Ocean survey discovers 17 million year old impact crater off Azores      Source: BBC News

“Portuguese scientists have found a depression on the Atlantic Ocean floor south of the Azores Islands they think may be an impact crater. The roughly circular, 6km-wide hollow has a broad central dome and has been dubbed the "Fried Egg" because of its distinctive shape. If the Fried Egg was made by a space impactor, the collision probably took place within the past 17 million years. This is the likely maximum age of the basaltic sea-floor rock which harbours the feature. "To be sure, we need to take samples and make a profile of the sediment layers to determine if there really is a central uplift from an impact," explained Dr Frederico Dias from EMEPC (Task Group for the Extension of the Portuguese Continental Shelf). "We need also to see all the signatures that are consistent with a high velocity impact, like glasses from melting and, of course, debris; and what are called shatter cones (shocked rocks)," he told BBC News.

Central peaks : Dr Dias described the putative impact feature here at the American Geophysical Union’s (AGU) Fall Meeting, the world’s largest annual gathering of Earth scientists. The Fried Egg was first identified in data gathered by a 2008 multibeam echosounder hydrographic survey. A further cruise from September to November this year confirmed its presence. It lies under 2km of water about 150km from the Azores archipelago. The depressed ring sits roughly 110m below the surrounding ocean bottom, with the circular dome-shaped central uplift 3km in diameter and with a base-to-top height of some 300m. Central peaks are often associated with meteorite impacts and form when the compressed crater floor rebounds. A peak is not definitive proof of an impact, however. A volcanic origin for the Fried Egg seems unlikely because the Portuguese team has not been able to find any lava flows within the structure or on its surroundings.

Second crater : Interestingly, there is another – but much smaller – feature just 3-4km to the west of the egg. "It’s just by the side. If the Fried Egg is a crater, this could be a crater also," speculated Dr Dias. Dr Dias and colleagues are examining gravity and magnetic data gathered during September’s cruise. A third expedition to the area early next year will use a remotely operated vehicle (ROV) to try to retrieve samples from the ocean floor for analysis. The Portuguese team detailed the currently available Fried Egg data on a poster at the AGU meeting. Other researchers who came to view the information were split on the impact theory, Dr Dias said. "Even if it’s not an impact crater it’s still a very interesting feature," he told the BBC.

Task Group for the Extension of the Portuguese Continental Shelf: objectives : A team of Portuguese scientists is surveying the continental shelf to establish the true extent of Portuguese territorial waters and extend it beyond 200 nautical miles. The EMEPC is working under the United Nations Convention on the Law of the Sea. The survey team has or is surveying around Madeira region too.

This weekends football : Both of our teams play on Sunday. Marítimo visit bottom-of-the-table Setúbal, and Nacional host Académica. Both games are at 4 pm, and neither match is televised. The big game this weekend is in the ‘luz’, where Benfica host Porto tomorrow. 8.15 pm on SportTV1.

Today’s news headlines from the front page of the Diário de Notícias :

Gripe A vaccine has almost run-out – Only after Christmas will the replenishment of ‘Pandemrix’ be done, that is already lacking in some Health Centres. The H1N1 swine flu vaccine supply has already been exhausted in some areas, including the health centre at Santo António.  There have until now been 8,000 Pandemrix vaccines delivered to Madeira, with around 94% already used.  The Directorate General of Health in Portugal had  ‘promised’ to send another two thousand doses of the Gripe A vaccine, but until yesterday they had not yet arrived on Madeira. The supplies to date have been used to vaccinate ‘at risk’ groups, mainly health workers, pregnant women, and the chronically ill, and that was extended to include children up to 3 years of age. The plan was to extend this further to children of up to 5 years, and even up to 12 years, but that will have to wait now

