Awareness Raising for Internet Security – Young people were target audience as privileged users of the Internet.

As part of the celebration of European Safer Internet Day, Câmara de Lobos Public Library and the Judicial Police held an awareness raising event for the allusive subject.

The audience consisted of, above all, young people- standard users of the Internet; however, the event was also open to the public, namely parents, teachers, and educators among others.

European Safer Internet Day’s objective is to promote the informed, critical, and safe use of the Internet, whether it is by children and young people or by families, workers or citizens in general.

‘Cristo Rei’ with hotel.

There is a proposal that provides a complete renovation in the area of Cristo Rei, more specifically the pool and tennis courts that are there continuing down to the beach at Garajau. The Inter-Marina ANLAGEN company owns the entire area and has developed many of the lots already built in this area. They obtained the necessary authorization from the City of Santa Cruz last Tuesday for 16 building lots and a hotel beside Cristo Rei, however, the company’s proposal was even more ambitious in that it proposed the construction of 21 lots, two for tourism and nineteen for housing.

At the meeting the mayor explained the project. We approved the installation of 14 lots on the site where today there are two tennis courts and a swimming pool, two lots on the hillside next to the coffee shop and there is also for the construction of a hotel built in 2 buildings, going down towards the beach at Garajau, which will not degrade the environment. The Mayor went on to point out that it was an investment that would be good fun with sea sports and the enjoyment of nature. The project has now moved on to the architectural side of the project. José Alberto Gonçalves, ensured that the area of implementation is not within the area of nature reserve of Garajau, established in 1986. Where the allotment is, we will be careful to preserve everything that is in the public maritime domain, however a certain number of concessions were agreed to offer greater convenience to the site. Including the recovery of the site of the Chapel of the Mother of God – asked a couple of locals – blank faces – i.e. did not know of one that had existed to be recovered?

Sea consumes the coast. Raising the level of sea water, reducing the amount of sediment reaching the coast, anthropogenic degradation (by human activities) of natural structures and coastal works have led to a phenomenon that environmentalists describe as transgressive. These are the main factors for coastal erosion and the retreat of the coastline, in other words the coastline migrates towards the land. Some factors are natural but most are either directly or indirectly caused by human intervention. In September 2003, national and international environmental groups attended a summit in the region and predicted that the transgression phenomenon would occur. The opposite action is called regression, when the coastline migrates towards the ocean. Areas by the mouths of rivers like Ribeira Brava, Ponta do Sol and Machico have a medium-term risk of being engulfed by the sea. This is demonstrated by the destruction of breakwaters and coastal walls.

MADEIRA

Secular tradition in the parish of Santa Cecilia. In 1910, when the Convent of São Bernardino was abandoned, families living in Câmara de Lobos rescued nine images of saints. Yesterday was Ash Wednesday, the traditional day for the Procissão das Cinzas (Procession of the Ashes) in this parish, marking the beginning of Lent. Despite the heavy rain that fell minutes before the departure, hundreds of parishioners attended this historical event. The Convent was abandoned (like many church buildings) when there was separation of the Church and the State. At the time, câmara-lobenses collected the images of the saints (São Francisco de Assis, Santa Margarida de Cortona, São Roque, Santa Rosa Viterbo, São Benedito, Santo Ivo, Santa Isabel de Portugal, São Salvador and Santo António de Motte), an act that allowed the preservation of this significant collection. After a century, the images are still with the families, passed down several generations, with some restoration in places. One family said, "It’s an honour and a delight to have the saint under the care of the family." The image is stored in an oratory in one of the houses of the family.

Twinning of Santa Cruz with Carrizal. This is a way to strengthen ties between the region and emigrants in Venezuela. The twinning arrangement will be formalized by the end of this year. In 2007, the county of Santa Cruz twinned with El Hatillo. The twinning with Carizzal was announced by the mayor who is presently in Venezuela on behalf of the county to attend the first anniversary of the Association of Descendants of Santa Cruz. At Altos Mirandinos, a town in the county of Carrizal, a replica of the Santuário de Nossa Senhora de Fátima is being built, the only one in South America. If authorization from the Ministry of Internal Affairs can be granted in time, the vice-president of Santa Cruz wants the twinning between the two counties to be signed on the 25th June, the Day of the Municipality of Santa Cruz. Twinning has advantages to both parties, culturally and financially in terms of tourism and trade. The immigrants in Venezuela are apprehensive and live in uncertainty with parliamentary elections later this year but have no interest in returning. Thus, they want the document signed before the elections. Counties in the Region of Madeira are involved in a total of 36 twinnings.

ECONOMY

Francisco Sá Carneiro is the third best airport in Europe. This airport in Porto was voted third by the ACI, Airports Council International. João Paulo II Airport in Ponta Delgada (Açores) was also distinguished. The Airport of Madeira registered ninth place. The award was for the greatest rise in indicators of quality of service between 2008 and 2009.

‘Cristo Rei’ with hotel. The proposal will completely revolutionize the area of Cristo Rei in Garajau, specifically the areas around the old swimming pool and tennis courts and the road descending to the praia do Garajau. The company that owns the entire area, Inter-Marina ANLAGEN, has authorization from Santa Cruz Council to build on 16 lots and build a hotel near to Cristo Rei. They had originally proposed to develop 21 lots, two for tourism and nineteen for housing but the council reduced the number. This company owns most of the area of Cristo Rei, including where the image of Cristo Rei stands. The plan was originally approved in 2005 with the condition that a geological survey was carried out. Some nonconformities with the PDM led the company to review the plan in terms of the gross area of construction, number of floors and number of parking spaces. The Regional Secretary of Tourism and Transport has approved the plans. The construction work cannot be in the area of the Reserva Natural Parcial do Garajau and will need to preserve everything in the Public Maritime Domain. Santa Cruz Council say this area of urban expansion is of low density. The approval on Tuesday was for 14 lots on the site where the two tennis courts and swimming pool are, two lots next to the cafe, a hotel constructed of 2 buildings in the area by the road descending to the beach (photo). There will be created over a hundred parking spaces, garden areas, a children’s playground and the firm will renovate the Capela da Mãe de Deus.

POLITICS

One Azorean is equivalent to 50 Madeirans. The PSD-M have looked at the amount of money in the State Budget for investment in the two autonomous regions. From 2009 to 2010, there will be a 92% reduction in the amount of money for Madeira, from 5.5 million Euros to 427,000 Euros. The Azores will have 21.4 million Euros for investments. This is equivalent to 87 Euros for each Azorean and 1.65 Euros for each Madeiran. The Government of the Republic wants to invest more abroad than in Madeira, for example 300,000 Euros for haemodialysis in Cape Verde and 400,000 Euros for the televisions of PALOP. 0.02% of the PIDDAC (State investments) is for this Region which will not resolve the problems at the law courts of Ponta do Sol and Santa Cruz and the police stations at Porto Santo, Santa Cruz and Ponta do Sol. The PSD conclude that the Prime Minister of Portugal does not consider the Madeirans as Portuguese, but also are not considered as foreigners, taking into account that 43 million Euros are for investment outside national territory.

UPDATE

Madeira has GDP lower than the European average. The Lisbon region is the only one with a GDP per inhabitant (104.7%) above the EU average (100%). In Madeira, the GDP per capita reaches 96.3% of the EU average. Madeira has the second highest value in the country. The mean for Portugal is 75.6% while the Continental territory has a GDP per capita of 75.3%.

Financial assistance to farmers amounts to 21.3 million Euros. This large income support to farmers benefits almost all of the agricultural population in Madeira. The funds are made available by the Regional Government and the EU to support the production of grapes, wine, cane sugar, milk, meat and bananas, among others. It helps the region to be more competitive in the production of flowers and fruit and encourages the export of fresh and processed produce. It is the first time there is aid for the export of cane sugar products which is justified by an increase in production.

In the Azores [president] César gives in a year what Jardim spends in two months – In the Azores, the support for all social communication costs €600,000 a year. On Madeira, the Jornal da Madeira newspaper alone takes €4 million. It looks like the Diário newspaper chiefs have got fed up of waiting and nothing happening. Last year they took some bold steps at country and international level to highlight the unfairness of the situation between the two main daily newspapers on Madeira, but it doesn’t seem that anything has changed. The politically biased, government controlled, and technically bankrupt Jornal da Madeira continues to get €4 million of taxpayers money each year, and an unfair amount of government ‘advertising’ on top of that, and is available free to the public. The Diário gets nothing. The World Press Association even wrote a LETTER to the president of Portugal about it, but nothing seems to have changed. It’s a disgrace!

Today’s main front page photo shows a snowy landscape with a car blocking a road, traffic stopped, and a few well wrapped spectators. Attraction by the snow creates despair – The bad weather is back to wreak havoc and surprise the adventurous. Madeira is deaf to the warnings of the Civil Protection Agency, and some drivers jumped in their cars and sped off in freezing temperatures to see the snowfall in the high zones of Madeira, where tree falls, high winds, and accidents were some of the problems experienced by drivers on the climb to Pico Arieiro and on other routes. A gust of wind in Caniçal yesterday registered at 150 km / h. The bad weather will continue into the weekend, with heavy rain forecast for Funchal tomorrow, thunderstorm, and high winds, especially in exposed places. If you want weather stories turn on the local TV news for floods, rock fall, landslides … it’s all there. Somebody told me yesterday that a Rodoeste bus was hit by a rockfall, but I don’t think there were any serious consequences.

Passos Coelho seeks support on Madeira. This is the guy who seriously upset President Jardim over his stance on the amendments to the Regional Finance Law. He is a candidate I think for the national leadership of Uncle Bertie’s Social Democrat Party, but UB will do everything he can to finish Coelho’s political career.

Porto Santo without air connections for over 24 hours – The SATA ‘shuttle’ suffered a breakdown, but trips will recommence at 10.20 am. The president of Porto Santo Council, Roberto Silva, has asked for a second aircraft to come into service to ensure the service is guaranteed. Not having much luck with the ferry these last few days I notice too, with several crossings being cancelled, but somehow I can’t see SATA taking much notice of Sr. Silva’s somewhat silly plea. In fact he would probably have more success asking his boss Uncle Bertie to build a road and rail bridge, or a tunnel perhaps, between the two islands.

The main sport / football headline today : Derby match has the makings of a tie-breaker in Barreiros. The big game tonight between Marítimo, with home advantage, and Nacional.

The young Portuguese violinist Emanuel Salvador will play on Saturday February 20 at 21.00 with the Madeira Classical Orchestra, a concert led by José Ferreira Lobo, conductor of the Orquestra do Norte and artistic director of Festival Opera Portimão. Born in 1981, Emanuel Salvador is concertmaster of the Orquestra do Norte.

The program consists of the Concerto for Violin and Orchestra in D Major Opus 61, by Beethoven, Symphony No. 8 in B minor, the ‘Unfinished’, by Schubert, and the Hungarian Dances nos. 1, 3 and 5 by Brahms. Madeira Atlantic Festival Programme, 5th June – 26th June. The Madeira Atlantic Festival is held in June and it is becoming one of the most important events in Madeira Island. The programme includes a wide number of events, such as: fireworks and musical displays on Saturday nights in Funchal harbour, the Classic Car Rally, a special race where classic cars ride around the island; street entertainment with philharmonic bands and other performances; the traditional popular saints festivities like the “Festa de São João”; and the Madeira Festival Music, with several classical music and dance concerts in Funchal city. 5th, 12th, 19th and 26th June 2010 – Fireworks Contests. Government delays for 2 years paying 7 million Euros. Almost two years after the Regional Government made an agreement with the two banana growers cooperatives, to assume their liabilities through the formation of the management firm GESBA, the Government has not paid their creditors any money. The Government owes 7 million Euros to the former creditors of the cooperatives. Under the agreement, the transfer of this debt would only be made when the creditors were certified by the Monitoring Committee. The management of one of the cooperatives was considered illegal by the Tribunal and this has been used by the Government to refuse to pay creditors of either cooperatives. This newly formed Government management firm, GESBA, made 3.4 million Euros profit in 2009 but still the companies that previously provided services or goods to the cooperatives were not paid. The majority of all creditors to the Regional Government dare not complain for fear of reprisal and have to support more than 300,000 Euros a year in operational costs, a substantial part of their turnover. This amounts to the Regional Government owing them more than half a million Euros a year. 2008 was a good year for banana production. In 2008, GESBA had an operating profit of 606,000 Euros and had received a subsidy of 1.9 million Euros, but still owed over half a million Euros to customers and 1.1 million Euros to shareholders.

Fuel rationing in Porto Santo. A fuel shortage, irregular working hours and a lack of payment terminals requiring all transactions to be made in cash. Last weekend the main petrol station ran dry and the only other smaller one has a limited supply and is closed on Sundays. There are 4,000 vehicles on the island and an additional 200 at the weekend via the Lobo Marinho ferry link. The main petrol station running out has happened several times in recent months. It is due to a conflict between the petrol station owners and the supplier, Galp. Galp insists the firm owes money and will not provide any further supply until the debt is paid. The owners say they would be paying for fuel they might not sell, if they pay when they put in the order. The current contract ends in April and to renew it, the owners want new equipment installed so the supply of fuel can be better monitored as they say they have paid for petrol that has not been received. This investment is expensive for the size of the market.

Weather radar needed in Madeira. The President of the National Institute of Meteorology said that the Institute will try to alert the Government of the Republic to the need for a meteorological radar to be constructed in Madeira. The design would be similar to those that exist in mainland Portugal and the Azores. Although the region is already well covered by meteorological stations, each covering about 50 square kilometres, when the ones on the continent are 60 square metres, radars address other needs in the region.

Land discharged into the sea at Porto da Cruz. This is the second time a large amount of earth has been dumped into the sea in the region, authorized by the Council of São Vicente. This debris is from the clearance of landslides and floods after the storm on February 2nd. Tens of tons of earth were bulldozed into the sea causing a large brown stain, putting the Government on a war footing with the environmentalists. The President of Porto da Cruz said it was better to dump into the sea rather than on the serras, where it might undermine property when it eventually washes down into the sea. It was necessary to clear the landslides as soon as possible as they have isolated populations. He does not see any problem with this action and the environmentalists do not say anything about the earth deposited by streams during storms. The Mayor of Machico, a former councillor for the environment, also says there is nothing wrong with dumping land into the sea, an opinion opposed by the present councillor for the environment. The environmental association Quercus says that this shows, along with other statements by the Government, that they are not sufficiently concerned about the environment or the population. The region has several sites where the land could be deposited but the authorities do what is easiest. The dumping into the sea yesterday causes problems with visual impact, destruction of the biodiversity of that area of the coast and destroys fish stocks.

Falling pine tree causes two injuries. Yesterday morning, a pine tree fell onto a car on the road between Adega and Boa Morte, in the parish of Campanário. The driver lost consciousness momentarily when the tree hit the car roof and the car crashed into a wall. When the Fire Brigade of Ribeira Brava arrived on the scene, the driver had regained consciousness and all three occupants had got out of the car. More stunned than injured, two of the victims were then transported to hospital and discharged in the afternoon.

ECONOMY

Government takes out a new bank loan for 30.8 million Euros. The Regional Government is to take out a new bank loan for 30.8 million Euros to pay existing debt, so the Regional debt will not change as this new loan must be paid back in 5 years time. At the end of 2008 there were six loans, three to be paid over 5, 10 and 15 years, totalling 554.2 million Euros and three over 10 and 25 years, totalling 180.6 million Euros. According to the 2010 Regional Budget, the Government is allowed to take out bank loans of 230 million Euros, while the Regional Finance Law allows it to increase the debt by 50 million Euros. The Region can take out new loans to pay existing debt but the debt must not exceed 864 million Euros at the end of the year. With Portugal allowing this additional 50 million Euros loan, the direct debt at the end of the year can now reach 914 million Euros.

Notaries complain. It has been five years since the Government of the Republic allowed the privatization of the service. The notaries say the State has made unfair competition and call for a change in legislation. The formation of ‘Casa Pronta’ (where legal transactions involved when buying real estate can be done in one place) means that the notaries cannot compete on price and they form unfair competition. The notaries also cannot compete on speed, efficiency and legal certainty. The notaries want new powers, for example presiding over wedding ceremonies, providing arbitration and mediation services and debt collection.

Armas passengers wither for 4 hours with the dock in view – The improvement in the weather allowed the entrance of the ferry ship without the delay anticipated. But the Port had another option.

Today’s main news headline : Madeira loses 117 thousand tourist in just one year – From 2008 to 2009 there were 693 thousand less ‘dormidas’ [one occupied night in a hotel room]. Amongst other negative indicators, the highlight is the reduction in income in the considerable value of 42 million Euros. Worrying numbers, but being a bit provocative, the ‘considerable value’ is actually €3 million less than the Madeira Government are happily spending on doing up Marítimo’s football stadium, that will host a total of around 50,000 spectators … FOR THE WHOLE SEASON!

On the RTP TV news this morning there was a report on another impact of the financial crisis in Funchal … over 400 shops and restaurants etc. closed in the last 18 months.

Crisis and bad weather cool-off the ‘Trapalhão’ [Free-for-all carnival parade]. The back-end of the carnival parades yesterday, that were open to all comers, were hit by the bad weather. But for those that did turn up, politics and ‘gay marriage’ were the dominant themes this year. "When [prime minister] Sócrates has no common sense, it is the Madeirans that pay" . One of many expressions exhibited during the ‘cortejo Trapalhão in Funchal yesterday. The organiser of the parade said that if the turn-out was affected by the rain, the difference was very small. The president of the Regional Government of Madeira, Alberto João Jardim, was nearby to see numerous other ‘Uncle Bertie’s’ filing by, but he says he is not bothered by the satire based on himself, and said that "the more Albertos Joões that exist, the better". Watching the coverage on TV this morning, I did see a poster referring to the great man as ‘Uncle Bertie’, in Portuguese of course, so it is true that this blog reaches places that other blogs cannot reach.

Tobacco Law produces its first court case – The Inspection [body] fined cafes and restaurants of the Centro ‘Europa’, for having customers smoking. But the penalty is contested on the argument that the terraces are an open space, so are outside of the legislation. The judge will decide.

The main sport / football headline today : The human side of Ronaldo in documentary – TeleMadrid broadcasts tonight a TV documentary about the little known facets of Cristiano Ronaldo. Real Madrid was defeated in the first leg of the ‘oitavos’ of the Champions League. They lost 1 – 0 to Lyon. In the Europa League, Sporting of Lisbon lost 2 –1 away at Everton last night. ‘Funchal by the Moonlight’ composed by Eurico Thomaz de Lima (1908-89) the Portuguese pianist-composer and performed by Miguel Campinho. It’s a shame the stills keep repeating themselves (I have loads of photos of Funchal by moonlight I could have contributed!) but an enjoyable piece of music all the same.

