Tobi sent in this video link (many thanks) for the rough sea at Ribeira Brava yesterday, whilst also concerned and asking about the safety of the many ducks on the well swollen river. I can assure you Tobi, the ducks are safe and sound, but unfortunately I only had room for three in the freezer. The video didn’t show the slightly mangled Xmas decorations along the sea front, and looking down over the town last night the massive ‘Xmas tree’ and other decorated trees weren’t quite as glamorous as they were the previous night.

I had a bit of a moan about the Missa do Parto yesterday, because of the mega bangers that go off very early every morning (5 am), and if you would like to know more Don has covered the subject on his blog. Just carrying on with what goes on outside the church  rather than in, the mega-bangers are the wake up call for the population within earshot. After the service is over another set of mega-bangers are released to signify that one can now enter the church annex and get stuck into a traditional breakfast that includes bread and aguardente (rum) and other sticky thing and beverages. The letting of off the fireworks is in fact against the law, but a blind eye is turned by the police it seems in the name of tradition. MISSA DO PARTO

Nacional da Madeira Appoint Predrag Jokanovic As New Head Coach. Portuguese outfit Nacional da Madeira have appointed Serbian coach Predrag Jokanovic as their new head coach until the end of the 2009-’10 season. Jokanovic takes the reins from Manuel Machado, who has been hospitalised since 27 November and will not return to work this season. Parking from 5.30. For the occasion of the Missas do Parto, from today until December 23, the Church of Ribeira Brava and the Town Hall are associated with a tradition well attended by parishioners and visitors. The car park next to the Town Hall will be open from 5.30 am to meet the extra demand. The capacity of over 100 spaces should help prevent illegally parked cars causing congestion.

Car inspections more expensive from today. The Government believes that Madeira has to follow the increase in rates in the country. The value of the increase is not thought to be significant; cars cost an extra 31 cents and heavy vehicles 49 cents more. This law came from Portugal and the Regional Government thought it only fair that the same increase was implemented in Madeira. Values (including VAT) will be 27.31 (was 27.00) Euros for a car inspection and 41.05 (was 40.56) Euros for heavy vehicles. The price of the ‘2 via’ (?) of the certificate of inspection also increases from 2.31 to 2.34 Euros. Re-inspection tariffs are kept without an increase. About 90,000 vehicles are inspected each year in the three centres – Funchal, Porto Santo and the mobile units in Sao Vicente, Faial and Prazeres – representing an annual revenue of 25,000 Euros for light vehicles, which represent about 90% of the inspections.

Update on Avenida do Mar. Yesterday it was reported that the renovation had been finished. There is an ‘Observatory’ (structure made of decking) next to the Praça da Autonomia, the Blind Man sculpture, the pedestrian area near to ETAR (sewerage plant) and Teleferico repaved with a square that can be used for temporary exhibitions. The Blind Man sculpture was inspired by the traditional game ‘Blind Man’s Buff’ and the lives of women of the Old Town coping with the men going to sea. The other two associated projects are the recovery of footpaths in the Garden of  Almirante Reis and renovation of the walls of ETAR. The work has been finished although there is still a court case as a company from the mainland has challenged the awarding of the work.

Hospital car park is bad for your health. The hospital car park is the most expensive in the region, and there is no alternative. A complaint by a visitor that he had to pay 5.30 Euros for just over three hours, while taking his pregnant wife to outpatients. The administration board of the hospital have asked the company running the car park to reduce tariffs but without success. The current tariff is 1.40 Euros per hour and a day costs about 20 Euros. It is usually essential for staff and visitors to the hospital and out-patients to use the car park.

Islamists condemn xenophobic attitudes. The Islamic community in Madeira now have a new mosque. It is located in Bairro de Santo Amaro, a space donated by the Government. The President of the Islamic Community in Lisbon at the inauguration ceremony stressed that, "The mosque was only possible thanks to the great openness of spirit and heart of Dr. Alberto João Jardim, who believes that the tradition of multiethnic, multifaith, multicultural and cultural life is one of the key factors in the harmonious and fraternal Madeiran society. Unlike Switzerland where they want to ban minarets, and other manifestations of xenophobia, in Portugal and particularly in Madeira there is a climate of dialogue and respect that contributes to social peace." Surrounded by a large number of police, given the presence of the Ambassadors of Iran and Saudi Arabia as well as representatives from other embassies and the Islamic community at the opening ceremony. The Bishop of Funchal and other regional church representatives also attended. Jardim said, "The big problem today is those that enter the radical materialism." As normal practice in mosques, everyone had to remove their shoes and women restricted to the back of the room. Gale rips off Christmas lights. Ribeira Brava battered by bad weather. Ribeira Brava was battered today for a few brief minutes of intense winds and rain that ripped off Christmas lights, terraces and roofs. According to the Chief Fireman, "Everything happened too quickly, with record rains and strong wind." "The Christmas lights that were attached to poles on the sea front were ripped off from the balcony from where they were hooked." The river is in full spate. At Atouguia in Calheta, the river overflowed and flooded some houses (photo). Trees fell onto a road at Terreiro da Luta (photo) and the Estrada Monumental in Funchal, and rockfalls closed roads in Arco da Calheta and Calheta. At the Lido bathing complex, the waves ’swept’ the pool and the surrounding sundeck. Six flights were cancelled at the airport during the morning and four planes diverted to Porto Santo. The cruise ship Oriana was to berth off-shore due to lack of space. Due to the high seas causing problems in ferrying passengers to the shore, the captain decided to return to England early mid-morning. Thus, the region lost revenue from 1,700 passengers. The wind will continue over Wednesday and on Thursday, the forecast is for the return of heavy rain and the possibility of thunderstorms. Garces presents budget for crisis year. The Regional Secretary of Planning and Finance presented the budget for 2010 (1.5 thousand million Euros) which concentrates on reducing the current expenditure and investing in social areas. Education, employment and habitation are the areas highlighted underlining that this is a budget for a year in crisis. Concerns about unemployment are also a priority for the Regional Government and investment in innovation and quality, employment, business development, and energy and administrative modernization. There is an increase in the debt of 180 million Euros and transfers from the State of over 200 million. Alberto João Jardim left the room shortly after the speech by Garces, not staying for the debate. Yesterday, the Legislative Assembly of Madeira approved the 2009 budget. The PSD, CDS-PP and the MPT voted for it, the PS, BE and PCP abstained and the PND voted against the budget. Using the 79 million Euros loan approved in this budget, the Regional Government intends to pay suppliers by the end of this year. Garces has asked the Ministry of Finance for a new loan of 34 million Euros for projects co-financed by the EU. The request had been previously denied on the grounds that Madeira already has excess debt but he argues that the State debt’s is 81% GDP whereas Madeira’s debt is only 18% GDP.

74 complaints of noise this year. Generally, the complaints of excessive noise are against nightclubs (often exceeding the legal hours), industrial activities and neighbour’s dogs. Funchal Council received the most complaints, 30 against establishments and 15 against neighbours, mainly about dogs barking. Santa Cruz Council received 13 complaints and are producing a Charter of Noise and a Noise Map, which outlines the areas where you can make a certain amount of noise (industrial areas and nightlife).

1,270 drivers caught talking on the phone. The PSP this year has caught 1,270 drivers using a mobile phone while driving, 521 cases of failing to wear a seat belt and 120 for lack of child restraint (seats compulsory for under 12 years of age).

Complaints about wage arrears increase in the construction industry. The wage arrears in the construction industry continue to grow, almost 200 complaints by their Union, an increase of 25 – 30% compared to 2008, almost half for wage arrears. Complaints are also about unlawful dismissal, often firms becoming insolvent. The Union suspect that it will be much worse next year despite the Government obtaining a 79 million Euros loan. This is because there will be no improvement in Regional finances and public works employ a lot of workers, and unemployment will probably increase. Data for 2009 will not be available until early 2010. At present, there are 325 officially unemployed related to the construction sector. The real number will be higher as some will not be eligible for unemployment benefit and some will have left the region. The official unemployment total is 13,000 but the Union representative reckons there are 15,000 – 16,000 unemployed. This can lead to divorce, domestic violence and broken families. 

Government provides services and adversely affects businesses. The UEFA delegation staying in Madeira has led to complaints from regional businessmen. The Government decided to offer transport to UEFA, via the Regional Tourism Authority, and this has reduced services that could have been provided by local businessmen. UEFA decided to choose the most expensive hotel in Funchal (Reid’s – over 300 Euros a night), when they could have saved money, has also angered entrepreneurs. The regional authorities have not been such a courteous host to UEFA as the occasion should have merited. Only the airline and hotel industries have benefited from this visit which could have generated more revenue for local businesses and the economy.

Gale causes damage -  Floods, landslides and rough seas are other symptoms of the bad weather, that is coming back tomorrow. There are several articles on the bad weather, with some info already provided by Elaine above, so just a few highlights. Gales rip out Christmas lights – Ribeira Brava battered by bad weather. The town of Ribeira Brava was battered on Tuesday, during several minutes of intense winds and rain that ripped out Christmas lights, terraces and roofs (tiles?), according to a fireman. The Chief Fireman of Ribeira Brava, Agostinho Silva, said that "everything happened so quickly, with intense rain and strong winds". The Christmas lights that were attached to poles at the sea front of the town were uprooted and ended broken and mangled, and the steel barriers they were attached to were bent over.  Another report says that a small tornado shook the town, with chairs and tables flying around. The bad weather made itself felt all over the island. In Funchal there is no record of significant damage, besides a small downfall in the area of Terreiro da Luta, and a tree felled in Estrada Monumental. In Calheta there was a rockfall that forced the closure of the regional road between the town and Arco da Calheta, and in Sítio do Atouguia, a river overflowed and flooded some homes. There are also reports of crops damaged, with Banana plants particularly affected.

Intervention by the BIR (Rapid response unit) motivates complaint in MP. A member of  the BIR is facing a complaint from the father of a 17 year old who says that his son was slapped last weekend. The complaint will be handled by the public prosecutor, and is awaiting the issue of a medical report before proceeding. The officer allegedly slapped the lad after he was considering driving home after a night out, possibly after a drinking session with friends, and had got mouthy when he was challenged about his intentions.

