Calheta Cliff To Be Reinforced ; Schools Unprepared ; CMF Disregards Court Ruling

(11th September). Today’s main news headline : ‘Schools Unprepared – They lack products of hygiene for the prevention of Gripe A in the pre-school and 1st cycle. They will only be delivered in October, after the start of the school year, owing to a lack of stock’. Five thousand youngsters in Funchal will start school in the next few days without the protection planned against swine flu. Paper towels, disinfectants, and masks were ordered at a cost of €60,000, but the national supplier has a ‘rupture’ in stocks, and won’t be able to deliver until mid-October. Funchal council say they are not at fault, but the demand for such supplies has caused shortages with suppliers in Portugal and abroad. Parents are being asked to bring alcohol based disinfectants to their children’s schools as a contingency measure. Supplies of the required products are being ordered through the secretary for education for most schools, but it was left to local authorities to provide for pre-school and 1st cycle schools. Alcohol based disinfectants eh! … "here José, son, take this bottle of diluted alcohol to school for me will you" … "sure Dad". Might as well just give the kid a good dose of Poncha, renowned for flu prevention and cure, not that I condone underage drinking (doing my politically correct bit of course, before one of the snipers get to me).

The main sport headline, in football : ‘Hugo Almeida Warns Nacional : "We Are Strong" – The Portuguese International that plays for Werder Bremen praises the first opponent in the Europa League’. The player praises our local team, but has no doubts about Werder Bremen, saying "we are favourites".

‘Bandolins Seek Big Venues – The orchestra wants to perform in the Centro Cultural de Belém and in the Casa da Música (Porto)’. The new season 2009 – 2010, that starts today, brings new ambitions including the conquest of new audiences, and the chance to play in renowned venues in Portugal and abroad. The first concert is tonight at 9 pm in the English Church in Rua do Quebra Costas, in Funchal, which I believe will be a regular event on Friday’s. Another tour is planned in the UK next year, and the artistic director of the orchestra says that they must focus their work on venues abroad to promote Madeira and win new audiences. Special performances are also scheduled at the Teatro Municipal Baltazar Dias. I didn’t know that mandolins or music have seasons, but anyway, this is one of the few sources of local entertainment that anyone who reads this blog has ever shown any enthusiasm for*. Not had the privilege of seeing a performance myself yet, but maybe a trip out to Ribeira Brava is a bit beneath them now they are established internationally. (*aside from me and Vânia of course, who happened to be performing in Gaula this weekend).

Another 61 allotment plots for vegetable gardens will be provided in Bairro de João Gomes by the river. The plots which will be ready in November will take the total for Funchal to 170.

‘CMF Gives 3 Months To Update Meter Records’. Funchal council is owed €320,000 in unpaid water bills. They estimate that 11 thousand out of 50 thousand water meters are not registered to the correct user. During the period, water users can update their water meter details free, apart from a small stamp duty charge. If the deadline is missed, there will be a charge of €14.60 to change the details, and the council will move to collect outstanding water charges, regardless of the name on the account.

‘Madeira Government To Reinforce Cliff Face In Calheta Village – The work continues on what was already completed in 2003, and will cost around €7 million’. The plan is now to reinforce the complete escarpment, around 370 meters long, to prevent falling rocks and debris. Up until now just the central part has been dealt with, using barriers and wire mesh. The project, which is in the programme of works for 2007 – 2011, was agreed by the Governing Council yesterday and will now go out to tender. A spokesman for the government said that the "natural evolution" and "erosion" of the escarpment overlooking the sea front of Calheta, has over the years, resulted in "several detachments of blocks and fragments of rock and earth".  

At the same meeting yesterday, amongst a number of projects and grants approved, €700,000 was allocated for the construction of a central (town) square in Caniçal, and €3 million for a new connecting street for Sta. Quitéria-Três Paus and Viana, in Funchal.

‘Conceição Estudante Criticises The Secretary of State for Tourism For "lack of ethics and opportunism" – Madeira’s Tourism Secretary accuses Bernardo Trindade of "assuming leadership" in announcing a new air route to Madeira’. She is upset because he  anticipated the announcement of a new air route for this region, and took the credit. "I dislike having to make this comment at a time when the Secretary of State, Bernardo Trindade, is campaigning (head-of-list for the PS-M to the Assembly of the Republic), but the Secretary of State is taking a leadership role that he doesn’t have in this case", she said. She was speaking about the new route of the British company Jet2, that will carry passengers between Manchester and Madeira, from February(?) 2010, which was announced Wednesday by the Secretary of State for Tourism. She says he was not ‘in the chair’ during the negotiations, and that Trindade’s announcement "was an unpleasant exploitation, opportunism, and it was not ethical by the secretary of state to pre-empt the announcement". She then got a little more upbeat by saying "But what’s really important is that Madeira will have one more link in a market that is very important to this region, the United Kingdom".

