PORTUGAL SCORES A GOAL FOR CROSS-BORDER FOOTBALLERS! A Dutch citizen had been living in the Portuguese Algarve since he was 5 years old. He played amateur football at junior level for several years, but when he turned senior, the Algarve Football Association presented him with a Portuguese Football Federation ruling that stated that only one non-national player is allowed on each amateur team.

EU rules on the free movement of persons. As a result, he was unable to register for his preferred team, because they already had one non-national registered. Several other clubs turned him down for the same reason. In the end he had to stop playing competitive level football for some 3 years until he heard about SOLVIT. The Portuguese SOLVIT centre contacted both the Algarve Football Association and the Portuguese Football Federation, alerting them to this discrimination against non-Portuguese EU citizens and pointing out that they must abide by EU rules on the free movement of persons. Subsequently, SOLVIT Portugal received a copy of an official communication, dated 4 July 2005, from the Portuguese Football Federation to all Portuguese amateur associations and clubs stating that there should be no restriction regarding the number of amateur EU national football players. The rules now only restrict the number of non-EU nationals allowed to play. Solved within 3 weeks. Cartoon caption: SOLVIT HELPED A  BRITISH COUPLE GET PERMANENT RESIDENCE IN CYPRUS

SOLVIT: ‘free’ EU on-line problem solving network. SOLVIT is an on-line problem solving network in which EU Member States work together to solve without legal proceedings problems caused by the misapplication of Internal Market law by public authorities. There is a SOLVIT centre in every European Union Member State. SOLVIT Centres can help with handling complaints from both citizens and businesses. They are part of the national administration and are committed to providing real solutions to problems within ten weeks. Using SOLVIT is free of charge. SOLVIT LINK

Official – Crime down. 27/3/2010 Eyebrows were raised this week when the Government announced that the number of crimes perpetrated in Portugal during the course of 2009 had fallen by 1.2 percent. Violent crimes were also down, dropping 0.6 percent on the total for the year before. But while the Government was patting itself on the back for overseeing this reduction, police forces stressed that these statistics should be treated with caution and that the battle against crime was far from being won. This translation is from yesterday’s Diário, many thanks to Elaine (West) :

Swiss in Porto Moniz to sample honey. Usually the honey with a lighter colour is weaker and softer. A group of Swiss beekeepers were present last Thursday night at the Centro de Ciência Viva do Porto Moniz (CCVPM), where they were able to appreciate the qualities of Madeiran honey. Carlos Pestana, beekeeper and promoter of the event, said that the cultural exchange will allow the release of the product abroad through several photos in a specialty magazine. In this kind of charm offensive, the organization offers a taste of honey in the region. Carlos Pestana said that on the table were 20 products from a number of locations all different in their colouring. A beekeeper in his spare time, he said that "all the honey produced in a sensible way is good honey." He added that the other main condition that determines the quality of the product is caution. "It is prudent not to use antibiotics to fight disease. If they are used, comply with the safety limits and the specific quantities,” he said.

Carlos Pestana explained that "often the brightest honeys are weaker and softer. These are more for children and the elderly, precisely because they are kinder on the stomach," adding that contrary to what has been disclosed, honey should not be eaten on an empty stomach. From a foreign perspective René Zumsteg stated that "good honey is produced in this beautiful island" and in his view this is due to the amount of water and flowers that abound in the region. The event was also attended by Valter Correia, mayor and director of the Câmara, and Liliana Sousa, director of CCVPM. This meeting also sampled traditional regional poncha, a product widely appreciated by the visiting delegation. There was time for a visit to the Unidade Primária de Extracção de Mel in Santa, Porto Moniz, and the group also visited an apiary located in Malhadinha, in the parish of Canhas, at the invitation of a local beekeeper.

After Marítimo’s spectacular win 3 – 2 against Sporting on Friday night, the Madeira ‘double’ was on and a good possibility, but Nacional blew it in the 90th minute. They led most of the match away at relegation candidates Vitoria Setúbal and ended up losing 2 – 1.

FRONT PAGE NEWS

International Business Centre loses 409 firms. At the end of 2009, the IBC or Fee Zone had 3,221 companies registered. This was 409 fewer companies than at the end of the previous year, a drop of 11.2%, therefore less income for the management firm. The only increase was in companies registering with the International Ship Register (MAR) but this was only 0.8% more (238 to 240). In 2001, the Free Zone had 6,242 firms registered or 48.4% more. In 2009, the IBC contributed 20 – 23% of PIB (GDP), mainly from the International Services, MAR and Industrial Companies sectors with a lesser contribution from Financial Services. Competition comes from Malta and Luxembourg. There have been more companies lost already this year.