Madeira – Island of Wine (1968) – another old clip from British Pathe but in glorious colour. I didn’t realise that the bullock carts were painted in the same yellow and blue as the taxis, or at least they were in 1968. A couple in suitably garish polyester hurtle down the hill at "Monty" and we get to see some old and new wine production methods. HERE

Mardi Gras/Fat Tuesday/Malasada Day/Shrove Tuesday/Pancake Day. Traditional ‘malasada’ still cooked by many Portuguese in the USA on Fat Tuesday. In 1878, Portuguese labourers from the Madeira and Azores came to Hawaii to work in the plantations. These immigrants brought their traditional foods with them, including a fried dough pastry called the "malasada." Today there are numerous bakeries in the Hawaiian islands specializing in malasadas. The "Boz" Ball of 1842. … Downing’s talents likely warmed Dickens, too. When writing home to England of the tribute paid him in New York, Dickens attached a newspaper clipping from the Extra Boz Herald — a special edition — that elaborated on the sumptuous bill of fare: 50,000 oysters, 10,000 sandwiches, 40 hams, 76 tongues, 50 rounds of beef, 50 jellied turkeys 50 pairs of chickens and 25 of ducks; also “2,000 fried Mutton Chops—cold” and 12 Floating Swans, a new device”.

Lest one forget dessert, there were: 350 quarts of jelly and blanc mange, 300 quarts of ice cream, “300 pound of Mottoes”, “2,000 Kisses”, “25 Pyramids —one cost $30, and had the ‘Curiosity Shop’ on the top”, besides almonds, raisins, apples, oranges, cakes and “Ladies Fingers in thousands”.

Five weekly charters from Finland in the Spring. The predictions of the various tourist operators in Finland who promote Madeira as a destination, are for increased sales and increased capacity in the coming months. This good news follows on from estimates that the numbers will increase from last year, as there are positive indicators, for example the withdrawal of regular cheaper packages to long-haul destinations like Thailand. Last year, between January and May, there were 21.2% fewer visitors from Finland than in 2008. They did spend longer here though, an average of 6.3 nights compared to 5.7 in 2008, so only a 11% drop in overnight stays. As well as the charter flights planned to Madeira, TAP will fly five times a week between Lisbon and Helsinki. This Spring, the fourth largest tour operator in Finland, Lomamatkat, has included Madeira from the 21st February until the last week of April, using Primera Air flights with seating for 190 tourists. Lomamatkat are affiliated with Windsor Travel in Madeira and highlight Madeira on their website. On February 19th, two tour operators, Almatours and Hispania, start a weekly charter using Bulgarian aircraft, until the end of April. On February 20th, there are an expected 50 Finnish visitors, coming via Lisbon. On February 22nd, another weekly visit is launched with Aurinkomatkat and Ok-Matkat operators, until the end of April. They will use aircraft with seating for 220 passengers.

Horários do Funchal will not return to old route. The bus route no 4 now has low occupancy but the bus company will not alter the route back to the previous one. They will make adjustments when they have monitored the movement of passengers. The cause of anger among passengers is that they have to take two buses to get to the centre of Funchal. The Green Line buses along the Estrada Monumental do not run every five minutes as scheduled. There are no bus shelters along this route to protect those waiting from the weather.

MADEIRA

As predicted, large tree blocks road. As predicted in DIÁRIO on February 2nd, a section of the boundary wall around the garden of Quinta Jardins do Imperador in Monte was destroyed by a falling tree. The large tree has completely blocked the road and residents have to use an alternative route. This is the second time the wind has blown down a tree from this garden into the road and again, the branches have to be cut off before the firemen can clear the area of debris.

Mercado Municipal de Câmara de Lobos not to be renovated. The building housing the old fire station and the Municipal Market will not be renovated, as planned in 2009. There was to be a new car park to take the pressure off the one in front of the bay that cannot accommodate the visitors to the area. Despite the setback caused by a lack of money, the mayor said the whole area needs to be restructured. A lift was also to be installed to all floors of the building. Traffic and pedestrian areas were to be upgraded to allow the shops on the ground floor to open outside the market, so they can still function when the market is closed. The car park in the front of the market needs upgrading to allow the space to be used for events and fairs held outdoors.

ECONOMY

Island Escape returned to Funchal early. The bad weather in the Atlantic has forced changes in itineraries, especially on the route Canary Islands – Madeira. The captain of the Island Escape decided to miss the scheduled stop at La Palma and came directly to Funchal from Las Palmas. This meant the cruise ship docked in Funchal at 20.00 on Sunday instead of 7 am today. There were 1,300 tourists on board including 200 who were on the one-week cruise which started last Monday in Funchal. The Island Escape will leave at 23.00 today after 200 British tourists have flown in to board the cruise ship. The extra day in Funchal for the 1,300 visitors is good news for the revenue of Madeira.

Strong waves attract the attention of locals and visitors. Strong sea waves hit the Marina do Lugar de Baixo and the coast of Porto Moniz. At the Marina, the protecting wall has been destroyed in four places.

Sea wrecks havoc in Praia Formosa. The peak of high tide at 14.45 struck the entire area of Praia Formosa. The force of the waves destroyed a wall so the sea washed the promenade and entered swimming pools belonging to hotels. The swimming complexes at Lido, Barreirinha and Ponta Gorda were better protected due to the orientation of the waves. The cement blocks in front of the Docas Bar did not protect it and tables, chairs and cigarette vending machines were smashed. Last December’s storm did 1,000 Euros of damage to this bar. None of the showers at Frente Mar withstood the strong waves. The wooden terrace of Barra Azul was washed into the sea during the night. Video of damage

Carnival Parades rescheduled. Due to the bad weather, tonight’s carnival parade at Porto Santo has been cancelled. The Carnival Parade at São Vicente has been rescheduled, now on the 18th February. Ponta do Sol also cancelled their parade and it will be held next Sunday.

Revellers ‘in love’. In Machico, São Pedro helped, as the sun made itself felt for the Carnival Parade. The event attracted 1,700 participants from schools and institutions of the county. As yesterday was St Valentine’s Day, some people used this theme, parading with hearts, teddy bears and cupids and there was a symbolic wedding. Biodiversity was the theme of the parade at Porto Moniz. One poster stated, "Biodiversity is life!" in a call to protect the environment. The Simpsons, witches and butterflies were portrayed by participants. Fura Samba troupe had to cancel their appearance as their costumes had been damaged by the weather during Saturday’s Main Carnival Parade. Despite the rain, Câmara de Lobos Carnival Parade went as planned. Ribeira Brava also managed a procession yesterday afternoon with representations of scenes from everyday life.

REGION

Farmers worried about the purchase of grapes in September. The MPT (Movement for Earth) party want the Regional Government to tell the farmers what they can expect from the grape harvest in September, so they can decide if it is worth planting. The farmers need to have a guarantee about the purchase of grapes less than 9 degrees (alcoholic content) and the price per kilo. It is essential to preserve this agriculture that contributes to the green landscape and the production of Madeira Wine from the negra mole. The farmers work in uncertainty and need to know that they will get paid for grapes less than 9 degrees, as previously these had been thrown away as the pay was to be less than that of 2008.

Today’s news headlines from the front page of the Diário de Notícias :

Most of the front page is taken up with a great big photo along Praia Formosa beach in west Funchal. A huge wave has crashed onto the beach, and it seems that the water has climbed a small cliff to the foot of a building. Untamed sea returns in force causing damages – The Praia Formosa was the most punished, with promenade and restaurants badly hit. This this time, even the wall of ‘Madeira Velha’ succumbed. The promenade, according to the Diário, is unrecognisable, and at least two restaurants were damaged, and the beach is now somewhat less beautiful. Not even the large cement blocks positioned in front of the bars prevented the invasion of the sea. One bar owner reports a broken door, smashed tables and chairs, and the cigarette machine smashed. He said it was only in December that the bar was previously damaged to the value of around €1,000. The same article also reports much damage elsewhere. The fury of the sea was giving a ‘show’ in the marina at Lugar de Baixo and on the ‘promenade’ of Porto Moniz. Residents and visitors came along, with many there to take pictures of the force of nature. The marina at Lugar de Baixo was once again the centre of attention, with a new occurrence of flooding in the parking lot. Already ‘mangled’ by previous storms, the controversial infrastructure was taking again a right beating from the fury of the waves. There are already 4 parts of the sea wall missing, leaving the marina itself much less protected. The most significant problem is situated in the area between the pools and the docking area, where the action of the sea pulled out a concrete slab that makes up part of the protective wall. Much the same in three different locations are three more gaps, that are proof of the inability of this ‘protection’ to halt the raging sea. Further west, the waves caused further damage between the beach and quay in Ponta do Sol, and also at Madalena do Mar the sea was hitting the wall of the coastal road, and there were other consequences. Calheta beach, as usual, lost more sand and gained more rocks, and now both sides of the bathing zone are in a similar state. Madeira continues on orange alert today, but that could be downgraded or even removed, as winds and rain ease off.

Today’s main news headline : Banana : Creditors smarting – The government assumed responsibility for the passive [debt] of the two banana cooperatives. Two years after, the business was even into profit, but the suppliers didn’t receive a cêntimo of the €7 million in arrears. The Regional Government asks another €30 million to pay the loan.

Fuel rationed and with queues on Porto Santo. The photo does show a queue of a dozen or so cars. This seems to be becoming quite a regular event, Porto Santo running out of petrol or whatever. Still, one can always keep a bicycle in the garage in reserve, as ones final destination on Porto Santo is never more than a few kilometres away.

Justice Police catch in Setúbal [Portugal] a member of the Martins ‘Gang’. Martins, with his gang, was the man who kidnapped and murdered an elderly businessman from Porto Santo last year, and since fled the country, and is believed to now be in Brazil. The other 45 year old gang member arrested on the continent, is suspected of the attempted murder of a 34 year old man in Quinta Grande, and is now being held in custody. The man was shot 3 at times and seriously injured, but managed to survive.

The main sport / football headline today : Funchal gives up on ‘World Cup Square’ – The council doesn’t want to incur the expenses. At the same time, it is dealing with the matter of protecting trade in the city on the days of the games. Normally, for the two big football events (World Cup and Euro) the council puts up a big screen, and provides other facilities in the square in front of the town hall. I went to see a Portugal match there in 2008, and the quality of the screen picture was so bad, not to mention some bad behaviour from the fans, that I don’t think I would bother again.

Nacional only managed a home draw 1 – 1 yesterday against Rio Ave. Braga hosted Marítimo and won 2 – 1, keeping the home side just four points adrift of league leaders Benfica, with a game in hand. ‘Ponta do Pargo Resort’ opens in April 2012. (Drawing of the main building of the hotel complex). The new luxury hotel complex, Ponta do Pargo Resort, seeks a rating of five stars and is due to be completed in April 2012. This is when the new golf course will open in the area, which is to be built by the Society for the Development of West Point. An initiative of the British company, Morgan Forbes – Developing Investments, the new resort-hotel will have 68 accommodation units, some suites with an area of 80 square metres. It will be located in one of the best areas surrounding the new golf course and is so far the only hotel unit planned for the site. The project has been submitted for planning permission. The project has been designed by the Madeiran firm, MSB Arquitectos, for minimal impact on the site and to overlook the sea and golf course. The budget is 12 million Euros and will be supported by sales of units in the international market. The project has been reported in the British press and there are already 20 customers interested. The sales of portions of properties adjacent to golf courses is a widespread practice in Southern Europe and Northern America. The construction could begin later this year. Meanwhile, the project is being marketed in England and there are negotiations with a prestigious international real estate promotion and sales company in Madeira, aimed at attracting the more wealthy client. Morgan Forbes is bringing the press to Madeira, British and Swedish journalists and TV stations, to promote the resort to golf lovers. The director of the investment company, Michael Nascimento, has parents in Porto da Cruz and is a Londoner, and owns a chain of food and drink outlets around Canary Wharf. He admires Madeira and has some investments here but this is his biggest project on the island.

Hospital is at the limit. Disruptions in the supply of medicines, lack of beds, old and outdated facilities, not enough money and a climate of conflict between health professionals and administration, the Central Hospital in Funchal is on the edge. A new hospital is desperately needed but the relationship with Lisbon does not help. Marmeleiros is even worse, the hospital should have been closed years ago and the wards are cold, poorly insulated with mould growing on some walls. The President of the Union for Nurses wants it to become a home for the elderly when the new hospital is built. Medicines sometimes run out due to a lack of money and late payment to suppliers. There are also difficulties in paying suppliers of other requirements. There are also pressures from the ageing population, the economic crisis making private consultations less affordable and a poor network of primary care. The number of complaints to the management from doctors has increased from an average of five per year over the last ten years to 110 last year. The clinical director insists the unions’ complaints about the quality of health care provided are nonsense and that Madeira has good services in terms of quality and safety. The new hospital plans were drawn up in 1992 and finally submitted in 2004 to the Regional Government. Land for it in Santa Rita is still being expropriated. The same plan recommends the closure of Marmeleiros.

São Roque do Faial Carnival Parade. Casa do Povo de São Roque do Faial is holding a Carnival Parade next Tuesday, February 16, at 18.00. The parade will be through the centre of the parish as it has been for the last four years. From the Casa do Povo, along Rua da Igreja, across the new bridge to the restaurant Sanroque and back to the Casa do Povo. Activities will continue in the evening in the Casa do Povo. This initiative is to maintain the tradition.

Works in Cabo Girão close road. Access to Quinta Grande closed for three months. Upgrading of the viewpoint and access, which includes widening of the road.

Sonhos and malassadas sweeten the Carnival. The Carnival is celebrated three days before Lent, which begins on Ash Wednesday and ends at Easter. The traditional foods at this time of year are the sonhos and malassadas (deep fried doughnuts), The recipes can have either pumpkin or sweet potato added to improve the taste and lightness, and they are served drizzled with regional cane syrup. Malassadas are made from dough made from flour, water and baker’s yeast then eggs added. Pumpkin puree can be added. Spoonfuls of the mixture are deep fried. Some people use baking powder but this gives a more compact texture. Historically, Carnival time started on the Dia dos Reis, 6 January, and each Sunday was celebrated with large meals, thus known as Domingos Gordos. Each parish has its specific feijoadas de Carnaval (bean stew), the best being made in the north of Portugal, especially transmontanas where they use the regional smoked meats. A very thin newspaper today. I reckon after a late night covering the carnival in Funchal on Saturday, the boss must have given the reporters the day off yesterday.

Abortion law reduces paternity tests – Besides the analysis of illnesses, of cytogenetics, and the tests for paternity, The Genetics Laboratory wants to move on to forensic [criminal] work. Due to the effects of the abortion law introduced in 2008, the need for paternity testing has reduced, and the laboratory in the University of Madeira is looking at new business in new areas, and is almost saturated with work.

Today’s main news headline : Finland is going to send five weekly charter flights – Good news for tourism : the operators guarantee to the hotels of Madeira 10 thousand tourists until May. The predictions of various Finnish tour operators that offer the Madeira option are for an increase of sales to our island, and the consolidation of an increase in capacity over the next few months. Although it is unlikely that the levels of Finnish tourism achieved in 2008 will be achieved this year, the indications are positive. A big fat welcome to our Finnish friends … lovely people.

Jardim already lost the ‘home game’ with Passos Coelho – In the previous election, Coelho won in Funchal, against the instructions of Jardim. This story, over a squabble between between these two PSD politicians, has been running for a few days since the National Council of the Social democrat Party convened to discuss the selection of a new party leader. Jardim has a serious problem with Coelho [as well as most of Portugal] whose attitude he did not like over the amendments to the Regional Finance Law.

Change of [bus] routes leaves Horários empty.

This one is ‘off’ the front page, but I read it anyway : Mobile phones should be unblocked without charging. DECO, the consumer defence organisation, and the competition authorities are recommending the prohibiting of charging for unblocking mobile phones [tied to single operators], once the contract, called here the loyalty period, has expired. And if it doesn’t happen then then courts should force the operators to refund the unblocking fees. "There is not any reason, technical or legal, for the operators of mobile phones to continue keeping the phones blocked after the loyalty period has expired, the period in which the customer is tied into a contract", said a DECO spokesman. Fees charged for unblocking range from €50 to €116, and a study shows that only around 30% of customers currently have unlocked phones.

The main sport / football headline today : Irregular launch in the origin of the victory of Braga – Madeira lost in the stadium of the 2nd placed team, following a glaring error by the referees assistant, Pedro Proença. At the Choupana [Funchal], Nacional drew with Rio Ave continuing without a win in the premier league in 2010.

Some dramatic surfing in Jardim do Mar and Paul do Mar. I admire the skill, strength and tenacity required by those who surf to any degree. Like me, do you ever wonder who first thought of doing it? And what did they use… a plank of wood? (Uncle Bertie’s wallet perhaps … Der).

Max sings “Bate o pé” and shows us how to dance the Bailinho da Madeira…. 3 hops to the right, 3 hops to the left… come on everybody! (Probably easier after a glass or two of Poncha)

“We were taken to a typical tiny vineyard where picking was in progress. It was one of the most astonishing sights I’ve witnessed in 20 years of vineyard visits. The vines were mixed up with potatoes, cucumbers, tomatoes and melons. The fruit was shaded under heavy overhead pergola canopies. I saw bunches of grapes dangling alongside squashes. Looked at through the optic of conventional viticultural thinking, it was crazy”. WHAT THE HELL IS VITICUTURAL?

Tom sent me in that yesterday, but is it relevant to Madeira? Possibly, as Greece and Madeira have both been mentioned in the same news stories many times over the last week … but anyway I thought it was hilarious. Thanks Tom.

As promised, Tobi has come up trumps with a recipe for Sonhos :

You need :-

250 ml water
250 ml milk
1 teaspoon cinnamon
zest of a lemon
pinch salt
9 eggs (med)
120 grams butter
300 grams flour

Heat the water, milk, cinnamon, lemon zest, salt and butter in a saucepan, bring to boil, remove from heat and add all the flour, mix quickly with a wooden spoon, it will all come together like a dough, then start adding eggs 1 by 1, mixing them well into the dough before you add the next, the mixture will separate but don’t worry, but mix well, it really is hard work on the arm. When all mixed you should have a thick batter type, grab a tablespoon type spoon and get a spoonful of batter and push it off the spoon with another spoon into hot oil, they will puff up and float to top, turn and cook both sides till golden, remove and drain on kitchen paper, best served with Cana de Mel.

The texture of the batter needs to be thick, but not too thick, it should fall from a spoon but not fast and not run from it as you spoon it into the hot oil it will stay together, if the batter is a little thick add a bit more water and mix in well.

The oil needs to be very hot, I suggest you cook 4 at a time, try one and if it’s too heavy and doughy you need to thin the mix a little. Thanks a lot Tobi, got me thinking about Kentucky Fried Chicken now!

MADEIRA

Bad weather cancelled Children’s Carnivals. The Children’s Carnival Parade in Câmara de Lobos was cancelled because of persistent rain. According to Diário, similarly in Ribeira Brava, the parade through the town was suspended and they went to the local sports pavilion instead (photo).

Rather odd that Elaine, but I have the photographic evidence to prove that it did actually go ahead Friday morning. Der

Bad weather threatens parades. Orange alert. The weather forecast was not good for last night’s Carnival Parade and throughout the weekend. Showers today will be more frequent, with strong to very strong winds and gusts could reach up to 100 km per hour in the hills. The bad weather will continue on Monday but the rain will become weaker from the beginning of Tuesday afternoon in time for the Cortejo Trapalhão at 16.00 in Funchal.

Ribeira Brava Carnival Parade on Sunday. As mentioned yesterday by Der. Sunday afternoon at 16.30 with more than a 100 participants. The Cortejo Trapalhão goes from the secondary school to the sea front promenade. A similar event in Campanário begins earlier at 15.00.