Today’s main photo shows a picture of the president of Funchal Council in a bookshop : ‘Court Fines CMF For Bad Faith And President’s Threat – The "shocking" illegalities in the ‘VIP residences’ and the disrespect for judicial decisions lead to criticism from TACF. Miguel Albuquerque incurs a ‘crime of disobedience’ if he doesn’t repeal the licence and cut off the water’. The Administrative Court of the Circle of Funchal (TACF) fined the council and an ‘advisor’ €2,500, in connection with the VIP residences ‘Villas Jardins D’Água’. The judge ruled on 25th August that there was bad-faith from the council and developer of the properties, disrespecting judicial decisions, as if they had not been declared illegal. Work continued illegally after the judicial decision was ignored, and then the council illegally issued the authorisations for habitation, and now the properties are illegally occupied, said the judge, "It’s truly shocking in a state of European Union law". The council also has to take remedial measure in respect of the properties, including cutting-off the illegal water supplies. Councils and developers defying court judgements, what could have been the motivation? Must nip out later, as I am almost out of brown envelopes and other essential stationary items.

(16th July). ‘Neighbourhood Of Bad Name And Scorn – Permanent tension. Inhabitants are unwelcome in the market for employment. Children without ATL(?). Families attempt to flee from there’. Nogueira doesn’t have a solution. Madeira’s government creates better conditions, but the residents wreck everything. It’s an area where unemployment is a true reality, where the residents suffer the fact nobody wants to employ someone living in Bairro da Nogueira, where the social problems just get worse. The population is stigmatised by drug addiction, where children have nowhere to pass their free time this Summer because the ATL(?) was vandalised and closed years ago. The more structured families appeal to the government to be moved out, while the neighbourhood becomes each day more of a ‘social labyrinth’. The area is of ill repute as far as Madeira is concerned, and the most scorned part of the island. They look to new alternatives, but this neighbourhood is at a crossroads of problems without solutions in sight. This long article is quite a scary read, it really is. I don’t think I have ever read such a damning write up about anywhere on Madeira. Whilst the day times are comparatively quiet, at night the streets come to life with people with drug and alcohol problems, and then there is often violence. The police are not respected, and the area even has the makings of a no-go zone. Everyone is watching everyone else, with a particular eye for strangers says the article.

‘Worker Dies Of Electrocution In Works In Bemposta, Machico’. The accident occurred when part of a cement mixer touched high voltage cables. A 39 year old man died, another was taken to the emergency unit in Funchal Central Hospital with serious electrical burns. An investigation into the incident has commenced.

‘Police Operation Against Drug Barons Bursts Into Estreito’. Estreito de Câmara de Lobos was the latest target for armed police wearing helmets, bullet proof vests, and protective clothing, in the fight against drugs. The operation started at daybreak yesterday, and took locals by surprise. The police were equipped with a court search warrant to raid a premise heavily suspected of being a ‘drugs barn’. Two men were arrested and detained, one was later released. The police also seized a vehicle, drugs, articles related to drug trafficking, and cash exceeding €20,000.

 

 

 

 

‘CMF Pays ‘Time & Hours’ Bad Debt Of 2005′. Funchal Council is making gains with it’s efforts to clear old debts, but the auditors of the court responsible for checks say that the council could be penalised through paying interest to the state. Some of the debts go back as far as FOURTEEN YEARS! Under the state programme which loosely means ‘Pay On Time’, auditors discovered that 91% of the backlog related to debts from 2007 & 2008, amounting to over €9 million. Much of the debt was not accounted for properly, and one debt for the supply of sand from a construction company was 4,943 days old.

‘Madeira On The End Of The List’. We are in the region of Portugal that builds the most new homes and apartments, and with the lowest rate of rehabilitation. It is also the region with the worst record for delays in building works.

In sport : ‘A Record In The International Meeting On Madeira’. Pole-vault, or ‘Jumping With A Stick’ as the Portuguese actually translates, brought a new national record in the XIV International Athletics Meeting on Madeira yesterday. A junior athlete managed a height of 5.11 metres at the sports stadium in Ribeira Brava.

