Unfortunately the economic crisis did not hit Madeira Island as it should and money is still being spent on the worst things… One of Madeira’s Important Bird Area (IBA) is being destructed for the construction of another unprofitable (the 3rd one already!) golf course… Ponta do Pargo is the westernmost tip of Madeira island and it was a very good spot for bird watching some of the endemic birds as Berthelot’s Pipit, Rock Sparrows and Spectacled Warblers but also for migrant birds where Stonechat, Wheater, Woodchat Shrike, Lapwing, Golden Plover, Hobby, Peregrine Falcon, Buff-breasted Sandpiper were some of the species already recorded there. Custody for suspected drug trafficker – The cocaine seized could yield close to 126 thousand Euros if it were to be sold on the street. A man of 33 years, of foreign-birth, is in custody in the Prison of Funchal (EPF) after being caught by the Judicial Police (PJ) last Tuesday with 5,070 individual doses of cocaine. The arrest, revealed yesterday by the coordinator of the Criminal Investigation Department of the PJ in Funchal, Ricardo Silva, was made in Madeira International Airport, where the individual, who is originally from an African country, landed on a domestic flight. "From the prevention investigations carried out, we collected strong evidence that culminated in the seizure of 5,070 individual doses of cocaine, carried inside the body, which was aimed at being trafficked in the Autonomous Region of Madeira," said the Judiciary in a statement. The man was taken to the Hospital Dr. SMF Mendonça, where the drugs – valued at around 126 thousand Euros – were withdrawn from his body. This was an isolated situation, which is not related to other investigations of the PJ, which has already prevented about 10 thousand individual doses of drugs – heroin, cocaine and cannabis – from arriving on the streets of Madeira. The numbers given are not read as indicators of increased consumption, but with a more effective police force and the dwindling supply of drugs in Madeira.

Aldo Lima takes ‘stand-up comedy’ to Chega de Saudade. It is an initiative of solidarity that brings Aldo Lima to Madeira. The comedian presents a show of ‘stand-up comedy’ this Friday at Chega de Saudade. The event will help the earthquake victims in Haiti and will also feature live music and dj’s. According to Chega de Saudade, there will be no entrance charge at the door, so it is through the consumption at the bar that the money will revert to the AMI.

Jewellers feel unsafe and make their own security patrols. There have been a number of robberies on jewellery shops in the centre of Funchal despite alarms, surveillance cameras and reinforced doors and windows. The shop owners complain about the low police presence on the streets at night and at weekends and visit their shops several times to inspect the premises. Most of these jewellers are uninsured against burglary because of the expense, conditions imposed and not many companies will provide cover due to the high risk involved. Most of the robbers are not caught or items recovered. The target of robberies at these shops and private residences are gold items as the price is high because of global demand.

MADEIRA

Work at Jardim da Serra moving ahead without a budget. The Parish Council of Jardim da Serra has draft plans for the renovation of the Quinta Leonor but have not costed the project. This building belongs to the Region but has been assigned, on a temporary basis, to this Parish Council to be used in a project for the development of socio-cultural research and agro-forestry. It is thought to be a potential use of community funds and will also need private and public investment. 4,000 square metres of land in the Sítio da Fonte Frade, practically opposite the School of Jardim da Serra, are included in the plan. This project is of public interest as it concerns the development of rural communities, the development and promotion of farming and regional products and the social, economic and cultural role of farming. There will be three areas of work: preservation of ethnography, preservation of biodiversity and rural tourism, leisure and education.

Over €58 million spent on medicines. During 2009, Madeirans spent more than 58 million Euros on medicines and pharmaceuticals, buying 6,700,000 units (packages). There has been a decline in the amount spent since 2007 despite more units dispensed in 2009. The explanation is the decrease in prices ordered by the Government of the Republic and generic medications accounting for 9% of those bought. There is still a lot of self-medication and Infarmed (government organization) warn of the dangers of buying over the Internet as there are many illegal sites. They produce a list of approved sites on their website: APPROVED PHARMACIES.

Giga Park continues in Ponta do Sol. A smaller version of the Christmas entertainment park will remain until at least Easter, possibly until October. It has been renamed the Amusement Park of Ponta do Sol. The new opening hours are: Friday 19.00 to 2 am; Saturdays, Sundays and holidays from 16.00 to 2 am.

Customs seize a kilo of drugs. Customs at Madeira Airport arrested a Madeiran man in his 30s who had heroin and hashish hidden in his underwear. This kilogram of drugs is equivalent to 5,500 doses. He had flown from Lisbon. This is the second arrest this year by Customs, the previous amount was two kilos of heroin or 27,000 doses.

