New reserve, New Transport Laws, Doctor Shortage, São João etc.

New laws that came into effect on the 20th May and apply to tourist transportation have not been communicated to or understood properly by the travel agents and transport companies, and many are now operating outside of the law. The laws which are along the lines of consumer protection, are stricter than those previously in place, and affect coaches and smaller vehicles and address in some detail the services they provide, including the programme and schedule. Fines for non-compliance range from €600 to €20,000, and the police, and transport and tourism officials, have the right to ‘stop and inspect’. It’s not clear exactly what the changes mean or the benefits for tourists though?

The Madeira archipelago already has several natural marine reserves being the Ilhas Desertas, the Ilhas Selvagens, at Garajau, and also Rocha do Navio, which are protected under law. But now the government intends to designate a fifth such reserve, which has already been submitted to the Regional Assembly for approval. The islands around Porto Santo and their surrounding sea will fall within the scope of the new legislation, which will affect commercial fishing, tourism, and the dispersal of effluents, as they presently operate. These coastal areas are home to a macro-habitat of animals and vegetation unique to this part of the world, and indigenous species that need special protection. Species around the area such as mackerel, chicharros, squid, etc. also find these waters a favorable environment to reproduce and hence attract larger species such as sharks, swordfish, whales, dolphins and turtles. Also around Porto Santo there are some special seas birds species. To avoid any confusion, the whole of Porto Santo will not be included, so for example I don’t think the ferry will be affected.

Madeira already has a shortage of family, general medicine, and specialist hospital doctors, and over the next 10 to 15 years the situation is going to get worse. New doctors take a long time to train, and are difficult to retain, so the fact that 57% of the doctors here are already aged between 46 and 65 means they will be retiring faster than the ‘new blood’ comes in. In 2006 Madeira had 561 doctors, 2.3 per thousand inhabitants, somewhat lower than the national average of 3.5 per thousand. 58% of our doctors are male, the rest are female (just to avoid any confusion!).

I think I recall mentioning recently that Quinta do Lorde at Caniçal was one of 3 beaches not to get its ‘blue flag’ for water cleanliness … well that was rectified on Saturday. One of other towns, Machico, may not get it’s blue flag until the Summer of 2010, possibly sooner, even though the works there are practically concluded. No news of progress for the other beach at Câmara de Lobos.

A bit out of my league, but the ‘Chaîne of Rôtisseurs’ is opening a chapter on Madeira. The ‘brotherhood’ is a international gastronomic association of French origin. The chapter will be headed by a director at Reid’s Hotel, who has been a member for some years. The mark of the ‘Chaîne’, that can be found in the establishments whose professionals are attached to the brotherhood, is also a guarantee of quality. I thought that although not of interest to lower class mortals like me, there are more than one blog readers who have served time in The Prince Albert in Funchal, who might now be qualified and tempted to join the brotherhood.

OK, I know you are itching to know … yes I overcame my phobia for healthy exercise last night and walked, yes walked, to the mountain known as São João! Wow, it’s high. In fact it’s so high, that on a scale of 1 to 10 in height, it scores just below 9, and hence doesn’t appear on certain maps. In fact the town just above SJ is called Boa Morte (Good Death), because I don’t think there is enough oxygen to survive there.

I know São João is celebrated in several places, including Funchal, but there is no substitute for having the festa of São João in the real town of São João, not even with all the money in Funchal. I don’t know what sort of namby pamby affair went on in Funchal, but in the real SJ it was sizzling with something … but that may have just been the bbq chicken. Arrived just before 9pm, just in time to see the second half of the parade, with the town band, climbing the hill. The parade came in two halves, with about 10 people in the first half, and another 10 in the second. The parade went to the church with most of the rest of the population of SJ, and the missa (sermon) was broadcast outside for those of us unlucky enough not to be able to fit in. It seemed to be rude to eat and drink while that was going on, so I abstained, despite having a thirst big enough to wipe out at least two of the stalls.

When that was over It was time for the fressssh hot bolo do caco, oooozzzzing with garlic butter, yum. This was the cheap version of bdc … I know, as I watched it being made with nothing more than flour and water, but it tasted fine!

Then to a stall with ‘fresh cider’ very nice too, and after a general walkabout amongst the several hundred locals (and just one beer) it was time for the highlight of the night … the midnight sea dip! And they did, they went in their droves, kicking and screaming their way into the sea. I could still hear them when I went to bed just before 1am.

I have done the bigger touristy festas before, but this was the first ‘small time’ authentic festa I have been to and it was great … and that was just in the early part, as I imagine the real fun starts after the midnight sea dip. The people of SJ made so much effort to put on the festa, probably with very little money for preparation, or to spend, but they made it work like they were one big family. It’s in the diary for a visit again next year.

Golden Oldies Rugby, Sand extraction, Sea lions join bathers, Weight problems, etc.