Today’s main news headline : ViaMadeira takes €700 million – The government was forced to go to the bank to resolve the financing arrangements for the new concessions for the roads. A case to liven up the Budget debate. President Jardim had to go to the banks in Lisbon, to secure the millions needed to finance the concessions that construct and maintain the roads of Madeira. The operation managed by ViaMadeira (AFA, Zagope, Tecnovia, Somague and Tâmega) could need an amount of up to €700 million, but it was struggling to obtain further funding from the banks, and attempts by the Regional Secretaries of Finance and Infrastructure had to be propped up with the personal intervention of Jardim. Our president met with officials from BES, BCP, and CGD banks in Lisbon, and managed to secure the funding needed, avoiding another direct debt for Madeira.

According to a Financial Times (FT) article about learning holidays George Bernard Shaw learnt to tango in Madeira at Reid’s Palace Hotel in 1924. Specialties of the season – The sweet tradition of Madeiran liqueurs

Although no longer there are so many people making homemade liqueurs, as was the case previously, the truth is that there are still those that like to stick to tradition, as is the case of Teresa Santos, President of the Casa do Povo at Ponta do Sol, who since a young age has learnt to prepare at home the most diverse specialty liqueurs. And the recipes are not lost because the young people are interested in this art, so in 2007 the Institution launched the book "Sabores da Ponta do Sol", a project coordinated by Theresa Santos and had the support of the Secretariat for the Environment and Natural Resources, through the Regional Directorate of Agriculture and Rural Development Services.

As she said, the writing of this book began with a survey of sweets and dishes preferred by the ponta-solenses in the Christmas season, the result was a set of recipes that pass through the fish dishes, meat, soups, side dishes, desserts and drinks. These have highlighted the place of traditional liqueurs of our land. The book is a collection of recipes for drinks, published in the newspaper Brado d’Oeste which was published in Ponta do Sol, on Wednesdays and Saturdays between 1907 and 1917. This includes liqueurs of tea, peppermint and liqueur of rose, the latter recipe required the precise "fourteen deciliters of alcohol, fourteen decilitres of pure water, one hundred and twenty grams of roses and six grams of sugar." An old recipe whose outcome is still very good.

Because in Ponta do Sol there were noble families who had their own kitchen, in this book are included recipes of D. Teresa Pita de Macedo, a descendant of one of these families. These include, among others, recipes for liqueurs of cocoa, coffee, fig leaves, fennel seed, passion fruit and orange. Teresa Santos reminded us that "up to the last 50 years of the last century, people were making use of the aromatic herbs, leaves and peel of orange or tangerine to make liqueurs. Then it moved to a stage when it began using chemical essences. Now there are many people who are using herbs and peels, as before, which give a better flavour to liqueurs." It tells us that the liqueurs are easy to make because "just place the fruit or aromatic herbs or peel in an infusion, then boil the water to make a syrup and when cold add the alcohol."

The president is satisfied that the young seem to be interested in liqueur recipes, as reflected by the enthusiasm that occurs in cooking classes that are held in the Casa do Povo of Ponta do Sol. As she told us, "liqueurs are associated with Christmas but are also an integral part of the visits of the Holy Spirit, in Ponta do Sol, and not possible to be missing in the festas of wedding and baptisms. This tradition comes from the time that at these visits men would be offered a glass of wine and ladies a liqueur."  One of the reasons that liqueurs are a particular beverage at Christmas time is "because there was a belief that spirits give warmth at this time of year when the weather is cold, nothing better than a warm liqueur for people, provided that they drink in moderation."

According to the encyclopaedias, liqueur is a sweet alcoholic beverage, often mixed with fruits, herbs, spices, flowers, seeds, roots, tree bark even creams. The term comes from the Latin liquifacere, which means liquefy, dissolve. This refers to mixtures which are used in making drinks. The liqueurs are not usually aged for a long time, but may take some time to rest until they reach the ideal flavour. In Madeira, Christmas has a flavour all the more special with a variety of liqueurs that can be proven before, during and after the time of the ‘festival’.

Entertainment till 10 January : The Circo Brasil will be in Machico until 10 January 2010. From Monday to Thursday this week it will be open for Christmas parties and sessions geared to groups of companies and / or schools by previous appointment only. Yesterday, one of the shows was for the children of employees of the Jornal da Madeira.

As of Friday 18 December the sessions are intended for the general public and there are two scheduled shows, at 18.00 and 21.30. On Saturdays, Sundays and holidays there will be three shows, at 15.00, 18.00 and 21.00, with the exception of Christmas Day, which is at 16:00. Entry is 15 Euros for adults and 10 Euros for children and each show lasts approximately 2 hours. Trapeze artists, jugglers, Olympic rings, clowns, fakir, Chinese scarves, illusions with "Harry Potter" and another with dogs are the main attractions Circo Brasil offers this festive season. For the second consecutive year the circus tent is located next to the football stadium in Machico. The owners of the company, Joaquim Silva and Fernanda Alves, hope to match or surpass the success achieved in 2008. Since opening last Friday the house has been virtually full. Once again, Circo Brasil has the support of Machico’s Câmara.

Circo Brasil is, like other circuses, run by one family. In fact, Joaquim Silva and his wife Fernanda Alves, their children and other immediate family members provide most of the entertainment. For example, the character "Harry Potter" is interpreted by his son, Sandro Silva (19). Other artistes have also been hired, and in total the company consists of about 15 people.

Error in yesterday’s Diário CO2 emissions report. Madeira is responsible for 1,000 million kilos, not tons, of CO2 released to the atmosphere. Madeira has a value of emissions per capita (4.3 tons) which is below the national average of 7.2, due to the absence of heavy industry. Madeira may not meet the goals set by the EU to reduce atmospheric emissions by 20 – 30% by 2020. By international agreement, countries also pledged to increase the share of renewable energies to 20% and a 20% increase in energy efficiency by 2020. In Madeira, the goal of 20% renewables will be met if linked only to electricity production. But what the EU decided covers total energy, including fossil fuels used in transport. In this context, the goal will not be met as electricity is only about 30% of energy consumed in the region, transport accounting for 60%. Public transport occupancy rate is only 22% so to meet these targets, Madeira would have to change its transport policy and reduce the import of fossil fuels.

Illuminations cause ’spark’ between mayors. The cost of Christmas lights and decorations triggered a ’spark’ between mayors. All because Funchal benefits from assistance from the Regional Government, which is not true for other municipalities, who have to pay for their decorations. The issue continues to cause a division of opinion between mayors of the PSD. The Mayor of Câmara de Lobos does not hide his dissatisfaction, although the other councils also have to pay for their decorations. The Mayor of Ponta do Sol considers the claim of his counterpart in the câmara-lobense unreasonable. Arlindo Gomes says he thought the current situation is an "injustice" whereas Rui Marques finds reasons to justify this ‘discrimination’. "Our capital is the area of concentration for most tourists and the Funchal amphitheatre is excellent for the spectacle of New Year’s Eve." The Mayor of Câmara de Lobos said, "While in Funchal the Government is paying, here the council supports all these costs. All these Christmas decorations should be part of a Regional project and not handed over to each municipality." The councils have to pay for the decorations whereas in Funchal it is for profit. Funchal receives EU funding for its decorations whereas other cities, like Câmara de Lobos, do not receive anything in this context. Rui Marques rejects this claim as "out of context." "In this time of crisis when the Regional Government is asking for everybody’s efforts, to be raising controversy about a benefit that is in fact for all, because not only Funchal gains, gains for all the region, I think it is inappropriate." The ponto-solense mayor defends the continuation of the current model "according to the possibilities of the councils." Rui Marques is against the municipalities that ‘burn money" on the night of S. Silvestre. The overwhelming majority of people who want to celebrate the New Year go to Funchal, where the firework display is a worldwide tourist attraction, even those that live in Porto Moniz or Santana are now less than an hour away from Funchal.

Meeting of twins. During this month, there will a total of 44 cruise ships calling at the Port of Funchal. Today is no exception with three cruise ships arriving. It is an odd moment in the history of the port because it is the first time that both the AIDAbella and AIDAluna will be here simultaneously. The AIDAluna moored yesterday with 2,250 German tourists and the AIDAbella brings the same number of Germans. Both leave at the same time and for the same destination, La Palma in the Canary Islands. This situation will be repeated twice next year on the 28 February and 21 March. The other ship today is the Island Escape carrying 1,500 tourists which arrived from La Palma and goes to Agadir in Morocco at 23.30. The port will also accommodate the ferry Volcan de Tijarafe from Portimão which will leave later today for Tenerife.

Classification of trees does not always protect them. It has been previously announced that the regional database of iconic and monumental trees is to be updated. The DRF (Regional Directorate of Forestry) now state they prefer to classify zones rather than individual trees. If individual trees are defined, it could lead to vandalism and revenge attacks just due to the sheer pleasure of destroying, so the Regional Director considers it could be counterproductive to implement the national law in the region. The small size of the island compared to the mainland also leads to incompatibility issues, for example the need of a protected area of a radius of 50 metres around the tree. The present laws and land management initiatives for authorities to implement mean that it does not make sense to adopt the national law in the region. Trees can only be pruned or cut with pre-authorization. Some species are already protected like the lauraceas and the invasive eucaliptos and large acacias whose largest specimens occur in Jardim da Serra. Examples, even if on private land, are protected if of botanical or landscape interest.

Hundreds say farewell to the Pilgrim Statue in Ribeira Brava. Hundreds of people gathered yesterday afternoon on the football pitch in Ribeira Brava to attend the farewell Mass of the Pilgrim Statue of Our Lady Fátima from the parishes of Ribeira Brava and Ponta do Sol. The service was taken by the Bishop of Funchal who also took part in the motorcade and presided over welcoming  prayers at the present location of the Monastery of Caldeira (Convent of Sister Clarissas) in Câmara de Lobos.