ECONOMY

A classic in port. The tall ship, Stavros S Niarchos, returns to the Port of Funchal and will stay until 14.00 on Sunday. This ship belongs to the Tall Ships Youth Trust, a non-profit making organization. Since 1956, TSYT has catered for 70,000 young people of different nationalities. Madeirans first joined this initiative in November 2006 with the support of Navigation Blandy. The ship will take on youngsters at Funchal for an 11 day trip of the Canary Islands at a cost of 229 Euros each. Tomorrow, 40 youngsters of different nationalities, some flown in, will join the ship. The ship has two masts with 18 sails, is 60 metres long and was built in Devon in 2000, modelled on a XVIII Century sailing ship. The ship has two engines, an air conditioning system, desalination plant and modern radar, sonar, GPS and communications systems.

55 fishermen were considering protesting. Due to the renovation of the Port of Funchal, São Lázaro was to be closed at the end of this month. The boat owners, who said it was difficult to remove their boats, met yesterday afternoon and were considering various forms of protest. The area has been used for 40 years, some boats for fishing and others for sport, some to earn a living. The owners were pleased to negotiate the permanency of their craft in this area.

JORNAL DA MADEIRA

Carnival 2010 – Turma do Funil depict mythical figures of the oceans. In line with the Carnival Parade overall theme, Seas and Oceans, this group takes the theme, The Ocean in Folia (Infopedia – lively dance or great fun, spree). On the night of 13 February, there will be 150 participants in this dance group and the costumes will focus on orange, green, purple, black, white, silver and turquoise. Accessories include feathers, stones, pieces of mosaic and chains of coloured sequins. Rehearsals take place in the Casa da Cultura de Câmara de Lobos. The Flag Bearers are the Goddess of the Sea and the ‘Mestre de Sala’ symbolising the King of the Ocean, Neptune, in foaming waves. Following, there will be fishermen delighted by mermaids, and floats depicting the lost island Atlantis with oysters containing precious pearls in the ruins of the submerged island. Then young children will depict pirates looking for treasure followed by animated girls dancing next to sailors. The Rainha da Bateria and revellers will pay tribute to the people of Câmara de Lobos introducing the Espada-Preto fish and  the boat ‘O Xavelha’. At the opening of each group of dancers, there will always be a pair of open wings representing the magnificent coral reefs. A guest will represent Vasco da Gama.

Catalogue lacking from the war in the west – The artists of the exhibition ‘Linha de Partida’ [Line of Departure] that has been running for a year in the Casa das Mudas, has Ricardo Veloza under fire.

Today’s main news headline : Horários of Funchal in technical bankruptcy – the company shows it’s own capital as negative and has already had a passive loan [debt] of €30 million at the end of 2008.

Government puts forward another €250,000 for management of the Jornal da Madeira. Is this never going to end? Despite the complaints of the Diário de Notícias at an international level, nothing changes, and the taxpayer is still funding the political mouthpiece of President Jardim’s government. And no doubt the other negative aspects of this state sponsored propaganda mechanism are alive and well, with government advertising expenditure deliberately targeted to ensure that the competition to the Jornal is pretty much excluded from benefitting.

Salaries in arrears prompt rout in the Association  of the Casas do Povo [Social Centres].

Opposition make possible inquiry of the Socialist Party about regional debt – The PP and PCP ensure enough signatures to allow a commission of inquiry proposed by the PS , in order to determine the value of the debt denied by President Jardim.

In Lisbon, after several concessions, there is discomfort on the Social Democrat bench with the Regional Finance Law.

Agreement : Transition period began and nobody understood. I bet a few people will look at this headline today and wonder what this is all about, as it shows a paper with various Portuguese words shown and their new replacements with simplified spelling. The idea is to ensure some level of language consistency in the Portuguese speaking world, a move which is not going down particularly well on this side of the pond at least. Some examples : Lectivo will become Letivo, Correcção will become Correção, and Jóia will become Joia. The changes should also reflect better the way the words are actually pronounced.

The main sport / football headline today :  Madeira doesn’t attract stages – Other regions of tourism try to attract teams. Through here there is a lack of reaction. Today Nacional – FC Porto 17h – SportTV and TSF. Despite what it sounds like, the article is saying that at the moment there are national teams looking for warm-up games in preparation for the World Cup this year in South Africa, and are looking for fixtures, or training venues at least, in Europe. The article says it is up to the Regional Government to attract interest, since there is no other entity that can promote all the sports facilities and stadiums of Madeira and Porto Santo. The Diário was unable to get any response from the relevant government department.

An extra headline article that I thought was worth a mention, or a look rather, shows our great President Alberto João Jardim in his famous peg-leg pose. "I will not resign". Jardim asks the parties not to further postpone the vote on the Regional Finance Law. The guarantee of Jardim is that if there is no change in the Law of Regional Finance (LFR), the president of the Regional Government of Madeira is not going to resign. Well he has given them Hobson’s choice really, and getting rid of Uncle Bertie in exchange for losing a few million Eurobucks would have been a worthy exchange indeed. Back to the grassy knoll plan then I think.

Madeira is a Portuguese archipelago in the mid Atlantic Ocean. It is one of the Autonomous regions of Portugal, with Madeira Island, visible in this orthorectified image, and Porto Santo Island being the only inhabited islands.

