			<content:encoded><![CDATA[<p>(30th September). <strong>&#8216;President For Teachers Defends Against Insinuation &#8211; In The Jornal da Madeira, Jardim encouraged the president of SPM not to forget who helped in her election. Marília Azevedo reacts&#8217;</strong>. The president of the Teachers Union of Madeira (SPM) reacted with a certain irony to the suggestion of Alberto João Jardim, who expressed an opinion in an article published yesterday in the &#8216;JM&#8217;, which alludes to some help, not specified, that was supposed to have led Marília Azevedo to victory in the election for the presidency of the union. &quot;Dr. Alberto João is a lawyer, so he did not vote for me for sure&quot;, she said, noting that only teachers in the union could vote in that election. Therefore, she says that she has no knowledge &quot;to whom he is referring&quot; in his article.&#160; She added that his statement did not bother her and she will not waste &quot;a lot of time thinking about it, because it is an opinion&quot;. Jardim made the insinuation after the union expressed concerns about the fact that teachers career progressions had been stalled since 2005. </p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/300909/dn0401020101.jpg" /> &#8216;Manor House Donated To The Region Falls Into Abandonment &#8211; The &#8216;Solar do Aposento&#8217;, in Ponta Delgada, is shown in the guide books, but the tourists knock on the door with their noses&#8217;</strong>. The north coast historic building was given to Madeira 6 years ago, that is also known as the Museum of D. Hilária Freitas, is part of Madeira&#8217;s heritage, but it is abandoned and the maintenance neglected, and outside the weeds are taking control. The building is also not secure with old doors and windows, and there are fears for the security of the contents. The Solar was bequeathed to Madeira by the owner, who died in 2003. It is a building of 18th century civil architecture, and contains works of arts, antique furniture, chandeliers, and religious artefacts. It was officially adopted as a &quot;property of public interest and local value&quot; by the government in 2002. Ponta Delgada council are talking about it&#8217;s use as an old peoples home, and this could happen by 2011. <em><font color="#400000">&#8216;Knock on the door with their noses&#8217; .. what a wonderful expression. I must remember that one next time the postman says he called (leaving a card) but no one was home, when for sure I was. </font></em></p>
<p>In today&#8217;s football headline : <strong>&#8216;Marítimo Not Rushed For Manager &#8211; SAD maritimista presents €1.4 million of losses&#8217;</strong>. At the general assembly of the club, attended by 92% of its capital holders, Marítimo declared losses of €1.4 million for the last season. The temporary coach appointed this week for Marítimo&#8217;s first team is also staying in charge of the &#8216;B&#8217; team, and will remain in charge until a new coach with a proven track record can be appointed. <em><font color="#004000">Just as well Marítimo didn&#8217;t have to pay for it&#8217;s stadium then, or the €45 million needed to revamp it, thanks to Madeira&#8217;s government and taxpayers, otherwise the end of season accounts would have looked much much different. </font></em></p>
<p><strong>&#8216;Culture is the new &#8216;trump card&#8217; for the promotion of Madeira &#8211; Department of Tourism increases its investment in the domestic market. Exhibition, theatre [?] and a new mini-series of TVI were some of the initiatives of the campaign launched on Tuesday in Lisbon&#8217;</strong>. In order to raise the awareness of the richness and cultural vitality of Madeira, the secretary of tourism, in partnership with the Department of Education and Culture will promote an exhibition of pieces from various museums on Madeira, in the Ajuda Palace, in Lisbon. Madeira has also been confirmed as a venue for a new mini-series on TVI (channel 4). These initiatives are part of the package that the government is banking on to attract tourists from Portugal to our region. In the latter case, the belief that the national TV series made here, Flor do Mar, has already increased tourism and warrants further exploring. As well as a new advertising campaign presented in Lisbon yesterday, the half yearly tourism figures were presented, showing a 15% rise in tourists coming from Portugal, with over 30,000 more coming here. Over the last two years, around 220 to 230 thousand Portuguese have come each year, increasing Madeira&#8217;s share of the domestic market. Another article talks about the initiatives outlined costing €680,000. </p>
<p>The new mini-series set on Madeira will run when the existing soap &#8216;Flor do Mar&#8217; has finished, and filming will start in November. The new series doesn&#8217;t yet have a name, but will be the project of TVI, as was Flor do Mar, that received some funding from the Madeira government. </p>
<p>&quot;<strong>One Doesn&#8217;t Even Make A Cêntimo For A Coffee&quot; &#8211; Taxi drivers of Porto Moniz pass through days without having a fare&#8217;</strong>. The Diário&#8217;s featured location this week, covers the taxi drivers plight, where they go days without a customer and have weeks where they earn little more than €5. The crisis has not helped. The two drivers interviewed say they are tired of spending the day sitting on the rank at the Praça do Lyra, and also complain about the transport service provided for the sick, saying that the ambulance charges twice the price per kilometre that they do. The traders of Praça do Lyra are also suffering, with one seller of regional handicrafts saying his sales have dropped by 25%. Limited car parking also affects business. </p>
<p><strong>&#8216;PSP seized 300 doses of cocaine and €1500 resulting from drug trafficking &#8211; Officers from the Funchal Police detained a foreign individual and identified two drug drug addicts. The alleged activity was operating in the area of Avenida Arriaga&#8217;</strong>. Police intercepted on Sunday morning a male of foreign nationality in possession of several packages of cocaine and €1,500 in cash, allegedly resulting from illegal activity. Police had spotted a number of individuals seemingly buying / selling drugs and moved in. Subsequently they identified a house used for transactions, and in the house was found a precision scale, a prohibited weapon, several mobile phones and money. The individual detained is now subject to weekly reporting at a police station until investigations are complete. </p>
<p>12 suspected Gripe A cases were tested on Madeira in the last week, but only one man of 46 years from Venezuela was found to test positive for swine flu. He was taken into intensive care, but his condition is stable. That takes the total from the beginning to just 40 confirmed cases, with just one case in two weeks. <em><font color="#000040">Early days I know, but isn&#8217;t it reassuring that we are in the lucky position of knowing the age, sex, and nationality of all our Gripe A victims, whilst other countries have lists amounting to hundreds or thousands on a weekly basis. Just doing my bit in case any potential &#8216;non infected&#8217; tourists come across this posting and fancy paying us a visit. </font></em></p>
<p><strong>&#8216;Oral Health Month Also On Madeira &#8211; 17 dentists on Madeira and Porto Santo join the initiative running during October&#8217;.</strong> In order to prevent oral diseases and improve education for proper oral hygiene among the Portuguese population, Colgate and the Portuguese Society of Estomatologia?? and Dental Medicine (SPEMD) are carrying out in October the 10th edition of &quot;Oral Health Month&quot;. 15 of the dentists are in Funchal. They will be available next month to do free dental check ups (without treatment or radiographic examination). The annual initiative has allowed so far 95,000 free check ups since it&#8217;s first year, and more dentists are joining up. The main conclusion from 2008 was that less than 1% of adults have completely healthy gums and teeth. </p>
<p><font color="#000040">Next Tuesday the cruise ship &#8216;Black Prince&#8217; arrives in Funchal on its 594th and final visit. The ship has been in service nearly 43 years. Several initiatives are being planned to mark the final visit, including a short lecture on the &#8216;Black Prince&#8217;, which will take place tomorrow, 1st October at 18:30 pm, in the auditorium of FNAC in Madeira Shopping. The ship has been sold to a Venezuelan company, and it expected to remain in tourism activities.</font></p>

