Commissioner’s visit to see damage and discuss scope for EU support

"Johannes Hahn, European Commissioner for Regional Policy, will be in Madeira on 6 and 7 March to see at first-hand the devastation caused by the floods which hit the Portuguese island on 20 February. He will assess the damage and discuss scope for EU support with the President of Madeira’s regional government, Alberto João Jardim. This visit follows up a meeting the Commissioner held with the Portuguese Interior Minister, Mr Rui Pereira, in Bruges (Belgium) on 26 February.

Speaking ahead of his visit, Mr. Hahn said: “ We do not know the full scale of the tragedy yet, but we do know that a lot of people lost their lives and that many more are suffering. My thoughts go out to the victims and their families. The Commission will do its utmost to assist Madeira through the EU Solidarity Fund, as well as with its Structural and Cohesion Funds. Our aim is, to help restore normal living conditions as soon as possible, in particular ensuring access to running water, and bringing bridges, roads and businesses back into operation.”

Drawing on the European Union Solidarity Fund

The Portuguese authorities have 10 weeks (i.e. until 1 May) in which to submit an application to the Commission for assistance from the European Union Solidarity Fund. They are currently preparing such an application, with the help of the Commission. At this stage no estimate of possible payments can be made.

The Commission will decide as quickly as possible if the criteria of application for the Solidarity Fund are met, and if so, will propose an amount of aid that can be made available. In order for the funding to be released, the Commission will then have to ask the European Parliament and the EU-Member States to adopt an amending budget to be incorporated into the Community budget.

The EU aid may be used to finance the most urgent measures: providing temporary accommodation for the victims, repairing essential infrastructure and clearing land and devastated villages. Measures will be selected jointly by the Commission and the Portuguese authorities before the aid is released. Damage to private property will not be covered by the above arrangements.

Other resources available

The Madeira regional programme (allocated €320 million from the European Regional Development Fund – ERDF in 2007-2013) may also provide aid. In addition, Madeira also benefits from €143 million from the Cohesion Fund through the national programme called “ Territorial Enhancement ”. Specific measures can be taken inside these two programmes to respond to the catastrophe and for longer term reconstruction.

The Portuguese authorities have a certain margin of manoeuvre and have also the possibility to transfer funds from their other programmes. Under Cohesion Policy 2007-2013, the country has been allocated a total of €21.5 billion broken down into 14 programmes.

The European Union Solidarity Fund (EUSF) facts:

The European Union Solidarity Fund (EUSF), which was set up in 2002, allocates emergency aid to Member States and applicant countries which have been struck by a major natural disaster. Its annual budget is €1 billion.

Since 2002, the Commission has received 69 applications for financial assistance from the Fund of which 33 led to the granting of financial support totalling more than €2.15 billion. Portugal was granted aid from the EUSF in the wake of the forest fires which occurred in the summer of 2003. On that occasion it received €48.5 million.

Madeira benefits from a reinforced support (additional funding) from Cohesion Policy as it is one of the EU’s seven “outermost regions” with a specific status recognised in the EU Treaty to take into account their specific geographic situation and their insularity."

Rehousing is a problem in Serra d’Agua IHM wants to keep families in the same neighbourhood, but few homes are available. The resettlement of households in Serra d’Agua affected by the storm remains the main concern of the Madeiran Housing Investment (IHM), due to housing shortages in the parish of Ribeira Brava. Paulo Atouguia, president of IHM, will this morning, together with the president of the local authority, to try to raise awareness of owners of empty houses in Serra d’Agua to lease them to the 139 people who had to leave their homes. "Our goal is to get people relocated near the place where they lived," he told the DIÁRIO. But the main priority is to rehabilitate them; if no solutions are found in the parish, the IHM will look for houses in the centre of Ribeira Brava, or even in another county. This at a time when about 28 households, mostly in Funchal, have been placed temporarily in new housing. Right now, says Paulo Atouguia, the HMI is on the ground to assess not only the proposals for lease which the authorities have received – to assess conditions on offer – but also to conduct a survey of the damage to the homes of displaced persons, a task that is also being carried out by the Regional Laboratory of Civil Engineering and the respective municipalities.

