PORTUGAL SCORES A GOAL FOR CROSS-BORDER FOOTBALLERS! A Dutch citizen had been living in the Portuguese Algarve since he was 5 years old. He played amateur football at junior level for several years, but when he turned senior, the Algarve Football Association presented him with a Portuguese Football Federation ruling that stated that only one non-national player is allowed on each amateur team.

EU rules on the free movement of persons. As a result, he was unable to register for his preferred team, because they already had one non-national registered. Several other clubs turned him down for the same reason. In the end he had to stop playing competitive level football for some 3 years until he heard about SOLVIT. The Portuguese SOLVIT centre contacted both the Algarve Football Association and the Portuguese Football Federation, alerting them to this discrimination against non-Portuguese EU citizens and pointing out that they must abide by EU rules on the free movement of persons. Subsequently, SOLVIT Portugal received a copy of an official communication, dated 4 July 2005, from the Portuguese Football Federation to all Portuguese amateur associations and clubs stating that there should be no restriction regarding the number of amateur EU national football players. Official – Crime down. 27/3/2010 Eyebrows were raised this week when the Government announced that the number of crimes perpetrated in Portugal during the course of 2009 had fallen by 1.2 percent. Violent crimes were also down, dropping 0.6 percent on the total for the year before. But while the Government was patting itself on the back for overseeing this reduction, police forces stressed that these statistics should be treated with caution and that the battle against crime was far from being won. Swiss in Porto Moniz to sample honey. Usually the honey with a lighter colour is weaker and softer. A group of Swiss beekeepers were present last Thursday night at the Centro de Ciência Viva do Porto Moniz (CCVPM), where they were able to appreciate the qualities of Madeiran honey. Carlos Pestana, beekeeper and promoter of the event, said that the cultural exchange will allow the release of the product abroad through several photos in a specialty magazine. In this kind of charm offensive, the organization offers a taste of honey in the region. Carlos Pestana said that on the table were 20 products from a number of locations all different in their colouring. A beekeeper in his spare time, he said that "all the honey produced in a sensible way is good honey." He added that the other main condition that determines the quality of the product is caution. "It is prudent not to use antibiotics to fight disease. If they are used, comply with the safety limits and the specific quantities,” he said.

Carlos Pestana explained that "often the brightest honeys are weaker and softer. These are more for children and the elderly, precisely because they are kinder on the stomach," adding that contrary to what has been disclosed, honey should not be eaten on an empty stomach. From a foreign perspective René Zumsteg stated that "good honey is produced in this beautiful island" and in his view this is due to the amount of water and flowers that abound in the region. The event was also attended by Valter Correia, mayor and director of the Câmara, and Liliana Sousa, director of CCVPM. This meeting also sampled traditional regional poncha, a product widely appreciated by the visiting delegation. There was time for a visit to the Unidade Primária de Extracção de Mel in Santa, Porto Moniz, and the group also visited an apiary located in Malhadinha, in the parish of Canhas, at the invitation of a local beekeeper.

After Marítimo’s spectacular win 3 – 2 against Sporting on Friday night, the Madeira ‘double’ was on and a good possibility, but Nacional blew it in the 90th minute. They led most of the match away at relegation candidates Vitoria Setúbal and ended up losing 2 – 1.

International Business Centre loses 409 firms. At the end of 2009, the IBC or Fee Zone had 3,221 companies registered. This was 409 fewer companies than at the end of the previous year, a drop of 11.2%, therefore less income for the management firm. The only increase was in companies registering with the International Ship Register (MAR) but this was only 0.8% more (238 to 240). In 2001, the Free Zone had 6,242 firms registered or 48.4% more. In 2009, the IBC contributed 20 – 23% of PIB (GDP), mainly from the International Services, MAR and Industrial Companies sectors with a lesser contribution from Financial Services. Competition comes from Malta and Luxembourg. There have been more companies lost already this year.

88 packets of noodles for a lunch for volunteers. 500 volunteers were given a lunch to thank them for their support in the cleaning and solidarity campaign after the tragedy. This was organized by the Community Development Association of Funchal. The president, Ricardo Silva, first thought of forming a troupe wearing jackets and boots for the Flower Festival Parade but decided it was best to forget that fateful day. The owner of the restaurante do Mercado Abastecedor supplied the pasta, olive oil and chouriço, Empresa de Cervejas supplied drinks and the market stall holders provided fruit for dessert. The lunch cost 2.50 Euros to cover other expenses, not to make a profit.