Madeira is an archipelago with volcanic origins from a Hot Spot, so is not geographically part of a specific continent, but Madeira belongs and has belonged ethnically, culturally, economically and politically to Europe for 600 years despite being geographically closer to Africa. Fewer Passengers in Madeira’s Airport : According to statistics released by ANAM – Airports of Madeira – traffic through Madeira’s airport fell 4.1% from 2008 to 2009. Last year Madeira’s airport received a total of 2,348,040 passengers, 100,534 less than in 2008.

In regards to the movement of aircraft, the airport infrastructure agency also reported a fall of 3.1% from 2008, with a total of 25,162 aircraft movements.

The fall in the number of passengers is due to the reduction in international air traffic, which had a cut of 16.6% from 2008. Madeira’s airport received 1,145,736 passengers originating from international flights last year, 227,910 less than in 2008.

Domestic air traffic up 11.9% : Conversely, the number of passengers from domestic flights rose 11.9% in 2009. A total of 1,190,075 passengers on domestic flights passed through Madeira’s airport, 126,154 more than in the same period of 2008.

It’s easy to conclude that Madeira’s airport managed to limit its loss of passengers in 2009 thanks to the increase in passengers originating from the domestic market. The year was marked by the consequences of the international financial crisis which caused a decrease in passenger traffic in airports at the national and international levels.

As for Porto Santo airport, information from ANAM shows a cut of 8.4% of passengers in 2009,  a total of 121,034.

For the month of December, Madeira’s airport had 4.4% less passengers than the same month in 2008. In total, 161,749 passengers passed through the airport.

The cut in that month is also due to the decrease in passengers from international flights (-15.7%) and the number of passengers from domestic flights rose 6.5%.

Uruguay will be the 4^th South American Country in which the hotel group will be present; Pestana announces a new hotel in Montevideo. The future Pestana Montevideo Hotel results from the reconstruction and renovation of a building from the beginning of the 20^th century which housed one of the most famous and aristocratic clubs of Uruguay – the Jockey Club. The building is considered emblematic of the city and has been classified as a Historic National Monument since 1975. Its Art Deco architecture is evident from its façade as well as its numerous decorative stained glass windows, marble, wood panelled walls, and large bronze doors.

The building is located on the most important street of the city- June 18^th Avenue, and only a few meters from the “Old City”, the historic district which houses the Presidency of the Republic, theatres, art centres and a commercial zone.

Brazilian architect, Jaime Morais, will be in charge of the interior and exterior. He is responsible for various other projects of Grupo Pestana in Portugal, Brazil, Argentina, and Venezuela. Morais was also responsible for the extraordinary decoration of the recently inaugurated Pousada do Porto. The reconstruction work will begin in March 2010 with hopes to end in the first quarter of 2012.

The Pestana Montevideo Hotel with be a luxurious 5 star hotel with 100 rooms, a spa, an indoor pool, and many meeting and event rooms. It will have two restaurants, one of which will be located on the top floor with an excellent view of Montevideo. This property will be especially desirable for the corporate and event worlds, but it will also be an excellent option for those who travel for leisure in Montevideo. Brazil, Argentina, Chile, Uruguay, and Spain will be the principal markets for the property. The Uruguayan locale has been studied by Grupo Pestana for years. For Dionisio Pestana, President of the Group, “the entrance into a new country in South America is part of our growth strategy for the continent. It’s very important that we are present in the major cities of South America and are promoting cross-selling among the different properties and countries. This building is exactly what we were looking for.”

‘Gigapark’ prolongs stay to recover losses : The visit of the amusement park in Ponta do Sol has been extended until the end of next weekend. During this period, the cost of the entertainment will be just one euro. The Aquatic Show is continuing, but only until Thursday, and on these last three days its ticket price will be five Euros.

Initially scheduled to end yesterday, Gigapark will remain open until Sunday 17^th to try to mitigate the losses suffered due to the bad weather, especially the almost constant rain. During these last six days in Madeira, the amusement park will work in a similar way to the so-called ‘day of the Euro’. That is, every day all the many diversions available to children and adults will cost just one euro. Also, the Aquatic Show will continue until next Thursday with its three white sharks and two seals performing open sessions at 21:30 for only five Euros.

Marcos Vaz, head of Gigapark, says that this is an exceptional measure, which comes not only from the consequences of unusual weather, which affected the park nearly every day, particularly in December, but also the difficulty in getting space for the trailers and equipment on the next trip of the Armas ferry bound for Portimão. He also stressed that this extension is intended to allow the opportunity for Madeirans to further enjoy the fun of the largest Christmas market set up in the region.

T’other Elaine of the East, also covered the same article, with the comment : I think this is right but check beforehand if you are planning to go (you both had the same figures Elaines, so good enough for me. Der). Judging by the present weather, they might not recoup the losses. It is also the beginning of the Festival de Passeios a Pé today until 16 January, the guided walking tours along levadas and veredas. There are 60 people signed up this year, mainly British, and you can join until the day before the scheduled walk. PT participates in a consortium to reduce energy consumption. Portugal Telecom is participating in a consortium launched yesterday in London that aims to reduce by 1,000 times the energy consumption of communication networks. The consortium, called Green Touch, is led by Bell Labs and PT joins the ‘telecoms’ AT&T, China Mobile, Swisscom and Telefonica, university research laboratories, Massachusetts Institute of Technology, French Government laboratories and Samsung.

