miguel Albuquerque said that Funchal and Gdansk had a good partnership. The Polish representative said that 80% of Poles want to stay in the EU because they feel safer.

Google Street View coming to Madeira. According to Diário Cidade. The areas visited will be Funchal, Câmara de Lobos and Caniço. The data will be available in about two months time and the purpose is to aid tourism, education and housing.

Hunger strike next to Tribunal da Vara Mista in Funchal. The man involved is unhappy about salary issues related to an accident when falling seven metres off scaffolding during the construction of a building next to a school in Santa Cruz last year. He sat near the Tribunal entrance from 15.00 Tuesday, stayed overnight and was persuaded to leave late Wednesday by a lawyer and a relative.

Brazilian war frigate, ‘Defensora’ in port. The frigate has been to Scotland for training exercises with Navies from different countries, and has stopped here on its return to Brazil. It is an opportunity to make contact with the Portuguese Navy and Portuguese people, and to enjoy the hospitality of Madeira.

From today’s news (back to Der) :

Many may not remember, as there have been no reports for months, but ‘Baby Rodrigo’, the Madeiran born baby who needed and eventually received a bone marrow transplant earlier this year, eventually rejected it and died in Funchal yesterday. Rodrigo was diagnosed with leukaemia six weeks after birth, and a nationwide hunt was launched to find a donor, but unsuccessfully. Eventually, at the twelfth hour, an international search found a suitable donor in Germany, and the operation was successfully undertaken in Lisbon in May. He died in hospital in Funchal yesterday aged just 14 months.

Madeira exports hospital waste that ought to be burned in Meia Serra (at the waste processing plant). A war between the Valor Ambiente and the consortium contractor of the waste processing plant pulled back the treatment and systems of hazardous waste years ago. The current procedure is more expensive.

Main headline : Council sues Metropolitana – The Development Society plays down the critics of the irregular dumping connected with its works on the Public Walkway project in Praia Formosa, making an analogy with the mud that on a rainy day is washed naturally from the rivers into the sea. Funchal Council reacts with an action that will result in a fine for Metropolitana. I just realised that Elaine covered it above, so it looks like the same story has been promoted to the front page.

Queiroz counts on Ruben Micael. Micael (photo),  from Câmara de Lobos, that plays (a blinder) for Nacional, has been selected by national coach Carlos Queiroz for the preliminary squad to play against Bosnia in the World Cup play-off game. The selection, thought by many to be overdue, may lead to a regular place in the Portugal squad that will go to South Africa next year, that is of course if they can beat Bosnia on 14th and 18th November. Another Nacional player João Aurélio has been selected for the national under-21 squad to play against England (14th November) and Greece (17th November).

Romeira invites daughter-in-law to be assistant. The auntie of the daughter-in-law will be secretary of the president of São Vicente, that appointed his colleague at the hospital as office manager. Hope that’s correct, and isn’t it great to know that nepotism still rules here on Madeira.