MADEIRA

Fajã da Ribeira out of isolation. The military bridge connecting this area to Ribeira Brava was finished yesterday and can now be used by motorists. For the assembly, materials had to be transported from Portugal in three trips using military aircraft (C130), transported to the area, a large crane stabilized on site and the bridge mounted by nine soldiers supervised by senior army officers. The bridge can support up to 22 tons and measures 18 metres long and 4.10 metres wide. There are no plans at present for any other military bridges.

Only a third of homes have insurance. Data from the Portuguese Association of Insurers which represents 70 insurance companies operating in the domestic market. On the Continent, the number of houses insured is 50% and traditionally in Europe, house insurance covers 70 – 90% of homes. Insurers originally estimated that compensation after the 20th February storm would reach 60 million Euros but this figure has been revised upwards to 80 million Euros. 54 million Euros covers 616 claims from commerce and industry, with only 454 claims for habitation (4 million Euros). There has been only one claim on life insurance, 11 for injury at work or personal indemnity and 79 for damage to vehicles.

POLITICS

No time to receive the MEPs. The Vice-president of the Regional Government, João Cunha e Silva, claimed a lack of space in the agenda to receive the socialist MEPs who visited the region from Wednesday until yesterday. Alberto Jardim had also refused to meet the four, claiming he had not been contacted through the official channels. He also thought it was in "bad taste" to include the socialist MEP Edite Estrela, whose legal case against him has been ruled in his favour by the Court of Appeal. The Mayor of Funchal was also unavailable so they met with the Vice-president of Funchal, Paulo Fontes. The Spanish MEP said, "If someone did not want to meet the delegation, that decision was their responsibility and strengthened the commitment of the European Socialist group in relation to the autonomous regions, such as Madeira, in supporting the transfer of aid to respond to the effects of the disaster."

Azores / Madeira alliance in the National Assembly. Members from the Azores and Madeira in the National Assembly joined together to try to force the State to re-pay 5% of the income tax revenue to the local councils of the Autonomous Regions. The proposal to alter the State Budget came from the PSD-M but the MPs from the Azores, from other parties, also agreed to it. The proposal is also supported by national PSD and CDS-PP members. Madeiran councils claim that IRS arrears are worth 8 million Euros, and Funchal Council is owed 5 million Euros. Last year, the Ministry of Finance ruled that since the IRS revenue goes to the Regional Governments, they should pay the 5% to the local councils. But the Regions counter-argued that this financial relationship belongs to the Executive in Lisbon. Recently, the municipalities asked the national Parliament to resolve this issue and the Mayor of Funchal has begun court action against the Ministry of Finance.

IGA invests 11 million Euros in water recovery. The President of Investment and Management of Water (IGA) pledged yesterday to invest 11 million Euros for the reconstruction of the damaged water supply network. It will cost 4 million Euros to repair the damaged drinking water supply network and it will take at least two and a half months. Water should still be boiled in affected areas and the drinking water supply is still unavailable in Jangão in the municipality of Ponta do Sol, in Zimbreiros in Apresentação and in Serra d’Água in the county of  Ribeira Brava. The worst area is Serra d’Água where the complete network has been destroyed. The remaining 7 million Euros is for damage to the supply of water for irrigation and this should be resolved within a month. The problem areas for these damaged channels are Ribeira Brava, Funchal and Ponta do Sol.

REGION

New access for Meia Légua and the north of the island. The Regional Government has given Estradas da Madeira the contract to build a new access road to Meia Légua. This will be a more permanent safer road to this parish in Serra de Água, and a link to the north of the island through the Encumeada tunnel. The new route will be 2.6 km long and include a 2,100 m tunnel with three emergency exits. There will be two bridges and a roundabout linking the expressway in Serra de Água. The cost is estimated at 41.5 million Euros and the project was planned previously but never implemented due to a lack of funds.

GNR will have another dog for search and rescue. The team in Madeira will have another dog as another one is necessary to cover the region. The commander of the Territorial branch of the GNR said that first they have to find the right dog and then a handler who needs total commitment to the job. The team in Madeira has only one dog for detecting human odour and this dog is presently in convalescence. There are four dogs trained to detect drugs. Diário has a long article about the two dogs that came over from Portugal to search after the February 20th storm. They are Timmy, a 5 year old border collie who has returned to Portugal while Sacha, a six year old golden retriever, remains on the island. Each handler works exclusively with his dog. When the dog detects a victim, it signals this by barking. If the dog is unsure, it smells and scrapes. They are trained to work in various scenarios/types of terrain and weather conditions. The dogs are trained from an early age by being rewarded for detecting human odour and they treat it like a game.