TODAY’S PHOTO : Taken at yesterdays ‘Golden Oldies’ rugby tournament in Ribeira Brava. In the centre of the picture, you might just see a player wearing yellow leggings … he is 73 years old! We also spotted some kids and girls in some of the games … covering for injuries perhaps. A nice event, but not so many people present yesterday as there were on Friday. Running out of beer probably didn’t help!

Main story of the day is the illegal extraction of sand in Ribeira dos Socorridos, despite a directive by the Regional Government to prohibit this activity. The Diário observed the activity of four trucks on Friday removing thousands of cubic metres of high quality sand.

“Russia makes juice of the ‘mechanical orange’ ” is the front page Diário pun after Holland were knocked out of the Euro 2008 (probably because their kit is all orange).

A couple of sea lions were spotted near the coast at Caniço, and delighted many on the beach. They didn’t stay long, probably frightened off by the attention they received as divers and boats went out to take a closer look. The Diário describes it as an ‘unique moment’.

Other News :

Amongst Madeira’s 190 thousand adult population, 51% are overweight. Blamed on a diet of too much bread, soup, meat, pastry, rice and potato. Barely 2.5% are underweight. Using the ‘body mass index’ as its yardstick, the research determined that 14% of adults are obese, and 19% are getting near to obesity. More men are overweight than women, despite the fact that women admitted to eating more sweet desserts. The same study (completed in 2006) noted that 20% of the population aged 15 and over were smokers, 47,000 in all, of which two thirds are men. The final staggering fact is the amount of alcoholic beverages consumed, with 19% of the population admitting to having one or more drinks within the past week, of which 74% were men … I am staggered that it’s so low!

An article highlight the problem with employers hiring workers on the ‘green receipt’ system, where the worker registers with the tax authorities and is issued with a book of receipts which are torn out and given to anyone who pays them for labour or services. In effect, the employers are using self employed people as employees, without any contractual commitments and overheads.

Residents and visitors to Calheta might have noticed a steep hike in car parking charges recently, as much as 60%! The first hour rate has gone up from 50c to 80c. To leave a car from 8am to 7pm will cost you as much as €9.60. OK the beach might be free to use, but a day on the beach is going to cost dear unless you are prepared to keep going to make purchases in the Pingo Doce supermarket, or leave your car at home.

If you want to get in the festa spirit for São João (tomorrow), you should be eating salted tuna with boiled potatoes and pickled onions for your dinner tonight, as that’s the tradition. I am hoping to celebrate this evening in the actual village of São Jõao, where I am told they all go down to the sea for a swim at midnight as that is also part of the local tradition.

Beach guide, Jobs on Porto Santo, Madeira Wine, and not much else …

What ever happened to the sister ship Costa Fortuna, its seems to have stopped coming to Madeira now?

The Diário publishes a handy guide to 36 beaches of Madeira : its shows entrance charges (if any), parking facilities and charges, presence of lifeguards, ‘blue flag’ status for water quality, bars and restaurants (with a quality indicator), sanitary installations and changing rooms, and other features and facilities. 12 of the 36 beaches charge an entrance fee, the highest being €4 in Santa Cruz, and in many cases car owners will have to pay parking charges on top of that.

No football as such to report, but Cristiano Ronaldo with his mother and girlfriend in tow makes a sad figure as he arrives in Lisbon where he is to have a minor surgical procedure undertaken on his right foot. This should cure some discomfort that he has been having for the last 3 months.

Other News :

Two individuals have been arrested after smuggling in to Madeira enough cocaine for 12,000 hits. The drugs were hidden in the fabric of a suitcase along with some moth balls intended to fool the sniffer dogs.

Another article about the employment situation on Porto Santo Island. Existing and new hotels being built are struggling to recruit enough staff to operate properly, and the local unemployed (though few in number) won’t take the jobs. The new Columbus resort which will be complete at the end of the year will require another 350 employees. The Pestana Group has taken on staff from Mozambique and Brazil to fulfil it’s needs.

I don’t often see much in the news about the real Madeira wine, but in an article about an important wine auction in Portugal on 2nd July has one or two Madeira classics on offer that might be of interest to Madeira wine aficionados. A bottle of vinho da casta terrantez of 1795 produced by the Companhia Vinícola da Madeira has an upper estimate of €1,500, and another of the same type from Madeira made by Luís Gomes da Conceição em 1847 has an upper estimate of €1,000.

In a national story titled ‘Robin Hood is the name of the tax’, the talk in Europe according to President Sócrates is of increasing the tax on fuels and oil based products to fund budgets aimed at social support. The mythical ‘Robin dos Bosques’ is a well known story in Portugal, about the man who stole from the rich to give to the poor. I don’t know about Robin Hood, but the person who puts this through legislation might end up about as popular as Basil Fawlty.

In summary, not much in the news yesterday!

So Summer and the longest day of the year have officially arrived. Summer just seems to blend in with Spring and Autumn here so not really much difference except that suddenly the beach season officially starts, and the lifeguards appear.