Dolce Vita with the rhythm of Geringonça. A samba party celebrating the spirit of the Carnival in Brazil starts at 18.00 on Monday, in the restaurant area of the Dolce Vita commercial mall in Funchal. Visitors are invited to join in.

Carnival in Porto Santo will be on Monday evening. Several major changes this year and instead of Tuesday, as traditional, it will take place on Monday at 21.30.

ECONOMY

Promotion of Madeira in Dublin. A promotional campaign begins on February 15th in the main areas, shopping centres and railway stations in Dublin. A 45,000 Euros campaign finances 120 posters on the streets and on the 125 urban buses. Since October last year, SATA has a weekly flight to Dublin on Saturdays. This island is promoted as a "destination for nature with good weather all year".

TAP will not abandon Venezuela. TAP will continue to fly regularly between the main Portuguese airports and Venezuela. The local population in Caracas were worried it might abandon the route because of economic difficulties and foreign exchange rates. The number of flights decrease between April 22 and 4 June as there is a reduced demand for places. The strong bolivar currency, formed by a scheme of Hugo Chávez, is now at a rate that is three times lower than a year ago, which is forcing people wishing to travel to buy dollars three times more expensive than a year ago. (Travel in Venezuela is sold in U.S. dollars). The flight pattern might have to be adjusted in the following months and trade is seasonal. There is little competition for TAP, just the local carrier SBA Airlines. TAP has lost a few million Euros since the bolivar exchange rate was altered in January. The money it holds in Venezuelan banks has lost value.

Funchal Port surpasses the Canary Islands. The movement of passengers on cruise ships through ports in Madeira and the Canary Islands last year amounted to 1,622,548 passengers, 6.6% more than the previous year. The Port of Funchal was the busiest with 435,821 passengers, having captured 26.8% of the tourists who made a cruise in the area of the Atlantic. Santa Cruz de Tenerife had 25.7% of the passengers. At Funchal, the increase was 7.5% and at Tenerife, 4%. This January, the number of cruise ship passengers grew by 6% over the same month last year and the number of calls increased to 25, two more cruise ships than last year. The market is expected to grow this year with 159 cruise ships already booked in the first half of this year, 19.5% over last year. There are a record 11 inaugural visits. April is one of the busiest months in Funchal due to the repositioning of ships in the southern hemisphere for the Mediterranean and Northern Europe.

CULTURE

23rd anniversary of ‘Tunacedros’. Tunacedros perform traditional songs remembered by the local residents and use traditional instruments. Founded in 1987, ‘Tunacedros’ da Casa do Povo de São Roque do Faial on Sunday celebrates its 23rd anniversary, with a series of initiatives that begin with a Mass of Thanksgiving in the parish church. At 11.30, flowers will be placed at the municipal cemetery to honour deceased members of Tunacedros. A birthday concert will begin at noon in the Casa do Povo with songs from the repertoire of tuna.

€12 million for hotel in Ponta do Pargo – The project, of the son of emigrants from Porto da Cruz, is going to complement the investment in the golf course. Work will start this year and the inauguration will be in 2012. I wonder who will doing the inauguration, as President Jardim says he will be leaving next year. Does the concept of a 19th hole exist here? Uncle Bertie would like that bit of a golf course the best I am sure.

Technology destroys professions – In just 14 years, two thousand specialities have disappeared. And the knife sharpener [person] that exists on Madeira doesn’t have a ‘heir’. I suspected that last bit might not be quite right, so I typed it in the Google translator and it gave me … And the knife that exists in the Wood does not have ‘dolphin’, so I stuck with my original attempt. The Diário says "The economy is not compatible with dreams and, in Madeira, the craft of knife is the next to disappear". During the period between 1980 and 1994, according to the records of the National Classification, 2100 job types were lost, including the typist, the laundress, and housekeeper, but the truth is that since then many other occupations have become obsolete. Technology in the manufacturing sector takes much of the blame, but more recent realities affect other sectors, such as banking. 20 years ago, the banks Totta or Banif for example, had twice as many employees as they have today, but many of these jobs have gone to outsourcing, and the introduction of the ATM / Cash points / Multibancos of course. Cutting to the chase, it seems that the ‘knife grinder’ is one of the next professions likely to become extinct.

Today’s main news headline : Conflicts and shortages put the hospital at the limit – lack of money has led to shortfalls in medicines. There are too many patients for too few beds. The number of staff complaints has soared. And now the clinical director cuts the leave for days off in the surgeries.

A cracking carnival photograph (not the one shown) has most of today’s front page, glamour, dancing, smiling … you know what it’s like I am sure: Parade in the rain – The rain damaged some of the parade floats, soaking the feathers and the spangles, but it didn’t dampen the enthusiasm of the thousand revellers. It certainly pelted down where I was, well away from Funchal, but in the capital the Cortejo continued despite the rain, weaving it’s way around downtown Funchal. Umbrellas were all over the place, clenched by locals and tourists alike, all wanting to see the pirates, nymphs, jellyfish, sea gods, and mermaids, all there to create the theme of ‘The Seas and Oceans’. There were 8 troupes taking part this year.

I am sure many will be off to see the Carnival parade tonight in Funchal, and no doubt it will be as wonderful as ever, but don’t forget to send in your best photos. As a bonus for us over the west, there is a ‘Trapalhão’ parade starting tomorrow at 4.30 pm in the streets of Ribeira Brava. That means it’s a free-for-all, so come along and watch, or even better, get yer Carnival togs on and join in the fun … and don’t forget to spend some money, the town needs it. See you there!

FRONT PAGE NEWS

Dumping controversy. Seven months ago, Diário denounced the illegal mining at the site of Landeiros and dumping of the earth. The local population called in the Forestry Police and they have seized a truck and bulldozer. During the stormy weather on February 2nd, earth dumped by the side of the stream at Lajes caused it to overflow, resulting in a trail of destruction. The local population want Machico Council to build retaining walls around the stream to prevent any further damage. The Regional Director of Forestry and the Regional Director of the Environment do not know if the company is working legally or not. The council said they have authorized the work to repair storm damage in this area and the Forestry Police have no jurisdiction. The Regional Government has the responsibility for the construction of any stone walls.

MADEIRA

Santa Cruz Carnival Parade has less troupes due to lack of financial support. There will be three troupes and 200 participants, fewer than in previous years, due to a lack of financial support from the local Casa do Povo. Two of the three missing troupes are ‘Malta do Furor’ and ‘Amoreiras’. The director of Malta do Furor explained that they will participate at Gaula but the costumes and floats are expensive to make. Santa Cruz Council indirectly supports the Carnival Parade by financing the Caso do Povo who always organize it. The Caso do Povo have financial limitations but still provide six buses and a meal after the parade. There will still be 500 participants on Sunday.

Unions representing doctors cut relations with SESARAM. The two unions representing doctors in the region have suspended relationships with the Health Service Management Board. They complain that SESARAM promotes a climate of permanent tension and that professionals are despised and held in contempt. The unions are ignored and union delegates persecuted. They never hear a word of encouragement and the management is only interested in numbers, indices, percentages and productivity. Careers for Medical Professionals no longer exist in Madeira, so they cannot progress, and their careers are not recognized on the Continent. One union is taking their concerns to Alberto Jardim and are waiting to hear what the Secretary for Social Affairs has to say about the tense climate that exists.

Woman threatening to camp outside the Town Hall in Funchal. A 42 year old woman is threatening to pitch a tent outside the front door of the City Hall in Funchal until the council find her a home. She has been sleeping at the Temporary Shelter for the Homeless during the last month and the length of permanent stay is a maximum of 15 days, which ends today. The woman has had talks with several people from the council with no result. She receives 330 Euros from Social Security which she says is not enough to pay for accommodation. Unemployed, divorced for five years with two children; one son is married and lives in his own house and the other is living temporarily with a friend.

ECONOMICS

Porto Santo Line keeps prices the same. Porto Santo Line run the maritime ferry, ‘Lobo Marinho’, between Madeira and Porto Santo. They will not increase prices this year, in a bid to attract customers. Turnover (cargo) fell 14% last year although the number of passengers increased by 3% to reach 361,275. The drop in business meant a loss of 1 million Euros in turnover. In four years, the cost of travel to Porto Santo has increased a little over 2% and the price for residents is kept uniform throughout the year. The winter season (October to March) is 19.9% cheaper and 40% of passengers travel then. Resident rates are 38.3% below the average ticket price but they are not publicly subsidized, unlike in the Azores. Porto Santo Line are exempt from port charges to compensate for the reduction for residents. A fuel surcharge was not added last year following a drop in fuel prices. Porto Santo Line promotes packages – travel plus hotel, groups of two or four passengers in a car – which can drop the ticket price by 20 – 50% during the winter season, and summer discounts are smaller, 3 – 10%.

UPDATE

"Invasion" of Madalena do Mar stopped. The dispute centres on the emergency exit routes of the tunnel to Calheta going through the access to a parking lot of a condominium. On Wednesday, in the Legislative Assembly, the Left Bloc denounced the "invasion" of private land by the construction firm. On Wednesday, the residents were verbally told that the excavators would be going onto their land but found they were already there. The Left Bloc said this was a way to prevent the owners from triggering any legal mechanism to prevent the invasion of their land. Legally, they should have been given written warning of compulsory purchase of their land by the Regional Government. Today, the construction company was prevented from entering the private property. The residents denied the company access and the police were called. This is a tug-of-war between the residents, Regional Government and the construction company. The residents have had a subpoena filed in court to protect their rights and liberties.

Working group for the recuperation of the Marina and Avenida do Mar. The Municipality of Funchal and APRAM (Ports Authority) have formed a working group to develop a master plan for the recovery of the Marina of Funchal and the third phase of the renovation of the Avenida do Mar. The third phase is from the Verdinho bar to Ribeira de São João. The aim is an integration of the terraces of the Marina and the Avenida do Mar, an area that is little used and unappealing. The council want more green areas and need to consider how to move the palm trees, which were imported from the Canary Islands in the 1980s, to other gardens. The monuments must be preserved and integrated into the new design which must align with works on the North Pier and on the west side. The council also want to know if the central reservation of grass and trees is justified.

REGIONAL

Debt of Madeira Palace is 7.5 million. The Hilton and Sheraton hotel chains are in discussion about the management of the construction of the Madeira Palace hotel. The work stopped for several months last year. The construction company has 50 employees on the site but is having a problem due to the developer owing them 7.5 million Euros. The construction company cannot carry out any more work and the licenses expire in March, but should be easily renewable.

Fábrica dos Sonhos and Geringonça in Machico. Geringonça has been invited to open the Carnival Parade in Machico on Sunday at 15.00. Fábrica dos Sonhos (Factory of Dreams) will be the final act. This will be the tenth time Geringonça has taken part in Machico Carnival. Local schools and youth organizations will participate along with the Municipal Band of Machico.

EVENTS

‘Ritual’ in the cemetery of Câmara de Lobos. A most unusual situation was found in the cemetery on Tuesday morning. Gravediggers found on the stairs near the chapel, in a corner, a ‘table’ on which there were three bottles of aguadente (rum), three bottles of champagne, various glasses, a 2 kilo piece of beef, cigarettes and a fire near the wall. Since this is not a place for parties, the conclusion is that it is part of a ritual by either ‘healers’ or ‘masters of magic’ to invoke the dead for various reasons.

"I know, I know…I’m very slow! This is the last port day that I have to share with you and in my opinion it was the prettiest. I would love to be able to go back some day and spend more time in Portugal.

Once again we got off the ship with no real plans. We dined with a family that had visited Madeira before and they told us is was unnecessary to buy the bus ticket into town, which were 4.00 each way. So, we took out walking…and we walked…and we walked…and we walked. We were beginning to second guess the decision to walk to town when a gentleman approached us and told us he could take us all over the island and be our personal tour guide for the day. He was a pretty aggressive salesman and I could tell the girls were rather nervous. After Brent dickering with him about the price, the final price was 130 Euro. Children shrug-off the Carnival rain – Even with limitations, the kids shook the city. Well of course they did, the kids are born waterproof these days … when was the last time you saw a kid carrying an umbrella? Anyway there is a nice photo on the front page, and probably more inside. But just blowing the blog trumpet a little, you didn’t have to wait until the next day to see carnival pictures on this website.

Serrão gives paid place to the decisive supporter – The leader of the Socialist Party of Machico will be the local government coordinator.

Race on in the national Social Democrat Party : The ‘oranges’ from here are disturbed with the order of Jardim.

National Council of PSD – Jardim quarrels with Passos Coelho. The leader of the Social Democrats of Madeira said that Passos should no longer be making policy in the PSD. Alberto João Jardim was involved in a lively battle with the candidate for the leadership of the PSD, Pedro Passos Coelho. In a speech appealing for party unity, one of the first of the PSD National Council, the Madeiran leader criticised Coelho for his stance with the Regional Finance Law. In a face to face confrontation, Jardim told Coelho, ex leader of the Youth PSD, that if it was up to him he would be making any more party policy. Coelho responded that "it is just as well that the party doesn’t depend on you".

Today’s main news headline : Earth from the landslides invades rivers of Faial – After the storms, it is needed to clear the roads. Rivers pay the price. Justification : in times of emergency, one forgives the bad with the good that it does. Yes I know, that last bit doesn’t make total sense, but I get the drift of the message. The gist of this is that in Ribeira Seca the muck and rubble from the mudslides is being cleared from the roads and then being dumped into the river to be taken out to sea. There are proper sites where this debris can be deposited, but the president of Santana, Rui Moisés, says that in the time of war it is no time to be cleaning weapons, and that restoring normality is the priority. Environmentalist say that that is the exact reason why rivers cause landslides, because the river beds are fouled. As always, I am with the ‘play it safe’ environmentalists when there is any element of uncertainty in such an action, but with the rainy season just around the corner, we will soon find out who was right and who was wrong. That’s a bit scary isn’t it, after what we have already seen this Winter, to think that the rainy season hasn’t even arrived yet.

People power stops advance of the machines – Yesterday morning was one of tension in Madalena [do Mar]. Despite of the police presence, the exit construction works from the tunnel didn’t get started. There is a thought provoking picture of an elderly lady, armed with an umbrella, ‘getting booked’ by the village bobby. Both Elaine and I have both given this story plenty of coverage, so not much more to add really.

The main sport / football headline today : 100 – "I have already had to cut-off unpleasant conversations". The referee Elmano Santos will tomorrow complete his 100th game in the top flight.

Ribeira Brava Children’s Carnival Parade – 12th February 2010

Well, the weather improved drastically during this morning, and the kids got their chance to show off their carnival-wear thankfully. A much lower participation this year, but a real colour show nether-the-less, with the themes tied in with nature and the sea. Bless ‘em all!

Anyway, that’s just to get you in the Carnival mood, and hopefully encourage a few partakers to send in their pictures. If there are too many, I will have to pick out the best, but I very much doubt if that will be an issue.

Windsurfing in Madeira: some serious (all-be-it mast breaking) wave potential!

Madeira is a world class surfing venue but would it work for a two week windsurfing trip? Olympic sailor, Hugh Sims Williams came out to Madeira to train on his RS:X but also sneaked in his wave board.

Why Madeira? Because in the peak summer season you will be the only one on the water! They only saw two other windsurfers in their two week stay in August. That would tell you that the island is not renowned for its windsurfing and the high cliffs of Madeira make a lot of beaches unsailable unless you’re on big kit and prepared to sail offshore. However, they did find some serious (all-be-it mast breaking) wave potential!

Madeira’s windsurfing world champion: João RODRIGUES. In 2008 at the RS:X European Championships João RODRIGUES stepped onto the top step of the podium at an Olympic windsurfing class European Championship. He did so in 1996 and 1997 following up his World Championship gold medal in Port Elizabeth in 1995.

Madeira windsurf spots : Besides the most well-known Caniço, Funchal, Achadas da Cruz try …

Paul do Mar: faces south-west, long pebble/stone beach, gets some of the biggest waves on the island. Good luck!

Caniçal: launch from the beach next to the harbour. Only suitable for Formula or big board sailing as offshore winds are standard during the summer trades. It is very windy here and provides good access to sail around to the north side of the island, where the swell is massive. This is where we launched to train on the Olympic RSX kit.

Cabo Girão: Vidar Jenson sailed here a few times when he visited the island in the spring of 2006. He’s quite good though!

132 cases of parental neglect. Every year the Commission for the Protection of Children and Youth handles hundreds of cases of parental neglect, many ending up in the Family and Juvenile Court. At present, there are 132 cases pending. Over 90% are cases of parental neglect and the services protect children who are in danger of being threatened or harmed. Some cases are very serious. The number of prosecutions increase each year and a significant number include children between the ages of 6 – 10 years. The danger can be to the child’s safety, health, moral training, education or development. The options are: child kept with the parents with appropriate support; live with another family member or trusted person; foster care; institutional care or adoption. The crime of abandonment can lead to a prison sentence of between 2 – 5 years, physical impairment from 2 – 8 years and in the case of death, 3 – 10 years.

MADEIRA

No one takes responsibility for the pond. Continuation of Tuesday’s story of the polluted state of the Lagoa do Lugar de Baixo. The SDPO rejects the blame for the state of conservation of the pond. They are responsible for the two buildings and recuperation of the coastal area to the east of the pond but the pond itself is in the public domain. The pond is under the public maritime domain but the Port of Funchal said the area is the responsibility of the Regional Government. The SRES of the Regional Government and the Mayor of Ponta do Sol refused to discuss the issue. The Regional Director of the Environment said there are no projects for conservation or maintenance of the space. It is not known if the Quercus report for the SDPO has been recognized.

Carnival increases in Câmara de Lobos. More than a thousand participants in this year’s Carnival Parade on Monday 15th at 21.30. At present, there are 1,200 people in 18 groups.Two popular dance troupes from the Madeira Carnival will perform: Geringonça and Malta do Furor, and the Carnival ends with Kontraband playing in the Municipal Market. On the previous day, Sunday, the Trapalhão Carnaval is at the Estreito de Câmara de Lobos. This parade is devoted to humour and social criticism, where anyone can take part for free.

Victims claim to have been persecuted. Two women living in Caminho Velho da Igreja in São Roque claim they have been assaulted in the street and on the bus. In the last seven months, they have reported five of the most serious cases to the police. The neighbouring couple who have been allegedly threatening and assaulting them, blame them for their son being taken into care by social workers. This was because of illegal drug taking and they say they will continue the harassment until the son is returned.

ECONOMY

Cruise ships call at Porto Santo next year. There have been no visits by cruise ships during the years 2008, 2009 and 2010 but in 2011, three will call at Porto Santo. These have a capacity of 2,300 tourists and 1,000 crew members. The first ship calls on May 1 2011, the British Amadea, and it is the inaugural visit of this ship. On 26 July 26th, the Artanis calls and on August 10, the Amadea returns. The busiest year was 1999 when 10 cruise ships visited Porto Santo and there have been 42 mooring between 1999 – 2007.

