<p>Also for Irish readers, who may not know that Budget Travel has gone bust. <a href="http://www.independent.ie/national-news/holiday-plans-left-in-ruins--by-shock-closure-1953697.html" target="_blank">IRISH INDEPENDENT</a> 28 travellers are currently stuck here on Madeira.</p>

<p><font color="#400040">Can you imagine going into a shop to buy bananas here on Madeira, and getting home and opening the bag and finding that your bananas worked out at €1 each. It can happen I promise. The proof will follow in the next few days. Also if I remember I will tell you about a vegetable that can cost here as much as €20 a kilo, and it&#8217;s not a spice or anything fancy. Anyone noticed that broccoli and cauliflower have been remarkably cheap these last couple of weeks. My diet and freezer are filling up with both vegetables. What&#8217;s the most expensive fruit or vegetable you have seen?</font>&#160; </p>
<p><strong><font color="#804040">Rita sent in this story (or two) that she wrote for friends &#8230; many thanks.</font></strong> </p>
<p>We have a loja (shop) in Funchal where all the government departments have counters – you just take a ticket and await your turn – a very good system. However, when I visited the Estrangeiros (immigration) to renew my residency after five years I was told I had to ring a central number to get an appointment before they could deal with my application, despite the fact that there was nobody else waiting and the girl could have done it immediately. I then spent the next two days trying to navigate my way through the telephone system pressing the right button after a series of messages in Portuguese and then sitting for ever with some ghastly music playing in my ear. When I finally got someone to answer I was given an appointment at the loja for the next day, but it did not stop someone queue jumping me. After I had given my fingerprint which is the final detail of the application I asked the girl if she was happy with the new system – very much she replied – I kept my cool and remarked that although it was better for her it may not be so easy for her public…….! On the other hand I went to the laboratory to get my INR blood test done only to find that they must have gone through an inspection of some sort because up until now I have paid my 75 cents when they took the blood but this time was told I needed to wait and pay when picking up the results. When I did return for the results I was presented with an invoice for only 40 cents and was required to sign for the results. You win some – you lose some!!</p>

<p><font color="#400000">Wednesday night was a bit special here in Ribeira Brava when our collection of &#8216;selos&#8217; (the government seals that are stuck onto cigarette packets) reached the 1 kilogramme target. I don&#8217;t recall exactly when this particular collection was started, but it can&#8217;t be far off a year ago, but that&#8217;s another wheelchair &#8216;raised&#8217; for someone who hopefully will now have a much better Christmas than they would have had. The collection for the next one is already underway.</font>&#160; </p>
<p>Another bit of local news is that the free Portuguese lessons for foreigners, in Ribeira Brava, will continue in the new year, and for now are planned to run until the end of the academic year (Summer 2010). Whilst new students will still be able to join, they should have an understanding of Portuguese at least a basic level, as obviously the classes have to move forward for the existing students, and newcomers with no knowledge will find it difficult to participate and impossible to understand. Anyone wishing to start from the beginning would be best to start by registering an interest at the school (or any school for that matter), but clearly the numbers would need to be sufficient to justify the expense, so it might mean a long wait. It also has to be said that my local school has not been impressed with attendance in the current class, with many joining initially and dropping out soon after, and also with some students who pop in and out of classes when they have time and no other commitments. I can pass on emails registering interest for new classes in Ribeira Brava, but I think it is better if people go in person. Another option, almost certainly quicker, particularly to get started and back into education, is to do the adult education classes with the locals. These are not specifically about the Portuguese language, but the teachers deal with older students who lack basic education in certain areas, and will move around the class focusing on the needs of the individuals enrolled. Of course these teachers may not speak any English or be quite limited in that respect, but I tried it with some success. In my opinion practically no one will learn Portuguese from 3 hours of weekly teaching, and any classes will need to be supplemented with other learning and practicing activities.</p>
<p>PS &#8211; For anyone who doesn&#8217;t know there will be no lesson in Ribeira Brava on Monday, but Wednesday will be a double lesson from 3 to 6 pm to make up the time.</p>

<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/261109/dn0401021201.jpg" /> Machico infested with rats. </strong>The municipality of Machico is infested with rats. The Council admits difficulties in controlling the pests and the misuse of rat poison. The plague is in evidence in the vacant lots (photo) and houses located near the local Ribeira. Incorrect use of poison has led to the development of poison-resistant rats. The Regional Directorate of the Environment extermination campaign did not work because of the number of derelict land plots which are in the vicinity of the Ribeira &#8211; and range of herbs which help the spread of rats &#8211; especially in the city centre. One example is the large piece of land at the back of the Church of Machico, about 3,000 square metres, left completely abandoned and was provided for the construction of the Parish Social Centre in a program in conjunction with the Regional Government. The environment authority asks owners to have their land cleaned up as if the majority are cleaned, but there are others who do not, the effect of the pest campaign is reduced.&#160; The rats destroy seasonal fruits and agricultural crops. A land owner lamented: &quot;The rats have been eating pears, avocados and papayas. Just last week, I left out a bucket full of 20 kilos of pears, but all eaten. The official admitted that the campaign of extermination had immediate positive effects in reducing the number of rats, but the plague returned quickly. This is due to poor application of poison. &quot;Much of the success of the process of extermination was the proper administration of the poison in traps that were delivered to farmers.&quot; Of the 333 farmers, 78 did not use the poison as directed. The process of extermination has been carried out in two ways: The Council put poison in locations previously defined, while the Parish Council delivered rat poison to the farmers. But a lot of owners of vacant lots did not request rat poison. The Council have bought nearly 4 tons of rat poison this year. </p>
<p><strong>Jardim Ramos abandons seminar.</strong> The criticism of the President of the Regional Board of the Union of Nurses, Élvio Jesus, meant that the Secretary of Social Affairs, Jardim Ramos, voluntarily left the room during the opening session of the seminar, accompanied by other members of SESARAM (Health Service Administration). Just before the opening of the seminar, Élvio Jesus, speaking to reporters, said he would take the opportunity to address &quot;two or three issues of concern to nurses&quot;. Very critical, he began by pointing out that nurses are overworked, doing overtime &quot;with great risk to themselves and to patients.&quot; &quot;The tender announced (this month)&#160; is not on the ground, we do not know anything.&quot; Although there is &quot;strong pressure&quot; to assign more nurses to community-based care, he warned it is &quot;a huge waste of resources.&quot; Élvio Jesus also denounced the &quot;climate of concern about what is happening in SESARAM&quot;, embodied in a petition which in a day and a half managed to gather over 600 signatures. The official went further, saying there were &quot;illegalities that have to be repaired.&quot; When confronted with this criticism, even before the meeting, Jardim Ramos said that the tender for admission of nurses is being prepared and will be met. With regard to careers, the minister warned that in the region there is to be applied the &quot;national career&quot; pathway. He assured that there are nurses working overtime and that is why they are launching the tender, so he will ignore the petition. Jardim Ramos said that at the opening of the session he was confronted by Élvio Jesus, &quot;with an intervention of Trade Union nature, offensive, disrespectful, completely devoid of civility and out of context of the meeting, which is why he decided to leave the room.&quot; He said he has always shown willingness to hold dialogue with the Nurses Union and the episode will not affect the commitment to maintain the dialogue.&quot;</p>
<p><strong></strong></p>
<p><strong>Renewable energies</strong>. The Fourth Global Forum on Economy and Regional Development will be held in Funchal in 2011. This was announced by the President of the Association of Development of the Autonomous Region of Madeira (ADARAM) at the end of a workshop on alternative and renewable energies. The objectives of this workshop was to discuss how clean energy could be integrated into networks by 20 &#8211; 30% in the coming years. The aim is to achieve 20% in the short-term and European governments should speed up their investments so these objectives can soon be achieved, as in California, New Zealand and Denmark. The Portuguese company EDP is working with a German company to transfer technology to Portugal, for example for wind farms. Regionally, there is a political will to reach the goals set at a national and a European level although the archipelago relies heavily on weather conditions, rain and wind, to meet the aim to integrate 30% of all sources into the regional distribution network by 2017.</p>
<p><strong>&#8216;Winning the competition&quot;.</strong> Theme at the Conference of APAVT (Portuguese Association of Travel Agencies and Tourism). The recovery may be imminent and to do so they need to win the competition. A decrease in activity in the range 10 &#8211; 20% resulting in losses from the decrease in demand, taxation as well as inadequate cash flow problems arising from the postponement of credit. In a scenario not very encouraging, the President estimates improvements in 2010. The first signs appear in Asia and the United States, although not yet reflected in the invoices in Portugal. Training and having qualified employees is a priority. The congress will also discuss new forms of distribution &#8211; which models are effective and better protect customers &#8211; and sales &#8211; strategies to promote sales and customer loyalty.</p>
<p><strong>119 creditors reclaiming €11 million from the bankrupt Elimar. </strong>The largest creditors are the banks but there are dozens of companies providing construction materials to receive money from this engineering company (one of nine companies of the group). After the first postponement on October 22, yesterday the Judicial Court in Funchal with a meeting of creditors, ruled for the liquidation of the company after a report by the insolvency administrator that recovery of the firm is impossible. Liquidation of the company is, however, suspended as a creditor asked for an embargo on the insolvency request arguing that the firm was solvent in December 2008 and seven months later presents a liability close to 14 million. The application of the embargo has not been decided by the judge. The report by the insolvency administrator lists the credits reclaimed that, with interest, already exceed 11 million. Anxious are the employees of the firm, whose claims have not been recognized but have to pay taxes and have been made unemployed. Elimar had 42 employees but the group founded 27 years ago (9 companies) has a total of 72 employees. </p>
<p><strong>&#8216;Hole&#8217; in Areal Dourado estimated at 60,000 Euros.</strong> First reported yesterday.<strong> </strong>The diversion of funds of the municipal group Areal Dourado is estimated at approximately 60,000 Euros. No one from the Municipality of Porto Santo was available for comment but sources contacted yesterday revealed that in just over two years there has been diverted a large sum of money from the treasury of that company. Funds were used by the Board of Directors of the company for their own purpose including purchase of goods and services of various kinds. It is unknown how the funds were diverted. The participation of the local authority with the prosecution services involve all elements of the Board of Directors but it seems that the alleged irregularities have been committed by only one member of that body. However in order to clarify the real extent of the irregularities, the Municipality has chosen to refer the case to the Public Prosecutor&#8217;s Office, who are taking the necessary steps to determine the facts. The Municipality has also asked Areal Dourado to audit their accounts. The case has raised eyebrows in the locality because the sums involved are large given the size of the company concerned. The company is only partially owned by the local authority and is designed to perform in various areas such as event management and management of social and cultural facilities and even at the level of social action. It is the entity responsible for promotion of tourism activities, cultural, recreational and sports activities that will contribute to the integrated economic, social, tourist, sporting and cultural life of the municipality of Porto Santo.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/261109/dn0401020301.jpg" /> Market Night at Santana. </strong>This Christmas season, do not miss the animation in Santana. The municipal program is a series of recreational and cultural initiatives for the coming days. The program highlights the Night of the Farmers&#8217; Market, the Northern municipality&#8217;s first ever and to be held from 20 to 21 December. More than 20 producers expected. Various traditional performances to attract more tourists to the town centre. There will be two other features: The Feast of the Nativity, set for 20 December and Exponatal, between 11 and 18 December. The representation of the nativity is already promised to be one of the largest in the region and one of the most emblematic with live figures. This is to capture the attention of children who may, like other visitors, enter the crib. Exponatal is to promote the county, the products and help businessmen and industrialists of the municipality recoup their sales. This will be installed in the area next to the Municipal Building accompanied by musical entertainment performed by different associations in the county. On the 8 December, the Christmas illuminations will be switched on.</p>
<p><strong>Recall of Ben-U-ron syrup. </strong>Although there are thought to be no risks to health, the syrup was withdrawn last weekend form pharmacies. A change in the colour of the syrup has been detected. Some people may still have affected lots at home and should not use them but deliver them to pharmacies.</p>
<p><strong>Lions Club organizes Christmas Fair. </strong>Next weekend, Saturday and Sunday and aims to raise funds for social causes. There will be on sale various products offered by individuals and companies, as well as new and second hand clothes. Snacks will also be served and homemade pastries and cakes made by members of the club and helpers. Part of the revenue will be used for 12 Christmas baskets allotted to households in economic difficulties. An initiative in partnership with the Parish of Sao Pedro. There will also be 12 grants to help students at the University. The fair takes place at the premises of the Lions Club of Funchal at Rua Imperatriz D. Amelia 84, between the hours of 10.00 and 20.00 next Saturday and Sunday.&#160; </p>
<p><strong>Brussels warns of danger of Christmas lights. </strong>30% of lights are dangerous and half with defects come from China. The main risk is electric shock. 25% had defective wiring, 23% had filaments too thin for the current which increases the risk of overheating and fire, 19%&#160; failed the test of protection against electric shock by insufficient insulation. Brussels recommends consumers buy lights from reputable traders, ensuring compliance with safety standards and warn you not to leave lights on when leaving the home or at night. </p>
<p><strong>ALM staff can receive 35% bonus.</strong> The special regime of work allows the entire permanent staff of the Legislative Assembly of Madeira, without exception, to receive monthly, 35% additional remuneration based on their basic salary. This is to replace overtime pay which was seen as an injustice. When they leave office, they are entitled to 8% of the salary. This is for as many years as they held in office. </p>
<p><strong>Barclays open two new branches. </strong>30 November, new branches at Calheta and Ajuda in Funchal.</p>
<p><strong>Christmas Bazaar. </strong>Red Cross. 30 November to 5 December at 21 Rua Dr. Fernao Ornelas. Crafts, jams, liqueurs and many other items will be on sale.</p>
<p><strong>Christmas opening hours. </strong>Traditional trade will close at 20.00, except the week of December 21. Closure on Sunday and opening on public holidays December 1 and 8. </p>
<p><strong>Air Force records 200 evacuations per year. </strong>One mission every two days. These are evacuations of injured patients from Porto Santo by the E H 101 helicopter &#8216;Merlin&#8217;. </p>
<p><strong>Foiled robbery at a hotel in Funchal. </strong>Two men attempted to break into a hotel on the Rua Imperatriz Dona Amelia in Funchal. Yesterday at dawn, the two suspects were seen trying to break one of the windows of the hotel reception. The police were alerted and were quickly on site but the individuals fled and escaped through the surrounding alleyways and streets. The attempted robbery occurred two months after the same hotel was the target of a robbery by four individuals. These men violently assaulted the hotel receptionist and stole 600 Euros. There had previously been an assault on a hotel when a safe was stolen and the receptionist jumped through a window and fractured a leg, when it was apparent the robbers were armed with metal bars. </p>