Arm wrestling between the PSD and PS on the Law of Finance. The Commission of Budget and Finance will discuss 16 proposals to amend the Regional Finance Law. The tug of war continues between the two main parties about funding for the autonomous regions. The PS want to delay the debate, as explained by Vítor Baptista, "What we think is that this law is framed in the State Budget for 2010 and to postpone the debate will raise awareness among political parties." This matter should be negotiated within the Budget. Guilherme Silva for the PSD replied that according to the mandate there has to be a meeting and a postponement is only possibly by consensus. If the PS win more time, they can seek advice on each of the initiatives. The PSD ask where were the parliamentary negotiations? Vítor Baptista explains, "So far no negotiations." Guilherme Silva adds, "Thursday is the day for the parties to meet about their proposals or absence of them."

Baeta keeps his wife as head of office. The Mayor of Calheta, Manuel Baeta Castro, reappointed three members that were already included in the previous term, for his office of support staff, led by his wife Conceição Castro as the head of the office. Francisco Gouveia and Fátima Câmara are respectively, assistant and personal secretary. The opposition, although they both show some suspicion about the usefulness of these positions, have different views, the CDS (Communists) are more critical than the PS (Socialists). The CDS complain that these offices of support staff to the Council are not important. The new PS councillor, Sofia Canha, admits that it "may be overstated"  the decision to occupy the three positions of political trust, "but may be justified for reasons unknown." Hence the benefit of the doubt. "Let’s see if future action by the Council justifies these employees." The appointment of the mayor’s wife leads to more distrust, the CDS-PP say it is a "controversial issue" and ethically it leaves "many doubts". Sofia Canha prefers, "to believe in the good faith of the people" about the legitimacy of family choice expressed by Manuel Baeta. She believes the mayor has employed his wife for political and professional reasons rather than for personal reasons and favouritism. The Mayor of Calheta justifies the position for better coordination of administrative, financial, social and cultural activities of the Town Council.

São Vicente will provide support to 1,800 elderly. The Municipality of São Vicente has 1,800 residents over the age of 65, more than 30% of the inhabitants. A communication system will be installed in their homes so they can alert the civil protection and fire authorities. Other support will be provided, for example help with mobility difficulties and meals. Social workers will assess individual needs in collaboration with the churches and Vicentians. The aim is to ensure a more dignified life.

Construction of Caniçal Cemetery begins. The construction of this cemetery has been controversial. It was initially approved by the PSD councillors on 14 February 2009 and work was to proceed immediately by a contract between the Regional Government and the Council. The PS said this was electioneering work. Two months later, a petition with 1,100 signatures was presented to the Council for the cemetery to be installed north of the site proposed by the Council. In September, the work had to stop due to lack of payment to the owner of the land for the expropriation. Four months later, an agreement was reached that the payment of 24,000 Euros would be made in instalments. The owner wanted three requirements: payment for the land, payment of a debt of 30,000 Euros for the construction of the Estrada da Banda d’ Além which was finished in the 1980s, and the road named after a previous owner of the road that links the new cemetery to Feiteirinhas. Emanuel Gomes accuses the previous mayor, the Socialist Father Martins Júnior, of not paying for the work. He denies responsibility and said it should have been paid by previous PSD mayors who authorized the work. He added that the Council could not pay because the Regional Government had a financial stranglehold on the Council and they were forced to pay a debt of 1 million and 800,000 contos. Currently, this value corresponds to 9 million Euros.  —1 conto = 1000 escudos = 5 Euros.

Cases of the day. At the end of Rua das Hortas, in the vicinity of the old offices of ‘Peugeot’, there is a manhole cover which often lifts up and endangers the safety of vehicles and pedestrians. The Council of Funchal have the usual red tape around the area but this situation has existed for some time and needs to be resolved before an accident occurs, as the street becomes crowded at times.

Bus stuck between cars. Passengers on a ‘Horários do Funchal’ bus were forced to leave and continue their journey by foot after the vehicle became stuck in the middle of several cars parked illegally in Rua José Pedro de Ornelas. The bus, yesterday afternoon, was on the route Levada de Santa Luzia – Centro and the police were called. This is a frequent occurrence in the area. — Sorry, no photo of the bus.

