from dnoticias APRAM admits increase in port fees would be "too punitive"
Alexandra Mendoza ensures that no tender will be published in Ordinance without first listening to shipping agents and shipowners....Management of Harbours (APRAM) ensures that up to now not been set any increase in port charges. But he admits that to happen, it would be very penalizing for cruise tourism and the economy of the region.

"Although there is nothing definite, ie, effectively there commitments with the central government following the situation of the region, but in regard to fees and the new tariff regulation of APRAM, this still is not completely consolidated, ie , there is still no concrete proposal, "said Alexandra Mendonca, questioned by reporters on the sidelines of the meeting with the RETE to create the" Advanced Node Atlantic Islands. "

"We are working to review where we can make adjustments, but nothing is set, there is a proposal, so neither the owners nor the shipping agents can not even pronounce," responded the president of the board the APRAM, given the concern of shipowners and shipping agents, who considered the 15% increase in port dues, as provided in the fiscal consolidation measures of the financial adjustment program of the Autonomous Region of Madeira, would represent a "serious threat" to the tourism cruise on the Funchal harbor - the largest in the country passenger visitors.

"Doubtless that is complicated and I understand perfectly the position, the fears and anxieties of shipowners and agents, because they really want an increase in tariffs to the level of cruise ships will be very penalizing for Madeira and the charge level as well" recognizes Alexandra Mendoza.

For there is no timetable for the entry into force of new port fees, with the APRAM to "see if you can streamline some things." The APRAM promises to consult with partners, notably the ACIF and other "stakeholders" to discuss in advance before any new regulation published rates for the ports of Madeira.

from the dnoticias 15 companies interested in building a new cruise pier
Ports Administration wants work quickly to avoid spending on dredging....The president of the Port Administration of the Autonomous Region of Madeira (APRAM), Alexandra Mendoza, complained today that the work of the new wharf starting as soon as possible due to spending in dredging operations which cost two million euros in 2010.

The new berth for cruise ships results from the use of landfill debris created during the storm of February 20, 2010.

The deadline for submission of proposals to the international public tender ends at midnight today and, according to Alexandra Mendoza, 15 companies raised the specifications.

"For us it is extremely important that this work boot because we're always suffer the most, we spend a lot of money on dredging. Last year was two million, and we are always monitoring the area," he said.

Alexandra Mendoza stresses that, under present circumstances, the continuous draining of land, rocks and debris from the landfill to the sea and precisely to the entrance area of the port of Funchal requires vigilance and close monitoring for the safety of ships.

In 2011, there were two dredging operations due to the silting of the port of Funchal bay.

The work in competition, and who is in charge of APRAM concerns the construction of a wharf with a wall of 300 meters in length for mooring of vessels taking advantage of the thousands of cubic yards of debris from floods two years ago. The work should begin by the end of the year.

from dnoticias 15% increase in port fees greater threat cruise port in the country
The position taken by the Association of Shipowners and Agents....The Madeira Regional Government is preparing a 15 percent increase in port dues as a result of the adjustment plan signed with the State, that agents of the sector as a threat.

This measure, according to officials in the sector, is a serious threat to tourism liners and standard of living of the locals, who already pay the most expensive ports in Europe.

"Madeira was served by five ships and now has only three ships, because the owners are at a loss every year. If you increase the amount of fees, the owners will not have any chance of fitting the rising costs, so only there is an alternative which is to pass this fee on to consumers, "said the president of the Shipowners' Association. Rui Raposo revealed that "prices have to increase people have to know why this happens and why the owners are considering creating a fee 'APRAM' Administration (Harbours)."

Chris Blandy, responsible for the Agency in Madeira Blandy and delegate of the Association of Shipping Agents in Portugal, has no doubt that "the increase in rates will have a very negative impact, because the owners schedule ranges of packets with nearly two years and an increase so, from one day to another, would have negative impacts on the point of view of Funchal destination. "

Also John Welsh, the boss of the agency 'shipping' João Martins de Freitas, reveals that this is "a matter of great concern, because over the last few years the port of Funchal has managed to gain competitiveness, visible on the scale and number of passengers . "The cruise market is responsible for revenues of EUR 50 million and" an increase now, exaggerated, port fees in this activity may have consequences, "he suggests.

It also notes that "an indiscriminate increase in port dues may not mean an increase in revenue for the region, probably because it can have consequences on the side of cancellation or reduction of calls in the port of Madeira." This agent calls attention to the positioning of Morocco and Canary Islands, the southern ports of Spain to ask for "a comparative analysis of the overall cost of a scale in Funchal in relation to other ports."