88 packets of noodles for a lunch for volunteers. 500 volunteers were given a lunch to thank them for their support in the cleaning and solidarity campaign after the tragedy. This was organized by the Community Development Association of Funchal. The president, Ricardo Silva, first thought of forming a troupe wearing jackets and boots for the Flower Festival Parade but decided it was best to forget that fateful day. The owner of the restaurante do Mercado Abastecedor supplied the pasta, olive oil and chouriço, Empresa de Cervejas supplied drinks and the market stall holders provided fruit for dessert. The lunch cost 2.50 Euros to cover other expenses, not to make a profit.

Endless work upsets those who live in Garajau. The enlargement of the Estrada do Garajau in Caniço is putting people who use this road daily and the resident population on the verge of a nervous breakdown. These works have been ongoing for more than two years and do not seem to be coming to an end. The work was authorized by the Government on the 14th July 2007 at a provisional cost of 1 million and 300,0000 Euros. The delays have been due to difficulties in expropriations, thus there is no completion date, which could be some time yet. They have been working on sections of road instead of in phases due to the intensity of traffic.

ECONOMY

Three Madeiran establishments listed in the Expresso’s ‘Boa Cama Boa Mesa’ Guide.  This guidebook is published by the newspaper Expresso and is the benchmark for the accommodation and catering sectors in Portugal. The 432 page guide includes hundreds of restaurants, places to stay and useful information for unforgettable moments. The sector  ‘Boa Cama’ was won by the ‘Pousada do Porto – Palácio do Freixo’, run by the Pestana Group who received the Platinum Key. 25 Gold Keys included Madeira’s ‘Choupana Hills’ and ‘The Vine’. Included in the 25 ‘best’ in the sector ‘Boa Mesa’ was listed the ‘Il Gallo D’Oro’ restaurant at the Cliff Bay Hotel, led by Chef Benoît Sinthon. This restaurant was awarded a Michelin Guide star in 2008 for its Mediterranean and Iberian inspired aromatic cuisine.

Revenue in Porto Santo no longer enough to pay the staff. The first two months of this year were the worst for a decade for the hotel trade in Porto Santo. Prospects for Easter are bleak. 75% of the beds were not available this year due to some hotels closing for the low season. 20% less passengers used the airport and 18% fewer sailed on the Lobo Marinho during these two months. Total revenue fell dramatically from 2007 (62.8%) and the price per bed also decreased by 5 Euros per night. In 2007, the income covered the staffing costs but this year it only covered 41% of the costs. The resorts and local residents of Porto Santo are suffering a diminishing economy.

Today’s news headlines from the front page of the Diário de Notícias :

Suspicions cast a shadow over the police statute – The Trade Union Association says that the government ‘bought the  peace’ with the officials at the cost of operations and taxpayers.

Today’s main news headline : Fight in farming against lack of water – The storm of February destroyed almost all of the principal levadas of the Region and predictions point to 3 months for the repairs. The Directorate for Agriculture and the IGA join forces to speed up the process. Madeira’s farming output is at risk, as there is more than a month since the filling of the farming water supplies, and there are already cases where insufficient water has been provided. All the blame lies with the storm of 20th February, which damaged the infrastructure of the water distribution network. The principle levadas of Tornos, do Norte, das 25 Fontes, do Galhano and do Faial, to name the most important, make up 600 kilometres of levadas in need of repair. Worried farmers spread around the island, with hoses in hand, are resorting to drinking water to save their crops. The Regional Directorate of Agriculture (DRA) and the Institute of Water Management (IGA), have joined forces to advance quickly with the repair work that is classed as "unprecedented in the region". So a quick calculation says that it will be the end of June before the work is completed, add to that the ‘Madeira productivity factor’, and we are well into Summer. Expect a rather expensive salad on your plates in the coming months!

The securing of the slopes [landslide risks] has also moved forward, but case by case.

Gouveia discards his immunity – The ex-leader of the Socialist Party of Madeira goes to court to respond to the complaint of Jaime Leandro.

Renewables don’t slow down petroleum  – Despite the penetration of new energy sources, petroleum based electricity consumption shoots up.