Waves, rain and wind cause damage. Bad weather leaves a trail of destruction across Madeira. Madeiran fireman didn’t stop  during the day, constantly called out to deal with floods, and tree and rock falls. The damage caused was considerable, much the fault of the huge waves that flooded the hotel ‘Porto Mare’ in the old zone of Funchal, and also the bathing complexes managed by ‘Frente mar Funchal’. An estimate of the damage caused has not yet been calculated, but according to the local authority it is not abnormal for this time of the year. Amongst other incidents reported were landslides in Caminho dos Saltos and in Vasco Gil, floods in São Gonçalo, Cota 40 and São Pedro, and fallen trees in Santo António, Monte, Curral das Freiras, Boa Nova and Eira do Serrado. A landslide closed a road in Corujeira. An elderly person had to be evacuated from her home after storm damage in Rua da Carne Azeda. In Ribeira Brava district several cars were badly damaged by rockfalls, but no one was injured.

The Porto Santo ferry is back in action I believe after staying two days in port due to the rough seas, although the Diário today says it was not expected to run today.

As far as cruise ship visits are concerned, altogether 3 have been cancelled until now. The British ‘Oriana’, the ‘Delphin’ (was due tomorrow am) and the ‘Delphin Voyage’.

Today’s main news headline : Arabic scam gets Madeira into a scuffle - FIG, a North American based group that recently bought the Golden Residence hotel in Funchal, sued in court a Saudi sultan, a business partner in the region, as a matter of fact, never materialized. Everything went to buy a tourist ‘resort’ worth 56 million Euros.

"WHY DO YOU BEAT ME?" Monteiro Diniz, fed-up with the disrespect from the Madeira Government, took advantage of the Christmas greetings to question the insults. The former representative of Madeira in Lisbon made a ‘scathing outburst’ yesterday, fed-up with criticism and offences from Jardim and the regional government. Jardim declared yesterday that he is now completely detached  form the national PSD social democrats, and excluded the possibility of putting himself forward as candidate for leadership. "I’m at the end of the party, I shall not involve myself in a new party", he said.

Calheta counsellors forced to miss the meeting. The local authorities at both levels throughout Calheta have all scheduled meetings for today at the same time, so some counsellors, not being able to be in two places at one time, will have to miss one. The Municipal Assembly has never before convened on a Saturday, and rather oddly scheduled its meeting for 10.30 am, the same time as the parish meetings in Calheta, Arco da Calheta, Estreito da Calheta, Prazeres, Jardim do Mar, Paul do Mar, Fajã da Ovelha and Ponta do Pargo.

European Commission approves pioneering system of incentives in the Region

Today’s sport / football top story … it’s the same subject as yesterday : Bremen also want Rúben. The Nacional star just seems to be hogging all the news these days, as top German side Werder Bremen enter the race for Rúben’s signature. Also Nacional defender Clebão has had his contract rescinded. He was brought in when Maicon went to Porto, but has never achieved the expectations, and was rarely selected to play.

Youth dies in the sea at Madalena – Body found on rocks east of where the boy was diving.
It was a morning of searching to find a youth missing at sea in Madalena do Mar. The authorities were alerted by 6:30 on Saturday. A 17 year-old had entered the water and disappeared off the beach in Madalena do Mar. Apparently the youth, who was accompanied by a group of friends, went into the sea which for several days has been stormy. The body of the young man, who was from Calheta, was eventually found to the east of the beach at around 11 a.m. today. The "Schultz Xavier", a vessel of SANAS and the Air Force helicopter Merlin EH-101 were called out. On land were elements of the Marine Police and the PSP.

This weekend’s football : Marítimo host Olhanense tomorrow at 4 pm. Nacional make the trip to Leiria on Monday with the kick-off at 8.15 pm. Neither game is televised. The game between Benfica and Académica on Sunday is on RTP at 8.15 pm.

