"Manny Francis was not a church-goer. He did not like ministers and he especially did not like Roman Catholic priests. Manny fled Madeira to escape the Catholic Church. That seems clear. He became a Madeira Exile because Catholic priests were after his mother for money. The money was to pay for prayers to get her recently deceased husband out of Purgatory. Manny fled Madeira to get away from the priests he feared and circumstances he could not tolerate. When he came to Maine he changed his name to make it harder for Catholic authorities to find him. All his life he feared that priests would come looking for him. The two family traditions involving Manny corroborate each other on these points. They agree that Manny’s fear would seem to have been something ingrained in him, a part of his basic identity". WEIRD BUT INTERESTING

A quick look at the front page news from today’s Diário :

The Neighbourhood of Nogueira becomes more and more uncontrollable. The population is tired of the terror. After an assault on a fireman with a bottle on Saturday night, there is an upsurge in criticism about the scarcity of policing. Nogueira finds itself under siege. The Diário found ‘in situe’ an atmosphere that ‘one could cut with a knife’. Also the main photo on the cover, that  shows the remnants of the glass from the bottle used to attack the fireman. It seems that a Diário reporting crew ‘cruised’ the district of Nogueira after the dreadful attack on the firemen. The interview, mostly with a lady, revealed the same old trouble, unemployment, drugs, neighbours in dispute. The conclusion is that the neighbourhood has the air of a Latin American country.

Nacional trampled inside and out of the tunnel of ‘The Luz’ (Benfica’s stadium). The clash Jesus – Machado (the two managers) finished with Nacional’s manager recalling that an "idiot is an idiot", actually that coloured in red. Benfica 6 Nacional 1. Sod the Diário report, you get mine. An absolute disgrace of a game! I am not complaining about the result, it wasn’t unjust and could have been more if the linesmen hadn’t been alert to the offside rule, but the referee was absolutely dreadful, and I hope he has RSI strain from reaching into his pocket so many times for yellow and red cards. The Benfica Goal Machine got more and more superior as the game progressed, but they obviously felt inferior as they just dived and dived, in the end getting two Nacional players sent off. I have just returned from watching the game as I write this, with steam coming out of my ears, so a couple of beers  have put me in swearing mode, so here goes *!*!, and ##€€#*#. Sorry about that. That referee deserves a red card, and why Benfica had to put up such a pitiful act when they were clearly far superior is beyond me. At times I want to give up on football, and last night wasn’t helped by the fact that I watched the game in a local bar with around 20 other people. The other 19 were whooping for joy as the sixth goal went in against our local side. What a bunch of wet *!##*!, totally against their local team.   

160,000 tourists up until the end of the year – Madeira will receive in the last 3 months of this year 136 cruise ship visits, that will render receipts of €13.8 million. In November and December there will be just 12 days without cruise ships in the port of Funchal. In comparison, the first 9 months of 2009 brought 241,847 cruise ship visitors. 2008 saw a record 405,306 visitors, so this year will be close. Sócrates demonstrates course asked for by Cavaco. A continuation of yesterday’s story (see below) about the initiation of the 18th assembly of the Republic of Portugal, and the fact that the new PS socialist government is to govern without an overall majority. I watched the ceremony on TV yesterday lunchtime, and it seems that national politics here make a clean break and start again from scratch, despite the fact that the same party is power as it was a month ago.

Update on attack on fireman. At 8 – 9 pm on Saturday evening, one person knocked on the door of the fire headquarters which is about 100 metres from the police station. The fire-fighter who answered the door was hit in the face and arm with a bottle, requiring several sutures, 20 in the face. The assailant fled but has been recognized and the police notified. The firemen were already feeling insecure in Camacha because of lack of manning at the police station and will only return when this has been rectified. There will be a meeting between the mayor, vice-president of the council and the Commander of the Fire Department, whose decision it is about the future of the fire department in the area. The local population is also feeling insecure after various incidents, often related to drug trafficking. They blame the police for deserting the area in 2007 although the BIR (Rapid Intervention Brigade) carry out daily patrols. On the radio news yesterday evening, it said that Santa Cruz council would not close the fire station in Camacha. Probably the right decision, but whether they can find any firemen willing to work there remains to be seen.Der.

