I am sure many will be off to see the Carnival parade tonight in Funchal, and no doubt it will be as wonderful as ever, but don’t forget to send in your best photos. As a bonus for us over the west, there is a ‘Trapalhão’ parade starting tomorrow at 4.30 pm in the streets of Ribeira Brava. That means it’s a free-for-all, so come along and watch, or even better, get yer Carnival togs on and join in the fun … and don’t forget to spend some money, the town needs it. See you there!

Dumping controversy.  Seven months ago, Diário denounced the illegal mining at the site of Landeiros and dumping of the earth. The local population called in the Forestry Police and they have seized a truck and bulldozer. During the stormy weather on February 2nd, earth dumped by the side of the stream at Lajes caused it to overflow, resulting in a trail of destruction. The local population want Machico Council to build retaining walls around the stream to prevent any further damage. The Regional Director of Forestry and the Regional Director of the Environment do not know if the company is working legally or not. The council said they have authorized the work to repair storm damage in this area and the Forestry Police have no jurisdiction. The Regional Government has the responsibility for the construction of any stone walls.

MADEIRA

Santa Cruz Carnival Parade has less troupes due to lack of financial support. There will be three troupes and 200 participants, fewer than in previous years, due to a lack of financial support from the local Casa do Povo. Two of the three missing troupes are ‘Malta do Furor’ and ‘Amoreiras’. The director of Malta do Furor explained that they will participate at Gaula but the costumes and floats are expensive to make. Santa Cruz Council indirectly supports the Carnival Parade by financing the Caso do Povo who always organize it. The Caso do Povo have financial limitations but still provide six buses and a meal after the parade. There will still be 500 participants on Sunday.

Unions representing doctors cut relations with SESARAM. The two unions representing doctors in the region have suspended relationships with the Health Service Management Board. They complain that SESARAM promotes a climate of permanent tension and that professionals are despised and held in contempt. The unions are ignored and union delegates persecuted. They never hear a word of encouragement and the management is only interested in numbers, indices, percentages and productivity. Careers for Medical Professionals no longer exist in Madeira, so they cannot progress, and their careers are not recognized on the Continent. One union is taking their concerns to Alberto Jardim and are waiting to hear what the Secretary for Social Affairs has to say about the tense climate that exists.

Woman threatening to camp outside the Town Hall in Funchal. A 42 year old woman is threatening to pitch a tent outside the front door of the City Hall in Funchal until the council find her a home. She has been sleeping at the Temporary Shelter for the Homeless during the last month and the length of permanent stay is a maximum of 15 days, which ends today. The woman has had talks with several people from the council with no result. She receives 330 Euros from Social Security which she says is not enough to pay for accommodation. Unemployed, divorced for five years with two children; one son is married and lives in his own house and the other is living temporarily with a friend.

ECONOMICS

Porto Santo Line keeps prices the same.  Porto Santo Line run the maritime ferry, ‘Lobo Marinho’, between Madeira and Porto Santo. They will not increase prices this year, in a bid to attract customers. Turnover (cargo) fell 14% last year although the number of passengers increased by 3% to reach 361,275. The drop in business meant a loss of 1 million Euros in turnover. In four years, the cost of travel to Porto Santo has increased a little over 2% and the price for residents is kept uniform throughout the year. The winter season (October to March) is 19.9% cheaper and 40% of passengers travel then. Resident rates are 38.3% below the average ticket price but they are not publicly subsidized, unlike in the Azores. Porto Santo Line are exempt from port charges to compensate for the reduction for residents. A fuel surcharge was not added last year following a drop in fuel prices. Porto Santo Line promotes packages – travel plus hotel, groups of two or four passengers in a car – which can drop the ticket price by 20 – 50% during the winter season, and summer discounts are smaller, 3 – 10%.

UPDATE

"Invasion" of Madalena do Mar stopped. The dispute centres on the emergency exit routes of the tunnel to Calheta going through the access to a parking lot of a condominium. On Wednesday, in the Legislative Assembly, the Left Bloc denounced the "invasion" of private land by the construction firm. On Wednesday, the residents were verbally told that the excavators would be going onto their land but found they were already there. The Left Bloc said this was a way to prevent the owners from triggering any legal mechanism to prevent the invasion of their land. Legally, they should have been given written warning of compulsory purchase of their land by the Regional Government. Today, the construction company was prevented from entering the private property. The residents denied the company access and the police were called. This is a tug-of-war between the residents, Regional Government and the construction company. The residents have had a subpoena filed in court to protect their rights and liberties.

Working group for the recuperation of the Marina and Avenida do Mar. The Municipality of Funchal and APRAM (Ports Authority) have formed a working group to develop a master plan for the recovery of the Marina of Funchal and the third phase of the renovation of the Avenida do Mar. The third phase is from the Verdinho bar to Ribeira de São João. The aim is an integration of the terraces of the Marina and the Avenida do Mar, an area that is little used and unappealing. The council want more green areas and need to consider how to move the palm trees, which were imported from the Canary Islands in the 1980s, to other gardens. The monuments must be preserved and integrated into the new design which must align with works on the North Pier and on the west side. The council also want to know if the central reservation of grass and trees is justified.

REGIONAL

Debt of Madeira Palace is 7.5 million. The Hilton and Sheraton hotel chains are in discussion about the management of the construction of the Madeira Palace hotel. The work stopped for several months last year. The construction company has 50 employees on the site but is having a problem due to the developer owing them 7.5 million Euros. The construction company cannot carry out any more work and the licenses expire in March, but should be easily renewable.

Fábrica dos Sonhos  and Geringonça in Machico. Geringonça has been invited to open the Carnival Parade in Machico on Sunday at 15.00. Fábrica dos Sonhos (Factory of Dreams) will be the final act. This will be the tenth time Geringonça has taken part in Machico Carnival. Local schools and youth organizations will participate along with the Municipal Band of Machico.