75% occupation on the first few connections of the new route – ‘transavia.com’ started the new Porto – Madeira connection on Sunday. Since 4.30 pm yesterday Madeira has it’s second connection with the continent through the low-cost airline Transavia. The first flight had 135 passengers, and the first 3 flights have sold around 75% of seating capacity for the French Company [I just translate, if you disagree please write to the Diário]. Madeira’s tourism boss, Conceição Estudante believes that the new flights will open up Madeira to those from the north of Portugal and also Northwest Spain. If all goes well the 4 weekly flights of Transavia could turn into daily flights in or after October.

The main sport / football headline today : Defeat in Setúbal complicates the situation for Europe – The victory goal arrived in the last moments of the fixture. Those in charge at Nacional continue to believe that the Europa League is still a possibility. Of course it is … a mathematical possibility, not a realistic one.

Today’s photo – Many thanks to Pete … Ship in Funchal harbour Wednesday 3rd February

madeira news blog 1002 pete ship in funchal harbour wednesday 3rd februaryThanks a lot for Becky for coming up with a few more web snippets for our enjoyment. These two are very nicely written, and well worth a visit :

“The natural beauty of the place really is staggering though unfortunately, many visitors don’t get to appreciate all that the island has to offer. Too many remain in the capital, Funchal, and delighted by its pretty cobbled streets, gorgeous gardens and stunning situation fail to venture into the rugged interior. Those who do will be rewarded by towering mountains, breathtaking views and a taste of rural life that has hardly changed over the past century. What a refreshing change from the usual hurly-burly of life in London!” ONE FOR THE GOURMETS

“The wheels were lowered. The plane was coming in to land. And yet, from the window, all we could see was a fast-approaching mass of blue. Unless an aircraft carrier made a last-ditch appearance on the scene we were all going to get very wet. I nervously made a mental note of the location of my lifejacket. The Portuguese girl in the seat next to me dug her Nancy Dell’Olio nails into my arm. Then miraculously, at the very last, Madeira sprang out beneath us. A tiny porcupine of an island, each of its rocky prongs holding a spectacular viewpoint on its tip. The plane of passengers burst into spontaneous applause.” THIS IS NOTTINGHAM

FRONT PAGE NEWS

Pollution of the pond of Lugar de Baixo. This is "an untapped potential", according to the environmental agency Quercas. The Lagoa do Lugar de Baixo is a unique coastal habitat for migratory birds from the North Atlantic. Yet it is polluted with rubbish and has not been cleaned for five years. The proposed environmental education centre lacks facilities and is only half used. In 2005, a group of students from Ponta do Sol removed 19 bags of rubbish.  A guide to the birds that visit the pond was published by the DRA but there has been little other work on this area of 3,500 square metres which is one of the main points for bird watching in the region. The Regional Director of the Environment explained that the protocol with the local offices of Tourism,  Environment and the Society for the Development of the West Point (SPDO) was not realized. He said it is the latter who own the area and they must make the first move. The pond is polluted by both rubbish deposited by humans and rotting vegetation. The local council know about the degradation and the mayor said he had already contacted the DRA about a joint cleaning operation. The DRA recognize the importance of the area as a place of ecological sensitivity but deny responsibility for the management or cleaning of the area and state the responsibility belongs to the owners SPDO. Eight years ago, Quercus made a 46 page report on the environmental restoration of the area and proposed that a frequent analysis of the water quality was needed. Obviously, this has fallen on ‘deaf ears’.

Left Bloc takes the Jornal da Madeira to the Committee at São Bento. The extensive debate on the Portuguese media, specifically any pressure from the Government of the Republic and schemes to control the media, takes place shortly in the Assembly of the Republic and will include the ‘case’ of Madeira. All opposition parties require clarification by José Sócrates on issues related to some media, in particularly any attempt to purchase TVI by PT, the end of ‘Jornal de Sexta’ of Manuela Moura Guedes, the case of Público and  recent controversy involving the journalist Mário Crespo. The Left Bloc has promised to forward a request for a parliamentary inquiry into the situation of the media in Madeira, in particular the Jornal da Madeira. The Left Bloc (BE) is limited at a regional level as it has only one deputy and cannot ask for a parliamentary inquiry. Pressure on journalists and media companies and the situation of Jornal da Madeira, owned wholly by the Regional Government, are some of the things that over the years, the opposition have denounced in Madeira. Recently, in the Assembly of the Republic, the CDS raised the issue of unfair competition caused by the Jornal da Madeira receiving several millions of Euros per year from the Regional Government.