Increase in benefits numbers. This year, there are more people on unemployment benefit  than receiving RSI. Unemployment benefit has increased in five of the past six months, from 6,329 in January to 8,685 in September. Compared to the official unemployment figures of 12,625, there must be 3,940 unemployed not entitled to state support. On average, each unemployed person receives 526.76 Euros compared to 462.57 in Portugal.

Later on, the Regional Secretary for Human Resources, Brazão de Castro, met with MEPs visiting the region and blamed the unemployment figures on the decrease in money transferred from Portugal, leading to decreased investment. The unemployment rate is lower than Portugal (8.1% opposed to 9.1%) or other European countries. He said the resources from the European Social Fund had all been spent and more was needed.

Cultural Centre in London experiencing difficulties. Portuguese Cultural and Sports Centre is facing financial and management difficulties. The 27th anniversary party had 180 in attendance at the church hall in Brixton, London. Difficulties are due to debts and departure of  people but there are plenty of young second-generation Madeirans volunteering, especially in using new technologies in promotion. They have six football teams, and a traditional music group who perform both in the UK and abroad. The London  ambassador to Portugal attended and said that language and cultural differences were barriers to full integration, and that all immigrants had to unite to overcome them. Online consulate’s services have helped to register births and marriages and issue cards to citizens.

Refusal of some health professionals to be vaccinated increases distrust of the Portuguese. The Director General of Health acknowledges the refusal of some health staff to be vaccinated against influenza A, the campaign starting today in Madeira.

Breast cancer on the increase. About 120 new cases annually, mainly in younger women. Recently there has been a noticeable increase in the western world, which is due to an actual increase in incidence rather than due to increased awareness and testing. It used to be unusual for breast cancer to be detected in women under 40 and it is thought this is due to modern lifestyle. The free Screening Programme started late, only 10 years ago, for women between the ages of 45 to 69. As well as the centre in Rua do Frigorifico in Funchal, there is a mobile unit for regional screening and another promised, partially funded by BES bank.

Traffic chaos in Cancela. The police were present on Sunday at the recently opened  DeBorla store and had increasing problems throughout the day trying to control hundreds of people accessing the store. There were many fines for illegal parking which made the ‘hunt for good prices’ visit more expensive.  —— I went to Friday’s opening and there were queues outside the store and traffic was busy then. Saturday morning was worse and the police were present and waving traffic on as the entrance is on the slipway to the motorway and the car park insufficient. There were people parking everywhere, and walking to the entrance and other shops was difficult. I think the local shops had an increase in trade and the drinks warehouse / shop next to the entrance doing well, especially as they had a whisky offer that day. It will probably quieten down or else they will have to rethink the access and parking, especially at Christmas. Other companies are interested in moving into the BrandImport Building and there is going to be a management meeting in November.

Fire destroys old home / workshop. A fire of unknown origin destroyed an old wicker workshop at a residence in Canto do Muro in Funchal. Although two fire crews attended, they could not save the building due to the presence of flammable material. Witnesses saw a bearded man dressed in a tracksuit fleeing before the flames appeared. The place has been disused for three years and is a residence for many drug addicts, who have broken down the doors replaced to try to prevent re-entry.

 

Negligence and marital conflicts are causes of some fires. Some people set their own homes on fire due to severe psychological pressure after a divorce or serious marital conflict. ‘If I can’t have it, no one can’ mentality. The two arrested were for car arson, one after an incendiary device. Most fires, both urban and forest, are due to negligence especially with an ageing population. Forest fires are often caused by land clearance or cigarette butts. Urban fires are caused by a forgotten pot on the stove or forgetting to turn it off before leaving, or falling asleep with a lit cigarette. Car fires are usually either due to the electrical system or battery.

