I recall a short while ago we had a discussion about bandolins, ukuleles and such musical instruments, and I came across this article that mentions Madeira being responsible for the ukulele coming to Hawaii … "Coleman says the biggest surprise was the wealth of ukulele music created in Hawaii in the late 19th century. Many of the instrument’s signature tunes were written by members of the Hawaiian royal family, who embraced the uke after an earlier version of the instrument was introduced to the islands by Portuguese sailors from Madeira". Nacional took a bit of a home thrashing yesterday afternoon, losing 0 – 4 at home to FC Porto. Even worse than the 3 – 0 defeat they suffered in the Dragão earlier in the season. Despite being in a European position, our lads have the leakiest defence in the Liga Sagres, having conceded 33 goals in 17 matches.

Anyone else watch that Futsal (5-a-side court football) match on RTP last night. It was the final of the European Championship in Hungary. Spain had it all wrapped up with a 3 goal advantage with just a few minutes to go. Then Portugal scored twice, and missed another chance to tie the game. It finished 4 – 2. Shame about the result but a fantastic ending.

Hotel complex received the highest certification of food security and management

The hotel complex, Vila Porto Mare, received the Foresee Gold Certificate of Excellent Food Hygiene Standards from LusoCristal Consulting, a prestigious international consulting firm, for its food security systems.

This is the first time a Portuguese resort has received the Gold Certificate which is rewarded to units that score above 80% in three consecutive surprise reviews to assess four key concepts of food hygiene and best practices: cross-contamination, preparation, storage, and proper cleaning.

The Vila Porto Mare, owned by Madeira’s Porto Bay Hotels and Resorts, consists of three hotels (The Eden Mar, The Porto Mare, and The Residence), four restaurants, five bars, various pools, sports fields, and a spa.

“This recognition reflects the excellent levels of food safety control, for both food and drink, in all of its restaurants, kitchens, and bars,” emphasizes a press release distributed yesterday by the hotel group.

Located in the Lido region, Vila Porto Mare houses a lush 13,400 square meter botanical garden with a collection of 43 palm species- a very significant diversity.

The parent company announced yesterday that, “Vila Porto Mare Resort has finished an initiative to identify and tag at least 365 unique species that reside in its gardens which places it among the Exceptional Class of the Floral Diversity Index.”

Sugarcane, grapevines, and banana trees, the three most important plants of the Madeira landscape, combine harmoniously with ornamentals to evoke the economic history of the Island.

To carry out the ecologically sustainable management style adopted, water is used from the Levada dos Piornais to drastically reduce consumption and equipment was installed to compost leaves, coffee grounds, eggshells, and leftover produce to reduce the need for chemical fertilizer.

They recently added flower beds with vegetables, aromatic plants, and medicinal plants to provide guests with new smells and flavours. Endemic species were also added to the property’s vegetation.

Tours are given to explain this botanical abundance of Vila Porto Mare as part of the resort’s entertainment offerings.

Horários do Funchal is technically bankrupt.  At the end of 2008, the firm that runs the local buses in Funchal (yellow buses) had a negative equity of 1.6 million Euros and liabilities of 30.3 million Euros, 32.8% more than the previous year. This is despite 3.5 million Euros from the Regional Government. The company generated 24.5 million Euros in business but this did not cover the 28.1 million Euros operating costs, an operating loss 36% worse than the previous year. 21.6% of the expenses were for fuel and 41.1% for labour costs. The company has short, medium and long term debts to banks and debts to suppliers. During the year, an investment of 4.8 million Euros purchased 20 new buses.

INDICATORS

The firm had 277 vehicles and 621 employees (375 drivers);
The average fleet age was 14.9 years;
The company had 1.3 drivers per vehicle;
This year the company transported 27 million passengers …
… in 66 routes in a network of 189 kilometres;
1,009,909 trips were carried out and covered 7.4 million kilometres;
The occupancy rate stood at 18% and the average capacity was 80 passengers;

GVA per employee (19,327 Euros) in 2008 was 2.4% lower;
The personnel costs represent an annual cost of 18,518 Euros per employee.

Opposition parties want an investigation into the Regional debt. The parliamentary group of the PS (socialists) will be supported by the PCP (communists) and CDS-PP (Christian democrats) if they want an inquiry into the size of the Regional debt. This would be sufficient support required for an investigation; a minimum of ten signatures. A previous proposal was rejected by the PSD. The PCP want a clarification of the extent and consequences of the debt of the region, including both direct and indirect debt.  A bank study pointed to a debt of 4.6 billion Euros or 92% GDP. The socialists estimate the debt as 6 billion Euros. Interest charges and expenses on the debt are over 250 million Euros annually.