SEF holds a person for fraud in Portuguese test. A person who was applying for the acquisition of nationality by naturalization, was arrested by the Immigration Authority in Madeira for committing a crime of fraud in the compulsory Portuguese test. SEF were carrying out a surveillance operation at the national level covering 31 educational establishments, including one in Madeira and one in Porto Santo. They detected falsification of documents and altogether a total of 14 applicants were arrested.

Chocolate Festival attracted more than 3,000. The first Chocolate Island festival this weekend at the Congress Centre attracted more than 3,000 people. The chocolate sculptures which were more than three metres high and made by local school children attracted the most visitors. The organizers expected smaller sculptures so were surprised by the enthusiasm of the children. The target of next year’s edition is to attract international professionals. Two of the exhibitors ran out of products and had to quickly acquire more stock.

Burglaries becoming more daring – or desperate. Collection of stories about unusual burglaries. In Nazaré, the residents were surprised by the daring of two individuals who prey on the elderly alone in their homes. With the intention of robbery, the two walk around the apartment blocks, knocking on doors where they suspect elderly people live. On one occasion, they cursed an elderly woman who persistently refused to open the door because she lived alone, as advised by her family.  In Estrada Monumental, it is not safe to leave a hotel room window open, even on the eighth floor. A thief managed to climb in from the balcony and stole 2,000 Euros worth of goods; 500 Euros in cash, two watches, a mobile phone and a gold chain. Playing a round of golf at Santo da Serra is not even safe! There have been thefts from the golf trolleys while players move away from the equipment during the course of play. There have been several complaints to the police that wallets and documents have been stolen, from both locals and tourists. The same group of individuals is suspected that have for some time been hanging around the area and have on previous occasions climbed over the security net and cut holes in it. ‘Sapatinhos’ were stolen from gardens of houses in Poco do Gil, Machico last week. Dozens of vessels containing sapatinhos were stolen and the neighbourhood is on alert to apprehend the individual in the act.

European Commission wants to reduce catches of mackerel in Madeira and the Azores. The Portuguese Government is opposed to the EU wanting to reduce by 15% the catches of mackerel in the waters of the Azores and Madeira, based on scientific criteria. The Minister of Agriculture and Fisheries points to a study by the University of the Azores which indicates a good state of stocks of the species and does not anticipate the need to reduce.

Jardim’s monologue. The Regional Plan and Budget for 2010 starts to be discussed tomorrow in the Legislative Assembly, in a way that is unparalleled in most democratic parliaments. First, because the President of the Regional Government is not required to provide any clarification to the members. He can, and probably will, give a speech on Thursday with no time limit and without the right of questions. In both São Bento (Portugal) and the Azores, the presidents always participate in the debates. Due to the limitation and distribution of time, the opposition does not have the opportunity to raise any detailed questions to the members of the Executive. Each individual members of the BE, MPT and PND have three minutes and each member of the Regional Government has 45 seconds for a reply. Despite the budget’s spending cuts, the opposition will still be critical especially as the PS expect the total debt to increase to 5,000 million Euros. The PS will propose more than two dozen amendments, including a tax of 1.5% on the assets of furniture companies holding concessions for public services and as with other proposals, the proceeds will be used to fund social projects. They also want a 7.5 euro tax on each ton of aggregates extracted in the Region. They will present alternatives to the limits of indebtedness, investments and current expenditure. The PCP (communists) want 39 measures on social and economic development that have already been debated in parliament to be recovered although previously rejected by the social democrats. They highlight the payments of debts to suppliers, reduction in VAT rates, intervention in energy prices and a new transport policy to support businesses and families. Other measures are compensation to farmers and fishermen, support of the taxi industry, construction of a new Hospital of Madeira and Hospital of Porto Santo, and an increase of 7% in the minimum wage. The CDS-PP want a reduction in expenditure and investment priorities should be limited to a new hospital, the rehabilitation of health centres and schools. They want a reduction in both income and corporation tax and tax incentives for the establishment of new companies in rural areas. The BE, MPT and PND each have only one member in the Regional Government. They have similar views and due to limited time, should attack tax revenues and the large proportion of current expenditure. The BE will propose measures to combat unemployment, support for the elderly and funding for school boards.

More than 7,000 square metres of leisure. Second phase of the redevelopment of the Avenida do Mar in Funchal opened today. The project cost 778,000 Euros. According to the Mayor of Funchal, it will allow, among other things, "to contemplate the sea". The public toilets have been renovated and there is one for people with disabilities. Also installed, a sculpture by the artist Silvio Cro, entitled The Blind Man. According to the sculptor, "it is a metaphor between the traditional game and the experiences of the women in the Old Zone."

Bang on time and as noisy as ever the ‘Missa do Parto’ explosions started this morning. 5 mega-bangers went off at 5 am this morning, and having eventually got back to sleep another series went off a while later. This is the first time I remembered it was going to happen, so not quite the usual shock as in previous years … oh well, only 9 more days to go of the same!

Due to wind, rain and strong sea waves the Meteorological Institute placed Madeira on orange alert for Tuesday, the second most severe on a scale of four. Weather forecasts indicate periods of rain or showers, temporarily strong, and favourable conditions for the occurrence of thunderstorms. Moderate winds (25 to 35 km / h) south-west, blowing strongly at times (35 to 50 km / h) with gusts of winds of 65 km / h. In mountainous areas, high wind (35 to 55 km / h) southwest with gusts of 70 mph, making it very strong (60 to 75 km / h) with gusts to 120 km / h. At sea, on the north coast waves of 2.5 to 3.5 metres, increasing to 4 to 5 metres. On the south coast the forecast is for waves of 2 to 3 metres, increasing to 3.5 to 4 metres. Due to the warning of rainfall and strong winds, the Regional Civil Protection and Fire Department caution and advise against walking or driving on the mountains and the exposed slopes.

Social Democrats reject Jardim – Some notable names in the party in Portugal don’t want to talk about the chance of the leader of the PSD-M being a candidate at national level. Rumours that President Alberto João Jardim is being pressured by some PSD members to go to Lisbon to go on the National Executive save the party, are in the wind again. PSD members contacted by the Diário generally say they don’t know of any such move, or just don’t want to talk about the matter. Of course you will probably guess that he has my full support for such a move, and his dictatorship leadership skills probably make him the ideal candidate for the top job in the flagging party that seems to have no real direction.

Christmas events opening today, Friday. Mega Park opens under the runway at the airport in Água de Pena, until January 17. Circus Brazil opens today until 10 January, located near the stadium of UD Machico. Expo Christmas starts in Santana. Until December 18, in the lobby of the Câmara Municipal de Santana. At 19.30 today in Funchal, the official opening of the decorations and entertainment, including an ethnographic village and a nativity scene.

CMF budget – less for social housing and more to the Parish Councils. Funchal Council discussed the budget and Plan of Activities for 2010. They will continue the policy of investment in sanitation and the environment, more efficient management of the ports, money for renovation of social housing but finance only for buildings already built, and extra support for the Parish Councils. The Parish Councils will receive an extra 6.7%, nearly 1.6 million, when the State increases revenue by 2% but this is only in theory so far, not guaranteed. The Council believe this is one of the best budgets, particularly in the social area which receives 46% of the investment, a 6% reduction in current expenditure (€5 million) and a reduction in bank debt in 2010 by nine million. "It contemplates a reduction in revenue and in view of this, a decrease in the amount we have for expenditure." The budget drops from 114 million to 108 million Euros, a realistic loss of 6 million Euros. The Socialist Party voted against the budget and the investment plan as they do not respond to the actual crisis the Funchalenses feel. The CDS-PP (Christian Democrats) abstained as although it is a realistic budget, it does not address the Council’s social responsibilities, especially the high unemployment levels in Funchal. The PND (New Democrats) voted against both times as they said it is a fairy tale budget with unrealistic direct tax revenue expectations. The CDU (Communists) also voted against as they thought the parishes should receive a larger share.

Ambilift now available at the airport. The new system helps air passengers with disabilities or reduced mobility and came into use last Wednesday. Consisting of a mobile lifting device for loading and unloading wheelchairs, with or without occupants. It cost 160,000 Euros and is being deployed in all EU airports if they have an annual turnover exceeding 150,000 passengers. It is a requirement of a 2006 EU law on the rights of people with disabilities and with reduced mobility, and air transport. There must also be fully qualified staff at the airport to help people with such disabilities. The equipment was purchased last month but has only become operational this month due to staff training on safe usage. To fund it, the airport is adding a charge of 0.61 Euros to passenger tax.

Man arrested for attempted extortion. A man was arrested in Funchal while trying to extort money for the return of stolen goods from a car. The goods were stolen earlier this month from a car parked in the street. After being contacted by the suspect, aiming to exchange some of the stolen goods (gold objects and two mobile phones), the victim contacted the police who posted two patrol men at the meeting place for the delivery of goods in exchange for an unspecified amount of money. The arrest of the suspect was successful and allowed the recovery of the gold objects which were in his possession. The police managed to unravel the fate of the two mobile phones. A Guinean was charged with receiving stolen goods and another of the same nationality was identified for purchasing the mobile phones. They are now also under investigation by the SEF (Immigration Authorities).

