madeira news blog 0911 eiryl Happy lizard Botanical Gardens"Madeira, the Portuguese island known as the floating island of flowers that lies offshore in the Atlantic just like the Spanish Canaries, provides an unusual sliver of Portuguese tradition but with a flavour of independence. The island no longer depends on its mainland parent for anything and unless you knew its history you could easily leave without having any clue about its mainland links". WHERE DO PEOPLE GET THEIR INFORMATION FROM ?

"Well, I am sure there is a whole lot of other exciting stuff, but Madeira pretty much trumps everything since there are only 10 missionaries there, it is pretty coveted. Irmã Draper has been looking at me about every 10 minutes for the past two days and saying something along the lines of…. you realize you are going to Madeira!" YOU WORK IT OUT AS I COULDN’T

Elaine very kindly provided yesterday’s top news headlines again :

Airport screening against Influenza A. There will soon be created at the airport a Line of Screening against Influenza A (Gripe A / swine flu). An announcement was made yesterday morning by the  President of IASAÚDE at the seminar ‘Risk Assessment – New Risks: The Influenza A’. He took the opportunity to express concern about the fact that many people are not complying with measures to prevent the spread of the virus in the region. The airport has acquired sensors to detect temperature changes in passengers. Alongside this, there has been training for health professions. Mauricio Melim was keen to stress that the guidelines given by entities of Public Health "should be followed" as "We have a civic duty to prevent the spread of flu."

At present, the hotels are 50% occupancy for Christmas and probably more at New Year than last year. These will not make up for a poor year for tourism. —- Just checked the Tourism site, the full program is only in Portuguese so far.

Weather is part of the tourism attraction of the region. The regular mild climate is one of the main attractions of Madeira as a tourist destination. The Secretary of Tourism and Transport ensured that the region is doing its share to protect the environment and nature, focusing more on ecological projects. "Madeira is an island of ‘Spring’ and I hope that does not change." This is the debut year for the prize for the most environmentally friendly establishment. There are 14 entries from hotels, restaurants and companies involved in animation. The aim is to act as an incentive for companies to participate in more environmentally protection activities.

Court case after fire in the building Elias Garcia. On March 14 2004, a fire of unknown origin broke out in the garage of the building Elias Garcia III and forced the evacuation of the building. A 59 year old woman required treatment for carbon monoxide inhalation. The fire started in the basement car park and affected five cars, destroying three. It was fought by 10 fire engines and 40 fire fighters. The person whose car the fire originated in, is in the dock and there are questions as to whether it was due to either a short circuit or overheating, which he rejects. In the wake of the fire, the Municipal Service of Civil Protection carried out a technical audit that found security flaws and the absence of fire doors in the basement garage.

Regional Plan Against Domestic Violence 2009 – 2011. Since its formation in 2002 until last year, the Support of Victims of Domestic Violence Team has seen 619 people. Last year they saw 100 people and the number of people reporting violence is increasing each year. The most problematic ages are 30 – 34 and 40 – 44, followed by 25 – 39. Some of the board of Directors are thought to use financial resources to their advantage.

Model Boat Championship. Organized by the Nautical Association of Madeira and held last Sunday at the Centro Nautico da Ribeira do Natal in Caniçal. The trophy ‘Liquid PC’ for radio-controlled boats winner was Goncalo Sousa. The wind was weak and variable, the participants experienced some difficulties because the small boats were unruly, forcing the organizers to postpone most races until the afternoon. With rising wind and tide, the races went ahead. The big surprise was Omar Vieira who won five of eight races with ‘Bleu’. 32 boats were entered in the races. —– I never knew there were model boat enthusiasts in Madeira. There will be train spotters in a couple of years too! Der.