Today&#8217;s main news headline : <strong>&#8216;Metropolitiana Forgets Santa Cruz &#8211; It&#8217;s been six years since the people of Santa Cruz saw any new project coming to their region&#8217;</strong>. That was the multi-storey car park asked for by the câmara from the Sociedade Metropolitana de Desenvolvimento (SMD &#8211; Metropolitan Development Society). SMD is the responsibility of the vice-presidency of the Madeira government, and has the responsibility of improving the supply of social and economic infrastructures, through the promotion of sustained investment, to enable new local developments. SMD also covers the areas of Porto Santo, Funchal and Câmara de Lobos. The work of the SMD is often obscured by the local council presidents who take the credit for any new and popular developments, but now the local politicians are not so pleased with the lack of recent activity in the area. Asked about the lack of work, the president of Santa Cruz admits that he would like to have more developments in his region, but tried to play-down the situation. &#8220;I would have liked to have more projects, we all would, but it was not possible. We must remember that Santa Cruz has already received four works conducted by the Metropolitana in recent years&#8221;. The four projects referred to are : Aquaparque, the sea front at Ribeira da Boaventura, the Largo do Caniço, and the beach zone at Reis Magos. </p>
<p>The main front page photo today shows a traffic jam : <strong>&#8216;War Of Neighbours In Order To Park Occupies Carriageway &#8211; The Chaos on the [road] 5 de Outubro has worsened since the start of school. The council gives in to residents and complicates the life of those who come down through Viveiros&#8217;.</strong> The traffic of Funchal needs routes, as getting in and out remains awkward, and the hope now is on the new Via Expresso at the port. Peak traffic times are particularly difficult, despite the completion of improvement works completed in central Funchal, and now it&#8217;s &#8216;back to school&#8217; the problem has worsened. The Cota 40 and especially at largo da Cruz Vermelha are highlighted problem areas. <em><span style="color: #400000;">The article goes on to list and debate just about every problem on every major road in Funchal, but isn&#8217;t it the point that traffic problems are the best way to get people to look to alternatives, such as public transport, and park and ride, and even if I might be so bold to suggest &#8216;on foot&#8217;. If the council keeps looking to make improvements in the traffic flow, it is going to counter its attempts to create a &#8216;green&#8217; city. Bus lanes on every major road would be my solution, with a few well placed &#8216;park and ride&#8217; schemes. </span></em></p>
<p><strong>&#8216;Convict Beats Up Man In Funchal &#8211; The accused of the aggression that sent the man to intensive care, had already robbed the house of a police commissioner&#8217;</strong>. The 20 year old convict was detained, but subsequently managed to escape, after also being taken to hospital. His 44 year old victim is in a serious condition in Funchal Central Hospital with head injuries.</p>
<p><strong>&#8216;PSP Receives New Guns &#8211; The regional command is one of the first in the country to be equipped with the &#8216;glock&#8217;</strong>. They are the &#8220;latest shout&#8221; in firearms, and Madeira already has it&#8217;s new stock ready to issue to police officers. The 9 mm weapon is &#8220;Characterized by its high taking-out power&#8221;. <em><span style="color: #004000;">I for one intend to be very well behaved over the next few weeks, as no doubt our fine officers will be keen to try out their new toys. I might even have to be nice to Uncle Bertie when he is over this way again, and even shake hands with him, in case he tells the police to sort me out. </span></em></p>

<p>In entertainment : <strong>&#8216;Comedy Brings &#8216;Aces&#8217; From The TV In October&#8217;</strong>. National comedy arrives on Madeira next month, with stars from Flor do Mar and Malucos do Riso / Morangos Com Açúcar. The theatre comedy is called &#8216;I Love My Penis&#8217; (and that has not been translated), and has been doing the rounds in theatres throughout Portugal. It&#8217;s for over 18&#8242;s. </p>
<p><strong>&#8216;Via Expresso In The North Ready In 2011&#8242;</strong>. During a visit to the new road construction yesterday, the regional secretary responsible said that the new road between Boaventura and São Vicente would be ready in 2011. The total length of the extension is 7.1 km. The road is being constructed in three phases, with two phases already underway (Boaventura &#8211; Ponta Delgada 1.341 km, and Ponta Delgada &#8211; Faja da Areia 3.254 km). 4 new tunnels will be needed to complete the route.</p>
<p><strong>&#8216;Child psychiatry unit opens with a lack of professionals &#8211; It needs two child psychiatry doctors, but at present there is only one&#8217;</strong>. The new centre, São Rafael, was inaugurated yesterday, and is the first one on Madeira, and just the third one in Portugal, that specialises in children aged between 10 and 18 with acute mental health problems. The unit can accommodate 10 patients, with an emergency reserve that can be called upon if needed. Amongst other mental problems, the unit will deal with children who suffer psychotic episodes, make suicide attempts, and suffer severe depression and behavioural changes.</p>
<p>Portugal had 2,213 new case of Gripe A swine flu between 14th and 20th September. Around 20 of the victims were hospitalised.</p>
<p><span style="color: #400040;">The ongoing strike by customs officers is causing some problems with incoming freight by sea. Two container ships, the &#8216;Apolo&#8217; and the &#8216;Portdouro&#8217;, suffered significant delays yesterday in the unloading of containers, posing a threat to the restocking of Madeira&#8217;s supermarkets. The deliveries included 30 refrigerated containers, which were released thanks to &#8216;shortcuts&#8217; permitted by the Director of Customs, but the other containers will remain in Caniçal Port until the strike is over and the release can go through the normal customs channels.</span>  </p>
<p><strong>&#8216;Easyjet Increases Weekly Flights Between Madeira And The United Kingdom &#8211; One more connection on the Stansted route will start operating at the end of October&#8217;</strong>. The UK airport will now have 5 weekly flights for the start of the Winter season. As a result of the same negotiations with Tourism of Madeira, Easyjet will also operate 4 weekly Gatwick to Madeira flights in the Winter, and 3 in the Summer, which is one extra. Including the Bristol route, that will make 12 Winter and 11 Summer flights to and from the UK.</p>
<p><strong><img style="margin: 0px 0px 0px 15px; display: inline" src="http://www.dnoticias.pt/diario/fotos/250909/dn0401070101.jpg" alt="" width="301" height="200" align="right" /> &#8216;Luxury Italian Ship In Port &#8211; The new cruise ship of the Costa fleet makes it&#8217;s debut today in Funchal Port&#8217;</strong>. The €450 million Costa Luminosa brings over 2,700 Italian tourists, before leaving for Malaga at 5.30 pm. It underwent the usual inauguration process early this morning, with a good soaking from a powerful water &#8216;canon&#8217;. It will be back again on the 6th October, with 4 more visits to Madeira scheduled for this year. Among its specialities, the ship is a floating art gallery, with nearly five thousand works of art, of which 288 are original works.</p>

			<content:encoded><![CDATA[<p>(23rd September). <strong>&#8216;Green Line Inaugurated &#8211; Two buses operate the route between the Electricity Museum and Piornais&#8217;</strong>. In the first phase of the new &#8216;Linha Verde&#8217; in Funchal, the buses will run every half hour until the end of October. In November eight more eco-friendly vehicles will join the team, and the service will then run every 7 minutes. The buses comply with European rules and it is possible to reduce pollution by 80%. <em><font color="#004000">I thought the new buses might be different in appearance, or in colour at least, but the feature on last nights TV news showed what looked like the usual yellow buses with a green window sticker. Great initiative though. </font></em></p>
<p><strong>&#8216;Port Doesn&#8217;t Have Conditions To Welcome Mega Yachts&#8217;</strong>. A mega yacht, &#8216;One More Toy&#8217;, coming from Gibraltar on Monday was forced to drop anchor in Funchal bay, after an attempt to moor in the port failed, even though the harbour area itself was almost empty. The attempt to moor was &quot;completely frustrated by a lack of technical conditions&quot;, as it is necessary to remove fenders placed in the area, which will damage the hulls of mega yachts. Access to the pier for the crew is also complicated, because much depends on the height of the tide, which can make crew departure / access dangerous. The inadequate effort made for a port of this kind does &quot;absolutely nothing for the image of the region&quot;, and many of the skippers choose not to return to Funchal, going to other ports of the Azores or Canary Islands instead. &#8216;One More Toy&#8217; was eventually able to dock properly yesterday morning. The chamber of commerce of Funchal presents tomorrow at 9.30 am, in the Electricity Museum, a programme of optimisation of energy consumption for the hotel industry of Madeira. The initiative is co-sponsored by the European Economic Area through the EEA Grants Fund, and is open to all our hotel owners. The central objective is to implement a concept of continuous local monitoring, with centralised analysis of the data, ultimately identifying areas for intervention and savings opportunities leading to reductions in costs and energy consumption. The initiative involves a team of expert consultants in technology intervention. </p>
<p>(22nd September). <strong>&#8216;Saga Holidays Distinguishes Monte Mar &#8211; The Hotel of Ponta Delgada continues in the &#8216;top ten&#8217; of the units of European brochures&#8217;</strong>. The Monte Mar Palace, in Ponta Delgada on the north coast, returned this year amongst the ten most desirable hotels by the customers of UK tour operator Saga Holidays, in its brochure for Europe and the Mediterranean. It is a fact that since almost the day of the opening of the hotel in 2003, it has received the best reviews from the British operators, who awarded it its first distinction of &#8216;Top Stay &#8216;in 2004, after just a year of operation. Some brits like it so much, they spend 3 months alternating between there and elsewhere. Saga holidays are only available to those aged 50 and over. </p>
<p><strong>&#8216;Funchal Port Is Number 28 In Europe&#8217;</strong>. In terms of the number of passenger movements, Funchal is the 28th busiest in Europe, but last year dropped 3 places in the world(?) rankings. In what is termed the &#8216;Iberic&#8217; ports Funchal occupies 6th place. Lisbon, which last year robbed Funchal of first place in national ports, is now 60th in the world ranking, and 27th in Europe. The busiest cruise port in the world is Miami, with 4.13 million passengers. Barcelona is the biggest cruise destination in Europe with 2.06 million passengers.&#160; </p>
<p><strong>&#8216;TAP Secures Half Of The Flights To Madeira On The Days Of The Strike &#8211; Pilots of the flagship airline company on strike Thursday and Friday&#8217;</strong>. The administration of Portugal&#8217;s favourite airline have guaranteed that at least four of the eight flights on each of the two days of the strike will take place. A spokesman for TAP advises that any passengers due to fly on those two days check the situation before travelling to the airport. The pilots are striking over a pay demand. </p>
<p><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/digital/fotos/210909/dn0101010801.jpg" /> (21st September). <strong>&#8216;Monte Train Returns &#8211; The project has a budget of €6.5 million&#8217;</strong>. The works haven&#8217;t started yet, but the Monte train project is a certainty. Once the land is obtained (by expropriation / compulsory purchase) and the works that will take 18 months to complete, it should be open in less than two years time. A spokesman for the various stakeholders said it is a good initiative uniting public and private input that will benefit Madeira. The train will run the same course of the original route, but only between stations at Largo da Fonte in Monte and Terreiro da Luta. The old train will be will be replaced by a modern funicular, similar in appearance, with room for 60 passengers. The expropriation process has already started.</p>