‘Ritual’ in the cemetery of Câmara de Lobos. A most unusual situation was found in the cemetery on Tuesday morning. Gravediggers found on the stairs near the chapel, in a corner, a ‘table’ on which there were three bottles of aguadente (rum), three bottles of champagne, various glasses, a 2 kilo piece of beef, cigarettes and a fire near the wall. Since this is not a place for parties, the conclusion is that it is part of a ritual by either ‘healers’ or ‘masters of magic’ to invoke the dead for various reasons.

Once again we got off the ship with no real plans. We dined with a family that had visited Madeira before and they told us is was unnecessary to buy the bus ticket into town, which were 4.00 each way. So, we took out walking…and we walked…and we walked…and we walked. We were beginning to second guess the decision to walk to town when a gentleman approached us and told us he could take us all over the island and be our personal tour guide for the day. He was a pretty aggressive salesman and I could tell the girls were rather nervous. After Brent dickering with him about the price, the final price was 130 Euro. Children shrug-off the Carnival rain – Even with limitations, the kids shook the city.  Well of course they did, the kids are born waterproof these days … when was the last time you saw a kid carrying an umbrella? Anyway there is a nice photo on the front page, and probably more inside. But just blowing the blog trumpet a little, you didn’t have to wait until the next day to see carnival pictures on this website.

Serrão gives paid place to the decisive supporter – The leader of the Socialist Party of Machico will be the local government coordinator.

Race on in the national Social Democrat Party : The ‘oranges’ from here are disturbed with the order of Jardim.

National Council of PSD – Jardim quarrels with Passos Coelho. The leader of the Social Democrats of Madeira said that Passos should no longer be making policy in the PSD.  Alberto João Jardim was involved in a lively battle with the candidate for the leadership of the PSD, Pedro Passos Coelho. In a speech appealing for party unity, one of the first of the PSD National Council, the Madeiran leader criticised Coelho for his stance with the Regional Finance Law. In a face to face confrontation, Jardim told Coelho, ex leader of the Youth PSD, that if it was up to him he would be making any more party policy. Coelho responded that "it is just as well that the party doesn’t depend on you".

Today’s main news headline :  Earth from the landslides invades rivers of Faial – After the storms, it is needed to clear the roads. Rivers pay the price. Justification : in times of emergency, one forgives  the bad with the good that it does. Yes I know, that last bit doesn’t make total sense, but I get the drift of the message. The gist of this is that in Ribeira Seca the muck and rubble from the mudslides is being cleared from the roads and then being dumped into the river to be taken out to sea. There are proper sites where this debris can be deposited, but the president of Santana, Rui Moisés, says that in the time of war it is no time to be cleaning weapons, and that restoring normality is the priority. Environmentalist say that that is the exact reason why rivers cause landslides, because the river beds are fouled. As always, I am with the ‘play it safe’ environmentalists when there is any element of uncertainty in such an action, but with the rainy season just around the corner, we will soon find out who was right and who was wrong. That’s a bit scary isn’t it, after what we have already seen this Winter, to think that the rainy season hasn’t even arrived yet.

People power stops advance of the machines – Yesterday morning was one of tension in Madalena [do Mar]. Despite of the police presence, the exit construction works from the tunnel didn’t get started. There is a thought provoking picture of an elderly lady, armed with an umbrella, ‘getting booked’ by the village bobby.  Both Elaine and I have both given this story plenty of coverage, so not much more to add really.

The main sport / football headline today : 100 – "I have already had to cut-off unpleasant conversations". The referee Elmano Santos will tomorrow complete his 100th game in the top flight.

Today’s Photo Thanks to Eiryl … Porto Santo ferry docked in Funchal

In yesterday’s Portugal Cup 4th round football matches, mixed results for our lads. União (Madeira) lost in a penalty shootout away to Mafra. The Mafra team came onto the pitch wearing protective masks as a protest, after attempts to postpone the game, because of squad members with Gripe A swine flu, were rejected.

Camacha however march on onto the next round, after beating Vigor e Mocidade by 1 – 0 in their home game. They should have won easily as the opponents were from series D in the third division.

Nacional struggled against Fátima in Funchal, with no goals in the actual game, but eventually qualified for the next round after winning a penalty shootout 4 – 3.

Elaine asked me to post this. I am clearly not having much luck in attracting sufficient help, so I really hope Elaine has more success :

Enterprises, employment and tourism have money. Strengthening tourism promotion, incentives to businesses and jobs and greater investment in culture depends largely on ….. state.  At the end of the year, Madeira will have the largest direct debt in the history of the Region. For the bank loan guarantees, the Government has commitments in the order of 1,900 million Euros. Ventura Garces, the Regional Secretary of Planning and Finance will deliver tomorrow to the President of the Legislative Assembly of Madeira the proposed budget for 2010. As normal, 40% of expenditure is for public investment to secure employment through public works and to prevent people becoming dependent on meagre state benefits. Little is known of this year’s proposals. Tax revenue is expected to drop significantly next year so they are optimistic that the State will transfer €70 million early on. The European Union has provided a transfer of €75 million. The Regional revenue (tax etc) and transfers from the State and the EU will cover 86% of expenditure, so a loan is required for the remainder. Garces would not admit to the amount which he is asking the State to agree but it is thought to be more than €200 million, enough to repay the loan and secure payment to suppliers. Education and Health account for 73% of expenditure and Garces is worried about the spiralling costs of the departments, institutes and autonomous funds which represent 28% of total expenditure, and these levels could be cut. Incentives to business will cost €20 million and tourism will have an increase of almost one million Euros for promotion. In the next three years, €362 million will have to be repaid to banks, €52 million next year. The Government owes more than €150 million to suppliers, backed with loans amounting to €1,174 million. The Regional Government debt is expected to rise to €784.9 million by the end of this year, the highest value in history. This is justified by the debt being 17% GDP and the EU allowing up to 60% GDP or a debt limit of €2,760 million Euros. Jardim hopes to save tens of millions by his recent cuts.