Kissing the ‘Menino’ under the discretion of each individual. The continuity of some Christmas religious traditions may be compromised by influenza A. Placing kisses on the Child Jesus has been discouraged by some parishes of the continent. In the Region, Father Marcos Goncalves, head of the Information Office of the Diocese of Funchal, says the way to fulfil the tradition of greeting the Menino should be left to each person. "The tradition will continue to happen with a kiss, a gesture, a nod, in view of the traditions of each place and site and the desire of the faithful." It is important that the Church takes its role as a public health informant but, "We cannot fall into alarmism and exaggeration for only some gestures and traditions." "Every day we greet, kiss and touch everything and everyone, and just remember prevention in relation to the Church and its traditions." In some parishes in Portugal, the advice is not to kiss the foot or forehead of the Baby Jesus, to prevent the spread of influenza A. Priests think the tradition will not be lost because some people will still carry it out. The tradition of blessing the Child Jesus occurs tomorrow at 17.00 Mass and Sunday Mass in the Igreja do Colegio. Chocolate Festival promises to surprise. The Chocolate Island festival will be held this weekend at the Congress Centre. The organization say that, "Whoever is used to consume chocolate mainly in sweets and tablet form will be surprised by the wide variety of applications that the leaders at this festival of chocolate will present." "The preparation of meat, soups, beverages and delicious desserts, these professionals will, above all, show the different uses that can give chocolate delicious and original applications." In the festival, visitors can take away recipes and the best products. Children, as they appreciate the product more, have their own area called Hands On. Groups of children from the ages of  5 to 12 years, up to  maximum of 15 per session, can be helped to prepare lunch, including of course, much chocolate! Charge is 5 Euros. Chocolate sculptures on display will be another visitor attraction. The organizers have challenged individuals and companies to purchase the sculptures and 50% of proceeds will go to the Gil Foundation to support the creation of the Casa do Gil in Madeira. The minimum value of each sculpture is 300 Euros. Entry to the festival costs 2.5 Euros and children up to 12, accompanied by an adult, have free entry.

Special Operation Crime Prevention in Nogueira. Police surrounded the area and within a few hours had made several arrests and seized narcotics and prohibited weapons, including a dagger. About 40 police from the Machico Division made a ’sudden’ approach with the support of the BIR as a preventive measure in case of turmoil within the district. The local population are divided as to whether they welcomed such an operation. This housing area in Camacha was targeted by the operation because of social unrest, insecurity and deviant behaviour due to drug consumption and trafficking. Cars on the main road connecting to the centre of Camacha were also stopped and drivers investigated.

Concession expired a year ago for Penteada Market.  After the fire, the market traders are housed in military tents. They are now worried about new competition for the concession to allow them to continue trading. The former concession, for 20 years, expired in 2008 and Funchal Council have not issued a new one. There are 29 spaces in the market and each lease is individually considered. The Council have decided to waver payment of three months rent for vendors of fruit, vegetables and flowers and a month to dealers using shops which were not affected by the smoke. The Council is insured against third party liability and the fire has been reported to the insurer. It is now up to the insurance firms to assess the claims and it could take months or years for traders to receive any insurance money.

New Year in the Wine Institute inspired by Hollywood. Hollywood and Wine Movies is an event planned by the Institute of Wine, Embroidery and Handicrafts for the night December 31 to January 1. This is a themed party with all the ambiance, charm and glamour that Hollywood cinema evokes. There will be a red carpet at the entrance to IVBAM and around it an area created for the media, recreating an atmosphere of a premiere. Inside, the area will be divided into three distinct areas with different musical approaches and decorations, to accommodate a wide range of attenders. The areas Noir, Hollywood Disco and Icon are inspired by three different decades of movie history and will show excerpts of films from the selected times. The Hollywood Disco area will be the largest, with pop and rock music and the decor inspired by Studio 54 will include projection of images from Saturday Night Fever and Grease and others. The Icon area will have electronic music and house and deep house chill-out music. The area is formed for dancing and socializing with a rest area. The base colour for the decoration is white and images of Marilyn Monroe, James Dean and James Bond and other icons will be shown. The Film Noir area will be a relaxation zone, dressed in black and white with a chill-out sound and images of the time. Doors open at 1 am and tickets cost 20 Euros.

Madeira now has a mosque. From Monday, the mosque will be open in Santo Amaro in Funchal. Facilities were provided by the Regional Government and the cost of the renovation work borne by the Islamic community.

Council will build community centres. The first two will be in Fajã da Ovelha and Paul do Mar and will be built next year. Others will be built in Arco da Calheta, Calheta, Florencas and Cova do Arco. At Jardim do Mar, the Quinta da Piedade will be renovated to function as a day care centre.

Parliament approves €79 million loan for Madeira. The revision of the Regional Finance Law will not be voted on today, (€129 million loan was to be part of this amendment), in exchange for the loan being allowed in the State budget. This was to avoid embarrassment of the social democrats and socialists, the only parties voting for / against the law, all other parties abstaining, and there would be a ‘close call’ whether or not the law would be passed. The PSD-M provided this solution for fear of the law not being approved therefore Madeira not being allowed a loan. The Parliament in Lisbon voted to amend the State budget for 2009 to allow Madeira to borrow up to 79 million Euros, but not the 129 million Euros initially wanted. Jamie Filipe Ramos (PSD-M), the chairman of the Parliamentary Commission for the Single Economy, Finance and Tourism is pleased with this result, "79 is better than zero."  The proposal of the PSD was approved with the votes of the Social Democrats and the CDS-PP member elected by Madeira. The PS, CDS-PP, BE, PCP and PEV abstained. — I presume the State transfer of 111 million Euros for loss from the Cohesion Fund will not occur?

Madeira only manages loan approval for €79 million – França was going to abstain if the LFR were voting. In order to avoid divides, the PS socialists postpone the final decision and concede on the loan.

Water and garbage swamp the Câmaras – Arlindo Gomes condemns the costs as intolerable. The president of Câmara do Lobos says that rubbish, water supply and waste water management are swallowing up 25% of the councils receipts. The problem is due to the delay in setting up and getting operational the new company (Sistema Integrado de Gestão de Águas, Resíduos e Saneamento) that takes on the management of all these services from 10 of the regions of Portugal (Funchal is excluded for now). Gomes says that the situation is leaving the council on ‘the edge of a nervous attack’.

Today’s main news headline : State obliges aquarium to return money – ‘Tourism of Portugal’ requires the municipal company that manages the aquarium of Porto Moniz to hand back the €1.1 million. Everything due to the lack of documentation required for justification of the co-financing of the project. The notification was received by the outgoing president, but the new president of Porto Moniz and the aquarium administrator are avoiding commenting on the matter. It is one more ‘bomb’ to fall on the aquarium of Porto Moniz. The bomb was dropped by the organisation that manages the funding from Europe, Tourism of Portugal, that the aquarium that opened in September 2005, has to return the money provided. The setback is all due to the fact that the correct justification paperwork was not raised and submitted for the joint financing provided to carry out the work. With this news combined with the financial problems in running the aquarium, the ´black hole’ created is now approaching €5 million. The management of the project had until the end of 2008 to submit what was required, but the instruction was ignored. It was then given a second chance to comply by June 2009, but again failed to comply. The money has to be returned within 60 days. It seems unlikely that the aquarium will now survive this latest blow, and nor should the person(s) responsible for such a blunder. I can’t even begin to imagine how a small region like Porto Moniz could find €1.1 million out of it’s budgets, and the impacts it will have on public services and projects, although the normal route for any PSD politician is to borrow money to make the problem go away. Porto Moniz had one or two surprises for the social democrats in the last elections, and one wonders if this news had broken earlier whether it could have been worse.  Silly idea building an aquarium in Porto Moniz when there is no real tourism infrastructure there anyway. It can only rely on the tourists that visit there anyway, as nobody is going to travel that far especially to see a fairly small attraction when there is not much else there, especially out of season.

‘Quarrel’ on the the beach of Socorridos – The extraction gives rise to doubts, but the Metropolitana Society guarantees that it is removing materials that it deposited there in order to make the public walkway. Quercus disagrees with the action. The development company ‘Sociedade Metropolitana de Desenvolvimento’ (SMD) is raiding the beach to obtain building materials (rocks), in front of the cement plant at the beach of Socorridos. SMD is already awaiting a court appearance after Funchal council took an action  for dumping by the company in the same area. On Thursday afternoon a Diário reporter watched 3 lorry loads of rocks leaving the beach, all belonging to SMD, and loaded by an excavator situated on the beach. Enquiries thereafter with the relevant authorities revealed that there was no illegal activity, despite it being against the law to remove materials from the beaches, and so nothing will be done to stop the action. The environmental organisation ‘Quercus’ however is not convinced that all is in order, and that more is being taken away that was ever put there. The result he thinks will be more of the beach being washed away when the sea gets rough, and the water turning brown.

Judgement on book by Gonçalo Amaral postponed till January Kate and Gerry McCann were present at the start of the session. The trial of proceedings between Mr and Mrs McCann and the former Inspector of Judicial Police, Gonçalo Amaral, was postponed to January because the lawyer of the former inspector was unable to attend today due to illness. The trial of the injunction on the prohibition of the sale of Gonçalo Amaral‘s book "Maddie – The Truth about the Lies" should have started today.

After receiving the document from the lawyer Antonio Cabrita communicating his absence, the judge in the case ordered the sessions of the trial to be held on 12, 13 and 14 January in the Civil Court of Lisbon, in the Palace of Justice. Kate and Gerry McCann, parents of missing British child who disappeared in 2007 in the Algarve, and Gonçalo Amaral had been present earlier in the session, although they were not obliged to do so because it is a civil action.

Also present was one of the six witnesses listed by Gonçalo Amaral, the PJ inspector Tavares de Almeida. The remaining five witnesses, including Moita Flores, Luis Neves and Guilhermino Incarnation, did not respond to the call.

Before entering the court, Gonçalo Amaral told reporters that "Portugal is a country with freedom of expression. I cannot be prosecuted for writing a book. There were other people who wrote other books," he stressed, adding that he expects the collaboration of researchers who are his witnesses in the case. Around ten members of the Gonçalo Amaral Justice Project wearing t-shirts which read "Freedom of Expression" are distributing symbolic red carnations. The parents of Madeleine McCann, who disappeared on 03 May 2007 in Praia da Luz, Algarve, argue that the book and video marketed after a documentary broadcast on TVI promote the theory of Gonçalo Amaral, which they consider unsustainable, that they were involved in the disappearance of their daughter. Therefore, in an application filed by attorney Elizabeth Duarte, the British couple asked the court to withdraw from the market, albeit provisionally, both book and video, and this was carried out on 9 September. There is also another action against Gonçalo Amaral, accusing him of claims deemed defamatory, in which the British couple seeks damages of at least 1.2 million Euros. The book "Maddie – The Truth about the Lies" was published in 2008 and cast suspicion on the parents having participated in the concealment of the child’s body. As coordinator of the Criminal Investigation Department of the PJ of Portimão, Gonçalo Amaral joined the team of researchers trying to find out what happened to Madeleine McCann.