			<content:encoded><![CDATA[<p>(21st September). <strong>&#8216;Return To School : Quality Is Higher With Less Students&#8217;</strong>. This is an interview with the regional secretary for education and culture, Francisco Fernandes, who says that with less students this year, the quality of teaching will improve. He also talks about the 37 projects of construction, improvement and expansion (individually listed) in higher education in the Autonomous Region of Madeira. Two challenges being faced are the extension of full time schooling to 100%, as some children still have to &#8216;work shifts&#8217; due to limited teaching resources, and the extension of compulsory education until the age of 18, something eased by a reduction generally in student numbers. 40,230 children and youngsters return to school today, although 2,941 will in truth be attending for the first time. They will be full time in school, apart from some small deviations in Funchal, Calheta, and Câmara de Lobos. 173 schools will be involved in the education of our children, one more than last year. Teaching staff have increased in number from 6,867 to 7,621, including 1,402 on temporary contracts. Non teaching staff have diminished slightly from 3,231 to 3,226. </p>
<p>Staying on the subject of schools : <strong>&#8216;School Ready In April &#8211; Government was counting on having the infrastructure enlarged for a thousand extra students this year&#8217;</strong>. The new basic and secondary school in São Martinho is not ready in time for this new academic year, as was targeted, due to a series of problems has put the completion target back to April 2010. The main problem arose when large storm drainage pipes were detected in the foundations of the new structure, which needed diverting at an additional cost of nearly €400,000. <em><font color="#400000">Funny time to be announcing it on the first day of the new school year? </font></em></p>
<p><strong>&#8217;13 Already Died On The Roads This Year &#8211; A nasty accident on the via rápida, in the early hours of yesterday, was fatal for a 34 year old man&#8217;</strong>. The car lost control and hit the central barrier in the area of Magi Reis, close to the Caniço junction. It seems likely that the dead man was not wearing his seat belt. A woman in the car was also hurt, with a suspected fracture, and suffering from shock and bruising. The same night another serious injury was inflicted in Santo da Serra, when a car hit a wall at speed, and the driver had to be freed from the vehicle. It was a black weekend on Madeira&#8217;s roads, after a 79 year old man was run over and killed on the Estrada do Aeroporto, in Abegoaria, Caniço. 22 people died on Madeira&#8217;s roads in 2008 (<em>but that does not include those who died later in hospital under strange counting rules</em>). </p>
<p><strong>&#8216;Tourism Nationally Distinguishes João Borges&#8217;</strong>. The state is to officially award João for his services in tourism and promoting Madeira, and Bernardo Trindade, secretary of state for tourism will present him with the gold merit medal. Known around the world as &#8216;Mr. Madeira&#8217;, he assumed the role of public relations for our island, and was a key figure in the consolidation of tourism here as former Regional Director of Tourism. A medal of merit is also to be given to the Museum of Sacred Art for the provision of services relevant to the satisfaction of tourism, and enriching the tourism experience. The Secretary of State for Tourism, feels that the museum exhibits one of the finest collections of Flemish art in Portugal, and even in Europe, and for that is the most visited museum on Madeira. Much of the collection was assembled through past generations producing and exchanging sugar in exchange for Flemish art. </p>
<p><strong>&#8216;Day Without Cars&#8217; On Porto Santo Will Have Free To Use Bicycles &#8211; Companies on the island join in with the challenge : &quot;Improve the environment in the city&quot;.</strong> Tomorrow Porto Santo joins in with the European initiative &#8216;Day Without Cars&#8217;. The main road ER120 will be controlled between 8 am and 4pm to take the pressure off of traffic in the city, and bicycles will be loaned free of charge. </p>

Edgar scored twice to give Nacional the three points, and spoil the 99th birthday part of Marítimo, who failed to take advantage in the second half of a 10 man Nacional side. <strong>&#8216;After the game, Marítimo&#8217;s Bruno forced his way into the changing rooms, resulting in the involvement of the police&#8217;</strong>. </p>
<p><strong>&#8216;African Association wants to know the size of the community&#8217;</strong>. One hundred members of the African community in Madeira were present yesterday at the taking on of the social body of the Cultural and Recreational Association of Africans in Madeira (ACRAM). After several years of low activity, the association wants to undertake work from scratch. The new president Augusto Mané wants to carry out a survey about the community on Madeira. Mané admits to not knowing the number of African immigrants on the island and their needs, and wants to address this. Regardless of the outcome of the survey, Augusto Mané assures commitment to social and economic issues. &quot;The biggest problem in the community is legalization [in immigration],&quot; notes the president of ACRAM. &quot;In second place we are concerned about housing and employment&quot;. The regional secretary for Human Resources, Brazão de Castro, attended the event. The politician stressed the attitude of the Regional Government on immigration as &quot;responsible and serious&quot;, stressing the openness to dialogue, especially since 2003, when the it supported the establishment of the headquarters of ACRAM in the neighbourhood of Nazaré. </p>
<p><strong>&#8216;Robbed Three Times In A Month And A Half &#8211; A robbery in Gaula, in the early hours of yesterday, yielded over a thousand Euros to the thieves&#8217;</strong>. The bar of Alexandre Caldeira has been robbed again, with the robbers entering through the toilet window, and breaking into several machines with cashboxes, and causing a lot of damage in the process. </p>
<p><strong>&#8216;Lacked Fruit And Money &#8211; Business was poor for the farmers and traders who went to Ponta do Pargo&#8217;</strong>. The Festa do Pêro ought to be at the beginning of the month when people have more money, suggested one farmer, who was disappointed with the level of trade. &quot;This year is worse. They come, they look and go away. They do not buy hardly anything&quot;, she said. In &#8216;food and drink&#8217; things did not go any better. Manuel Costa gambled in taking &quot;one hundred and something kilos&quot; of meat. &quot;This is worse&quot;, he said, still hoping that he might sell half of what he sold last year. <em><font color="#004000">Did anyone go? It is the sail boat &#8216;Cisne Branco&#8217; (White Swan), that has just finished the &#8216;Tall Ships Atlantic Challenge&#8217;, where it finished first in its class and second overall. It is now travelling between Europe and Brazil. It belongs to the Brazilian Navy, and was built 10 years ago for the purpose of representing Brazil in commemorative events and tall ship races. </p>

<p>From yesterday&#8217;s Jornal da Madeira : <strong>&#8216;€300 Million For Improvement In Water &#8211; Madeira will have a strong investment in the water sector in the next six years&#8217;</strong>. The president of IGA, the new water management company, says that there are in hand new investment programmes of renovation and reform of the main water pipes and ducts, public distribution networks, and agricultural watering, that will run through to 2015. The investments will address the problems of water loss through leakage, and provide for the storage of large quantities of surface water from Winter rain, as well as improve the treatment of residual waters and water for recycling. The measures will also provide contingency for reduced rainfall through climate change. <em><font color="#400040">The article doesn&#8217;t actually say where this €300m is going to come from, but presumably there are grants and European funding up for grabs, although the article does mention that water services are very cheap for the public, which does suggest that one source of expected revenue raising could be from us. €300m works out at €1,200 for every man, woman, and child on Madeira, so maybe it would be cheaper all round to import it and deliver bottled water to our homes. </font></em></p>