Rocks continue to fall. The rock fall between Ribeira Brava and Tabua continues, along a section that has been sealed off to the public for almost two years.

Bad weather boosts road casualties. The number of accidents increased this week with rain and excessive speed for the conditions. There were 61 accidents that caused 19 minor injuries, compared with 45 accidents and 21 injuries during the previous week. Funchal (26 accidents, 8 injured), Santa Cruz (13 accidents, 3 injured), Câmara de Lobos (9 accidents, 3 injured). Friday was the worst day, 5 people taken to hospital and 15 accidents. The via rápida, where there are an average of 11 accidents per week, had the most accidents with 28 last week resulting in minor injuries to 6 people.

UMajuda helps schools in Achada and Rochão. This University organisation collects donations, especially for the younger age group. They have distributed dictionaries, children’s books, encyclopaedias, maps, video tapes, games and sports equipment to the schools in Rochão and Achada, as elsewhere in the region during previous years. The university musical groups ‘tunas’ have also visited the schools. They have also helped the elderly and the Red Cross and SPAD.

Support for the outermost regions are possible. One of the MEPs said that permanent funding for the outermost regions is not guaranteed from 2013, but it is possible under the Community Support Framework. He said that with the signing of the Lisbon Treaty, member states have not lost their sovereignty under a centralized Europe, as there are sometimes opt-outs if they think the matter should be debated nationally. Risks are that some countries will dominate and defend their own interests first. Costs will increase with an increase in the number of posts.

Official websites of Government and councils lack maintenance. Lack of update. Regional statistics are out of date, some by two or three years. Most councils have not updated details about council members since the elections. Good examples are Câmara de Lobos, Porto Santo, Machico and Santa Cruz.

Bandolin Christmas Concert. December 12 at Teatro Baltazar Dias, Funchal, cost 5 Euros.

Lobo Marinho delayed due to power failure. An electrical failure late on Sunday night affected the electrical connections. The fault was detected at 8 am when the ferry was preparing to leave Funchal and delayed the departure. The electrical failure on the bridge and engine room made it impossible to leave the port of Funchal so a tug had to intervene at about 9.15 am. The failure did not affect the speed of the ship but it had to reduce speed to provide time for the tug to reach Porto Santo. The route normally takes 2 hours 10 minutes and took around 5 hours. The captain said the return journey should not be affected as tugs would be ready both at Porto Santo and at Funchal. The ship had about 200 passengers on board.

Government reinforces consular assistance in South Africa. Portuguese Government will reinforce assistance during the World Cup next year. They will also produce a brochure with local contact numbers for emergency assistance.

Builders guarantees on new properties provide most complaints. In 2008, the Office of Consumer Protection in Madeira received 305 requests for assistance in this area, and this year the number has already reached 289. For a period of five years, owners of new properties should be able to have any defects repaired by the builder. In reality, it is difficult to get the repair corrected and the person often has to go to court or pay themselves. They often find the builder has gone out of business or disappeared. Legal action has to be taken within three years of the complaint.

AIDS prevention. Madeira, like other European countries, faces serious problems that affect many young people, like drinking, smoking, drug addiction, sexually transmitted diseases and AIDS. This was stated at the conference yesterday, ‘Youth Without Risk’. Portugal has a staggering number of infected people, especially related to teenage pregnancy. Young people are educated about the transmission of AIDS but still do not use protection.

Burglaries in Barreiros. Burglaries  at the apartments Barreiros Golden and Stadium in Barreiros over the past two days have resulted in doors being broken down and around 8,000 Euros of gold and cash stolen. These occurred last Tuesday and Wednesday and the police have increased patrols.

Failure of lifts in apartment blocks force tenants to climb 150 stairs. Apartment blocks affected are Varzea Park in São Martinho and Caminho do Amparo, block A 1 North. The top flats on the ninth floor are 150 stairs up. Some older people refuse to leave the flats and this has occurred for two months now.

The ‘Madeira’ in documentary. Alzirino Henriques has produced a DVD about the ship ‘Madeira’ which used to transport goods and passengers between Madeira and Porto Santo. Its sinking on 21 October 2000 has led to its use as an artificial reef and this 30 minute video demonstrates the beauty of the flora and fauna which have colonised it. The video is in both Portuguese and English and the producer is Eduardo Costa, who has produced many local videos. It costs 15 Euros and can be purchased from FNAC, the Porto Santo Line and Tourism posts.