Portuguese Ministry of Finance denies owing any money to local authorities in autonomous regions. Portuguese Finance Minister Teixeira dos Santos has denied that the State owed 15 million Euros to the local authorities of the Azores and Madeira. However, local authorities said that the State owes 5 million Euros to the Azores, and €8 million to Madeira in IRS revenues. Azores and Madeira local authorities voiced their complaints this weekend during the National of Associations of Municipalities which was attended by Prime Minister José Socrates. RTP AZORES

West Zone not celebrating New Year’s Eve. The amusement park Giga Park is the exception on the evening of New Year’s Eve. The amusement park in Ponta do Sol is the only official attraction for the night of New Year’s Eve in the counties west of Funchal. From Câmara de Lobos to Calheta, passing logically through Ribeira Brava, there will be no party to commemorate the passing of the year, with the exception of Ponta do Sol, which this year hosts the Giga Park Christmas fair, which on this long night is open until at least five in the morning. Here lies the only lure that will attract the attention of thousands of Madeirans in what for many is the longest night of the year. Moreover there will be no more proposals for animation because it its understood that Funchal is itself an attraction impossible to dethrone on the magical end of year night. In Câmara de Lobos, due to the proximity of the ‘capital’, a bet on staging a New Year Eve’s Party is risking an expected failure, since the well-held tradition focuses on the centre of Funchal and surroundings. Yet the bars in the old zone of Câmara de Lobos will be open until dawn, thus providing an alternative for those looking to escape the crowded fun areas of Funchal. The nearby Ribeira Brava this year has nothing to offer. After several years of promoting a musical show at the sea front in the early hours of the morning of the first day of the year, which almost always showed low compliance, the Council decided not to continue with an event that a priori was doomed to poor participation. Hence, the arrival of the new year will have no cause for celebration in this county, mainly because of the strong competition that focuses attention both on the capital city or in nearby Ponta do Sol. Ponta do Sol this year is placed on the ‘map’ of options for fun because of the Christmas fair there. The relative proximity to Funchal (20/25 minutes) and the privileged access to the main road – one minute to the expressway – and the large parking capacity (3,000 places) around the Giga Park, are factors that promise to heavily influence not only the residents in the area southwest of the island, but also from other parts. In the extreme, Calheta, also has a night without a party. A reality that also reflects the fact that the only nightclub in the ‘West Point’, the Art Caffe, closes its doors, transferring itself to Funchal on this night of the reveillon.

Christmas only for the great. Political Christmas party rivalry. With three elections this year, the smallest parties have no funds for gatherings. The PSD and the PS will have large celebrations in Madeira Tecnopolo. The PCP (Communists) have never held dinners at this time and the funds will be spent on their convention in February. The MPT (Earth Party) also have insufficient funds.  Of the three large parties, only the CDS-PP have a different choice of location for the Christmas dinner; 200 met yesterday in a restaurant in Encumeada. Last year, there were over 1,500 PSD members in the Tecnopolo and this year, the organizers expect a similar number. It will be at 20.00 on 12 December. With the usual protocol, the regional leader, Alberto Jardim, will open the official speeches before the dinner. The Socialists expect a more ambitious gathering than last year when there were 800 at the meal. This year, they expect 1,200 to 1,400 at Tecnopolo. This is scheduled for December 19 at 19.30, with a speech by the party leader João Carlos Gouveia. On 20 December, the Socialists Funchal branch will also hold a Christmas party for children belonging to the militants.

Credit growing in the festive season. It is normal for this season: closer it is to Christmas the use of credit increases considerably. The manager of Radio Popular in Cancela said that the main sales were in Forum Madeira but he expected a ‘flood’ in the days before Christmas. "Taking into account the experience of previous years, people all come at the same time: it is a massive demand." People of all ages now use credit cards, even the older population. FNAC expect the most sales in the middle of the month and normally the cards provided by the shops are linked to reductions, in the case of FNAC there is a 10% reduction on purchases on ‘days adherent’. —- Other recent articles about Christmas shopping, especially in smaller shops in the centre of Funchal, have been very negative with shopkeepers complaining that people are just looking and not spending.

Câmara de Lobos lights up tonight. In Câmara de Lobos, they maintain the tradition of the official opening of the Christmas celebrations on the public holiday assigned to today. In ‘baixa’, the House of Father Christmas at the entrance to the city is the ‘card’ for the visitor. A traditional nativity scene is by the Municipal Market. In the vicinity of the Town Hall, at the entrance to Avenida da Nova Cidade, the garden is decorated with a large nativity scene with a background of the traditional houses of Santana. Other areas for excellent decorations are the churches where the presepios and lapinhas have been authentically constructed.

Reveillon marks the ‘Day of the City’ of Santana. Santana begins to celebrate the 9th anniversary of the elevation of the village to a city from New Year’s Eve onwards. From Friday, the services of the municipality will begin to collect subscriptions to join the mega-gala dinner. There will be a meal and musical concert in a tent next to the City Hall. The mayor states that you can still go to Funchal to see the fireworks and return in time, as the celebrations will go on well into the night.

Funchal advance in 2010 with classification of trees. The inventory ‘Trees in the Public Interest’ will be advanced in 2010 to include the classification of nearly 30 trees of this genus. The law gives preservation status to these trees. These are iconic or monumental trees and are classified according to size, age and rarity. The most impressive examples are to be found in parks, forests, churchyards, public and private gardens, quintas and public squares. Once classified, the trees have a protection area which has a perimeter with a 50 metre radius from the base. The tree cannot be cut or pruned without prior authorization by the Forestry Authority and maintenance work has to be carried out with their technical guidance. The trees are measured every ten years to monitor their growth to try to prevent their decrepitude. Trees can also be classified for purposes of tourism or environmental education, if asked for by either the land owners, members of the public or authorities. The survey of monumental and emblematic trees was carried out in 1985 and updated in 2008, which is awaiting ratification. The Nucleo de Dragoeiros at Neves is about the only area where there is a Centre of protected trees, the dragon tree (dracaena draco) is slow growing taking 10 years to reach about 2 to 3 metres. The Regional Directorate of Forestry have edited a book on monumental and iconic trees. In addition to protected species such as the lauraceaes, the laurissilva in nature reserves, there is no progress in the protection of individual examples.There are many sites on the island to be looked at.

Fire at Panteada Market. Fire broke out early on Tuesday morning at Panteada Market in Sao Roque, causing extensive damage to 12 fruit and vegetable stalls. The warning was given at 07.07 and two emergency fire vehicles and two ambulances went to the site, manned by 15 men. The firemen wearing breathing apparatus broke down the corrugated zinc door and roof to extinguish the flames and allow the smoke to escape. It is thought that a short-circuit causing overheating of Christmas lights started the fire. After the investigation, the debris can now be cleared away and the losses which are huge are still being evaluated by the stall holders.

Revenue in 2009 does not depend on authorization of the State. With or without the ‘redistributive’ budget approval in the Assembly of the Republic, Madeira will operationalize the €230 million revenue in the budget for this year as ‘financial liabilities’. The redistributive budget and the revision of the Law of Regional Finances are to be voted on in Lisbon on Friday. These two documents represent many millions of Euros to Madeira. Due to falling revenues and the current expenditure, there is a shortfall of 100 million Euros. The budget has a limit of 5 million Euros but Madeira wants a loan of 129 million Euros approved, arguing that this is much lower than if the amount of debt allowed was in direct proportion to the indebtedness of Portugal. As for the Law of Regional Finances, if the proposed amendments are approved for calculating the money that should have been transferred from the State over recent years, 111 million should be returned to Madeira. It is thought that the Socialist Party in Portugal  will approve the new debt limit but the fact that Teixeira dos Santos did not include the Regional Government proposed amendments in the State Budget is worrying. Garces Ventura believes he can find some other way to ensure the budget revenue. Rather than go to the banks to seek authorization to pay off loans and short-term borrowing, the Government will go to funding sources that do not count towards the debt. This will include a new small loan. The vice-president of the Regional Government said that the State is obliged to pay the health and educational costs in the Region but it has not paid a third of what has been spent.

Quercus 12 tips for a greener Christmas. The Association for Nature Conservation has 12 tips to reduce waste which increases each year. Greeting cards should be via electronic mail. This is cheaper and reduces the use of paper and producing waste. If this is not possible, use recycled paper and reusable envelopes, or make your own using recycled paper. Offer any excess used toys to other children. Buy useful gifts which will not just be thrown away. Use rechargeable batteries. Re-use wrapping paper from gifts from last Christmas and birthday presents. Make use of Christmas tree ornaments from last year and buy artificial trees. If buying a real Christmas tree, make sure it is from authorized forest thinning and ask the Town Hall to collect it after Christmas. Buy longer-lasting higher quality items. Buy books printed on recycled paper. Do not eat in excess and cook at home rather than eat pre-packed foods. Consume drinks in reusable containers and use returnable bottles. Recycle packaging and use the waste bottle, card and plastic banks. Use energy-efficient lighting and appliances and have old appliances recycled. Use public transport whenever possible.

Funchal Council have €200,000 to restore the market that burned – The fire damaged 12 stalls in Penteada. There are in fact only 12 stalls or stands there, and all were damaged to some extent. Elaine has already covered the story above. There will be another 12 pretty unhappy families on Madeira this Christmas, as a chunk of prime selling time passes them by. Maybe the €200,000 recovery budget will compensate them, but things don’t generally work like that here.

PSP Police promise ‘zero tolerance’ during Christmas. There will be no ‘Christmas spirit’ as far as our police forces are concerned, and although they are sensitive to the festive season, the law will be upheld to the ultimate degree. The police chief said that his priority is to ensure the safety of the population, and as such there will be no slack for driving offences or other infractions, and checks will be reinforced.