<p><strong>Police to monitor the environment. </strong>To discourage breaches of legislation. Enforcement action started last Monday in several areas, mainly quarries, aggregate extraction and intervention at the level of protected species. This action will continue until 29 November and already some offenses have been identified.</p>

<p><strong>Romeira files disciplinary proceedings against two officials. </strong>These are the fastest disciplinary proceedings in the history of the civil service. Based on an anonymous letter to the Council of São Vicente on October 8 2009 (three days before the elections), the then mayor Humberto Vasconcelos suspended immediately two municipal officials (a building inspector and an IT official). On 23 November, the new mayor Jorge Romeira filed disciplinary proceedings. The reason was for illegal dissemination of information and internal documentation, intentionally and in order to undermine the normal functioning of services. One was working with the Judicial Police. It is unknown who is the author of the letter. It came to the Council at 12.00 and in the afternoon there was drawn up the order to initiate the disciplinary proceedings and the next morning, the seizure of computers and related work. The suspended officials are studying the possibility of suing the Council.</p>

Regarding the Freira, it was already stated that it would not affected. </strong>The site is supposed to blend in with the barren landscape of Pico do Areeiro, but it is impossible to hide the impact of the radar itself. A placard written in Portuguese and English explains to visitors that the radar is necessary to improve vigilance in the seas around Madeira, and for airspace security. <em><font color="#400000">It&#8217;s old news now, as the environmentalists lost their battle a long time ago, and it&#8217;s just a question of waiting to see how ugly the facility turns out to be in a site of natural beauty. <p><strong>Madeira Wine and &#8216;Barbeito&#8217; distinguished in London – International award strengthens brand&#160; prestige.</strong> The &#8216;Madeira Wine Company&#8217; was given the title of best company in the sector of fortified wines, operating in London. The annual gala of the International Wine &amp; Spirit Competition also praised highly the 30 year old Vinho Madeira Malvasia, produced by Vinhos Barbeito (Madeira), and awarded it the title of &#8216;Best Fortified Wine&#8217;. <em><font color="#800040">Several other awards too, but I won&#8217;t go on as I never really understood mankind&#8217;s obsession with fine wines, maybe someone can explain to me? Me, I just go to the local supermarkets, sniff out a bargain, enjoy drinking it, and then sleep very well. It has never occurred to me to sniff a wine, then take a mouthful only to spit it out again. Is there such a thing as an unpleasant-tasting wine?</font></em></p>

It is a private development by the company Minas Gerais, and is situated in an area&#160; that forms part of the &#8216;Urbanisation plan of São João&#8217;, in Funchal. The PDM (municipal plan for Funchal) requires that new developments conform with the limit of four storeys. However the PSD-M social democrats, the ruling party in Funchal council, voted yesterday to accept the urbanisation plan, which the other political parties did not. Now it seems that the Minas Gerais building will be able to continue in construction, albeit modified. </p>

<p><strong>Police are going to leave notices on cars with belongings in sight inside. </strong>In order to prevent theft from cars, the police today began an awareness raising campaign that alerts owners to adopt behaviours that may prevent the occurrence of this type of crime. The initiative seeks to alert the owners of vehicles to the importance of not leaving valuables inside the car as this contributes to the risk of them being stolen. Thus whenever the Traffic Police detect the presence of certain objects or items in sight inside the car, they put a warning notice under the windscreen wipers. &#8212; <em>They tried this in America and the UK, and not surprisingly crime went up as thieves knew which cars to target!</em></p>

<p>Tour operator <strong>Holiday Options</strong> has shut down after entering administration. The company, which specialised in holidays to destinations such as Croatia, Corsica, Sicily, Cape Verde, <strong>Madeira</strong> and the Azores, shut down on Tuesday after 16 years in operation. A spokesman for the company said no passengers had been left stranded and all forward bookings, thought to been around 1,100, would be taken over by Cambridge-based Light Blue Travel.</p>