Lisbon almost forced to give money for the new hospital. The possibility of the State providing capital for the construction of the new Hospital of Madeira is nearer. All because the CDS-PP delivered a draft resolution urging the Government of the Republic to regulate what the Regional Finance Law provides: "The establishment of projects of common interest between the Republic and the Regions." In the document the centrists recall that 30 months after the law is in force, the decree on these projects, which are promoted for strategic or national interest, was not elaborated and approved and impedes the Autonomous Regions to nominate projects and works for this important financial instrument. Following these rules, the Assembly of the Republic asked the opinion of the Regional Government and the Legislative Assembly. Jardim has already decided in favour of a move to proceed with these rules as soon as possible. Apart from having a view applicable to the new Central Hospital of Funchal, the reason behind this initiative of the centrists, the type of project the Regional Government would like to see the State finance is the access to the maritime station at the port of Funchal and the fishing port at Câmara de Lobos. The Regional Government asks for haste in approving the law, so that it enters into force in time for the Regions to obtain funding for projects in the next State Budget. With this political will in Madeira and the support of the opposition in Lisbon, applications for projects of common interest could soon be a reality. The classification of a project as being of community interest is subject to approval by the Government of the Republic and the Regional Government, so the final decision is down to Jose Socrates. Even if the decision is positive, little is known about the conditions of financing by State funding.

Seismic activity of magnitude 3.7 on the Richter scale felt in Madeira and Porto Santo. The Institute of Meteorology noted at 12.05 yesterday, an earthquake of magnitude 3.7 (Richter) with epicentre about 16 kilometres North of the island Deserta Grande. The intensity reached III on the Mercalli scale (from I to XII) and was felt in Machico, Santa Cruz, Caniço, Funchal and Porto Santo. There was no record of any damage and some people asked the authorities for assistance. It was the second episode in less than two months in the same area; on 23 October 2009, 2 km away, activity of magnitude 2.8 Richter or grade II/III Mercalli.

Santa Cruz launches a program for the Christmas period to promote local trade. The Municipality is launching a program from December 9 to January 13, called ‘What is ours is good!’ In an effort to boost local businesses, customers are to be rewarded for buying in the county. For every 10 Euros of purchases, the customer receives a voucher that can be entered in a tombola. The draw will take place on January 16 but the value of the prizes will not be determined until the number of traders taking part is known.

Industrial parks are full. The Business Park in Câmara de Lobos is to build 11 new units due to the high demand from regional businesses. 12 units have just opened and there are 5 in Funchal and 5 in Ponta do Sol opening early next year. By 2011, there will be a total of 50 units. The Government’s strategy has been to create infrastructure and incentives for the regional economy to maintain levels of production and income. The park has been built so that industrial units are not in urban and residential areas, and to provide better technical and working environments.

‘Casa Pretoria’ fraud in Catalonia linked to Madeira. The Casa Pretoria fraud case has its epicentre in Catalonia and is being investigated by a top Spanish judge, Baltazar Garzon. There are links with various tax havens in Andorra, Switzerland, Gibraltar, Portugal and Madeira. The case relates to crimes of conspiracy, money laundering, corruption and falsification of documents to illegally divert European Cohesion Funds. 21 people have been indicted, of which 5 are in custody. Most are businessmen or hold senior positions in Municipalities in Catalonia. Results from investigations into real estate transactions have so far detected crimes in three municipalities to the sum of 44.4 million Euros. A member of the Socialist Party of Catalonia, Luis Garcia, was the instigator of the fraud. A business close to him was awarded a development project by municipalities involved in the fraud. The money received for favours was laundered through tax havens. Money invested in tax havens was used to purchase land which was subsequently reclassified through a network of middlemen and commissioning agents.

Promoting tourism occurs without any money. Promoting tourism affected by default of 2 million. Turismo de Portugal has not transferred 800,000 Euros and 1.2 million has not been transferred from the Regional Budget to the Association of Promotion of Madeira. Out of a budget of 5 million, this is a shortfall of 40% with less than 25 days until the end of the year, resulting in defaulting. With the 4 + 1 + 1 rule: for every 1 euro private funding, add 1 euro from the regional budget and 4 Euros from Turismo de Portugal. Turismo de Portugal refused to transfer money without regional authorities doing so, and is in the process of settling the payment of the remaining 30%. This is causing distrust and contracts amended by some operators. There is unease because the Regional Government has ended the extraordinary boost in funding and although the Regional Secretary of Tourism has an increase in budget, the Promotional Association will have a 2.3% cut in funding. In addition, there is uncertainty about the Government investing in emerging markets rather than the tradition markets of the United Kingdom, Germany and France which represent 47.8% of the tourists.