 

 

 

"No one forces you to be here." "You are free to leave whenever you want." Jardim’s reply to the Representative of the Republic, Monteiro Diniz, after an article written by him in the Expresso newspaper. Diniz is tired of living in the region and is frustrated and feels helpless after the latest controversies in the region. The cases in the last election campaign, the insults in the Assembly, story of the Nazi flag (Coelho) and the violence. He believes voters can change the state of affairs, the animosity, and aggression around policy. But the problem is the electorate giving consecutive absolute majorities to the same party.

Jardim’s comments were given to hundreds present at the consecration ceremony for the new church at São Vicente. Jardim also said that the biggest mistake of Portugal was that too many institutions have fallen into neutralism whereas "I am not neutral on any issue, and if my government also supports the construction of these churches it is a democratic freedom, the right to religious freedom. And not just having rights written on paper." He criticized the Diário for publishing an article yesterday about substitutions in the health service and changes in the regional health plan. He said the newspaper would loose subscribers and advertising if it continued to print unconfirmed reports.

11 Madeiran farmers sign a contract with Modelo Continente. Tomorrow at the supermarket in Machico, the farmers will sign a contract to provide agricultural products to the hypermarket chain and become part of the ‘Modelo Producers’ Club’.

XXXVI Edition of the Chestnut Festival. Centre of Nun’s Valley, Sunday 1st November from 09.00 to 22.00. Exhibitions of local produce, a parade, performances by folklore groups and cooking demonstrations by Yves Gautier and Carlos Magno.

In national news :

Ryanair launches Porto / Faro route today with tickets at 6 Euros. There are 160 passengers and the demand is better than other inaugural flights, with an average of 120 tickets sold.

5,700 people referred to Addiction Deterrence Committees in Portugal this year. In 2001, Portugal decriminalized the possession of illegal drugs for personal use, preferring to view the addict as a patient. The consumer, ordered by the police or courts, has to report to one of the 18 deterrent units. They assess the situation of each person and decide the most appropriate way to deal with the situation and may suspend fines if they accept treatment. —– No mention of previous years’ figures. Reported recently on the BBC World website, including a video interview. Many studies in the UK have concluded that there would be positive outcomes if a similar project was implemented in the country.

Cavaco stresses the importance of understanding between central government and the autonomous regions. At the inauguration of the second government of José Sócrates, Cavaco Silva the President of the Republic stressed the importance of dialogue and understanding between the central government and the autonomous regions of Madeira and the Azores. He said, "A culture of negotiation must be everybody’s responsibility."

Sócrates said, "The first priority is to combat the crisis. The recovery of our economy will be the central objective of governance." "The second priority will be the modernization of the economy and society, valuing knowledge, culture, technology, innovation and entrepreneurship." Citing renewable energy and compulsory education until the 12th year. "The third priority is social justice." Developing social policies and reducing inequalities. "This is our program: to govern for all the Portuguese, with special attention to those in need today of the welfare state, to mobilize the Portuguese society for a development strategy geared toward modernity and  the future."

Teixeira dos Santos inspires "very modest expectations."  The Regional Secretary for Planning and Finance, Ventura Garces said, "With a minority government, the Portuguese Government is expected to have a different position and a real dialogue with regional governments." But Teixeira dos Santos is still in the financial position in the Portuguese Government. As the regional budget is likely to be approved before the state budget, Ventura Garces is working on two scenarios. One is taking account of the current Regional Finance Act, the other regarding any proposed changes (Finance Act still being debated). The present Regional Government is trying to amend the act and recover lost funds from Portugal.

World Travel Awards elect Lisbon ‘the best city destination for cruise ships’. It was also ‘the best European destination’ and the ‘best European destination for a short trip’. Last year, Copenhagen was the best cruise port, and London the best destination in Europe.

Camacha Apple Festival ; 2 sharks born in captivity ; Fatima statue on the move

I went to a bit of a do in Serra da Água Saturday night, but through lack of transport I decided to make the return journey on foot, thinking it was an hour or so at a brisk pace, which was actually far from the reality. Having got a little lost at the start of the town itself, which is a lot bigger than I thought, I stopped somebody to ask directions, and he ended up taking me the last couple of kilometres in his car. Then on the return walk, after about half an hour of walking, someone stopped and picked me up and took me home, but that was after buying me a beer en-route. What kindness and generosity indeed!