The funeral of cabo Telo was held in the presence of hundreds of people – "Now he is in his own country". Hundreds of people gathered yesterday at the church of Paul do Mar for the last farewell to the first cabo (corporal) Gabriel Telo, killed in action 36 years ago in Guinea Bissau. The funeral closes a case of a group of soldiers, of whom two were from Madeira – the cabo and the soldier Telo João Nunes Ferreira. The process of exhumation and repatriation of the bodies to Portugal took about three years. The Union of the paratroopers was the body who started this rescue – being three elements of this special force among the 11 corpses – which now ends with this funeral, the last of the bodies were removed from Guidaje in Guinea Bissau. Now closed, in fact, a course whose objective was to bring home the bodies that had been buried in that cemetery campaign in Guinea, explained the president of the Parachute Regiment, General Avelar de Sousa, who yesterday attended the ceremony. Several entities had joined forces for the task to make this last tribute to the soldier, who died on May 25, 1973 (not 1963 as incorrectly written yesterday). Miguel Mendonça, chairman of the Legislative Assembly of Madeira, in the morning put a wreath at the urn of the soldier, while still at the monument to the Madeira overseas soldier. A little later, in Paul do Mar, the district where  the cabo was born, Monteiro Diniz attended the funeral, ex-Representative of the Republic to Madeira, also Brazão de Castro, regional secretary, and Manuel Baeta, Mayor of Calheta, among other personalities. The process of exhumation and repatriation of the bones of cabo Telo opened a wound in the family that they had spent decades trying to heal. Mother, Flora Telo, never gave up so that the memory of the son would not be forgotten. During the last 36 years she insistently repeated stories about Gabriel, highlighting the qualities of this young man, who was sacristan in the church, the same church that hosted the final farewell ceremony. Yesterday, the upset prevented Flora Telo from saying what that final moment meant for her. The day before, however, she confessed that she still felt "a great longing for my son." And looked towards the sky and called to Gabriel. "He was a good dear son, as a child" and he helped in the church, she recalled. The arrival of the remains opened wounds of the past in the family, but, despite the moments of pain and anxiety, no one regrets the decision. Yesterday, Gabriela Telo, his sister two years younger, said one feels ’satisfied’ that Gabriel was now "closer" to the family. The youngest of the sisters, said she felt "a mixture of emotions that were impossible to describe." Still, she said that at that very moment, outside the cemetery, she felt "a joy, because he is now at home. These last days have been a difficult time, with resentment, but now that he is here in our cemetery in his country, it is now a relief." With the funeral of cabo Telo "we have closed, in fact, a path with the objective  to bring back the bodies that had been buried in that campaign cemetery in Guinea", said the president of the Parachute Regiment, General Avelar de Sousa, who yesterday attended the farewell ceremony of the soldier from Madeira, who died 36 years ago in Guinea Bissau.

Regional success against smoking in national press. At present, about 45 percent successfully quit smoking with smoking cessation consultations from the Health Centre of Bom Jesus. Compared to internationally, the success average here is 35 percentage points higher. Having just celebrated "No Smoking Day", which leads people to seek consultation  at the Health Centre of Bom Jesus. Ermelinda Alves said there are several reasons. Some people, because they became aware that tobacco is bad for their health, causing heart and lung disease, and that it is the cause of many cancers, and therefore making the decision to quit. One of the reasons that have more recently led to consultations relates to the economic crisis, where people cannot afford to smoke and come here to seek help to quit. There are also younger people who have young children who, at school, hear their teacher says it’s bad for health, and then the children ask their parents to quit and come to visit. But, of course, that success will be achieved when the smoker makes that decision, and has a strong motivation to quit smoking.

Mini-series will be shot in RAM. After the success of the TV series "Flor do Mar", Madeira will return this year to be the scene of another project of the TV company TVI. After the series (Flower of the Sea) that "exceeded expectations" in terms of growth in the number of tourists from Portugal visiting Madeira, the regional secretary for Tourism and Transport, said that the private channel is preparing a new Portuguese mini-series to present to their viewers in the first quarter of next year. Filming will take place in Madeira in December. "The plot is funny, but I will not reveal", said Conceição Estudante, explaining that the purpose of not wanting to remove the mystery around this new project is to ensure it commands a good audience in Portugal. The exact date when the mini-series will go on air also remains unknown.

Cakes, cakes, liqueurs and pork – In times gone by all these products were made at home and since the beginning of December there was a great hubbub, especially from the ladies in the preparation of these delicacies. Recipes for cakes and liqueurs were often kept in the minds of people and passed on to subsequent generations. A tradition that has persisted over many generations was the so-called "Night of bread." At a time when there were few existing bakeries in Madeira and Porto Santo, families gathered on the evening of 23rd December to bake the bread in the oven. The hard work was done with joy and often the sound of typical melodies of Madeira. Even today in some parishes, especially in the city of Funchal this tradition is maintained. The meat of the pig that was killed on the 8th of December, or the next few days after that date, provided an enormous amount of different recipes.

When the "Feast" had another flavour. Maria Fernandes 78 years clearly remembers the "Feast" and at times it is with some nostalgia that she refers to the many activities taking place in the build up to Christmas. "In the past it seemed that time was not moving. We waited with anxiety the arrival of December to experience the festival. And since there were many difficulties times, Christmas was a very special time because meals were better, we had cocoa and cheese, which during the other months of the year were a luxury. "Also important was the day the pig was killed. The entertainment around the event was varied" Maria Fernandes recalled. "On the eve of that day I almost could not sleep thinking about the task the next day. From early morning until the night I had so much to do with helping "Marchant" (the man who kills the pig), to prepare the various ingredients with the meat of the pig, the innards, blood and lard. And as it was a day of entertainment, I was always looking to play some pranks such as asking someone to go and get oil to lubricate the saw to cut the pork, or  placing of the nails in the pockets of some of the more intoxicated people. And throughout the day no one went hungry or thirsty, with coffee with brandy drunk early in the morning, and not forgetting the dry red wine". These traditional activities of yesteryear are still re-created in the present day by some cultural associations of the region. And in some rural parishes of Madeira, there are those who keep their Christmas with an authentic flavour.

A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. The photos don’t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.

I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn’t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?

One for the MADEIRA WINE buffs.

Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren’t playing that well this season, having changed their style of game somewhat.

TAP cheaper than Easyjet. D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet.

Drugs killed 19 in four years. Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.  The European Monitoring Centre report indicated a 45% increase between 2006 – 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, "The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents." In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.

A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.

Madeiran computer usage above the national average. In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. —- Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.