Tragedy harms tourism to the tune of €1.6 million – In just 15 days, the tourism sector suffered a sharp fall, between visitor losses from cruise ships and planes.

Satellite locates origins of collapses – A cabinet is being created that will study mountainsides and modern solutions to secure unstable slopes. IMAGE HERE. The assessments of the landslides and rock falls in the lands of Funchal has been done. Satellite images have pinpointed the precise problem areas, and now Funchal Council is looking for solutions to secure against further collapses. Engineer and councillor, Amílcar Gonçalves, has been chosen to lead the cabinet that will study the biggest problem in Funchal, the risk of rock falls and landslides. The scale of the problem was highlighted on 20th February, when after extreme rainfall over a long period, 173 collapses occurred in the high and medium zones of Funchal, mostly along a strip between Santo António and Monte. The task ahead to find the solutions that will secure the problem area at an economic cost will not be an easy one.

Today’s main news headline : "The Social Democrats Party of Madeira at this moment needs to change". Miguel Albuquerque highlighted matters and ignored the messages of [president] Jardim about taking a lead in the storms. Now, he has received  Edite Estrela, to the contrary of the Regional Government. In an interview about the aftermath, the pretender [to the throne of Jardim as president of Madeira and the PSD-M] affirms his readiness  for the succession. But he says that he would not continue in [Funchal] Council even if the law actually permits that, because he has a profession and doesn’t depend on "pans and perches". He supports the remodelling of the PSD-M, but without wanting to refer that to Jardim, because "that’s his problem". ‘Pans and perches’ is some colloquial expression that I couldn’t work out, but I think refers in part to ‘cushy jobs’. I am not surprised that the Diário made this today’s lead story, as Madeira’s top man outside of the Regional Assembly seems to be breaking ranks. It has been a suppressed as much as possible, within the PSD-M, but it has been no secret for some time that the President of Funchal Câmara has had his eye on the top job of Jardim. Now that Jardim has indicated that he might remain in post after his alleged planned retirements in 2011, perhaps that has prompted Albuquerque to speak out now, perhaps (excuse my french), a sort of ‘S*** or bust’ tactic. I am looking forward to reading this in full in the printed edition of the Diário tonight.´

[José] Sócrates is coming the Flower Festival in April – The prime minister said to the Diário that he is coming to see the rebuilding. Yesterday he left Maputo [Mozambique], which is calling for Madeiran businessmen.

A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. The photos don’t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.

I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn’t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?

Following an article a couple of days ago, it seems that RTP Azores has employed a journalist of mixed origin and language skills to provide news stories in English. TAKE A LOOK

One for the MADEIRA WINE buffs.

Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren’t playing that well this season, having changed their style of game somewhat.

TAP cheaper than Easyjet. D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet.

Drugs killed 19 in four years. Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.  The European Monitoring Centre report indicated a 45% increase between 2006 – 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, "The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents." In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.

A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.

Madeiran computer usage above the national average. In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. —- Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.

Stolen condoms machine! A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.

Parliament using a law that no longer exists. The Socialist Party MP Jacinto Serrão accused Parliament of "negligence" in relation to a matter  of "utmost importance for the region". The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting.

Hybrid and electric cars will have cheaper parking. From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one.

There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000.

Maintenance of ‘Lobo Marinho’ will be in Madeira instead of Spain or Portugal. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between  12 – 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.

French tourism promotional campaigns have worked. In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, ‘Top of Travel’ and ‘Voyages Internacionaux’ have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer.

Government not honouring its debts to contractors. The liquidity problems of the Region, justified by the Government reducing state transfers  and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay ‘virtual tolls’ ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015.

As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime.

Warning for travellers to Cabo Verde. The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.

Surveillance will tighten on Market Night. The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.

‘Play the buzios’ competition in São Roque do Faial. Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this ‘instrument’ (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho.

