You will need to go to the planning department of your Camera and fill in an application form and supply several documents including architectural floor plans. You will need gas and electric certificates, install smoke and carbon minoxide detectors, fire blankets, estinguishers and first aid kit, have public liability insurance and a complaints book. Once they accept your aplication they have 6 weeks to make an inspection. Whilst the Tourist Board so say can grant you a licence, it is really up to your local Camara - as Tobi says, they are your first step.