MADEIRA

20% suffer from anxiety disorders. Today is the final day of a two-day conference at Pestana Casino Park bringing together 800 mental health specialists, a meeting held every two years. Results from a survey of the prevalence of mental illness in the region will be published soon, indicating that 20% Madeirans suffer from anxiety disorders which can occur more frequently at times of crisis. Psychotic illnesses are less prevalent and 5% of regional mental illness result from the consumption of alcohol. A bipolar disorder specialist stated that recent surveys showed this disorder occurs in four times more patients than diagnosed if the usual criteria for the manic phase are used.

Association of Casas do Povo da Madeira without money leads to resignations. Five officials resigned last month because they have five months of salaries in arrears. The company ACAPORAMA has a liability of 265,000 Euros. The financial difficulties make the association ineligible for future Regional Government subsidies as they cannot fulfil the present contract. Last year, the subsidy was 57,000 Euros to cover the cost of different activities. 36 of the 40 Casas do Povo in the region are in this association.

Exotic species in the wild. Although Madeira is an island and there is close monitoring at the airport and animals for sale, it is difficult to prevent the illegal entry of exotic animals or plants into the region. The biggest problem is the maritime link, species entering from a yacht or a car travelling from Europe on the ferry. The import of exotic species has been regulated since 1999, especially for those endangering the ecosystem or dangerous to humans. The major threat is from species accidentally introduced through imported materials, like sand or wood. Such materials, for example the Moroccan sand for the beaches, is subject to a quarantine period. The photo shows a 2 metre long python found recently in the area of Pináculo in São Gonçalo. It was dead, presumably after a road accident, and was either abandoned in the region or had escaped from the owner.

Youth assaulted outside a bar.  A 20 year old went to a bar at 11 am on Sunday morning, in the area of Palheiro Ferreiro, to buy tobacco. The establishment was closed but seeing a light on and hearing voices inside, he knocked at the door. He was told the bar was closed but explained he just wanted to buy tobacco. Suddenly, the owner emerged and attacked the man, punching and kicking him, but he managed to escape to his house. His brother took him for medical attention and he has a broken arm, cuts and bruises. The police are investigating his allegations.

Bombeiros had to help two elderly tourists. On the levada do Curral dos Romeiros, two British tourists aged 79 and 87, had to be helped to the end of the levada. They had mobility difficulties associated with old age and were found by locals at 7 pm.

ECONOMY

An unusual ship. Next week, this unusual ship named the Monge, will visit the Port of Funchal to allow the crew a rest period. The A 601- Monge belongs to the French Navy and carries 232 crew members. The ship is the only one operating in Europe with the role of supporting combat missions involving missiles. There are two Super Hornet helicopters on deck. The ship arrives at 9 am on 3 February and departs at 9 am on 6 February.

Madeira self-sufficient in eggs. The Girão Group opened a new poultry centre yesterday, enabling Madeira to be self-sufficient in egg production for domestic and industrial use. The investment was one million Euros, 50% from institutional funds. This company accounts for 60% of the regional distribution and presently only imports 20% of its eggs. The new centre in Campanário in Ribeira Brava has a capacity of 90,000 birds. Each year, 25 million eggs are produced earning the firm 4 million Euros. The company started 35 years ago in Quinta Grande in Câmara de Lobos.

POLITICS

Madeira Wine interests South Korea. The Ambassador of South Korea, Kang Dae-Hyun, visited the region and was impressed by Madeira in general and in particular by Madeira Wine. He thought the 50 million South Koreans would also enjoy the wine. Promotion of the wine would have to be studied and the free trade agreement between the EU and South Korea, which comes into force this year, will make this traditional product a tax-free import.

PND accuse construction company. In Caniço, Edifício Assomada Park has various building flaws and failures. José Manuel Coelho blames the firm responsible for constructing the building, ‘Só Trabalho’. Faults listed were: leaking roof, poor quality painting, many cracks on the lower floor, and pumps for the sewerage tanks not functioning so the tanks are overflowing. The residents have complained to the company as the building is under guarantee but have had no reply. Coelho also criticized Santa Cruz Council and government departments.

New cities continue as towns – The fever of changing to city status didn’t bring more people or business. Accompanied by a nice photo of the ‘A Frame’ houses in Santana, with a few tourists milling around. A phenomenon over the last few decades saw several towns (or even villages in my opinion!)  apply for and obtain city status, because they (the politicians) thought the grass would grow greener. Silly! Just because you have a shoe-shine booth and a fresh water drinking fountain doesn’t make you any better than anywhere else, and does not improve the quality of life or bring trade flooding in. Caniço, Machico and Santana are such examples of Madeira’s ‘cities’. Silly cities!