<p><strong>Return of Marcelino Andrade shakes HCF. </strong>More turmoil at the hospital between the staff and the managers of the health service (SESARAM). This time it is related to the return of Marcelino Andrade to the hospital. For five years he was the president of Santo António, after a friendly invitation by president Jardim. In the recent elections, the PSD selected another president and he is free to return to the health service. The turmoil is due to the rumour among staff that he is to be employed on the Board of Directors of SESARAM. Some Directors of Services would resign if that happened and there was to be a protest mass resignation which was cancelled by SMS last night. The opposition is based on credibility and technical issues. Andrade explained that he wishes to return to working in the orthopaedic services. SESARAM said they will keep the present Board of Directors and such rumours are designed to destabilize the services.</p>
<p><strong>Bio Madeira week in the Largo da Restauração. </strong>In the region, 5% of agricultural land is devoted to organic farming and is increasing. The week is to &quot;sensitize the community to the economic, social and environmental aspects of organic farming.&quot; Bio Week runs from the 23 &#8211; 29 November. Initiatives will also occur around the island. In 2008, there were 240 tons produced and an additional 130 tons of bananas. The theme of the week this year is &#8216;Growing Sustainably&#8217;. There have already been training initiatives held in people&#8217;s homes, schools, town halls and hotels involving about 9,000 people spread between farmers, students, teachers, parents and the general public. The activities next week will include an organic food fair, culinary demonstrations by hotel chefs, presentation of books for children and adults about the various perspectives of organic agriculture, and theatrical and musical competitions for children, promoted by the schools. <p><strong>Presidency rejects blame for the transfer requests by the police officers. </strong>The Government rejected accusations that Jardim&#8217;s comments are the cause of the requests for transfers out of the region. The statement clarifies that the people responsible for what happened are the current command and not the officers and agents. The statement also refers to the Madeiran police officers on the continent who have been unsuccessful with transfer requests to the region.</p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.jornaldamadeira.pt/fotos/14_138441.jpg" /> Exercise in Rabaçal involves more than one hundred people and various media. </strong>Exercise &#8216;Missing 09&#8242; begins early tomorrow morning. The training exercise in Rabaçal will be coordinated by the Regional Service for Civil Protection and involve the armed forces. Two different scenarios; the disappearance of a group of 15 tourists in the area and an accident involving a passenger bus in the section towards the Casa do Rabaçal. There will be observers from the National Authority for Civil Protection, National Institute of Emergency Medicine and observers from the Azores and the Canary Islands.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/diario/fotos/191109/dn0401020201.jpg" /> Waiting 13 years for an asphalt road in Santa Cruz. &#8216;</strong>Impassable&#8217; is the adjective used to describe Caminho da Fonte which is used every day by 30 people. This road is about a kilometre long and is in the rural &#8216;zonas altas&#8217; of Santa Cruz. The area is believed by many to belong to the &#8216;Madeira Velha&#8217;, even though it is a five minute road journey into the centre of Santa Cruz. The road was originally only a short path then 13 years ago, it was widened to facilitate access to houses and agricultural land. For the past 13 years, every mayor has promised to asphalt it. There is a beautiful view over the bay and city of Santa Cruz. As the road is not asphalted, the land is purchased at a price lower than the normal market value, so in recent years there have been several new houses built there. They are licensed and have water and electricity services connected. A petition was delivered to the council in 2005 and another with 300 signatures three years later. The poor state of the road causes damage to vehicles and prevents access to agricultural land, as lamented by a 73 year old man who cultivates sweet potato, onions, beans and some fruit trees such as papaya and tangerine. The municipality said they would make it &quot;passable in the meantime&quot; while searching for an inexpensive solution. </p>
<p><strong>Câmara de Lobos unable to close cow farm.</strong> The farm in Vereda da Ribeira da Caixa remains active as sanitary rules have been met, despite previous pollution into a stream and the Praia do Vigário. There are now a few dozen cows and bulls in poor living conditions in a shed with a corrugated iron roof. The people living locally complain about the smell and noise at night. There have been disputes with the farmer and staff which involved the police at one stage. The local mayor admits that the situation is not pleasing to the neighbourhood but he has no power to license or cease operations.</p>
<p><strong>Court annuls trial.</strong> The Court of Appeal in Lisbon annulled the judgement of the Court in Funchal which sentenced a 31 year old mother to 16 years in prison for murdering her daughter with poisoned biscuits and juice when institutionalized at the Cecilia Zino Foundation. It was alleged to be &#8216;an act of selfishness&#8217;, &#8216;cold and ruthless&#8217; and not &#8216;true love&#8217; although the defence argued it was due to mental incapacity. The original trial was in November 2007, and in response to new evidence about the defendant&#8217;s liability, the Court of Appeal in November 2008 requested a new trial. The woman was interned at the Casa da Saúde Câmara Pestana but failed to abide by the rules so was sent to prison, where she is at present. The two psychiatrists are arguing that she suffers from a mental illness caused by previous relationship problems, preventing her from discerning good from evil and that you cannot fake a mental illness when you only try to kill your children when mentally disturbed. Their evidence is &quot;strong and credible enough to raise serious doubts about the liability of the defendant.&quot; </p>
<p><strong>Banana growers versus GESBA. </strong>Another allegation and counter-allegation saga, this time the banana producers versus the management board GESBA. The growers have a petition challenging the action of the management, but GESBA give an assurance that the sector is &quot;calm&quot;. The management said that in October there occurred an exceptional situation due to climatic conditions, when the production levels were equivalent to those in August, when the production is higher. This, coupled with the fact that it rained some days, meant that there was some delay in cutting the banana. When it was dry enough to use the machinery, they normalized the situation. The management explained that of the 2,800 producers, only a relatively few had complaints. They say their essential role is to manage the collection and distribution of the larger quantity of fruit produced in the summer and the lower amounts during winter months.</p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/191109/dn0401071301.jpg" /> Tivoli Madeira celebrates 10 years. </strong>Jardim highlighted the good quality Tivoli hotels, the excellence of service, particularly with regard to the five-star hotel in Funchal which yesterday marked 10 years of activity. <p><strong>Praia Formosa without sand and Toco waits.</strong> Both projects suspended.<strong> </strong>The document first presented to the public in 2004, for the period 2007/2011 stated, &#8216;Improvement of the entire seafront of Praia Formosa and leisure areas, contracting a study for the installation of an artificial beach and its construction, if technically and financially possible.&#8217; Another project in the &#8216;banho-maria&#8217; is Toco. The Government and the CMF are considering pursuing a public-private partnership to overcome legal impediments encountered. If this is legally possible, then interested private parties will have to be found.</p>
<p><strong>&#8216;Caso da mala&#8217;. </strong>&#8216;Case of the suitcase&#8217;. The defendants in this trial in Lisbon are António Preto, Jorge Silverio and Sobral de Sousa. António Preto is a PSD member suspended from the Assembly of the Republic, accused of tax evasion. Silverio and Sobral de Sousa were on the Board of the property firm Serbro. Sebro attempted to avoid paying 347,000 Euros IRC claiming wrong address. Instead of &#8216;Rua do Castanheiro nos 1 a 3, 8 &#8211; Funchal &#8216; the tax offices used the address &#8216;Rua do Castanheiro nos 1 a 38&#8242; and the claim is that the postman attempted to deliver a registered letter to the wrong address. The Court of Funchal have not yet decided on this case but if they decide to cancel the debt, it will weaken the prosecution&#8217;s &#8216;caso da mala&#8217;. António Preto was a lawyer to companies of Virgilio Sobral de Sousa. Sobral de Sousa was a PS councillor in Amadora. He was a partner of a firm accused of fraud in the issue of driving licences, selling &#8216;packages&#8217; to candidates in Madeira who went to the continent, with accommodation, for a guaranteed licence, for 4,000 Euros. During the investigation, telephone conversations were recorded between Preto and the leader of the PSD-Lisbon, detailing delivery of 39,956 Euros packed in suitcases to pay for his campaign. During this investigation in 2002, Preto was caught receiving a suitcase containing 25,000 Euros. This opened a second criminal proceedings and in 2005, Preto was accused of tax fraud and document forgery with suspicions of corruption. During a famous eavesdropping phone call, Preto was heard to say to Sobral de Sousa, &quot;I&#8217;m here to receive money, pal, as I have never seen in my life.&quot; <em><font color="#400000">Corrupt lawyers &#8230; whatever next &#8230; you&#8217;ll be telling me next Elaine that there are corrupt politicians as well &#8230; well I&#8217;ll be darned Preto is both &#8230; why bother with a trial! Der</font></em></p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" align="right" src="http://www.dnoticias.pt/digital/fotos/191109/dn0101320101.jpg" /> Air disaster occurred 32 years ago on the 19 November 1977. </strong>The Diário has a video interview with one of the survivors of the disaster when the flight TP425, a Boeing 727-200, plunged into the sea at Santa Catarina Airport with 164 people on board. The biggest disaster in the history of TAP caused 131 deaths. There were 33 survivors.</p>
<p><strong>Madeira classified as a destination of excellence.</strong> The World Tourism Organization has an institute, the CED, which has distinguished Madeira in 13 of the 15 parameters under evaluation for classification as a tourism destination of excellence. In all 15 parameters, the performance was above average. Six had a level of excellence, 6 a level of high performance and 3 had reached average.</p>
<p><strong>Police rescued a Madeiran trader kidnapped in Caracas for a week.&#160; </strong>The 41 year old was riding a motorcycle in Caracas when he was forced into a vehicle by armed men and kept in captivity for a ransom of about 160,000 Euros. The ransom demand was made to his wife. On rescuing him, three men were killed who the police claimed were the kidnappers but in a radio program, a woman claimed one of them was her son. The suspects are thought to have been involved in 28 kidnapping cases.</p>
<p><strong>Man attempts to rob a man leaving a pharmacy. </strong>In Nazaré yesterday morning, a man was leaving a pharmacy after collecting prescribed medications. A thief attempted to grab the bag of drugs but because he was ill, he just went away with the handles of the bag in his hand. There is a climate of insecurity in the area.</p>