Carlos César says the Azores have not yet decided to support the proposal of Madeira. The President of the Regional Government of the Azores declined today to reveal its position on the proposed revision of the Regional Finance Law presented by Madeira, as they are still evaluating the document. During the election campaign for parliamentary elections, Carlos César repeatedly supported the Azores being positively discriminated against in relation to Madeira, arguing that it is an archipelago of nine islands, which have different needs than one that has only two islands in close proximity. The president of the regional executive, who is also the leader of the PS – Azores, criticized the actions of the opposition parties on the continent as they are not in government. "The opposition says the Government has not realized that it does not have an absolute majority in the Assembly of the Republic, but the truth is that the opposition does not yet understand that it is not in government."

Tourism honours German couple. The German couple, Egon and Astrid Roes have visited 75 times. They received a certificate, bouquet of flowers and a toast of Madeira Wine. Astrid Roes said he liked much of the island and when people asked why they favoured the island, he said they liked to experiment, and the island had always something to find, even after dozen of trips.

VII Meeting of the Africans People. 7 December in the Municipal Gardens, Funchal at 20.00. Music, dancing and food. There is a small African community in the region, only about 300 Africans.

Madeira reaches EU target for education. Madeira has managed to achieve some of the goals set by the EU for the level of education for 2010, others are still being achieved. 100% of children under 5 years are in pre-school education, 87.2% attendance at school and 100% at Basic Education are learning English. The drop-out rate of 12% still needs working on. Portuguese and Mathematics results are good at year 4 but decrease at year 6 and again at year 9.

Corruption in the police? Commissioner Roberto Fernandes is the commander of the police in Funchal and also leads the Public Relations Department of the Regional Command. But his past is overshadowing his career. When sub-commissioner of Câmara de Lobos in 2004, there were two incidents involving members of his family where there are allegations of falsification of the evidence. Based on an anonymous letter, alleging abuse of power, falsification and denial of justice, the Public Ministry began an investigation. This is awaiting a court hearing. His name is not ratified in the Official Gazette, possibly due to the pending court case.

The news headlines from today’s front page of the Diário de Notícias :

‘Over the top’  operation at the arrival of Lobo Marinho – PSP, GNR, SEF and public prosecutors (?) searched cars and seized drugs yesterday evening on Porto Santo. The police, national guard, border and immigration control (amongst others) got wind that something was up, and were waiting for the Porto Santo ferry as it landed at the golden island yesterday. Searches were carried out, focused on the 37 cars that were being transported, and drugs were seized. The Diário says that it was waiting for an official statement on the matter and had no more details when going to press.

Funchal Council want the Madeira Government to pay ‘freebies’ of the hotels – Touristic usefulness in question. Under regional laws new constructions (particularly hotels in Funchal) can be exempted from paying council tax, at the decision of the local authority, that being the Câmara Municipal of Funchal (CMF). A great incentive for attracting investments in tourism, and great business for those investors, but of course it all leaves a gaping hole in the CMF coffers, a hole that has to be filled with local taxes from other IMI payers in Funchal. So some bright spark in CMF proposed that these losses should be paid for by the government of Madeira, and this was voted on and accepted in a council meeting. So now CMF will be the ones who approve all plans for new ‘touristic’ investments, and the ones who give the discretionary exemption of IMI taxes, and then ask the government for reimbursement from public funds, at the cost of all the taxpayers of Madeira. Good business for Funchal for sure.

Riu ‘chain’ starts in Brazil through the hand of the Madeiran Estêvão Neves. This is a hotel chain that has decided to enter the Brazilian market, thanks to a Madeiran businessman. A bit out of scope for this blog me thinks.