Individuals in a car assaulted an elderly woman.  An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own.

Madeirans postpone buying a car. Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 – 15 November, there will be a used-car market at the Tecnopolo.

Madeira Wines & Spirits Festival. Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.

New Savoy Hotel. They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before.

‘Atlantis’ special program. 10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island.

Fire brigades better prepared for forest fires. From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.

Postponement of increase in the fees of private doctors. Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations.

Fuel increases on Monday. Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.

Businessman António Lopes acquires abandoned village in Portugal. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.

A quick look at the front page news of today’s Diário :

Company of group involved in ‘Hidden Face’ received licence on Madeira before it was even created. It’s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.  The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.  The  facts may say otherwise,  with ‘Resatlântico – Waste Management Ltd.’ not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. Hard to believe there would be any wrongdoing methinks. Busy people with so many brown and white envelopes passing through their hands often get dates mixed up.

Today’s top news story : Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000. I can’t believe that last figure is correct … that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.

Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder. The regional secretary responsible has launched a recruitment process for a new  services manager of the ‘Jardim Botânico da Madeira – Eng. Rui Vieira’ (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.

Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful. The church ‘broadcasts’ the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under ‘noise laws’ was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that’s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.

In football : Madeiran Leonel Pontes in charge of Sporting. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.

(5th September). ‘Community Funding Diverted – The budget that should be applied in the restoration of a levada was used for other purposes. AJAMPS already resolved the matter, but the illegal practice is being investigated’. The Association Of Young Farmers Of Madeira and Porto Santo (AJAMPS) used money allocated for the restoration of a levada in Porto da Cruz to pay current expenses. The money was funding provided by the EU specifically for the levada project, and the association almost lost the right to apply for future funding through its actions, and had to turn to the bank for help in correcting the situation. What was even worse that the restoration work was done and the company was not paid the €175,000 owed (not at the time anyway). Diverting and misuse of European funding, whatever next! What on earth would Uncle Bertie think of such an action, diverting funding, not paying suppliers, then trying to conceal the action. At least we have a government here that these naughty young farmers can use as a role model.

‘Under 23′ Pass Doesn’t Come To Madeira – The students in higher education have, since the beginning of the month, a reduction of 50% on the cost of public transport. But only on the continent’. A bus pass from a rural zone to the University of Madeira costs up to €160 (per month) without any discount. From 1st September higher education students are allowed 50% discount on their bus travel in Portugal, but here on Madeira, the measure has not been applied, at least for now. The students will continue to receive a 25% rebate through an Academic Association. According to Luís Eduardo Nicolau, the president of the Association, there have been no answers. "We called the (bus company) ‘Horários do Funchal’ and they said they knew nothing about it. The students of Madeira are again in no man’s land". The government of Madeira is talking of discrimination. From the viewpoint of the regional government, this difference is a clear discrimination for the students of the Azores and Madeira, not to mention those studying at smaller universities in in the country, at least that is the opinion of Francisco Fernandes, the regional secretary for Education.

‘Exhibition Teaches to ‘Overcome Fears’ – The ‘BD’ raises awareness for the objectives of the United Nations’. The cartoon strip exhibition, that opens next month, called "Overcoming The Fears", is a ‘journey’ through the eight Millennium Development Goals of the United Nations that are planned to be completed by 2015. The exhibition has already been in some major venues in Portugal, and now comes to Funchal. The exhibition, a national initiative of the Portuguese Institute for Development Support of the Secretary of State for Foreign Affairs, will be inaugurated on Wednesday October 7th, at 6 pm at the Electricity Museum (Casa da Luz) in Funchal, staying open to the public until 31st October. The Millennium Development Goals were established in September 2000 between the Heads of State and Governments from 189 countries, including Portugal. The meeting took place at the United Nations, resulting in the signing of the Millennium Declaration. The countries present committed themselves to fighting poverty and hunger, gender inequality, environmental degradation, and HIV / AIDS. The assembly also committed to improving access to education, health care and drinking water. The agreed eight Millennium Development Goals were to be achieved by 2015. I wonder why it has taken 9 years to deliver this information to us in Madeira, with only 6 years left I am thinking this might not work out as expected, and what are these ‘fears’ I wonder?