Region has not secured 29.3% of the revenue. Never has the Government proposed a budget that the extra revenues represent 29.3%. This is the conclusion to be drawn from the fact that Ventura Garces admits that he would seek authorization from the State to borrow 230 million Euros, 15% of revenue, with  ‘other revenues’, 219.5 million Euros which represents another 14.3% of revenue. In the proposal he assumes a sale of assets worth €140 million and shares worth €18 million. The State should transfer 15% of the revenue and the EU 5.7%. The budget depends on the State specially permitting the debt limit to be raised. Revenue is expected to decrease, 29% less IRC and 11% VAT receipts. The Municipalities will receive €34.5 million from the Regional budget, and €69.3 million transferred from the State. The Government wants to raise the debt limit by more than €180 million to reduce the time taken to repay suppliers, to repay public debt formed during the year and the existing loans.

Sue is back again with yet more, so it looks like I won’t be needed any more today … many thanks ladies. Der

image General Luís Araújo says F-16 will come when "necessary and appropriate". Chief-of-Staff of the Air Force, Gen. Luis de Araujo, said yesterday on the island of Porto Santo that the F-16 aircraft will come to Madeira "when necessary and appropriate." "It’s in our plans when necessary and appropriate, deployment of F-16, one or two teams, to do surveillance and airspace control this part of the country when the radar is ready," said Gen. Luís de Ali on the sidelines of the ceremony of founding of the Aerodrome of Maderia / 3, based on the island of Porto Santo. The deployment of the Portuguese Air Force in Porto Santo, created 25 years ago, has from now on be called the Unit AM3: "This unit has been in the Air Force for a long time but was not named, this was a simple ceremony giving a name to one of our "children," stressed Luis de Araujo. The general said that is also in future projects to install a military parade, accommodation for officers, sergeants etc. in that unit which currently has 15 military and a score of officials . Luis Araujo also said that if his mandate is extended (ends December 18) next year "in principle" the Day of the Air Force will be held in Madeira. The unit commander, Col. Joaquim Ferreira, reiterated the "need" to be made "minor adjustments in the modules as staff will be implemented at a local set of tasks of logistical and administrative framework that are, to date, done by other units of the Air Force. He also called for a solution "with housing, healthcare, food and transportation to and from the continent, the personnel deployed in AM3. The ceremony brought together several prominent branches of the Air Force, Army, Navy, Police and members of the Regional Government also noted the Unity Day of Maneuvering Aerodrome No. 3 and appointment of Colonel Joaquim Ferreira as commander of AM3. It looks like we now know what that radar is for on top of the mountain!

image Cravo e Canela collection shows the "open air". On 7th December the store Clove and Cinnamon, now situated in Rua Vale da Ajuda, will display their collection of evening gowns and ceremonial clothing. The event is being produced by Eduardo Pinto and will have the support of the City Hall since it will use the promenade to the achievement of the parade. The idea, explained the head of the Journal da Madeira, "is to make not only our customers but also people who are in the street able to watch the parade." In a "showroom", the parade will start in-store, and the bridging will go through an entire corridor leading to the street, and run up to the parking spaces that are on the front of the store. According to Eduardo Pinto, this year’s event will again be attended by the British model Fiona (which, it should be noted, took the last two shows of the store) as well as Alexandra Vieira, Eva Lara, Yorain, Macedo and Licínia Roberta Laza. In enriching its collection, the Clove and Cinnamon decided to partner with AM Jewelry, a shop that will also show pieces of their jewelry made by prestigious international brands. Also of interest regarding the collection being presented on this day is that  Clove and Cinnamon have chosen to display evening gowns and ceremonial clothing. "It will be a glamorous collection, very colorful, where flowing silks and fabrics are featured", said Eduardo Pinto.