Today’s main news headline : Majority of the deputies [MPs] amass jobs – The case is blatant on the benches of the majority party : almost all of the 33 Social Democrat deputies in the Regional Assembly work on a part-time basis. On the side of the opposition, few have other such extra activities. The teachers dominate. So what. It’s not against the law, and all over the world politicians supplement their miserly political salaries, using their status to get top part-time jobs, and short change the voters who put their faith in them. Of course the ruling party politicians can attract the best paid jobs, as they are the ones with power and influence that their employers need, and not their powerless political opponents. To suggest that Madeira is any different to anywhere else is not the case, and Madeira’s PSD politicians deserve a pat on the back for being as morally corrupt as many other politicians  worldwide without being seen to break any laws or ethical obligations. Silly story!

Doctors slow the addiction of turning to plastic surgery – There are already two thousand surgical procedures of reconstruction and for cosmetic reasons per year. There are already cases of Madeirans addicted to plastic surgery. The situation is not very common, but the specialist in Cosmetic Surgery and Reconstruction, Manuel Figueiroa, admits that some people who fall into this group have passed through his office. He says that he has refused surgery several times because there was no necessity, a decision that doesn’t normally go down well with the patients, who often go elsewhere, sometimes abroad, to get what they want. Silly people!

Estêvão Neves studies a new investment in Brazil. I don’t really care what this bloke is doing in Brazil, but how dare he have two accents on his first name. I have only ever come across this before with the name Cristóvão, and vowed to never have nothing to do with any person with this name, nor the parents. If life isn’t tough enough already, putting stress on a word in two places needs a skill in linguistic gymnastics that I just don’t possess. Silly name!

Another main story, off the front page : Carlos César thinks they are "completely ridiculous" the justifications of Alberto João Jardim – The president of the Azores government advises Jardim to save on the current expenditure. Referring of course to the alterations to the Regional Finance Law proposed by President Jardim and his Social Democrat Party on Madeira, and the attempt to squeeze out more funding from the state budget. "I don’t want to offend AJJ, but some of the arguments are completely ridiculous" said César in comments to journalists in the Azores. Referring in particular to the justification that Madeira needs more money because of the geographical features of the archipelago, because Jardim has already bored through mountains and made tunnels all over the place. In the Azores, the problem is quite different with many ports and airports on the islands that cost a huge amount to maintain. "Also nothing is comparable between the current expenditure in Madeira and the Azores" he said. Quite right Sr. César, and why one archipelago has to use the other to justify its own financial needs is totally absurd, and any justifications should be made on the merits of the case in question. Silly Bertie!

The main sport / football headline today, as mentioned above, has the lions share of the limited space :  Referee ‘pushes’ FC Porto for the goal feast – The return of Rúben Micael to the Choupana was notable by the controversial refereeing of Carlos Xistra. [Nacional Coach] Machado didn’t hold back his refereeing criticisms. Jesualdo Ferreira [Porto Coach] praised the Madeiran reinforcement [Micael] : "He is a top notch player". Silly referee!

If you are making a new year resolution, how about helping out with material for this blog. At present there is too much work for too few volunteers. It cannot go on, and a decision will be made very soon which will probably mean that unless matters improve this blog will close down.  Daily photos are not lacking, it is written contributions that are needed. I have trialled this approach now for three months, and so this will probably be the last time I ask. So don’t just assume that someone else will step in to fill the gaps please, as it will be too late. Thank you – Der.

Distinguished guests, events and controversies that marked the Region in 2009

Conflicting relationship between the Regional and Republic Governments generated moments of tension during the year

The first visit of the Prime Minister, José Sócrates; the visit of the President of the Republic accompanied by the King of Spain; the controversy over the passage of the leader of the PSD through Madeira, were among the milestones of regional policy in 2009.

The conflicting relationship between the Governments of the Republic and Region generated moments of tension throughout the year with the President of the Madeiran Executive, Alberto João Jardim, repeatedly criticizing the incompetence of Socrates and "the pranks and villainy of Lisbon" in relation to Madeira.

Jardim was even considering José Sócrates "a plague that befell the Madeirenese", "the greatest enemy of Madeira since the 25th of April" who "sent Portugal into the pit". At the root of the conflict is the alteration of the Regional Finance Law that, for the island leader, was "a bashing to benefit the Azores".