Carnival maintains 2009 funding but attracts fewer tourists. Current forecasts indicate 10% fewer tourists – 62% – than 2009 but the budget is still 350,312 Euros. The decrease is thought to be because the Carnival is early this year, whereas last year it was at the end of the month. A manager of the hotel sector, António Trindade, said that over the past three or four years, the hotels have been practically full. They must concentrate on the traditional British market in future years, as there are no new emerging markets. The Carnival events are being increased this year with a new Carnival attraction on Sunday. Friday is children’s day, 1,100 taking part in the ‘Carnaval das Crianças’ between 10.30 – 12.00 at the Placa Central da Avenida Arriaga . Between 15.00 – 17.30 along the Avenida Arriaga, ‘Carnaval Solidário’ has 200 participants, followed by a party in the Jardim Municipal, organized by the Association for Community Development. On Saturday evening, 1,095 take part in the main parade, ‘Cortejo Alegórico’, which starts at 21.00. There will be fireworks ten minutes beforehand at the Parque de Santa Catarina. The OCM plays at the Praça do Município from 22.00. A new parade on Sunday between 21.00 – 23.00, ‘Carnaval das Avenidas’ (Carnival of the Avenues), involves three of the groups that participate on Saturday: ‘ Fura Samba’, ‘Caneca Furada’ and ‘Os Cariocas’. There will be one group performing at each of the following locations: central area of Avenida Arriaga near the Sé, in front of the Regional Secretariat of Tourism and the Pier. This new idea is to act as a bridge between the main event and the following Tuesday’s ‘Cortejo Trapalhão’ which starts at 16.00. Program on the official Tourism site in five languages.

Carnival with varied agenda at various locations in the region. The Carnival parade in São Vicente takes place at 10.30 on Friday 12 February, taking the theme International Year of Biodiversity. Participating are all the local schools, social services institutions and day centres. After the procession, the council has prepared a variety show in the Municipal Gardens.

Vandalism and arson at Santo António. Early yesterday morning, vandalism and an alleged arson attack on two trucks caused more than 100,000 Euros of damage. The one that was vandalized had the windows broken and the interior ransacked and the other had the front tyres set alight. This is possibly linked to another suspected arson attack. A fire broke out at the Complexo Desportivo do Marítimo, an infrastructure to support the youth and veterans of the football club. Damage was not as bad as first expected; damaged electrical wiring, paintings, aluminium and glass.

LREC and Meteorology interested in partnership. The Regional Laboratory of Civil Engineering and the Institute of Meteorology of Madeira are interested in forming a partnership to study the climate and landscapes of the region. They would combine data from the weather stations and automatic monitoring stations of LREC to help prevent natural disasters.

POLITICS

Free JM costs each Madeiran 16 Euros. The media agency Lusa has calculated that every year, each person in Madeira ‘pays’ 16 Euros for the Jornal da Madeira. Lusa arrived at this conclusion by dividing the four million Euros that each year the Executive transfers to the Jornal da Madeira by the population size of 255,000. The newspaper also receives advertising revenue. It is distributed free to some outlets. The published opinions are all assigned to the PSD and the Government. These complaints have also gone to the Competition Authority and the EU. In comparison, every Portuguese resident subsidises the three state-run media channels: RTP, RDP and Lusa by less than 15 Euros each year. Most of the money transferred from the State Budget goes to RTP which has a number of public channels: RTP1, RTP2, Madeira, Azores, International, Africa and RTPN.

BE protest against millions to Barreiros. The Left Bloc has calculated that the 31 million Euros the Regional Government will spend on the remodelling of the Estádio dos Barreiros would create about 1,100 jobs in the region, a decrease of almost 8% in the number of unemployed. This justifies a protest vote in the Legislative Assembly against the "waste" in the construction of the stadium of Clube Sport Marítimo. This would be a significant number of jobs at a time when the region has more than 14,000 unemployed and companies are going through a serious crisis. For the BE deputy, the Government has shown "not to be socially and politically serious or responsible in defining their priority areas for action."