Companies purchase bananas without going through the Government. From today, bananas can be bought and sold without going through GESBA, the body that the Government created to manage banana production. The company Frutas Douradas guarantees to purchase from producers. This company is also recruiting a team of banana pickers. There are no fixed prices, unlike GESBA, but the company guarantees that it will pay the same amount as GESBA. If demand is high, a higher price might be set and the producers need higher rates in winter to offset lower production rates. Until now, the company could not get EU subsidies but  it has recently been recognized by the Government which allows it to apply. It will export 26 – 30 pallets of bananas a week whereas currently, only 1 pallet a week is exported which does not satisfy the demands on the Continent. In the returning containers, normally empty, the firm will import goods. The  Volcán de Tijarafe ferry will be used and costs will be reduced by the firm investing in automated processing. This firm is beginning to deal in bananas as it has had requests from some producers, dissatisfied with GESBA, and requests from the Continent but it complains of not receiving enough bananas from GESBA to meet the demands. GESBA currently has the following rates in euro per kg. Winter (November to April): extra – 0.67; category I – 0.58 and category II – 0.476. During the summer months: extra – 0.65; category I – 0.56 and category II – 0.456. If the producers deliver the bananas to the warehouse, they are paid 10 cents per kg. On Friday, the CDU are meeting visiting MEPs to ask that the EU compensate regional producers of bananas who might have difficulties due to the Geneva Accord. The tariff for bananas imported from Latin American countries is to be reduced from 176 Euros / ton to 114 Euros / ton by 2017 and the regional banana producers might not be able to compete with U.S. multinationals operating in Latin American countries.

Eviction ends in arrest. A man about 60 years old, was arrested yesterday morning for being in possession of an arma de alarme (replica gun) and nearly 400 rounds of ammunition. The arrest was not for possession of the gun but for the extra ammunition which passed the legal limit. He was occupying an office in a building in Rua 31 de Janeiro and stressed that the weapon had never been used. The President of the Clube Desportivo Nacional had heard about the sale of the building in 2007, bought it and legalized the purchase in 2009. Last month, a court official and three police officers went to the building as there was a court order to evict this tenant. The man said it was cruel and inhumane as he had asked Rui Alves if he could remain there until the end of next month while he could find an alternative residence. He added, "I was sleeping on a sofa in the office."

Criminal cases.  The Coram company’s offices were broken into early on Saturday morning and 750 Euros and several cheques were stolen from the safe. A 24 year old man was arrested Sunday morning for stealing a purse from a 56 year old woman. This occurred in Azinhaga in Nazaré and the woman’s screams alerted a local person and the police, who were nearby and tracked down the suspect. The man, a drug addict lives in Curral das Freiras. A man was arrested on Sunday at the airport on suspicion of drug trafficking. More than 2 kilos of heroin were seized by Customs officials. It was hidden in a false bottom in his suitcase. This is enough for 27,000 individual doses with a street value of 540,000 Euros. The man is a 30 year old Portuguese resident of Lisbon, from where he was flying. A woman was attacked on Sunday by her husband with a machado (type of axe) in a case of domestic violence. This caused a deep wound in her hand and bruises to the face and happened in the presence of the four children, aged 7 to 11 years old. This violence has frequently occurred and has been brought to the attention of the court and the husband has been given a caution. The bombeiros of Ribeira Brava rescued the woman and took her to the Health Centre. The police are to proceed with a charge of domestic violence.

TAP has the second best year ever but increases surcharges. The airline carried more than 8.7 million passengers in 2009, a 3.4% fall since 2008. In December, there were 674,000 passengers, an increase of 3.3% more than the previous year, an occupancy rate of 72%.  On 3 January 2010, TAP achieved an occupancy rate of 88.6%, a figure never reached before. There were 36,004 passengers, the record for a single day. In 2010, TAP will restructure sales and reduce the supply to reduce costs. The fuel surcharge on routes between Madeira and the Continent increases from 9 to 12 Euros from January 20 2010. These charges are lower than those made on European routes and are in response to an automatic mechanism defined by the National Institute of Civil Aviation.

Dentist Convention resumes. The Dental Association are still pushing for residents to be reimbursed for dental services, similar to those for the rest of medicine. This has been negotiated since 2007 and they hope this agreement can become a reality by the end of this year. A protocol has already been signed with the Health Service but details need to be finalized. There is already Dentistry at the Health Centres of Porto Santo, Bom Jesus and Porto Moniz. There will be another dentist at Bom Jesus where there are already two dentists and a hygienist, after restructuring of the building. In Porto Moniz, dentistry is for 3 – 13 year olds and in Porto Santo, for 3 – 12 year olds. The Health Authority want to have dentistry at Machico Health Centre after construction works on the new building. Services are provided in the Emergency Room at the Hospital Dr. Nélio Mendonça and they are awaiting new equipment to allow more complex dental surgery.

São Vicente Council distinguish German tourists. The German couple have been visiting two to three times a year over the past fifteen years, bringing with them a group of more than 20 tourists. Hans and Petruta Schawarz first came in 1995 and are fans of walking, especially through the Laurissilva forest. Hans Schawarz said he enjoyed the cable car from Monte to Funchal and keeps returning as he is struck by the beauty of the island, enjoying the ‘adventure’ of the old roads. The Festa do Flor, Festa do Vinho and the New Year’s Eve fireworks display are highlights, especially as he comes to celebrate his birthday on the 31 December.