It was through this that at least vice president Cunha e Silva and his family were there for their vaccinations. Also there are doctors putting their children and friends at the front of the queue before they set off for holidays abroad. </strong><em><font color="#400000">That&#8217;s today&#8217;s main news headline, but why? Did anyone really expect any different in the race for a limited supply of Gripe A swine flu medication. And this story is just the cases that have been discovered. Costa himself and his wife both held 40% of the shares, and the two children 10% each. The firm was created in April 2007, with a starting capital of just €5,000. In December 2008, company assets were stated as being around €300,000. <em><font color="#004000">Politicians in construction consultancy &#8230; stinks of a conflict of interest, especially for one that holds the very senior post of Regional Secretary responsible for &#8216;social assets&#8217;.<strong> But it is not illegal! </strong>It seems that now the company belongs just to the wife and two sons, which makes me feel so much better. <p>Sheila kindly sent me in an article, but as it may have copyright issues I have provided a link to it instead : &quot;Crisis in Portugal is mirrored in Madeira &#8211; Perhaps this article in the latest edition of The Portugal News will be of interest because some of the problems being faced in mainland Portugal (for instance unemployment and a lack of funds for animal care) are even more acute here in Madeira&quot;. <a href="http://www.the-news.net/" target="_blank">Institutions struggle &#8211; Thousands of families in Portugal have been left living below the breadline.</a> </p>
<p>Which leads on nicely to a letter I saw in the Diário on Friday, that brought a lot of responses from Diário readers. </p>
<p><strong>P&#8217;Neco – A letter from a</strong> <strong>dog</strong> :     <br />I&#8217;m an old dog, I am 14 years old. I&#8217;m happy, I have owners who really like me, who always gave me love and attention. But now I&#8217;m sick, I feel pain, I&#8217;m tired and my owners have little money. They took me to the vet, I was very well attended, my mistress was nervous, my master was sad and I just thought: &#8211; Do not be so sad I&#8217;ll will become well. </p>
<p>After the consultation I went home, I was already feeling better, but I realized that my owners were still anxious and sad. I finally realized why &#8211; they had little money and taking care of a dog is not easy. There is no assistance from anyone, no Health Centre to go to, as my owners have when they feel sick. Everything costs and is very expensive, and there are no reimbursements.&#160; </p>
<p>My owners have spent the rest of the money that they had to get through the month. They had to pay for the consultation, and it seems I need a special diet, I had to do tests, there are vaccines that I have to take &#8230; I have&#160; doggy friends in the same situation or even worse than me. </p>
<p>In the news, it is all about cases of abandonment, and bad treatment. But there are many good owners, like mine, that want to take care of their dogs, treating them, but that sometimes can only give affection that is not sufficient, as you must also have money.    <br />In the car on the way home, my mistress was crying because she knows that I&#8217;m older and that from now on I will need care and medication, and she will not be able to pay. </p>
<p>I realised that one of the options was to put me to sleep, because I&#8217;m old. But I do not want to die, knowing the grief that my owners are going to have to suffer to send me to be killed, just because they have no money to take care of me. My desperate mistress already said he did not want more dogs, because it was too painful to see us die without dignity. </p>
<p>A few days ago my neighbour, a dog called Bobby, heard his owner say that he wanted to have another dog, but to treat it right is very expensive, and that there is no public vet and nothing cheaper, and so it was better not to. Bobby was sad, he wanted company, because his owners go off to work all day and he is left alone. </p>
<p>We dogs are friends, loyal, playful, because there are no laws to protect us, and to help those who protect us. &#8211; <strong>Anabela Sousa</strong> </p>

<p><strong>Health Service and Electricity Company have liabilities totalling €985.2 million.</strong> The Regional Health Service at the end of the 2008 financial year had liabilities worth 484.6 million Euros, as calculated by the &#8216;Exame&#8217; magazine. Two-thirds (€323 million) were owed to banks and suppliers. The liability represented record levels of debt (126%) unparalleled at a company / institution level. The Regional budget paid 227.2 million Euros to the Health Service and profit was a negative 13.9 million Euros. With 101.2 million Euros in negative equity, it was technically bankrupt, as the cost-effectiveness of services provided was -7%. The service provides care in 3 hospitals and 54 health centres. The Electricity Company of Madeira had total liabilities of 500.5 million Euros. The firm owed 360 million to banks and 60 million to suppliers. It had an 18% increase in sales (171.3 million) and overall profit of 3.7 million Euros. Madeira had 5.8% of the 500 largest Portuguese companies, 20 of these were foreign-owned and residing at the International Business Centre. They were from Italy, France, United Kingdom, Netherlands and Brazil. Despite popular opinion that they are tax-free companies, they provided a large proportion of both corporation tax and IVA. &#8212;&#8211; <em>Lots of figures given which are meaningless to me and difficult to summarise. Der calculated the EEM had a debt of 5,000 Euros for every customer. The debt the health service is running up for each taxpayer must also be unbelievable. Is everyone living beyond their means? Sharp increase in taxes coming?</em></p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/071109/dn0401020101.jpg" /> More details about rescue exercise in Rabaçal. </strong>The Civil Defence and Armed Forces are performing a &#8216;Missing 09&#8242; rescue exercise on the 19th and 20th November in Rabaçal. To simulate the disappearance of a group of 15 tourists in Rabaçal and an accident involving a passenger bus on the road that leads to the Casa da Rabaçal. Over 100 people and 25 vehicles will be involved. There will be the Armed Forces, Emergency Medical Teams, Bombeiros and ambulances from 6 regions, PSP and GNR, SANAS, Forestry Police, Mountain Rescue and Canyoning Teams and Calheta Council representatives. Rabaçal is chosen as it is a tourist area where weather conditions can quickly change during the day, which tourists are often unaware of. On November 18th at the airport, the other rescue exercise will involve about 60 &#8211; 70 people, 10 &#8211; 12 ambulances and 2 Emergency Medical Teams. It is a collaboration between ANAM, Civil Defence and the Armed Forces. &#8212;- <em>Don&#8217;t have an accident on any of these days</em>.</p>
<p><strong>Veterinary clinics now only used in emergencies.</strong> Due to the economic crisis, the clinics are used less for prophylactic care and animals tend to be taken only when essential. The clinics occasionally have large debts run up by customers and offer phased payments to assist. SPAD also find people have problems paying, and sometimes ask for proof that people really are in the economic difficulties that they claim. </p>
<p><strong>Banks should finance Colombo&#8217;s Resort. </strong>Jardim has dismissed the Government&#8217;s responsibilities in the deadlock of continuing the financing of the work on Porto Santo. He said that the Government has nothing to do with investment and &quot;If not resolved as soon as possible, banks will have to explain to shareholders how they lost that money, so the only solution is for those same banks to finish the work and subsequently put in on the market.&quot; Talking about the resignation of the Director of RDP and RTP-Madeira, Leonel de Freitas, he said his departure should have happened earlier. He pointed to the divisive character that RTP-Madeira had assumed, violating some of the fundamental ethics of the media. &#8212;- <em>I think he is referring to RTP-Madeira not always reporting the Government in a favourable light. I think there were pre-election (interview) broadcast disputes.</em></p>
<p><strong>Chakras and energy in health. </strong>SESARAM sending 400 nurses on a training course on the &#8216;Consciousness of Being&#8217;. These training sessions (the human, scientific and religious grounds; fields and energy centres; principles of the universe, care, healing nursing) and particularly (chakras, mental and emotional issues, anatomical power to defend the self, self-esteem, willpower, follow our dreams, faith and knowledge, spirituality and devotion, among others) have led some to question their relevance, scientific status and priority over more scientific / technical training needed. Especially the seven universal principles taught (mentalism, correspondence, vibration, polarity, rhythm, cause and effect and karma). This theory of transpersonal nursing was developed by a Colorado University Professor of Nursing who is considered a pioneer in the study of nursing as a scientific discipline that unites rationality and sensibility. This training promoting a holistic approach is financed by the EU, supported by WHO directives and authorized by the Director of Nursing. It aims to humanize the health service as patients do not want to be treated as mere numbers. The &#8216;Consciousness of Being&#8217; serves to remind nurses that they deal with people and not the patient in bed X, ward Y. &#8212;&#8211; <em>I love the last sentence &#8211; do nurses really have to be taught this? Just thought the taxpayers would like to know what the €484 million debt they are financing is spent on. Evidence-based medicine? No mention of the cost of the course. (Wikipedia has a page on Chakra which is a concept from traditional Indian medicine. I am still no wiser and wonder if quality of care will improve after this course).</em></p>
<p><strong>260 have been treated for alcoholism this year. </strong>Treated at the Centre at the Casa de Saúde São Joao de Deus (hospital). The Unit has been functioning for 30 years and treated 7,000 to 10,000. The Director of the Hospital does not think that alcoholism is increasing in Madeira but there are more people seeking treatment and there is more attention given to treatment, recovery and rehabilitation. 18% of the patients are female and there are 20 beds. The Unit does not act alone but in conjunction with the regional network and the family have a key role. The Director of the Department of Mental Health, Luis Filipe, who also runs the unit, said that quicker and easier access is due to the recent formation of Community Mental Health Teams at the Regional Health Centres. More women are now asking for treatment possibly due to a decrease in stigma. A statistical analysis of the extent of alcoholism is presently being undertaken. He noted the help of the voluntary organisations, Alcoholics Anonymous and &#8216;Mão Amiga&#8217;. Alcoholism is decreasing amongst 40 &#8211; 50 years old as this age group has been targeted but increasing amongst young people who refuse to believe they can have a problem at their age. There will be an anniversary party for the Unit on December 2nd for 250 guests to celebrate those successfully treated. </p>
<p><strong>Increase in the number of insolvencies. </strong>A new Code of Insolvency came into force five years ago and there has been an increase in the number of bankruptcies. There have been 72 this year which is about 7 times more than in the Nineties when there were only 10 &#8211; 12 a year. There were 26 in 2008. The number of firms becoming insolvent are 7% of the number of firms created, which is a positive sign.</p>
<p><strong><img style="margin: 0px 0px 0px 10px; display: inline" align="right" src="http://www.netmadeira.com/noticias/2009/11/7/obra-publica-conspurca-frente-mar-de-camara-de-lobos/417994.jpg" /> Public works pollutes the seafront of Câmara de Lobos. </strong>Mud was being washed into the sea yesterday afternoon west of Vigario causing a brown discolouration. This was clearly seen from the Largo da Autonomia situated in front of the Town Hall. Diário reporters traced the origin to Council contractors who are building a wall in association with a new access to Ribeira da Alforra and Limoeiro. No one at the Council was available for comment.</p>

<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/071109/dn0401020801.jpg" /> Schoolchildren taught road safety. </strong>50 children in Câmara de Lobos participated in an initiative promoted by the Operation Life association. After a talk at the Police Station, they went to the promenade at Vigario where there was a test course marked out. There was a maze of signs, both marked out on the promenade and roadsigns, and different means of transport, ranging from bicycles, rollerblades and skateboards. This was also part of the social inclusion project called Radically Inclusive which is designed to channel the excess adrenaline that youngsters have.</p>
<p><strong>Assassination of Madeiran restaurant owner in Venezuela. </strong>A 44 year old man originating from Ribeira Brava was shot yesterday in his restaurant in Venezuela. Two men entered the establishment and repeatedly asked to be served by him, Jordan Teixeira dos Santos, mentioning his name several times. He was shot 14 times and it is thought to be part of a personal vendetta or Venezuelan &#8216;sicariato&#8217;. Complaints about insecurity are increasing in the country. </p>