People already infected by Gripe A swine flu advise calm. ‘Calm is the best remedy for H1N1′. 3 people of different ages tell of their experiences as victims of the the Gripe A virus, and they all talk of the importance of following the recommendations of the authorities. The total number of victims has risen to nearly 400, and there have been two deaths to date, but these were people with other medical problems. The advice given is to quarantine yourself for 7 days, and in most cases one can then return to a normal life.

Today’s main news headline : There are less Madeirans travelling by plane. The liberalisation of the airways doesn’t appeal to residents despite of the fares having fallen by 40% and the travel subsidy. Compared to the previous system, there are 100,000 less benefiting from the public assistance. The state saves 15.5 million Euros. The numbers are undeniable, in the first 11 months of this year only 117,513 journeys by the residents of Madeira benefited from the €60 subsidy, support from the state for air travel. Surprising really, as an early bargain booking combined with the subsidy would cost less for many than the  journey to the airport at Santa Cruz. Money spent that could probably easily be saved on Christmas shopping in Lisbon or even Porto.

Rui Moisés renegotiates previous contracts – The councillor runs a fine tooth comb through the council of Santana. Practically all of the negotiations of the previous president, Carlos Pereira, have been reviewed and renegotiated by the new president Rui Moisés. Loans, debts to suppliers, and public contracts are all being reviewed, and the new man has publically appealed to all the companies involved to show understanding. Moisés says the move is to meet budget cuts of €100,000 imposed by the government of Portugal through failing to transfer 5% of tax revenues. Discussions between the regional and central government seem to be going nowhere, so it may be that we see the other câmaras doing the same exercise now that Moisés has very publically set a good example, and as all councils face the same problem. I suppose most people will see it as a more palatable option than increases in council tax, but I do wonder if there is a little bit of an attempt in this to embarrass an already embarrassed outgoing president, who has already been undeservedly kicked in the teeth enough times by Uncle Bertie and pals.

In football : Portuguese great in the ‘Champions’ – Ronaldo scored two more, FC Porto thrash Atletico. Madeiran Cristiano Ronaldo scored twice for Real Madrid away at Marseille (1 – 3). Porto won away (0 – 3) at Atletico Madrid. Both teams qualify with ease for the knockout stages of the Champions league.

Another story that caught my eye, but away from the front page, was about a drunk cyclist arrested for hitting and damaging a parked car in Santa Cruz. The man was cycling with over 2 g/l of alcohol in his blood on Sunday night. It is an unusual case, as the cyclist clearly has no insurance for road accidents, and the police have had to take on the role of mediator between the cyclist and the owner of the car. The highway rules specifies that the man committed a crime by drink-cycling, and he will have to appear in court. What the penalty will be I have no idea, but unlike a car driver, it can hardly be anything that will prevent him doing the same thing again.

Conductor of the Classical Orchestra of Madeira – Rui Massena in Dukes. The conductor of the Classical Orchestra of Madeira (OCM), Rui Massena, runs on Saturday, the Dukes, in Guimarães, the Orchestra of the North. The concerts will be interpreted works by Shostakovich (the opening party, op.96), Tchaikovsky (the Overture Romeo and Juliet) and the Russian composer Sergei Rachmaninov (Rhapsody on a theme of Panini, op.43 for piano and orchestra minor), which will feature the pianist Antonio Oliveira.  Rui Massena is considered one of the youngest conductors Portuguese, is 36 years old, was born in Vila Nova de Gaia, began learning piano at six years old and runs the CMO since 2000. Graduated in conducting at the National Academy Orchestra under the guidance of Jean-Marc Burfin and continued his studies in Italy, with Gianluigi Gelmetti, and France, with Cristhian Manem. He was conductor of several concerts in some of the most prestigious venues in the world, cases of Dvorak Hall (Prague), Tonhale (Zurich), La Fenice (Venice), Carnegie Hall (New York) and New England Symphonic Ensemble. Directed José Carreras, Jose Cura, Mark Zeltser, Eva Maria Zuk, among many others, and orchestras in Portugal, Italy, Mexico, Finland, Switzerland, Austria, Belgium, Spain, Canada and the Czech Republic. Was the guest conductor for the Presidency of the Republic, for the concert commemorating the Day of Portugal – 10 June. Since 2005, Rui Massena is also the educational director of the Conservatory – Schools of the Arts of Wood and artistic director of the International Competition Wood Music

In the Region, under the Safe Summer Program – PSP oversaw 260 homes this summer.
During the summer of 2009, the PSP has overseen 260 homes in the region, under the Safe Summer program. This is a program in which the police carried out surveillance of homes during the holiday period of the owners, by their request. PSP-M emphasizes the effectiveness of the police action, since "there was a single residence associated with any anomaly, any theft or any other disturbance."

Municipality of San Vicente launches program to support basic needs – Board is helping the county’s elderly. The Board of St. Vincent will do a survey of people over 65 years living in the county and determine the conditions under which they live. The "Program 65 +", and called the initiative will, for example, building ramps to homes to provide easy access and guarantee the purchase of medicines or food, going to get them at pharmacies or markets.  The Mayor of St. Vincent will promote a survey of the number of seniors over sixty-five years and their living conditions.  The initiative comes under the Program 65 +, a project that will be led by the northern municipality as early as next January.  Jorge Romeira, speaking to the JOURNAL OF MADEIRA, that it has already contacted a local association (the Association of Development of North Madeira), with the task of putting the project on the ground.  The mayor notes that the project includes the removal of all persons over 65 years living in the municipality of San Vicente.  "We know how they live, where living conditions if they are alone or accompanied and what their main needs," he explains. Our party, for example, will assess the person’s access between the road and the house in order to facilitate their mobility. "The project could include a cementing  footpaths, placing of ramps instead of stairs, etc.." He said.  But the initiative will also serve to assess other needs of the elderly. "People often do not have anybody to go buy drugs or foods. The project will include this service, "he added.  He says that the support would be individualized and considered on a case by case. Socially, the Mayor of St. Vincent also announced that "promoting the improvement of municipal services for staff and users’ and recalls the construction of an old people’s home (Dona Hilaria Davis) and a public garden.

The program of the Regional Government and CMSV are also covered in the construction of the Bonaventure community centre, support for social housing, the creation of the Office for the farmer, by encouraging the construction of small "barns" on agricultural land and building partnerships with institutions such as Social Solidarity. There will be the implementation of activities of leisure, the creation of youth cards, social support to schools, jobs and sports, incentives for private companies to create jobs and promote employment Industrial Park of cherries for the promotion of employment.

Man tried to rob the bank but ended up surrendering to police. A man tried to rob today a bank branch in Covington using a weapon, but ended up surrendering to police, told Lusa the PSP. The individual, aged between 35 and 40, entered the branch of the BPI Europa Avenue, near the main shopping centre of the city at about 11:35 am, where he threatened staff with a knife. According to police sources, have asked for money, but then ended up surrendering voluntarily to the PSP still in place, and without having in possession of any amount of money. This case was submitted to the Judicial Police and the individual waits for the first interrogation in the Court of Covilhã .

Airport screening against Influenza A. There will soon be created at the airport a Line of Screening against Influenza A (Gripe A / swine flu). An announcement was made yesterday morning by the  President of IASAÚDE at the seminar ‘Risk Assessment – New Risks: The Influenza A’. He took the opportunity to express concern about the fact that many people are not complying with measures to prevent the spread of the virus in the region. The airport has acquired sensors to detect temperature changes in passengers. Alongside this, there has been training for health professions. Mauricio Melim was keen to stress that the guidelines given by entities of Public Health "should be followed" as "We have a civic duty to prevent the spread of flu."

Christmas Events Program 2009.  Major points of the program. Friday 27th November starts the first phase of lighting in downtown Funchal, 4 December the second phase. On December 11th the music and performances in the city centre begin. On that day, there will be the official opening of the decorations in the city centre; an ethnographic village in the streets, a decoration in the Largo do Chafariz, in front of the Sé a Christmas Crib and other displays by the SRTT and in the Municipal Gardens. From December 11 to January 6, performances by brass bands, folk groups and groups from the Coordinating Office of Arts Education and puppet shows in the Avenida Arriaga. In front of the Municipal Park, there will be several animation projects for children. 2,500 people will be involved. New Years Eve will be celebrated by eight minutes of fireworks, consisting of 21 separate displays representing flora and fauna of Madeira. The Government will invest €5.2 million into Christmas and New Year and lighting will take over 50% and the fireworks most of the remainder. At present, the hotels are 50% occupancy for Christmas and probably more at New Year than last year. These will not make up for a poor year for tourism. —- Just checked the Tourism site, the full program is only in Portuguese so far.

Weather is part of the tourism attraction of the region. The regular mild climate is one of the main attractions of Madeira as a tourist destination. The Secretary of Tourism and Transport ensured that the region is doing its share to protect the environment and nature, focusing more on ecological projects. "Madeira is an island of ‘Spring’ and I hope that does not change." This is the debut year for the prize for the most environmentally friendly establishment. There are 14 entries from hotels, restaurants and companies involved in animation. The aim is to act as an incentive for companies to participate in more environmentally protection activities.

Volunteer Fair Thursday 24th to Sunday 29th November. In the Municipal Garden in Funchal. The Casa do Voluntário called on the institutions in the region to present work done over the years by the public, as well as sharing experiences and exchanging information, thus encouraging volunteering as an expression of active citizenship.

Christmas Parade. Parade dressed as Father Christmas to help support the two institutions that help children and win valuable prizes, is the challenge that Madeira Shopping throws to Madeira for next Saturday November 28. The Christmas Parade is scheduled for 15.00, leaving the churchyard of the Church of Santo Amaro and finishing at the House of Father Christmas at Madeira Shopping Centre. For each entrant (free) the Centre will donate 5 Euros to the Hat of Hope. Money will be divided between the two institutions; O Abrigo Nossa Senhora do Conceição and Lar São Filipe. The winning prizes are a playstation 3 from FNAC and a 100 Euros voucher for Modelo. At the end of the parade, there will be a concert by the students of the School of Arts and Music.