Stolen condoms machine! A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.

Parliament using a law that no longer exists. The Socialist Party MP Jacinto Serrão accused Parliament of "negligence" in relation to a matter  of "utmost importance for the region". The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting.

Hybrid and electric cars will have cheaper parking. From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one.

There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000.

Maintenance of ‘Lobo Marinho’ will be in Madeira instead of Spain or Portugal. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between  12 – 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.

French tourism promotional campaigns have worked. In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, ‘Top of Travel’ and ‘Voyages Internacionaux’ have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer.

Government not honouring its debts to contractors. The liquidity problems of the Region, justified by the Government reducing state transfers  and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay ‘virtual tolls’ ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015.

As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime.

Warning for travellers to Cabo Verde. The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.

Surveillance will tighten on Market Night. The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.

‘Play the buzios’ competition in São Roque do Faial. Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this ‘instrument’ (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho.

Individuals in a car assaulted an elderly woman.  An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own.

Madeirans postpone buying a car. Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 – 15 November, there will be a used-car market at the Tecnopolo.

Madeira Wines & Spirits Festival. Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.

New Savoy Hotel. They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before.

 

 

 

 

 

‘Atlantis’ special program. 10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island.

Fire brigades better prepared for forest fires. From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.

Postponement of increase in the fees of private doctors. Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations.

Fuel increases on Monday. Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.

Businessman António Lopes acquires abandoned village in Portugal. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.

A quick look at the front page news of today’s Diário :

Company of group involved in ‘Hidden Face’ received licence on Madeira before it was even created. It’s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.  The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.  The  facts may say otherwise,  with ‘Resatlântico – Waste Management Ltd.’ not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. Hard to believe there would be any wrongdoing methinks. Busy people with so many brown and white envelopes passing through their hands often get dates mixed up.

Today’s top news story : Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000. I can’t believe that last figure is correct … that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.

Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder. The regional secretary responsible has launched a recruitment process for a new  services manager of the ‘Jardim Botânico da Madeira – Eng. Rui Vieira’ (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.

Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful. The church ‘broadcasts’ the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under ‘noise laws’ was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that’s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.

In football : Madeiran Leonel Pontes in charge of Sporting. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.

(13th September). The last of today’s headlines : ‘Santo da Serra Takes In Biomass Plant – Nutroton invests €22 million for energy production’. Nutroton Energy, whose CEO is an ex PSD president, will install the biomass plant in the parish to generate electricity. The decision was taken unanimously by Santa Cruz councillors, after a proposal by the majority PSD. As well as produce clean energy, the plant will bring prosperity to the area, provide new jobs, and reduce the environmental problem of disposal of poultry waste. The land needed will be transferred without cost from the council to the company. The plant will have a capacity of 8 MW.

It’s probably more theoretical than practical for most of us, but the natural gas market reaches the final stage of liberalisation at the end of this year, a time when we the domestic consumers can choose our supplier, an option that is already available to large consumers. The liberalisation of the market started in January 2007, with EDP and Galp dominating the market up until then. Switching suppliers will cost nothing, but as most of us on Madeira probably use bottled gas we will not see much impact, although the impact of liberalisation on gas pricing is yet to be seen.

(12th September). ‘Fund Doesn’t Thrive – Only one family on Madeira has signed up to the fund created to help those who can’t pay their monthly bank mortgage payments’. The central government created scheme was there to help families during the crisis who were in arrears with their mortgages, by allowing them to give up ownership, but pay rent instead, until times improved. The truth is that the results show that the Portuguese, and Madeira in particular, did not believe in this product, which allowed the ‘tenant’ the right to buy back their property until the end of 2020. The banks were not keen to get involved, being one problem, but the massive retreat in interest rates also made the whole scheme less necessary.

‘Construction Slows But It Doesn’t Stop – Home building registers the lowest fall in Portugal’. It is a significant statistic. Madeira is the region of Portugal with the smallest fall in the construction of domestic properties, signalling that the crisis has not hit as hard here in the construction sector. In the first two quarters of this year, 275 homes were licensed, a fall of 27.6%. That compares with falls of 69% in the Azores, the worst, 55% in the Algarve, and 54% in Lisbon. In 2008 the number of residential buildings on Madeira was estimated at 82,735, with the actual number of homes within those estimated to be 119,995. 32% of these buildings are located in Funchal, 16% in Santa Cruz, and 11% in Câmara de lobos.

(13th September). The count for visiting cruise ships continues to impress. 35 are due in Funchal next month, and another 100 are expected in the final two months of 2009. The three month period will see over 220,000 tourists arriving by cruise ship, by far more than any other Portuguese port. November alone will see around 100,000 visitors here (54 cruise ships).

(12th September). ‘Lobo Marinho Will Undertake More Journeys To Porto Santo In October’. An extra six crossings will be fitted in, with Porto Santo Line rejigging it’s schedule for the big Porto Santo weekend of 3rd to 5th October. High demand for that weekend will be catered for through twice daily trips on 2nd, 5th & 6th October. Monday 5th October is a public holiday, and many Madeirans want to make a long weekend break on the golden island.

(2nd September). ‘Promotions in the Portuguese market "are yielding good fruit" – Tourism bucks the national trend with the number of visitors from the mainland rising 34%’. The regional director of Madeira Islands Tourism highlighted that the focus on the domestic market to counter the crisis is working, with the number of Portuguese visitors growing 34 percent in June. "In the domestic market we are going against the tide, and we have seen a significant increase of tourists visiting us, as shown in the preliminary statistics from January to June this year, that grew 14 percent", said Raquel França. She admitted that there are decreases in other traditional markets for Madeira, where the United Kingdom visitors fell in the order of 22 percent, and Germany, with a fall between four and seven percent.