A couple of today’s main headlines :

The main news headline in today’s Diário : Pain Unit Without Resources – The lack of human resources and changes made in the field of work contribute to the reduction in capacity of the unit in Funchal Central Hospital. The unit should work with three full time anaesthesiologists, but for the last year has only had one. The monthly average of procedures carried out so far this year is 1,064, compared to nearly 1,500 in 2007 and 2008. The lack of trained staff and specialists means the unit has to turn to other specialists in the hospital for help, but that is not sufficient to fill the shortfalls.

The other main story continues from yesterday (see below) : Haemorrhage In Caniçal – Burst piping in the transfer of fuel oil leaks an undetermined quantity of spillage in the sea. The transporter was pumping fuel into the tanks of Companhia Logística de Combustíveis da Madeira (CLCM), when a union burst. The official opinion is that the spillage is not large, as the problem occurred at the end of the transfer, and teams were quickly on the scene to deal with the matter.

 

New Disappointment – Marítimo again falls by the wayside in the first round of the cup. Camacha and União continue in the competition. Marítimo managed a shock result yesterday in the Azores, losing 2 – 1 to lowly Santa Clara, in the Portugal Cup. The other two local União and Camacha teams won their games on Madeira and go on to the next round. Machico and Canicense also got knocked out.

Today is the big day for Portugal, who will learn their opponents in the 2010 World Cup play-offs, to be played on 14th and 18th of November. The home leg will be played in the Stadium of Light "Luz", the home of Benfica. Portugal are the clear favourite in FIFA rankings, whichever opponent they meet.

Yesterday’s top news stories, many thanks to Elaine :

Apple Festival to change date next year. On Saturday afternoon, there were few visitors to the festival in Camacha. There were 1,500 kilos of apples from 14 farmers for sale. The main interest to visitors was the traditional cider production/selling. The President of the Parish admits that the festival has been loosing strength in the past three years despite increased production and quality of apples. The organizers will attempt to revitalize the Apple Festival next year and by request of the producers, want to hold it in late September/early October as the apples mature early. They are hopeful that Sunday will bring more visitors. —-I hope they can resurrect the festival. Perhaps trade was better on Sunday afternoon. Did anyone go?

In comparison, they said that several hundred people took advantage of the sunny afternoon to attend the Regional Meeting of the Philharmonic Bands in Ribeira Brava. Yes I can confirm Elaine, lots of people there, as this event goes from strength to strength each year. This year seating was provided for everyone, and yet amazingly there was still enough space for the drunks to dance. Also, they used the super-duper big stage this year, with the roof that goes up and down. That must be the fifth time this year, so they might as well just buy the darn thing.

ARMAS has carried 24% fewer passengers per trip than last year. The average per trip this year has been 24% less than last year and 40% less than 2007. The highest average was in 2007 when it was 280 passengers per trip but this year has only been 166. There have been 40 more trips this year but with only a gain of 563 passengers (25,959 passengers this year so far). Although the total number of passengers has increased, it has been offset by the cost of an increased frequency of service. The major increase in trade has been Portimão / Canaries (57.9%) and Funchal / Portimão (17.3%). The only decrease in passengers was 3.4% less on the Las Palmas / Funchal route. The transport of vehicles is slowly increasing each year. Cargo transport has increased over 500%, so helping revenue.

In addition, the airport had 4.9% less passengers and 3.6% less flights in the first nine months of this year, compared to last year. Domestic passengers increased 12.7% and a decline of 18% international passengers.

No candidates for the City of Culture 2010 award. Eight municipalities could have entered by the deadline in June but none did, possibly due to elections. Last year, Santa Cruz, Machico, Funchal and Câmara de Lobos entered and the latter won. The award was started in 2007 by the Government and they must either end the award or invite a particular municipality.