Court case after fire in the building Elias Garcia. On March 14 2004, a fire of unknown origin broke out in the garage of the building Elias Garcia III and forced the evacuation of the building. A 59 year old woman required treatment for carbon monoxide inhalation. The fire started in the basement car park and affected five cars, destroying three. It was fought by 10 fire engines and 40 fire fighters. The person whose car the fire originated in, is in the dock and there are questions as to whether it was due to either a short circuit or overheating, which he rejects. In the wake of the fire, the Municipal Service of Civil Protection carried out a technical audit that found security flaws and the absence of fire doors in the basement garage.

Regional Plan Against Domestic Violence 2009 – 2011. Since its formation in 2002 until last year, the Support of Victims of Domestic Violence Team has seen 619 people. Last year they saw 100 people and the number of people reporting violence is increasing each year. The most problematic ages are 30 – 34 and 40 – 44, followed by 25 – 39. The plan includes several lines of intervention; who to tell, raise awareness, educate, protect victims, prevent secondary victimization and qualify the professionals.

SANAS training course. Training 20 new lifeboat crew, selected from 60 candidates. There are more crew needed because of the opening of the Lifeguard Station at Santa Cruz and also needed for Funchal. The training lasts 120 hours, of which 70 are of a practical nature. Training in the following areas: help at sea, communications, meteorology, navigation, techniques for rescue at sea, organization of lifeboats, first aid, survival at sea, public relations and support for sports.

Irregularities in Areal Dourado. The Municipality of Porto Santo have delivered a complaint to the Court against some of the management of the municipal company Areal Dourado, which manages sports, social and cultural events. Some of the board of Directors are thought to use financial resources to their advantage.

Model Boat Championship. Organized by the Nautical Association of Madeira and held last Sunday at the Centro Nautico da Ribeira do Natal in Caniçal. The trophy ‘Liquid PC’ for radio-controlled boats winner was Goncalo Sousa. The wind was weak and variable, the participants experienced some difficulties because the small boats were unruly, forcing the organizers to postpone most races until the afternoon. With rising wind and tide, the races went ahead. The big surprise was Omar Vieira who won five of eight races with ‘Bleu’. 32 boats were entered in the races. —– I never knew there were model boat enthusiasts in Madeira. There will be train spotters in a couple of years too! Der.

Region has not secured 29.3% of the revenue. Never has the Government proposed a budget that the extra revenues represent 29.3%. This is the conclusion to be drawn from the fact that Ventura Garces admits that he would seek authorization from the State to borrow 230 million Euros, 15% of revenue, with  ‘other revenues’, 219.5 million Euros which represents another 14.3% of revenue. In the proposal he assumes a sale of assets worth €140 million and shares worth €18 million. The State should transfer 15% of the revenue and the EU 5.7%. The budget depends on the State specially permitting the debt limit to be raised. Revenue is expected to decrease, 29% less IRC and 11% VAT receipts. The Municipalities will receive €34.5 million from the Regional budget, and €69.3 million transferred from the State. The Government wants to raise the debt limit by more than €180 million to reduce the time taken to repay suppliers, to repay public debt formed during the year and the existing loans.

Urban Plan of the Ribeira de S. John goes today for approval at the meeting of the CMF – Index construction will increase in Cabouqueira. The Municipality of Funchal will adopt today, the Urban Plan of the Ribeira de Sao Joao This is the third and final plan that involves the three main streams of the city over an area of 43 hectares. Among many other things, the document will provide a higher rate of construction in the area of Cabouqueira (behind Funchal Centrum) and also defines a set of rules for the area where the warehouse of the Sa. The Minas Gerais, only goes with the presentation of a project that meets the new rules, i.e., the decrease of some floors of the building….

General Luís Araújo says F-16 will come when "necessary and appropriate". Chief-of-Staff of the Air Force, Gen. Luis de Araujo, said yesterday on the island of Porto Santo that the F-16 aircraft will come to Madeira "when necessary and appropriate." "It’s in our plans when necessary and appropriate, deployment of F-16, one or two teams, to do surveillance and airspace control this part of the country when the radar is ready," said Gen. The deployment of the Portuguese Air Force in Porto Santo, created 25 years ago, has from now on be called the Unit AM3: "This unit has been in the Air Force for a long time but was not named, this was a simple ceremony giving a name to one of our "children," stressed Luis de Araujo. The general said that is also in future projects to install a military parade, accommodation for officers, sergeants etc. in that unit which currently has 15 military and a score of officials . Luis Araujo also said that if his mandate is extended (ends December 18) next year "in principle" the Day of the Air Force will be held in Madeira. The unit commander, Col. Joaquim Ferreira, reiterated the "need" to be made "minor adjustments in the modules as staff will be implemented at a local set of tasks of logistical and administrative framework that are, to date, done by other units of the Air Force. He also called for a solution "with housing, healthcare, food and transportation to and from the continent, the personnel deployed in AM3. The ceremony brought together several prominent branches of the Air Force, Army, Navy, Police and members of the Regional Government also noted the Unity Day of Maneuvering Aerodrome No. 3 and appointment of Colonel Joaquim Ferreira as commander of AM3. It looks like we now know what that radar is for on top of the mountain!

Cravo e Canela collection shows the "open air". On 7th December the store Clove and Cinnamon, now situated in Rua Vale da Ajuda, will display their collection of evening gowns and ceremonial clothing. The event is being produced by Eduardo Pinto and will have the support of the City Hall since it will use the promenade to the achievement of the parade. The idea, explained the head of the Journal da Madeira, "is to make not only our customers but also people who are in the street able to watch the parade." In a "showroom", the parade will start in-store, and the bridging will go through an entire corridor leading to the street, and run up to the parking spaces that are on the front of the store. According to Eduardo Pinto, this year’s event will again be attended by the British model Fiona (which, it should be noted, took the last two shows of the store) as well as Alexandra Vieira, Eva Lara, Yorain, Macedo and Licínia Roberta Laza. In enriching its collection, the Clove and Cinnamon decided to partner with AM Jewelry, a shop that will also show pieces of their jewelry made by prestigious international brands. Also of interest regarding the collection being presented on this day is that  Clove and Cinnamon have chosen to display evening gowns and ceremonial clothing. "It will be a glamorous collection, very colorful, where flowing silks and fabrics are featured", said Eduardo Pinto.

‘Mega Park’ under the airport runway opens on 11 – Sponsor wants to revive Water Pena, the fun of Almirante Reis. Madeirans can count this year with a lively Christmas season, which will have several areas or appeal from 11 December. The fun is in charge of the ‘Mega Park’ and the Circus Brazil, which will repeat their presence of last year. The main novelty is the installation of ‘Mega Park Madeira’, in Water Pena, under the runway of the Madeira International Airport. For the first time in the region as responsible for ‘Mega Park’, Fernando Tavares promises, that the park will provide, "the rekindling the Almirante Reis”. We will have some of Madeira’s best attractions in Europe and worldwide. This park will have several new entertainment and cars already having met the new security laws. The controller of ‘Mega Park’ highlights the fun ‘New crazy kangaroo’, which in his opinion "skips, walks in circles and makes waves" and "Megadance ‘, a radical fun machine where people rise higher and will be suspended upside down (not the the faint hearted methinks!). This year also highlights the trail bumper that Fernando Tavares said is to be the best in Europe with its level of security. "The track is 50 feet long and all the bumper cars are already equipped with shock absorbers, seat belts for drivers and two ‘bags’ in fly ash (think this is probably “air bags”). All as required by law." Day 11 entry is free. The "Mega Park" invites the islanders to attend the official opening day, December 11, where all the attractions can be experienced for free. "We want to make a toast to the population. We believe that, thanks to the place where the ‘Park’ will be mounted and entertainment that we bring, we will cause a revolution in entertainment Madeira. The fair officially opens to the public on 12 December and will close down on 17 January. Fernando Tavares highlights Wednesday as the cheapest days to experience all the park, where each attraction costs one euro.

Circus Brazil back to Machico. Even the smallest will have the privileges this Christmas, with the return of the Circus Brazil, after a first appearance last year. The circus will be based on the same site last year, that is, near the football stadium UD Machico, a place where the leaders of the City Council say there is good accessibility and ease of parking. The debut of the circus is scheduled for December 11 and can be visited until 10 January.
This year, more people will have more attractions to watch at the circus, with the main novelty being a fantasy of Harry Potter, but could still see a show ring that is unique in the country. Also promoted still be some jugglers and a special show with clowns. The price of tickets remains the same as last year, and range from 12.50 Euros for adults and 7.50 Euros for children.

More details about the emergency exercise at the airport on Wednesday. On Wednesday at 00.30 there will be a full-scale exercise to test the Emergency Plan. The scenario has been set for this year. A bus with 32 passengers for a flight to Lisbon looses control and will hit the right wing of an aircraft, while 52 passengers are disembarking by foot and another 91 remain in transit on the plane. In the mean time, 109 passengers are boarding. The flight originated in Lisbon and is going to Caracas. The bus also collides with a refuelling vehicle, causing a spill of about 3,000 litres of gasoline which catches fire. As a result of the accident, there are 328 casualties – 13 dead, 10 seriously injured priority I, 20 seriously injured priority II, 10 slightly injured and 178 uninjured. In addition, 6 passengers go missing because they panic and flee, and 80 passengers have to be evacuated from the airport. The scenario is chosen by the probability of occurrence and to test equipment which the emergency services might be unfamiliar with using, for example to deal with a fuel spillage into the sea. As such, the Administration of the Harbours and Control of the Maritime Area will be present. This operation involves dozens of regional entities and about 160 extras, in addition to observers and assessors, and will last four or five hours. I thought these emergency exercises were supposed to have an element of surprise, but it seems that if all this was published in the newspaper beforehand everyone involved can have everything planned and prepared to the last detail … I’ll be home for tea honey! 5 neonatal deaths in Madeira in 2008. This was one less than 2007. There are decreases in both neonatal and perinatal deaths in the region. Nationally the infant mortality rate decline to 3.3/1000 live births and the neonatal rate decline to 2.5/1000 live births.