CULTURE

Theme Park gives discounts in museums. The Madeira Theme Park in partnership with DRAC, allow holders of annual passes for the Theme Park to visit museums more frequently and cheaply. Discounts are for holders of the Normal Pass (costs 30 Euros) and Junior and Senior Passes (cost 24 Euros). Entry to selected museums will vary from free entry to a maximum cost of 2 Euros.

CARNIVAL 2010

Fura Samba associates fado to samba. Fura Samba honours Fernando Pessoa (Portuguese poet) as this year celebrates his birth 120 years ago. Tributes also paid to the Portuguese Maritime Expansion and the fado singer Amalia Rodrigues. Their anthem links fado and samba, evoking the poetry of Fernando Pessoa. The project’s theme is "Samba-Enredo – Mar Português”. It describes a colourful world which goes from: the white foam of waves breaking on the beach and the wind in the sand …. Portugal where there was once a dream that we would be owners of the world ….. The dark blue of the depths of the Atlantic Ocean, the turquoise beaches of Brazil and the green waters of the seas surrounding India. Gold and silver colours represent gold and silver items, pearls and precious stones; wealth brought to Portuguese territory. In the two floats there will be orange tones of the sun setting over Cabo do Bojador and Cabo do Medo. Fura Samba utilize 5,000 ostrich feathers, 15,000 ‘rabos de galo’ (rooster tails) and 250 pheasant feathers. The ‘queen’ is a former Miss Madeira and Miss Tourism Portugal. Fura Samba will take part in the Porto Moniz Carnival on Sunday at 15.30.

João Egídio unveils “Os Encantos do Mar”. The theme this year is ‘The Charms of the Sea’. The float will carry five people; three in the front tractor and two in the trailer. They will be dressed as elements of the deep, such as mermaids, corals, reefs, anemones, plants and other underwater creatures. The dancers will be dressed as starfish and conch shells. João Egídio said, "The mysteries of our fantasy about the secrets of the sea, mean that humans throughout history imagine non-existent beings that become wonderful, splendid and colourful."

Quality and Food Safety : Seminar brought together close to 100 within the hotel sector.

Best practices in the hotel sector were the focus of a seminar organized by SGS Portugal (the auditing and certifying company) and the Commercial and Industrial Association of Funchal (Associação Comercial e Industrial do Funchal- ACIF) that took place in Funchal yesterday. The seminar, entitled “From Quality to Food Safety- a Responsible Destination”, had close to 100 participants from diverse regional hotel and restoration businesses.

Cristina Silva, coordinator from the SGS Portugal delegation, told the DIÁRIO that this initiative met the expectations of the organization insofar as it managed to get a group that is interested in and motivated by the issue of sustainability (which is more and more in demand for tourist destinations like Madeira) into the auditorium of the Regional Secretariat of the Environment and Natural Resources (Secretaria Regional do Ambiente e dos Recursos Naturais).

For Cristina Silva, a destination is only totally sustainable when it meets internationally recognized best practices, as the majority of tourists to the Autonomous Region are foreigners. However, she thinks Madeira has made important steps towards this aspiration which is now a requirement of tour operators, international organizations, and to become certified or have a good reputation as a tourist destination. The SGS delegate believes we are moving closer towards sustainability, but that it is necessary to meet and exceed the expectations of clients. “We have taken significant steps in Portugal and the Region, and we are not the exception,” she added.

Best practices were the focus of the seminar yesterday through the voices of diverse speakers covering everything from how to receive guests at hotels to food safety and control. Director of Quality and Food Safety of the Regional Government of Madeira, Celeste Bento, emphasized the regularity present with which standards are met in the Region- something that places regional restoration on a high level of quality. “Madeira is a responsible destination in terms of food safety; it’s well controlled and there is increasing sensitivity to the issue,” says Cristina Silva.

The seminar was well attended and had presentations given by regional specialists from ACIF and the organizing company. Brit Adrian Evans spoke of the “Hygiene Monitored” mark, a seal from SGS Group which attests to the existence of food safety best practices in the establishments audited by the group. Guide book for five nights of Carnival in the discos – Madeira and Porto Santo are going to samba [?] from today until Tuesday. See the suggestions p.37. Yes you can actually click that link, and it will take you to the list of dates and events, and that saves me a job.

Today’s main news headline : Court leaking – The storms flood achieves, Justice Police and stairways. Works are needed. The Palácio da Justiça in Funchal has sprung a leak(s), and in the latest downpours water found it’s way down the stairs. The water not only affected current files, but also affected the offices of the Justice Police who are located in the basement. It’s an old problem, in a prestigious building from the 1960′s, that has received the praise of many visiting dignitaries over the years, especially for the use of historic tiles. It is well known for becoming a ‘swimming’ pool in Winter, and an ‘oven’ in Summer. The roof leaks all over the show, the walls are sprouting mould, all in a flagship building that doesn’t even have a visitors bathroom.

‘Forestry’ de-authorized Câmara – The landfill site in Landeiros (Machico) has a municipal license. But the GR seized the truck. Also today’s main front page photo, showing a small plot of land, with a digger and a Scania truck, which may or may not be in the process of being seized … it’s hard to tell from a photo.

Celebrating the joining of the Europe Union ‘with Rome burning’ – In a time of crisis, Socialist Party Leader Serrão criticises commemorations of the 25th anniversary of Madeira in the EU. It’s like the story of Nero and the harp [wasn't it a fiddle?].

There is also another lead story about Miguel Alburquerque, President of Funchal Council (who makes Uncle Bertie seem like Cristiano Ronaldo). Câmara Municipal of Funchal takes action against the state – It relates to the delayed transfer of funds from the IRS. The action had been threatened, and now it has actually started, in the Court dealing with Financial and Administrative matters. The action against central government relates to a delay in the payment of tax funding valued at over €5 million, that had been claimed by the council in March 2009. Alburquerque says he will not give up on the funds … "Funchal Câmara can not be penalized by the failure of the Government of the Republic". I am going to regret that comment above I am sure, as Sr. Miguel is a red-hot favourite to succeed Uncle Bertie as president in 2011.

The main sport / football headline today : Promotion doesn’t excite in the Regional [league] of football. This is about the small league below the newly formed Série Madeira, and the fact that some of the teams are not so keen on the idea of going up to the next rung.

I really can’t find anything that interests me much in today’s news, so I am off early downtown on the off chance that the weather will improve and the children’s carnival will take place. Don’t forget to send me in some carnival photos this weekend please.

"They are building a new Cruise Terminal at the Pier which should be open later this year – it appears to be all falling into place. Have you thought about making your own bread? Nice soft large loaf. Something you can get your teeth into. In Madeira the supermarkets they do an excellent flour. The Nacional Pão Caseiro flour, most the ingredients are there, and all you add is sugar, butter, milk, and water. Bread makers from Madeira forum are from €40, which is good value. The only problem is the loaf is soon snapped up. Now where that bread and butter.

Loja do Cidadão installs number dispenser at Dolce Vita

Kiosk outside of store allows residents to manage time and handle their various responsibilities

Imagine you’re trying to run errands in or around Dolce Vita before heading to the Loja do Cidadão. You can better plan your time management with a number dispenser on the second floor of the mall that began operating yesterday.

Upon getting a number to pay your electric or water bill, the monitor of the kiosk will tell you how long the line is so you can decide if it’s worth going to the Loja do Cidadão at that moment or if you should go later on in the estimated time until customer service.

LC’s director, João Lomelino, stated that this initiative being “pioneered in Portugal” as a compliment to the “physical and technical development” program of services offered could extend to other locations in Funchal.

He is appreciative of the receptiveness of Chamartín (Dolce Vita’s parent company) and the technological support of Portugal Telecom and MCC- Computadores; he also points out that this initiative not only contributes to the improvement of LC’s services, but also “makes peoples’ lives easier- which is really what interests us.”

Director of Dolce Vita, Timothy Broad, justified the acceptance of the offer as a way to create more “comfortable conditions for patrons” of the mall and to “eventually bring more of them.” PORTUGUESE ORIGINAL

Man dies hours after hospital discharge. A 61 year old who had emigrated to Venezuela had returned to Madeira for a holiday and was due to return on Sunday. Late on Monday in Campanário, Camilo José Almada fell down steps and hit his head. He was taken to the local health centre then to the Hospital in Funchal where he was kept overnight for observation. He was discharged after radiological examination did not detect any unusual pathology. Camilo Almada was taken to his friend’s house but complained of feeling unwell, particularly in the abdominal region. He was then found dead an hour later at his friend’s residence. He had been unhappy about being discharged as he felt weak and access to his home was via steep stairs, which is why his friend was accommodating him. There will be an autopsy then a decision taken whether an internal enquiry is needed into his hospital care.

Controversy leaves 46 families waiting for a home. Impasse between Santa Cruz Council and the Institute of Housing and Urban Renewal (IHRU). The construction of the residential block started five years ago and was only completed late 2008, after a class action stopped the works. The council has invested 4,276,000 Euros but the IHRU say additional work is required for the completion of the building and until then, will not transfer the amount they owe to the council. These additional works have been delayed by financial difficulties and there are 46 families waiting to move in. The council have put forward a new date for completion which is this summer. In 2009, the IHRU paid only 12,000 Euros to the council but the amount owed which should have been paid between 2003 – 2006 is 1,800,000 Euros. The council is paying interest on its loan, which has already totalled 550,000 Euros and could have been used on other projects.

MADEIRA

Carnival MadeiraShopping. Three parades held on the 13, 14 and 16 February with the Modelo mascot, Popota, present on all three dates. It is an opportunity for everyone to create, innovate and reinvent clothing, accessories, face painting and even mimic the look of their idols. Three themes for the children’s parades: 13th February at 14.00, especially for young children, "Carnaval dos Pequenitos"; 14th February at 14.00 for Valentine’s Day,"Os Modelitos de S. Valentim" and 16th February at 18.30, the day of the traditional Fun Parade (Cortejo Trapalhão), "A Moda dos Trapalhões".

Landfill will be transformed into banana plantation. The landfill area at Porto Novo will be used for banana production. The area is 20,000 square metres and should produce 70 tons of bananas per year. A similar project using land in Caniçal for experimental projects for table wine production has been successful. The land will remain publically owned but the farming and management of the land will be a private enterprise and the owner may apply for support funds. The upgrade of the landfill will also have a positive impact on the landscape. The government is developing a project for experimental banana production. This project will explore the selection of plants, irrigation systems and methods of production. Once the project has been finalized, it will be open for tenders. The Regional Government is encouraging private individuals to expand their production to land which up to now, has not been used for agricultural purposes.

Funchal to double the number of gravediggers. The Council of Funchal need 10 more ‘cemetery assistants’ for their four cemeteries. This need was highlighted yesterday at the cemetery at São Gonçalo where the family had to wait in the mortuary chapel for half an hour after the Mass for four gravediggers to arrive. This increased the natural distraught felt by the family. The problem is enhanced by the council’s commitment to burial.

Injured Paraglider in Intensive Care. A Swiss paraglider was injured yesterday afternoon after falling into the sea about 100 metres from the shore at Madalena do Mar. He was assisted by his friends, the Navy and SANAS. He was found unconscious, presumably from the ingestion of sea water, resuscitated by the EMIR team then taken by ambulance to the Hospital Dr. Nélio Mendonça in Funchal. He is presently in Intensive Care. The cause of the accident is unknown. Madalena do Mar is very popular with paragliders who often use the promenade as a landing site.

ECONOMY

Ford car sales led in 2009. Ford was the best brand for vehicles sold in the region last year, due to the new Ford Fiesta and Ford KA. There were 26.5% more Ford vehicles sold last year than in 2008 although overall, vehicle sales fell 23.8%.

POLITICS

Two cheques transferred four days before the new leadership at São Jorge Two cheques for 22,500 euros were signed during the week of the inauguration of the new president of the Parish Council of São Jorge. Teófilo Cunha was elected for the CDS/PP and said he was surprised to find the parish council had no money when he took office. The previous party was the PSD with João Reis as president. This "embezzlement" accusation is for a cheque for 2,500 euros to the Clube Desportivo e Recreativo de São Jorge and one for 20,000 euros to the local Casa do Povo. These two organizations during previous years had received ridiculous amounts from a parish council that was short of funds. These two large grants were given in the days after the votes had been counted. The former president replies he has a "clear conscience". At first he said the cheques were dated before the election but later he said they were dated in the week before the inauguration of Cunha. He admits there was a two month delay in the transfer of funds after the decision was made in August and September, but cannot explain why. A lawyer is examining the accounts and transactions.

CULTURE

Machico has a year of intense cultural activity. Gastronómica de Machico celebrates 25 years and brings Mariza to Madeira on August 4th. The main attractions planned by Machico Council this year are: V Festival of ‘Live Dancing’ on April 24th at 21.00 at the Pavilion of Caniçal; V Market Fair between 4 – 6 at the centre of Machico and the 25th Gastronomy Week from July 30th to August 8th in the central square next to Forum Machico. The top act will be the fado singer Mariza on 4th August. September 5 – 6, the Grape and Agricultural Festival is held at Porto da Cruz.

ECONOMY

Madeira betting on the market in Estonia. The market in Estonia is recognized by the Tourism Department as having a great potential. Representatives are at the Tourest fair in Tallinn between the 12 – 15 February and the Region is advertised throughout Estonia. The first direct flights to Estonia started between September and October 2008 and there is now another operator on this route. Top Tours begin flying on Friday using the airline Smartlynx with aircraft with 173 seats. These weekly flights are until 23rd April then begin again in September. Horizontal Travel fly weekly from March 11 to 29 April, using aircraft with 189 seats. Flights then begin again from 3 September to 18 November. This means some weeks there will be 362 seats available from Madeira to Estonia.

CULTURE

Rota da Cal promotes free visits. The residents of São Vicente can visit the Núcleo Museológico – Rota da Cal (The Lime Route and Museum Centre) for free. This is to promote the second anniversary of the centre and the campaign runs until December. There will also be guided tours for groups of 5 – 25 people, which will take an hour and need to be booked beforehand. Residents will be able learn about the rural heritage, production and use of lime. The two limestone quarries contain fossils which are over 5 million years old. There is also a lime kiln house which is the only working one left in the archipelago.

Fura Samba in Brazil. The anthem of Fura Samba with music and lyrics by Nuno Bastos is very fashionable in Brazil. The song is a tribute to the Portuguese fado singer Amalia Rodrigues and will accompany the Fura Samba troupe at the Carnival Parade on Saturday night in Funchal.

‘Vice’ leads events for 25 years in the European Union – The Regional Government chose Cunha e Silva to coordinate the 25 year celebrations of the integration of Madeira in the European Union in 2011. Madeira let the 20th anniversary go by, but the Silver Jubilee is to be marked with a programme built by João Cunha e Silva [just one person] who is a vice president in Madeira’s government. 2011 also just happens to be an election year for the position of President of Madeira, as the Diário points out. That’s a laugh if I ever heard one! Nobody has yet integrated in the European Union, yet alone Madeira! That great concept of ‘lets all get together and make life better’, but with all those member states with secret agendas that all read along the same lines [it´ll be good for us and those suckers, whilst we also continue to do our own thing]. As for Madeira’s participation in the EU, it takes us to a new level of cherry picking and fleecing the EU for every cêntimo possible, whilst doing an absolute minimum to interface to the favour of it’s European ‘partners’. It seems to me that there is more will to interface with South America, than with Europe. It’s not fair to blame Madeira of course, so let’s blame the Madeiran Government to be more precise. I wonder if there will be any political ‘overlap’ between the events and celebrations of the 25th anniversary and the election of Uncle Bertie’s new lap dog.

Today’s main news headline : Parents more negligent – Last week, a desperate child crying in a car while the parents enjoyed themselves. It is one of 132 cases of the parental negligence phenomenon on the rise on Madeira.

Chávez frightens – The order of expropriation of businesses in the Plaza Bolivia generates concern amongst Madeirans.

Peoples action defeated – The court judged unfounded the injunction proceedings brought by Gil Canha against ‘Quinta do Lorde’. Yet another attempt to right the wrongs of the costal development in Machico was buried by the courts.

Airport indicators in fall – the number of passengers and movements fell in the first month of 2010. Traffic statistics from Madeira Airport fell back once again according to ANAM, the airport operators. Compared to January 2009 there was a fall in movements of 2.4%, and 1.8% in the number of passengers to 158,322. Cargo also fell by 1.8% to 456 tons.

The main sport / football headline today : Refusals to the Region – The national teams of Portugal and the United States thank for the contact, but they are not coming here to prepare. The Portuguese Football Federation has ruled out Madeira as a preparation venue for the 2010 Football World Cup, saying that it was looking for ‘parameters’ specified by the technical team, led by Portugal coach Carlos Queiroz. Without saying where the chosen training venue would be, Gilberto Madaíl said that Madeira would be considered for a future opportunity though, and if possible, even a game. Other countries contacted to offer this preparation opportunity include Australia, Spain, Brazil, Japan, Netherlands, Serbia, Slovakia and Slovenia. The approaches have been made through the embassies of those countries, based in Portugal.

FRONT PAGE NEWS

Pollution of the pond of Lugar de Baixo. This is "an untapped potential", according to the environmental agency Quercas. The Lagoa do Lugar de Baixo is a unique coastal habitat for migratory birds from the North Atlantic. Yet it is polluted with rubbish and has not been cleaned for five years. The proposed environmental education centre lacks facilities and is only half used. In 2005, a group of students from Ponta do Sol removed 19 bags of rubbish. A guide to the birds that visit the pond was published by the DRA but there has been little other work on this area of 3,500 square metres which is one of the main points for bird watching in the region. The Regional Director of the Environment explained that the protocol with the local offices of Tourism, Environment and the Society for the Development of the West Point (SPDO) was not realized. He said it is the latter who own the area and they must make the first move. The pond is polluted by both rubbish deposited by humans and rotting vegetation. The local council know about the degradation and the mayor said he had already contacted the DRA about a joint cleaning operation. The DRA recognize the importance of the area as a place of ecological sensitivity but deny responsibility for the management or cleaning of the area and state the responsibility belongs to the owners SPDO. Eight years ago, Quercus made a 46 page report on the environmental restoration of the area and proposed that a frequent analysis of the water quality was needed. Obviously, this has fallen on ‘deaf ears’.

Left Bloc takes the Jornal da Madeira to the Committee at São Bento. The extensive debate on the Portuguese media, specifically any pressure from the Government of the Republic and schemes to control the media, takes place shortly in the Assembly of the Republic and will include the ‘case’ of Madeira. All opposition parties require clarification by José Sócrates on issues related to some media, in particularly any attempt to purchase TVI by PT, the end of ‘Jornal de Sexta’ of Manuela Moura Guedes, the case of Público and recent controversy involving the journalist Mário Crespo.The Left Bloc has promised to forward a request for a parliamentary inquiry into the situation of the media in Madeira, in particular the Jornal da Madeira. The Left Bloc (BE) is limited at a regional level as it has only one deputy and cannot ask for a parliamentary inquiry. Pressure on journalists and media companies and the situation of Jornal da Madeira, owned wholly by the Regional Government, are some of the things that over the years, the opposition have denounced in Madeira. Recently, in the Assembly of the Republic, the CDS raised the issue of unfair competition caused by the Jornal da Madeira receiving several millions of Euros per year from the Regional Government.