Today’s top news story : Jardim switches budget of Sócrates for €100 million – The PSD national is in tune with the strategy of the president of Madeira : The ‘orange benches’ guarantee the approval of the redistributive budget if there is a guarantee that the document contemplates increased debt capacity for the region. No time for me today to do this top story today, but if someone else is willing to translate, here is the LINK 

Rubbish piles degrade the roads of Porto Moniz – cans, paper, plastic, iron and even mattresses thrown on the public highways, a damaging scenario for the landscape in the district. The ‘population’ is breaking the law by dumping rubbish in areas where they shouldn’t be. An action that prejudices the attempts to attract more tourists to the area. As well as the rubbish already mentioned, there are washing machines and chairs, just dumped on the roadsides. The president of the council of Porto Moniz said he had no knowledge of such ‘tips’, but said that as soon as he was made aware he would have the areas cleaned up, and try and identify the offenders. What a disgrace! There are several photos, one even worse than this one. Some tourists will find this all quite attractive of course, more specifically the four legged disease carrying hairy kind.

… and of course the big football story : Draw pretty unfriendly for the World Cup – Brazil, Ivory Coast and North Korea. These teams will be the opponents of Portugal in the 2010 World Cup, that starts in June in South Africa. The draw, full of stars, decided that we play in Port Elizabeth, Cape Town and Durban. You heard it first on yesterday’s blog comments, with live coverage of Portugal’s fate, probably first on the internet worldwide. But what a contrived lottery it was, they might as well of picked out the four semi-finalists and not bother with the rest. And yes it was full of stars, if you can count that idiot Beckham. This is what a reporter for the UK Daily Telegraph said : 

"Seriously, what is it about David Beckham? Not only did he steal the show before the 2010 World Cup draw in Cape Town, he got a ticket onto the main stage, a kiss from Charlize Theron, and then stood there smirking … they clearly love him more than ever. Becks may look like a lesbian barmaid with his new half-mowed haircut, but put him in a room with suits and cameras and strange things happen".

A couple more old bus photos taken from the photographic exhibition in Ribeira Brava. The photos don’t have any commentary, so I have no idea when they were taken, or when these fine vehicles were last in service.

I mentioned last week that I had received in the post the AKI Xmas catalogue, full of Christmas decorations, and not much else. The IZI equivalent arrived this week, again packed with Xmas decorations, but also a lot of ideas for gifts also. Lots of DIY stuff and power tools for men, and gardening tools and equipment too, so I have my preferences picked out. However when I paged through again to look for Xmas presents for the ladies, I couldn’t find any kitchen items at all, nor cleaning equipment, or ironing boards or suchlike. In fact there was nothing household at all, so is the IZI store really like this? Is this part of a worldwide conspiracy against men, as I had hoped that maybe I had left this attitude behind years ago?

Following an article a couple of days ago, it seems that RTP Azores has employed a journalist of mixed origin and language skills to provide news stories in English. TAKE A LOOK

One for the MADEIRA WINE buffs.

Tough games for our local football teams this weekend. Both games are on Sunday. Firstly Nacional visit Leixões at 4 pm, but the hosts are not as good as they were last season, so a bit of a chance of a result. At 6 pm, Marítimo host the big name of Porto (SportTV1), who aren’t playing that well this season, having changed their style of game somewhat.

TAP cheaper than Easyjet. D.Cidade looked at the websites of both carriers for prices of flights leaving Funchal on the 28 December and returning from Lisbon on the 2nd January (end-of-year celebrations). Easyjet, advertised as a budget airline, lowest inclusive price was 450.98 Euros. If the return flight was on the 1st January, the total was 362.98 Euros, i.e. 88 Euros less. TAP for 28 December to 2 January was 399.91 Euros which is 51.07 Euros cheaper than Easyjet. If returning on the 1st January, TAP website price was 334.91 Euros which is 28.07 Euros cheaper than Easyjet.