José Sócrates who never had found space in his schedule to visit Madeira, this year made two trips to the region, one on May 15 to deliver the first Magalhães computers, returning on 23 August for the annual festa of the PS-M in Fonte do Bispo.

Also the President of the Republic, Cavaco Silva, spent several days in the archipelago accompanied by the King of Spain who made his first visit to Madeira.

In 2009, Jardim achieved three more absolute election victories in Madeira. On June 7, Madeira lost the Socialist deputy who was in the European Parliament, to be represented by only one Parliamentarian, Nuno Teixeira who replaced Sergio Marques. In the National Legislative the PSD-M increased its presence in the Assembly of the Republic, winning one more place, exceeding four members while the PS lost two and the CDS failed to return to S. Bento after 33 years. In the Local Elections of 11 October after a troubled campaign due to incidents with the PND-M, Jardim was one more time absolute, keeping power in the eleven municipalities in the region including the three he decided to alter the head of the list. This election has inflicted another defeat on the PS-M and revealed some new features, the election of a councillor of the PND in Funchal, the Movement of Citizens ‘Together For the People’ in Santa Cruz, and even the MPT in Câmara de Lobos.

Controversy is also installed in Madeira because of the ‘rides’ that Jardim gave the national leader of the PSD, Manuela Ferreira Leite, in September but today Jardim says she is "getting more separate from the party at a national level".

Another major event that marked 2009 were the arguments used in the proposed constitutional revision of the PSD-M which displeased the Representative of the Republic, Monteiro Diniz, who even publicly declared himself "injured" by the situation.

The closure of the centennial Hotel Savoy in Funchal which launched dozens of workers unemployed in May; the wave of solidarity to try to save the baby Rodrigo who needed a bone marrow transplant and who passed away; the visit of the pilgrim image of Fatima to Madeira, were other landmarks of the news in 2009.

In sport the focus was on the National coach, Manuel Machado, whose life was at risk and in an induced coma following complications arising after surgery that took place on the Continent, and since the 27 November has been in the Hospital of Funchal.

Regional Government will assess the damage to pay for work. The storm damage to the water supply network at Rabacal, which supplies Ponta do Sol and part of Ribeira Brava, will be repaired immediately after the weather improves. This decision was made by the Governing Council whilst Jardim was present. According to the resolution, ‘The Government has authorized the various sectoral departments to proceed with the preparation and launch of replacement infrastructure and utilities most affected by the diverse weather conditions of recent weeks, to ensure a smooth operation and especially the safety of persons and goods.’ ‘At the moment, we await for a sustained improvement of weather conditions, to allow a complete and accurate assessment of damages to form and examine a means of financing.’ In the resolution, Technicians and Workers who rushed to repair the serous damage, despite their own sacrifices, were thanked and the Executive renews its expression of solidarity with the population affected, through the commitment of necessary repairs. Through criticism, people take advantage of natural disasters for political campaigns and are hypocrites. This was the first official statement from the Regional Government with the exception of  public statements by Manuel Antonio Correia.

PP wants Lisbon to talk about the bad weather in Madeira. The leader of the CDS-PP, Jose Rodrigues has not heard back from Sócrates, after his letter asking for financial help for regional storm damage. He said he will not give up and "I am still thinking of the best formula to achieve this objective." He does not agree with the PSD member Guilherme Silva, who wants to jointly submit a draft resolution and said, "I do not know where you will search for the money to rebuild." At present, the Government of Sócrates has given money to some areas of the Continent and declared a state of emergency in some agricultural zones. — Judging on past events, I doubt if Portugal could or would pay. Parts of the Continent and the Azores have been devastated and Portugal is in a worse economic position than Madeira.

PND considers the extraction of stone from a stream as theft.  The recent flooding at São Vicente. José Manuel Coelho accuses Rocha da Silva and Coita Pita – " two sharks regime". "These gentlemen constructed a road to serve the serra that they bought" whose debris was "lying on the bed of the stream. Now they want to free the water by the cloak (disguise) of  tattered excuses." He criticized them for wanting to intimidate the leader of the Socialist Party "who told the truth and put his finger in the wound." Coelho accused the workers of Madeira Nova of initially stealing the stones from the river to break stones for the crusher and then deposit the debris into the river, as it an inexpensive method. "They gain millions with poorly made work" and Alberto Jardim "protects all these gentlemen".

€50 million to spend in a month. Regional Government enters the new year with over 50 million Euros. Madeira has until the end of January to spend a 50 million Euros loan authorized by the Government of the Republic for projects co-financed by the EU, in an initiative in the 2009 budget. The formalization of this request for additional debt was authorized by the Representative for Madeira, Monteiro Diniz, and published in yesterday’s Diário da Republica.