Coelho accuses the judges of being "subservient". José Manuel Coelho, (PND) compares the courts of the Region to the military dictatorship that ruled Brazil in the 1960s. He says the judges "persecute" the democrats. "The judges are not independent and are subservient to the jardinista regime." In the court case of the PND directors of the journal Garajau, Coelho accuses the Government of defamation. At issue are the texts in the journal that accuse the lawyer Cunha e Silva of being a legal advisor to the Port of Funchal and not declaring this income to the Constitutional Court. Coelho accuses the Government of abusing taxpayers’ money to pay the lawyer Garcia Pereira to defend Cunha e Silva when it is a case of "personal issues". Garcia Pereira is one of the most expensive lawyers in the country, receiving 5,000 Euros every time he comes to Madeira, at a time when there are plenty of unemployed local lawyers.

ECONOMY

Madeira guarantees the State more IVA than claimed. The Minister of Finances said that Madeirans pay less tax, IVA (VAT), than the rest of the Portuguese, used for political opportunism by Alberto Jardim. The rate of IVA is 30% less in Madeira and the Azores than the mainland, but Teixeira dos Santos left out the fact that this reduction only applies to consumers and not the companies that import goods and services that are consumed in the region. These reductions in the Azores and Madeira are allowed by the EEC and are designed to compensate for the higher transport costs of imports to autonomous regions. In his speech, Teixeira dos Santos hinted that Madeira is prejudicing the Portuguese taxpayer. Yet the State receives revenue from purchases that are bought in Portugal then imported to Madeira. The State also benefits from Portuguese telecommunication firms and banks based in the Free Zone. Madeirans generate more revenue; the income per capita (per person), without compensation from the State, is 33% higher than the Azores. The Azores benefit from a compensation of 471 Euros per capita whereas Madeira receives only 172 Euros, to compensate for IVA generated in the Region but not paid on the Continent. The income per capita is higher in Madeira than the Azores because of income generated by tourism and the higher cost of living. With a PIB (GDP) 45% higher than the Azores, the IVA revenue of Madeira is 35% higher than the Azores. — Usual spurious arguments as they are not comparing like-for-like: Continental Portugal, Azores and Madeira. No indications of the relative cost of living in all three areas.

UPDATE

Prime Minister denies giving directions to PT for the purchase of TV station. José Sócrates announced that PT had a "strategic intent" on buying TVI but this was totally beyond the control of the government. In Face Oculta, a case presently in the Portuguese courts, there is strong evidence that there was a plan involving the Prime Minister to control the TV station TVI. This case involves wiretapping to investigate allegations of corruption and economic crimes related to business enterprises of the State and private enterprises. There are 18 defendants.

Today’s news headlines from the front page of the Diário de Notícias :

Man dies two hours after release from hospital -  A fall yesterday sent the sexagenarian to hospital. He was released yesterday, but he wanted to stay in as a hospital inpatient. But he returned to Campanário. A little later he died.

Controversy keeps 46 families without a home. Five years later, the Council of Santa Cruz and the Housing Institute discuss the Salão complex. And the works don’t go forward.

Intensive Care invade the AVC Unit. The hospital department that deals with stroke patients is taking in more inpatients from intensive care, than there are actual stroke inpatients. The Hospital of Dr. Nélio Mendonça, in Funchal, says "It’s a matter of priorities". The clinical director of the Health Service Region (SESARAM), Miguel Ferreira, explains that the situation is not new, but adds that it is a timing problem.

Today’s main news headline :  UNESCO Ambassador evaluates the ‘Rabaçal Case’ – The disagreement over the cable car project in the mountains moves on to a new stage : discussion between the opposing parties in front of the international representative. The trip to Madeira was to be low-key, but the opinion of the UNESCO representative will be decisive regarding the building of a cable car in the Laurissilva forest.  The ambassador and an inspector spent two days here trying to understand the scope and impact of the proposals, and why environmental groups were so against it and sent a petition with thousands of signatories. The visit was kept confidential, but it is known that on Monday the ambassador spent the day in the area of Rabaçal, along with officials representing the Natural Park, Forestry, and the Environment, as well as the company promoting the project.  The beautiful landscape that would be affected by the project is the subject of the main photograph on today’s front page, and if the UNESCO representative took one look at that they would for sure be thinking no, no, no! I really really hope the plan is shelved, and if it is it would be doing debt-ridden Madeira a real favour. This project will cost a small fortune that will surely never be recovered through tourism revenues. In fact I reckon the plan can only really still be in existence through the sheer stubbornness of Uncle Bertie’s pals, as the economic case against the project must have overtaken the environmental case long ago.