MADEIRA

Carnival maintains 2009 funding but attracts fewer tourists. Current forecasts indicate 10% fewer tourists – 62% – than 2009 but the budget is still 350,312 Euros. The decrease is thought to be because the Carnival is early this year, whereas last year it was at the end of the month. A manager of the hotel sector, António Trindade, said that over the past three or four years, the hotels have been practically full. They must concentrate on the traditional British market in future years, as there are no new emerging markets. The Carnival events are being increased this year with a new Carnival attraction on Sunday. Friday is children’s day, 1,100 taking part in the ‘Carnaval das Crianças’ between 10.30 – 12.00 at the Placa Central da Avenida Arriaga . Between 15.00 – 17.30 along the Avenida Arriaga, ‘Carnaval Solidário’ has 200 participants, followed by a party in the Jardim Municipal, organized by the Association for Community Development. On Saturday evening, 1,095 take part in the main parade, ‘Cortejo Alegórico’, which starts at 21.00. There will be fireworks ten minutes beforehand at the Parque de Santa Catarina. The OCM plays at the Praça do Município from 22.00. A new parade on Sunday between 21.00 – 23.00, ‘Carnaval das Avenidas’ (Carnival of the Avenues), involves three of the groups that participate on Saturday: ‘ Fura Samba’, ‘Caneca Furada’ and ‘Os Cariocas’. There will be one group performing at each of the following locations: central area of Avenida Arriaga near the Sé, in front of the Regional Secretariat of Tourism and the Pier. This new idea is to act as a bridge between the main event and the following Tuesday’s ‘Cortejo Trapalhão’ which starts at 16.00. Program on the official Tourism site in five languages.

Carnival with varied agenda at various locations in the region. The Carnival parade in São Vicente takes place at 10.30 on Friday 12 February, taking the theme International Year of Biodiversity. Participating are all the local schools, social services institutions and day centres. After the procession, the council has prepared a variety show in the Municipal Gardens.

Vandalism and arson at Santo António. Early yesterday morning, vandalism and an alleged arson attack on two trucks caused more than 100,000 Euros of damage. The one that was vandalized had the windows broken and the interior ransacked and the other had the front tyres set alight. This is possibly linked to another suspected arson attack. A fire broke out at the Complexo Desportivo do Marítimo, an infrastructure to support the youth and veterans of the football club. Damage was not as bad as first expected; damaged electrical wiring, paintings, aluminium and glass.

LREC and Meteorology interested in partnership. The Regional Laboratory of Civil Engineering and the Institute of Meteorology of Madeira are interested in forming a partnership to study the climate and landscapes of the region.They would combine data from the weather stations and automatic monitoring stations of LREC to help prevent natural disasters.

POLITICS

Free JM costs each Madeiran 16 Euros. The media agency Lusa has calculated that every year, each person in Madeira ‘pays’ 16 Euros for the Jornal da Madeira. Lusa arrived at this conclusion by dividing the four million Euros that each year the Executive transfers to the Jornal da Madeira by the population size of 255,000. The newspaper also receives advertising revenue. It is distributed free to some outlets. The published opinions are all assigned to the PSD and the Government. These complaints have also gone to the Competition Authority and the EU. In comparison, every Portuguese resident subsidises the three state-run media channels: RTP, RDP and Lusa by less than 15 Euros each year. Most of the money transferred from the State Budget goes to RTP which has a number of public channels: RTP1, RTP2, Madeira, Azores, International, Africa and RTPN.

BE protest against millions to Barreiros. The Left Bloc has calculated that the 31 million Euros the Regional Government will spend on the remodelling of the Estádio dos Barreiros would create about 1,100 jobs in the region, a decrease of almost 8% in the number of unemployed. This justifies a protest vote in the Legislative Assembly against the "waste" in the construction of the stadium of Clube Sport Marítimo. This would be a significant number of jobs at a time when the region has more than 14,000 unemployed and companies are going through a serious crisis. For the BE deputy, the Government has shown "not to be socially and politically serious or responsible in defining their priority areas for action."

Coelho accuses the judges of being "subservient". José Manuel Coelho, (PND) compares the courts of the Region to the military dictatorship that ruled Brazil in the 1960s. He says the judges "persecute" the democrats. "The judges are not independent and are subservient to the jardinista regime." In the court case of the PND directors of the journal Garajau, Coelho accuses the Government of defamation. At issue are the texts in the journal that accuse the lawyer Cunha e Silva of being a legal advisor to the Port of Funchal and not declaring this income to the Constitutional Court. Coelho accuses the Government of abusing taxpayers’ money to pay the lawyer Garcia Pereira to defend Cunha e Silva when it is a case of "personal issues". Garcia Pereira is one of the most expensive lawyers in the country, receiving 5,000 Euros every time he comes to Madeira, at a time when there are plenty of unemployed local lawyers.

ECONOMY

Madeira guarantees the State more IVA than claimed. The Minister of Finances said that Madeirans pay less tax, IVA (VAT), than the rest of the Portuguese, used for political opportunism by Alberto Jardim. The rate of IVA is 30% less in Madeira and the Azores than the mainland, but Teixeira dos Santos left out the fact that this reduction only applies to consumers and not the companies that import goods and services that are consumed in the region. These reductions in the Azores and Madeira are allowed by the EEC and are designed to compensate for the higher transport costs of imports to autonomous regions. In his speech, Teixeira dos Santos hinted that Madeira is prejudicing the Portuguese taxpayer. Yet the State receives revenue from purchases that are bought in Portugal then imported to Madeira. The State also benefits from Portuguese telecommunication firms and banks based in the Free Zone. Madeirans generate more revenue; the income per capita (per person), without compensation from the State, is 33% higher than the Azores. The Azores benefit from a compensation of 471 Euros per capita whereas Madeira receives only 172 Euros, to compensate for IVA generated in the Region but not paid on the Continent. The income per capita is higher in Madeira than the Azores because of income generated by tourism and the higher cost of living. With a PIB (GDP) 45% higher than the Azores, the IVA revenue of Madeira is 35% higher than the Azores. — Usual spurious arguments as they are not comparing like-for-like: Continental Portugal, Azores and Madeira. No indications of the relative cost of living in all three areas.

UPDATE

Prime Minister denies giving directions to PT for the purchase of TV station. José Sócrates announced that PT had a "strategic intent" on buying TVI but this was totally beyond the control of the government. In Face Oculta, a case presently in the Portuguese courts, there is strong evidence that there was a plan involving the Prime Minister to control the TV station TVI. This case involves wiretapping to investigate allegations of corruption and economic crimes related to business enterprises of the State and private enterprises. There are 18 defendants.

Man dies two hours after release from hospital - A fall yesterday sent the sexagenarian to hospital. He was released yesterday, but he wanted to stay in as a hospital inpatient. But he returned to Campanário. A little later he died.

Controversy keeps 46 families without a home. Five years later, the Council of Santa Cruz and the Housing Institute discuss the Salão complex. And the works don’t go forward.

Intensive Care invade the AVC Unit. The hospital department that deals with stroke patients is taking in more inpatients from intensive care, than there are actual stroke inpatients. The Hospital of Dr. Nélio Mendonça, in Funchal, says "It’s a matter of priorities". The clinical director of the Health Service Region (SESARAM), Miguel Ferreira, explains that the situation is not new, but adds that it is a timing problem.

Today’s main news headline : UNESCO Ambassador evaluates the ‘Rabaçal Case’ – The disagreement over the cable car project in the mountains moves on to a new stage : discussion between the opposing parties in front of the international representative. The trip to Madeira was to be low-key, but the opinion of the UNESCO representative will be decisive regarding the building of a cable car in the Laurissilva forest. The ambassador and an inspector spent two days here trying to understand the scope and impact of the proposals, and why environmental groups were so against it and sent a petition with thousands of signatories. The visit was kept confidential, but it is known that on Monday the ambassador spent the day in the area of Rabaçal, along with officials representing the Natural Park, Forestry, and the Environment, as well as the company promoting the project. The beautiful landscape that would be affected by the project is the subject of the main photograph on today’s front page, and if the UNESCO representative took one look at that they would for sure be thinking no, no, no! I really really hope the plan is shelved, and if it is it would be doing debt-ridden Madeira a real favour. This project will cost a small fortune that will surely never be recovered through tourism revenues. In fact I reckon the plan can only really still be in existence through the sheer stubbornness of Uncle Bertie’s pals, as the economic case against the project must have overtaken the environmental case long ago.

The main sport / football headline today : Benfica ‘bury’ their rivals Sporting – Thrashed (4 – 1) by the reds in Alvalade [Sporting's stadium].

Winner of the Portugal Cup may not qualify for UEFA. Fifth place in the league will give access to Europe. If all goes to plan Porto will occupy the other place in the final against Benfica, but have to get past Académica first tonight (SIC 8.15 pm). As both the big teams will probably finish in the top five in the league, I doubt whether they will really care about this method of entry to the Europa League, but should Académica pull off a miracle tonight … well then that would be a different story.

Bird-watching in the Madeiran islands

The total number of birds that can be observed on the island of Madeira which includes its Natural Park, almost three-quarters of the island, is around 220 species!

Bird-watching in Funchal: Ponta da Cruz is by far the best seawatching point in Funchal: Cory’s Shearwater, Bulwer’s Petrel, Little Shearwater, Manx Shearwater and sometimes Madeiran Storm-Petrel, Fea’s Petrel and White-faced Storm-Petrel can be spotted here.

Bird-watching in Calheta region

Ponta do Pargo has a very diverse birdlife. Because it’s still a very remote area, it has not changed over recent years and mixed woodland, agricultural fields and derelict houses define the landscape. Almost every species of passerines that occur in Madeira can be observed here. Seabirds like Madeiran Storm-Petrel and Cory’s Shearwater can also be seen here. Sometimes trans-Saharan migrants make a resting stop here

The best seawatching site on Madeira? Porto Moniz. Go to the coach parking lot, overlooking the natural swimming pools and look for a concrete wall, a good place to watch from. Here you could find: Fea´s Petrel, Bulwer’s Petrel, Cory’s Shearwater, Sooty Shearwater, Balearic Shearwater, Little Shearwater and Manx Shearwater. If lucky, it is also possible to see some whales and dolphins. Best time for seabirds is from late April to October.

Bird-watchers usually come to Madeira looking for rare seabirds, and the endemic species and subspecies of landbirds. Most of them are resident so it’s possible to find them almost every year.

The European Central Bank (ECB) has kept eurozone interest rates on hold at a record low of 1% for the ninth month in a row. Member countries’ economies remain fragile and no increase in borrowing costs was expected this month. Some are showing signs of recovery, but with inflation low and continuing fears about the health of certain members, it is seen to be too soon to move rates. Credit / Source : BBC

CMF orders contingency plan. The Municipality of Funchal has invited tenders for the preparation of the Municipal Emergency Civil Protection Plan. There are national and regional guidelines for drawing up these plans. The first phase will be dedicated to the assessment of the levels of various risks already defined at the national level, each council indicating those that will occur most frequently in that municipality. These include national disasters such as landslides and those that can be generated by human means, for example from the transportation of hazardous material. In the second step, a survey of the existing resources available at the civil protection level to meet a catastrophe, such as a fire. These include bombeiros, council teams and contractors. The third phase is preparation of the plan itself. It will then be tested by simulation exercises. The company will have a year to draw up the plan which has a starting value of 150,000 Euros.

Neglect after bad weather. The Association of Friends of the Ecological Park of Funchal on Saturday visited the parishes of Faial, São Roque do Faial and Porto da Cruz. There are still areas of danger and neglect after the storms, jeopardizing homes and the expressway. There is a significant possibility of intense rainfall until the end of March so it is essential to take preventative action and clear areas.

Five ’7 Wonders of Portugal’ pre-finalists. Update on yesterday’s story. In this region, the following five of the nine original entries go forward to the next phase of the competition: Cabo Girão, Floresta Laurissilva, Ilhas Selvagens, beach at Porto Santo and the fossilized reefs and galleries of the Ilhéu da Cal.

POLITICS

Hospital will not meet the MPT. The Health Service of the Region (SESARAM) have not responded to the request made by the MPT (Earth Party) last October. They asked the administrators for a meeting to discuss whether economics prevented the admittance of patients to hospital. The MPT have received complaints from users of the health service about lack of humanity in the hospital and discriminatory situations. The MPT are now handing the case over to the Ombudsman. They want to know if the hospital is governed by economic criteria when deciding whether or not to admit a patient. The MPT state, "Anyone who is a lifelong taxpayer is entitled to be treated with dignity and respect when ill."

Ismael critical of the stance of the CDS in Ribeira Brava. The centrists say they will still submit proposals favoured by the population. The mayor, Ismael Fernandes, says his rejection of these proposals is not an obsession but a necessity as they are not part of the Plan of Action or this year’s Budget. Rafael Sousa (CDS) argues that such "proposed ideas were presented by the very people who feel the need for something to be done." "Why not change the Plan and give priority to works that are understood to be more useful," he challenges. "It is the people who decide at the time of voting on who actually cares." Ismael Fernandes continues unabated, stating that the Plan and Budget did not have the agreement of the opposition parties, so it was not the majority of the Municipal Council that accepted proposals that were not part of our election manifesto, they were approved by the majority of ribeira bravenses. A PS councillor considers this position to be too uncompromising and the PSD should show openness "to the possibility that opposition proposals are also viable and contribute to the improvement of the county."

CULTURE

Alberto Sousa sings on Valentine’s Day. Alberto Sousa is a young Madeiran tenor who is invited by the Amigos do Conservatório de Música da Madeira (AACMM) to sing at the ‘Serenata de S. Valentim’ on February 14th at 18.00 at the Teatro Municipal Baltazar Dias. He will be accompanied by the Hungarian pianist, András Ervin Hennel, already well known to people in Madeira. The recital will consist of popular operatic themes. At present, Alberto Sousa is studying at the Guildhall School of Music and Drama in London for a Master’s Degree. Tickets are on sale at the theatre.

REGION

Registration for the Festa da Anona. The 12th edition of the Exhibition of Regional Anona takes place on the 27 – 28 February. Farmers can now enter the event until the 23rd February. The stands at Faial will be judged on the Sunday. The show helps to promote Faial and possibly increase exportation of the custard apple to Continental Portugal and France.

EVENTS

Driver assaulted at zebra crossing. The attack on a car driver on the Caminho do Poço Barral, near a large commercial area, happened eight days ago. At 23.00, she stopped at a zebra crossing to allow three ‘false pedestrians’ to cross. They pulled the car door open, dragged her into the road and stole her purse and phone. They then damaged the car when they realised the purse was empty. The woman’s immediate reaction was to leave the area as soon as possible, returned to her house then called the police an hour later. The police went to the area but could not find the suspects.

Today’s news headlines from the front page of the Diário de Notícias :

Bloco [Left Block] wants Jornal da Madeira discussed in the Assembly of the Republic – Madeira will be in the widened debate about pressures and control of Social Communication [Media] at a national level.

Today’s main news headline : Lagoon [pond] has a dump to be cleared waiting for 5 years – The protocol in order to create a centre of environmental education in Lugar de Baixo and enhance ecotourism was never advanced. Quercus also made a study of redevelopment in 2003 that fell on ‘deaf ears’. That is that large pond along the sea side of the road, that is near to the main sea-front café, and was full of ducks last time I looked. The main front page photo today shows the state of the place, and you have to look closely to see that the forefront ‘greenery’ actually consists of hoards of empty green bottles. Aren’t some people disgusting!

Law of Sponsorship doesn’t excite – The philharmonic [orchestra] of Santana received a van from a private sponsor. A rare case, say DRAC. The ‘Banda Municipal’ received the 9 seater minibus from constructor Zagope, a rare event indeed according to the directorate for culture, because the law that covers such donations makes the act of giving uninteresting to potential donors, who prefer to give to more visible causes, like certain sports. We don’t need sponsors to buy transport for cultural or sports groups in Ribeira Brava, our local council will just go out and buy a new bus at the drop of a hat, and then leave them parked unused for days on end where they shouldn’t be.

Carnival 2010 – around 2,710 people involved this year. The hotel occupation is estimated at 62%, 10% less than in 2009. I just included it because I though it was a fantastic picture.

BTW – don’t forget that this Friday is the day of the Children’s carnival parades. It doesn’t get publicised like the adult events, but you can see some fantastic ‘home made’ displays, even if not mega-synchronised, with kids of all ages, and a few teachers and parents involved too. It’s big in Funchal, and in Ribeira Brava (late morning) also. If you know of any places or times of these parades, please share your knowledge.

Diocese ‘kicks into touch’ the solution of Padre Martins – The pilgrim image [Fátima] was always going to Ribeira Seca. But the Case of Martins Jr complicated the issue.

The main sport / football headline today : ‘Vuvuzelas dos Magriços’ fazem furor – In South Africa the 2010 World Cup is already boiling. Sometimes I just can’t get a headline to translate into anything sensible, and it’s a case of seeking native knowledge to resolve it. But this one I persisted with and eventually cracked it, thanks in part to Wikipedia. A vuvuzela, sometimes called a "lepatata" (its Setswana name) or a stadium horn, is a blowing horn, approximately one metre in length, commonly blown by fans at football matches in South Africa. Os Magriços was the nickname of the Portugal national football team which reached third place in the 1966 FIFA World Cup in England. So what the headline actually says is ‘Plastic Trumpets used during the 1966 Portuguese World Cup games’ are all the rage. Not quite as punchy when translated, but worth the wait don’t you think? Unfortunately I am all out of time now as a result, but at least I cracked it!

Laurissilva among the favourites. The list of 77 candidates for the next stage of the competition, ’7 Natural Wonders of Portugal’, will be released today for public voting between 7 March and 7 September. These have been chosen from the original 323 entries and there will be 11 chosen for each of the seven categories.

The nine wonders of the region
Ilhas Selvagens – Located about 163 miles from Madeira, they represent the extreme south of the country. The Nature Reserve of Selvagens was established in 1971 and is one of the oldest reserves in Portugal.

Ilhas Desertas – Biogenetic Reserve since 1992 and Nature Reserve since 1995, the Ilhas Desertas are one of the last strongholds of Lobo-marinho. They are also an important centre for nesting seabirds.

Floresta Laurissilva – Considered World Natural Heritage by UNESCO and classified as a Biogenetic Reserve by the Council of Europe, the Laurissilva is endemic to Macaronesia.

Cabo Girão – Located in the municipality of Câmara de Lobos, it is the highest promontory in Europe with a height of 580 metres. The viewpoint of the site is one of the most sought after.

Fajã dos Padres – Narrow strip of land along the coast, under a cliff about 250 metres high, this fajã is located on the south coast of Madeira and is endowed with an agricultural area of excellence.

Pico Ana Ferreira – About 283 metres above sea level, it is the highest point of the western part of the island. At its peak there have developed a spectacular set of prismatic columns known as ‘piano’.

Praia do Porto Santo – Stretching over six kilometres between Vila Baleira and Ponta da Calheta, the golden sandy beach is one of the attractions of Porto Santo and the sand has therapeutic capabilities.

Cabeço dos Laranjas – On the islet of Cima (Porto Santo), you can see a spectacular outcrop of fossils of red algae, known locally as ‘oranges’ for their striking resemblance to that fruit.