Endless work upsets those who live in Garajau. The enlargement of the Estrada do Garajau in Caniço is putting people who use this road daily and the resident population on the verge of a nervous breakdown. These works have been ongoing for more than two years and do not seem to be coming to an end. The work was authorized by the Government on the 14th July 2007 at a provisional cost of 1 million and 300,0000 Euros. The delays have been due to difficulties in expropriations, thus there is no completion date, which could be some time yet. They have been working on sections of road instead of in phases due to the intensity of traffic.

ECONOMY

Three Madeiran establishments listed in the Expresso’s ‘Boa Cama Boa Mesa’ Guide.  This guidebook is published by the newspaper Expresso and is the benchmark for the accommodation and catering sectors in Portugal. The 432 page guide includes hundreds of restaurants, places to stay and useful information for unforgettable moments. The sector  ‘Boa Cama’ was won by the ‘Pousada do Porto – Palácio do Freixo’, run by the Pestana Group who received the Platinum Key. 25 Gold Keys included Madeira’s ‘Choupana Hills’ and ‘The Vine’. Included in the 25 ‘best’ in the sector ‘Boa Mesa’ was listed the ‘Il Gallo D’Oro’ restaurant at the Cliff Bay Hotel, led by Chef Benoît Sinthon. This restaurant was awarded a Michelin Guide star in 2008 for its Mediterranean and Iberian inspired aromatic cuisine.

Revenue in Porto Santo no longer enough to pay the staff. The first two months of this year were the worst for a decade for the hotel trade in Porto Santo. Prospects for Easter are bleak. 75% of the beds were not available this year due to some hotels closing for the low season. 20% less passengers used the airport and 18% fewer sailed on the Lobo Marinho during these two months. Total revenue fell dramatically from 2007 (62.8%) and the price per bed also decreased by 5 Euros per night. In 2007, the income covered the staffing costs but this year it only covered 41% of the costs. The resorts and local residents of Porto Santo are suffering a diminishing economy.

Today’s main news headline : Fight in farming against lack of water – The storm of February destroyed almost all of the principal levadas of the Region and predictions point to 3 months for the repairs. The Directorate for Agriculture and the IGA join forces to speed up the process. Madeira’s farming output is at risk, as there is more than a month since the filling of the farming water supplies, and there are already cases where insufficient water has been provided. All the blame lies with the storm of 20th February, which damaged the infrastructure of the water distribution network. The principle levadas of Tornos, do Norte, das 25 Fontes, do Galhano and do Faial, to name the most important, make up 600 kilometres of levadas in need of repair. Worried farmers spread around the island, with hoses in hand, are resorting to drinking water to save their crops. The Regional Directorate of Agriculture (DRA) and the Institute of Water Management (IGA), have joined forces to advance quickly with the repair work that is classed as "unprecedented in the region". So a quick calculation says that it will be the end of June before the work is completed, add to that the ‘Madeira productivity factor’, and we are well into Summer. Expect a rather expensive salad on your plates in the coming months!

75% occupation on the first few connections of the new route – ‘transavia.com’ started the new Porto – Madeira connection on Sunday. Since 4.30 pm yesterday Madeira has it’s second connection with the continent through the low-cost airline Transavia. The first flight had 135 passengers, and the first 3 flights have sold around 75% of seating capacity for the French Company [I just translate, if you disagree please write to the Diário]. Madeira’s tourism boss, Conceição Estudante believes that the new flights will open up Madeira to those from the north of Portugal and also Northwest Spain. If all goes well the 4 weekly flights of Transavia could turn into daily flights in or after October.

The main sport / football headline today : Defeat in Setúbal complicates the situation for Europe – The victory goal arrived in the last moments of the fixture. Those in charge at Nacional continue to believe that the Europa League is still a possibility. Of course it is … a mathematical possibility, not a realistic one.

Jazz Festival Success ; Illegal Extraction In Machico ; New Driving Licence Requirements

(6th July). ‘Another Illegal Extraction Of Aggregates – It takes place in Machico, threatens houses, has been identified officially, but it continues operating’. The council has authorised a reshaping of the land for agricultural purposes, but the construction company instead is taking out earth and gravel from the site for its own use, at the site in Landeiros. Despite involvement at police, council, and government level, the unlicensed activity continues. Dozens of houses located beneath the site are considered at risk, and residents are alarmed with the situation, and the apparent inability of the authorities to do something to stop the activity which has now been ongoing for 6 weeks. Some residents were minded to block the access route to the site to prevent lorries entering, but were warned by the police not to do so. The residents have particular concern in case there is heavy persistent rain. The construction company believes that it is acting within the terms of its licence.