The main sport / football headline today : Benfica ‘bury’ their rivals Sporting – Thrashed (4 – 1)  by the reds in Alvalade [Sporting's stadium].

Winner of the Portugal Cup may not qualify for UEFA. Fifth place in the league will give access to Europe. If all goes to plan Porto will occupy the other place in the final against Benfica, but have to get past Académica first tonight (SIC 8.15 pm). As both the big teams will probably finish in the top five in the league, I doubt  whether they will really care about this method of entry to the Europa League, but should Académica pull off a miracle tonight … well then that would be a different story.

Giga Park controversy ; Police target Caniçal ; Costa Concordia premiers ; Budget Travel bust

November 29, 2009 By: admin Category: Madeira & General News, Reader Chat & Questions

Today’s Photo Thanks to Derek … Flower festival dancers

madeira news blog 0911 sheila Flower Festival Dancing

Many thanks again to Elaine for yesterday’s top news stories …

Giga Park is not yet opened but is already causing controversy. The ownership of one of the leased areas is in dispute and going to court. It is not yet installed but the amusement park in Ponta do Sol is a cause of controversy, which could end up in court. Two individuals claim possession of the land in question. The case promises to end up in court with an action brought as early as next week, says the contesting party. At the heart of the dispute is a piece of land in the expansion zone of Ponta do Sol, where in two weeks time is to be constructed the amusement park for the Christmas season and will remain there until mid-January. Marcos Vaz, responsible for organizing the fair and rents the land it occupies, assures he has possession of the proper permits through signed documents by all landowners. He rejects accusations of invading property without proper consent. One of the Gouveia family, claiming land ownership, complains that the Council of Ponta do Sol is complicit in the invasion because they authorized the installation on private property. Without concealing his anger, denouncing: "Ponta do Sol as the plunderer." In the midst of this is another owner claiming the coveted land, having made a deed of justification (prescription) at the end of last October. Although a period of 30 days is liable for a contest of a document of justification, the claimant promises to take the case to court next week for the judge to rule on the legitimate ownership. The mayor was surprised that there were no objections until yesterday when no one has previously complained to the Council services. He says the person is entitled to complain over registration of the land but he just wants to create controversy. He says the Giga Park has been authorized to be placed in the expansion area of Ponta do Sol but with safeguards that the entrepreneur obtains the proper consent from the land owners. The authorities have not issued any document and will only do so after confirming the lawful possession of the land to be occupied.

Attempted homicide against an inspector of the PJ. The Public Ministry has filed a complaint against an individual who on July 27 2009, on Porto Santo, fired a shot from a shotgun against an inspector of the PJ (Justicial Police) who had his mother in custody. The shot was fired about five metres from the inspector. The defendant is charged with attempted homicide, resistance to arrest and causing injury to an officer. The accused is 22 years old and was born in Porto Santo. The car of the PJ was targeted but no officer injured in the shooting. The investigations that were underway were related to the crime of drug trafficking and the action of the individual was to intimidate the agents who had detained a couple under suspicion. The action eventually cumulated in the arrest of a man and a woman of Portuguese nationality aged 38 and 48. 390 doses of heroin were also seized.

Police operation in conjunction with various forces in Caniçal. On 19 November, there was a Special Crime Prevention Operation in the municipality of Machico, especially directed at the parish of Caniçal. 568 individuals and 264 vehicles searched. Two guns, five doses of hashish, a car and several documents were seized in the operation which resulted in an arrest for possession of a prohibited weapon, illegal transport of a weapon and drug taking. 25 foreign nationals were also investigated for immigration offences.

Volunteers help Dutch couple. A Dutch citizen, in her 60s, was rescued yesterday by bombeiros when she was overcome with exhaustion on descending the path connecting Bobasas to Bom Sucesso. Her husband asked for assistance when she had breathing difficulties and the bombeiros administered oxygen to stabilise her. On arrival at Bom Sucesso, the woman’s condition had improved and they declined transportation to the hospital.

Costa Concordia debut. Italian cruise ship travelled from Lisbon with 2,200 tourists, on their way to Brazil. It was the first time this ship has visited the region and arrival scheduled for 07.00. It is on a repositioning cruise to Brazil where it will operate over the next four months. It was built in 2006, has 17 decks providing 3,780 beds in 1,500 cabins. The range of services on the floating hotel include areas of leisure, catering, gambling and nightlife. There is also a chapel for prayer/meditation. There are four swimming pools including a samsara spa, sundeck, sports area, five jacuzzis and a beauty salon. In addition to a recreation area for children, there is an area of shops, an art gallery and Internet access. The ship sails at 17.00 for Recife and the ship will return on the 22 March 2010 on the way back to Europe. There will be the traditional arrival ceremony accompanied by the Ports Authority and Ships Enthusiasts Club.