‘SBA Will Have Two Weekly Flights In October And November – The airline is launching the route Caracas – Madeira – Tenerife with two visits weekly’. The decision is the result of a ‘low season’. On Sundays the flight will depart from Venezuela at 7 pm, fly direct to Madeira for 7 am Monday. It will then leave 2 hours later for the Canary Islands, before flying back to Venezuela. The second flight will leave Caracas on Thursdays at 7.15 pm, flying to Tenerife, and then on to Madeira, leaving then at midday Friday to fly directly back to Caracas. In December and January the flight will revert to once weekly, and not include Tenerife in the schedule.

From today’s Jornal da Madeira . ‘Lobo Transports Over 74 Thousand Passengers In One Month – New statistics from Porto Santo Line return to show growth’. 74,301 to be exact, was a new record for the company that operates the ferry Lobo Marinho between Madeira and Porto Santo. The record was reached on 31st August, breaking all before, since transport between the two islands was established. August last year the number was 70,532 making an increase this year of 5.3%. The results show a recovery for the operating company, who say the the first 3 months of 2009 were best to "forget", having lost 8 thousand passengers compared to the same period in 2008. The recovery began with an unprecedented campaign of reduced price tickets, along with promotions and holiday packages, that in the first 8 months of this year improved on the passenger numbers from the same period last year. More passengers maybe, but at lower prices it remains to be seen how profitability will be affected.

(23rd August). Today’s main news story : ‘Forensic Medicine Troubles The Hospital Of Funchal – The specialists are half of those necessary, they are close to retirement and at the weekend they turn to obstetricians of the emergency department’. It is necessary to double the number of forensic experts. The three doctors are aged between 50 and 60. At the weekends there are no forensic doctors working in Funchal Central Hospital (HCF), no one to qualified to examine the victims of sexual assault. In the end is is left to obstetricians or gynaecologists who are working in accident and emergencies to provide cover. "In reality there is still not enough (experts of forensic medicine) to allow them to provide this service in full. Therefore, when there are not sufficient, it is done as it used to be: by the obstetrician who is working in emergencies, who collects the evidence", explains Miguel Ferreira, clinical director of the HCF. According to police data, every month there is a person aged over 16 that is raped on Madeira. The average number that arrive at HCF is certainly higher, but the police coordinator did not wish to disclose more. Specialists of the Institute of Forensic Medicine are the most qualified to perform the collection of organic elements (semen, hair, and other cells) that, in pathology laboratory tests, may prove the existence and culprit of sexual crimes. What most worries Miguel Ferreira is the future. It is the age of the current specialist of the Institute of Forensic Medicine employed on Madeira, being between 50 and 60 years old, in pre-retirement age. The aging of the limited staff makes it urgent to train new specialists in this area. "If someone does not appear in the next ten years it will be difficult" admits the doctor obstetrician. But the field of pathology is unpopular, with doctors completing the course and then deciding not to continue in that field. "They prefer to deal with the living rather than the dead", says Miguel Ferreira.

Today’s main picture is of a normal looking street in Porto Santo : ‘Case Of The Kidnapped Businessman Changed Habits On Porto Santo – The population has recovered from the shock of the murder, one month after, but there are a series of precautions. The foreigners give rise to mistrust’. "Now anything is possible", "but everything changed" two of the leads quotes in the article. "People think now that everything is possible," says Roberto Silva, president of the council of Porto Santo, noting with some irony, that "nobody believes in Santa Claus". "Initially, it was putting some pressure on people," recalls the president, as the tragic and violent circumstances surrounding the death of 78 year old businessman José Guilhermino Alves turned out to be "abnormal, both at regional and even national level". The man was lured to a fake business meeting, and murdered, and the Diário went to hear the after effects of the event on the people of Porto Santo, and how they view safety on an island that in the last 10 years has changed as much "as the night into day". The article also looks at crime on the island, which was low anyway, but is even lower now, so the fear of crime generally should make people feel more comfortable, but as one man said "people no longer leave home or leave the car parked without ensuring that the doors are firmly locked". Alexandra Castro Brito says that since the murder (that occurred on Madeira) she is "very scared" when she has to go to Madeira to consult the doctor who is monitoring her pregnancy. Another man said "I know one person that was coming here every year and no longer comes because their house is far away and isolated". Also he said, he views with some suspicion, at least at first, the many people that now come to the island.

‘Merlin And Lobo Test Evacuation Of Crew – The crew of the helicopter EH101 ‘Merlin, of the Air Detachment of Madeira, tested yesterday the operational ability of the aircraft in an evacuation exercise of an injured person from the ferry boat Lobo Marinho’. The exercise was to prove the rescue a seriously injured victim of an onboard accident from the top deck of the ship, and take him to Madeira Airport on route to hospital. The exercise took place off the Praia da Fontinha beach, roughly half a mile from the coastline, and captivated the curiosity of many tourists who were on the beach despite the lack of sunshine. I bet it did, probably thought it was for real. Wall to wall sunshine here again in Rib. Bra.

‘Drugs Were Arriving Inside Heels – Customs seize 750 grams of coke and heroin’. A foreign national was caught and arrested by customs at Madeira Airport smuggling in cocaine and heroin drugs inside the heels of a pair of designer ladies shoes, inside his luggage. Supposedly a gift for someone living here. The baggage control system detected the presence of illegal substances within a package wrapped in a bag. The passenger was searched and the customs officers eventually found the drugs: 580 grams of heroin and 180 of ‘coke’. The heels of the designer shoes, were very well sewn so that to the naked eye, the package had a perfectly normal appearance and was far from suspicious.