<p><strong>Destination Madeira promoted in London. </strong>The World Travel Market is to be held at the ExCel Exhibition Centre in London on the 9 &#8211; 11 November. The UK is the largest market for tourists, increasing 26.4% last year but has sharply fallen since then. </p>
<p><strong>Cristiano Ronaldo is a fashion icon for the young. </strong>In his birthplace, Quinta Falcão in Funchal, the youngsters try to copy the way he walks, talks, hairstyle, earrings etc. according to the owner of the local billiard hall. They have difficulty buying from his store CR7 due to expense. A local hairdresser, who has Ronaldo&#8217;s mother and sister as clients, agrees. Ronaldo is also the Portuguese most imitated by young people worldwide and this began when he joined Manchester United six years ago and he has replaced previous idol Beckham. He is the &#8216;victim&#8217; of the publicity machine of that club that buys players for their skills and transforms them into icons that can sell millions.</p>

Also in other remote sites like Choupana. They fight until death to survive (exact translation). Confused, and wet to the bones, a little dog wanders amongst the parked cars at the miradouro of Rabaçal, in Paul da Serra. The fog was thick on that Thursday morning. The rain drizzled but was steady, soaking into the ground and leaving puddles here and there, and the animal ambled around in search of food, and for his owner who left him there to die. Further in front, on the road, the same scenario. The dog this time is bigger, seemingly a German Shepherd, hungry, soaking wet, staring and pleading &#8230; <em><font color="#400040">enough of that because does anyone really care? Will anyone head up there today to feed them &#8230; no I thought not, so there&#8217;s not much point in me continuing.</font></em></p>
<p><strong>Marítimo with attitude to confront Porto – Mitchel (Van der Gaag) scored in the last victory against the portistas. Good prognostic for this afternoon&#8217;s game.</strong> <em>I think I heard on the radio that it has been 6 years since Marítimo beat Porto, but this time I think&#160; Porto could struggle a little. <p><strong>Accounting Tribunal (Public Auditors) refuse explanations – The region asked the tribunal if it might explain the denial the approval of support for the TV series &#8216;Flor do Mar&#8217;. The tribunal says that it is already all clear.</strong> <em><font color="#400000">Clear it was, as even I understood without any mental effort at all, that the accommodation for the crew and cast of TVI (the series producer), was&#160; so costly that there should have been a tender organised. It&#8217;s called I believe ensuring effective use of public money, a concept that I think is totally alien to the Madeira government. Uncle Bertie and his crew of cronies are constantly breaking the rules on expenditure, and then always complain when the auditors criticise the action. Thank god we have the auditors, otherwise who knows what pockets would be lined and crazy projects endorsed without us ever knowing.</font></em></p>
<p>The main news headline today : <strong>Fishing fleet flees to the Azores – Already 14 boats and 250 fishermen are opting to labour in the neighbouring archipelago. They come to the dockyard of Caniçal yet pay the taxes there (?). They complain of lack of support of the regional government.</strong> <em><font color="#400040">Accompanied by a photo of two large fishing boats in dry dock, that clearly weren&#8217;t going anywhere. Lets hope these fishermen in the Azores don&#8217;t have the &#8216;Madeira taxi driver mentality&#8217;, or it will all end in tears for sure.</font></em></p>
<p><strong>&#8216;Wall of Shame&#8217; fell 20 years ago – On a night of liberty, canticles and hugs, the Germans reunited the country two decades ago. It was the 9th November 1989. A news item that the world commemorates tomorrow.</strong> <em><font color="#004000">Well the world will have to commemorate without me, &#8216;cos I couldn&#8217;t care less, and I doubt if most of the people who read this headline will change their day either. I will spare a thought for that poor little dog pictured above though, and wonder if he is still just about alive. That wall is just history. Yet another stupid chapter in the history of mankind. </font></em></p>

<p>(24th September). Today&#8217;s main news headline : <strong>&#8216;Câmara Of Santana Promotes [Staff] Continually -&#160; On the eve of abandoning the presidency, Carlos Pereira gives spectacular improvements to workers&#8217;</strong>. After 20 years in Santana, the president of the council is on his way out, out of favour with the PSD-M leader and president of Madeira, Alberto João Jardim. One of the favours has now put a subordinate on a higher salary than Pereira himself. He has promoted 3 staff seemingly just to give them a higher salary. It&#8217;s legal, but raises some policy questions. In January, Carlos Pereira signed an order to allocate €79 thousand of the council budget of 2009, for &quot;the purposes&quot; of Contracts, Careers and Remuneration. Of this €53,500 was for movements within pay scales of 55 council employees, and €10,000 was for performance bonuses. Normally movements in pay scales work on a points system, but a council president has the power to override this. Legal or not, the deals are to be seen as an appreciation of the president at the end of his mandate, and a &#8216;hot potato&#8217; left for his successor.&#160; </p>
<p><strong>&#8216;Customs Strike Opens &#8216;Green Route&#8217; In The Airport &#8211; Funchal Customs yesterday registered 100% participation in the strike. And there remain two days without control&#8217;</strong>. The three day strike started yesterday, leaving airport checks non existent in terms of customs activity. Two officers were on duty, in order to meet minimum service levels, but aside from that the strike achieved 100% participation. Airport baggage was going through unchecked, even that from &#8216;risk countries&#8217;. In the main offices in Funchal, just the boss, his assistant, two cleaners, and a telephonist were present.&#160;&#160; </p>
<p>The main front page photo today shows a group of cops on the move : <strong>&#8216;Police From Here Complain To Lisbon &#8211; President of the ASPP in Lisbon say that they are already receiving denunciations from the police of Madeira about alleged attempts to pressure by regional political powers&#8217;</strong>. The police complain to their trade union in Lisbon, but there is no documentation to prove the allegations that political power is being used to apply pressure. Paulo Rodrigues, president of the TU, says Madeira is not the only case, as other police forces in Portugal suffer similar pressure and political interference in attempts to control the police. He stresses that security is not a regionalized responsibility, and that it is therefore an area controlled by the Ministry of Internal Affairs (MAI), without any intervention permitted from the Regional Government. He cites as a very recent example, the order of president Jardim to the police, to stop the opposition PND political party entering Curral das Freiras, because he was attending an event there. &quot;It is for the police not to fall into the trap of giving in to pressure&quot;, and if they are victims of exploitation, the union recommends that they make a complaint. The National Election Commission (CNE), commenting on the same case said &quot;only for strict safety reasons that were concerned with public protection, could a political party be prevented from campaigning in a public place&quot;. A &quot;landslide&quot; could justify the conduct of the PSP in this situation, which, according to the PND, the party was prevented from campaigning in the Nun&#8217;s Valley. &quot;I do not think that [landslide] has been the case, since there was no report of the evacuation of the Nun&#8217;s Valley&quot;, he added. He said he had not yet received a formal complaint regarding this incident, but had so far received 17 complaints relating to the national elections to be held here on Sunday. He expects that number to triple on Sunday. As regards the local elections on 11th October, he said 114 complaints had been received, with the PS socialists heading the count as complainers. </p>
<p><strong>&#8216;School Bus Pass Scalds In The Country And In The University&#8217;</strong>. This has been already covered recently on this blog, and is about the disparity in costs of bus passes for students, which seem to depend on several factors: social standing (financially), distance travelled, and the need for crossing between different bus zones. </p>
<p>In football : <strong>&#8216;Shalke 04 Waves €5 Million At Rúben Micael &#8211; The exit of the Nacional player in December seems inevitable&#8217;</strong>. The German club has already made an offer for the star Madeiran, and he could be on his way in January. Bit of a tenuous link here though, as Shalke are being financed through sponsorship by Gazprom, the biggest company in Russia and biggest gas supplier in the world, who are also the major shareholder in Zenith St. Petersburg, the club that Nacional knocked out of the qualifying game for the Europa League. The boss at Shalke has already raided Nacional once. Micael has already had a whacking pay rise at Nacional to keep him happy, after a Spanish club offered him 14 times his salary at that time. Even so, a move in the new transfer window is inevitable, with a number of clubs interested. <em><font color="#004000">Perhaps this is a move in revenge for the Europa League result, at a price which is pocket money for Gazprom, and without Micael, Nacional&#8217;s chances in Europe look even limper than they already are.</font></em> </p>
<p>Madeira University has 47 student vacancies, 36 which were caused by students who were accepted for places but who didn&#8217;t register. </p>
<p><strong>&#8216;Caniço Is Going To Have A Garden And Sports Facility&#8217;</strong>. The problem of the lack of green areas and leisure in Caniço will soon be alleviated. The council of Santa Cruz has already secured the necessary investment to enable the construction of a city park, in the heart of the area. A considerable work, considered a priority by the current council president, and a &#8216;flagship&#8217; in the campaign of the PSD social democrats in the area. The park will incorporate various courts for ball games, a multipurpose court, a children&#8217;s park, parking for 200 vehicles, a small cycle path, a mini golf &#8216;space&#8217;, and a green area. The money for the work, €1.5 to €2 million, will be &#8216;publically&#8217; released next week, but the exact location of the park is still a closely guarded secret. The population of the area has escalated from 12 thousand to around 28 thousand, in just 8 years, and as one Diário reader, Dimitrios, says in the comments : &quot;After having transformed Caniço into one of the most horrible places in Portugal in terms of disorganised construction, only now they remembered to make a garden&quot;. <em><font color="#000040">I don&#8217;t think they even &#8216;remembered&#8217; Dimitrios&#8217;, as it can be no coincidence that the câmara and local elections are just over two weeks away. Still if the money has already been secured, maybe that will not now be the election winner that the PSD in Santa Cruz are hoping, and any party can now jump on the same &#8216;city park&#8217; bandwagon. </font></em></p>
<p>Gripe A swine flu has taken the first life in Portugal. The 41 year old man was actually an emigrant in France, on holiday in Portugal, but he died yesterday in a Porto hospital.</p>
<p><strong>&#8216;Service For Workplace Conflicts Already Received 12 Cases &#8211; The new body is a faster alternative for both trade unions and employers&#8217;</strong>. The Regional Service for Voluntary Resolution of Workplace Conflicts, was officially inaugurated yesterday, but even up until then had received 12 applications, 8 of which have been dealt with. The objective of the body is to resolve workplace problems without legal recourse. The service, which seems to be based on arbitration and compromise, can also refer cases to the courts if they remain unresolved, and can issue certificates of exemption for the court costs. </p>
<p><em><font color="#400040">Some leftovers from yesterday, which was a huge newspaper :</font></em> </p>