Despite the Christmas bonus, people still not spending. The Civil Servants have received their Christmas bonus but the traders in the centre of Funchal say the sector is still in crisis. Trade has been poor all year and people are buying the cheapest articles. Traders hope that business will improve when other employees receive their bonus on the 15 December. The ATM machines were affected and often unavailable for service yesterday afternoon with withdrawals and transfers due to the Christmas bonus. The Porto Santo ferry is changing its schedule to help people travel to Madeira for Christmas shopping, so they can travel on Thursday night and return to the island on Friday night.

Bankruptcy of Irish tour operator affects the region. The collapse of the Irish tour operator Budget Travel has stranded more than 700 customers in various resorts worldwide. There are 28 tourists in Madeira whose return is guaranteed via SATA and money will be refunded to other customers who have booked holidays. There are still debts to be paid and the firm last week paid a large sum to a regional hotel group. Budget Travel was allocated 50 seats per week on SATA flights from Dublin. The airline will  now have to try to sell the seats to other Irish operators but the prospects are not very good given the economic collapse of Ireland last year, which made news headlines around the world. Budget Travel has been in the market for about 35 years and has faced serious difficulties since last year. The company has no means and no prospects of paying in the coming months the debts to suppliers estimated at around €9.4 million. Madeiran hotels lose potentially 50 customers per week, an annual total of 2,500 guests with an average stay of seven nights.

Nuno Teixeira attends to the future of fisheries. The Social Democrat MEP promised yesterday to pay attention to the interests of Madeira in the fisheries sector, although this is not an area under his direct competence. He met with the parliamentary group of the PSD to discuss subsidies for construction and boat repair and the three month period without fishing for the black scabbard fish (espada). He took the opportunity to talk to the people of Madeira about the importance of the Green Paper on Reform of the Common Fisheries Policy which is in consultation until the end of the year. The argument is that the European Community compensation for the additional costs in marketing certain fishery products from the outermost regions should not be subject to a time limit as these are permanent handicaps. There should be a distinction between small regional fishing fleets and large industrial trawlers, and identification of fragile habitats.

Council of Machico limit the amount of construction. The Council of Machico will set a quota for construction throughout the county, taking advantage of the revision of the Municipal Plan. Although there are still some major works to be completed and new projects, the priority will be to focus on the environment and social areas. Works of the council will focus on green areas integrated into urban areas. In the more populated centres, there will be established gardens and leisure areas. The mayor points out that there are still some important works to be achieved; the health centre at Porto da Cruz, the enlargement of the quay at Porto da Cruz, the new sports pavilion at Machico and upgrading the centre of Caniçal.

Madeira inundates São Bento with propositions. In a little over a month, there were six initiatives, taking advantage of the weakness of the Portuguese Socialist Party. The two proposed amendments to the law of support for air transport are the first in what is promised to be a long series. Since the beginning of the current legislative session on October 20, Madeira has sent an average of one bill a week to the Assembly of the Republic. The aim is to take advantage of the fact that the PS lost its absolute majority and force the adoption of proposals rejected by the previous Socialist Government. The key of course, is the amendment to the Finance Act of the Autonomous Region, as proposed by the PSD-M and even had the backing of the Socialists in Madeira. In the case of the Finance Act, there is agreement with the PSD in Portugal and the opposition CDS and BE will probably agree, so the Socialists have few alternatives. The other laws are; pension supplement of 65 Euros paid by the Government of the Republic, 30% more for the police and immigration officials, and salaries of public administrations of ANAM. Jardim advises the Portuguese Government that as all is not well in the current situation, it should resign.