Galerias do Ilhéu da Cal – In the largest island of Porto Santo, where the limestone mining industry began in the XVIII Century, today there are wonderful galleries where you can see subaquatic lava flows and volcanic ash.

1,000 participants in the Carnival of Câmara de Lobos. 18 groups will participate in this traditional parade held on the evening of February 15th. This year it will include the Associação de Animação Geringonça and Malta do Furor (Achada de Gaula) and two other newcomers: Banda Filarmónica do Caniço e Eiras and the Escuteiros de São Martinho. Participants from various institutions, of all ages. The parade begins at 21.30, starting at Avenida Nova Cidade and ending at the car park of Baía de Câmara de Lobos.

Plans for Vila Giorgi and Castanheiro in discussion. From 18 February to March 17, plans for the redevelopment of this area of Funchal will be available online. The mayor noted that this is a very balanced plan when it comes to shopping, houses and services as it sets a percentage for each. In between Rua das Pretas and São Pedro, there will be a plaza of 1,700 square metres under which there will be a car park with 450 spaces, and 150 of these will be reserved for local traders. Vila Giorgi is a private development consisting of a five star hotel with 44 rooms and a block of 33 apartments. The detailed plan of the area Ornelas will be available between 18 February and 10 March.

Court establishes that the driver responsible for a fatal accident had no licence. The accident occurred on the 25 October 2008 near the viewpoint of Cabo Girão. At around 3 am, the car hit a stone wall causing the death of one of the occupants, an 18 year old man and the other was seriously injured. At the time, it was a popular location to practice dangerous manoeuvres. The driver had no licence and the car was uninsured. The driver was still learning at a driving school and had only been in possession of a car for a short period of time.

ECONOMY

430,000 Euros for the Open de Golfe and Rali Vinho Madeira. Turismo de Portugal will provide 330,000 Euros for the Golf Open and 100,000 Euros for the Madeira Wine Rally. This is 30% of the total needed for the golf tournament at Porto Santo, and the Regional Budget will provide an additional half a million Euros. The Wine Rally also needs 1 million Euros in funds and will receive 650,000 Euros from the government.

‘Healer’ takes money and gold at Caniçal. A case of doorstep fraud. A woman and her son knocked at the door of a house where a 40 year old woman lived with her son. The visitors tried to sell clothing but the resident was not interested. The street vendor then changed the course of conversation, claiming that she was a registered healer, reading palms, tarot cards etc. She wanted money for powerful remedies which would be fully effective. Over a period of several days, the victim handed over 3,500 Euros in cash and gold items, totalling 5,000 Euros. The police have found the two suspects, assumed mother and son, and some of the items but not the money. The local people commented on the ridiculous way in which this has happened.

EVENTS

Five robberies in Calheta. Five burglaries in recent days but the assailants have not been caught. Most of the damage has been by the forced entries rather than items stolen. Two houses at Ledo, two at Palheiros and the Junta de Freguesia have been robbed.

ECONOMY

Loja do Cidadão and Dolce Vita have a new innovation. A new information system will be installed in these two areas in Funchal. The user of the Loja do Cidadão can find out their place in the queue for their chosen service and estimated waiting time. The service is also accessible on the second floor of the Dolce Vita commercial mall, so the user can shop or consume food while waiting. This service will be inaugurated at 18.00 on Monday February 8th.

CULTURE

Cortejo folião animated “Festa dos Compadres”. This was the first time this parade has taken place in Santana during the Festa dos Compadres. On a sunny Saturday afternoon, 16 groups from the primary and secondary schools took part. The parade was followed by musical entertainment. Prizes were awarded to the best participating groups and the best participant. The Ball of Compadres followed at 22.00. Many, including families, watched this procession especially as it was the initial one. It is to be kept as a separate additional event from the main parade, which is on the following Sunday afternoon (this afternoon).

Today’s news headlines from the front page of the Diário de Notícias :

500 waiting for tobacco consultations. The search for help in quitting smoking grows, but Madeira cannot provide an adequate service, lacking facilities and doctors to cope. [Why is a doctor needed I wonder?]. Outside of Funchal, only Câmara de Lobos can actually offer consultations to help smokers. It has been two years since the publication of the directive of the Directorate General of Health, which called for the creation of specialized clinics in all health centres and hospitals, but decentralization has still not happened.

In politics : Social Democratic Party and Socialist Party without proposals since the Summer – The two biggest parties only came up with two projects of decree in the current legislative session. It’s a good point actually. With the distractions of the regional and national elections, Christmas, the PS leadership election, the Regional Finance Law, and the bad weather, it seems that the politicians here have taken the opportunity for a verrrrry extended Summer holiday.

Many [suffer] damages without the right to compensation. The majority of the storm damage caused over the past weeks, will not be covered for repair or replacement. Natural disaster damage can be covered, such as that experienced recently by thousands of people, and can be remedied, but only for those who have appropriate insurance. The other option for some, is to find someone else to blame, but Saint Peter (São Pedro) himself is exempt from such claims. This is pretty much the situation facing those who are victims of natural phenomena, that may or may not be worsened by human intervention. And the problem is that, except for compulsory insurance associated with bank loans for house purchase, the majority of homes in the region (especially rural) are not insured. The article also has a helpful ‘Question and answer’ session fielded by the Insurance Institute of Portugal, as well as citing various laws that cover this area with insurance policies. Just for Martin’s benefit, after raising the subject at the weekend.

Today’s main news headline : Bad debt threatens health – The Regional Health Service owes 147 million Euros to suppliers, that admit withholding supplies from the hospitals and health centres. With wisdom the people say : health doesn’t have a price. But the truth is that on Madeira it costs plenty, more than the money that the Region makes available. The shortfall is paid through the long waiting lists, as well as from the medical suppliers whose ‘financial health’ for a long time has been connected to the [life support?] ‘machine’. At the end of 2008 the Regional Health Service (SESARAM) had to pay €147 million to the suppliers, a scary figure if one considers the impacts on the suppliers of essential products to health centres and hospitals. Several other large figures are presented, all related to various categories of debt, or lack of equity, and the Diário once again labels another major organisation as ‘technically bankrupt’. 60% of the health budget on Madeira is used to pay doctors, nurses, and other staff. Skipping through the meat of the article, the Diário changes tact somewhat, and then reports that the average costs of public expenditure per head of population here (in general terms) is 36% higher than in the Azores. In medical terms the two archipelagos compare differently, with Madeira with 2.5 doctors and 7.7 nurses per thousand of population, and the Azores with 2 doctors and 6.7 nurses for the same numbers of people. Both sets of numbers are however well lower than the European average. Madeira spends on health an average per head of population of €1,312 [per year?] compared to €960 on the Azores. So where does that leave us you ask, with a health service in technical bankruptcy? What can we do to protect ourselves in our times of greatest need. Whilst we can all do things to lessen our risk of needing health care, like Uncle Bertie packing in those toppling Cuban cigars for instance, the answer of course lies in Poncha. More research and investment is needed in Poncha, and I am prepared to do my bit to help. Where health facilities are being starved by suppliers of essential medical supplies, low cost Poncha substitutes are the key. We could allocate different flavours for different illnesses for example, with the traditional lemon being used to treat problems with stress and depression, whilst the rather more sickly maracujá flavour could be used for ladies with problems.The main sport / football headline today : What lacked in the paint remained in the points – The game in Barreiros was delayed because one could not see the lines on the pitch. But neither that, nor a barely tolerable performance stopped Marítimo beating União de Leiria [1-0], and overtaking Nacional, defeated [1-0] in Olhão. The unimpressive photo with this story has the lions share of the front page of the Diário, with the rather bizarre scene out on the football pitch, of a solitary man and a pot of paint and a brush, repainting the seemingly non existent white lines on the pitch. It could only happen here … a premier league match, a cut field with goalposts, two football teams, a refereeing team, a couple of thousand fans, … but someone had forgotten to mark out the pitch, and nobody noticed until it was too late!!! Luckily the game wasn’t televised, as this embarrassment can hopefully be maintained on Madeira. It must have been quick drying paint too. The plot of distraction obviously worked as Marítimo overcame the opposition to win. Well done lads, good tactics (said through gritted teeth).

"I had always heard of Madeira as an island that was out there off the African coast but only old people went there and the weather might be dodgy. But I got the opportunity to visit it at the end of January this year and how wrong was my perception. It is a beautiful island with varied and magnificent scenery – mountains, valleys, tropical gardens, golf courses, wind surfing. There is plenty to do even at night time with a huge selection of restaurants and plenty of bars with music and night clubs. So I found out that it is not just for the over 70s". MORE

I have no idea where this photo was taken, it was on a website unrelated to Madeira, but the tug boat is called ‘Funchal’. Is it here, or can anyone shed any light on the vessel?

Mosquitoes in your garden? Try planting these! Marigolds, Ageratum, Catnip, Rosemary, Geraniums, Basil, Lemon Balm, Garlic and onion. I have also seen on eBay Mosquito Dunks that you drop in water. I personally like to try plants rather than chemicals because they are safer for pets and the environment. You can also help by emptying water containers regularly that plants stand in, including anything that stores water. You can find other plants and ways of getting rid of Mosquitoes by searching the internet. If they fail, you still have a colourful garden, which everyone can admire.

Exhibition unites painting, literature and music – The works of six artists and the texts of six writers, inspired by various musical pieces, are part of ‘Third Bank’, an exhibition opened yesterday which will be open to the public until February 26 at the Teatro Municipal Baltazar Dias. Sofia Moniz Alves is the coordinator for the ‘Third Bank’, which includes contributions by Ana Luísa Amaral, Pedro Proenca, Teresa Gonçalves Lobo, Fernando Pinto Amaral, Nuno Júdice, Regina Chula, Avelino Rocha, Helga Moreira, Isabel Mendes Ferreira, Agostinho Santos, Lucia David and Porfirio Al Brandão. "The objective was to unite the art of bisexuality. Each writer was paired with each of the artists, making writing, visual art and music one work," Sofia Moniz Alves explained. To this end, next to each table is a text and an MP3 player with music that inspired the works. Also available to the public until 26 February is a catalogue of CDs, whose content is the basis of the exhibition. Entry is 7 Euros.

Lagoa do Santo wastes two thirds of water captured. Built in the early 1980s with the purpose of irrigating Santo da Serra golf course and providing water for the municipality of Santa Cruz, the Lagoa do Santo da Serra has never been fully operational. This reservoir has a capacity of 1 million cubic metres of water but takes no more than a third of this amount. It was the first artificial lake in the region, costing the equivalent of 4 million Euros. The problem is the asphalt lining the reservoir so it was drained in mid-2009 but found to be in a worse state than expected. The reservoir has been redesigned and work will begin in May and is expected to be finished by mid-2011, when it should have a capacity of 700,000 cubic metres of water. Originally, the reservoir took water only from the Levada da Serra Faial which is currently being restored. New work means that it should be able to receive water from other sources, water from Ribeira de Boaventura via the Lagoa das Águas Mansas. To help irrigation of agricultural land in the area and provide water for the municipalities of Machico and Santa Cruz, there will be two additional new reservoirs: Lagoa da Portela and Lagoa da Ponta do Pargo.

MADEIRA

Ten places for foreigners. If approved in Lisbon, Madeiran employers will be able to hire only 10 workers from outside the EU this year. This proposal is by the Regional Executive. Last year, they wanted a quota of 20 and despite the Portuguese Government raising it to 58, only 22 were employed. Extra bureaucracy is needed and employment opportunities are dwindling as unemployment presently stands at 13,000. The large public works are over and there are no new investments. This is a national trend as last year only 25% of the quota for immigrants was used, filled by Venezuelans, Brazilians, Africans and Ukrainians.

Four robbers arrested by PSP. They are responsible for crimes committed in Funchal. A 34 year old Mozambican national was sentenced to nine months in prison. He was in possession of several items including computer equipment and perfumes, and was responsible for a dozen thefts from cars parked in public car parks. The police caught him in the act while he was inside a car after having forced open the door. Three suspects from Nazaré were arrested, aged between 18 and 27 years. They had violently robbed an 80 year old woman and most of the stolen item have been recovered.

PSP threaten Carnival floats. Eight days before the Carnival parade, the Regional Commander of the Police has met with the Regional Secretariat of Tourism and Transport concerning security arrangements. One of the changes brought forward is that floats are obliged to be covered by liability insurance in case of accidents which cause damage to third parties; spectators and those taking part. In a previous event a float slid for a few metres down the Avenida Zarco, causing a scare. There is confusion about whether the safety standards will be identical to last year or if additional checks will have to be made to the floats, which could mean significant changes to the bodywork and mechanics.

ECONOMY

Blue Merlin fishing tournament. The third edition of Madeira Blue Merlin competition is to be held during the 11 – 13 June in the sea around Calheta. Last year, there were 15 teams and this year, 25 will take part. They arise from Madeira, Azores, Portugal, United Kingdom, Germany, Luxembourg, Spain, the Canary Islands, South Africa, Trinidad and Tobago and the USA. Caught fish have to be released alive back to the sea. The winner will represent Portugal in the Hawaiian International Tournament in 2011. Teams consist of three to six members with another one to film for validation purposes. Registration fee is 600 Euros per boat. This tournament is intended to honour the surgeon António Ribeiro who at 96 years old was probably the oldest participant for this type of fishing.

FRONT PAGE HEADLINES – Finance Law passed. Finance Law must be met.

Diário highlights a constitutional challenge but Jornal da Madeira have only one paragraph about this possibility. Two long articles about the battle, giving their reasons and financial figures for the law since they say the public are confused. (Not surprising!) According to the Diário, there are eight days for the PS socialists to ask the Constitutional Court to judge the law and the Court has up to 25 days to rule, by which date it is too late to enact the law in time to focus on the State Budget of 2010. If unconstitutional, Cavaco Silva has the difficult decision to pass the law (political instability) or veto it and face the consequences of turning against Jardim. If he vetoes the law, it must return to Parliament and be approved by two thirds of the deputies. Later today in Diário, it was reported that Jardim said that the law is "not unconstitutional" but the PS request for a constitutional challenge is a "serious threat". He said the passing of the law shows the possibility of a "historic compromise" and might "liberate" Portugal from a "party that has no ideology or value". Jardim also says a coalition should be formed to govern Portugal.

Alcohol prevention. There will be a proactive prevention of substance misuse in a joint initiative by the police, Regional Service of Drug Prevention and the Alcoholics Association, Mão Amiga. It will last from 0.00 to 03.00 on Sunday morning in the main centres of nightlife in Funchal. Information leaflets on the harmful consequences of drug and alcohol abuse and other substances will be handed out by the police. Those interested will be allowed to try the ‘test balloon’, independently of whether they intend to drive, to allow them to determine their fitness to be behind a wheel. The drug prevention, rehabilitation and therapy teams will be available. This is to be followed by a police surveillance operation on the main roads of Funchal from 03.00 to 08.00, focusing on driving under the influence of alcohol. The representative from Mão Amiga says they want to inform young people on how to enjoy themselves without having to consume harmful substances. They are there to educate, provide information, answer questions, so people can meet them and see they are helpful and friendly, and to help those with an alcohol problem. It is more appropriate for young people to go out and meet real friends than ‘virtual friends’ through computers. The first harmful substance imbibed tends to be alcohol before some graduate onto drugs which are more difficult to abandon.

Martins Júnior is a beloved priest – He has been suspended since 1977, but continues to celebrate in Ribeira Seca. There are those faithful in the community, some with 50 years, waiting for the bishop, the confirmation and a canonical solution to the priest that they held in such high regard. "The crime of Padre Amado". Suspended nearly 33 years, Martins Júnior continues faithful to the community of Ribeira Seca. In July 1997 the then Bishop of Funchal suspended Martins from his post, and performing any acts associated with his former role. The charge was disobedience, and the first element of that was political activity, still in the aftermath of the Carnation Revolution in 1974. It’s a long story, full of religious terminology that I don’t understand in any language, and I now wish that I hadn’t chosen this story at all. But anyway, Martins, now aged 72, never accepted the suspension order (or be tried by ecclesiastical court) and continued his priestlike activity until the present, undertaking Mass, baptisms and funeral duties in the parish of Ribeira Seca. The current Bishop of Funchal, D. António Carrilho, has said that he is hopeful of resolving the situation (but that was back in 2007).

In politics : Law of Finances agitates the Socialist Party – Bernardo Trindade and Miguel França deny conflict. Carlos César [Azores] doesn’t believe in the presidential veto. The socialists are now looking for the resignation of President Albert João Jardim following the episode with the Regional Finance Law. Madeira’s representative in the Lisbon assembly, Bernardo Trindade, says that Jardim is now a problem for Madeira now that he doesn’t have a weapon against Lisbon. The socialists of Madeira do admit that the new law is fairer for Madeira than the one passed in 2007, as it has reduced the ‘positive discrimination’ that favoured the Azores. França was the only socialist MP to vote against the government, but any talk of a rift as a result in local politics is being played down.

Diabetes costs a packet – The costs have risen. On Madeira there is expenditure of €4 million per year on medicines. That cost is just for the regular medicine, the more expensive stuff is not included in that figure. There are around 26,000 diabetics on Madeira, and estimates suggest that there are another 50,000 that may already be pre-diabetic. The responsible director in Hospital Central do Funchal said that the cost in the last year had escalated around half a million Euros. This was in part down to the use of more effective medicines, that were more expensive.

Today’s main news headline : Societies ask for €100 million more – The loan aims to avoid bankruptcy of the Development Societies and of Madeira Parks. The loss is €98.5 million, and the businesses pay just 18% of the costs.

The main sport / football headline today : Expectations boosted – With the defeat of Sporting, Marítimo and Nacional have a new incentive in the fight for a European placing. Huge surprise to know that Sporting lost at home against Académica last night. The action with our local teams starts at 3 pm, but only on the radio TSF-M / RTP.

Residence at risk of falling down the hillside. A house in Larano in Porto da Cruz is at risk of falling down the slope on which it was built due to landslides caused by recent rains. The foundations are now visible and the cement has cracked so part of a small wall has collapsed. The owners are unaware of the situation as the house is only inhabited at weekends and there is still furniture left outside. Neither the local council or fire department were aware of this situation.

More than 50,000 Euros for Haiti. Between 18 January and 4 February, the Diocese of Funchal collected over 50,000 Euros to help the earthquake victims. A Mass in Cabo Girão received 10,264 Euros, Caritas collected 680 Euros, the Igreja do Colégio collected 2,000 Euros and the School at Curral das Freiras raised 1,150 Euros.

TAP extends its network to destinations in Africa. TAP will have three flights a week from Lisbon to Morocco. Its passenger numbers in the African sector have increased 129% since 2001. It is the only sector in 2009 where there was growth. With this new route in June, there will be connections to eight countries in Africa from Portugal.

Jet2.com begins regular flights to Madeira on May 3rd. Low-cost company sells Manchester – Madeira flights for 260 Euros round trip. Jet2.com already flies from Faro to two cities in the United Kingdom. According to the British press last week, this new route might benefit the British who have accommodation on the island (second home or timeshare). Trips are sold on the website at base prices of around 100 Euros. The return price reaches around 300 Euros because in addition to fees, Jet2.com charge separately for the carriage of luggage, check-in, choice of seating, meals and insurance. jet2 website

Three houses in danger. At least three dwellings are at risk of being swept away by slippage of earth at Serra Velha de Baixo in Curral das Freiras, near the Ribeira dos Socorridos. The families have been advised to leave their homes. The council agree that a wall is needed to support the earth which cannot hold the amount of water flooding onto it.