‘Festival Has Always Been Rising – The 10th Jazz Festival worked out well’. It finished Saturday night and deserves a mention for the good organisation, getting better each year, and with the change of venue adding to the event. "Santa Catarina park is magical" said a spokesman. The president of Funchal council is already thinking about next year, and thinks that 2011 should be the year to pay homage to the women of jazz. Vânia Fernandez was a woman last time I looked?

‘To Have A Driving Licence It Is Needed To Know How To Drive In Tunnels – Community directive obliges knowledge in theory and practice’. Europe has demanded that Portugal incorporates this requirement, amongst other things, into domestic law. Any candidate for a driving licence must now have a good theoretical and practical knowledge of driving in tunnels, in order to improve safety in the criticised infrastructures. Several attempts have already been made to get Portugal to incorporate this requirement, so far without success, but it looks that this time it will happen, and is something clearly very relevant for Madeira. There are also other new safety requirements covering the need to revalidate driving licences for bikers aged over 50, and also new tougher requirements for medical assessments for conditions relating to eyesight, diabetes and epilepsy.

‘Walk Through The Serra Finishes In Tragedy – 53 year old man died after falling around 25 metres on the São Vicente levada’. The victim on a Sunday walk with his family and friends along the levada at Ribeira do Inferno, fell to his death. The reasons for the accident are unclear, he just fell and died almost immediately. A mountain rescue team took four hours to retrieve the body because of difficult access.

 

 

 

 

 

 

 

 

A new police station in São Vicente is to be inaugurated at 6pm tomorrow. 

At 6.28pm yesterday evening the Diário helpfully published a late bulletin that an 18 piece guitar group was performing in Ribeira Brava church square … starting at 6pm yesterday!

It’s taking up about half of the TV and radio news this morning, and live pictures show fans gathering at the stadium for the introduction which doesn’t take place until tonight. I guess the introduction will be pretty long distance for 99.9% of the fans, the important thing for the club will be getting them to spend their cash on expensive new football merchandise with Ronaldo’s name.

I know there are lots of British readers who check in on this blog, and whilst that doesn’t imply that a love of Madeira also implies a liking for Madeiran music, I felt some duty to help boost the audiences for The Madeira Mandolin Orchestra, by announcing the dates for their tour of the United Kingdom this month. Accompanied by Portuguese tenor Carlos Guilherme, the program consists of performances of music by Vivaldi, Tchaikovsky, Liszt, and Bach, and they also accompany Carlos in a selection of Neapolitan songs. Established in 1913, the Madeira Mandolin Orchestra is the oldest established mandolin orchestra in Europe, but in terms of average age it is considered to be the youngest in the world. (5th July). ’38 Confirmed Cases Of Gripe In Portugal’. 30 of the swine flu cases have been registered in the last week, including the first cases of direct transmission. UPDATE 6th July : A 20 year old woman was taken to hospital in Funchal suspected as having gripe A. She was known to have spent time recently in the company of people from Mexico, the United States, and other high risk countries, and the precaution was taken after she displayed the swine flu symptoms. Tests cleared the woman of the virus, and she has now been released. 

Generosity Feeds Crime ; New Police Initiatives ; Funchal Jazz Festival ; New Mosquito Study

(30th June). Today’s main news headline : ‘Generosity Finances Delinquency – Beggars and drug addicts attack in the parks. Police realize that generosity feeds the phenomenon’. The covered car parks are being used by beggars and drug addicts to torment and rob people and damage and steal from cars. The problem is present in various places on Madeira, but is of most concern in downtown Funchal and Santa Cruz. In one case mentioned that took place last week in Caniço, a couple of ‘hoodies’ yanked out a woman as she was entering her car. They took her purse with identification, money, and her mobile phone. She ended up not pressing charges. A police spokesman acknowledges the problem in covered car parks, and said that car park owners have been alerted to the need for security cameras, and in some cases a security guard. In downtown Funchal the problem is particularly worrying, and has special attention from community police in Infante and Almirante Reis. The police spokesman says that one of the best ways to deter the beggars, is not to give money when asked, “it is good will and the spirit of solidarity that make the beggars hang around these places” he said. He also advises car park users to look around before making a move, to lock the car, and keep valuables out of site.