The last of yesterday&#8217;s headlines : <strong>&#8216;Induction For The Rookies Starts Parties And Gatherings&#8217;</strong>. The &#8216;newcomers&#8217; are already in the initiation routines, and between games and war cries the new students integrate themselves in the usual manner&#8217;. &quot;The initiation has been quite good fun, and is not bad as many people think, we have our rights and duties&quot;, says one new students about the initiation of new students in the University of Madeira. The initiation period lasts a month, and aside from the fun element, is supposed to welcome the newcomers and make them feel comfortable in UMa with their new colleagues. on 14th October there is then a &#8216;baptism&#8217; ceremony. </p>
<p><strong>&#8216;Government Order To Regulate Determination Of Career Progression &#8211; Teacher&#8217;s Union accuses the Madeira government of frustrating the expectations of teachers&#8217;</strong>. President Jardim had promised changes in the rules for teacher career progression, following the national changes that based progression on teacher evaluations (where Jardim bypassed the national scheme, by automatically giving all of Madeira&#8217;s teachers a blanket rating of &#8216;good&#8217;). Jardim criticised the national scheme, and said Madeira would be different, promising career progression. In effect what Jardim did froze the salaries of the teachers, leaving them untouched now since 2005.&#160; </p>
<p><strong>&#8216;Foreign Doctors To Fill Gaps &#8211; The health service is considering hiring a Polish anaesthetist&#8217;</strong>. While there is still a shortage of doctors in some specialties, the Regional Health Service SESARAM may resort to foreign professionals. Miguel Ferreira, clinical director of SESARAM, has already announced the appointment of a doctor from Venezuela. The possibility of using more foreign professionals to fill gaps is a situation to consider in individual cases. &quot;We can not hire 15 or 20 foreign doctors because we have to think of those internally who are currently doing the specialty&quot;, he added. Odd to hear that Madeira is actively seeking foreigners, well nearly. <em><font color="#400000">Must mean that all the political cronies already have their offspring employed in the top jobs, or is it that the hospital chief thinks that a spotty orange-tinted brain surgeon is just a step too far. </font></em></p>
<p><strong><img style="margin: 0px 0px 5px 20px; display: inline" align="right" src="http://www.servitasdefatima.org/uploads/mensagem/imagem_peregrina.jpg" width="152" height="240" /> &#8216;Image of Our Lady of Fátima in Madeira&#8217;.</strong> On the 12th October the Diocese of Funchal will receive the Pilgrim Statue of Our Lady of Fátima, where it will stay until the 18th, before going around to some of the other major towns, on a tour that will run through until May. Fátima is the home of the shrine called the Basilica, built to commemorate the events of 1917 when three peasant children claimed to have seen the &quot;Virgin of the Rosary&quot;, Our Lady of Fátima. <em><font color="#004000">It was and still is a very important religious event in Portugal. Unfortunately the original photograph of the statue that I saw has now disappeared, but I managed to find another one to satisfy ones curiosity. </font></em></p>

<p><strong>&#8216;Number Of Cases Of AIDS Grows On Madeira&#8217;</strong>. The president of the association &#8216;Abraço&#8217; announced the fact without giving any definite numbers. The charitable organization that supports AIDS / SIDA sufferers is trying to raise €500,000 to open a new support facility through a national campaign to collect and sell waste copper. The building has been made available in Rua da Carreira by the regional government, but a lack of funds has prevented the reconstruction and adaptation for 3 years now. Electrical cables and wires, telephone chargers, and computer parts containing copper can be donated through Dolce Vita shopping malls and Post Offices. </p>
<p><strong><font color="#ff0000">UPDATES :</font></strong></p>
<p><strong>&#8216;Magalhães Not Finished&#8217;</strong>. The project to provide mini laptop computers to school children throughout Portugal is to continue. The announcement by the Minister for Education said the decision has been made, regardless of the election results on Sunday. Over 400,000 children already have the computers, which as well as serving as a teaching / learning aid, gives wireless internet access, and also allows the possibility of remote teaching in case a school is temporarily closed, or a child cannot get to school. </p>
<p><strong>&#8216;Construction restricted by falling demand &#8211; The engineering works are the only ones to record a positive change&#8217;</strong>. A spokesman for the national Federation of Construction said that housing construction in Portugal had fallen 25.3% in comparative quarters in a year. Unemployment from the construction industry was up 77.3% between July 2008 and July 2009. </p>
<p>A Cooperative in Portugal will next week launch internet shopping. Customers will be able to order their groceries on-line and have them delivered to their homes, with a minimum order value of €25 . The website is here, but it is not functioning yet : <a href="http://www.coopbeja.com" target="_blank">www.coopbeja.com</a> <em><font color="#004000">I will be looking again on Tuesday, to see if they deliver to Madeira, but somehow I think not. Anyway, it&#8217;s a good sign (perhaps) of things to come. </font></em></p>
<p><strong>&#8216;Portuguese Economy Should Contract 4% &#8211; The estimates of Standard &amp; Poor are not very cheering for the national economy&#8217;.</strong> The &#8216;rating&#8217; agency also said the economy would contract 1.2% in 2010, owing to the continuing effects of the financial crisis and weaknesses at home. The report stresses that external competiveness is particularly weak, that levels of investment are stagnant, and that the private sector is highly geared. <em><font color="#000040">Well I need a new TV, so that might help a bit, and the freezer broke last down month too, but that will have to wait until I can pluck up the courage to look inside. Anyway, I wouldn&#8217;t take much notice of anything produced by a company called &#8216;Standard &amp; Poor&#8217;, as if it was any good at what it was doing it wouldn&#8217;t be &#8216;standard&#8217; or even worse &#8216;poor&#8217;, now would it? I am think of starting a new venture next week, along the same lines, writing reports about country&#8217;s economies and finances, the name I have in mind is &#8216;Jolly Decent Yet Far From Rich&#8217;, and I reckon I can have S &amp; P out of business in a month. Anyway, I just rolled the dice, and I predict the Portuguese economy will grow 18% next year (6 + 6 = 12, then a free roll for a double, 1 + 3). I can only do positive forecasts mind, as I don&#8217;t have any dice with negative spots, so Americans, Brits and Spaniards, you are unfortunately beyond help. </font></em></p>

			<content:encoded><![CDATA[<p>(25th June). Not much doing on today&#8217;s front page, so just a brief summary, but some better stuff inside I think, so some here and some later. </p>
<p>Today&#8217;s main news headline, in three parts : (1) <strong>&#8216;Fairs Agitate East &#8211; Machico Council ordered the closure of the fair of the Commercial &amp; Industrial Association. In the opinion of the câmara president it lacked quality. The association and the trades are in commotion, but the counsellor insists the &quot;We have this in Santo da Serra&quot;&#8217;</strong>. The matter has divided politicians, businessmen, and the social democrats in the area. The fair was supposed to continue until September, but the council president disconnected the electricity supply and took all the stands off the promenade, saying that the event lacked quality and dynamics, and likened the event to the Sunday market in Santo da Serra. </p>
<p>(2) <strong>&#8216;In neighbouring Santa Cruz, the traders are also upset because the council refuses to give space for the traders stands or caravans in the festivals of the region&#8217;</strong>. Ten traders were asked to leave by the council, that ruled there is insufficient space. The traders claim they have been discriminated against in times of crisis, and complain they were not notified that their trading permits had been refused. As a result their income is going to be badly effected. </p>
<p>(3) <strong>&#8216;A different situation in Funchal, where vandalism with fire makes life hell for the firemen on the night of the festival of São João&#8217;</strong>. Fires on wasteland, smouldering wood and other materials, kept the firemen busy at night in Funchal. The first call was an overbuilt barbeque fire in Nazaré, the second a wasteland fire where around 60 square metres were consumed, then a pile of wood from pallets on a public highway. The fifth and final fire was in a waste container in Santo António. </p>
<p><strong>&#8216;Almada Leaves The Meeting And Leaves The Doctors Without An Answer- The trade union asks doctors not to work overtime beyond the weekly limit&#8217;</strong>. The council of administration of the regional health service (SESARAM) met with doctors yesterday to clarify working hours and matters of overtime. It seems the discontent of the doctors heated the meeting, resulting in the administrator Almada Cardoso leaving the meeting without dealing with the issues at cause, with the doctors booing his attitude, rekindling the hostility between the two sides. He said he left because he had other commitments. Anyway, the dispute caused by changes in working schedules, working hours, and the underlying issue of budget cuts, has now resulted in doctors being asked to &#8216;work-to-rule&#8217;. </p>
<p><strong>&#8216;Works Of Rigo In France, the United States, and China&#8217;. Starting on 15th July in the museum of New York&#8217;</strong>. The Madeira born artist Rigo is to display his art in the places mentioned. He has lived in San Francisco for decades, and his art medium is plastic. </p>
<p>The front page also covers the confederations football cup, expressing surprise that the USA beat Spain to get to the final on Sunday, and will meet either Brazil or South Africa (both teams being of interest here on Madeira). </p>
<p><strong>&#8216;Police Detain 29 Individuals In An Extraordinary Operation &#8211; The regional command initiates 22 operations in the space of 24 hours&#8217;</strong>. The Public Security Police (PSP) also identified 32 other people, in a series of operations involving arrest warrants for drug trafficking, drink driving, and other offences, and in the process found a small amount of heroin. The &#8216;swoop&#8217; took place on 19th June as part of a national strategy. The operation included vehicle checks, and of 388 drivers tested for alcohol, 45 were found with excess of 0.5g per litre of blood. 12 vehicles were also seized. 147 police offers were involved in the operation that focused on sensitive zones, around schools, public transport interfaces, and night time hot spots.</p>