Pico do Areeiro: Without snow, but with poncha. Headline of Monday’s Diário Cidade. Last weekend, both Madeirans and tourists went to this area because of the forecast of snow. No snow but strong wind and rain. They stopped at the Abrigo do Poiso for a drink of poncha or a café de ceveda (barley coffee) to warm the body and soul. Pico de Areeiro is said to be extremely beautiful and charming when ‘painted’ white. — Sounds a great excuse idea.

The main photo on today’s front page shows a corner of a Zimmer frame, along with an ageing hand. The Regional Government clogs homes with hospital releases - The government will juggle the waiting lists for the homes, to put at the front of the queue 51 elderly people that were released, but stayed in the hospital. 79 cases remain unsolved.

Today’s main news headline : Madeira loses €157 million in 3 years – The cost of the financial noose of the Regional Finance Law has been calculated. If Lisbon approves the alterations proposed, Madeira will receive an extra €74.6 million just in this year. But the Azores could be tied.

And another along the same lines : Amendments to the Regional Finance Law would cost the state 82 million Euros – A report from the Technical Unit for Budgetary support shows that the changes would give Madeira more than 74.6 million Euros. Enough for another football stadium refurbishment, with a bit of change left over, or a new marina at Lugar do Baixo perhaps. Do you ever wonder about the priorities of this government?

TAP raises fuel surcharges on the Madeira route – an increase of €9 to €12 comes into force from 20th January.

The main sport / football headline today : Stadium that cost €11.5 million sinks in Câmara de Lobos – The facility was inaugurated recently, but is already losing ‘altitude’. The Regional Government say that it is normal. Looks like our politicians opted for the cheap cement again, still what’s eleven million these days!

BTW, the stars of Benfica will be in Ribeira Brava for a 10 am training session on Sunday morning. They will be at the Centro Desportivo da Madeira, out by Modelo, preparing for the 8.15 pm game against Marítimo.

Today’s Photo Thanks to me … I thought we might have had some presépio (nativity scene) photos in by now, but not much apart from one Tobi sent in a while back. This one is in Hiper Sã in Ribeira Brava.

There is even a second photo today, this one showing the famous Ribeira Brava super-duper coach, the one that cost the council a small fortune a year or so ago, all painted up in a super-duper custom designed livery, which again must have cost a small fortune. There is another just like it also, but smaller. They hardly get used, so there is a problem keeping them parked up for long periods of time, so the council solution is to park this big one here, on the area of hatched-lines, just a few metres from the police station. If anyone else did the same the police would be out with their ticket book and a hefty fine would be issued. The Diário newspaper does a daily photo, sent in by readers, called ‘Em Flagrant’, which pretty much means ‘caught red handed’, and normally it involves stupid drivers, or road signs or something along those lines, but they don’t appear on the Diário website. So I thought (after a suggestion from Sheila) I would start off something similar, as ‘How well do you know Madeira ?’ seems to have died a bit of a death. Giga Park opens soon. From next Thursday the Christmas Giga Park opens to the public in Ponta do Sol. The fair is being set up in the area of future expansion of the village. The 2009 version of Giga Park consists of 11 types of amusements geared towards the younger audience and eight for adults, plus some intended for the whole family. Among the vast array of fun, of note is the return of one of the ‘ex-libris "of the fairs of yesteryear, such as the Pit of Death. Despite being 80 years old, it is a real adventure, challenging the law of gravity on two wheels. The amount of equipment increases daily, but everything should be completed by mid-week. The official opening is scheduled for the evening of Thursday, 3 December. The amusement park will be in Ponta do Sol until 11 January. The enclosure also includes games, raffles, hardware, restaurant and bars, as well as sanitation facilities. The park has an estimated capacity of about three thousand vehicles, and parking is free. Work to level the ground and the erection of structures has been going on constantly for some time. Since the beginning of the month trailers have arrived by sea with material and the amusements, with the last due to arrive in Funchal tomorrow. By Thursday, everything should be ready to go.

Circus with sharks and seals from day 17. A circus environment is part of the range of entertainment of the Giga Park. This is scheduled to debut on the 17th, going on display to the public in the last three and a half weeks of the fair. The Jorge Cardinalli ‘Aqua Show’ includes Pacific Ocean sharks in a tank with 30 litres of water. There will also be Alaskan seals, a show that features clowns, acrobats, magic and, as the old slogan circus says, ‘much more’. From Tuesday to Friday ‘Aqua Show’ plans to present a daily show starting at 21:30. On Saturdays, Sundays, Mondays and holidays there will be three sessions: 15.30, 17.30 and 21.30.

750 euro grants do not convince doctors. The Government of the Republic will pay 750 Euros per month grants to junior doctors to relocate to Madeira, the Azores, Alentejo and the Algarve. Some see them as an ‘added value’, others as a ‘prison’. They are a promotion for doctors who want to stay in the region after specialist training but are a risk for others as they need to find a vacancy. If they take posts in the region after training, they have to work here for a few years or pay back the training cost.