			<content:encoded><![CDATA[<p>(18th September). <strong>&#8216;English Tourist Celebrates 100 Years On Madeira&#8217;</strong>. <em>I know there are many Brits visiting this website, so this is for you</em>. Mary Luisa Latham celebrates 100 years today, and chose Madeira to celebrate her birthday. She comes from Norfolk in the UK, and has been coming here every year since 2000 for her six week annual holidays, always with her daughter aged just 80, and always in her favourite hotel, the Madeira Regency Palace. She is also a keen Casino customer here, and in Las Vegas, where she goes twice a year. To mark the occasion, the hotel has organised a ceremony for tonight (Friday) to honour her, where guests will be treated to a cocktail, music, and a birthday cake, to be shared amongst the guests. The telegram from the Queen of England, traditionally sent for 100th birthdays, will also be read out. </p>
<p><strong>&#8216;Madeira Gourmet&#8217; Of ACIF Brings Chefs Of World Renown &#8211; The first edition takes place between 3 and 7 November and aims to promote creativity and innovation&#8217;</strong>. Several world famous chefs have already confirmed attendance for the &#8216;Festival Madeira Gourmet&#8217;, an event organised by the chamber of trade and commerce of Funchal. The dishes to be created will reflect the place from where the chef comes from, and will be prepared in certain luxury hotels on Madeira., and served to visiting tourists, offering them a unique experience of high quality and refinement. <em><span style="color: #400000;">A number of the chefs attending have been named, but Delia and Jamie are not amongst them, and I don&#8217;t recognise any of the others. I do a wicked cheese and mushroom omelette, but I can never get them out of the pan in one piece, so not much point in me entering. </span></em></p>
<p><strong>&#8217;71 litres of beer per year&#8217;</strong>. Each Portuguese person consumed on average 71 litres of beer, spending €310, in 2008, a year in which the brewing industry generated €1,020 million for the economy, maintaining 72,900 jobs. In a report by consultants Ernst &amp; Young, entitled &#8220;The Contribution of Beer to the European Economy&#8221;, issued yesterday, it says that Portugal is the sixth largest exporter of beer in Europe. The study, based on 2008 data, also shows that the value received by the Portuguese state from the beers is €973 million, a contribution divided into €448 million in IVA (VAT) tax, €91 million in consumption tax (?) and €426 million in indirect taxes and Social Security. <em><span style="color: #004000;">That doesn&#8217;t seem to leave much profit for the brewers, but who cares. 71 litres of beer each a year doesn&#8217;t seem much. I used to know people who would get through that in a couple of weeks, but I suspect that they may be dead by now. </span></em></p>

<p>The government of Madeira will compensate farmers whose grapes do not reach the minimum standards (grade). The weather conditions have hampered the ripening of the grape crop, worrying farmers that their produce may not reach the &#8216;minimum degree of alcohol&#8217; needed for Madeira Wine and table wine. The compensation will be between €0.50 and €0.60 a kilo, depending on the destination for use. Another type of grape &#8216;Arnsburger&#8217; will attract less compensation. </p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/160909/dn0401070701.jpg" /> &#8216;Building project thinking about the foreign investor &#8211; &#8216;Monumental Residence&#8217; cost €10.5 million. The 2nd phase was inaugurated yesterday&#8217;</strong>. It looks like many other buildings in Amparo, Pilar and even Ajuda, but this new building near the Rotunda da Assicom, in Funchal, is built with the aim of selling the 55 apartments to external investors, foreigners, or even emigrants that want a second home on Madeira. Sales are going well according to a spokesman for the building, which also includes 9 commercial units. An average T2 apartment there will be in the price range of €175,000 to €200,000. &quot;In relation to what is normal, these apartments are 25 or 30% more expensive than market prices&quot;. <strong><font color="#ff0000">Why?</font></strong> <em><font color="#400000">And who chose that silly name?</font></em></p>
<p>The last of today&#8217;s headlines (for today) : <strong>&#8216;Siram Win Tender &#8211; End of year illuminations are judged. The lowest price was worth nothing, as proposed by &#8216;Inductora&#8217;</strong>. The Siram consortium &#8216;Luzosfera&#8217;, who have had the contract for Christmas and new year lighting and decorations in Funchal for many years, have been reawarded the contract, despite the entrance of an under bidder in the tender contest. The Regional Secretary of Tourism and Transport assessed the two proposals using a points system, and awarded the contract once again to Siram, who have been in the chair for 20 years unopposed. The two areas that swung the deal were experience, and creativity in the new proposal. The two year contract, worth €6.5 million, also includes the Carnival and Flower Festival. <p>Duarte Ferreira, Director at Madeira Airport, said: “The launch of this new scheduled route is extremely positive news for Madeira and will open up this beautiful region to many more visitors. The creation of this brand new link, especially at a time when other operators are looking to cut costs and services, plays such an important role for tourism in the region, benefiting the local economy and people working and living on the island. We hope that this partnership with Jet2.com will result in the opening of several new routes from the UK in the near future”. Talking about the Jet2 announcement that it is to commence a weekly scheduled flight from Manchester to Madeira May next year. </p>

The last of today&#8217;s headlines : <strong>&#8216;Gratitude &#8211; Several personalities in the tourism sector pay tribute to Bernardo Trindade, in Lisbon&#8217;</strong>. The recognition from the tourist &#8216;trade&#8217; is principally from hoteliers, who have made good use of the initiatives from Trindade, the secretary of state for tourism, and also a Madeiran. The tribute dinner, scheduled for tonight in Lisbon, carries some political baggage, involving businessmen from across the political spectrum, and some key players in tourism from Madeira, some of whom are regarded as &#8216;close&#8217; to Trindade&#8217;s political opponent president Jardim. The dinner marks four years of good work and satisfaction, and the end of a 4 year political mandate. One of those interviewed said that Trindade was always &quot;very open to innovation, to new ideas&quot;, focusing himself on the initiatives undertaken in the area of aviation [liberalisation of the airways], &quot;which turned out to improve conditions for competition [in the sector], as well as take promotional measures that are very important for tourism nationally&quot;. <em><font color="#400040">In two years of doing this blog, Trindade has always come across to me as a respected, hardworking, and innovative individual in the media. It seems everyone thinks highly of him, except of course president Jardim and his PSD cronies. He will be re-elected on 27th of September, and assuming he doesn&#8217;t get reshuffled, either through the election results or by his boss, he will hopefully be able to continue making an enormous contribution to the economies of Portugal and Madeira. Complementary words from me, as far as politicians are concerned, are like hens teeth, but credit in this case is definitely deserved. </font></em></p>
<p><strong>&#8216;Hotel Sector Activity Fell 12.6% In The Month Of July &#8211; Madeira registered 76,400 less in nights occupied compared to the same month in 2008&#8242;</strong>. The number of rooms occupied fell to 529,200, mainly due to a decline in tourism from the UK and Germany, with decreases over the same period of 32.2 and 7.1% respectively from those two countries. The average number of nights stayed remained unaltered at 5.6. The likely loss of income to Madeira and businesses will be around €13.6 million, comparing the two Julys. Nationally, the fall in nights occupied fell 4.8%.<em><font color="#400000"> It seems up and down with every month, and differing reports I know, but I just tell it as I see it.</font></em></p>
<p><strong>&#8216;Promotion in the Nordic market&#8217;</strong>. The Association of Promotion for Madeira is conducting various promotional activities in the Scandinavian market, an initiative aimed at travel agents and tour operators. Cátia Carvalho, executive director of the APM, said &quot;that these actions are very important to Madeira, as we have been experiencing a decline in demand from tourists from Denmark, Norway, Sweden and Finland. The Scandinavian market is very important to Madeira and this new investment is aimed at stimulating demand and recovering the market&quot;. There are positive signs however, due to the new flights operated by SATA, serving Copenhagen and Stockholm, coming to Madeira, and the future is still brighter, with the recent announcement from Cimber Sterling airline of another flight between Copenhagen and Madeira, starting next month. In the first 8 months of this year, the number of visitors from Sweden dropped (-48%), Denmark (-28.1%), Finland (-14%), whilst those coming from Norway increased 94%. </p>