Less patients had to travel to Portugal for treatment. Since 2006, an average of about 2,000 patients had to be diagnosed / treated in Portugal. So far this year, only 1,200 have had to go. The Health Department  pay for air fares at short notice, local transport, subsistence and also the transportation and subsistence of a companion. This year, no patients had to be referred out of the Continent. This is partly due to the opening of the new Radiotherapy Unit in February, which they hope will save more than 1 million Euros by the end of the year in costs.

Two sharks born in Madeira Aquarium. A shark, commonly named Caneja, gave birth to one on Saturday afternoon and one on Sunday morning. This is an unusual event and the mating sharks have been in the aquarium in Porto Moniz for ten months.

Pilgrim statue goes to the regions.  After a Mass, the statue of Fátima goes to Boaventura, accompanied by a procession of about 300 bikers from the Madeira Biker’s Club. The police hope that the quiet traffic on Sunday will not lead to too many queues.

Suspected murderer returned to freedom. Continuation of the case of a man killed in Nogueira on Wednesday after an argument. The deceased man was from Mozambique and had gone to the alleged murderer’s house with a knife in his hand, where he was killed. The suspected murderer has been freed as long as he regularly reports to the police, as they pursue enquiries, and his family have moved out of the area for their own safety.

Ecological Park has planted 63,000 species. A daily activity between Autumn and Winter, involving employees, schools and associations. The projects have EU support. They aim to eradicate evasive alien species and restore natural vegetation cover, especially in areas to resist erosion. The Ecological Park is a protected area of Funchal, founded in 1994. The Reception Centre was developed in 2004 and has had more than 4,000 visitors.

Shipping news. After two failed attempts, the 290 tonnes generator engine has finally been unloaded at Câmara de Lobos. In another event, during the transfer of fuel from a supply ship to Caniçal, there was a spillage which meant the emergency ‘absorbent blanket’ (looks like foam) was sprayed into the sea around the spillage.

Our Lady of Fatima arrives on Madeira ; Socrates invited to form new government

The ‘How well do you know Madeira?’ weekly teaser took a strange turn yesterday, with two new entries received, with a slightly revised theme. Best described as ‘How can we stop Vela winning how well do you know Madeira?’. Coming soon!

Madeira aquaculture in sharp growth. The Regional Secretariat of the Environment and Natural Resources anticipates that the volume of Madeira aquaculture exports will increase around 80 per cent this year, going from 283,104 exported tonnes in 2008 to nearly 500,000 tonnes. AQUACULTURE – AKA AS FARM FISH?

Madeira: hole in one. Property values in the Ponta do Pargo region are expected to boom over the next few years, on the back of the decision to give the golf scheme the go-ahead, and shrewd property investors have already started to take note. BS OR GOOD INVESTMENT? Anyone thinking about investing in such a venture should seek independent financial advice.

Pilgrim image of Our Lady of Fatima arrived yesterday on Madeira – It is here until May 13, 2010 the image will go 96 parishes. The pilgrim image of Our Lady of Fátima arrived yesterday afternoon on Madeira. It will stay seven months in which the image will go through the 96 parishes on Madeira. The Bishop of Funchal received the pilgrim image in the Chapel of the Apparitions in Fátima. Once at the airport on Madeira the image went to Funchal by ‘Popemobile’, the same vehicle that carried Pope John Paul II during his visit to Madeira. It was taken in the evening to Sé Cathedral, the first of the parishes to host the image. It will stay there until the 18th October, and then start it’s Madeira tour. Memories of the first visit to Madeira. Big spread in the Diário yesterday, with black-and-white photos, of the first visit in 1948 of the icon Our Lady of Fátima.

This was taken at the Largo do Colégio last night. It looked packed out on the TV coverage.

Cavaco Silva, president of the republic, invited José Sócrates yesterday to form his new government. The new assembly should convene on Thursday. Thank the lord for that, as Uncle Bertie has had nothing to rant about for a couple of days. We don’t want all that aggression getting pented up now do we (before the word police pay a visit, I do actually realise that I have used a word that doesn’t really exist).