‘Rivers Flow Against Europe – Europe wants to re-naturalise our rivers and water courses, but Madeira moves towards artificialisation’. Under a European directive (200/60/EC), all member countries should make their rivers and streams comply with ecological quality objectives, and be there for the enjoyment of the people, moving back towards a natural state without evidence of man made intervention. Hélder Spinola, of the environmental agency Quercus, says that Madeira is going in the opposite direction, and not only in Funchal. The EU directive is aimed particularly at combating pollution, although on Madeira, because of the specific nature of the topography of the island, there are other concerns such as safety and public protection. The head of Quercus is particularly concerned about the more frequent floods, caused by the higher frequency of heavy rainstorms that deposit more water in shorter periods. He refers to the choking of waterways with increasing numbers of concrete walls, bridges and roads, spreading throughout the island, although the effect is now slowing if only due to the lack of money for new works. Any specific new initiatives now seem to focus on water quality, and not on the wider issues of managing natural water resources.

Portugal news : As of this morning 107 cases of Gripe A (H1N1 swine flu) have been recorded, but of these 104 victims have already been treated and released.

’45 workers contest their dismissal by the Savoy – The decision was made yesterday in a session with the trade union representing hotel workers’.  The 45 workers, who did not sign the termination agreements from the SIET Savoy Group, will challenge the collective dismissal through two lawsuits, with the objective of returning to work. 55 workers who accepted the termination of their employment received a payment based on length of service, and are now able to receive unemployment benefit. The Savoy hotel was closed a couple of months ago, in preparation for demolition to make way for a new hotel.

‘Friends of the Park’ are in action Saturday in Areeiro and Cabeço da Lenha – The Association continues the project of planting trees and shrubs which began in 2001′. The indigenous trees and shrubs will be planted in the Ecological Park and in the Field of Environmental Education in Cabeço da Lenha. The general public are invited to participate. ‘Astronomy Night – Night of the stars – Calheta puts out the lights on Saturday to assess light pollution’. The tour of ‘Astronomy Night’, to mark the international year of astronomy, moves to Calheta this weekend. Measurements will also be taken to establish the levels of light pollution, and to make the population aware of the "dangers of the use of excessive light", which cause "serious environmental and social damage".

(15th July). ‘Living Close To A School Does Not Guarantee Places – School denies ‘connections’ and says that the morning shift is not available to all students’. The secretary for education says that living near to a school does not guarantee a place, and although there are rules that may give priority to locals, parents are finding out that the reality is quite different. Also, as many children will be allocated an early or late ‘shift’ in school, this also is not determined by ‘connections’. The later shift has a worse reputation in education terms, a situation denied by one school leader in the article.

It’s the Banana Exhibition / Festival in Madalena do Mar this weekend. I believe it starts Saturday evening and runs through to Sunday night, but I am sure someone will correct me if necessary.

CMF ex-VP In Court ; More Tomatoes & Cucumbers ; New Dockyard Interests

(28th May). ‘Dias Loureiro Shakes The Myth Of Laranjal – The ex-minister and ex-leader of the PSD resigns as adviser to the president of the republic because of the Bank BPN, a controversy that involves other supporters of the president of Portugal’. He is accused of covering up irregularities. Only mentioned it here as it was on the front page, but this is mainland politics, an area I have no wish to delve into.

A case that involves embezzlement and abuse of power that involves the former vice president of Funchal Council (CMF), Rui Marot, was scheduled for Thursday afternoon in the court of Funchal. As well as Marot, three more senior employees of CMF face charges at the same hearing, of similar and other crimes. The case is the result of an investigation conducted by the Judicial Police of Funchal around events in 2002.

The number one candidate for the PSD social democrats in the European elections defended on Wednesday the establishment of rates (taxes) by the European Union for goods imported from countries without the same social and environmental rules, “such as India or China”.

(29th May). ‘New Agricultural Projects In Funchal And Santa Cruz – The two ventures are expected to increase annual production of tomatoes by 94 tons, and cucumbers by 87 tons’. The new site at São Roque (Funchal) is 4,000 square metres, which will be inaugurated by President Jardim on Monday, and ought to produce annually 30 tons of tomatoes, 15 of cucumber, and 1.5 tons of green beans. The other in Gaula, to be inaugurated the same day, is an existing plot increased in size, with improved coverings and greenhouses. In another new facility in Santo da Serra of 19,000 square metres, the owner is estimating to grow 200,000 flowers and 6 thousand kilos of maracujás (passion fruit).  The total investment for the 3 sites adds up to €638 thousand.

(28th May). ’9 Companies Compete For The Dockyard Below The Airport’. The new construction in Água de Pena, designed for the repair of small boats and leisure craft has attracted much interest, with 9 companies competing for the 10 year contract (renewable thereafter in 10 year extensions for a maximum of two extra terms). They all met the tendering requirements, and were all present at the tender opening meeting. Located at the bottom of the track from Madeira Airport, the site comprises around 14,500 square meters, with several support buildings and commercial units.