Unrepaired road complaints to the Municipality. Whenever it rains with some intensity, the road Caminho da Cova Grande in Amoreirinha, Canhas turns into a muddy swamp and dangerous for pedestrians and cars. Only jeeps and wellington boots can cope with the mud that collects on the flattest areas of the road beyond the initial cemented 100 metres. The water descends from the surrounding serra along with debris which enters homes, especially as there is no storm water drainage system installed in the road. Antonio Joaquim has a garage below the road level and that is the worst part of his house affected. He complained to the Council but still no change, whereas he recalls with nostalgia that in the times of the mayor Antonio Lobo, "Within 15 days, it was cemented." The mayor of Ponta do Sol said he knew of the problem and promised that soon there would be intervention by the Municipality in order to regularize the situation of the rainwater. He confirmed that during the election campaign, which also coincided with days of rain in late September, he passed the site in question and realized the accumulation of water which comes from the serra of Canas. The extension of the cemented path is not justified because it is already up a hill. He says, "Who has a house in the serra should be prepared to deal with these situations."

Chinese citizen goes back to court to ask not to be expelled. Xu Zhiqiang was born in China and in mid-2004 was arrested at the airport by the immigration officials for illegally entering Madeira. Upon orders of a judge, he was forbidden to leave the region and was subject to Terms of Identity and Residency and to periodically report to the Immigration Service (SEF). He was professionally employed in hotel and catering. On 22 October 2009, SEF ordered his expulsion from the country in the next 20 days, for having entered and remained unlawfully in Portugal. Xu Zhiqiang obtained a court injunction arguing the order of SEF has formal and material defects and presented five witnesses. In 2008 he was denied a residence permit on grounds of his illegal entry and he has no legal right to permanency. He said he stayed illegally but was subject to a court order. He said that when he entered into the European area in the year 2004, he had a valid passport and visa. He claims he has lost, among trips made to several EU countries including Spain and Portugal, the passport and relevant visa issued by the Portuguese Embassy in China. This was ignored by the Court of Santa Cruz hence he wants the original conviction reviewed. The whole family is here, socially integrated and he has worked for five years and paid Social Security contributions and IRS. He awaits a decision by the court.

Lights, music and nativity: it is almost Christmas in the municipalities. A round-up of Christmas events staged by the Councils. The tradition still remains for presepios and carols. In Santa Cruz there are initiatives for all tastes. The Council of José Alberto Goncalves promotes several dinners – on December 23 for the elderly and December 29 for University students. Festa in the streets of the county. Camacha monopolizes the festivities, where on the 8th is the opening of the doors of the ‘tenda’ in the parish with traditional musical entertainment until January 18, promoting folklore and regional music. A Market Night (no date yet) and photography competition and the usual municipal crib. In Machico, the municipal crib and lighting start on December 7. On the 20th at the Forum of Machico, there is a Christmas Concert and the next day is the turn of the municipal band and on January 6, Singing of the Kings. As well as the usual lighting and nativity scene, Câmara de Lobos is holding a Market Night at the Estreito de Câmara de Lobos. Sao Vicente’s Market Night is on December 18 and the casas do povo are organizing the municipal crib. On the 23rd at São Vicente, there is a lunch for officials and their children, at a very low entry price. Porto Santo has various initiatives and a dinner for University students. In Funchal, there are endless initiatives. A dinner for 300 employees and celebrations at all the institutions and the 14 community centres. The main attraction is the Market Night.

Forestry grant 16 licences for cutting 1,245 Christmas trees.  The Regional Directorate of Forestry approved 16 applications for cutting trees for sale at Christmas. They are also thinning out trees in forest management for conservation purposes and giving them to public institutions. On November 21 they started monitoring the roads with barriers for illegal collection of material, especially in Ribeira das Cales and Paul da Serra. They also have mobile units to monitor illegal selling of flora and fauna. The problem is not as widespread as ten years ago due to educational programs. They give Christmas materials to charities and the Scouts to sell to raise funds.

Registration of ships guarantees millions in VAT. Twenty years after its creation, the International Shipping Register of Madeira (MAR) provides regional employment and generates IVA and IRC. A company based in the International Business Centre (IBC), which has six oil platforms registered in MAR, invoiced 1,300 million Euros with 291 million profit, as well as giving 60 people employment. With 153 registered ships and an additional 83 recreational boats, it is notable that the number of passenger ships has increased, with 12 cruise ships and 7 ferries. Two of these are large cruise ships and the business generated on board pays tax to Madeira. Large cruise ships carry up to 100,000 passengers and generate 6 million Euros profit per year. It is estimated that the ones registered in Madeira carry more than 200,000 passengers per year which represents daily expenditure on board of 43.7 million Euros. In the IBC there are also more than 30 licensed companies in the sector of maritime transport, which have in turn 50 ships registered in MAR and although they pay a reduced rate of IRC, they also generate revenue. More than 4,000 crew members, 10% Portuguese, work on ships registered in MAR. 80% of vessels registered in MAR have foreign owners. There should be more ships registered next year, not only related to tourism and with high tonnage. There is both a registration fee and maintenance fee, ranging from 1,600 to 37,000 Euros for registration and the highest maintenance paid is 35,000 Euros per year. A pleasure craft for sports pays 500 Euros for both registration and yearly maintenance fees. A commercial pleasure craft pays 1,250 Euros for registration. MAR appoints inspectors of registered vessels, at least 40 inspections per year costing at least 600 Euros per time. Also additional fees for certificates.