‘Police Grab 21 Feet Of Cannabis In Ribeira Brava’. The Public Security Police (PSP) carried out a seizure of 21 feet of cannabis, which were planted on land located in Eira do Mourão, in São Paulo in Ribeira Brava, some 50 metres from the roadside. A couple were identified as having planted the plants. At the beginning of last week another seizure of plants was made in Ribeira Brava, enough for 270 individual doses. I am not sure that ‘feet of cannabis’ is the correct interpretation even though the translation is technically accurate.

Most of the twenty or so cases of Gripe A have passed without not even the need for hospitalisation, but a 39 year old man from Santana has already spent several days in hospital connected to breathing equipment, and is likely to be there for 10 days. His condition has now stabilised after he was affected by bilateral(?) pneumonia.

Another article looks at the high number of days on Madeira with high UV radiation warnings, and basically concludes that people don’t "always" take the issue and warnings seriously.

Today’s sports headline : ‘Opening Game With The House In Works – Marítimo receive Leixões at The Barreiros, Nacional Play tonight in the Dragon’. Referring mainly to the fact that Marítimo play their first home game at a building site, as reconstruction work is already well underway for the new look stadium.

(22nd August). This was in yesterday’s economy section, to mark the success and profits of the company concerned, but I though it was better as an article on the attitude to smoking and the continuing strength of the disgusting habit : ‘Dismade Turned Over €125 Million In Six Years – The company is the leader in the distribution of tobacco products on Madeira’. Friday was the 6th anniversary of the company in the company premises in Água de Pena, Machico, where it has a warehouse. Many clients and local politicians attended the event, besides its employees and business partners. Of the €125 million in 6 years, €21 million was turned over last year, and the business has grown every year, with a 5% growth expected for 2009 to €22 million. The company is responsible for around 85% of the Madeira tobacco market, with 2,400 outlets here. It has made it through the crisis with new and diversified products to meet demand. The company offered guided tours through its preparation and production facilities. Funny how attitudes differ, as I expect this would be a low key event in Portugal where smoking is less acceptable, and probably most tobacco companies go to great lengths not to talk about profits, and success if they can help it (except direct to shareholders of course). Here of course we have a smoking president and the habit is far from discouraged, and we even have weaker smoking laws for public places. Hence we can safely celebrate the growth in the profits of a supplier for the world’s deadliest habit … no namby pamby stuff like that here, and maybe I shall have a puff tonight to mark the event.

(23rd August). ‘PS-M Expects 15 Thousand For Today’s Visit Of Sócrates At Fonte do Bispo’. Prime minister José Sócrates participates for the first time in the annual rally of the socialists of Madeira. This time he is not here as prime minister, but as general secretary of the socialist party. He is always invited but this time is the first acceptance, an event that a local PS-M leader feels will "alleviate the feeling of orphanhood" amongst the party activists, as well as give encouragement to other activists and socialist sympathizers, especially on the eve of two elections. The “Festa da Liberdade”, according to the Jornal da Madeira, is for the first time this year not selling alcohol on the ‘barracas’, with the excuse that the space normally allocated is needed for other ‘cultural’ things.  That hardly fits in with the "festival of freedom" sentiment, and I wonder if the activists already knew this? Uncle Bertie says that the arrival of Sócrates here always sinks the socialist vote. I think he has only been here once since becoming prime minister, and that was earlier this year. So he is technically correct, as the European election results did go the wrong way, but I would hardly put that down as a ‘track record’ though.

The last of the front page stories : ‘Block Insist On A Pact To The Left – Roberto Almada, head-of-list of BE (Left Block) in the legislative national elections, holds PS and PCP responsible for the non-existence of a anti-PSD coalition. But he still has hopes’. This is the Diário daily interview with the top of the list candidates. It’s not worth covering as another no-hoper party, but as regards the headline where he refers to attempts to form a coalition with the PCP and PS, he said this has been an aim of BE since 2004, but he talks about the elections for Funchal council rather than national elections. To win this he said would put an end to the reign of the PSD, and start "the beginning of the end" for Jardim.

‘PS Of Sócrates Doesn’t Have Ideology – Jardim says that the actual socialist party is not that of Soares, Almeida, Guterres or Alegre’ (being previous party leaders I presume). President Alberto João Jardim, who reiterated that he is close to leaving politics, accused prime minister Sócrates of having finished with the party ideology. He accused him of being responsible for the worst economic situation in the country since April 25 (1974?) and to be the mentor of the "greatest propaganda campaign" of ever in Portugal, in order to hide the true state of the nation. He appealed to the disenchanted socialists to vote for his party the PSD social democrats, and also challenged Sócrates to explain how he managed to help the communist political forces to achieve together 20 percent of the votes in the recent European elections. For the Social Democratic leader, the only concrete proposal of the present Government of the Republic was to propose homosexual marriage.

In the Jornal da Madeira . "I Always Translated The Sentiments Of The People", was the headline quote from president Jardim, returning to his holidays on Porto Santo after the Funchal 501 celebrations. Explaining why he goes to Porto Santo for his holidays, he said it is because of official commitments, but more so to relax and be with friends. Asked about the initiative of the PND (New Democratic Party) who were on Porto Santo asking people to donate money to help Jardim pay for his holidays (see also yesterday in Funchal), he said "As you know the PND is a party of the extreme right that lives on clowning around. This form of begging is not unusual, because one of the PND leaders is heir to the fortune of Padre Lopes, in a way that I don’t admire such a method of obtaining money through donations" he snapped.