and yet more from Sue with entertainment news …

image ‘Mega Park’ under the airport runway opens on 11 – Sponsor wants to revive Water Pena, the fun of Almirante Reis. Madeirans can count this year with a lively Christmas season, which will have several areas or appeal from 11 December. The fun is in charge of the ‘Mega Park’ and the Circus Brazil, which will repeat their presence of last year. The main novelty is the installation of ‘Mega Park Madeira’, in Water Pena, under the runway of the Madeira International Airport. For the first time in the region as responsible for ‘Mega Park’, Fernando Tavares promises, that the park will provide, "the rekindling the Almirante Reis”. We will have some of Madeira’s best attractions in Europe and worldwide. This park will have several new entertainment and cars already having met the new security laws. The controller of ‘Mega Park’ highlights the fun ‘New crazy kangaroo’, which in his opinion "skips, walks in circles and makes waves" and "Megadance ‘, a radical fun machine where people rise higher and will be suspended upside down (not the the faint hearted methinks!). This year also highlights the trail bumper that Fernando Tavares said is to be the best in Europe with its level of security. "The track is 50 feet long and all the bumper cars are already equipped with shock absorbers, seat belts for drivers and two ‘bags’ in fly ash (think this is probably “air bags”). All as required by law." Day 11 entry is free. The "Mega Park" invites the islanders to attend the official opening day, December 11, where all the attractions can be experienced for free. "We want to make a toast to the population. We believe that, thanks to the place where the ‘Park’ will be mounted and entertainment that we bring, we will cause a revolution in entertainment Madeira. The fair officially opens to the public on 12 December and will close down on 17 January. Fernando Tavares highlights Wednesday as the cheapest days to experience all the park, where each attraction costs one euro.

Circus Brazil back to Machico. Even the smallest will have the privileges this Christmas, with the return of the Circus Brazil, after a first appearance last year. The circus will be based on the same site last year, that is, near the football stadium UD Machico, a place where the leaders of the City Council say there is good accessibility and ease of parking. The debut of the circus is scheduled for December 11 and can be visited until 10 January.
This year, more people will have more attractions to watch at the circus, with the main novelty being a fantasy of Harry Potter, but could still see a show ring that is unique in the country. Also promoted still be some jugglers and a special show with clowns. The price of tickets remains the same as last year, and range from 12.50 Euros for adults and 7.50 Euros for children.

  3. I wonder if anyone can help. We live in a rural area and have a septic tank. Does anyone know who empties the tanks – the Camara (water department)? Also, anyone know what it costs?

    Any help would be appreciated.

    Thank you.

    3
  4. A septic tank if working properly does not normally require emptying. It is designed to fill up to a point normally about 12″-24″ below the top slab stay there. At that point the liquid element runs via an underground outlet pipeto a soakaway and the water drains into the surrounding are. This is normally a good are to plant fruit trees etc..!!

If it requires emptying regularly then there will be something wrong with the system. This can be caused by:

    1) a cistern is overflowing and thus too much water is going into the system and the soakaway cannot cope.
    2) The tank is too small for the property. Normally a double chamber tank of 1.5 x 1.5 x 1.8 each will suffice a dwelling)
    3) The pipes inside the tank are set at the wrong level (inflow/outflow).

Trust this advice helps. I built my own house in Zimbabwe and the septic tank worked for years without emptying.

    Robert

    4
  5. Dear Robert,
    Many thanks for your advice.
The situation is we have been in this house (new build) since January 2008. The water in the toilets has been rising for quite some time. The house has three bedrooms which technically could house 6 people. There are only 2 of us living here. We contacted the builder and when it was opened up the tank was absolutely full of water. His answer is you should not put toilet paper down the loo. We had to get it emptied. They had to do it twice and it cost us 800 Euros plus VAT. This is quite worrying to us. My husband is adamant that there is something wrong but we don’t know who to contact to prove our point. Any ideas?
We also have the language barrier (we are still struggling!) which does not help.

  6. Bumper news day today , well done ladies and of course Der..

Well done spotting the photo Der , what a great pic.

The Queen Vic is in the distance on her way into port, she is staying over night, just waiting for her to pass , but she moving very slowly , not due into port till 6pm.