Estrada Monumental is the most dangerous road in Madeira. Since 2001, there have been 866 accidents recorded by the police. In the three sections; Ribeira Seco – Lido (282), Lido – Praia Formosa (460) and Praia Formosa – Socorridos (124). This is due to a lot of resident movement and up to 70 coaches per day. There are also trees at the sides of the roads, reducing visibility and many pedestrians in the area. The relief roads in the area should help reduce traffic and accidents. The roads are safer than in the past because of better signalling, lighting, surveillance and asphalt. Most accidents are caused by bad driving habits, 20 – 25% by excess speed and disregard of stopping distances, especially by people going to work. Roundabouts are also the cause of many accidents as people are not used to them and do not know the rules. Most accidents on the fast roads occur in the tunnels, due to bends and less visibility. The Police Commissioner advises people to leave home 15 minutes early to significantly reduce the number of accidents.

Funchal has too small a quay for so many cruise ships – Three cruise ships yesterday occupied all the available mooring space, and that is not unusual. But bigger ships coming more frequently are the future. A recycled story that now comes up every time Funchal port gets overloaded, with the point being correct, but up until now with no solution in sight. I will leave this one for someone else to translate, not wishing to hog all the top stories.

Farmers keen in the wait of award – 50 await answers in Santana for the ‘drag’ of 2 years. "Right now it is very difficult to be a farmer. You can not sell practically anything. Potato prices are a crying shame". This was just one of many pleas heard by the Diário in the wholesale market for fruit and vegetable in Santana, where an information meeting was held for 50 producers yesterday. The meeting was arranged by the Regional Director for Agriculture and Rural Development, and is making it’s way around Madeira. As well as the money due for two years from Lisbon, that has not arrived, the farmers complain about the increasing prices of pesticides and fertilisers, the increased costs of labour, and the plagues of rats and rabbits that ruin the crops. The meeting was called to try and persuade farmers to take out crop insurance, to protect against the risks (fire, lightning strike, and exceptional weather conditions), and that can also be extended to cover farm animals. It seems some farmers were convinced that insurance was a good way to go, with a simple example given of a 1,000 square metre vineyard costing €37.60 a year to insure. 

Today’s top headline : Private firms ‘fine’ on the parking meters – The companies with the concessions dispense with the PSP police in order to save money and the parking tickets they leave on the windscreens. The existing system of the police controlling parking in allocated spaces will be taken on in January 2010 by the ‘franchise’ companies that manage the spaces, in order to save thousand of Euros, and motorists are warned to take extra care not to fall foul of the rules. In effect, the fines issued will become legally recoverable charges, and it seems technically possible that the driver could be hit twice. From what I can understand, the driver, when entering on to an allocated parking space, by that act enters into a legally binding contract with the company responsible for that space. If that driver fails to purchase the correct ticket for the stay, then he becomes liable to pay the daily rate, an amount that will accumulate in the database of the franchise company (referenced by the car registration), and if unsettled will go to legal recourse. The driver will be able to take the ticket to a multibanco (ATM) and make the required payment. I can see loopholes and problems written all over this, but it seems that the system is already well proven to work elsewhere, including in the Azores, where a driver was recently forced to pay nearly €2,000 plus his costs.

Increase in violence hits teachers – Thefts and aggression increased in the last academic year. And the threats to teaching staff become fashionable. The Education Directorate is concerned, but feels that there is too much through the TV and internet. Madeira is catching up with continental Portugal in terms of problems in schools. The PSP police operate a program called ‘Safe School’, and last year through that it has been established that the majority of crimes in schools are violence against the person, with 95 cases, followed by theft (57 cases), and threats and insults (49 cases), vandalism (40), and other crimes are also listed. The news is disappointing, as what was a growing problem saw a marked improvement in the 2007/2008, but has now returned to a growing trend. The Regional Director for Education says that the problem is worrying, but that the school environment in not any more of a problem than the social context outside the school gates. He says that the influences of families ‘that have seen better times’, and TV violence, and images and videos posted on the internet all play a part in the problems in the schools.

Marítimo reduced to ten draw in Restelo – The green-reds were losing 2 – 0. The Madeira team pulled back two goals away at Belenenses to come away with a point.

CR9 was in the chair in the defeat in Barcelona, on the day on which he was nominated for the ‘Golden Ball’. Cristiano Ronaldo and his team Real Madrid lost by one goal to to Barcelona in yesterday’s top game. But who cares about Spanish football?