The last of today&#8217;s headlines : <strong>&#8216;Santo da Serra Takes In Biomass Plant &#8211; Nutroton invests €22 million for energy production&#8217;</strong>. Nutroton Energy, whose CEO is an ex PSD president, will install the biomass plant in the parish to generate electricity. The decision was taken unanimously by Santa Cruz councillors, after a proposal by the majority PSD. As well as produce clean energy, the plant will bring prosperity to the area, provide new jobs, and reduce the environmental problem of disposal of poultry waste. The land needed will be transferred without cost from the council to the company. The plant will have a capacity of 8 MW. </p>
<p>It&#8217;s probably more theoretical than practical for most of us, but the natural gas market reaches the final stage of liberalisation at the end of this year, a time when we the domestic consumers can choose our supplier, an option that is already available to large consumers. The liberalisation of the market started in January 2007, with EDP and Galp dominating the market up until then. Switching suppliers will cost nothing, but as most of us on Madeira probably use bottled gas we will not see much impact, although the impact of liberalisation on gas pricing is yet to be seen. </p>
<p>(12th September). <strong>&#8216;Fund Doesn&#8217;t Thrive &#8211; Only one family on Madeira has signed up to the fund created to help those who can&#8217;t pay their monthly bank mortgage payments&#8217;</strong>. The central government created scheme was there to help families during the crisis who were in arrears with their mortgages, by allowing them to give up ownership, but pay rent instead, until times improved. The truth is that the results show that the Portuguese, and Madeira in particular, did not believe in this product, which allowed the &#8216;tenant&#8217; the right to buy back their property until the end of 2020. The banks were not keen to get involved, being one problem, but the massive retreat in interest rates also made the whole scheme less necessary. </p>
<p><strong>&#8216;Construction Slows But It Doesn&#8217;t Stop &#8211; Home building registers the lowest fall in Portugal&#8217;</strong>. It is a significant statistic. Madeira is the region of Portugal with the smallest fall in the construction of domestic properties, signalling that the crisis has not hit as hard here in the construction sector. In the first two quarters of this year, 275 homes were licensed, a fall of 27.6%. That compares with falls of 69% in the Azores, the worst, 55% in the Algarve, and 54% in Lisbon. In 2008 the number of residential buildings on Madeira was estimated at 82,735, with the actual number of homes within those estimated to be 119,995. 32% of these buildings are located in Funchal, 16% in Santa Cruz, and 11% in Câmara de lobos. </p>
<p>(13th September). The count for visiting cruise ships continues to impress. 35 are due in Funchal next month, and another 100 are expected in the final two months of 2009. The three month period will see over 220,000 tourists arriving by cruise ship, by far more than any other Portuguese port. November alone will see around 100,000 visitors here (54 cruise ships). </p>
<p>(12th September). <strong>&#8216;Lobo Marinho Will Undertake More Journeys To Porto Santo In October&#8217;</strong>. An extra six crossings will be fitted in, with Porto Santo Line rejigging it&#8217;s schedule for the big Porto Santo weekend of 3rd to 5th October. High demand for that weekend will be catered for through twice daily trips on 2nd, 5th &amp; 6th October. Monday 5th October is a public holiday, and many Madeirans want to make a long weekend break on the golden island. </p>

The last of today&#8217;s headlines : <strong>&#8216;Fisco Recovers €12.2 Million In 7 Months &#8211; The Madeirans flee less from their financial obligations but the coerced revenue increases&#8217;</strong>. The treasury is benefiting from citizens feeling more inclined to pay their taxes, despite financial difficulties in families and businesses. More effective collection and checking from the Regional Directorate of Fiscal Affairs means that taxpayers are becoming more compliant. Some fines for late or non-payment have also decreased, and the number of court actions are lower comparatively than in mainland Portugal. </p>
<p>(10th September). <strong>&#8216;Finanças To Replace Letters With Emails &#8211; Electronic communications with the taxpayer starting in earnest this month&#8217;</strong>. The Directorate General for Taxation (DGCI) wants to finish with the paperwork and reduce costs. The action will need a progressive implementation, starting next Tuesday, because &quot;we need to change the attitudes and habits&quot;, says a spokesman. </p>
<p>In the same article, the DGCI says it has 75,000 cars it needs to sell, that were seized for non payment of taxes. It aims to sell all of these by the end of this year. A spokesman says that cars are the most &#8216;seized&#8217; item, followed by household goods and &#8216;bank accounts&#8217;, for non payment of taxes. </p>
<p>(11th September). <strong>&#8216;Ports Promote Terminal &#8211; Partnership with the Canaries is better value for the Port of Funchal&#8217;</strong>. The port of Funchal will be present in the trade fair &#8216;Seatrade Europe&#8217;, which this year will take place in the city of Hamburg from the 15th to 17th of this month. This year the representation is in partnership with the Canary islands, through (the theme) &#8216;Cruises in the Atlantic Islands&#8217;, which has a 48 square metre stand. Asked about the importance of this event for the region, particularly with regard to the port area, Bruno Freitas of the port authority APRAM acknowledged that &quot;the representation of APRAM at this show serves as an effective promotion of Madeira Islands, and the Port of Funchal as one of the more competitive cruise ports in this area of the Atlantic, but also in the continuity of work on publicity and projection that have been held regarding the new Maritime Passenger Terminal&quot;. He reminded that work has already been done in this respect in Lisbon in January, as well as in Miami, the largest fair in the market, that took place in March this year.&#160; &quot;APRAM is promoting, along with national ports, the creation of new partnerships to explore new routes with the aim of attracting more cruise ships to the Port of Funchal, highlighting in this way its seasonality&quot;, he said. November this year will be the busiest and important month with 54 cruise ships visiting, some on repositioning journeys for a new cruise season, and able to see the construction of this new facility. </p>
<p>In a related article . <strong>&#8216;Project Alterations Could Delay Completion Of The Terminal&#8217;</strong>. The port authority APRAM guarantees that alterations being made to the new terminal, so that it can accommodate it&#8217;s own services, will not delay the inauguration. But the truth is that that opinion is certainly not shared by those who are on the site, having been obliged to take down structures (walls) to ensure the right configuration. The president of APRAM said &quot;the changes in the project are designed to ensure the maximum functionality and comfort of passengers boarding and disembarking, as well as improved conditions for passengers in transit&quot;. &quot;These changes at no time have caused any inconvenience or delay in carrying out the work, which, incidentally, continues on schedule&quot;, he added. The Diário believes that completion by the deadline of December 2010 is in jeopardy. APRAM has until December 2010 to complete the work without penalty to the €7 million granted by the Cohesion Fund. </p>

Budget airline Jet2.com is to start a new service to Madeira from Manchester Airport (UK). It said the flights to Funchal would operate every Monday during summer 2010 with fares starting at £49.99 one way including taxes. Jet2 said this this and other new services to Tunisia, Kos, Gran Canaria and Venice announced in recent weeks would create an extra 250 jobs. Ian Doubtfire, the airline&#8217;s managing director, said, “Madeira is a stunning island and an absolutely fantastic Summer holiday destination which I am sure will be extremely popular with our customers in the North West and beyond. “We are the only airline to offer direct scheduled services to Madeira from Manchester meaning that this service will benefit people from across the north.&quot; Andrew Harrison, Manchester Airport Commercial Director, said: “Jet2.com is going from strength to strength at Manchester Airport as they continue to expand their range of destinations with Madeira being the latest to go on sale. Madeira is an extremely popular holiday destination and will be a welcome addition to our summer schedule”. I got this from another source, but the Diário also covers it, saying that a 3 year €200,000 promotional investment has been made by tourism, and that flights will start next February, but I couldn&#8217;t find any then. I have checked Summer flights, and you can book flights now, but I didn&#8217;t see many flights at the headline price. <a href="http://www.jet2.com" target="_blank">JET2</a></p>

<p><strong>&#8216;Historics Of &#8216;The Line&#8217; Are Still Around&#8217;</strong>. Long before the days of the current ferry &#8216;Lobo Marinho&#8217;, other vessels worked the route between Madeira and Porto Santo in the early 1980&#8242;s, transporting people and supplies, and starting the real development of Porto Santo. The &#8216;old school&#8217; continue to operate, one with more success than the others. The &#8216;Pirata Azul&#8217;, which now takes tourists up and down the Rio Douro, now has a capacity for 231 passengers, and is one of the great attractions of the wine making region of Portugal. That ship could make the archipelago crossing in 3 hours. The &#8216;Independência&#8217;, working here in 1983, was Norwegian built. It is now based in Sétubal. The &#8216;Alizur-Amarillo&#8217; also remains active, owned by a Croatian company, sailing the Adriatic Sea. Another, &#8216;Pátria&#8217;, has been rebaptised, and is now the &#8216;Sea Flower 2&#8242;, &#8216;and is currently operating in the seas of South Korea. The first every actual ferry to undertake the Porto Santo route was the&#160; &#8216;Lusitânia Expresso&#8217;, and is currently in Venezuela, making connections between the islands of that country, that are found in the Caribbean Sea. In more recent times, Porto Santo Line has had the right to the route, firstly with &#8216;Lady of Mann&#8217;, then &#8216;Lobo Marinho 1&#8242;. The current ´job holder&#8217;, &#8216;Lobo Marinho 2&#8242;, has been in service since 2003, and was purpose built for the job. </p>