Car and warehouse destroyed. In Corujeira de Dentro in Monte. Both the car and warehouse were destroyed by debris swept down onto the road by flooding. The car owner has difficulties feeding his animals (dogs, chickens and rabbits) as road access is blocked by the landslide. Initially, residents at the other end of the road were isolated until the council made the road minimally passable. The land that collapsed is privately owned so the council have refused to help the residents.

Festa dos Compadres. This is a tradition specific to Santana. It is patently ironic, sarcastic and has a lot of social criticism. The compadres are made in secret and are effigies of social figures. On Saturday 6 February at 17.00, there is the cortejo folião with nearly a dozen groups from schools, followed by music starting at 18.30 on a stage erected in front of the council building. Next to this building, a tent has been set up where there will be a ball of ‘Comadre e do Compadre’ at 22.00, 3 Euros entrance fee. The main parade is on Sunday 7 February, starting at 16.00. The public judgement of the compradres occurs at 17.45, ‘sentencing of the compradres’. Awards presented at 19.00 for the best floats and troupes followed by musical entertainment from 19.30 to 22.00. The final day of the festa is Thursday February 11th, starting with fireworks at 12.00 and the traditional event ‘Os compadres passeiam a camadre’ occurs at 20.00. The council hope the festa will help the economy of Santana by bringing in tourists and raise the spirits of the population, needed after the area has been battered by storms. ‘Revolt of the Flour’ was 79 years ago. On February 4 1931, the islanders rebelled in a movement that became known as the ‘Revolt of the Flour’. On 26 January 1931, a law was passed that monopolized milling and was known as the ‘Decree of Hunger’. This ended free wheat and flour imports, handing the monopoly to a group of millers. The riots spread and lasted until the 9th February. The Companhia Insular de Moinhos was targeted and on the 6 February, an assault on the firm left five dead and many injured. The law was repealed but the island suffered reprisals by the central government sending armed forces to make arrests and deportations. The climate of terror and instability lasted until the ‘Revolt of Madeira’ on April 4th against the dictator Oliviera Salazar. On April 11th, the ‘Revolting Movement’ installed a democratic government in Madeira but this succumbed to the dictatorship’s military offensive on 2 May.

CARNIVAL 2010

Fábrica dos Sonhos [Dream Factory] reveal secrets of the sea. There are about 150 members in this troupe which is known for originality. They will represent marine animals; jellyfish, mermaids, starfish and crabs. The mermaids and jellyfish are the leading figures. The Veterans are dressed as fish and the procession will be a sea of colour incorporating silver and blue. A group of Hot Dancers open their parade and a group of ‘fish’ close it. The dancers rehearse at the Rua das Pretas, no 16.

25 years of gastronomy – Machico brings Mariza. The silver jubilee of the Machico Gastronomy Fair this year will be graced by top (living) fado singer Mariza, on 4th August. The visit will form part of her tour ‘Terra’, which is the title of her new album, and includes performances in Egypt and the Royal Albert Hall in London. So it looks like Machico has all the money then! It’s definitely a great idea to pull in the punters to the fair, but whether they will be spending their money on ‘gastronomy’ or not we will have to wait and see.

Law approved yesterday doesn’t bring any money – The alterations to the controversial Regional Finance Law were passed. Without dividends. The defeated socialist government will do everything in it’s power to stop the application of the law, starting with a constitutional challenge. The defeat was substantial, with 87 socialists voting against, and all the opposition and one socialist (França of Madeira) voting in favour, 126 in total. You would have thought that this was the big story of the day, the week, and even the year, but the Diário editor thought not, giving it just a corner of the front page. Surely nothing to do the fact that Uncle Bertie actually succeeded in his quest to change the LFR. I wonder what the other ~~loopaper~~ newspaper, the Jornal da Madeira, has plastered all over it’s front page?

Today’s main news headline : 2008 bill : bad debts cost €23 million just in interest. The problem arose from the delays in payments of debts by the Regional Government, the majority of which were to contractors that had responsibility for the execution of public works.

Lagoon continues not to generate earnings – The reservoir of Santo da Serra never reciprocated to the €4 million investment, 30 years ago. But there are new works in May. With a reduction in capacity.

The main sport / football headline today : Final effort of Madeira in order to bring World Cup teams – Covilhã chosen, it remains to hope that Portugal undertakes training here in the last few days. And only if the the political environment were to help. The series points also to other squads. Not sure I got that last bit 100% correct, but anyway the main picture of the day shows a nice overhead view of the Sports Stadium of Madeira, at the back end of Ribeira Brava. If it is being suggested that that is the venue to attract national teams to warm up for the World Cup in South Africa in June, then it’s a good choice. But they will need to get the cleaners in first I would imagine, as it has hardly been used since it was completed, and must be full of cobwebs by now. A study group, made up anonymous Madeiran citizens with various backgrounds, has concluded that our island is the perfect place for preparation for teams competing in the competition. That group has persuaded an otherwise apathetic Regional Government to support a project called ‘Mundial 2010, pré-estágios das selecções apuradas para a Fase Final – Opção Ilha da Madeira’, which forgetting the first part is putting forward Madeira as an ideal training option. One interesting selling angle, is that Madeira has the identical climate and humidity as South Africa, and is geographically actually a part of Africa, but has the safety aspects of being European. The locations put forward are in Ribeira Brava and Camacha, as well as the two football stadium complexes of Marítimo and Nacional. I reckon the teams that qualified some months ago will have probably already booked up long ago their preparatory destinations, but we might pull something off with a bit of luck, and maybe even have the chance to ‘knobble’ the opposition before June.

On a December afternoon in 2007, billionaire Jose Berardo walked into the attorney general’s 18th-century headquarters in Lisbon to rat out executives at the Portuguese bank on which he had staked his fortune. Berardo, whose 7 percent share in Banco Comercial Portugues SA was worth about $1 billion at the time, says he met with Attorney General Fernando Pinto Monteiro for two hours. The investor handed Portugal’s top prosecutor several folders of evidence showing that executives at Portugal’s largest publicly traded bank had allegedly used offshore companies to try to boost the share price and their own bonuses. Berardo says he hoped his disclosure would spur the prosecution of the Oporto- based bank’s chairman, with whom the investor had clashed over governance issues, Bloomberg Markets magazine reports in its March issue. "Parliament’s budget and finance commission will vote on the law in what may test the minority government’s ability to control spending at a time when Portugal faces pressure to reduce its debts. The dispute revolves around a proposal to grant the semi-autonomous island of Madeira payments worth 82 million Euros — a proposal supported by the main opposition, the centre-right Social Democrats. The government said passing the bill could send the wrong message to markets as the country struggles to convince credit rating agencies that it can reduce its budget gap to 3 percent of gross domestic product in 2013 from 9.3 percent in 2009. "The country won’t understand that, in the current budget situation, it has to make extra payments to Madeira," said Cabinet Minister Pedro Silva Perreira, adding that Madeira has higher income per capita than the rest of Portugal". For those who have been reading so much about the Regional Finance law in recent weeks and months, this may be the article that helps to explain to them and the international community the implications of what is going on. The daft thing is that the Social Democrat support was originally just a pre-election bargaining element of mutual benefit from last year, and that seemingly rather trivial commitment (at the time) could now bring down the Portuguese socialist government, not to mention sending negative ripples through the European economy. DIÁRIO 04/02/2010 – FRONT PAGE HEADLINES

The fault was not just the bad weather. "When you buy land to build, you should not be concerned only with the view." That is the advice from a University geologist when he analyzed the storm damage in Madeira, stating that rain and landslides are natural situations in Madeira. Losses could be minimized if the land was properly surveyed for suitability before construction work began, for example if it is near a stream that is likely to flood or at the base of an embankment. He also criticized public authorities for licensing buildings in perilous places. The quality of construction can also make a difference. Councillors and mayors also admit that the councils were partially to blame.

BALANCE IN FUNCHAL

Millions – Just to repair pavements damaged by rain, the Council will spend a million Euros and the final amount will rise above this figure, ensures Albuquerque.

Homeless – The landslides left six families homeless because of the storm. In Funchal, five people were housed temporarily in a pensão.

Closed – 30 roads were closed in Funchal. The situation was more complicated in Curral dos Romeiras. Yesterday morning, it still could not reached by bus.

Waterless – Several areas in Santana yesterday were without drinking water due to difficulties in accessing the sources.

Works – Miguel Albuquerque says it is urgent to solve the problem of Ribeiro da Nora and is willing to work with the Department of Infrastructure.

The coast – The Barreirinha, Praia de São Tiago, Ponta Gorda and especially the Lido were damaged. The Lido pool will close for work between Easter and the beginning of the season.

Half a million visit gardens and spent 3.5 million Euros. Garden Tourism is more competitive and diversified and is a specialist tourism niche. In 2008, there were 583,583 visits to the three main gardens in Funchal which have an entrance fee: Jardim Botânico Eng.º Rui Vieira, Quinta do Palheiro Ferreiro, and Jardim Tropical Monte Palace. The importance of this type of tourism to Madeira is the British market and throughout Europe, gardens are enjoying a significant boom period. 60% of visitors to the Quinta do Palheiro Ferreiro were independent visitors and the other 40% in organized groups. Whereas in Jardim Tropical Monte Palace, 90% of the visitors were independent. The tourists who visit gardens during the spring are mostly from Western and Northern Europe and during the summer months, are from Southern Europe. It is estimated that 41.4% of all tourists visit one or more gardens. The writer and environmentalist, Raimundo Quintal, also highlighted the importance of the concept of Botanical Hotels, for example: Hotel Casa Velha, Quinta do Arco, Hotel Quinta Splendida, Quinta Jardins do Lago and the Resort Vila Porto Mare. Despite this, Madeira does not have a strategy for promoting garden tourism. He advises strategies are needed to accommodate family visits, links to the Flower Festival and more websites created to convince garden lovers that you can visit all year round.

PND protest in Belém. "Dr. Alberto João Jardim saw us and got angry." This assurance was given by Gil Canha, one of the four self-styled "horsemen of the apocalypse". Four members of the PND protested yesterday with a banner asking "Help Madeira but do not give any money to Bokassa", an allusion to the African dictator with whom Jaime Gama compares Jardim. José Manuel Coelho shouted slogans stating that Jardim wants money to support his political propaganda machine and to maintain the Regional Assembly which costs €17 million a year but does not function. Spending on football and Jornal da Madeira were also criticized. He also stated that Jardim only goes to Lisbon to ‘extend his hand’ (ask for money).

MADEIRA

Influenza support services close tomorrow. Special Influenza A Clinics (SAG) will shut at the end of tomorrow. They are at health centres in Santo António (Funchal), Câmara de Lobos and Machico. With the closure of these clinics, people living in Funchal and Curral das Freiras, at the onset of symptoms, should use the Emergency Department at the Dr. Nélio Mendonça Hospital in Funchal. Residents at Calheta should go to the Health Centre at Calheta, Machico and Santa Cruz residents to the Health Centre at Machico, Porto Moniz residents to the Health Centre at Port Moniz, Ribeira Brava and Ponta do Sol residents to the Health Centre at Ribeira Brava, Santana and São Vicente residents to local health centres. All these centres are open 24 hours a day. In Câmara de Lobos (except Curral das Freiras), residents can attend the local health centre between 16.00 – 24.00 on weekdays and 08.00 – 24.00 at weekends and holidays.

25 drug traffickers caught in 4 months. Between October and January, the PJ (Judicial Police) have caught 25 drug traffickers possessing enough illegal drugs for 74,000 doses. This figure was revealed yesterday with the news that a 33 year old African was arrested at the weekend at the airport with 2 kilos of heroin in his suitcase – 20,280 doses. The drug was destined for the regional market. The police spokesman stresses again that the increased quantities of drugs seized are due to the police adapting to the changing habits of traffickers and not do not indicate an increased number of users. During this period, 60,000 doses of heroin were seized, the main drug smuggled into the region. 9 of the arrests were made in January.

ECONOMY

Embroidery promoted in Italy. The traditional Madeiran embroidery (Bordado Madeira) will be promoted at the ‘Immagine Italia & Co.’ fair in Florence. The Italian market is the second most important for regional embroidery. The fair is aimed at professionals of the renowned Italian textile sector and international textile firms. Madeira will be represented by the Head of the Promotion Department at IVBAM and representatives of two regional embroidery firms: João Eduardo de Sousa, Lda and Soebol-Exportador de Bordado Madeira, Lda. The luxury market is targeted and known buyers and new customers sought.

Climber-Stirling will continue flying to Copenhagen this summer. It is thought the Nordic market will recover later this year. Of the three Scandinavian countries and Finland, Sweden is the only one showing no signs of economic recovery. The link to Copenhagen by Climber-Stirling will continue during the summer season and a tour operator has increased the number of seats bought on their planes and SATA flights. Travel groups with outlets in Nordic countries, Thomas Cook and Primera Travel, are also optimistic. There is competition with Southern European resorts offering sea and sand and the Azores, which is marketing more aggressively this year.

JORNAL DA MADEIRA

CARNIVAL 2010 – OCM leads the Carnival procession. The group Caneca Furada will involve the Orchestra of Madeira with the conductor Rui Massena. This will be the first time an orchestra has taken part in a Carnival parade in Portugal. Caneca Furada presents the theme ‘The Sea and Piracy’. The group consists of 50 people with two floats representing galleons. The musicians will be dressed in gold and silver costumes representing pirates from the 16th Century. In 1556, pirates came to Madeira and raided chapels and monasteries and also stole cereals and women. The youngest women were the most valuable and often become pregnant. In local residents in Caniçal and Porto Santo, there are still noticeable traces in skin colour and blonde hair. The nuns fled with some valuable religious pieces, hiding in an area now called Curral das Freiras. Dancers will represent pirates (brightly coloured costumes), naúfragos (castaways) dressed and painted white, nobles, nuns and settlers to the island.

Today’s main news headline : Cavaco makes opposition back-off in order to secure the government – Yesterday, after the message of the Council of State, the President of the Republic returned to pressure the opposition in the direction needed to avoid a crisis that Teixeira dos Santos [Finance Minister] last night made a point of showing was imminent. Everything down to the calculations of the finances of Madeira. Today is D-Day. All the indications are that today the opposition parties in the Portugal Parliament will support the amendments to the Regional Finance Law, put forward by Madeira, and the socialist government will lose the vote to try and stop it. Recovery under pressure in order to save the fountain of the saint. The fountain of Santo António da Serra is in a poor state, and the local council has been forced to act. It is the oldest and an important historical feature in the parish of Santo da Serra, but the condition is deteriorating year after year. The plan is to restore it and reposition it at road level, where it will be less exposed to water erosion.

A lot of rain doesn’t give one permission to waste water – The excess of rainfall doesn’t signify an increase in the groundwater levels. Sometimes it even can reduce the uptake. Despite the huge Winter rainfall, the IGA warns that there may not be sufficient water for the Summer. The warning was issued by the Regional Secretary for the Environment, and backed by the organisation responsible for water management, saying that a Winter with intense rainfall can be as bad as a dry one. It gets a bit technical after that.

The main sport / football headline today : UD Santana suffers a new blow – The club is prevented from signing players. Football club União Desportiva de Santana, currently bottom of the league table, was sentenced by the disciplinary panel of the Portugal Football Federation, for failing to pay an ex-player Luís Pedro Ferreira da Gama, who was sacked without just cause. The club has been prohibited from signing new players, and renewing contracts with existing players, and making other financial commitments.

God’s Garden – at the Royal Opera House (London). Date: February 11th until the 13th. I noticed one or two ears pricked up with this story yesterday, so this article gives more details on the birds affected … "Ponta do Pargo – the destruction of an IBA for a golf course. Unfortunately the economic crisis did not hit Madeira Island as it should and money is still being spent on the worst things… One of Madeira’s Important Bird Area (IBA) is being destructed for the construction of another unprofitable (the 3rd one already!) golf course… Ponta do Pargo is the westernmost tip of Madeira island and it was a very good spot for bird watching some of the endemic birds as Berthelot’s Pipit, Rock Sparrows and Spectacled Warblers but also for migrant birds where Stonechat, Wheater, Woodchat Shrike, Lapwing, Golden Plover, Hobby, Peregrine Falcon, Buff-breasted Sandpiper were some of the species already recorded there. Custody for suspected drug trafficker – The cocaine seized could yield close to 126 thousand Euros if it were to be sold on the street. A man of 33 years, of foreign-birth, is in custody in the Prison of Funchal (EPF) after being caught by the Judicial Police (PJ) last Tuesday with 5,070 individual doses of cocaine. The arrest, revealed yesterday by the coordinator of the Criminal Investigation Department of the PJ in Funchal, Ricardo Silva, was made in Madeira International Airport, where the individual, who is originally from an African country, landed on a domestic flight. "From the prevention investigations carried out, we collected strong evidence that culminated in the seizure of 5,070 individual doses of cocaine, carried inside the body, which was aimed at being trafficked in the Autonomous Region of Madeira," said the Judiciary in a statement. The man was taken to the Hospital Dr. SMF Mendonça, where the drugs – valued at around 126 thousand Euros – were withdrawn from his body. This was an isolated situation, which is not related to other investigations of the PJ, which has already prevented about 10 thousand individual doses of drugs – heroin, cocaine and cannabis – from arriving on the streets of Madeira. The numbers given are not read as indicators of increased consumption, but with a more effective police force and the dwindling supply of drugs in Madeira.

Aldo Lima takes ‘stand-up comedy’ to Chega de Saudade. It is an initiative of solidarity that brings Aldo Lima to Madeira. The comedian presents a show of ‘stand-up comedy’ this Friday at Chega de Saudade. The event will help the earthquake victims in Haiti and will also feature live music and dj’s. According to Chega de Saudade, there will be no entrance charge at the door, so it is through the consumption at the bar that the money will revert to the AMI.

Jewellers feel unsafe and make their own security patrols. There have been a number of robberies on jewellery shops in the centre of Funchal despite alarms, surveillance cameras and reinforced doors and windows. The shop owners complain about the low police presence on the streets at night and at weekends and visit their shops several times to inspect the premises. Most of these jewellers are uninsured against burglary because of the expense, conditions imposed and not many companies will provide cover due to the high risk involved. Most of the robbers are not caught or items recovered. The target of robberies at these shops and private residences are gold items as the price is high because of global demand.

MADEIRA

Work at Jardim da Serra moving ahead without a budget. The Parish Council of Jardim da Serra has draft plans for the renovation of the Quinta Leonor but have not costed the project. This building belongs to the Region but has been assigned, on a temporary basis, to this Parish Council to be used in a project for the development of socio-cultural research and agro-forestry. It is thought to be a potential use of community funds and will also need private and public investment. 4,000 square metres of land in the Sítio da Fonte Frade, practically opposite the School of Jardim da Serra, are included in the plan. This project is of public interest as it concerns the development of rural communities, the development and promotion of farming and regional products and the social, economic and cultural role of farming. There will be three areas of work: preservation of ethnography, preservation of biodiversity and rural tourism, leisure and education.