    6
  7. Also watching the Queen Vic make her way in Tobi – just gone past us, having diverted round a little fishing boat! Was the white vessel ahead of QV a research ship?

    7
  8. I Jon , yes it was a research ship. its a shame the QV doesnt sail closer to the shore,

the costas seem to be the only ones who sail very close.

weather now looking ok for tomorrow , with the expected rain shifting to Sat and Sun.

    8
  9. Sorry using chrome , didnt realise my name wasnt attached.

    9
  10. Just to let everyone know , our website Madeira Island direct is back up and running.

Sorry for the down time but was beyond our control.

    10
  11. Hi Robert and Betty,

Septic tanks are built differently in Madeira. They have 3 chambers and there is no “run off” pipe.

There is obviously something wrong with Betty’s tank as a Madeiran tank – as in other countries – should be able to take toilet paper and if it ever needs to be emptied it should not be for many years. In all tanks sludge can build up, but not this quickly.

My first guess would be that ground water is seeping in and filling the tank, or one of the water pipes has a leak. If a water pipe, your water bill should reflect it. Ours comes in at 2-3 euros/month for 2 people. It likely varies by region. I would check with the neighbours. If you have a pool, that could also be a source of water leaking underground.

It is definitely the builder’s problem and I doubt there is a language difficulty as much as a builder not wanting to understand difficulty. It is preposterous that is has already cost you this much and gone on this long. Perhaps your estate agent could help act as a translator to impress on the builder that you don’t intend to put up with this? If not, then your lawyer would be your next avenue.

    Good luck.

    Ellen

    11
  12. Hi chrome Tobi – all shiny! Thanks also for weather info – some “heavy” gardening planned for tomorrow…..

Good advice Ellen, agreed in total. A strong letter from the Lawyer is needed -statuatory g’tees etc……the fault is in the tank/system, NOT the user.

We have never had to have our tank emptied in over 5 years and as far as I know neither did the previous owner……

    12
  13. Hi Ellen,
Many thanks for taking the time to reply to our problem.
We do have a pool. Secondly our monthly water costs for Sept were 35.36; Aug 11.44; July 43.16; June 28.50; May 50.96; April 7.80; March 0.00; Feb. 11.96; Jan 6.76 which I’ve always thought expensive. We do have quite a large lawn area which we use sprinklers on (not automatic and not used every day – mostly used at very dry times). It is a mystery – but now that other people think it’s not just our imagination then we really will have to try and get to the bottom of it.
Thanks again and we will let you know if it ever gets resolved.

    13
  14. It would be interesting to hear from other people – to me those are unbelievably high water bills for anywhere in Madeira.

    14
  15. Dear Ellen,

It would be great if anyone else could give us any info on any of this. I feel if we don’t do something now we are only building up trouble for the future.

    Thanks again.

    15
  16. Hi everybody who is giving me advice. (Thanks to Jon too by the way, I never noticed your comment until just now……….sorry…………..)

Terrible subject here but – As I said earlier – the builder says we should not put toilet paper into the loo. Crazy question – but do you all put toilet paper into your loos? Weird subject to finish off the day – if it wasn’t so serious it would be funny!!!

    16
  17. Yes everyone puts loo paper in their loos Betty, you dont say which part of madeira your from , but i guess your water bill could be correct, as they are higher in the summer months, and although your using a sprinkler, it can use alot of water, and normally the more you use the higher the price per litre or however they measure it gets.

If the builder wont listen to you , try to threaten him with police or court action and tell him you have had legal advise first before paying to see a lawyer, if it doesnt work then you will have to get your lawyer involved, but make it clear you want action quick , and let him know how much you have spent on emptying it and show proof if you have it , the lawyer maybe able to get this paid back to you also.