<p>(8th September). <strong>&#8216;TAP Launches Low Cost To 34 Cities&#8217;</strong>. TAP, Portugal&#8217;s favourite airline, is making 300,000 cheap seats available for European travel to 34 cities. €59 is the starting price. Also (and they were outside of Europe last time I saw a map) the promotion includes destinations in Africa and the Americas. The prices shown include taxes, but you have to fly from Lisbon or Porto, booking by the end of this month, and travelling between 1st November and 31st March. </p>
<p><strong>&#8216;Pilots Call Strike For 24th &amp; 25th September &#8211; Paralysation motivated by intolerable discontentment by the pilots of TAP&#8217;</strong>. The trade union representing TAP airline pilots has announced a further strike, after a vote was taken this week, with 85% of those present at the meeting in agreement with strike action.</p>

The visits of cruise ships start to increase again this month, after 3 slack months whilst the cruise ships concentrate more on Northern European circuits. The German cruise company AIDA returns this month with cruise legs between the Canaries and Madeira, using its newest ship &#8216;AIDAluna&#8217; (pictured) which came into service on 22nd April. </p>
<p><strong>&#8216;ANAM meet with Ryanair in Beijing &#8211; A meeting is scheduled for the International Fair being held this weekend in China&#8217;</strong>. Ryanair contacted ANAM, the operators of Madeira Airport, at the end of last month, with a view to a possible scheduled route opening to our island. The Diário says that the response has already gone to the company responsible for the Irish low-cost airline, and it was suggested a meeting between the two parties at the next international conference &quot;Routes&quot;, to be held between 13th and 15th September in the city of Beijing (China). An estimated 92% of the world&#8217;s major airports are represented there. Roberto Santa Clara Gomes, Deputy Director of Airports on Madeira, and responsible for the sales and marketing of ANAM, will be in Beijing and in charge of contacts with Ryanair. For the airline it is not the first time of showing an interest in flying to Madeira. Ryanair has been trying for 10 years to strike a deal, but the demands from the airport are too high. Ryanair has a new base now in Porto, which opened last week. Bernardo Trindade, secretary of state for tourism in Portugal, talked about Madeira during a meeting at the inauguration last week, with the chairman of Ryanair, Michael O&#8217;Leary. </p>

Clearly Madeira doesn&#8217;t compete with the 3 main airports in Portugal in terms of numbers, but in term of growth (or recovery) the figures were promising last month with a growth in aircraft movements and passenger numbers, something no other continental Portuguese airport achieved in either measurement. The result is mostly down to increased domestic passengers, that are offsetting losses for UK and German markets, but improvements have also been noted from other countries including Sweden, Norway, Austria, Luxembourg, Switzerland, France, Netherlands and Venezuela. In the case of those last 4 countries, new or increased flights have been responsible. The year end outlook is optimistic for Madeira Airport. Continued passenger growth from Lisbon and Porto, new SATA flights to Stockholm and Copenhagen, a new flight from Paris from Aigle Azur, the possibility of Easyjet restarting suspended flights from London Gatwick, and speculation that Air Berlin might start an operation to come here covering 10 or more German airports. There is also a little optimistic news on some charter flights restarting. Also East European visitors are expected to grow, as connections to the continent are now available in Russia and Poland. Porto Santo Airport is unfortunately a different story, as the chart shows, with not much positive news on the horizon. <em>Also discussed yesterday on the news was the possibility of flights from Ryanair to Madeira.</em>&#160;&#160; </p>
<p><strong>&#8216;Bernardo Spoke About Madeira To The President Of Ryanair&#8217;</strong>. Secretary of State for Tourism, and Madeira&#8217;s head-of-the-list for the socialist party, Bernardo Trindade, met yesterday with the chairman of Ryanair, Michael O&#8217;Leary. The &#8216;can I have a word in your ear guv&#8217; happened after the inauguration of a new Ryanair base at Porto. The discussion allowed the two to consider the importance of making connections to the tourist destinations of Portugal, now that there is a new base in operation. The first of such is the new connection Porto &#8211; Faro, due to start in the Autumn. Ryanair is very sensitive about operational costs, and obstacles such as pilot certification for Madeira, and high airport charges, would have no doubt formed part of the discussion, allowing Bernardo to highlight the fact that Easyjet managed both hurdles successfully. <em><font color="#004000">I reckon that Bernardo, &#8216;our man in Portugal&#8217;, has a done deal here &#8230; just watch this space. </font></em></p>
<p>(2nd September). <strong>&#8216;Page and Moy charters Athena for 2010 summer season&#8217;</strong>. Tour operator Page and Moy has exclusively chartered the cruise ship Athena for the 2010 Summer season. The 16,000 ton cruise ship has capacity for 550 passengers, has a swimming pool, two dining areas, a nightclub and a casino. During the charter the operator will run cruises from May 1st to the Baltic and Norwegian and Icelandic ports before offering cruises to Madeira, the Canary Islands, North Africa and Iberia in August. Page and Moy head of marketing Victoria Clarke said: “We’re delighted to be chartering the Athena for our summer 2010 programme&quot;. <em><font color="#000040">It&#8217;s been booked in for its next visit here in August 2010 for some time I believe, so someone knew this was going to happen long before this press release. I believe the Athena is registered on Madeira.</font></em> </p>
<p><font color="#ff0000">Finally, a late headline today</font> : <strong>&#8216;Government Pays Homage To Nélio Mendonça And Rui Vieira &#8211; Funchal Central Hospital will now be called Hospital Dr. Nélio Mendonça, and the Botanical Gardens will be called Jardim Botânico Engenheiro Rui Vieira&#8217;</strong>. These were the results of the deliberations of the council of government that met today, presided over by president Alberto João Jardim, to honour these men. As a reminder : </p>

			<content:encoded><![CDATA[<p>(2nd September). &#8216;Promotions <strong>in the Portuguese market &quot;are yielding good fruit&quot; &#8211; Tourism bucks the national trend with the number of visitors from the mainland rising 34%&#8217;.</strong> The regional director of Madeira Islands Tourism highlighted that the focus on the domestic market to counter the crisis is working, with the number of Portuguese visitors growing 34 percent in June. &quot;In the domestic market we are going against the tide, and we have seen a significant increase of tourists visiting us, as shown in the preliminary statistics from January to June this year, that grew 14 percent&quot;, said Raquel França. She admitted that there are decreases in other traditional markets for Madeira, where the United Kingdom visitors fell in the order of 22 percent, and Germany, with a fall between four and seven percent.</p>
<p><strong>&#8216;SBA Will Have Two Weekly Flights In October And November &#8211; The airline is launching the route Caracas &#8211; Madeira &#8211; Tenerife with two visits weekly&#8217;</strong>. The decision is the result of a &#8216;low season&#8217;. On Sundays the flight will depart from Venezuela at 7 pm, fly direct to Madeira for 7 am Monday. It will then leave 2 hours later for the Canary Islands, before flying back to Venezuela. The second flight will leave Caracas on Thursdays at 7.15 pm, flying to Tenerife, and then on to Madeira, leaving then at midday Friday to fly directly back to Caracas. In December and January the flight will revert to once weekly, and not include Tenerife in the schedule. </p>
<p>From today&#8217;s Jornal da Madeira . <strong>&#8216;Lobo Transports Over 74 Thousand Passengers In One Month &#8211; New statistics from Porto Santo Line return to show growth&#8217;</strong>. 74,301 to be exact, was a new record for the company that operates the ferry Lobo Marinho between Madeira and Porto Santo. The record was reached on 31st August, breaking all before, since transport between the two islands was established. August last year the number was 70,532 making an increase this year of 5.3%. The results show a recovery for the operating company, who say the the first 3 months of 2009 were best to &quot;forget&quot;, having lost 8 thousand passengers compared to the same period in 2008. The recovery began with an unprecedented campaign of reduced price tickets, along with promotions and holiday packages, that in the first 8 months of this year improved on the passenger numbers from the same period last year. More passengers maybe, but at lower prices it remains to be seen how profitability will be affected. </p>