The Electricity Company of Madeira (EEM) are banking on the new units to deliver around 300GWh to the island every year. They will have their own building in Socorridos called Nave III. The justification for the expenditure has been increasing demand, but also the need to maintain standards of safety and reliability. The existing equipment has had over 120,000 hours of operation, and at 30 years old is nearing the end of its useful life. <em><font color="#400000">I couldn&#8217;t translate the word ELECTROGÉNEOS but I was guessing that we are talking about some type of generator, but why would a generator on it&#8217;s own make less pollution, so it must be units that include motors and generators, and indeed steam turbines are mentioned. The units run on either oil or natural gas, and I naively thought that we were were trying to move more to renewable sources, which we have in abundance in the form of water, wind, and waves.</font></em></p>
<p><strong>&#8216;Social Housing With €9 Million In Overdue Debts &#8211; There are 803 debtors, beside the 358 tenants that are paying through liquidation arrangements. Others ask for rent reductions&#8217;</strong>. A recycled news story from a couple of months ago. There are 100 cases pending through the courts against tenants in arrears. The debts have been accumulating since 1978 when the government of Madeira developed new social policies, through what is a type of housing association (IHM). The value of €9 million includes arrears, interest and fines. An additional problem is that many families are totally unstructured, and don&#8217;t produce the necessary documents to enable the correct calculations and distribution of the rent due, often resulting in higher payments than should be necessary. Those who don&#8217;t pay are limited to action allowed by law, and that normally means that there are no reprisals other than to take steps to recover debts through the courts. IHM are also facing many more requests for rent reviews, where people are earning less or someone has lost their job, a situation which can take the rent down to as low as €20 a month (5% of the minimum wage). </p>
<p><strong>&#8216;Sacked Doctor That Refuses To Be Sacked &#8211; Different explanations for the exit of Henriqueta Reynolds the director of the anestesia service&#8217;</strong>. She was effectively fired yesterday by her boss and says she was &quot;invited by the clinical director to resign&quot; because he felt she was not achieving the goals he felt were important, but having a clear conscience on the work she has been doing, she decided not to go. Her boss said she did agree, and that her replacement had already been agreed during the conversation. </p>
<p><strong>&#8216;Francisco Jardim Ramos Available For Dialogue With Doctors And Nurses &#8211; Regional Secretary for Social Affairs tries to minimize complaints about the health service management stating that any change always causes dissatisfaction&#8217;</strong>. He met with the leader of the trade union that represents doctors yesterday, and told him that many of the changes taking place were national issues, and were not the doing of the Madeira management. He denied that there is widespread discontent amongst doctors and nurses, and said that the changes being made were to improve the service being given &quot;taking into account the costs that it incurs with the provision of health care&quot;. Very delicately put Sir, and it&#8217;s true that changes always cause dissatisfaction, especially cost cutting changes. </p>
<p>Francisco Jardim Ramos also commented on the mosquito problem, and admits that the recent weather changes will provide well for the development of the mosquito &#8216;Aedes aegypti&#8217;, especially with the recent rains. The regional secretary for social affairs has prepared a program to prevent and combat the pest that will cost €400 thousand Euros. </p>

The rally continues today, with the completion of eight special tests on a new track&#160; that is worrying drivers and spectators because of the high population density in some parts. </p>
<p><strong>&#8216;Sound System Makes Racket In Ribeira Brava &#8211; The council agrees to a grant for the church, but the PS counsellor Rui Caetano, claims there are higher priorities&#8217;</strong>. There seem to be two stories intertwined here, but the PS counsellor Rui Caetano is furious that Ribeira Brava council supports giving a grant to the church at Campanário, that is currently undergoing a costly work of restoration and reconstruction. The new financial support is for a sound system costing €27,000. Socialist Rui says it is a scandal that the priest in Campanário is more concerned with a public address system than with the effects of the crisis that affects many families in his parish. &quot;People are starving&quot; and can&#8217;t even manage to pay for medicine he said. The response of the social democrat president of Ribeira Brava council admits the existence of higher priority needs, but justifies the expenditure as of &quot;spiritual significance&quot;. <em><font color="#400040">That is so weird that last statement, I went back and double checked the translation elsewhere just to be sure. The issue of support for non-essential organisations here is something I have trouble comprehending, for example the huge amounts of money and other support given to Ribeira Brava football club. Surely expenditure of council funds has to either benefit the population of the area as a whole, or go to help the most needy, well before organisations such as sports clubs and the church get a handout (although I do recognise that funding sports clubs does have other beneficial spin-offs for the population as a whole). </font></em></p>
<p>(19th June). <strong>&#8216;Race For The Barracas For São Pedro &#8211; Sellers invest thousands of Euros for three days of guaranteed business&#8217;</strong>. Despite the crisis and the competition, more and more sellers are after the 100 or so spaces to erect their barracas (street stands) for the 3 day event. The base price for a prominent bbq space is €100, but bids in Monday&#8217;s auction for &#8216;food and drink&#8217; stands went as high as €800 for top spots on the beach. Street sellers with the usual souvenirs, sweets, and plastic stuff from Korea etc. have to pay €4.71 per square metre per day to the council. </p>

Today&#8217;s main news headline : <strong>&#8216;Doctors Badly Treated &#8211; &quot;The doctors of Madeira are being pushed into the conflict&quot; complains the the Independent Trade Union, that is going to complain to the authorities&#8217;</strong>. The good relationship that has always characterized the dealings between the Health Service of Madeira (SESARAM) and doctors who work there no longer exists, says the general secretary of the trade union that represents them, who was on Madeira on Monday for a meeting. At the &#8216;full house&#8217; meeting, the first in many years, doctors showed strong discontent with the current employment situation and the way that SESARAM is being managed. &quot;The professionals are now dealing with labour problems, something that they never had before. The doctors are being pushed into the conflict&quot; said Carlos Arroz in an interview with the Diário. He explains that there is a climate of intimidation and hostility, caused by a change in the basic philosophy of the administration of SESARAM, that is now becoming dominated by financial issues. The issue is changing doctors working hours, and overtime, without consultation with them. The union leader admits that with the current climate and demands, and without resorting to striking, the doctors of Madeira will &quot;down their arms, from now on working &#8216;by the book&#8217; &quot;. Arroz has a meeting arranged on Friday with the Secretary for Social Affairs, Francisco Jardim Ramos, to discuss the matter, and he hopes that the situation is resolved in the best way for Madeira. </p>
<p><strong>&#8216;Social Centre In Risk Of Closure &#8211; The &#8216;Casa do Povo&#8217; (House of the people) in São Roque in Faial is not able to pay for its staff salary. Elderly have already complained&#8217;</strong>. The centre is in danger of closing at the end of this month if money isn&#8217;t found. Appeals for help to the Social Security Centre, the Regional Directorate of Rural Development and the Municipality of Santana, have been ignored. Around 25 elderly people use the centre every day. </p>
<p><strong>&#8216;Portuguese Exam Easier Than In 2008 &#8211; Students at Jaime Moniz school were visibly satisfied with the first national exam&#8217;</strong>. It started at 9am and finished two hours later yesterday, but students seemed happier, as Saramago stayed in the drawer in this years curriculum, and out came Sttau Monteiro instead (presumably writers?). One teacher at the high school said that the exam was easier this year, but the pupils still need to be more attentive, and that some lost points in multiple choice questions. <em><font color="#400000">Multiple choice questions in national exams!, these kids don&#8217;t know they were born. It wouldn&#8217;t surprise me to read next week that they have calculators in maths exams, and dictionaries for foreign language exams. </font></em></p>
<p>The market for jewellery, including watches, on Madeira has grown 25% over recent years according to a study. Over €20 million a year is spent on such purchases, almost equivalent to the expenditure of a market 4 times larger. Madeira has around 80 such shops, but they sell as much in value as cities like Braga and Sétubal, that have 300 such outlets. Nationally the market is worth annually around €400 million, and in 2008 grew about 1%. </p>
<p><strong>&#8216;Coral Music In Machico &#8211; Training marks the 15th anniversary of the House of the People&#8217;</strong>. The show is at 6.30pm on Sunday with the involvement of the 5 &#8216;Casas do Povo&#8217; of the region. Coral music, sounds like heaven, the chinking of chilled brown bottles, dripping with condensation. <em><font color="#004000">Or did they mean CHORAL? Fancy having the same word for beer, sea coral, and for matters pertaining to choirs, someone could get confused and ended up very disappointed. Imagine : Phone rings : &quot;Der, there&#8217;s a Coral do on in Machico tonight, fancy coming?&quot; </font></em></p>
<p>An Easyjet flight destined for Madeira on Monday night, was diverted to Porto Santo. Bad atmospheric conditions at Madeira Airport were responsible. </p>
<p><strong>&#8217;224 Companies In An Hour Created Up Until May&#8217;</strong>. A &#8216;Company In Hour&#8217; is the system set up three years ago to allow entrepreneurs to cut out much of the expense, wasted time, and bureaucracy associated in starting a limited company. From 1st January until 31st May, 224 such companies were established through the &#8216;Loja do Cidadão&#8217; in Funchal, many were in the hotel and restaurant sectors (18.3%). The process of creating a new company last month took between 22 minutes and 2 hours 33 minutes, an average of 43 minutes. In 2006 it was taking an average of 1 hour 22 minutes to do. <em><font color="#400040">The Diário believes that with so many new companies being established it may be an indicator of growing confidence, but I am a pessimist at times and would label it more as a symptom of high unemployment. </font></em></p>
<p><strong>&#8216;Hotel Revenues Fell 14% And Night&#8217;s Occupied By 10.8% In The Period January To April &#8211; Madeira and Lisbon register the biggest falls&#8217;</strong>. Revenue in Portuguese hotels fell to €426.6 million in the first four months of 2009, compared to the same period last year, it was announced yesterday by the National Institute of Statistics (INE). In April on its own, the hotel receipts were €144.9 million, a fall of 7.9% against April 2008. The number of nights occupied with guests fell for 7 consecutive months, until last month when the &#8216;Easter effect&#8217; delivered a 2.5% increase, mainly due to Easter being in March in 2008, and the promotions and campaigns that stimulated extra customers. However, the revenue was still down, by 18% in Lisbon, and 10.4% on Madeira, and these two areas represent nearly half of this source of income. </p>
<p>70% of the tourists that book hotels in Portugal are still made up of 6 major contributors : The UK, Spain, Germany, France, Holland and Italy. Visitors from Spain have more than doubled their consumption of hotel beds, in particular through an Easter preference. However the biggest declines in hotel use are from the Italians, The British, and the Dutch.</p>