The same article also covers the Mercado dos Lavradores (Farmers Market) and the situation there with drunks, junkies, and beggars creating a disgusting sight for tourists and people passing by. Aggressions’ and obscenities, as well as begging, are all part of the daily lives of the people that gather at the market every day. The police spokesman say this occurs because close by is a ‘rehabilitation centre’ used by some of these people. He said additional community police are alert to the problems.

‘Community Policing Arrives For Traffic – PSP have an operation of free vigilance for houses where the owners go on holiday’. After community policing was established in Santo António, São Martinho, Sé, and Monte, the concept of community policing is to be extended to include traffic. The duties of the officers will include dealing with cars badly parked, cars on pavements, and prevention of drink driving, with the officers devoted to traffic matters. The project will begin in downtown Funchal.

In the same article ‘Operation Safe Summer 2009′ started last Friday, with the police launching the same initiative as last year to patrol and protect commercial and residential areas, tourist zones, beaches and roads. The operation will run until 15th September, but the police bicycle patrols will be expanded for this year. Amongst other anti-crime tips in the article, there is an indirect warning about pickpockets. Police are also producing a leaflet to give to tourists coming to Portugal on holiday, and it will contain the phone numbers that people might need, as well as advice on how to avoid problems during their holiday, including moderated consumption of alcoholic beverages.

Regarding the free surveillance of houses left empty whilst owners go on holiday, those wishing to use the service need to complete and deliver a form to the police station, or fill in the form online at www.psp.pt.

‘Tourist Robbed With Weapon On The Levada dos Piornais’. It happened around 11am yesterday morning in São Martinho, when a German tourist walking alone had a gun(?) pointed at his neck and had €40 stolen. The tourist was already in the process of handing the money over when the mugger produced the weapon. Police attended the scene, but the mugger had already fled.

The main photo on today’s front page shows a group of youngsters playing banjos and recorders : ‘Madeira Explains Artistic Education To Europe – The office coordinator shares 30 years of experience in a European meeting that takes place tomorrow morning in Estonia’. The conference organised by the European Association for Music in Schools takes place every two years, bringing together experts in the field, to share ideas and experiences, and establish partnerships at a European level. This year the theme is ‘Music inside and outside of schools, and it takes place in Estonia, a country with a great tradition for choirs. Madeira feels it has something special to offer, because it can do things in such a small population, that would be much more difficult in larger countries. Amongst the things that Madeira will share, is the mixing of music with acting, to help students learn music, with such events sometimes televised. Also the extracurricular activities that take place for students who wish to specialise, and the use of ‘fun’ in the learning experience.

‘Aedes Aegypti – The IHMT team will study the effectiveness of insecticides used to combat the mosquito’. A team from the Institute of Hygiene and Tropical Medicine (IHMT) of the New University of Lisbon will hold a two week study on the degree of effectiveness of products used on Madeira to combat the Aedes aegypti mosquito. The President of the Management Board for Health and Social Affairs (IASAS), Maurício Melim, said that entomologists would be able to recognize the quality of the products used. He says that the products used to date have been in accordance with international guidelines and practices. The quantity of mosquitoes found in late June is low compared with previous years, but the situation will change with increased temperatures. He added that in the opinion of ‘the entomologist’, it is not going to be possible to eradicate the mosquito. It originally arrived here several years ago, and has continued to breed and prosper, gradually spreading out from the original problem area in Funchal.

The Government Of Madeira Adopts Solution For Columbus Resort – A protocol to facilitate the project was approved yesterday’. The tourist complex in Porto Santo that ground to a halt several months ago due to lack of funds has a rescue package. There are no more details at present.

At the same meeting the government agreed a project to upgrade the miradouro (view point) at Cabo Girão, with a platform of steel and glass, that will cost nearly €2 million. Also agreed was the construction of a health centre, with welfare facilities and homes for elderly people, at Porto da Cruz, which will cost €4.2 million.  

‘Funchal Council Funds €150,000 In Funchal Jazz – The festival runs between 2nd and 4th July in St. Catherine’s Park’. The 10th edition of the festival will receive the same amount of funding as last year, but has moved from Quinta Magnólia, and doesn’t have an actual sponsor. This year there will be two huge TV screens installed, and improvements in the sound quality. Tickets are available at the Teatro Municipal Baltazar Dias, with a special promotional price until today. A ticket for all 3 days costs €30.

All the articles which mention the police (6 paragraphs) were linked from the front page, and although some of the news is about positive measures being taken, it does not show Madeira in a good light at all.