300 people on the waiting list for smoking cessation therapy. 45% of the 900 people attending for anti-smoking therapy at the Bom Jesus Health Centre since February 2005 stopped smoking. This is above the 20% national rate and 35% international rate due to more intensive therapy but there is a waiting list of 300 people and the treatment is not subsidized by the state. There are priority cases, for example people with lung problems, heart diseases and relatives of people who have quit smoking. There is a multidisciplinary team consisting of a doctor, nurse, psychologist and nutritionist. It is more successful as there are more consultations, between 16 and 18, and a person calls the user every day to try to motivate them. The main reason for failure is the cost of the medications which are not subsidized and range from 70 to 100 Euros. It would be cheaper to subsidize them than the health service treating resulting diseases, usually occurring 28 years after starting smoking. Since the tobacco advertising law was enforced in 2008, there has been a 5% decrease in tobacco sales and a decrease in the number of men smoking but an increase in female smokers.

CMF wants to encourage renovation of buildings. Funchal Council want to revise the municipal tax again in another initiative to encourage private investment in the renovation of houses. There is already a 50% reduction for residential use and exemption if the use will be for tourism. The mayor Miguel Albuquerque said that in recent years there had been a housing boom in the city centre. Therefore the council must make an effort to ensure affordable social housing in these areas such as in Cruzes and Alegria, and not introduce discrimination in terms of residents in the historic centre. He was speaking at the inauguration of a restored building in the Rua do Bispo, which includes six apartments, seven offices and three commercial spaces, and cost 1 million Euros to renovate, keeping the original facades and main features. 64 year old man arrested for sexual abuse against a child. Arrested on Friday for an alleged sexual abuse of a female child, up to the age of 13 years but no age specified. The offence occurred in Funchal and there is no family relationship between the man and the child. The man is prohibited from approaching children and could face up to eight years in prison. In March, a 17 year old was arrested on suspicion of rape of a 50 year old man and is in custody in prison.

An accident victim is seeking witnesses. The woman has fractures to both feet and one knee after a head-on collision last Friday in the Meia Legua tunnel in Ribeira Brava. A blue Fiat Panda was reversing inside the tunnel and she had to swerve to avoid it and collided with a van travelling in the opposite direction. There are several witnesses but no known registration number of the Fiat which left the scene, so any information should be passed on to the police.

Fine issued by GNR taken to the European Court. An emigrant from Madeira living in Luxembourg has refused to pay a 175 Euros fine issued by the GNR in Ponta do Sol in October and says he will take the case to Brussels. He was penalized for driving a car registered abroad that had exceeded the time limit of 183 days of exemption from taxation. He said he did not violate the law as the car had been in the region that same year but with another owner. "The car was mine but I sold it to my mother and thus the period of 183 returns to zero." The GNR said they might interpret the law in one way, and the Customs differently.

Airport receives 200 pieces from the private collection of Joao Carlos Abreu. The collection of  ‘Angels and Boys Choir’ will be on display at the Arrivals Area from 20 December and throughout the Christmas period. These figurines are made of clay, ceramic, cardboard and metal and many were collected in Portugal and Italy as well as other countries.

President of the RTP in lightning discreet visit. The President of the Radio and Television of Portugal, Guilherme Costa, had a lightning visit to Funchal yesterday, previously unannounced and was not available to speak to journalists. The leaders of RTP-M also declined to comment. The workers of RTP-M were stunned as they had expected a formal meeting on Thursday to discuss the replacement for the retiring director and the future plan for equipping the regional centre. It is only known that the president talked at length with the retiring director, Leonel Freitas.

The 2010 budget depends on bank loans. The Regional Government will formally ask the State to amend the debt limit so it can go to the banks for loans to finance the Regional public investment. This revenue is needed to avoid an increase in unemployment and keep the economy going through wages and spending. It is difficult to cut current expenditure without affecting the quality of life of the population, for example health and education account for 75%. The current expenditure will be maintained by tax revenues and transfers from the State. Some investment finance should be available from the EU but the regional component has to be funded and Madeira has no money for this. Without bank loans the situation will be dire, the Regional Government cannot invest, major corporations will collapse and unemployment will soar. The Regional Government will have to depend on support at Lisbon of the PSD and CDS. The review of the Regional Finance Law introduces a new concept of the debt limit and possibly allows the State to endorse loans. The Regional debt to suppliers could surpass 150 million Euros by the end of this year and the Regional Government needs a new way of settling such debts as from June next year, the EU requires Member States to pay suppliers within 30 days. The PCP have delivered a package of 39 measures to cut ‘megalomaniac projects’ to the Regional Secretary of Planning and Finance. These are in economic and social areas to be included in the Budget next year. Jardim has already put the brakes on promises the Government made in some municipalities but some projects cannot be postponed, for example the new hospital in Madeira and a new small hospital in Porto Santo.

‘Estelinha’ and the conflict over the chapel. ‘Estelinha’ – popular name for Estela Pereira Ferreira – a 73 year old resident of Campanário who holds the keys to and receives the money from the promises for the Capela de Nossa Senhora do Bom Despacho (Chapel of Our Lady of Good Order). She has done so for more than 40 years on behalf of the local population. Several parish priests have been in the region but none have been able to clarify the ‘jurisdiction’ over the private chapel which belonged to Conde Canavial. There have been bitter exchanges and suspicions between ‘Estelinha’ and some priests, disagreements over public/pulpit money. In 2004, the priest and the diocese refused a baptism in the chapel, other times there have been weddings, Masses and christenings. Now the Mass is limited to festive seasons and the priest has to ask ‘Estelinha’ to open the door. ‘Estelinha’ says she has the permission of the owner to manage the chapel and has a ‘commission’ to pay for the upkeep made from received money and the ‘gold’ of Our Lady given by Conde Canavial. With conflict over the ownership of this property over the past 15 years, this ‘commission’ is not enough for the people to legally claim ownership of the chapel. Also conflicts over payment for repair work and the door and the roof were restored with the ‘commission’, not by the parish. The chapel is in a magnificent setting with a beautiful view and it is worth tourists asking to see inside. It was founded in 1672 and restored in 1762. In 2007, the Regional Government classified it as a monument of public interest and with this classification, it is in an area for special protection.

Unemployment decreases in the third quarter. Unemployment fell 0.2% over the second quarter of 2009. It stood at 7.9% in the third quarter of 2009. The national unemployment rate grew 0.7% to 9.8%.

Christmas shopping hours proposal. The union SITAM handed a proposal to the CMF that commercial areas close on Sundays and public holidays and at 20.00 in the week before Christmas. This is defended by a lack of consumers.

Consultations in the hospital increased 5.9% in the first halves of the years 2008 and 2009. Consultations at Health Centres also increased by 8.4%. Almada Cardosa of SESARAM stresses that the increased efficiency proves that the staff are not dissatisfied with the new management. "There is a great motivation and increased production with the same conditions." —- No strikes then?

PSD support new fisheries policy. The PSD Parliamentary Group wants Madeira, as an outermost region, to be treated differently by the European Parliament and they need a new fisheries policy for Madeira. The fishing vessels need upgrading to compete with the major industrialized countries and the large industrial vessels. They need to discuss with the MEP their concerns about levels of stocks of many species, not just the black scabbard fish. Also need to be able to manage stocks when there are future imbalances. The new fishing port at Câmara de Lobos will become a reality in 2011. It will be the largest fishing port in the region and the infrastructure will include the Regional Directorate of Fisheries, the auction and all the infrastructure related to the port.

Link to Canhas will be realized, Calheta Health Centre earlier. The link to Canhas in Ponta do Sol will be completed but the forecast is not until 2012. Jardim said that as the work is so complex and deadlines changed, he might not be able to inaugurate it. The Centre for Health and Social Security at Calheta will be completed earlier than expected as the project will begin immediately and not in 2010.

Today’s top news headline : Expenditure in the port divides opinions – The project is to provide facilities to embark and disembark in the comfort of covered passageways. But the investment of €3 million is not peaceful between the shipping agents, because the equipment will not be 100% functional.  This is about the installation of walkway equipment that will be used to embark and disembark some passengers arriving by ship (ferry or cruise), similar to the facilities used for planes, where a moveable corridor is moved into place to allow passengers to enter or leave the ship through a moveable corridor mechanism, as shown.

European Popular Party [PPE] brings 500 to Madeira – The assistant secretary general of the PPE is in the region preparing a meeting for October 2010. The PPE is the major ‘family’ of Euro MPs in the European Parliament, with nearly 300 inside the group. The event, scheduled for 13th – 15th of October 2010 will see a congress held here under the theme of ’study days’. The event is likely to be one of the major events of the year, with around 500 people expected to attend, representing the 27 member states of Europe.

Festival of ‘Tunas’ livens up Funchal in December. With no specifics about this as I haven’t read the article yet, if you get the chance you should get along to witness this, as it is worthwhile. The ‘Tunas’ are bands from the universities of Madeira and Portugal, and the ones I have seen have always been all girls or all boys, normally up to around 20 in a group, but regardless have been really entertaining. Whilst other students may spend their spare time ‘down the pub’, these students put their effort into music and entertainment. What is different is the ‘extra’ entertainment they provide, often quite challenging and athletic, and I would imagine also very tiring.

War today on the road to South Africa – The atmosphere in Bosnia continues to be hostile to Portugal on the decisive day for entry to the World Cup. In South Africa, where Ronaldo already shines, the Portuguese community sees it’s pride in check. The second leg of the playoff between Bosnia and Portugal is tonight, on TVI (channel 4) at 7.45 pm. It’s do or die time, and the 1 – 0 home game lead has to be protected, or it’s no visit to South Africa for the World Cup Finals next year, and a big disappointment for the three Madeiran players likely to be in the squad.