The TAP airline group has a negative equity of €247.2 million, up from €171.7 million at the end of 2008, as shown in the half-yearly accounts. According to the biannual report of Parpública, sole shareholder of the Portuguese airline, the &quot;critical financial situation&quot; remains critical due to the &quot;negative result obtained in the first 6 months of this year&quot;. </p>
<p><strong>&#8216;Hotel Occupation Rate Currently At Around 75% &#8211; The numbers are better than 2008&#8242;</strong>. That&#8217;s 3% higher than the same time last year. The regional director for tourism revealed the figures yesterday, saying that the improvement is (partly?) down to the wine festival programme that her department has invested €129 thousand in. She said awareness of the wine festival definitely attracts tourists who are aware of the event, and the entertainment that goes with it. The information for the event is available on the internet as far forward as 2012. Most of the activities are centred in Avenida Arriaga, but the focus shifts to Estreito de Câmara de Lobos on the 5th September. </p>
<p><strong>&#8216;More Domestic Passengers&#8217;</strong>. Madeira Airport is the Portuguese airport which had the largest growth of domestic traffic in July, with growth of 15.4% over the same month last year, which equates to 117,800 passengers. International passengers fell 19.1%, to 96,100 in the comparison of the same months. In the seven months to July 2009, Madeira Airport had an overall fall in passenger numbers of 5.5% to 1.36 million, whilst domestic traffic grew 12.2% to 671,700 passengers. </p>
<p><strong>&#8216;Santa Barbara Airlines Launches Funchal To Caracas At €390 &#8211; Venezuela more accessible until December&#8217;</strong>. The flight already exists as far as I know, but the prices are new, in a campaign called &#8216;Anti-crisis prices&#8217;. The flights will be available from 1st October until 12th December, and are priced from €390. </p>

It&#8217;s duties included safeguarding lives at sea, fishing enforcement activities, and other actions. </p>

Today&#8217;s main news headline : <strong>&#8216;Regional Produce Hardly Used In The Hotels &#8211; The appeals for the preference of fruit and vegetables from Madeira only amounts to 5% of the consumption of tourists&#8217;</strong>. &#8216;Qualifrutas, which supplies the hotels and restaurants, calls for greater use of regional production&#8217;. Hard to believe I know, but 95% of what a tourist gets fed in terms of fruit and vegetables is imported, that&#8217;s in the hotels, with the restaurants equally guilty. That of course applies to Madeirans eating out as well. Qualifrutas is one of the leading suppliers to the trade on Madeira, and it says it has good suppliers here, and only resorts to importing when there is insufficient product locally, a particular problem with fruit, although &#8216;greens&#8217; are 30 to 40% sourced on Madeira. Lettuce and tomatoes are mainly sourced and supplied here, with little need to import, unlike green beans, cauliflower or broccoli, which require &quot;importation in large quantities&quot;, says the company. Even the banana is imported, and the spokesman says it is just necessary to look in the supermarkets to see how little representation there is from Madeira in the greengrocery ranges. </p>
<p><strong>&#8216;Passenger With Gripe A Prevented From Boarding &#8211; The tourist was already in the airport when he received internment orders from Marmeleiros Hospital&#8217;</strong>. The tourist spent the night in hospital. Confirmation that the person had swine flu resulted in him being prevented from travelling to Lisbon and infecting other passengers on the flight. His three travelling companions also spent the night in the hospital to be screened, but at the time showed no symptoms. The tourist was on the list of suspected cases, having had symptoms, and attended Funchal Central Hospital for checks. Whilst the analysis was being done he took the medications, but his condition developed rapidly as he prepared to return home, and the confirmation of Gripe A changed his plans. The firemen of Santa Cruz were sent to the airport to pick up the group in a vehicle equipped for such cases. One of the sick patients already in hospital with pneumonia (and gripe A) has improved in health and is no longer connected to the ventilator. That patient, probably the most serious case so far, from Câmara de Lobos, no longer needs breathing assistance.<em><font color="#400000"> They should put warnings signs up in the airports and on check-in desks to tell people that if they know they have Gripe A, and continue to fly, they could go to prison for knowingly infecting others on board &#8211; 5 years inside if I recall correctly. </font></em></p>
<p><strong>&#8216;Port Without Space Is Losing Cruise Ship Visits &#8211; A shipping agency alerts to the need to increase the posts for mooring&#8217;</strong>. This is an article in the series &#8216;The top 100 Companies&#8217;. This one is called Agência Ferraz, specialising in the &#8216;shipping&#8217; sector, and founded 80 years ago. It deals with some of the big players in the international market, and includes tourism. Carlos Santos of the company believes that Funchal Port needs upgrading works, and although the new port building is very welcome, the real need is to increase the number of berths, particularly as ships are now getting larger. He said that the port has already lost business for not responding to the call for more capacity, and this will continue to happen. &quot;We can not think that docking a liner in Funchal is the same as in the Mediterranean, in Greece or the Caribbean. We can not allow ourselves the luxury of refusing scales or influencing the choices of companies&quot; he said.&#160; </p>
<p><strong>&#8216;He Lived The High Life And Left Debts Of €20,000&#8242;</strong>. A 27 year old man is under investigation by police after a series of frauds. The man from Castelo Branco in Portugal used scams to live the life of a lord on Madeira, leaving debts in hotels, shops, and restaurants in Funchal and surrounding areas. For almost a year he used stolen cheques and faked bank transfers to &#8216;live the life&#8217;. In one Funchal jewellery shop he brought gold worth €1,500, paying with a stolen cheque. New complaints are coming to light, and the extent of the fraud is mounting up, and the Diário has totted up more than €20,000 so far. The case goes back to December last year, when the young man, with a criminal record as a con man in Portugal, stayed at a hotel for a few days in Funchal, leaving behind a debt of €1,200. That summary of Uncle Bertie&#8217;s holiday, which cost him just €200 in accommodation charges, was from the Jornal da Madeira today, just in case anyone thought I was writing my own &#8216;soft&#8217; account of our presidents exploits, which included insulting half the political forces and personalities of Portugal. Is there such a thing as &#8216;holiday rage&#8217;, &#8216;cos I think he caught a dose. I for one am pleased to have you back Bertie, as it will get Porto Santo out of the newspapers, having had more coverage than Funchal over the last 3 weeks. </p>

			<content:encoded><![CDATA[<p>(27th August). <strong><font color="#ff0000">&#8216;Passenger That Travel On 28th And 29th Need To Check Before Going To The Airports &#8211; ANA-Airports of Portugal appeals to passengers to contact the airlines and travel agents&#8217;.</font></strong> The first two day strike of TAP airlines starts tomorrow, involving staff represented by 5 trade unions. Cancellations and delays are expected, and ANA, the airports operator, wants to avoid unpleasant situations at the airports. More information is published in today&#8217;s newspapers and on the TAP website (there is a link on the right hand side of this page), or ring 218 431144. The next strike is planned for the 11th and 12th of September. </p>
<p><strong>&#8216;More Fish (Long Bill) And Tourists / Fishermen &#8211; August has more customers, but it doesn&#8217;t hide the crisis facing the industry&#8217;</strong>. &quot;The business is no longer what it was. Customers are fewer in number, hence the month of August has around 30% less than the same period last year. However, it is noted that demand is much better than that of early-season (June), because in that month the (boat) charters fell almost 50%&quot;. So says Pedro Gonçalves of the company NAUTISANTOS, Ltd. &quot;Yet we have had charters almost every day, which is always good&quot; he says, referring to a mini recovery for his big game fishing business. The old office for Madeira Tourism in Portugal closed suddenly some months ago.</p>
<p><strong>&#8216;Hotels On Madeira And The Algarve Maintain Staffing Levels &#8211; The main hotel groups say that demand is sufficiently good to maintain jobs&#8217;</strong>. The regions most affected by rising unemployment in July were the Algarve and Madeira, according to the Institute of Employment and Vocational Training, but the hotels say they have maintained the employment levels from previous years. Figures released in July showed that unemployment had increased over a year by 50.3% on Madeira, and 104.2% in the Algarve. The Pestana Group, with 10 hotels here and 8 in the Algarve, says it has kept the same number of workers, and taken on temporary workers. Vila Galé group, also operating in both locations, also said it had not cut back on staff. <em><font color="#400000">It just shows the profits they used to make in the good old days then, if they can maintain the same overheads with much reduced revenue.</font></em></p>
<p>(26th August). <strong>&#8216;Salary Bank Accounts* Save Up To 240 Euros Per Year &#8211; &quot;As a rule, they are free of maintenance costs (bank charges) or do not charge an annual fee for the cards&quot;.</strong> This applies especially if managed through the Internet, says a study by DECO, the Portuguese Association for Consumer Protection. The study covered 19 banks, of which 6 claimed to provide an &quot;account for citizens with low incomes&quot;, i.e. providing a minimum level of banking services. DECO is challenging the Ministry of Finance to create a citizen&#8217;s account, accessible to any customer, with reduced maintenance costs and a free debit card. Deco also notes that some transactions can be carried out at multibanco (ATM) machines for less than it would cost on the telephone or at the bank counter. The full report is due to be published next month. <em><font color="#004000">It is my understanding that a conta-ordenado*, is for people working and having salaries paid in, but I think it is the same account that I have for example, with nothing being paid in on a regular basis, but is subject to no bank charges as long as a minimum balance is maintained, but I am not 100% certain, and it may vary with different banks.</font></em></p>