Drugs killed 19 in four years. Between 2005 and 2008, 19 people died in Madeira due to illicit drug use. The actual number is probably higher as the official figures only account for those who died after hospitalization, i.e. not those who died outside the hospital setting.  The European Monitoring Centre report indicated a 45% increase between 2006 – 2007 in drug overdose deaths in Portugal due to an increase in cocaine use. Of the 314 who died, 91% were male. In Madeira, according to the Director of Drug Prevention, "The average age of first drug use is lower than the national average, as is the percentage of consumers per number of residents." In 2001 in Madeira, 8.6% of the population consumed drugs at least once, and in 2006 this had fallen to 5.2% compared to the national average of 12%. Prevention is focused on the individual rather than the drug consumed.

A 25 and 34 year old couple detained today for trafficking 24,300 doses of heroin. The wife is Portuguese and the husband a foreigner. They already have criminal records.

Madeiran computer usage above the national average. In Madeira, 58.3% of households have a computer at home and 49.7% have Internet connection, mainly through broadband. The only place in Portugal to exceed this number is Lisbon where 60% of households have a computer. Nationally, 9% of items bought are over the Internet but only 7% in Madeira, despite the fact it is an island. The majority of orders were for travel, accommodation, holiday-related services, computer software and electronic equipment. Most users are between 16 and 54 years, especially under 34 years of age and 51% are male. —- Could be low sales due to unavailability as many Portuguese sites will not deliver here and costly in postage, or people shop when they fly to Lisbon.

Stolen condoms machine! A condoms vending machine was stolen from outside a pharmacy in Santana early one morning, without witnesses.

Parliament using a law that no longer exists. The Socialist Party MP Jacinto Serrão accused Parliament of "negligence" in relation to a matter  of "utmost importance for the region". The Regional Government sent a report to Parliament on participation in the European Region. The application of EU funding and participation in EU programs presented to Parliament was under a legislative decree, which is based on a national law which does not exist. The law was repealed three years ago and replaced by another one which is more favourable to the Autonomous Regions. Under this new amendment, Parliament could comment on anything that came from Brussels, so this later law needs adopting.

Hybrid and electric cars will have cheaper parking. From January 1st, car parking in Funchal will be half price for such cars. 150 places will be created for these cars, which is 10% of all parking where parking meters are used. These spaces will be in Aljube, Hospital Velho, Avenida do Mar and the zone of Ajuda, and other areas. The owners of such cars will have to obtain a green sticker from Funchal Council to put on their windscreens. Such areas are reserved only for ecological cars or there will be a none-parking fine applicable. The meters will have two buttons, one for the normal tariff and a green one.

There will also be more parking spaces for motorcycles as there are more bikes up to 125 cc after the change in the law which allowed Category B licence holders to use vehicles up to 125 cc and 11 kw of power, This is to abolish the abusive parking which is occurring, for example when walking by Edificio 2000.

Maintenance of ‘Lobo Marinho’ will be in Madeira instead of Spain or Portugal. Annual maintenance work will be at Caniçal and prevent the ferry from sailing 16 trips between  12 – 30 January 2010. The decision needed a special permit and will employ 20 local workers from 6 companies. Cargo (fresh produce) will go twice a week via SATA flights, and the Porto Santo Line ferry will refund the difference in the air fare for residents on either island who have to fly.

French tourism promotional campaigns have worked. In October, there was a promotional campaign in Madeira for 150 French travel agents and journalists. SATA have also promoted the island. Madeira now features in some holiday brochures and between them, ‘Top of Travel’ and ‘Voyages Internacionaux’ have brought 800 French tourists here and they hope to double that number next year. The sale of Aigle Azur flights from Paris have exceeded expectations and if this continues, they will increase the frequency next summer.