The sports / football headline : ‘Compelled To Win ‘Doing Without’ Benefits – The national squad of Portuguese football just want to win the great prize : to be in the World Cup’. I can’t find this story online yet, but will return to it later if it crops up.

Our local sides don’t play this weekend, as Portugal are playing Denmark in a critical World up qualifying game. That’s on TVI channel 4 at 7 pm tonight.

Petrol and diesel will both drop 1 cêntimo per litre in price on Monday.

‘Bad Weather Interferes In August – Entrances in the swimming complexes in Funchal decreased compared to 2008′. The number of entrance tickets sold diminished in the facilities in Funchal managed by FrenteMar in August, with the bad weather during the final fortnight of the month blamed. Sales were up until 22nd August, but from 23rd to the 31st there was a "rampant descent" in sales. Last year 100,637 tickets were sold in August, but this year it was down to 97,823. The Lido complex was the most popular as always, with 51,033 tickets sold. I don’t remember any bad weather, a couple of cloudy days at worst. It’s not rained over my way for a couple of months, unless I was hibernating.

‘Security Of Hiper Sã Catches Thief With €5,000′. A 20 year old man was caught trying to escape from the store in São Martinho, whilst in the road, with the money stolen from an employee. The Funchal man had hidden in the store until after closing time, and then around 11.30 pm jumped an employee in the restaurant area who was counting up the days takings. The thief ran into a passer by as he was fleeing, fell, and was then caught and held until the police arrived.

The driver of this car had ‘popped into’ a petrol station in Gaula to ‘fill up’ very early yesterday morning, doing slightly more than the recommended velocity. He also hit a petrol pump before entering the premises.

‘New Roads Inaugurated In Machico And Ponta do Sol’. The road linking the villages of Achada and Fajã dos Rolos, in the parish of Santo da Serra in Machico, will be inaugurated today at 5 pm by the president of the Regional Government, Alberto João Jardim. About an hour and a half later, he will open the road to Levada da Vargem, in Lombada, in Ponta do Sol.

‘Electricity of Madeira Invests €13 Million – Wind energy already represents 6.5% of the total production of the electricity of Madeira’. The region has another wind turbine park in Paul da Serra, with 12 units. It was inaugurated by president Jardim yesterday. Each unit has a potential to generate 850 kW. A spokesman for the electricity company EEM said that two more such parks would be constructed in 2010 with a potential of 15 MW, that will take wind power up to 9.8% of the total of electricity production, with the eventual aim of 30% of production through renewable resources in 2017.

Today’s main news headline : ‘Government Has 130 In Positions Of Trust – The team includes secretaries, directors, presidents of institutes, cabinet chiefs and assistants. Costing €5 million annually just in wages, it has less advisers and more consultants’. The Diário refers to them more or less as the ‘Orange Brigade’. A band of merry men working for president Jardim, ranging from Regional Secretaries (where appointed, rather than elected politicians) to advisors. Alberto João Jardim leads a team equivalent to an infantry company, but with much higher costs, especially since almost all are highly qualified or experienced. It represents a significant fiscal burden to Madeira. In round numbers, over five million Euros per year in salaries, not including allowances, expenses, subsidies, vehicles, and equipment. Those termed purely as ‘advisers’ have been cut from 39 to 14 to save costs in the last year or so, as the treasury could not accommodate all the costs. I can’t imagine why this has come up now, especially so near to election time, but it has been reported before. No doubt some of them are genuine needs, but 130 people (neither politicians or civil servants), for a little island like this. Come on! Every political system has cronies for sure, but this is a little regional autonomy not a state.

The pre-election campaign for the Assembly of the Republic is going to start tomorrow for the PSD social democrats. Candidates will not only start door to door campaigning, but will also be waiting at church entrances. The party is aiming to take 5 of the 6 seats available to Madeira. 

‘Eurozone to grow more strongly – Interest rates stay at their lowest level in the ECB’s 10-year history’. The European Central Bank (ECB) has raised its forecast for economic growth in the Eurozone and kept interest rates on hold at 1%. The head of the bank said there was an expectation that "severe contraction" would now be followed by a period of "stabilisation and gradual recovery". Eurozone rates were cut from 1.25% to a record low of 1% in May this year.