			<content:encoded><![CDATA[<p><strong>Qualifying For Free Health Care Under The Portuguese Health Service.</strong> </p>
<p>If you are resident on Madeira, you are entitled to make use of the health service and enjoy the same benefits &amp; standards of health care as a portuguese citizen with doctors &amp; health centres. However, in order to obtain residency it has been necessary in the past to demonstrate that you already have medical protection in this respect, but you will be told this when you apply for residency at the <a href="http://www.sef.pt/" target="_blank">Serviço de Estrangeiros e Fronteiras</a> in the Loja da Cidadão, in Funchal. If you use the website link above you can click a button to see the english language version. </p>
<p>Once you have residency, any need for health and medical insurance becomes optional, as you can then apply for your medical registration and &#8216;health card&#8217;. Depending on your working circumstances, you may also need to show that you are registered with your local social security office (Segurança Social) and pay national insurance contributions. </p>
<p>There are cases where applicants have gone to their local health centre and been issued a &#8216;health card&#8217; showing no more than their passport, and have seen a doctor that same day. </p>
<p>Anyway, however you manage it you will end up with a card called the &#8216;Cartão De Utente&#8217;, which will hold medical information about you on its magnetic strip, or you may be issued with a substitute document. Once you have registered you are covered (even if you have been issued with a temporary document), and you can then seek help or treatment from registered doctors at any of the health centres or hospitals on Madeira. The card will also entitle the owner to discounts on prescription medicines. </p>
<p>If you are unable to obtain the registration, particularly if you are waiting for your residency permit, then you will need to have a medical insurance policy to cover you. As a traveller, you can use the European Health Insurance card (formerly the E111) obtained in your own county, or use your travel insurance policy to deal with any emergencies, and in addition, some countries like the UK have reciprocal agreements with Portugal for assistance and treatment of each others citizens. This will cover any emergency treatments in health centres and hospitals. </p>

<p><strong>Health Care Standards</strong> </p>
<p>Unless there is something to compare with, it&#8217;s hard to make comparisons, but feedback from people who have used the Portuguese health service has been pretty positive in all respects. Of course each hospital or health centre has good days and bad days, but the bad days are apparently few and far between, and it is fair to say that Madeira provides a very satisfactory medical service, that would compare well with the top european countries. </p>
<p>However, Madeira is a small island, and health problems of very specialised natures may not be familiar to the doctors here, or they may not have the equipment, hospitals or facilities to deal with particular specialist problems. In this case, if you are properly registered in the health care system of Portugal, you may be sent to the mainland to receive consultations or treatment, with nearly everything organised and paid for, including a meal allowance (€18 per day). Flights will be prepaid, but taxis to the airport will not be fully reimbursed for example (75%). If going to the mainland, you have an option to take a companion to help you as necessary. Normally an administrative and help contact is provided in your city of destination, so you can phone at any time for advice and support. </p>
<p>Doctors on Madeira may be reluctant to send foreigners to Portugal, so if necessary you should insist, and as a last resort complain. </p>
<p>Of course some things are done differently than elsewhere, and there have been adverse comments about food quality, hygiene issues, and lack of privacy.. </p>
<p>&#160;</p>
<p><strong>How The Health System Functions</strong> </p>
<p>The hospitals on the island are located in Funchal, but major towns have their own Health Care facilities, and even some smaller towns have some facilities, known as the &#8216;Centro de Saude&#8217;. The health centre, depending on the size, will have a number of medical staff (médico/a = doctor, and enfermeiro/a = nurse). If you are making a routine visit, or are well enough to travel yourself, then you should go to your nearest &#8216;Centro de Saúde&#8217; and report to the reception (if there is one), needing only to take your &#8216;Cartão de Utente&#8217;. If you don&#8217;t have one, take your European Health Insurance Card, or your health insurance policy, and also your passport (and Residency Permit if you have one). If you don&#8217;t have any protection, it is likely you will have to pay for any treatment. </p>
<p>You will need to wait until a doctor is available to see you, and if he cannot treat you, then it may be that you will be referred or transferred immediately to a hospital. Most doctors speak english very well, so a good dialogue should be possible. The doctor may give you a prescription to obtain medicine, which you will need to take to a chemist. If you need a repeat prescription, ask the receptionist at the &#8216;Centro de Saúde&#8217;, if possible show a copy of the previous certificate. </p>
<p>In the larger &#8216;Centro de Saude&#8217;, you will find facilities to deal with accidents and emergencies as well as the more routine problems and illnesses, and doctors will be available for longer hours. </p>

<p><strong>Private Medical Insurance</strong> </p>
<p>If you don&#8217;t have the entitlement to use the Portuguese Health Service free then you need to ensure you have one of the other forms of protection previously mentioned. If private medical insurance is the only option open to you, for example as a non EU citizen, then you should keep it valid and present any documents at the request of medical staff. </p>
<p><strong></strong></p>
<p><strong>Private Doctors</strong> </p>
<p>Private Doctors and Specialists are plentiful on Madeira with over two whole pages in the yellow pages in the telephone directory under &#8216;Médicos&#8217;. You should enquire about the cost before you agree to have treatment done. </p>
<p><strong></strong></p>
<p><strong>Ambulances</strong> </p>
<p>You should dial 112 if you need an ambulance in an emergency, or find a listed number here bearing in mind you may be talking to the fire brigade, who provide ambulance services. Ambulance journeys can be chargeable, so if you can find your own way it may be quicker and cheaper. Road accident attendance are normally charged to the policyholder to reclaim on their vehicle insurance. </p>

<p><strong>Dentists </strong></p>
<p>Dental care falls outside of the Portuguese health system, so you will always need to consult a private dentist, and their services are not cheap, a fact supported by the fact that a great many Madeirans never go to the dentist, or only in the event of an emergency. You should ask the dentist about the cost before you agree to have treatment done. You will find over 30 dentists in the yellow pages of the telephone directory listed under &#8216;Médicos &#8211; Dentistas&#8217;. </p>
<p>&#160;</p>
<p><strong>Opticians &amp; Eye Care</strong> </p>
<p>Opticians are plentiful on the island, with a shop or more in most large towns. You need to pay for everything, as they operate outside the Portuguese health system. You will probably find them very helpful if you need a screw replacing in your glasses, but if you need to buy new glasses then you might find them comparatively expensive against prices in other countries. It is possible to have an eye test and then use the prescription to order glasses on the internet or use the same prescription in another country. Likewise, it is possible to see an optician in another country to obtain a prescription and use it on Madeira. You will also find over 20 opticians in the yellow pages of the telephone directory listed under &#8216;Oculistas&#8217; and several opticians advertise in the daily paper &#8216;The Diário&#8217;. </p>

<p><strong>Chemists /&#160; Pharmacies</strong> </p>
<p>Chemists / Pharmacies are well represented across the island, with around 100 listed in the yellow pages and a presence in most towns, the shops with the green cross outside. If you have a minor ailment or just need some advice, your local &#8216;farmácia&#8217; may well be a good port of call, as the staff are well trained and helpful, and are able to recognise most medicinal products you may be familiar with. Chemists / pharmacies also carry large stocks of non prescription items. </p>
<p>Many chemists / pharmacies open in the evening, some until late at night, and there are even 24 hour chemists / pharmacies. The <a href="http://www.yellowpages.pai.pt/" target="_blank">YELLOW PAGES</a> directory on-line may help. </p>
<p>Prescriptions are issued by doctors in the health centres and hospitals, and this is taken to the pharmacy. If you have a &#8216;Cartão de Utente&#8217;, present that also, as it may earn you a discount on the marked price. Often the medicine prescribed may have a much cheaper generic alternative, but the pharmacist is not permitted to make a substitution. It is often worth asking for an generic alternative, as it may be available without a prescription. </p>

<p><strong>Tax Concessions</strong> </p>
<p>Medicines and many medical expenses are tax deductable for tax payers in Portugal. Ask for and keep any receipts safe. Also medical insurance is a allowable tax deduction. </p>

<p><strong>Complaints</strong> </p>
<p>&#8216;ORDEM DOS MÉDICOS&#8217; &#8211; This is the governing body covering doctors and medical facilities and specialists. You can contact them if you have a complaint about medical personnel, services and facilities on Madeira. </p>
<p>Complaints about public health institutions, including hospitals and health centres should be directed to the regional health administration office if they are unresolved at the point of origin.</p>

<p>At this stage, this is only for complaints on matters of health care, but the principle is good, and hopefully it will extend to other areas. It&#8217;s certainly a lot easier than doing this in the environment where the complaint was incurred. The form is in Portuguese, but is not too hard to understand with the help of a dictionary.</p>