Government not honouring its debts to contractors. The liquidity problems of the Region, justified by the Government reducing state transfers  and the prohibition of use of new bank loans, is causing havoc in dozens of the companies that provide services to the Region. The Government has 25 year contracts under part-private partnerships with Vialitoral and ViaExpresso for construction and operation of new roads. This year, the Region owes Vialitoral 58 million and ViaExpresso 25 million. Over the past three years, there has been failure in paying some of the money to the companies so they cannot pay back the bank loans, which accumulate interest, and this should be met by the Government. The Regional Government is awaiting permission to pay this debt under a program created by the Portuguese Government. The Government of Madeira initially received 574.2 million Euros for the projects and they pay ‘virtual tolls’ ranging between 0.1 and 0.2 cents for each vehicle on the roads. Over the contractual 25 years, they will pay 1,825 million Euros, varying between €38 million in 2002 and €100 million in 2015.

As Der mentioned, other complaints of non-payments. The SIRAM group of companies who installed the Christmas illuminations are irregular in payments to workers, especially for holiday bonuses from June / July and overtime.

Warning for travellers to Cabo Verde. The Portuguese Government has issued a warning about dengue fever carried by the mosquito Aedes aegypti. Since October, due to the outbreak of dengue fever in Cabo Verde, there have been 6,700 cases and 4 deaths. People travelling there have been advised to take special care. IASAÚDE is aware of the problem and last year when there was a similar problem in Brazil, special precautions were taken in Madeira. Travellers are advised to be vaccinated against yellow fever and use insect repellents. If a person shows symptoms, they are sent to the Service of Communicable Diseases for diagnosis. Since the mosquito has been identified on Madeira, care has been intensified.

Surveillance will tighten on Market Night. The street vendors will have to comply with hygiene standards and the space allocated to them. They have to pay a deposit before the event which is not refunded if the area is not kept clean. Extra litter bins and containers are provided but not always used. Last year, 18 stallholders were fined an average of 50 Euros, totalling 900 Euros. From the 10th December, there will be an increase in waste collection and they hope homeowners will make use of these to counteract the days over Christmas and the New Year when normal collections are missed.

‘Play the buzios’ competition in São Roque do Faial. Next Tuesday at 19.30 in the Casa do Povo, a competition to provide entertainment and teach children the art of making sounds out of this ‘instrument’ (conch shell). Awarded on merits of loudness, length of time and artistic ability. There will also be the Feast of São Martinho to revive the local tradition on the eve of São Martinho.

Individuals in a car assaulted an elderly woman.  An elderly woman was alone at a bus stop in Quinta Grande on Wednesday morning when a passenger of a passing car got out, threw her violently to the ground and stole a wallet containing about 100 Euros, personal documents and glasses. The woman went to the nearest residence for help, but unfortunately no individuals could be identified. A local resident claimed this type of crime has happened before and that criminals watch for people on their own.

Madeirans postpone buying a car. Up until September this year, there was a 26.28% reduction in the sale of new vehicles, to 2,130 cars and 296 commercial vehicles. At least 855 new cars were left at the dealers compared to last year. This means that both commercial and private buyers are buying fewer vehicles. There are faint signs of recovery and a lot of cars were previously bought using more readily-available credit. The tax incentives to buy hybrid or electric cars has had little impact as these vehicles are still very expensive. The picture is the same for used cars, and more diesel cars are selling than petrol cars. From the 11 – 15 November, there will be a used-car market at the Tecnopolo.

Madeira Wines & Spirits Festival. Update on yesterday. It was promoted yesterday on one of the catamarans and they were lucky enough to see dolphins. Access is 5 Euros a day, 7 Euros for 2 days and 9 Euros for all 3 days. This entitles you to a wine tasting cup and free entry to other activities.

New Savoy Hotel. They hope to start the demolition before the end of the year, which should take 10 months, and redevelopment will take between 3 and 4 years. There will be 828 beds in 4 blocks, both in the hotel and apartments. 371 housing units split between standard rooms and apartments, ranging from T0 to T4 duplex. There will be more green areas in the 18,794 square metre site than before.

‘Atlantis’ special program. 10th anniversary of the RTP-M program. A special 2 hr recording today at the Casino which will be broadcasted on RTP-M, RTP-Azores and RTP-International. The program includes traditional folklore groups from Camacha and the Choir of the Portuguese in Caracas who are presently visiting the region and performing around the island.