Belenenses 0 Nacional 1. Good win, but a bit of luck needed. Nacional are now in equal 4th place in the league along with Sporting. Great recovery after a poor start to the season.

From late Sunday, delegate of the National Elections Council received about 60 phone calls requesting information or complaints. Complaints about transport, constraining or conditioning voting intention. Transportation complaints in Calheta, Caniço, Caniçal, Nun’s Valley, Ponta da Pargo and Agua de Pena.

Jornal da Madeira headline ‘Totalista’. "Today begins a period of great internal debate," said Jardim. An internal reflection on the next leader who will be chosen by the party members. Jardim did not like the fact that the first question asked was about Santa Cruz. A member of the Mayor of Funchal’s entourage said, "Let no-one try to detract from another great victory for the PSD," and "we increased the number of votes, increased council members and I think it is the public acknowledgement by the population, but also gives us more responsibility for the next four years." "Another major defeat for the Socialist Party and the rest, and a lack of performance by the socialists." —–The entire regional news in the J. Madeira was about the elections.

‘Caso Marote’ trial now March 2010. Embezzlement, abuse of power and economic participation in business of the ex-vice-mayor Rui Marote. 4 defendants on trial too, all close to Funchal Council, mainly the Environment Department. Last court session about this case was July 2008 after an investigation in 2002. Marote and the Chief of Supply are accused of damaging the council’s interests for the benefit of the football club and the company Placar Vertical. Others were involved in favouring suppliers of cleaning materials.

90% of the police have trained to use the new ‘Glock’ pistols but the holsters require adapting. The rest of the police force will have completed training to use the 800 new 9mm guns by the end of the year. Initially, only officers with duties concerned with private security, criminal investigation or the inactivation of explosives will use the guns, then the other police when the holsters have been adapted to prevent unauthorised people grabbing the guns. The new guns are lightweight, versatile and safe and are only used proportionally in non-lethal ways, to immobilize fleeing criminals who are a threat to the security services.

Madeira has not yet made any plans for next year’s commemoration of the first century of the Republic. The Azores has a set agenda but not Madeira despite meetings by those responsible with Jardim. The Museum of Photography, Museu das Cruzes and the university are expected to participate. The program will run between 31 January and 5 October 2010. I suspect this is actually to mark the 1910 revolution and the end of the monarchy, or would one actually celebrate a non democratic republic? Der

New white Madeiran table wine ‘Primeira Paixão 2008′.  By the two winning  winemakers; Rui Reguinga, Winemaker of the Year 2008 from the Journal of Wine, and Francisco Albuquerque. It is made from Verdelho grapes and 1,800 bottles will be marketed from next week. They will be sold in Lisbon, half a dozen Madeiran restaurants and in the ‘Primeira Paixao’ shop. The wine has 12.5% alcohol content with citrus and floral aromas. The Verdelho grape is probably the best grape on Madeira for white wines and is grown at Vargem, Estreito de Câmara de Lobos and bottled by Adega de São Vicente. The wine has been well received by the critics and given the best score for Madeiran table wines by Joao Paulo Martins, author of the guide ‘Wines of Portugal’. Francisco Albuquerque hopes to produce a red table wine next year depending on the harvest.

Luxury liner ‘Seadream II’ in port today for 12 hours. 60 passengers on board although she is capable of holding 110 in 54 outside cabins which vary in size from 18 to 42 square metres. She is a different type of cruise ship from the large ones and has good sporting facilities, especially for nautical sports. She was built in 1984, first named ‘Sea Goddess II’, then ‘Seaborne Goddess II’ and has previously visited Funchal three times.

Islands with more quality of life. According to the journal ‘Sol’, the Azores and Madeira are a better place to live than mainland Portugal. More satisfactory in terms of identity, culture and leisure, tourism, diversity and tolerance, happiness, health, economy and employment, education and training, urban and housing and environment. The Algarve is ahead in tourism, but education here is almost equal to Lisbon.