Movement in the Port of Funchal for End of Year. A well presented article with good photos of the cruise ships visiting Funchal for the fireworks display, their movements in and out of port, and summary tables about the ships. CRUISE SHIPS FOR NEW YEAR 2010 

Delays and detours of 25 flights will cost 150,000 Euros. The bad weather which affected the operation of Madeira Airport was costly to airlines and passengers. Dozens of passengers had to change reservations and purchase new tickets. The carriers will have to bear the cost of accommodation and meals where rules over flight cancellations and long delays require them to. They also have additional charges associated with rescheduling of flights. The average cost of  ‘passenger protection’ is 60 Euros for the airline companies. More than 8,000 passengers were affected in recent days by the bad weather and had their flight cancelled or diverted to another airport. Over the past week, 22 aircraft could not land at Madeira, carrying more than 3,500 passengers. 31% had to stay at a hotel and others required meal allowances due to long delays. With ongoing clearance, the companies expect the cost for accommodation and meals will reach over 150,000 Euros. A contact working at TAP told Diário that the company will loose half a million Euros, due to changes and delays in routes. Porto Santo Airport cannot always be used as an alternative to Madeira Airport because safety rules, with respect to the fuel carried, require an alternative airport to be at least 40 miles away. The introduction of low-cost flights has penalized passengers affected by bad weather. A change in ticket before the flight costs 50 Euros if there is a vacant seat on the intended flight, of equal value. A change after the flight has taken place will cost 100 Euros. If the passenger wants to pay for a higher cost seat, (especially applicable with Christmas arrangements), they have to pay the difference in cost as well as the 50 Euros fee.

Fireworks displays also in the North and Machico. Santana, Machico and Porto Moniz are also having fireworks displays to mark the New Year. Santana is having fireworks and a mega-gala dinner followed by a musical concert and a disco until dawn. Porto Moniz, as well as fireworks, has stalls selling food and drink. Machico Council have organized 8 minutes of fireworks and musical entertainment, lasting until 2 am. The investment is 25,000 Euros. Santa Cruz is having its celebrations between the 8 – 17 January for the Festas de Santo Amaro, instead of celebrating tonight. In the West, Calheta, Ribeira Brava, Câmara de Lobos and Ponta do Sol have no official arrangements. Rui Marques explained the reason; most people are in travelling distance of Funchal now, so especially in the present economic times, they would just be "burning money". It was true here in Ribeira Brava … they might as well have turned off the electricity last night! Der

More storm damage news. In Paul do Mar, a landslide of stones and earth fell nearby the water treatment plant. The retaining walls have already been battered by the sea and finally, the Regional Government has acted. Nearby in Jardim do Mar, a landslide has blocked an access road. In Ribeira Brava, three truckloads of rocks were emptied near the mouth of the ribeira to strengthen the wall and protect the coast. Also in Ribeira Brava, falling stones damaged a boat and holed the hull and particularly the helm. Ironically, it had been moved there to protect it from the sea.

Today’s news headlines from the front page of the Diário de Notícias :

Casas do Povo also run into debt – The regional government usually pays one year behind for the social centres. The suppliers also sharpen [?]. The 40 ‘Casas do Povo’ have mounting debts stretching back over a year, due to the Madeira government’s cash flow problems, and the matter has the presidents  of the institutions on the verge of a nervous breakdown. Those that employ staff are struggling to find money to pay them, and it is becoming a matter in some cases of turning to banks for loans to pay-off suppliers. The Diário contacted several presidents to discuss the matter, but the majority, despite of confirming the problems, avoided talking about the subject because of the "proximity with the party of government". Sounds like yet another situation of ‘keep yer gob shut or else’ from our Social Democrat rulers, who probably ‘take advantage’ of this deep rooted social and support network as an extension to it’s propaganda machine, in exchange for the possibility of public funding of course.

Armas obliged to use trucks – The regulatory authority says that the ferry company has to obey the law : loading and unloading operations can be done only with trucks. A decision that has been a long time coming. The matter has been in dispute for some months, after other freight shipping companies were prohibited from freight handling at Funchal port, having to do so elsewhere. However, Naviera Armas, that ferries passengers and their cars between Madeira and Portimão in Portugal, and the Canary Islands, was also taking ‘loose’ commercial freight onboard, mostly on trailers or in containers. Now it will have to actually transport ´’tractors’ onboard to move its freight, from tomorrow, to comply with the ruling from the port authorities which simply says that cargo handling is prohibited where trailers are not ‘self propelled’. The measure is aimed to reduce loading and unloading times, and congestion in the port. A decision that sounds a bit like a ‘let off’ for Armas, and I can’t see how it will satisfy the other shippers who complain that Armas has a competitive advantage in using Funchal Port for freight transport.