The responsible agency Ferraz, Carlos Santos, service to ships of Costa Crociere, Madeira, has no doubts that "an increase of 15 percent would be suicide." Counter that "there is just one company, which by this increase miss the wood with one, two or three boats in an instant to lose 250,000 euros in revenue per ship," noting that this agent "this summer, Costa Crociere and MSC did not come to Madeira to save fuel, something that has not happened for many years. "

With the ports of Lisbon and Leixoes this year to maintain the same tariff of last year, agents locals do not realize how the government can require the Lisbon Madeira worsening the "troika" is not imposed on the country, regretting that Alberto João Jardim do not had protected harbor fees, as it did in the case of the airport.

Passed through the port of Funchal 540,180 passengers last year, the result of 303 scales, which is the largest national port cruise. Lisbon scales accounted for 330, but only 502,000 passengers.

The responsible agency Ferraz, Carlos Santos, service to ships of Costa Crociere, Madeira, has no doubts that “an increase of 15 percent would be suicide.” Counter that “there is just one company, which by this increase miss the wood with one, two or three boats in an instant to lose 250,000 euros in revenue per ship,” noting that this agent “this summer, Costa Crociere and MSC did not come to Madeira to save fuel, something that has not happened for many years. ”

With the ports of Lisbon and Leixoes this year to maintain the same tariff of last year, agents locals do not realize how the government can require the Lisbon Madeira worsening the “troika” is not imposed on the country, regretting that Alberto João Jardim do not had protected harbor fees, as it did in the case of the airport.

Passed through the port of Funchal 540,180 passengers last year, the result of 303 scales, which is the largest national port cruise. Lisbon scales accounted for 330, but only 502,000 passengers.

Wish we were in Madeira. Looking out of the window here in London everything is white from last night's snow. I don't think it will last too long but its cold, cold, cold compared with your forcast in Funchal. Sorry to hear Martin had to come home to this. Maybe he's missed it where he lives.

Viv - best bet for occasional internet is Vodafone 3G mobile connect which is currently 10€ for 600 minutes - lasts for 3 months I think - double-check this as they keeping changing the time before it expires. You will require a USB dongle (cheaper in the UK but also available from Vodafone (their shop in the centre of Funchal or the one downstairs at the Forum sells these, as does the one going up the road from the Carlton to the hospital - this is where you will find their technical support guys). TMN have a similar package but not as reliable and doesn't work if you use a Mac.

For property management look no further than our main sponsor - e-mail enquiries@madeiraislanddirect.com

I have a ZON cable Internet connection that can be turned on and off (= no cost) just by sending them an e-mail message. There are various options: mine is a €25/month "Net24" that usually just provides about 4 Mbits/s (but that is all I need). They do of course charge for installation. Details can be found on the ZON web site (including various package deals also including cable TV and IP telephone - can´t advice on those since not using) - or visit the ZON Dolce Vita office.

Would suggestt that you contact TOBI Viv. He has V Good contacts in the property management area.......his web site is = tobiinmadeiradotcom

Most interner service providers would want a "full time" contract - MEO (sapo) etc.
But I think that you can get some form of "pay as you go" through TMN 'phone Company - a part of MEO.

We thinks it's good here m,dear.

Coming out on 14 of February for a week to set up house in Funchal. As we can only use it sporadically at the moment (recession) is anyone able to advise me about Internet connections? We do want to have access to the Internet although there is free wi fi a ten minute walk away. Wondering whether it is worth it to have it installed. Also does anyone know of anyone reliable to take care of things in our absence? Thanks for any advice.

from dnotica pt IASAÚDE recommends gloves and hat....The IASAÚDE this afternoon issued a statement which recommends the use of gloves, hat and scarf for the week 6-12 February in Madeira. Although the Institute of Meteorology forecasts point to a small decrease of minimum and maximum temperatures, the recommendations of the Secretary for Social Affairs, through the IASAÚDE indicate that it will be a week of very cold, with special care in feeding, clothing and house heating .

With temperatures already for between 19 and 14 degrees, the government asks people to wear layers of clothing of cotton or wool, to protect the extremities with gloves and a hat, wear shoes suitable for the cold and use moisturizer. At the same time, the homes must be clean and ventilated (to prevent mold), heated and care is needed with changes in temperature.

As for food, hot drinks, soups and broths, fresh fruit, cooked vegetables and nuts are suitable for cold weather. The IASAÚDE also calls attention to the elderly, especially those living alone. These people should be contacted and visited more often during this time.

Calculator above in right-hand column Vic. For historic rates useful tools at http://www.oanda.com/currency/historical-rates/
I would guess that the official rate would apply rather than the rate you would get for currency exchange at the time.