(This is today’s top story in the Diário) : 15 more TAP flights for the festive season. Fernando Pinto has promised and TAP will fulfil. The airline will increase flights to Madeira from the second half of December and the end of the first week of January. According to data provided by the carrier, 14,248 places will be available on the Lisbon – Funchal route, through the enhancement of 96 flights. Between Porto and Madeira 54 more flights are planned, an increase of 7318 seats. The increase during Christmas and New Year’s Eve is because of immigrants who keep up the tradition of spending the festive season in Madeira, but also thanks to the diversity of programs offered by national operators, leading to TAP increasing daily flights. In all, more than 150 flights and 21,566 seats will be available. "This has always been the case, and we will continue to enhance the service to Madeira at Christmas and the end of the year," said the president of TAP, Fernando Pinto, during the 35th Congress of the WTTC, despite the time of crisis which has led to the reduction in supply and loss of passengers in the increase of air transport to Madeira. In the festive season TAP will also strengthen its operation to the Azores: over 14 flights to Horta, equivalent to 1,968 seats, plus 20 for Terçeira, ensuring an increase of 3000 seats and 4 more for Pico, providing over 528 seats.

A quick look at the rest of the front page of today’s headlines in the Diário de Notícias (Der) :

Food aid triples on Madeira. 83 thousand packages arrived this month for 10 thousand Madeirans, resulting in Social Security concluding that "only those who want to go hungry". The larders of some social and charity institutions and around 10,000 impoverished Madeirans were filled during November with over 830 thousand food packages, almost three times as many as in 2008 (326,000). This has been achieved through the Program for Community Food Aid for the Disadvantaged (PCAAC). The head of Social Security confirmed the figures, saying that there no need for anyone to go hungry. Madeira has been included in the scope of PCAAC since 1999, that has the objective of distributing specific food types to various member states in need. The main products are rice, pastas, biscuits, butter, cheeses, milk, flour and sugar, although this year several more luxurious products were also delivered. The number of aid recipients has actually dropped slightly this year to 9,618 (9,916). No doubt this publicity will boost the list again, especially as the head of Social Security admits that there are families that have not been identified as ‘poor’, and calls on people and institutions to let them know of any cases. There are also families identified as ‘poor’, but reject the food aid offered.

Solidarity of the people : The charity Cáritas fills 18 carts in only 4 hours just  in one shopping commercial area. I won’t cover this one today personally, as the campaign is still running until closing time today, so don’t forget to get down to your local Pingo Doce and fill a bag or two of goodies, and hand them over to the scouts or guides (or whoever) at the entrance on your way out. There should be an acceptable product list on display, that excludes perishables.

Economic Inspection tightens with commerce. The inspection begins tomorrow in ‘Operation Christmas’, with special attention for toys, Xmas decorations and accessories, and foods. The Regional Inspectorate for economic Activities (IRAE) starts its Xmas operation with its focus well prioritised, and the checks will run throughout December, as is customary each year. "With Christmas around the corner there is greater activity of business and trade and, as such, IRAE must be attentive and vigilant in the market for a number of factors, starting with a clear indication of prices of products and services offered", said Regional Inspector Valentim Caldeira. Checks will also be made on toys to ensure that the labelling is consistent with what is required by law, notably in terms of details regarding the age limit for use, and that the instructions or labels are written in Portuguese, especially with electrical products that could be a potential hazard. Valentim also warns that "consumers themselves should be aware of the importance of buying safe toys", because "the children all must be so careful." The safety of toys is as an important aspect in choosing a product as is value for money. Food items will also be checked, in terms of price, but especially with regard to hygiene conditions and packaging. Valentim  adds that also the transport of food is also an area for review. As regards Christmas decorations, it is again electrical items with potential safety issues that will be checked. Items that do not comply with regulations are seized by the inspectors. The issue of instructions in Portuguese is interesting, as the consumer organisation DECO does not say that it is illegal, and just says if the instructions don’t exist in Portuguese, then buy something else. They also say that buyers should read the instructions before buying the product, asking a shop assistant to open the package if necessary. As a lot of electrical products come in sealed boxes, I can’t imagine that being so successful, especially where there is a label warning about buying if the seal is broken. Chinese shops beware!

Cliff Bay Hotel restaurant keeps its ‘Michelin Star’. Does anyone really care?

Registration of ships bring millions in IVA tax  (VAT) – Ships registered in Madeira are floating commercial centres. Not wishing to hog all the top stories I will leave this one for someone else, someone new perhaps. Quem me dera!

Saturday of draws. Nacional only managed a home 1 – 1 draw yesterday against Naval, which won’t help the recovery too much of Nacional manager Manuel Machado, in hospital after an infection following a hernia surgical procedure, and still not out of danger. The headline also refers to and pictures the derby match between Sporting and Benfica last night, that ended in a 0 – 0 draw. Marítimo play away today at Belenenses at 6 pm (SportTV2).