Today’s main news headline : €22 million in direct settlements – Considerable funds and only in amounts superior to 70 thousand Euros. The Regional Secretaries head the list of entities that dispense with the chore of the public tender process.

Vandalism destroys Ecopontos [recycling disposal points] – The gratuitous savagery of the vandals taking place throughout the city and suburbs does not spare the plastic bins, In two years Funchal Council spent 40 thousand Euros on replacements. "The modern day vandals it seems do not like to see rubbish kept in [recycling] containers", say the Diário. The problem is quickly growing according to one counsellor, saying that in the previous year €15 thousand had to be spent, but this last year the amount had risen to €24,000. "All societies have their outcasts and idiots and I think that Madeira is no exception," says Costa Neves when asked to comment on these acts, which in his view, only "harm society" and are "unjustifiable". Most the vandalism takes place at night, and in areas where there are few people, to lessen the chance of the thugs being identified. In the latest episode in Pico do Barcelos miradouro, the bins that were set alight were dangerously close to a sizeable gas storage area. In most cases the attacks are pure vandalism, but there is also a lesser problem of people throwing still-lighted cigarette butts into the containers. Never had any such problems in my  town at night, but there again there is no one around at night.

In the sport / football headline : Danny says goodbye to a year that prevented him joining Chelsea or Barcelona. A nice portrait photo of the almost Madeiran star footballer toasting in the new year with Mrs. Danny (presumably). Odd that, as there were no pictures from the new year fireworks, so was the Diário photographer up at Danny’s place instead?

The big match for us this weekend is on Sunday, when Nacional visit Benfica in the group stages of the Carlsberg Cup (league cup). It’s on SportTV1 at 6.15 pm. Another to watch straight afterwards is Sporting v Braga, 8.15 pm on SIC (channel 6).

December saw a big rise in blog visitor numbers, 4,169 different visitors from 105 countries made 10,593 visits during the months. The biggest day was yesterday with 462 visits. Portugal was the most popular origin for visitors, followed closely by the UK, and then some way behind was the USA.  Just one visitor each from Nepal and the Cayman Islands though!

madeira news blog 0911 Jon old madeira 6 It was a week ago that Elaine covered a newspaper story about free diabetes testing, and rather concerned about the article that said that nearly a third of us on Madeira are either diabetic or pre-diabetic, I thought I would give it a go. So Thursday afternoon I popped down into town, about four hours after opening time, and with an hour still to go before the ‘clinic’ was closed. Expecting to see some sort of queue or waiting room with people waiting, but there was no one at all. I was the only one there, aside from 4 very attractive young nurses or medics in white coats, who looked very pleased to see me (or anyone for that matter). It was a very quick and painless process, with just a small prick involved (no, no sign of Uncle Bertie), and a couple of questions, and I was in and out in 5 minutes. I saw the list of people who had attended, as the nurse recorded my details, and there were only about 15 names listed in 4 hours! Anyway I was told that I was normal, in respect of my blood at least. Didn’t get a free cup of tea though, as that really was a bigger motivation than the test itself. Although at one time I was convinced that I was diabetic, I have since then been taking regular doses of © Toranja Poncha ©, and so wasn’t particularly worried any more.

"It is a very simple dessert and one much loved on the island of Madeira where it originated and where the locals call it Mousse de chocolate Viriato. What I like about it is the subtle citrus flavour the addition of freshly-squeezed orange juice gives to the chocolate. It’s also quick and easy to make". NEVER HEARD OF IT Tobi (top chef) no doubt will give us an opinion or verdict.

Seabirds the victims of fishing gear. Previously it was dogs, yesterday it was cows, today it is seabirds that need saving. Every year in Europe about 200,000 seabirds are accidentally captured in fishing activity, according to the Portuguese Society for the Study of Birds (SPEA). There has not been a study in this region but it is thought to only occur sporadically. A study would require a survey of fishermen and observers on fishing vessels but the numbers involved are thought to be insignificant.