Over €58 million spent on medicines. During 2009, Madeirans spent more than 58 million Euros on medicines and pharmaceuticals, buying 6,700,000 units (packages). There has been a decline in the amount spent since 2007 despite more units dispensed in 2009. The explanation is the decrease in prices ordered by the Government of the Republic and generic medications accounting for 9% of those bought. There is still a lot of self-medication and Infarmed (government organization) warn of the dangers of buying over the Internet as there are many illegal sites. They produce a list of approved sites on their website: APPROVED PHARMACIES.

Giga Park continues in Ponta do Sol. A smaller version of the Christmas entertainment park will remain until at least Easter, possibly until October. It has been renamed the Amusement Park of Ponta do Sol. The new opening hours are: Friday 19.00 to 2 am; Saturdays, Sundays and holidays from 16.00 to 2 am.

Customs seize a kilo of drugs. Customs at Madeira Airport arrested a Madeiran man in his 30s who had heroin and hashish hidden in his underwear. This kilogram of drugs is equivalent to 5,500 doses. He had flown from Lisbon. This is the second arrest this year by Customs, the previous amount was two kilos of heroin or 27,000 doses.

ECONOMY

A classic in port. The tall ship, Stavros S Niarchos, returns to the Port of Funchal and will stay until 14.00 on Sunday. This ship belongs to the Tall Ships Youth Trust, a non-profit making organization. Since 1956, TSYT has catered for 70,000 young people of different nationalities. Madeirans first joined this initiative in November 2006 with the support of Navigation Blandy. The ship will take on youngsters at Funchal for an 11 day trip of the Canary Islands at a cost of 229 Euros each. Tomorrow, 40 youngsters of different nationalities, some flown in, will join the ship. The ship has two masts with 18 sails, is 60 metres long and was built in Devon in 2000, modelled on a XVIII Century sailing ship. The ship has two engines, an air conditioning system, desalination plant and modern radar, sonar, GPS and communications systems.

55 fishermen were considering protesting. Due to the renovation of the Port of Funchal, São Lázaro was to be closed at the end of this month. The boat owners, who said it was difficult to remove their boats, met yesterday afternoon and were considering various forms of protest. The area has been used for 40 years, some boats for fishing and others for sport, some to earn a living. The owners were pleased to negotiate the permanency of their craft in this area.

Carnival 2010 – Turma do Funil depict mythical figures of the oceans. In line with the Carnival Parade overall theme, Seas and Oceans, this group takes the theme, The Ocean in Folia (Infopedia – lively dance or great fun, spree). On the night of 13 February, there will be 150 participants in this dance group and the costumes will focus on orange, green, purple, black, white, silver and turquoise. Accessories include feathers, stones, pieces of mosaic and chains of coloured sequins. Rehearsals take place in the Casa da Cultura de Câmara de Lobos. The Flag Bearers are the Goddess of the Sea and the ‘Mestre de Sala’ symbolising the King of the Ocean, Neptune, in foaming waves. Following, there will be fishermen delighted by mermaids, and floats depicting the lost island Atlantis with oysters containing precious pearls in the ruins of the submerged island. Then young children will depict pirates looking for treasure followed by animated girls dancing next to sailors. The Rainha da Bateria and revellers will pay tribute to the people of Câmara de Lobos introducing the Espada-Preto fish and the boat ‘O Xavelha’. At the opening of each group of dancers, there will always be a pair of open wings representing the magnificent coral reefs. A guest will represent Vasco da Gama.

Catalogue lacking from the war in the west – The artists of the exhibition ‘Linha de Partida’ [Line of Departure] that has been running for a year in the Casa das Mudas, has Ricardo Veloza under fire.

Today’s main news headline : Horários of Funchal in technical bankruptcy – the company shows it’s own capital as negative and has already had a passive loan [debt] of €30 million at the end of 2008.

Government puts forward another €250,000 for management of the Jornal da Madeira. Is this never going to end? Despite the complaints of the Diário de Notícias at an international level, nothing changes, and the taxpayer is still funding the political mouthpiece of President Jardim’s government. And no doubt the other negative aspects of this state sponsored propaganda mechanism are alive and well, with government advertising expenditure deliberately targeted to ensure that the competition to the Jornal is pretty much excluded from benefitting.

Salaries in arrears prompt rout in the Association of the Casas do Povo [Social Centres].

Opposition make possible inquiry of the Socialist Party about regional debt – The PP and PCP ensure enough signatures to allow a commission of inquiry proposed by the PS , in order to determine the value of the debt denied by President Jardim.

In Lisbon, after several concessions, there is discomfort on the Social Democrat bench with the Regional Finance Law.

Agreement : Transition period began and nobody understood. I bet a few people will look at this headline today and wonder what this is all about, as it shows a paper with various Portuguese words shown and their new replacements with simplified spelling. The idea is to ensure some level of language consistency in the Portuguese speaking world, a move which is not going down particularly well on this side of the pond at least. Some examples : Lectivo will become Letivo, Correcção will become Correção, and Jóia will become Joia. The changes should also reflect better the way the words are actually pronounced.

The main sport / football headline today : Madeira doesn’t attract stages – Other regions of tourism try to attract teams. Through here there is a lack of reaction. Today Nacional – FC Porto 17h – SportTV and TSF. Despite what it sounds like, the article is saying that at the moment there are national teams looking for warm-up games in preparation for the World Cup this year in South Africa, and are looking for fixtures, or training venues at least, in Europe. The article says it is up to the Regional Government to attract interest, since there is no other entity that can promote all the sports facilities and stadiums of Madeira and Porto Santo. The Diário was unable to get any response from the relevant government department.

An extra headline article that I thought was worth a mention, or a look rather, shows our great President Alberto João Jardim in his famous peg-leg pose. "I will not resign". Jardim asks the parties not to further postpone the vote on the Regional Finance Law. The guarantee of Jardim is that if there is no change in the Law of Regional Finance (LFR), the president of the Regional Government of Madeira is not going to resign. Well he has given them Hobson’s choice really, and getting rid of Uncle Bertie in exchange for losing a few million Eurobucks would have been a worthy exchange indeed. Back to the grassy knoll plan then I think.

"The pebbled beaches of Madeira such as the Praia Formosa beach at the western end of Funchal with its palm tress and splendid botanical gardens bordering it make for a delightful attraction for tourists. Calheto and Machico are important tourist beaches where the golden sand has been imported. I see that the GUINESS BOOK OF RECORDS is still showing 2006 as the world firework display record – "Largest firework display : The record for the largest firework display consisted of 66,326 fireworks and was achieved by Macedo’S Pirotecnia Lda. in Funchal, Madeira, Portugal, on 31 December 2006". Has anyone seen any official confirmation that the 2010 display reset the record for Madeira?

Only eleven flocked to the “cut price” circus – Bad weather and small audiences forced the cancellation of the session, but there were the complaints … On Tuesday night some people who wanted to see the 21.30 Circus Aquatic Show, which was in Ponta do Sol until yesterday, saw their hopes dashed because of the cancellation of the show.

A situation which caused dissatisfaction and even prompted some complaints from those who felt aggrieved by making the trip to Ponta do Sol to watch a circus show that ultimately did not materialize. Moreover this was not the first time this has happened during the circus’s fateful stay in Madeira, mostly because of bad weather that has been fairly relentless.
Antonela Gouveia was one of those present for what would be the penultimate session of the show in the Region. She told the DIÁRIO that while she was waiting in expectation of the opening of the show a young man appeared who said he was the owner’s brother (Jorge Cardinali), trying to justify the cancellation of the show as "it was not worth opening the circus, with tickets at only five euros”. Antonela criticized the lack of information determining a minimum number of spectators to allow the show to take place.

João Azevedo, who is responsible for the show, confirmed the cancellation of that session "because in total there were only 11 people". Faced with such a small number of spectators, he said there was no justification for holding the show and regretted the resulting inconvenience.

"We are here to work. We did not come here for holidays," he added, pointing to the effects of bad weather, which yesterday also made itself felt at the time of the show. He felt that had been responsible for poor attendances and called for understanding and even tolerance in the circumstances.

Jardim cancels test period promised to successor. At the last political meeting at Quinta Vigia, Alberto João Jardim changed the deadline so the new leader will now be announced at the Easter 2011 congress. For a long time, he has guaranteed his successor will be chosen in 2010 and have a year to prepare for the October 2011 regional elections. He will resign during the summer, leaving the new leader two months to prepare, which is considered not enough time. Another scenario is that Jardim will stay on but this seems unlikely after his recent speeches.

Recording failure requires new statements. A public complaint has been made against the Police Commissioner Roberto Fernandes. In 2004, when he was sub-commissioner at Câmara de Lobos, a traffic accident occurred involving one of his family. There were discrepancies over times, dates and alcohol test results, which were investigated after an anonymous letter. He was investigated for abuse of power, falsification, denial of justice and malfeasance. He was then promoted to Commissioner of the Police of Funchal. For his defence, he submitted audio recordings of the witnesses statements but the judicial authorities now realize these are inaudible, so if the case goes to trial, new statements will be needed.

Vandalism – revenge attacks. On farmland in Campanário, vandals have destroyed banana plants. Some had been deliberately cut, sometimes only the bunches targeted. This act occurred during the first week of this year and was only discovered last weekend by the owner. The land owner has no doubts as to the perpetrator as he has been previously threatened by the owner of neighbouring land. It is not the first time this has happened and this time, he has reported the case to the police. It is bad enough with some of the crop destroyed by the bad weather.

Increases in illegal limpet harvesting, amongst other crimes. Statistics of crimes detected last year by the GNR (National Republic Guard – part of the police force). Increased limpet harvesting was due to bad weather and fewer preventive measures. In 2009, 26 illegal harvesting of limpets were detected by the GNR and Service for Protection of Nature (SEPNA). The maximum catch permissible is 2 kg/day/person. 16 offences occurred in Garajau Reserve and one in Rocha do Navio Reserve (Santana). 10 cases of caça submarina (underwater spear fishing) but no instances of using explosives. 5 cases of illegal sport fishing. 747.45 kilos of fish were seized, worth 4.067,22 euros. Other offences detected were mainly: 458 tax offences, 657 breaches of the Highway Code, 7 cases of illegal gambling and 5 breaches of the street trading laws. Both at Santo da Serra and Funchal, counterfeit goods were confiscated, worth 14,960.30 euros – clothing, CDs, DVDs. The GNR consists of 194 individuals and now have a new commander. There are also 28 officers based at Caniçal (commercial port), 20 at the airport and 15 at Porto Santo. They have maritime powers, up to a range of 12 miles. — A quick calculation, overall crime has decreased.

Flights from Moscow bring more to the region. The five weekly flights from Lisbon to Moscow have had a good occupancy rate, a service that began last June. Several Russian travel agents now have packages to Madeira especially with the ease of flying between Lisbon and Madeira. 50% of the Russians arriving in Lisbon come to Madeira and the rest either stay in the Portuguese capital or go to the Algarve.

SATA confirms flight to Faro. SATA will have two weekly flights between Madeira and Faro in the Algarve in the coming summer season, using the new Q400 NextGen aircraft which have 80 seats. At present, passengers must go to Lisbon and this discourages holidaymakers. In future, these new aircraft will be used on the Madeira – Ponta Delgada link and in summer, for the Canary Islands and the Algarve. The increased number of passengers carried over the last quarter was not enough to counteract the global economic crisis in which SATA Internacional had 1.5% fewer passengers than 2008.

Regional Government allow GESBA to borrow 7 million. The public owned management company of the banana sector, GESBA, has authorization from the Regional Government to obtain a banking loan of 7 million euros. This is to pay the liabilities of two cooperatives. These cooperatives have severe financial problems despite the strong community support they have received over several years. There is a history of guarantees at high cost to the government as the banana business cannot exist without public subsidies.

Jardim accuses Teixeira dos Santos of using the review of the Finance Law for tax rises. Alberto Jardim today accused the Minister of Finance of using the fair review of the Regional Finance Law as a pretext to threaten the Portuguese with tax rises. The review, according to Jardim, seeks only to restore justice under the law legislated by the Gutterres Government/Sousa Franco. The socialist government has for political purposes destroyed a law that was agreed by the Socialist Party itself. José Sócrates said, "The Government of the Republic will not give more money to the Government of Madeira and the PS does not accept the Law on Regional Finances defended by PSD-M." The changes introduced by his government were "fair". This was in reply to the national PSD leader, Manuela Ferreira Leite accusing the Government of the Republic of pursuing a discriminatory policy in relation to Madeira for political revenge. Guilherma Silva, a PSD member of the Assembly of the Republic said, "The money is not for the Portuguese Government, it is for the Portuguese."

Today’s main news headline : Sócrates says "enough!" – "Enough! With this government my lady deputy cannot count on the alteration of the Regional Finance law and giving more money to Madeira". The warning of [Prime Minister] Sócrates to Manuela Ferreira Leite [leader of the Social Democrat Party] was given yesterday in São Bento. It’s bad news for Jardim and is even surprising to the politicians in his own Socialist Party. Already one is talking about new national elections. I was thinking this the other day, that the Socialists without an overall majority in the Lisbon Parliament, are finding it a real struggle to govern either with or without the support of the opposition parties. It was always going to be a tall order, and of course as always the politics and monkey business take priority over the needs of a floundering economy and it’s people. Even with another election, I don’t see how it will necessarily resolve matters, and if it is still possible then the PS should first look again at the possibility of a coalition. Uncle Bertie will be hopping mad no doubt, and after Marítimo get thumped by Benfica tomorrow, it will be a weekend he would rather forget.

Horários do Funchal opts for the ecology but changes don’t please – The issue is in the West zone : the [bus] passengers are obliged to flow onto the Estrada Monumental.

Accidents force the stopping of dumping – Only after 5 accidents in the area muddied due to the movement of mud laden lorries, in São Vicente, the Regional Government suspends the clean up operation. The 5 road accidents occurred in the space of just 3 days, with one person receiving facial injuries, and the Regional Secretary, responsible for the big mud clean up after recent storms, has given the order to suspend the clean up works in the area of Paço da Areia. The accidents have been happening where cars are skidding out of control near to the mud dumping site at the coast (in the sea).

‘City Council of Culture’ remains for Santa Cruz.

The main sport / football headlines today : 5 thousand places in the ‘Cauldron’ sold out in the last 4 days – Mitchell can’t count on Marcinho for the coming of Benfica. How on earth Marítimo’s stadium ever got the nickname of the ‘Cauldron’ is still one of life’s great mysteries for me. You would be lucky to see two men and a dog there during some games.

Nacional fight for fourth place in Alvalade today. That’s the home of Sporting in Lisbon of course. G’luck!

A sea of colour. The first mention I have seen this year I think of next months Carnival. The article mentions an organisation that is preparing it’s piece for the parade (Cortejo) on 13th February, that has the theme ‘Fantasias de Ninfa’ [Nymph] which sounds intriguing. Preparation for some of the participants started in last October.

Biggest IT retailer expanding to Africa, Madeira and Azores (from Portugal News Online). Chip7, Portugal’s largest computer retail chain, is expanding its business this year to Angola, Mozambique and Cape Verde in Africa and Portugal’s autonomous regions of Madeira and the Azores, the company’s founder said. Miguel Monteiro, also Chip7’s majority shareholder, told Lusa he expected to conclude master franchise contracts in the three African Lusophone states and the two Portuguese Atlantic archipelago by the end of this year. Good news for us computer buffs!

Hundreds of different locations from north to south of mainland Portugal, Madeira and the Azores, have been nominated as candidates to become one of Portugal’s ‘Seven Natural Wonders’. The official list of places that can be voted upon was made public last Thursday in Lisbon. Organisers of the project New 7 Wonders of Portugal, have dodged giving the specific number of valid applications, but confirmed the number was in “the hundreds”. MORE

Carnival Theme For 2010 Set ; Nursing Home Shortages ; ‘Paint & Tiles’ Scheme Underway

(28th September). ’800 Elderly On Waiting List – 1,300 beds that exist on Madeira in nursing homes are fully occupied, and the 400 that are coming will only provide for half of those on the waiting list’. Nearly three thousand elderly people on Madeira receive the Complemento Solidário (CSI), or Solidarity Supplement, that works out at around €200 a month, and was introduced in 2006. Back in 2006 just 499 were receiving it, so in just a few years there are nearly 6 times as many. The benefit is payable to those on low incomes, and of those in receipt they are generally without children to support them, or if there are children an adjustment is made. Those who stay at home without family support are able to ‘hire’ one of Madeira’s 72 ‘care givers’ provided through Social Security. The scheme is supposed to supplement the availability of nursing home places, where the number of beds fall well below the number actually needed, with just 1,300 provided in public and private nursing homes. The need for more homes has long been recognized by the government and by public and private institutions of Madeira. That is why a program of the Regional Government has planned to open seven new homes for the elderly in several districts on Madeira. Some are already under construction, whilst others are out to tender, but even when all are operational, only 400 extra beds will be created. The situation can only get worse with the gradual aging of the population here. Also available to the elderly, and also the sick and disabled, are the Social Security Assistants, who currently help in around three thousand situations, on a weekly basis, or more frequently if needed. These assistants offer help with such tasks as personal hygiene, home cleaning, laundry, and the supply and preparation of meals.

Today’s football headline . ‘Maritimistas In Time Of Reflection’. After 6 games and just one win and 5 points, those in and associated with Marítimo football club are deep in thought about what happens next. No doubt there is plenty of time to recover and improve, but will the recovery be led by coach Carlos Carvalhal, who is becoming increasingly isolated as a result of the clubs poor form?

The last of today’s front page stories : ‘Santa Cruz Gives Paint And Roof Tiles’. 320 families assisted by the programme ‘Tintas & Telhas’, developed by Santa Cruz, it is the biggest project of its type on Madeira. This was already covered in the last week or so, but the said families are to have their homes improved in a scheme that provides the materials for free, with the families taking on the work themselves to improve and repair their properties. The ‘contracts’ for around a hundred families in the parish of Santa Cruz have already been signed with the project partners, and over 200 more homes outside of that parish are due to be enrolled soon. The bulk of the €1.2 million comes from community funding, with Santa Cruz council contributing €250,000. Once in receipt of the building materials, the families have a period of 90 days to complete the repairs and improvement, using resources they contribute or pay for themselves. I really can’t imagine how they are going to monitor and enforce this. What’s to stop someone selling on the materials and pocketing the cash. I would imagine that some such stories will start to emerge early next year.

‘Silver Anniversary’. The Madeira Cement company celebrated 25 years of existence this year, and is marking the occasion with new investments in quality certification.

The Diário today has quite a few ‘stock’ stories like this today as well as a few ‘repeats’, presumably held back to fill some space, whilst all journalistic efforts were directed at yesterday’s elections.

‘Seas And Oceans’ In The Carnival Parade For 2010 – The theme of the parade has already been set by the regional secretary for tourism’. The news has been sent out to the usual participating groups in the carnival parades, in order that they can think about their roles and presentations in the parade, and submit a proposal for consideration before the end of this year. The dates have been set according to the official tourism website (www.madeiraislands.travel), with the main event / parade on 13th February, and the ‘Cortejo Trapalhão’ free-for-all in Funchal on the 16th February.