Same old thing, and if anyone had asked me yesterday who is interested in Porto Santo for a Winter holiday, my answer would have been the Italians and a few Madeirans. This is not news, everyone knows it, especially those poor people who rely on tourism on Porto Santo.&#160; Anyway, the occupancy rate of around 15 to 20% last year is likely to drop even further. Marco Ferreira, Director of the Hotel Porto Santo Vila Baleira Paradisius Resort &amp; SPA, a unit that relies heavily on the Italian operator during the cold season, expects &quot;an occupancy rate of around 2%&quot;. Even worse will be one or two months without any customers, and that is &quot;dramatical&quot;. &quot;Given the economic situation in Italy, where things are also tough,&quot; what we are expecting is for it to be a very bad time he anticipates. &quot;Better to be home sleeping than to be here to see this&quot;. Between 9th June and 31st July over 600 Russian tourists used the new service to travel to Madeira, by a connecting flight. The new route operates 5 times a week, coming from Domodedovo on the outskirts of Moscow, and so far has had an occupation rate of around 75%. TAP expects around 2,500 Russians to connect to Madeira by the end of this year. Good news for tourism, especially as on average the Russians spend 3 times as much as the average German tourist. </p>
<p><strong>&#8216;French Airline Starts Flights To Madeira In October &#8211; Aigle Azur will make a weekly connection between Funchal and Paris&#8217;</strong>. I am pretty sure this was covered some time ago, but anyway the first flight is on 24th October, and then on Saturdays thereafter, leaving Orly at 2.45 pm arriving here at 5 pm. From the Jornal da Madeira : <strong>&#8216;Sea Front With More People In The Bathing Complexes &#8211; The expectations for this beach season were not the greatest. However, the number of entrants in all the facilities managed by Frente Mar, has exceeded the numbers in previous years&#8217;.</strong> A spokesman for the company Frente MarFunchal says expectations were poor this Summer because of the crisis, Gripe A, and other factors. Lido entrants have increased by 17%, and in Ponta Gorda by 12%. The other two at Barreirinha and Poças do Gomes have also increased entrants by 7 or 8%. In numbers, comparing July 2008 with July 2009 in all 4 locations, the number of visitors rose from 59,725 to 91,294. In August last year there were nearly 101,000 visitors, and that number has probably already been passed this month. </p>
<p>(23rd August). <strong>&#8216;Bombardier Dash Q200 Substitutes Broken Down Aircraft &#8211; SATA Air Azores brings forward the maiden voyage for Madeira for the aircraft intended to arrive in 2010&#8242;</strong>. The Q200 &#8216;Graciosa&#8217; started the inter island connections on Saturday. The plane was being used for inter island connections in the Azores, but was called in to replace the British Aerospace ATP &#8216;Açores&#8217; after the engine fire that caused an emergency landing on Porto Santo on Friday morning. Also the replacement Pratt &amp; Whitney engine for the ATP has arrived along with engineers to make the swop, with the job expected to be complete on Tuesday. After satisfactory test results, the Q200 will return to the Azores, returning again in January as a permanent replacement for the ATP.</p>

The last of today&#8217;s front page stories : <strong>&#8216;Coelho Says That The Judicial System Is Fascist &#8211; The Diário starts a series of interviews with the heads-of-lists. The PND wants a place in São Bento&#8217;</strong>. So the Diário is going to interview the main election candidate for each party, that should see a few noses growing. Today&#8217;s interview is with José Manuel Coelho (aka The Rabbit) of the New Democratic Party, total no-hopers for a seat in the Assembly of the Republic (São Bento), and unlikely to get anything of note in the local elections either (2.08% in the 2007 Regionals). But he is an interesting man, a communist at heart, outspoken, and sometime outrageous. He is probably most famous for producing a Nazi flag and a large clock in the Madeira assembly last year, protesting about the cut in time for opposition speakers, and the &#8216;methodologies&#8217; of the Madeira government. For that I read his interview, and here is a selection, but I doubt if I will do this with the other 11 parties. </p>
<p><font color="#400000">Q : What is the main reason for your candidature ? A : Because I think I will be elected, because the Madeirans people are tired of grey men that pop up every four years just to ask for your vote. After that nothing more is heard from them. The Assembly of the Republic produces laws that are going to worsen the life of the Portuguese. Madeira has a quota of six members in the assembly and the &#8216;friends&#8217; go off there and leave the Madeirans &#8216;behind the door&#8217;.</font> </p>
<p><font color="#004000">Q : Do you believe that you can be elected? A : I believe. It needs around 12 thousand votes and there is much apathy and abstention, especially in greater Funchal. There are many young people disillusioned with politics and that don&#8217;t even vote. I know these people and I will address myself to them, door to door. It is possible to get 12 thousand votes.</font> </p>
<p><font color="#400000">Q : Will you take a Nazi flag and a clock to the Assembly of the Republic? A : Naturally, the Assembly of the Republic does not pose the same problem of the undemocratic assembly of Madeira, and it would be improper to take out a Nazi flag there. The ALM functions in a fascist manner and only gives two minutes for a member to talk. In the Assembly of the Republic it is different.</font> </p>
<p><font color="#004000">Q : Will you continue to defend the communist ideals? A : Yes, I believe the state should intervene in the economy and there must be a scientific organization of society. The market can not be delivered to oneself (?).</font> </p>
<p><em>Actually, the political section of the Diário today is noticeably very thin, with quality political news stories even thinner.</em></p>
<p><strong>&#8216;Authorities with more resources for prevention &#8211; New security system was presented by Minister Rui Pereira&#8217;</strong>. The Minister of the Interior contemplated yesterday that the Integrated System for Surveillance, Command, and Control of the Portuguese coast will give security forces more means to prevent and control crime in maritime ports. &quot;The GNR (National Guard) and the Institute of Port and Maritime Transportation (IPTM) have developed over the last few years, close cooperation, which allows the optimisation of state resources and improves efficiencies in marine traffic control and security of the Portuguese coast,&quot; said Rui Pereira. The Minister referred to the partnership that now allows the sharing of resources and information between these two institutions. &quot;It is a matter of security of the utmost importance because the sea, that presents opportunities at various levels, is also an opportunity for crime, including organized crime for the trafficking phenomenon, such as piracy, which is widely thought to have been thrown into the garbage bin of history&quot;. The two systems involved / shared are the Vessel Traffic System (VTS), a system that ensures the safety of maritime traffic, that detects boats of greater than 30 metres, and also Integrated Surveillance, Command and Control (SIVICC) is intended to ensure internal security and customs along the Portuguese coast. The SIVICC system is able to detect boats of 8 metres at up to 20 kilometres, and provide video images of any boat within 8 kilometres of range. <em><font color="#000040">How will this affect Madeira you may ask &#8230; I have no idea, but the Diário thought it was worth covering the story. </font></em></p>
<p><strong>&#8216;Government approves support of five thousand Euros for the purchase of electric cars&#8217;</strong>. The government yesterday approved a package of measures to implement the &#8216;Program for Electric Mobility&#8217;, by providing an allowance of five thousand Euros for the purchase of electric cars by individuals. &quot;These are measures to start the program running with electric mobility, the introduction in Portugal of electric cars&quot;, said the Deputy Secretary of State for Industry and Innovation, Castro Guerra at the end of the meeting of the Council of Ministers, which approved the law. He stressed that the Program for Electric Mobility will as a matter of principle &quot;focus on the user of the vehicle&quot;, ensuring fairness and universal access to charging. Castro Guerra said that electric car owners can be assured that there will be compatibility between different makes and models of cars, and batteries, and charging systems. <em><font color="#400000">That&#8217;s a relief then, you can imagine the problems caused otherwise, with worrying whether your favourite supermarket has a two pin or 3 pin socket, etc etc., and then the marital arguments about who will push the car home. </font></em></p>
<p><strong><img style="margin: 0px 15px 0px 0px; display: inline" align="left" src="http://www.dnoticias.pt/diario/fotos/210809/dn0401070501.jpg" width="287" height="215" /> &#8216;Assistência Náutica 33º 16º Wins The Tender For The Boatyard At Água de Pena&#8217;</strong>. The company was prepared to pay more for the right to operate the boatyard and repair and maintenance site beneath the airport runway, and was awarded the contract for 10 years by the Regional Secretary for Social Equipment. The facility is principally for recreational and leisure craft. 9 tenders were submitted, and the other tenderers have 5 working days to contest the decision that selected the company that submitted the proposal considered &quot;most economically advantageous&quot;. The company awarded the contract will have to pay a monthly rent of €8,080 for the site of around 14,500 m2, and it was pretty much that value that wiped out the competition. The contract can be renewed up to two times for equal periods. </p>