    17
  18. Jon , the weather has changed again, and now saying poss chance of rain tomorrow as well , it has been changing all day so they really update the site alot, its only a 20% chance of rain , but if we do get some you can be sure in will be in Gaula, Happy gardening… lol lol

    18
  19. There is a fairly new arbitration route for dealing with disputes and to avoid expense and cluttering the courts. Probably best to contact DECO for details, although it is covered on a blog some time ago if someone wants to search for it.

    19
  20. We (2) moved in to our property just over 4 years ago and we did have some problems initially with a back up of water in the toilets and also a horrendous smell from the overflows. On contacting our builder he arranged for his plumber and he also advised that possibly we were using too much toilet paper. We have since cut this down as much as possible. The plumber did also make an extension to our external waste pipes. We have also been advised not to use too many chemicals, bleach etc down the loo as this can kill off bacterias and insects that naturally help to clear the system. We have never had to have our tank emptied and no longer appear to have a problem.

    20
  21. Hi everybody,

You are all stars……..thank you so much for all your advice/ideas.

Will let you know how we get on.

Hope you all have a lovely weekend.

    Cheers

    21
  22. It would be the extension that did it – has nothing to do with how much toilet paper you use, as long as one is not actually clogging the pipes with it.

The system to prevent smells is totally different here than any other European or North American country I know of. In the latter, smells are controlled by traps and vents on the pipes as they leave the sink/toilet etc.

Here they do not vent the plumbing (no plumbing pipes on the roof). Instead they feed the pipes into an box filled with water (somewhere outside your house with a removable lid on it – not the septic tank), in such a way that the smell from the septic cannot travel through the water into the pipe coming from the house. Works when properly installed and there is enough water in the system – both of which are also requirements for vented systems.

As well, the toilet and gray water pipes discharge into different compartments in the septic tank.

    22
  23. The lady who looks after our house in the Calheta area when we are not there waters our garden with tap water as we are not there often enough to use the levada. We have a big garden and our water bills are never more than 5 euros a month. If it’s a recent new build presumably you have a guarantee.

    23
  24. Interesting subject…….our water bills vary from 2 to 12 euro a month depending on number of guests (max 4 plus us 2) and garden watering……unless of course we have the builders in building a wall etc and using our water for cement mixing ……

Toilet habits….well, this is an interesting subject (?!?). Depending on which European country our guests are from then our toilet roll useage varies! CONSIDERABLY! No names, no pack drill but sometimes we experience a potential blockage situation ……. defused by repeated loo flushing (full non eco cycle)!

Our house is a little older but we do have water traps inside each of our wet rooms.

    Living the dream – mostly!

Ellen, are you a plumber? Should be! Nice one.
    Tobi, cheers mate, galoshes ready!

    24
  25. Interesting regarding water bills with a pool. We have friends up the hill from us who have a pool and, as stated by Tobi, the amount per litre increases with the amount of water you use. When they fill their pool, the monthly pay is something like 250 Euros a month! As Jon says, if we need a plumber, we will call on you Ellen!

    25
  26. Sorry to read that the mormons are sending BYU missionaries to Madeira, I had hoped the island could survive without the door to door religious salespersons but it seems that is not to be.
Maybe if someone were to let uncle Bertie know they are secretly communists he could head them off at the airport!!

  28. Betty,

Interested to see all the replies. Would love to assist but as I work in Qatar would be difficult.

The comment regards toilet paper is not correct althougn the one about chemicals is.

The principle of a septic tank is that the floating effluent forms a skin on top of the water under which the bacteria disposes of the effluent such that only water flows out. It is norml to throw a piece of pork into a new septic tank to get it “started”. For this reson the inlet and outlets should have a vertical tee piece such that the incoming flow is distributed below the surface skin. The same applies to the outlet as this will stop any “solidss” from entering the pipe.

For me the blame lies with the builder as the septic tank should be “fit for the purpose intended”. If you let me have an e mail will send a drawing on which I can add notes in Portuguese.

    Regards,

    Robert