‘Estelinha’ is back again. Continuation of a previous story about ‘Estelinha’ who holds the key and money for the chapel Nossa Senhora do Bom Despacho and refuses to hand the key over to the priest. Parishioners say that "the people are on the side of the priest." One option put forward is that, "She could have a key, as with other chapels, but the priest should also have a key to avoid having to wait at the door of the chapel, as has happened." The issue around the gold belonging to the chapel is also a matter of contention. Only with great difficulty ‘Estelinha’ allowed it to be placed in the vaults and under the custody of the church, which has raised suspicions of embezzlement. Parishioners contest the repairs and the way she kept the gold, "She buried the gold in poio in front of the house and said it was safe, because it was buried." — Poio in Madeira are the cultivated terraced slopes. (www.infopedia.pt definition) ‘Estelinha’ is in her 70s, so I suppose it will be resolved when she dies. She is a very devout Catholic so it is a question of either her strong faith or embezzlement or stubbornness due to her age. The plots are also called fazendas (doings). Der

Bus used by only 22% of students. Diário investigative journalism again. By their figures, only 22% of school children in Funchal travel to school by bus. The social pass costs 35.50 Euros a month. The Diário asks if this low usage, as most travel by car, is due to laziness or mentality. The pollution in the city centre is causing problems in terms of the air quality. The monitoring station on top of Edificio 2000 has registered quantities of fine particles to cause a warning from the EC. The Municipality of Funchal provides a 16,400 Euros reserve fund to subsidize transport for 103 students. They provide aid for First Cycle students with economic difficulties living within 1 – 2 kilometres, and subsidized school passes for students residing more than 2 kilometres from the educational establishment.

More doctors in training. SESARAM have opened 66 vacancies for 2010. 33 vacancies are for the common year internship mandatory for all new graduates before specialising, and the other 33 places are for the seven years specialist training. There will be even more vacancies for specialist training in 2011, about 40. The largest number of vacancies, 10, are for training in Family Medicine. Anaesthesiology and Maxillofacial Surgery are the two areas where the region has a greater lack of specialists. Anaesthesiology is a nationwide problem for a lack of specialists. They are aiming to have two graduates who will graduate in 2010, so in a few years they can create a new Maxillofacial Surgery unit in the hospital.

Fugitive arrested in Spain. A Ukrainian sentenced to four years in prison for being responsible for the arson of the SEF premises in Funchal, was arrested on Tuesday in Alicante. The 18 year old has being fleeing justice since 2006 and an international arrest warrant was issued. The fire caused 17,000 Euros worth of damage. He lived legally in Madeira and was not under any investigation. He was identified after an investigation and fled the country and sentenced to four years in prison in his absence. He will be extradited to Portugal to serve his sentence. (SEF = Service for border controls and foreigners).

Surveillance in the serra. The Forestry Police in the coming days will monitor the areas to prevent illegal felling of trees and harvesting of vegetation used for nativity scenes for Christmas. There are a diminishing number of such offences as people are becoming more aware that the forestry needs protecting. There will also be mobile teams who will monitor products on sale.

 

 

SANAS took part in the rescue exercise Zarco. SANAS participated in the exercise Zarco 092 Missing 09 yesterday. The scenario were missing people at sea who were to be taken to the patrol vessel Schultz Xavier. The exercise began when a communication between the patrol vessel and the Rescue Centre of Santa Cruz indicated an emergency between the Cais do Sardinha and the Enseada da Baia d’Abra in Machico. The most seriously injured casualty was evacuated by air, via a Merlin helicopter from Porto Santo. Another victim, collected by a SANAS rescue boat with four crew, was in a state of hypothermia with slight injuries. He was rescued and treated for his injuries and hypothermia. The boat disembarked at the Quinta do Lorde where the bombeiros took him to the hospital in Funchal. The rescue exercise in Rabaçal this morning was hampered by dense fog, persistent rain and very cold weather. —– You now can have your accident at the airport, mountains or at sea.

Casas do Povo have not seen the ‘colour of money’. The Government has formalized contracts for financial support to the Casas do Povo but they have not yet seen any money. This puts them in a difficult position because they have debts to pay and cannot follow up projects already started or planned. The money is for social, cultural, recreational and sport activities. They were to be allocated 448.103,00 Euros this year and 448.102,00 Euros in 2010. The Casa do Povo da Camacha receives the most, 43.427,00 Euros.