Fire brigades better prepared for forest fires. From next Summer, there will be nine new vehicles spread around the region. The fire brigade will take part in an exercise at Madeira Airport on November 18th. There will be further exercises on the 19th and 20th at Rabacal to test the response at two scenarios of serious accidents with multiple victims. One will be a disappearance of a group of tourists in adverse weather conditions and another will be an accident involving a passenger bus.

Postponement of increase in the fees of private doctors. Consultation fees remain at 55 Euros until 2011 due to the present economic climate which is causing a drop in the number of consultations.

Fuel increases on Monday. Unleaded 95 octane up by 1 cent to 1.21 Euros and diesel will be 0.97 cents.

Businessman António Lopes acquires abandoned village in Portugal. António Lopes was for many years involved in the construction industry in Madeira. He has brought the abandoned village of Vieiro in Portugal which has been uninhabited for over 30 years and consists of about 24 houses which are now in ruins. It has taken 26 years to locate all the owners. He wants to rehabilitate the homes, primarily for tourism.

A quick look at the front page news of today’s Diário :

Company of group involved in ‘Hidden Face’ received licence on Madeira before it was even created. It’s a long story of bigger consequences, but this particular part relates to a company set up on Madeira this year called Resatlântico, licensed in waste management, which apparently received its licence before the company was even formed.  The Department for the Environment says it followed the same legal regime that applies to all applications, and the company had not enjoyed any preferential treatment.  The  facts may say otherwise,  with ‘Resatlântico – Waste Management Ltd.’ not legally registered in the commercial registry office until May 11th, 2009, but the first license request in that name was received by the Department for the Environment two months before (March 3rd, 2009), via the Regional Secretary for Planning and Finances / Office of the Free Zone (Zona Franca), and an amended licence was thereafter issued, dated 19th May 2009. Hard to believe there would be any wrongdoing methinks. Busy people with so many brown and white envelopes passing through their hands often get dates mixed up.

Today’s top news story : Health and electricity owe €985 million – The Madeira health service has a passive debt of €484.6 million at the close of the 2008 economic year. The negative trend is worrying. Also the Electricity Company (EEM), despite of good economic indicators, registered in the same period a passive debt of €500,500,000. I can’t believe that last figure is correct … that must represent carrying a debt of around €5,000 for every customer EEM has on Madeira.

Contest for the Botanic Garden takes out director – Biologists surprised with opening for candidates just for agricultural engineers, leaving out the current post-holder. The regional secretary responsible has launched a recruitment process for a new  services manager of the ‘Jardim Botânico da Madeira – Eng. Rui Vieira’ (as it is now officially called). Roberto Jardim, who took the office left vacant by Susana Fontinha eight years ago, has a degree in biology, as did his predecessor.

Services through the loudspeakers causes controversy – The early morning masses in Lombada da Ponta do Sol are the origin of a police complaint. The câmara tried to make the priest more sensitive, that agrees to desist. All it needs is a letter to justify the matter before the faithful. The church ‘broadcasts’ the service to the community at 7.30 am on Sunday mornings, much to the annoyance of some locals. A complaint to the police under ‘noise laws’ was passed to the council to deal with, and the priest was approached. He will stop the broadcasts once he has some documents he needs to justify the move to the people. Unbelievable how the church thinks it has a free licence to impose itself in peoples lives whether they want it or not. I can live with the church bells, and even the occasional broadcasted services, and I even quite like the local events that now and again that close the town streets to traffic, and after all I did see the nearby church when I brought my house. But what I really detest is what is coming in just a few weeks, and that’s the 5 am mega-bangers day after day in the lead up to Christmas, but local traditions override national laws it seems.

In football : Madeiran Leonel Pontes in charge of Sporting. Following the shock resignation of Sporting boss Paulo Bento, his deputy will replace him for now. Leonel was born in Porto da Cruz, and was a tutor of Cristiano Ronaldo. Manuel Machado of Nacional was favourite to replace Bento in Lisbon, but it is believed he is not interested in leaving the Madeira club.