Back to the Diário : The police unit on Porto Santo was asked to despatch two officers and other elements of the maritime police authorities, in response to a rumour that the PND had arranged to walk two pigs on leashes along Porto Santo beach at the same time that president Jardim was taking the same stroll, on the way to the famous ‘Bar do Henrique’. The stunt was cancelled for hygiene reasons, because the leaders of the PND couldn’t find away to "stop the animals satisfying their physiological needs on the beach". Sounds like a bit of a wheeze to me, but why two pigs? Was this to be a remake of the famous story ‘The Three Little Pigs’ with houses of straw, sticks and bricks, and a big bad wolf? Which role would Uncle Bertie have played, with such a clear conflict of interest on both sides. And if asked to play along do you think he might have said "Not by the hair of my chinny chin chin"?

Today’s main news headline : ‘Lisbon Already Gave €64 Million In Incentives To Tourism – At the time of assessment, Tourism Of Portugal, the remit of Bernardo Trindade, realised that Madeira has received €10 million more than the Azores’. The imbalance in support has occurred since 2005, the same period of the mandate of the Secretary of State for Tourism, who also happens to be Madeiran. Quite why the Diário would want to stir up problems between Madeira and the Azores beats me, but I would guess the needs and circumstances of both locations are quite different regardless.

‘Suspicion Of Gripe A Isolates Scouts’. Two teenagers from Las Palmas, Canary Islands, are under observation for suspected Gripe A. They are both being kept isolated in the School of Louros to avoid the risk of spreading H1N1 swine flu, whilst analysis is being undertaken to confirm the virus. The rest of the Spanish scout group continue to enjoy their Summer holidays here.

‘Only One Doctor Per Centre In The North’. Not just in Porto Moniz, Santana, and São Vicente, but also on Porto Santo, there is just one family doctor, and other services are having to be provided using retired doctors. The health centres are open up to 24 hours a day, but the clinical director of Madeira’s health service says that the number of daily visits are low enough that the situation is justified. There are 10 vacancies for family doctors on Madeira, so as a temporary arrangement retired doctors are used to help. I am not entirely clear, but it seems there are still emergency doctors in the health centres that are not part of this story.

Half of today’s front page is taken up with a photo of the Brazilian striker named Wanderley Santos Júnior : ‘Nacional ‘Steal’ Wanderley From The Rivals – After being offered as a Marítimo reinforcement, the forward of Cruzeiro is now a Nacional player for 4 seasons. Rui Alves paid €750,000 and responds to the contract given to Alonso by its rival team’. An attempt by the Diário to invent a tit-for-tat story, but it doesn’t really stack up, and the player hasn’t yet agreed terms anyway.

Apart from a political story to follow later, that’s the front page today, so it looks like it’s been a struggle to fill the newspaper again.

Just announced in football, in the new Europa League, Nacional will be playing Zenit St Petersburg. The first leg is away on 20th August, with the home leg the following Thursday (27th), both fixtures are scheduled for 8 pm kick-offs. Zenit were the holders of the 2008 UEFA Cup, and of the 2008 UEFA Super Cup, after beating Manchester United 2-1 in Monaco. Tough one!

‘Church Robbers Are Repeat Offenders – Detained in Tabua they are answering for robberies committed in March and April’. At least two of the three men arrested by police early Wednesday morning in Tabua are identified by police and judicial authorities as responsible for a string of church robberies, including in Santa Cruz, Funchal, Câmara de Lobos, Ribeira Brava and São Vicente. Police enquiries have revealed a ‘modus operandi’ which denotes "a considerable degree of organization and hierarchy", equipped with various construction tools to break in through bars, doors, and windows, also using stolen cars with false number plates to travel between regions and transport their loot, most of which was the proceeds of collection boxes. Two of the robbers didn’t even have driving licences. The Regional Command of the PSP (public security police) will soon issue a press release revealing more details about this wave of church robberies.

‘Firework Positions Already Defined – A government resolution is aimed at overcoming objections about the posts’. Although the year end is still nearly 5 months away, the plan for the firework posts has already been prepared. The plan of the positions was approved by the Council of Government and published in the Official Journal of Madeira on the 28th of July. Resolution No. 860/2009 states that "in recent years there have been some objections raised on the part of private entities, and in particular the use of land, structures and spaces for the placement of posts for the launch of fireworks that were traditionally used for this purpose". 39 positions have been approved to launch fireworks above Funchal and the bay. One new post has been accepted in the anfiteatro in São Martinho, and another has been slightly moved. Meanwhile the Regional Secretary of Tourism and Transport has already published the tender contest for the supply, installation and setting-off of the fireworks for the end-of-year celebrations 2009/2010. The successful tender will be known at the end of September or early October. The last few times it has been Macedo’s Pirotecnia providing the show. Some of the locations shown on the map will have several firework launching posts. Wasn’t it at one time one the purpose of the Atlantic Festival firework competition to find the best entrant and then give that company the year end contract?

The dates for the new school year have been fixed, and the new term will start on 21st September, with the school year finishing in June 2010, either on the 8th, 18th, or 25th, giving a school year of between 160 and 172 days. The first term will run from 21st September to 18th December, with some schools being closed at election times. The second term starts on 4th January and continues until 26th March, less the normal 3 days off at carnival time (15th – 17th February). The final term starts on 12th April.

‘Festival of cocktails in Machico – Twenty-five bartenders demonstrate the ‘art’ of creating cocktails’. The Association of Bartenders of Madeira are promoting a festival of cocktails within Machico Gastronomy Week. The ‘first works’ will emerge around 2.30 pm on Sunday, with the prize giving at 6 pm.

This from the Jornal da Madeira : For only the second time in service on the Porto Santo route, the ferry Lobo Marinho transported over 50,000 passengers in a month. The achievement last month show a recovery in the market, but is also thanks to price reductions forced on the Porto Santo Line, due to poor passenger occupation during the earlier part of this year. the maximum capacity per trip is 1,150, and during the first 7 months of this year the ferry has transported 196,000 passengers.