Santo da Serra is the fourth best golf course in the country.  ABTA Magazine in the UK considered Santo da Serra as the fourth best golf course in Portugal. This monthly magazine has a circulation of more than 55,000 tourism sector readers making it an excellent promotional vehicle for Madeira. The magazine highlighted the location of the courses on a beautiful island and the views of Machico from Santo da Serra. Madeira is penalized for not having five or six courses. Porto Santo golf course had a surprising 13.5% increase in the number of rounds of golf played, achieved by a 21.7% increase by foreign players and 10.4% by Portuguese. Porto Santo had 18% more rounds of golf played by tourists, and Santo da Serra and Palheiro courses lost 26% rounds of golf. Overall, a loss of 18% rounds of golf. The major markets are the UK (35%) and Germany (25%) and the average age is 45 years old. In another tourist related article, Madeira in October had 6 more cruise ships stopping than in 2008, a total of 34. There were 18% more tourists.

Price of pork might rise 70% or by 1.10 euro a kilo. POSEIMA is a European Community program which is intended to offset the economic cost of Madeira being an island, and takes into account regional supply and imports. The EU subsidizes the price of these imports. The price of beef and pork imported from the EU countries will increase very shortly if the Commission does not authorize the increase of the POSEIMA quota. At present, the quota for pork is already exhausted and the same will happen with beef. The price of pork carcasses is currently 1.50/1.60 Euros a kilo. POSEIMA allows a subsidy of 1.10 Euros a kilo for every kilo imported. Beef would rise 0.35 Euros per kilo.

Polish operator announces two flights per week to Madeira. Itaka recently announced that from next summer, it will operate two charter flights each week from Warsaw to Madeira. Currently, it has one flight per week.

Easyjet to have three daily flights from Lisbon in the summer of 2010. Already bookable on their website. Between 10 July and 5 September and there will be better flight times. Prices start at 22.99 Euros each way, all charges included. Flights from Lisbon at 06.30, 14.05 and 17.05. Flights from Madeira at 08.40, 18.00 and 20.00.

Funchal Jazz 2010 in the park. 8 – 10 July 2010 in Santa Catarina Park. Next year the event will have better facilities to attract more visitors. Esperanza Spalding, a jazz musician for 25 years, is to be one of the top artists.

4,260 inaugurations. Number of inaugurations by Jardim between 18 March 1978 and 15 November 2009. Around 1 in 2.7 were private initiatives. Of 565 initiatives of the Regional Government, to be launched by 2011, 359 are underway or completed, equivalent to 63%.

Increase in fuel surcharge in shipping is a burden to the island. From December 1, there will be increases in fuel surcharges on maritime transport activities, due to an increase in fuel prices in Lisbon. Exports from the autonomous regions are exempt so these prices apply only to goods leaving the continent. The Regional Secretary of Tourism and Transport asks the EU or the Regional Government to compensate for these increased costs.

IMI is unchanged in Funchal. The Council Tax rates are to be kept unchanged. Urban buildings are a rate of 0.7% and new buildings 0.35%. These rates have not altered since 2004 and are the lowest at the national level. There will be a submission to the Municipal Assembly for a 30% increase in IMI for derelict buildings, which have been identified by a survey in Santa Maria Maior, Sé and São Pedro.

Joint operation between various crime prevention forces. The SEF co-ordinated an operation in Caniçal yesterday morning which included elements of the PSP, GNR and Maritime Police. Another operation was undertaken in Funchal. Foreigners were subjected to a monitoring exercise, prohibited weapons seized and other illegalities identified.

Assaults on vehicles parked in the Rua do Jasmineiro at night-time. Between Avenida do Infante and Cabouqueira. This is a favourite area for people wanting to walk into the city centre for the night-time activities. 

PSP dismantles network of drug trafficking in Livramento. Three individuals arrested and a seizure of 2,148 individual doses of heroin and 3,160 Euros in notes. Those arrested were between the ages of 37 and 39, two are foreigners residing in Funchal and Câmara de Lobos and have previously been caught for this crime.

Leonel Nunes suspects the Government of favours to Manuel Godinho. ‘Face Oculta’ or ‘Hidden Face’ prosecution. The request for a parliamentary commission of inquiry into the Government and PSD involvement with the company Resatlantica, set up by the businessman Manuel Godinho, was rejected. The Communist Leonel Nunes said he would be making accusations and suspicions about people and institutions and present evidence to the prosecutor, but would not name names. He said people linked to the Regional Government were involved in the ability of the company to be registered in the free zone before a licence had been approved.

The main news headline in today’s Diário : Suspect ship prevented from approaching – The ‘Newhope’ has spent a week off the coast of Madeira. Without sufficient provisions and fuel to travel to another port. The assistance requested was refused, given the illegality.

Regional Five-a-side football with more charm – The championships start today, involving more than 300 players. In the 1st division, the champion will have support to go to the ‘nationals’ ; in the 2nd everyone has faith in promotion.
